Now projecting 147,000 americans will die by early august, as more states continue to reopen. And new data suggests a shift in the outbreak from major coastal communities to americas heart land. An unreleased white house report showing infection rates spiking to new highs through the central and southern regions of the country. Ellison barber is in charlotte, North Carolina, Kevin Tibbles is in chicago for us, Steve Patterson in california and Gadi Schwartz on the Las Vegas Strip. The unreleased white house report i just mentioned lists charlotte, next of kiorth carol location to watch. Walk us through what that means. This document, it says that this county where charlotte is, that county is considered stable, but it says the greater charlotte area is on its list of locations to watch. That includes charlotte, the areas around it, even a few area that is are in south carolina. So according to this document compiled by a sub task force of the white houses Coronavirus Task force, this document which is dated may 7th says that the greater charlotte area saw a 286. 5 increase in coronavirus over a sevenday period. 12 Nursing Homes are having ongoing coronavirus outbreaks as of may 10th. This area has also increased to some of their testing. Earlier this month, three county commissioners criticized the location of testing sites in the charlotte area and told the Charlotte Observer that lowincome communities were not being prioritized. I spoke to one of those commissioners, he told me he feels like the testing sites have expanded to more communities, more areas where they really need to be tested in the last week or so. And he says some of those communities have been served is through mobile testing sites. Atrium health is one of this areas Largest Health care providers. They say they have focused some of their testing on doing this mobile testing. Its an rv that they drive to different neighborhoods, particularly lowincome, underserved areas. They can et set up in a parkingt and test people who need to be tested. One of the experts with that organization told us they feel like this model has changed things and they say that could perhaps be a little bit, maybe part of the reason behind some of this uptick that is in this white house document. Heres a little more about what they had to say particularly about that mobile testing model. Listen here. What are you seeing on the ground right now and do you anticipate some sort of spike or surge in coronavirus cases in the coming weeks or days . Were monitoring it very closely. In general, our percent positive among our patients is going down. However, in underserved communities, which is what this model is about, weve seen a pretty steady percent positive around 13 to 14 of all testing. Reporter and North Carolina started phase one of their reopening plan for this state just last week. Ayman . From charlotte, North Carolina, lets cross over to illinois. Kevin tibbles is in chicago. Just saw its single biggest day spike in cases. What are officials saying about that sudden spike, kevin . Reporter ayman, well, that spike of some 4,000 new cases also came on a day where they broke the record for the number of tests. So, obviously, 30,000 tests were done yesterday. Theyve come up with 4,000 new cases. Obviously, not a kind of record that you want to be bragging about. But they are suggesting here in illinois that it is now taking as much as five days to double the number of fatalities that are taking place due to coronavirus. That is twice the time that it was taking in april. So basically, they are saying that we are beginning to flatten the curve here in spite of the fact theyre seeing higher numbers of people testing positive. As you mentioned earlier in the intro, it isnt just the chicago area. Throughout the midwest, the heartland, as you say, the number of cases is going up, including just north of us here in the state of wisconsin where they are also starting to see their numbers rise. Interestingly enough, while i was waiting to talk to you this morning, we were listening to the interview about sports, what would chicago be without baseball . And our mayor has said to us that this city isnt going to be opening any time soon, probably not until well into june and she does not think that it will be safe for people to go see the cubs or the sox well into the summer. So i really dont know what were going to be doing with our spare time here. We had the blue angels fly over yesterday and i think that was a situation where perhaps people sitting at home locked in, got the chance to feel like they belonged to the nation, they could stick their noses out the window and see this sign of people coming together and seeing the sign of what america represents, fly over their homes. But unfortunately today, with these new numbers, were all hunkered down inside, again, ayman. Everyone trying to find any hope of normalcy with these baseball games. Anything that can give us a sense that things may be starting to return to normal, at least over the summer. Reporter doing the puzzles is getting hold. Kevin tibbles in chicago for us. Thanks. What is taking place there . Reporter ayman, the Public Health director of the nations