100,000 lives lost so far. The u. S. Nearing 17,000 as deaths in new york hit another record high. The states hospital admissions continuing to slow down while california reports a drop in patients needing intensive care. Plus, the economic devastation continues to mount. The behind the scenes debates in washington about what happens next. And new reporting on missed warning signs back in november. We want to start with kara lee who is coverings the white house for us, ron allen and Morgan Radford is in philadelphia for us. The city being told to expect next week to be its worst yet. The push from inside the Trump Administration, we all have heard the news right now, to reopen the country in just three weeks from now, putting him at odds against the messages coming out of almost every Single Health expert weve spoken to. What more can you tell us about those discussions taking place inside the white house. Reporter this has been a tension between the president and some of his allies and Health Experts for weeks now. This has played out publicly. We heard the president saying he wants the economy to open with a big bang. Yesterday he said that were at the top of the hill in terms of fighting this pandemic. Its also played out privately, as you mentioned, the president now pushing for a some sort of opening of the economy after the end of april 30th, which is when his the cdc guidelines in terms of social distancing and other measures are in place. He wants things to open quickly. The problem with that is clearly the president is very frustrated by this. Hes shown that publicly, privately, hes tweeting today. He said about this next this effort to get another largescale funding for Small Businesses and which is stuck in partisan its stuck between democrats and republicans disagrees on what that should look like. But at the end of that tweet, he said big economic bounceback, thats what he wants to see. The problem with that is that, you know, theres real questions about how he could do that. Hes supposed to announce an Economic Task force thats going to focus narrowly on this issue. Everyone believes that this is not something you heard dr. Fauci talk about this yesterday. This is not a light switch. Its not all going to turn on at once. Its going to be something thats done by sections. How thats accomplished is a real question and one of the things that the experts say needs to happen is largescale testing for all americans and to have the supplies to do that and the people to do that. So thats something were going to have to be watching for. Specifically how the president s team can match his expectations and what thats going to require. Carol lee for us in washington, d. C. Lets go over to ryan alan in new york. Hospitalizations are down. But that may not materialize in terms of what that means for ordinary new yorkers for a couple weeks from now because the death toll, unfortunately, still horrific. Reporter yeah, the death toll is unimaginable. Its somewhere near 8,000 in the state and its the numbers keep going higher and breaking records every day for the last i think its three or four days or so. Thats one very troubling indicator. But the hospitalization rate is what analysts look at to tell you where things are going, where theyre now, and where theyre going. Those are new cases. The deaths are people who got ill a week or two ago. And now were seeing the tragic result of that. Here at the National Tennis center, theyre opening up another field hospital. Eventually its going to be as many as 470 beds. The first patients are expected to arrive here today. I think weve got about 150 beds set up so far. And in large part this, is meant to limit some of the strain on elmhurst hospital which weve heard so much about which is just a few miles from here. Its in an immigrant neighborhood and its been described as the center of the epicenter in terms of the number of cases. Weve seen long lines of people being tested there. Weve seen the emergency room under all kinds of duress here. And this facility here behind me, one of the Training Centers on the grounds of the Tennis Complex is where that hospital will be. Now, earlier today Governor Cuomo gave his assessment of where we stand overall. Heres what he had to say on morning joe. That has dropped the number of new hospitalizations. And we hope that continues and our behavior will determine that. The horrendous news is the number of deaths goes up because these are people who were hospitalized two weeks ago who werent treated successfully, who wound up on a ventilator. The longer youre on a ventilator, the worse it is. Reporter well hear more from the governor a little on this morning w. The glimmers of hope, theres the reality that the showdown, the shelter in place situation is going to remain in place nor sometime until lets the end of april and on into may. Because, again, as the governor just said, it seems to be working. Let me ask you about the deaths here for a moment. Do we have any idea, theres been a lot of reporting about where some of these bodies, these burials are taking place. We have images of these bodies being buried on one of the islands here in new york. But heart island i believe that is. Do we know more information about the numbers and other locations being considered at this time . Reporter its unclear about the numbers. Those are as i understand it, unclaimed bodies which is what a tragic situation that is. And the city is trying to put the bodies there until they can be claimed, until it can be sorted out who the next of kin are. A very disturbing situation. The city is doing the best they can. I do not know that there are other locations where thats happening. Weve heard reports of how Funeral Directors are