Jo, lets talk about the numbers, put them in context for us. We just mentioned briefly almost 10 of the American Workforce is unemployed. That is a staggering figure, in just three weeks. Umhum. Yes, and some analysts are saying that the Unemployment Rate right now could be as high as 14 , and you know, this is just really, weve never seen anything like this before. The last three weeks about 16 Million People filing for unemployment claims. I want to underline these are the people successful in applying for their claims across the country. Youve heard the stories people to call hundreds of times a day to have a busy signal or a call dropped. The frustration is raw. Looking at the states, we want to look at the numbers in the states hardest hit. You have california filing nearly 1 million, 900,000 unemployment claims. Georgia also coming in with a lot of claims, 388,000, pennsylvania, new york, texas and ohio. Youre seeing a lot of hourly workers lose their jobs, talking about retail and restaurants but were also starting to see some people more salaried workered start to lose their jobs as well and talking with analysts including over at jpmorgan, the sense right now is this is still just the beginning, even though weve shattered every single record in the book, and going back to the overall Unemployment Rate, eamon, the peak of the great recession, unemployment was just about 10 at the very highest level, and now were talking about a number going much higher than that, but a really rough day for people filing for unemployment, because theres a backlog. These systems are unable to handle it. You add on top of that there is government stimulus coming, and checks coming, but at the same time a lot of these freelancers and selfemployed individuals who are now qualified to get money from the c. A. R. E. S. Act and get that support, a lot of these state unemployment agencies are unable to process that information, those 1099 forms yet. So weve been talking to unemployment agencies all across the country. The backlog is real. Its very frustrating, and they continue to build the plane while theyre trying to fly it. Absolutely brutal numbers there. Thank you to jo ling kent. Covid briefings about the virus and what we need to contain it. What you can tell us about the White House Task force . Nbc confirmed the Washington Post reported the white house is expected to announce coming days a second task force, separate from the president s main Coronavirus Task force, and it would be narrowly focused on getting the economy up and running and the numbers that are coming out today are exactly why the president feels like he needs to do Something Like this. We know members of the task force are likely a mix of Administration Officials as well as members of the private sector. The new chief of staff, mark meadows, is expected to be on this new task force, as well as treasury secretary Steven Mnuchin and really the president has been so eager to open up the economy and feel a sense of urgency now, and thats why were seeing him potentially take this step as soon as this week, because he had set this deadline of opening things up at easter, thats not going to happen, and now hes looking to get this going as quickly as he possibly can. We heard him say yesterday in his Daily Press Briefing that he would like businesses to open up with a big bang. So this task force is going to be charged with figuring out how exactly to do that, and coming up with different ideas on how the country can begin to open up so that so Many Americans who are experiencing economic pain because of this pandemic can get some real needed relief. Gadi, weve been talking about jobs and the economy, most importantly, we cant lose sight of the lives that are being lost in all of this. Walk us through what youre seeing on the ground there, with the very latest in los angeles. Reporter really a tale of two coasts that were starting to see emerge. California was one of the first states to see covid19, way back in late january. Obviously new york has a very different story with everything that were seeing, but it was about a month difference between when california got its first case and when new york got its first case, and now youre seeing whats happening in the hospitals in new york, the big fear out here in california is that that may be coming to california as well, and right now the predictions and the projections from a lot of the modeling is showing that we here on the west coast will probably not likely see the same level of deaths as the east coast, but there are a lot of things that the west coast keeps looking to the east coast for, another one is the projections and the breakdowns of ethnic backgrounds on who is being affected. Youre seeing the reporting over the last few days about how communities of color are being impacted by covid19 to a disto portionate degree, in particular new york among the black community, here in los angeles, the ethnic background and makeup is a little bit different, latinos, the people that have died here so far from covid19, latinos make up about 29 of those deaths. However, it also highlights a very, very big problem that california is facing and that is a problem thats being faced across the country, a lack of testing and a lack of information. Right now, the breakdown that you see when it comes to ethnicity is only based on about 30 , 30 to 40 of reports here in california. There is a big question mark as to the background from a lot of these patients right now, the state of california says they are trying to address that. They have