largest county is saying that unless something unequivocally changes with the nature of the virus or the ability to test for it, that the stayathome order in that county will stay in place for at least the next three months. Now they did issue a point of clarification to say, that doesnt mean that certain restrictions within the stayathome order wont ease back a bit or even lift entirely. Thats all going to depend on the ability to do testing, the numbers itself, and the people who are tracking the numbers in the spread of the virus which is why at this point, youre hearing so much about the effectiveness of Contact Tracing. Thats why were here in pasadena this morning where we saw one of the first examples of why its so effective. There was a party here, officials got wind of it, it was about 30 or 40 people while the stayathome order is still in place. No one wearing masks. No one safely social distancing. And theres a woman there that authorities identified who was coughing and pretending or alluding to the fact that she may have coronavirus. It turns out, she did. Through Contact Tracing, they were able to identify her, everyone she came in contact with, and found a half a dozen more cases of coronavirus, stopping the spread of another outbreak right here in pasadena. We spoke to the lead doctor who is overseeing the Contact Tracing here. He spoke about how this happened and why its so effective. Listen to this. Youre able to ask those questions and narrow it down to a single party where we had multiple people with confirmed cases and many more who are ill. This is a good example of how Case Investigation and Contact Tracing can identify and tell us about the spread in our community. I think its also a good example of what not to do in the community. All of this is happening while were now getting word that the nations largest fouryear Public University system is not going to be reopening classes on their 23 campuses, opting to go completely online saying theyre not ready yet. A long road ahead in california. Interesting development there. Thanks. Lets crossover to Gadi Schwartz. Youre on the Las Vegas Strip. Most people would be envious of you getting that assignment, but a lot at play. Not clear on when the strip will reopen. Yeah, and that is a question that workers out here want detailed answers to, ayman, you were talking about it. It is extremely eerie to be out here on the Las Vegas Strip. This is an area that is hugely filled. Last night during a protest where we saw about 1,000 cars filled with workers that were coming down and honking up and down the Las Vegas Strip, the saddest part about that was that those thousand cars didnt even make a small dent in the emptiness that we feel out here right now. Those workers, part of the Culinary Union that represents about 60,000 workers here in las vegas. About 98 of their membership is out of a job right now. They say that they want to go back to work, but when they do go back to work, they want to make sure theres transparency from the casino and they also want detailed plans from those casino about how theyre going to be kept safe and their guests are going to be kept safe as well. We talked to some members of that caravan. Take a listen. What brings you out here . We want las vegas to be safe. Come back to work safe. What are you hoping happens . I hope they treat us the right way when we go back and give us masks, gloves. Reporter and so far, mgm has taken the lead in terms of releasing a plan. They have a plan that calls for a lot more ppe, screening employees before they come to work, and really reimagining the way the gambling floor, the casino floor is going to work. A lot more plexiglass. No more crowds watches hot streaks. Theyre going to ask people to keep that social distancing and pump 25 more oxygen and air circulating through the casino. Those are some of the changes. Were waiting to hear from some of the other casino. As for a timeline on when we could see some of these casino reopening, mgm says theyre opening for possibly the beginning of june, but at this point, it is still too soon to tell. Its great to have you back with us on the show. You saw there dr. Fauci seeming at least some reason to be optimistic, but youve seen what has been happening with testing access issues, other slow responses coming out of the white house. What is your understanding of what is happening behind the scenes when it comes to preparation for this vaccine and what are the odds of us having one by winter . No one can say for sure. Thats why its so important that we do now what we know will work, ayman. This is really the key, we have to deal we have to deal with this with the hand weve been dealt and that means boxing it in, ramping up testing, isolation, Contact Tracing and quarantine, it means protecting the most vulnerable, it means improving safety in our Health Care Facilities so Health Care Workers are not getting infected like theyre getting infected now and protecting our essential workers. We all want to restart the economy as soon as and safely as possible and that will be done by following the advice of Public Health. That doesnt mean we all have to stay home. That means we have to take a