overwhelmed because of this problem. So but that yes, those are disturbing images that have been surfacing. Back to you. And from one epicenter, lets crossover to philadelphia. How are hospitals bracing themselves for what is potentially going to be a break point next week . Reporter ayman, the hospitals and state Officials Say that the hospitals here are in fact prepared. This of course is as the federal government has designated philadelphia a potentially emerging hot spot. There are about 5,000 cases here in the city compared to 18,000 across the state. And in terms of deaths, philadelphia has seen about 100 deaths from coronavirus. Just north of 300 deaths across the state. This is why the federal government has said its basically going to bump up philadelphia in terms of priority when it comes to receiving those ventilators and ppe. But whats interesting is that when you talk to state and local officials, they say that they are prepared. They say those new cases are actually stabilizing and theyve got about 40 of their icu beds that are available and 70 of their ventilators that are available. They expect to approach their peak in late april. And they say theyre doing in the meantime everything they can to make sure that people will stay home. For example, Temple University is almost done being converted into a field hospital. Their sports arena is going to have 200 beds there for coronavirus patients. The governor announced this week that all schools across the state will be closed through the end of the school year. Here in philadelphia, the accse line is giving Priority Service to hospitals and grocery stores. The Officials Say theyre bracing, theyre prepared for what they think may be the worst when they see their peak later this month. Thank you for kicking us off this morning. Joining me now for fact over fear, dr. John torres. Good to talk to you. We heard the concerns about the city of philadelphia approaching its apex. Weve seen some glimmers of hope in hardhit areas including new york. But the big picture remains, what should the nation be preparing for this next week as we start moving from apex to apex across the country . Ayman, youre exactly right. Were hearing glimmers of hope, california, washington, seem to be doing better. Theyre talking about hitting the apex. New york we keep talking about being close to the apex. Youre hearing things like the biggest number of deaths yesterday. Those numbers seem to keep rising. I think what youre going to see over the next week is those numbers of deaths coming down as well. Hot spots are going to start cropping up in other areas. But overall, i think the country is starting to get things a bit under control. Were not quite as the apex yet. What happens is cases come first. People get infected with coronavirus first and then a few days later they get sick enough to go to the hospital. Hospitalizations come second. Those are starting to drop. Once people get hospitalized, they start getting sicker, they end up in the intensive care unit and they end up dying in large rates. 80 of people on ventilators end up dying while on ventilators. Theyre usually a couple of weeks behind hospitalizations and cases. Were probably going to see numbers still rising for the next few days. Were playing catchup. What youre seeing now from hospitalizations is from the past few days and those numbers are going to continue to go down i think, especially across the nation and hopefully we start getting a better handle on it now that were social distancing. That time lag is critical in understanding how this plays out. Let me ask you quickly as we continue to get new data every day and learn more and more about this virus, one issue that stands out is the gender divide. The gender divide now is pretty fascinating, equally as important. Men are dying almost twice as often as women here in new york. But theyre getting tested less nationwide. How should that factor into the public response, the Public Health response to this virus when we learn a piece of data like that . The bottom line, testing needs to be more robust. Everybody will agree that testing isnt at the level it needs to be. Theres a few people that say its fantastic. Mostly experts are saying its not quite where it should be. As far as the reasons why more men are having issues and dying because of coronavirus, theres a couple reasons behind it. Number one, men tend to have more dangerous behaviors, they tend to socialize more in those groups, they dont listen to the social distancing. They have worse Health Outcomes to begin with, more high blood pressure, Heart Disease. Women do have stronger immune systems. So those are part of the reasons that men are ending up dying more from this. It says, we do need to look at testing them as equally as everybody else so were understanding who can be affected by this quarantine and hospitalizing those who need it. Let me pick on something that you said about what needs to happen before we attempt to return to normal. That is the issue of testing. It needs to be ramped up, Rapid Testing must be very aggressive. And so much contact tracing. If that becomes this administrations approach, how wide of a scale should these things happen on and what has to happen before we are ready to move to that stage . Is there a way to quantify how much of the population you need to test and Contact Trace before we can reopen things up . And those are basically two arms to the same tool that need to be done in order to open things up. Theres two different kinds of testing, theres testing that tells you youre sick right now. We have it. We can tell if people are sick, they get tested. The other testing to come around are antibodies testing, find who who has been sick and has