We have breaking news from the jobs market, another 3 Million People have filed for unemployment benefits, that now makes a staggering one in five working americans out of a job. Were going to have reaction from the white house. Where we are also learn being a new report that the Trump Administration has shelved a detailed guide on how to reopen the country. These developments all while the number of coronavirus deaths in the United States approaches 75,000 and 1. 2 million infections. Our nbc news team is ready to go with all of these news developments including Stephanie Ruehl back with us here as now wearing her hat as nbc news Senior Correspondent and hans nichols at the white house and alison. Give us the analysis on the new bleak job numbers and what they mean for the economy. Listen, theyre not a surprise. 33 Million People are now on unemployment and get yourself ready. The number is significantly bigger than that. When you go state to state and see all the systems breakdowns of the thousands if not millions of people who are eligible to get these benefits, and havent been able to logon yet. Thats just one part of the equation. Youve got businesses across the country that are trying to reopen, and hire people back but for those who are on those unemployment benefits, as surprising as this is, they have more financial security, sitting on government aid than they do going back to work because the government hasnt solved for any of us what we do about child care while schools are closed. What happens to all of those businesses where alison is just because they can open up, doesnt mean people will go there, not just because people dont feel safe going back to stores but think about where we are economically, okay . 33 Million People on unemployment. One out of four people who still has a job got a paycut. America, which is a consumerbased economy, is not going to get back out there and spend. So we want toe reopen and get things going but based on the numbers from a health and economic perspective, its going to be very slow going. Stephanie ruehl thanks for that. Hans at the white house, as we just outlined another week, another grim picture. What is the view from the administration this morning as it goes through another horrible jobs report . Well, the jobs report theyre bracing for is the one tomorrow which will give some ammunition to those on the economic front in this white house for arguing that they need to open up the economy quickly, they need to do it safely but they need to get americans back to work. You hear that in the president s rhetoric, so those plitt and economic advisers are looking at toms number almost as a tool to use in the broader debate. There is a debate in the administration. We see this aversion with the cdc guideline suggestions and now confirmed according to Administration Officials was sent up to the white house it was reviewed by the task force and these guidelines by the cdc were rejected by the task force, sent back for revisions, according again to two Administration Officials. In the view in the task force is that the cdc guidelines were overly restricted, and in some cases they were in sleer tension with the april 16 gating guidelines, remember the phases we went through about three weeks ago on phase one, phase two, phase three, and the cdc is just a member of the task force and its going to be the task force that ultimately decides and has these decisions along with the president announce, articulated from the president on what the next steps will be, but confirmation, eamon, about the cdc guidelines and a clear sent back for revisions to the c cdc. They havent shelved them permanently. As of now these are on pretty thin ice. Lets go to atlanta, georgia. Alison barber is at Atlantic Square mall for us now open for business, a mall i know very well. While they may be open for business that doesnt mean theyre getting a lot of business. Folks may be a little bit reluctant to show up at malls and elsewhere. Reporter yes, the story of the malls reopening is a twostory situation. You have the big stores we know so well, the macys, the bloomibloom i ibloomingdales. Theyre adding plexiglass at checkout, requiring employees to wear face masks. Some businesses trying to shift their focus to Curbside Pickup outside of the mall. Then you have the smaller retailers with locations inside the mall. Those retailers restart has been especially difficult. We got a glimpse into what its been like for one Small Business inside of a boutique, they have two locations. One of them here in lennox. They said part of the problem theyre seeing is that if people are coming in and there arent a whole lot, they seem to be going to the Bigger Stores first, again the macys, the bloomingdales and arent spend a ton of time wandering around the mall so find them and come inside, they havent seen a lot of people and havent seen a whole lot of money. Listen here. Of course that this has been a major setback for Small Businesses like us, you know, theres not really any foot traffic or cash flow and in order to survive, we need those two things. Were really hoping that it would actually somewhat pick up from here but it hasnt, and so hopefully the next two weeks or month it will probably start to pick up again. Reporter Simon Properties say they have opened 60 malls sore in 12 states so far. By the end of the month, eamon, they plan to open 82 other locations. Eamon . Doug, the jobless claims, 3 million more people filing for benefits, the sevenweek total now a staggering 33 million americans which comes out to one in five working americans as i said earlier. Whats your take on these numbers and what it might mean for policymakers in washington . Well, as stephanie said, this is not unexpected. We could see this coming and tomorrows job report is going to show 21 Million People lost their jobs in the month of april, and we dont know where theyll go. They could show up as unemployed, ill have an Unemployment Rate over 17 or they may show up as having given up out of the labor force, Labor Force Participation will plummet to about 54 . You know, we knew that, and we knew that it was important as a matter of