people calling hospitals to see some of that background from ethnicity, because they dont have that information, and there is still a huge lack of tests in a state of 40 Million People. So far we have tested under 200,000. Eam eamon, back to you. Jo ling kent, kara lee, Gadi Schwartz thanks for kicking off this hour. Joining us for facts over fear, epidemiologist, i struggle with that word, scientist, dr. Farah, i want to ask about the new cdc guidelines for essential worker. Those exposed to coronavirus would be able to return to work if they dont have symptoms. If they take their temperatures, wear face masks and practice social distancing at work while employers are responsible for ensuring their work spaces are aggressively clean, from what we know about this virus, is that enough to ensure these employees will be safe . Not 100 . You obviously are going to make it a safer environment if you by chance go by all of those regulations but i think its going to be rare we see absolutely 100 of everyone on the same page, even in the same building. So while i understand why this is happening, and why people need their paychecks, i grew up in a paychecktopaycheck family, at the same time it can be penny wise pound foolish if were talking about human lives and we know by putting them in the same place in a confined area were putting them there more at risk. We mentioned the death toll projection was revised downwards. You saw Anthony Fauci in the opening segment. Could the efforts to fast track essential employees return to work at this stage be counterproductive to the overall objective of keeping the number as low as possible . It could be, and when we go back to those projections, i just want you to always remember, its one of the worst things we can do in Infectious Disease is make projections. Theyre based on mathematical models, worst to best case and we usually take out the middle. Will it reach the numbers . We dont for certain at this time but even at 60,000, thats a lot of people. That being said, by putting them back to work early and putting them in the same space, to the earlier point just by physics, bringing people in closer contact to one another and thats how the virus spreads. Assuming they do everything right, theyre still at a lower risk than if they werent but a higher risk than if they were staying at home. The virus is not likely to diminish during the summer, there was some spec clargs with wa speculation with warmer temperature it could push the virus down and out of the population. It adds questions about what happens after this phase of mitigation. Let me play for you what Anthony Fauci said this morning about that, what that longterm approach may have to be. Take a listen. Its not going to disappear. Its not going to all of a sudden be eradicated, which means that when we attempt to get back to normal, we have to have in place the ability, when it starts to try and rear its ugly head, we can absolutely suppress it, by identification, isolation, contact tracing. What do you think should be, what should the u. S. Be doing to prepare for that eventuality . You know, i think even myself, weve tried to predict whether this will be seasonal or not, see the regular dip in the cold and flu season and said that based on the predecessors of the virus, other coronaviruses, influenza virus we see a dimunition in virus. I was in new orleans myself and were not in full summer yet but reached Daylight Hours and the daylight is actually what kills the virus in the summer, the uv light from it. That being said, i dont think theres any way that we can back off of what were doing as far as social distancing and ramping up our supplies and personal protective equipment, and tests throughout the summer, because as dr. Fauci mentioned, the only way were going to get this under control is a combination of those two things, very aggressive testing, and very aggressive adherence to the social distancing measures. I know the Associated Press is reports that the department of health and Human Services says the federal stockpile of ppe is nearly depleted. That includes the stockpiles of respirators, masks, face shields and gowns. What does that mean for the coming weeks and months . Invoking the defense production act further and replenishing the stockpiles. Its not if well need it for this pandemic, but well need it for future pandemics. Its a time, the president mentioned several times he inherited a broken system. If you inherit a broken system, now is the time to fix that. So i would say focus on restocking that stockpile that we had, if it is indeed empty and get ready to distribute that as soon as its there. I dont see us out of this any time in the near term. Dr. Fair, another thing dr. Anthony fauci floated we may never return to shaking hands again. That would be a cultural shift in this country, certainly if others around the world were to apply it. What can you make of that . Can you envision us Going Forward without shaking hands again . I spent almost a year in places where we were not allowed to shake hands or be in full contact due to ebola and Something Else. While it is hard for westerners to let go of in the beginning you become used to it. I appreciate a handshake as much as anyone else, but without them, we can expect to see our Public Health in general improve greatly. Something i think were going to have to get used to as well. Gabe gutierrez is in new york at elmhurst hospital, front line worker there is grappling with that record high death toll yesterday, a number that continues to climb unfortunately. Gabe, new