sensible, datadriven approach to reentering society as soon as safely possible. We have to keep our Health Care Workers safe, and we hope for a vaccine as soon as possible. But we cant count it. We dont know if it will be one year, two years or many years. We have to assume it will never be there while at the same time we do Everything Possible to get a vaccine as soon as possible. That would be the only thing that will get us to a precovid world. The Trump Administration is unveiling a deal called project jump start, aiming to fast track the distribution of a potential vaccine if and when it is ready. It involves the production of 100 million prefilled syringes by the end of the year, if a vaccine is developed. These prefilled syringes, how significant is this step towards attempting Something Like this . Do we need this bigpicture project to try and get this economy reopened with a vaccine in circulation . Absolutely. We need to pull out all the stops. We need to do everything we can not only to discover a vaccine but to recognize that it is not going to be easy to get it out there if we have one. Its a huge process of deciding who to prioritize. It would first go to Health Care Workers, for example, of insuring its safe, of having a tracking system to monitor its safety, of ensuring it gets distributed, figuring out how to give it, how often to give it, how long does it last . Its an enormous undertaking. But it is the single most important thing we can do to confront the pandemic. So we need to do Everything Possible to find one, to plan to get it out, but also not to assume well have one. It may be a long time. And thats why its essential that we scale up systems like Contact Tracing, isolation, we put much more focus on keeping our Nursing Homes safer, keeping the virus out, finding it when it gets in, stopping outbreaks. If we dont do that, we will see hundreds of thousands of preventable deaths in this country while we wait for a vaccine that might or might not be around the corner. I dont know if you had a chance to catch the hearing, but there was a notable exchange between rand paul and dr. Fauci. I want to play it for you. Take a listen. I think we ought to have a little bit of humaniility in ou belief we know whats best for the economy. I dont think youre the end all. Ive never made myself to be the end all. Im a scientist, a physician and a Public Health official. I give advice according to the best scientific evidence. You use the world we should be humble about what we dont know and i think that falls under the fact that we dont know everything about this virus and we really better be careful. There was always expected to be a little bit of politics in this briefing, but i wanted to get your reaction to that comment. I wonder what you make of senator rand pauls implication here that there is this divide between economic interests and what Health Experts are saying. Ayman, this is really a false die cot my. If you look around the country and the world, the communities who have been guided by Public Health have had the fewest infections, deaths and the least disruption to their economy. Its not like an on off switch. We need to steadily and carefully resume the most important economic and social activities so that we can preserve life, preserve our economy, get back to the new reality, the new normal. Its going to mean hand sanitizers, distancing, face masks, more protections for workers and health care and other industries, more telework, less travel. This is the new reality. The sooner we come to terms with it, the healthier well be, the safer well be, and the faster we can get our economy and lives back. Let me ask you about the report that is expected to be issued by the cdc about a serious inflammatory syndrome. Its believed to be linked to coronavirus and cases are being reported in an increasing number of states. What does this say about what we still dont know about coronavirus, particularly at this stage as many states continue to reopen because there was this notion that somehow children were somewhat immune to it or not necessarily as affected by it when we started getting those initial waves of reports from china and europe. Were learning more and more about this virus every day. Unfortunately, most of the news is bad news. It affects virtually every part of the body. It can cause severe illness not only in the elderly but also in rare cases for children. That emphasizes the need to be careful and to think about the risks and the benefits of every single step we take. Mistakes today can be very costly tomorrow. Thats why its so important that we follow the data, we learn about the virus, were transparent about where its spreading, how its spreading, what were doing to test it, isolate patients, Contact Trace and quarantine, and that we come out into a new normal with much safer protocols, where were going to reduce the risk to everyone in society, including children. But this spade of severe illness in children has to go into thinking about how and when we reopen our schools. Very important question. Tom frieden, thank you for giving us the facts this morning. Talk to us a little bit about what democrats are hoping to get in this bill