policy to provide enormous amounts of liquidity to the economy to get it through the lockdown, but now comes the hard part, there has to be the opening where appropriate, there can be no letup on the Public Health mission which is the most important economic policy. You have to provide the combination of testing, therapeutics and vaccines that give people the security to go and engage in commerce, and there will be some targeted assistance that will be necessary to sort of help those parts of the economy that are struggling. Now comes the hard part. We knew what to do to shut it down. Now we have to be more nimble to get it going. Karen, you were on the ground floor of the response to the last Major Economic crisis that was remotely similar to this, not completely the same, but still a devastating recession in its own right. You point out that more than half of the job losses so far have been involved in Small Businesses. Do you think that the ppp loans that have gone out will actually help stop the bleeding . Well, thank goodness im hearing that some of the Small Businesses are getting their money from the ppp loans, particularly the smallest of the small ones but you know what . That was only meant to cover eight weeks and this is going to go on a lot longer than eight weeks so even though its a lot of money and probably 5 million Small Business also get some money, we really need this next round to have a whole set of other things for Small Businesses as they open, relief in any debt they have to pay, relief on some of their rental payments. We are going to see big job losses tomorrow, more than half Small Businesses and they are going to be the hardest to get back. Let me ask you quickly, karen, if youre handing out these ppp loans, is the strategy better to go for the really Small Businesses like lets say a cafe that employs a handful of people or mid size with 100 employees or so as a strategy to get that money doled out . What do you think is going to have the longterm impact that you desire in recovery . Its the most important to get it for the smallest businesses, and the reason is, they are the most vulnerable. The purpose of the ppp money is to get money into the hands of the employees of the most vulnerable businesses, because what if they shut down and we know weve got 30 million Small Businesses, most of them are small. They have nowhere else to turn, and our most underserved communities, if they shut down, how are those people going to get reemployed . How are those businesses going to start up . What we saw in the last recession is when businesses shut, it takes at least six months in a good time to get them started, to have a new entrepreneur, have them get some money, have them hire some people, so the idea if we want some kind of ushaped recovery is to keep these folks afloat. Very important point. The smallest and the most vulnerable. I would put 100 billion more into loans under 50,000. I think thats the place where you could really do a lot of good right now. All right, doug, let me ask you quickly about neel kashkari, president of the Federal Reserve bank of minneapolis saying on the today show this. Watch. Im optimistic. I dont think were actually headed for another Great Depression because part of the reason the Great Depression was as bad as it was the policymakers in the 1930s is it things that made it worse. I think weve learned from that and youre seeing bold action by congress to support american workers. The Federal Reserve is acting aggressively. Well continue to act aggressively. Youre reading a little bit between the lines. Sounds if hes saying the fundamentals of the economy are okay so long as the policymakers show up to work. Is he right . How long do you expect this downturn to last . So i think he is right. One of the things the Federal Reserve did and did a spectacular job at was keeping the impact of the pandemic on the Small Business that weve seen, the airlines and then the hotels and all of those main street economies, kept it from turning into a financial cries. So we actually have functioning financial markets. People will be getting loans from banks, investors can invest in the new businesses that will start up in the aftermath of this. Thats an enormously successful effort. Congress has moved quickly and on a large scale thats opposite to what happened in the Great Depression and thats the reason you see most forecasters saying we will return to growth in the third quarter, fourth at the latest, and that growth may not be spectacular. My guess is there will be continued efforts to improve the quality of life, but thats not the Great Depression, which went on for years and years. In florida the unemployment system to get checks to those who have applied is so broken that money is still yet to reach more than 1 Million People who are without jobs. That money started flowing to others around the country more than five weeks ago not yet reaching folks in florida. What is going on . The Computer System here is essentially collapsed. It is a failure, 1. 6 Million People in the state of florida have applied online, because you dont go in to buildings like this because of social distancing. Only 28 of those who have applied have gotten any type of money and many cases not all of it. Bridgity bailey is a case in point among 72 in the state of florida but wondering what has happened. Shes entered a dead end on the computers. She managed a Boutique Store in floridas panhandle in Santa Rosa Beach and like so many she was furloughed so she battled through the flawed Online System and has yet to get any unemployment money or the 600 a week federal pandemic unemployment compensation. Kerry sabd enders thank you. Val demings, a democrat who sits on the intelligence and judiciary committee, thank you so much for joining us this hour. Let me pick up on the point my colleague, kerry sanders, was talking about. Who is to blame from your perspective for this broken system in the state of florida . Let me say this, it appears that the system was never really designed to assist persons who needed to apply for unemployment benefits. That occurred under the previous governor, who now serves