antibodies so theyre immune toyota. Tho if we can find out theyre immune to it, then they can go back to work and theyre not going to catch it and spread it. That needs to be a company with the testing as well. Anybody who came in contact with somebody with coronavirus needs to be quarantined. Absolutely critical there. Dr. John torres, appreciate your insights. Thank you very much. This is a pretty Significant Development because it establishes the timeline as to when the government knew about this. Talk to us about what weve learned and what was done with this information. Ayman, current and former u. S. Officials tell nbc news that there was raw intelligence as early as november suggesting that there was a Public Health crisis in wuhan china and it concluded communications intercepts and satellite imagery. It wasnt intercepted at the time as the beginnings of a global pandemic. But later in december, as more information began to build, the picture became more clear. Were told that the intelligence in november was distributed in a situation report but, again, it wasnt seen as a pandemic warning then. As december moved into january, more and more intelligence started to pour in and then it was included in the president s daily brief. But we all know that donald trump, were told, does not read his intelligence briefings. Its unclear what the president knew when and i think thats going to be a source of investigate interest going forward. The Washington Post has reported that u. S. Intelligence agencies issued clear warnings of a potential crisis in wuhan and china in january when donald trump was playing down the threat. What is the pentagon saying about this . So the head of the pentagons medical Intelligence Unit issued a statement refuting an abc news report that there was a quote, unquote Intelligence Report in november. Our view is thats a very technical denial. Its true there was not an intelligence product, but there was plenty of raw intelligence, thats what our sources are telling us, as early as november. The first person to die, according to opensource reporting was november 17th in china. There was intelligence. It wasnt a report. More questions need to be asked about what the president and the white house knew when, ayman. Important question. Im sure well find out in the weeks and months ahead. Thanks as always. Let me start by getting your reaction to our new reporting that ken was just talking there that im sure you heard that there was raw intelligence back in november about this Health Crisis in china. Well, ayman, its good to be with you. And this is part of the pattern of gross negligence from the Trump Administration repeatedly ignoring warning signs that were building. By december, this information had been collected in a way that the warnings were flashing bright red and that continued into january. But you had the president of the United States when presented with information ignoring it, downplaying the information and as a result the coronavirus in the United States got an eight to tenweek head start and that is why the impact of the virus and longlasting, than it had to be here in the United States. This is a president who has repeatedly ignored reports from our Intelligence Community and others in the Civil Service and we are all paying the price. Senator, let me switch to the economy for a moment. More than 17 million americans have now applied for Unemployment Benefits in the past three weeks. Yesterday, you and your fellow senator from maryland blocked a measure Mitch Mcconnell brought to the floor yesterday calling it a stunt. Heres what the president tweeted this morning. He said democrats are blocking a 251 billion funding boost for Small Businesses which will help them keep their employees. It should be for only that reason with no additions. We should have payroll tax cuts and more big economic bounceback. I want to give you a chance to react to what the president is saying about why you and your colleague blocked that measure. Well, once again, not surprisingly, President Trump is totally misrepresenting the facts. We did not block additional funding. In fact, i proposed a Counter Measure on behalf of Senate Democrats that provided exactly the same amount of funding requested for this very important Small Business program which democrats really pushed for from the beginning. But also a provisions that would fix it and improve it. Youve been reporting and others on stories throughout the country about Small Businesses having a terrible time accessing these funds from some of the biggest banks. In addition, the department of treasury wrote in some conditions that were not part of the original legislation that actually limit the benefit and flexibility of these funds for Small Businesses. In fact, the National Restaurant association sent us all a letter yesterday saying, yes, we need more funds, but equally important, we need to fix these provisions that are actually making it harder to make good use of the money. The counter proposal was, yes, we need the funds, but lets fix it and lets also provide funds for other very critical measures which is getting more supplies up to the Front Line Health Care workers. So this was a case where we put together a bipartisan counter proposal but apparently senator Mitch Mcconnell and President Trump wanted to be able to tweet misleading tweets like the president did this morning instead of actually fix the problem. Theres been debate over when to reopen the economy. Im you saw the president suggesting by may 1st as a possible target date. How do you think it should be reopened and when . Ayman, my view is, we all have to listen to the health care experts, listen to dr. Fauci, not to President Trump playing