that has not been in the previous ones and the predictable reaction were expecting from republicans that, as we heard, dead on arrival. Reporter its interesting, a lot of what is in this bill is plussed up versions of programs that have been tried and popular. This bill directs a fire hose of money at this problem. It includes probably the single biggest expenditure item, a trillion dollars for state, local and county and tribal governments, more direct payments to individuals, including with more money for their dependents. It includes an extinction of that plussed up Unemployment Benefits and includes more money from the medical needs like testing and tracing that you heard there from Speaker Pelosi. And while the speaker has shifted a little bit in her position, including saying today she considers this a negotiation. She knows this is something shes going to have to work with republicans on, the republican pushback on this bill has been quite strong, ranging from Mitch Mcconnell and Senate Republicans saying its dead on arrival to this really calm and understated tweet, a republican of pennsylvania, who points out that the heroes act is only a heroes act if your heroes are mao and others. The partisan rhetoric is at about a 12 up here on this bill. But really were just starting what will be i think a negotiation process before Congress Moves forward with something else, ayman. Thanks for joining us. The new Coronavirus Committee will hold its first briefing later this afternoon. Give us a quick preview and how your Committee Plans to act on the testimony you hear . This is going to be our first hearing that were going to be having our first briefing. The focus is going on testing, Contact Tracing, the steps that we know that we need to be able to have to protect the american people. The committee is focused on ensuring the health of americans as well as rooting out abuse, waste and fraud. We need to do this in a way that is bipartisan and show that our National Security i rallying around to be able to support. Let me also ask you about the 3 trillion relief package that Speaker Pelosi is proposing. Let me start by playing you this sound bite from Mitch Mcconnell about that. What youve seen in the house, nancy, is not something designed to deal with reality but designed to deal with aspirations. This is not a time for aspirational legislation. This is a time for practical response to the coronavirus pandemic. Do you think this bill has any serious chance of making it in the senate, not necessarily even as it is. Is this the beginning of a negotiation that may at least make its way to the senate floor . Well, this bill is something thats rooted in what im hearing in my district every single day. Im getting hundreds of calls and emails from people in my district that are talking about how they arent able to pay the bills, how they arent able to get the tests they need to be able to tell if they are sick or healthy. We have longterm care facilities that are overrun and need greater support. We have a state that is having big financial problems because weve been at the heart of this crisis. If new jersey were a country, we would be number seven in the world right now for deaths due to coronavirus. So we are trying to be responsive to the reality of this situation and the crisis that im hearing from people in Burlington County and ocean county. Let me ask you about the speed of it. Some in your own party want to delay the vote until next week. They say they need more time to look at the specifics of this legislation. Are you at all concerned that maybe the legislation is being rushed without carefully being read by every member of congress . Well, this is a bill that weve been working on for a number of weeks now. Were having around the clock discussions with each other, talking through some of these details. Im hoping that will be ready to go as soon as possible so that we can vote on this and move forward and deliver for the american people. Because what im hearing from Small Businesses, they have only a matter of days before they have to make tough decisions about closing their doors or what im hearing from americans who are food insecure or people that arent getting the support that they need, that is something that we need to deliver on right now. Every day people are hurting and we need to make sure were delivering on that immediately. Congressman, i was struck by something you told the New York Times that this pandemic has fundamentally redefined your job as a congressman. Talk to us about what youre hearing as you said from your constituents who are calling about all kinds of things from Economic Relief to getting their hands on lysol and clorox wipes. What has your job become as a congressman . My job is to solve the problems here as best as i can, work with people who are really worried, people who are calling my office. These are people that often have few other places to turn to and were hearing desperation and cries in their calls and this is something that we need to make sure were working on. Whether it is about passing this bill to be able to deliver billions of dollars to our state, to help with testing and Contact Tracing and helping our