as a member of the senate, but under the current governor, governor desantis, he was warned a year ago that there were major problems with the system, the system would kick people out trying to apply, there were hundreds of system errors, messages, and apparently there were no steps that were seriously taken to deal with the system. Ive heard just nightmare after nightmare stories from my constituents, and i can only imagine what its like from people all over the state. Even after learning that there were major problems with the system, and i know the governor has reassigned some additional staff to try to service call takers in call centers but still as you well know and you just reported, we have a major problem in florida in helping people who need this assistance the most, get it. Is there anything the governor can do right now to get money out to the people who need it the most . What would you recommend he does . I would think the governor needs to make this an all hands on deck issue. As you already indicated we had 1. 6 Million People in our state who have applied for benefits and only 28 have actually received it. Thats disgraceful. So we need to make this an all hands on deck effort. If the system has totally collapsed, and apparently it has since day one, that perhaps the governor and those around him can look at during a more manual process. The bottom line is he needs the resources and the personnel to get this job done and get those benefits into the hands of floridians who desperately need it. Congresswoman, let me ask you about big picture relief. House democrats are going it alone on the next relief package. Speaker pelosi saying your proposal could be released as early as tomorrow. Realistically here for a moment, without the input and support of republicans and the white house not being fully on board, a lot of people are saying what is the point in doing this . Is it anything more than a policy wish list by democrats in congress . Well, i dont think its a policy wish list. I think its an American People got to have list. Covid 1 is something weve never seen before, requires us to do some things weve never done before. We passed a 2. 2 trillion package in c. A. R. E. S. One and realized it was not enough. We passed an interim leaf package of 484 billion and still need to take care of the local and state governments who are the foundation of this country. Were talking about first responders. When we say going it alone, democrats are going to do what we need to do to protect the American People. First responders those people who cannot shelter in, rely an a stayathome order theyve got to be on the job, from Police Officers, firefighters, nurses and other Health Care Workers, our bus drivers, they have to be on the job and we need to fund them so they can continue to be on the job. We know if were ever going to get covid19 where we need to be and were not there yet, we got to expand testing. The president needs to get serious about fully implementing the defense production act so we can get the personal Protection Equipment that our emergency workers need so desperately, we need additional testing so this is not, no matter how much my colleagues on the other side of the aisle try to make it not a republican or democrat issue. This is a lets save the life and take care of the American People issue and were committed to doing that. Congresswoman your thoughts on another issue that has become sensitive and getting more attention in this country. There are new concerns how social distancing orders are enforced around the country. Are you hearing about unequal policing and enforcement in your state . In new york state a lot of credit sichlt against the way the nypd has been enforcing social distancing rules in some more privileged areas and neighborhoods predominantly white residents handing out masks and using force to enforce the social distancing in more impoverished communities. You served as the chief of the Orlando Police department. Should Police Officers even be tasked with endorsing these types of rules . As i said earlier, weve never seen anything like this before which forces us to do things we have never done before and Law Enforcement which they were not in the position of having to enforce social distancing rules or pass out masks, look, im not sure what is going on in new york but im so proud of floridians who in the absence of the governor issuing early a stayathome order took matters into their own hands, local governments, they have, although painful practicing social distances, Wearing Masks and gloves and limiting their activity and you know, we need, we cannot as i said earlier get covid19 where we need to do in terms of flattening the curve and getting the numbers down unless everybody takes individual responsibility. If areas anywhere are going policed differently as you say, then thats just wrong. And inappropriate. This is about saving lives. We all have a role to play and make sure were not violating anyones Constitutional Rights and we have to get this right. Let me end ask you about the 2020 race and the state of that. Part of it is politics and the complexity of the way the government operates in br zale rather like the u. S. , you have the federal, state and municipal system. A lot of leaders talking across with one other. My colleague caught up with a professor at the center in colombia focused on brazilian studies and asked her why she thought the situation in brazil is currently worsening. You have state and local and city governors and mayors putting in place social distancing policies and trying to get businesses to close for a little while but the messages are really at odds so you have a situation of real misinformation, and so thats just resulting in a lot of confusion and people not following any kinds of policies because there isnt a clear message about what needs to be done. Eamon that lack of clarity starts at the top with president airbo jaire bolsonaro. Hes not following guidelines. The gateway to the amazon are digging huge numbers of graves every single day. I was in touch with a doctor the last couple of hours says all the icu he oversees are packed to