doctor, playing, you know acting as a health care expert. And that has to really drive the decisionmaking because if people try to go back to work prematurely and the virus has not been defeated, then it will actually be a setback. We really need to be listening to those health care experts. Here in maryland our understanding is that we wont hit peak for some time, still, and as a result, you know, were going to be paying attention to the health care experts, not to what President Trump says from the podium at the white house. A physician assistant in chicago, shes pleading with people to remain vigilant on social distancing with a warning of what shes seeing on the front lines. I would say, honestly, im a bit angry right now. Weve had some nice weather the past few days in chicago and it appears that people have forgotten that we are in the midst of a Public Health crisis. The parent saying she was a mentor to me as a mother, i think one of her missions in my sons life was to never allow anything to break his spirit. We have a new york city Public School teacher. She worked with sandra. They were both third grade teachers. Remarkable story as we learn more details about miss v. Tell us how you and your colleagues are doing in this tough moment. It hasnt been easy. Weve been Remote Learning and she was a big part of that on the last day of school, when we had to report on march 19th. We were meeting in her room, so we saw her the last time on march 19th and she really helped us a lot. She was our team lead. She was very supportive, very warm and caring. I was moved by the fact that you as a new teacher forged a very close relationship to her. She helped welcome you into the community which can be challenging in a new environment. Tell us what kind of friend and mentor she was to you. Yeah, so, i was actually ive been teaching for seven years but it was my first year its my first year at ps9 and its a very different environment from what im used to. I worked with kids with severe autism and i was coming from a district 75 school having a class of six to eight kids, now i have 24 students and im coteaching. Working with her was great. The week i think the first month she gave us chocolates and she thanked us for collaborating with her and she was just really supportive. She invited me to this Equity DiversityInclusion Team at our school and it was at 7 30 in the morning and shes like, you should come. And i said, i dont know. But her invitation, it got me more involved in equity and diversity and more inclusion within our school. So i really thank her for that because she helped me when it came to getting more involved. I was going to say, outside the home, i cant think of anyone that has more of an impact on a childs life than a teacher. Im curious to get your thoughts on how if youve had a chance to speak to the parents or students about this loss. Obviously, students are not in school right now. Have you had a chance to talk to the families that have been affected by this loss as well . So i havent spoken directly with her students. But i know that the school, they did make an effort to call each family and theyre doing a great job connecting with everyone that has been affected. But i do have former students whose siblings were in her classroom in theyve been very upset. I partnered with some artists within the neighborhood or within new york and we create add coloring book and we dedicated it to her and i distributed it to some to my students and we wanted to make sure that were sending that positive message with an outlet through coloring so that way they can heal in an artistic kind of way. Beautiful tribute. I wanted to ask you, as a public educator here, just for a little bit about the response coming out of our city towards schools. The New York Times has a new report out detailing how the city and stay may have moved too slow to respond to the outbreak. Im curious to get your thoughts from where you sit. Was the city to slow to order schools to shut down . I believe it was. Actually, the last day of school was march 13th for students. And there was this huge debate about how we should be going to school and i knew march 13th that that was going to be the last day. I have a friend teaching in shanghai and she told me this is serious, we have to take this very seriously. And i knew it from the start. And we should have not been in school toward the end of february. I didnt want to upset the students. I wanted to make sure my students were calm. In the end, i really do care about their safety and being calm is the most important thing. But the city could have made sure that we didnt have to attend school and they were putting our lives as teachers in danger because the kids werent in attendance but we still had to be at school. Its preposterous that they wanted us to be there while the kids werent there. I live in the neighborhood where i teach. Its not a far commute for me. But some teachers they commute from long island. The mayor and the governor, i guess, they were trying to put well, i dont think they intentionally put wanted to put our lives at risk, but they were by keeping the schools open. And well find out in the coming days whether or not they intend to cancel the school year or try to reopen it up at some point later this summer. Well also spend time talking to a faith leader and look at how so many people are going to be enjoying this holiest of weekends in a very different way. This is one of the hidden dimensions to this pandemic. Youve been talking to counselors who have been overwhelmed with phone calls. What are they telling you . Reporter this is one of the oldest and largest Suicide Prevention centers in the country. In late february, they had maybe about 20 calls related