hospitals or if its about trying to get sanitization supplies to our local ems station or face masks to constituents, we are going to be there for them. This morning, mounting questions around the march shooting death of a black woman in her own kentucky home. The 26yearold who was an emt was shot eight times by Police Officers who say they were executing a drug warrant. But taylors family says the three officers entered the wrong home without announcing themselves after the man they were looking for had already been detained. Thats when according to the lawsuit, taylors boyfriend, shot at the officers thinking they were criminals, breaking in. They fired back, killing an unarmed taylor. The lawsuit says walker who was arrested and charged with assault and attempted murder of a Police Officer had a license to carry firearms. Taylors aunt saying this about what happened. Die like that in the comfort of her own home by people who she worked alongside with every day. She worked alongside these people every day. In response to a request for comment, the Louisville Police department told nbc news, we are not able to comment at this time and referred to a press Conference Held the day of the shooting. At the time police said the officers knocked on the door several times and announced their presence before being immediately met by gunfire. With me now is the attorney for the family of Brianna Taylor, benjamin crump, also representing Ahmaud Arberys family. Its great to have you with us. What do you know so far about where the Police Investigation stands right now . They have told the family nothing. Its been two months now since they unannounced entry into the home of Brianna Taylor where her and her boyfriend were sleeping at 1 00 a. M. This morning as most americans do. They used a battering ram to bust open her front door. They were calling 911 because they thought their home was being invaded. And so having a licensed registered firearm trying to protect his home and woman, he goes and when they come through the front door, he shoot shoots. Theyre in plain clothes. They dont identify themselves as Police Officers. And they did shoot 25 to 30 bullets from outside windows, outside patio doors, through the front door. Brianna taylors body is mutilated with bullets and she is completely innocent and it is so outrageous that when her mother showed up at her apartment 20 minutes later after she got this call, the police knew she was dead in the apartment, sent her to the hospital for three hours and she didnt get her daughter at the hospital. She came back to the apartment, had to wait until three or four hours. They told her her body was in the apartment, her body was always in the apartment, thats when she found out her daughter was dead. Its simple outrageous. We learned about the case around Ahmaud Arberys death. But it became public and thats what led to the arrests. Im curious to get your thoughts about this case. Is there more evidence you believe the police have right now that they have not released . Do you know if the Police Officers who entered that apartment were wearing body camera . Is there surveillance from the apartment complex or anything nearby that may give evidence as to exactly what happened . Well, we now know there were no body cameras. They were in plain clothes. There is a 911 tape that exists that shows the state of mind of brianna and kenneth as these people were fumbling around at their door. And we also have confirmed that at their press conference the day after march 13th, they lied when they said the police announced themselves and announced their presence. Four neighbors have said they didnt hear anybody announcing that they were Police Officers. And so yesterday, they came by and said it was a noknock warrant, so we did not have to announce ourselves. So we expect now that the charges against kenneth conner, her boyfriend, should immediately be dropped because dont africanamericans have a right to the Second Amendment . Do you have any idea how and this is a point that you brought up, how the officers ended up executing a search warrant at the wrong home, especially after, as weve learned, the suspect was already in their custody . How does that happen . Exactly. The suspect was in custody before they ever used that battering ram on her door. And the only thing theyve told the family is that they know that at some point, years ago, that this person they were searching for may have lived there. And so its troubling when theyre not transparent to say family, instead of grieving, you figure it out. Thats why were calling and asking everybody, demanding the Commonwealth Attorney drop the charges against kenny, release the 911 tape and arrest these officers. We want you to stand for brianna because black women lives matter too in america. What does justice look like for this family of Brianna Taylor . That her death wont be in vein. Her little sister has posted every day on social media saying please help my mother and i get justice for our sister. She did not deserve this. She was an emt. Doctors talk about yellow fever smells like raw meat as if youve gone into a butcher shop. Dogs are incredibly useful diagnostic tools. A couple decades