the rafters. He doesnt know where theyre going to get any more beds. Disturbing image there, willen marks live in london, thank you. Back here in the United States, we want to try to always give you the facts over fear, with us is dr. John torres, medical correspondent for us here at msnbc. Dr. Torres, its a pleasure to have you with us as always. Lets talk about what were seeing happen here in the United States, were seeing roughly 20,000 to 30,000 new cases each day and there is an article in the Associated Press that says as europe and the u. S. Loosen their lockdowns against the coronavirus, Health Experts are expressing growing dread over what they say is an all but certain second wave of deaths and infections that could force governments to clamp back down again. Is a second wave, in your opinion, all but certain at this point . Eamon, definitely. I think every expert agrees on that, once we start opening things up, were going to have the second wave and well have what people are calling the third wave, a coming back in the fall. Whats happening in the second wave is were starting to go out, starting to get closer together. Were not necessarily doing that social distancing and when that happens, when we come out of of our houses and our apartments and start going outside, we know that people are going to get closer together, theyre going to be often spreading the virus they dont know they have, and so the cases are going to go up. The critical part here is knowing those cases are going to go up and doing something about it to make sure they dont go too high, we dont have the wildfires of epidemics and pandemics weve had over the last couple months so again, the known is the fact that we are going to see more cases. The unknown is how are municipalities going to deal with that, do they have plans in place to contact trace, to test, to quarantine and isolate, the things we know we need to do to keep it under control. If not, the curves that are flattened and gone back down will start going back up again, one thing to make sure that doesnt happen. Speaking of graphs and curves i want to put this up on our screen and ask but you about it. This is the case of coronavirus in the country. Why isnt the curve showing any significant reductions when you look at it from the middle or early april until the early side of may, where we are right now . I think what youre seeing here are a couple things. One is we do know theres a lag time between the time people get infected and they start showing symptoms, between when they show symptoms and start going to the hospital and when they go to the hospital they start going to the icu so theres a lag behind all of that, thats usually a couple weeks in each period so were seeing things that actually where people got infected a couple weeks ago but at the same time the other thing were noticing is the areas that have hot spots, they are coming down or their curve is flattening but other areas that have not had it as bad are seeing it now, as they start opening things up i think that will continue for a little bit longer. The message here is basically dont let your guard down. We all still need to dot things we need to do to keep safe. If you are going out in public, if you are in a place where theyre opening things up, be careful when you are out there. Practice social distancing, practice Wearing Masks and especially hand washing because we all need to do our part to keep it under control. And finally, i want to ask you about this new advisory new york state about a mystery illness that has been identified in 64 children so far. This was a head scratcher. It could be linked to coronavirus. Obviously it has a lot of parents in this city very worried. What should parents be on the lookout for . Eamon, its not just here in new york. Its definitely new york city, its new york state. They sent out an advisory saying doctors you need to be on the lookout for this. Its across the world, europe and the u. S. In particular and they think theyve seen a little under 200 cases. Its still rare but we dont know how much is out there but we think there might be more than we thought there were. The main thing for parents to realize this does not happen often. Everybody had it survived except for one child who unfortunately did pass but everybody else survived from it. What the parents can look for, if the child has coronavirus if theyve recovered a couple weeks ago or a week ago if they start developing fevers that last for four days or more, if they get a rash with that fever, if they start having red eyes or they start complaining of abdominal pain, diarrhea, vomiting, you want to talk to your doctor about it because it could be signs this is coming on but for the most part, luckily its rare, were hoping to keep it that way. More than two months later an arrest has not been made in the case. We are going to talk to an attorney for the victims family. Now to the uproar around a leaked video showing the february shooting death of a 25yearold black man who was running through a georgia neighborhood when a confrontation with two armed white men who had pursued him in a pickup truck erupts. One of them is a former Police Officer who said in a Police Report he and his son the other armed man seen in the video saw someone they thought was the suspect from recent breakins in the neighborhoods hauling ass down the street and the two trying to intercept him. What you are about to see is disturbing. [ gunfire ] i should note we dont know what happened beforehand and it is unclear who took the footage. The former officer said tacked the son and grabbed the gun so the son shot in selfdefense. A prosecutor plans to bring this before a grand jury for consideration of criminal charges after two prosecutors on the case recused themselves. So far, no arrests have been made. Nbcs blaiyne alexander is in atlanta with the latest. How soon could a grand jury be convened here . Reporter eamon, were talking about weeks from now. You said yes the prosecutor in charge has promised to bring this before a grand jury to decide whether charges should be filed but because of covid19 right now, theres a great delay when it