to covid. By the end of march that call was 1800. The calls range from anything you might imagine, fears about getting the virus, fears about their loved ones, extreme stress, anxiety. As this is going on, those calls are turning to ive been furloughed, ive been laid off, i dont know how im going to pay rent every month. Those are the things that these counselors are dealing with. A lot of these people are volunteers who have lost their day jobs themselves. All of that said, this is a company that is dealing with two confirmed cases of covid themselves. So theyre deep cleaning, theyre taking temperature checks every day. I spoke to a crisis counselor who is dealing with all this. I asked her, how shes managing hearing these incredible stories. Listen to this. We have to put our feelings aside during this because they look for us to be that voice of comfort. Every time, like, im getting a call, thank you so much for being there, i dont know who else i would have reached out to right now. And that, honestly is what keeps me going. And i think a lot of us. Knowing that we can be that other on the other side of phone and be there for that person who needed us, you know, it just i think thats kind of what the whole purpose of this is. So i want to throw a couple of numbers on screen right now. National Suicide Prevention line, 18002737255. Were hearing stories about nurses and doctors and their families taking advantage of this. Its a huge resource. One last thing, the officials here are working on routing calls to crisis counselors homes so they can protect their staff. Thats an incredible, incredible undertaking when you think about dealing with hipaa. Still its going to have to be done as the impact from this expected to last way longer than the actual crisis itself, ayman. Its a lot to think about. As we heard from our colleague, staggering numbers of people there from all walks of life, doctors, nurses, people who are losing their jobs, incomes, not sure how theyre going to make ends meet. This is a very difficult time for our country. What is the takeaway here, what would be the message to those people who are finding themselves, you know, in a very difficult position . You know, were in the midst of this crisis, the world is not coming to an end. But this is one of the most serious things that weve ever faced in our lifetimes. Information communicated to the public at large is important and i have to start out by commending you on your broadcast today which is you had the teacher on and then the crisis counselor and your correspondent there, they got everything spot on in terms of what they said. So i really am complimenting you on that because thats not always the case with the news media. In terms of how we manage this crisis in its totality, just to try to frame it because theres an old saying, to name it is to tame it. If you can get some understanding of the situation and what the degree of threat is, then youre in a better way to try and deal with the emotions and the fear its instilling. The first thing is that were now struggling to address the medical threat. Who is going to get infected . How bad is it going to be . Is there going to be a treatment . How do i getd . Thats the key priority now. That will dissipate and probably within weeks or months it will shift to the massive disruption that this event has had to everybodys lives, to society, so their livelihoods and to the economy. And so the fear and anxiety and worry that people have about am i going to get sick and what am i going to do will be shifted to how this has disrupted life as they knew it and what their prospects are. In that context can i pick up on that point quickly. We have people driving two hours just to get to the er. In that case now, on top of that, the Coronavirus Response requires people to get ppe. So im getting calls from coroners offices, sheriffs, volunteer emts, they dont have masks to help us. Are you having a hard time in rural areas . Weve heard from the governor that the states are competing with each other. When youre going up against new york, california, florida, texas, its hard to get ventilators when youre a Rural Community or rural hospital. Thats very, very true. Look, our governor, Steve Bullock is doing everything he can and doing the best job possible. The thing is, were only a million people, a 30th the size of california. We dont have the purchasing power on the open market to purchase the needed supplies. The idea that the registration which is completely misk in ab shun in this, believes we should be bidding against one another is going to lead to lost lives and bad outcomes in rural areas like montana. Thats my community. I cant let that happen. You say native American Reservations within montana face the most daunting shortages. We certainly shouldnt lost sight of that. Native americans suffering from disproportionately high rates of diabetes, Heart Disease that put them at gracing risk. How are you working with tribal communities in your state to protect them from this pandemic . Like i said before, three or four years prior to medicaid expansion, many of the ihs clinics were operating under life or limb procedures. That meant native americans would go to the hospital in their community. They would be unable to be seen unless they were about to lose an arm or die. Thats the baseline were working with and trying to work better from. Everyone that works in native health and clinics are doing everything they can. Theyre dedicated people for their communities. They still dont have enough masks and ppe. Were donating as much as we can and trying to highlight the fact that these Health Disparities come from decades and centuries of institutionalized racism truthfully. And neglect.