of Scientific Research behind that. Once they found that out working with laboratories, they will try to identify it. We spoke with Professor James logan from the London School of hygiene and tropical medicine. We asked why covid19 sniffer dogs might prove useful. The key here is we can screen a lot of people very quickly, and its noninvasivnoninvasive. We dont need to take a sample from the mouth or blood or anything like that, and the dogs would be able to detect this from people passing through. If you imagine a dog in an airport looking at detecting drugs and explosives, walking down a line, it would be the same sort of method. Each individual dog could screen up to 250 people per hour. We could get through a lot of people very, very quickly. Reporter its still early stages here, ayman. Theyre looking to get through the training and Clinical Trials by the end of the summer and roll this out to Heathrow Airport in london and potentially other countries around the world as well. Scott gottlieb earlier on the today show. Make no mistake, as we reopen the country, were going to see an uptick in cases. The only difference now is were reopening against the backdrop of more spread than we expected. We thought we would see more sustained declines in new cases. Im joined by former obama Surgeon General dr. Viv vic her think. Hes the author of a book the healing power of human kks in a sometimes lonely world. You were named to a task force, the cochair of the Health Care Task force. Thats very important to note. Let me start by getting your reaction to what you heard from dr. Gottlieb. Should we be ending the lockdowns even though we havent seen sustained declines in new cases in this country . What we know, ayman, people have done an extraordinary job of staying at home to reduce what could have been a higher peak of infections. I salute people for the sacrifices theyve made. With that said, though, we want to open up safely. The cdc in previous guidelines very clearly said that we need to see sustained decline in cases and adequate testing and tracing capacity before we reopen. The truth is very few states actually meet that criteria. So the openings that were seeing, the relaxation of guidelines i worry will backfire as we see spikes and we see greater risks being put on these communities. The truth is, we all were in a moving car and we all want to get out. The problem is we cant wait to get out. We have to get out when the car has stopped. Right now while the cases are slowing in some parts of the country, theres still many parts of the country where cases are on the rise. So that point, why do you think were still seeing not seeing bigger declines at this point . Why are we seeing rural areas being declared as new hot spots . I think there are a few reasons. I think one is we are starting to do more testing in the country. Thats enabling us to see where the infection is actually spreading. Were still not nearly where we need to be, but thats giving us greater visibility. The second reason is we know from cell phone data and other data that people are starting to move more in the community. Theyre starting to visit friends more. In some parts of the country, workplaces are opening up again. We should expect to see some additional spread. The problem is, if we are seeing additional spread and we dont have the Contact Tracing and quarantining ability, we cannot put a net, if you will, over those new infections and contain them and they will continue to spread more rapidly. Thats what weve got to be careful about. You probably caught a little bit of dr. Faucis testimony yesterday in which he warned a vaccine or treatment wont be ready in time for the new school year. We also reported earlier all 23 campuses in the california state University System will be shut down this fall. Theyve already made that decision, theyll be online courses. Is that something other colleges and schools around the nation will have to do as well . Do you think its too premature to make that kind of decision now, or it is the right time to start telling people things are not going to be back to normal in the fall, start preparing for alternative ways . I think its certainly the case that things will not be back to a pre pandemic level of normal by the time falls comes around. There will still be coronavirus in the fall. That doesnt mean everything has to remain shut down. If we want to open in the fall, there are a few critical things we have to do. We have to make sure were expanding testing so we have enough testing, not just in terms of raw numbers but in terms of distribution around the kwunt. The second thing we have to do is make sure we have Contact Tracing capacity. Right now we have a small fraction of the capacity we need. If we see another outbreak, were not in a position to contain it. Finally, we need specific guidelines for schools, workers particulars, communities at large and how to open up safely. The cdc put forward some guidelines but they were unfortunately squashed by the white house. Having spent time on the phone with multiple universities and companies over the last two weeks, i will tell you there is chaos and confusion in the community about how to reopen.