comes to that, so that grand jury could not convene until sometime in june. The attorneys for the family say that they dont need to have a grand jury before arrests can be made. Thats why theyre calling for arrests to happen right now. Where the investigation stands right now, the gbi has joined in at the request of the d. A. Now also joining in that investigation, they say theyve assigned three agents to run part of that investigation out of the gbi headquarters here outside of atlanta, but eamon, what youre seeing now is this growing amount of protest, not just here in the state of georgia, but around the country. Many people who are calling for those immediate arrests from that shooting that happened back at the end of february. Were also hearing from his mother. She spoke with our kate snow yesterday. Here is a little bit of what she had to say. Since it happened, i tried to just sit and think about what he was thinking the last minutes of his life. He didnt know that he was in the last minutes of his life. He was unaware of what was going on. He was just jogging. He didnt know he was out there in harms way. He had no idea. Reporter and so eamon, were expecting to see a number of protests tomorrow t bears significance because tomorrow would have been ahmads 26th birthday. A number of people are asking folks to go out and run, jog in his honor. Solidarity calling for an arrest in this case. Eamon . Blayne alexander, thank you. Joining me is the family attorney lee merritt. Thank you for joining us this hour. I want to start with that video we played a portion of, because its become so critical in our understanding of what has happened here and really has changed the tide. Some are wondering whether they had wed be at this point. Have you been able to determine who filmed it and why it surfaced just now . The video was filmed by one of the individuals i consider a suspect, which is william bryan. He is one of the people who initially made a call about mr. Arburys presence in the neighborhood. He pursued mr. Arbury and eventually he was present afor his murder. What are you trying to get answered about what happened on that day in that moment . How has this case been handled up until now . Im most concerned about the corruption. The Police Department should have arrested these men on the day of the shooting. All they needed was probable cause a crime was committed. Beyond that, the District Attorney barring statements that justified the shooting and what role that the, one of the shooters relationship witness the District Attorneys office played and why theyre still free today. What is your perspective . You said theres been a little bit of corruption you believe in the way its handled. How have the police and the District Attorneys office been handling this case in the way that theres been a delay in making an arrest so far . This is something that as we mentioned happened in february, and as i noted, we probably would not have been here, had that video not leaked and created this outrage so far. Right. Its the Law Enforcement communitys failure that is the biggest problem in this case. I can understand that covid19 changed the judicial process a bit, that the grand jury process isnt available but the District Attorneys office has the opportunity to directly indict these men. I think if the state charges go forward against these men, a special prosecutor should be appointed because of the obvious bias. That is not a rare remedy, that often their existence conflict between prosecutoprosecutors o the defendant but i think its appropriate that the federal government be involved with the department of justice not only investigate what happened but investigate the coverup that the last three months what does justice look like for the family . How do they want to see this resolved . Its difficult to use that word when their son is killed in broad daylight. What semblance of justice could bring closure to this family . People are still coming in with the normal emergencies that we have in the er. We have our cardiac arrests, our strokes, Motor Vehicle accidents. But we still have that added stress of people coming in from home, from facilities with coronavir coronavirus. Theres a lot of unknowns that were still dealing with. Its been very stressful. Let me ask you about your personal experience in all this, because i understand you have four kids. Youre going home every day to be with them, of course. That must be very difficult. Talk to us a little bit about that experience. What type of rituals have you gone through to make sure they stay safe when you come home from the hospital every day. It gets interesting. Weve developed kind of a plan where, when im on my way home from work, im kind of mentally preparing to be mom again and i kind of hang that coat up of nurse. I pull into the yard. I think my neighbors know, around 8 00 p. M. Im going to kind of be disrobing and jumping into the garage, disinfecting, straight to the shower and we go on as if every day how are your kids digesting that. Any kid when they see their mom walking through the front door, they probably want to run and give her a big hug. They do. They do. Every time i come home, its hard for them to remember. So daddy helps, and he holds them back because they come rushing. Its been 13 hours, sometimes longer because i wake up, go to work, they go to bed, im home, and then i go back to work. They miss me and i miss them. So beautiful in that picture we showed there. Thank you. On top of your nursing job, youve been working every day to keep morale up in your emergency room for your colleagues. Youve been documenting it on instagram. Tell us a little bit about that. What have you been doing and is it working . This is stressful for every Health Care Worker across the country, across the globe. Everybody who shows up every day to help other people, were stressed out, were nervous. We dont know what were about to face. We dont know what were going to bring home. I walked into work one day. I felt that vibe. I felt that stress. I felt that energy. I said, you know what . There has to be something i can do to bring a little positivity into the situation.