york is seeing some new signs of hope, though, on the hospitalization front even though the death toll continues to rise. What is the situation for those front line workers today . Reporter yes, thats right, eamon. As you mentioned, elmhurst hospital was hard hit. We were here a week and a half ago and long lines for testing outside the hospital and while theres still a lot of activity, a lot of ambulances coming here, we can tell you this morning, hardly anybody in line here waiting for testing, might be one small sign that hospitals like these are seeing fewer new cases of coronavirus but yes, as you mentioned just some heartbreaking polls, the state of new york, about 150,000 cases so far and almost 800 deaths reported just yesterday, were awaiting new numbers from Governor Cuomo in theeamon, thi such a difficult period for these front, for these doctors and nurses on the front lines. We heard from another doctor at s st. Barnabus hospital, not seeing much of the leveling off but hopeful it could plateau in the next couple days. We can tell you local officials and the governor here as youve been hearing, social distancing has been working, and thats why over the last several days, last three or four days we have seen that overall drop in the average of hospitalizations, and the hope is that continues today, but again, that rising death toll, the Gates Foundation, the projection funded by the Gates Foundation is actually predicting today could be the peak of deaths in new york. Let me get your reaction to what we sea playing out there on the senate floor with Mitch Mcconnell trying to get that additional 250 billion passed, as you saw we just mention there had some of your colleagues on the democratic side say this is a nonstarter. Tell us why. Well, because hes just du dumping money. This is a political stunt by senator mcconnell just like he did when we were discussing and in good faith discussions and negotiations about how to get covid3 done put something on the floor for a political message. Its disappointing because instead of just coming to the table, sitting down and saying what can we do, lets figure out what we can do, he puts this thing on the floor, announces that he was talking to senator schumer, when he wasnt talking to senator schumer, and the point is democrats and republicans alike believe and want to put more money into this sba fund. The payroll Protection Plan had serious issues with the rollout. Were trying to work those out, trying to see how much money is needed, where this needs to go. This is a matter of discussion. Americans want to see results and by putting this senator mcconnell is once again playing politics with the American People and its really sad. Lets speak about results for a moment. As we just mentioned there your colleagues, senator cardin, senator van hollen, they have an alternative proposal. Can you shed light as to what their proposal would entail . Well, look, this has come up in the last 48 hours. I havent talked to them and i know theres a proposal that will include more than just the sba loans. I think part of the discussions that we have to do right now and have to take place is do we do some things incrementally, do we focus on health care and hospitals in one package, do we focus on the sba in the payroll protection in another or do we try to combine that . The problem is going to be that we got to sit down and talk about it, not just start throwing things up on the senate floor only to have them shot down. Everybody wants the same objectives. There is no question in my mind about that. Its just a question of how do we get there . This program has only been in effect for a few days. We need to see its had a lot of bumps in the road, the banks, democrats especially me want to make sure our underserved communities have an opportunity to get some of this money. Were right now they dont appear that they do. Theres a lot of things that need to be discussed. Thats the way that we need to do it. Let me get your reaction, sir, to the numbers this morning, the unemployment claims as obviously youre fully aware, skyrocketing again, a total of 17 million over the course of the last three weeks, almost 10 of the workforce in just those three weeks. What is your overall impression and reaction to where things go from here for americans . Well, look, im not surprised, weve seen this for those that have been following this, and looking at both the Economic Impact as well as the health care impact. I dont think that those numbers should be surprising to anyone. I think the question is, how long that thats going to be how long were going to do this, before people can start getting back to work. I think thats going to be a little bit longer than people fully appreciate right now. People are getting antsy. They are getting anxious about trying to get back to work, but i think its going to be up to congress, to continue to monitor this, to make sure that we keep in place that stabilization to keep the economy from just completely tanking. Everyone calls what weve done a stimulus package. Its really not stimulating the economy. Its trying to stop it from being in a complete freefall. Were going to have to continue to monitor that, do it in a bipartisan basis, so that we can find that common ground, do those things for the American People. Let me talk a little bit if i can, sir, about your state, alabama. Showing African Americans killed by the virus at a ddition p disproportionate rate. Only 40 of the state of alabama africanamericans have been affected. What is the state doing to address that dispar isnt it we did not expand medicaid and we have to take a serious look at expanding medicaid. That is a little bit more, thats a short term and a longterm solution but weve got to get testing into some of these areas. We have seen in the black belt areas of alabama and our minority communities a lack of testing. Weve been talking about that for the last month to try to get more testing in there. I think there will be more cases. What this is doing is shining a light, shining a spotlight on those things that we already know, that there are racial disparities, not just in the south and in alabama, but throughout the country. There are racial disparities, there are economic disparities, and weve got to start addressing those right now to save people and to also address the systemic problems that we see down the road. I think Medicaid Expansion in a state like alabama would be very, very important step for us to take. Let me, sir, finally ask you about the overall preparedness of the states in the south about one in ten coronavirus deaths in the u. S. Has occurred in that fourstate arc of louisiana, mississippi, alabama and georgia. Your state enacted the stay in shelter or stayathome order that went into effect saturday evening. Is the south prepared . Did your state act a little bit too late . I think most of the south started all their preparations a little bit late. Our Public Health officer, ema director they were looking at this and getting prepared, but i think throughout the south, we were getting the same mixed signals that the administration was giving for so long, that this is probably not going to be as serious as it is. We want to keep the economy going. We want to keep people working. We want to look toward football, those kind of things. And the fact of the matter is, we were too late in trying to get these, not shelter in place but stayathome orders, get people wearing masks, getting folks really serious about this, and frankly, were still behind the curve on that. Were still trying to get those messages out to make sure people understand that their health is somewhat dependent on their neighbors health, and Everybody Needs to do this. So i think theyre catching up. I am really proud of the way the ema folks are handling this and theyre projecting, but the fact is were behind the curve and its showing it now. This week on into america we tell two stories, one of a wife in colorado who is riding out the pandemic super concerned about her husband who is locked up in a state prison. The other of a man who is incarcerated in new york singh singh prison. What we found is quite frankly fear, concern, and a sense that no one cares about people attached to these facilities. Lets take a listen to what j. J. Vazquez, who is part of into america this week, lets hear a little bit about what he had to say. The pandemic right now is about humanity, and humanity is about any individual who is alive and is breathing, and maintaining that breath in those bodies. It doesnt matter if youre incarcerated or if youre not. A person who is alive deserves to be alive. The sense that folks behind bars are castaways, throwaways no one cares about adds to the level of stress and fear not only on the part of the inmates but also the guards. Lets not forget, these inmates are locked down. Its the guards coming in and out and there is big concern the institutions arent doing enough to protect these, again most vulnerable inmates. Interestingly enough the first inmate at Rikers Island died this week, Michael Tyson a 53yearold with Underlying Health conditions was being held for an alleged parole violation according to the legal aid society. What is your reaction to that, when you hear that . Because in our heads a lot of people may think these people are in prison, must be guilty of a crime. Thats not the case. First, thank you for having me and raising this issue. This is what were seeing in the nation we did not have adequate response for the most vulnerable and particularly black and brown communities, weve seen a stubborn resistance to put in place measures that will protect them and yes we lost our first person who was housed to a technical parole violation in a state that arrests people for parole violations twice the rate of the national average, and so many of us have been pleading and saying that Rikers Island in particular and others across the state are petrie dishes for the coronavirus, and so we have been at last data seven times the population outside of being infected. About 400 staffers and 300 people who were housed at this moment, and i just want to make it clear, we are okay with using their bodies, 1 an hour, to create Hand Sanitizers, 6 an hour to build, to build graves, but those Hand Sanitizers arent being given out to the same people because theyre listed as contraband. So it is concerning to me that obviously we didnt get the leadership by the president of the United States but in places across the country like here in new york city, where we have a governor and we have a mayor who are all cisgendered white men and claim to be progressives are stubbornly resistant in helping these communities. We could have released and should hundreds of people who are elderly, who are not a threat to the people of this city and this state, who refuse to do so, and as a matter of fact, the governor doubled down reversing bail reform that people on the right and the left said not to do, so we see people on tv giving great speeches, when the cameras are on, behind the scenes, were seeing some terrible things happening to our most vulnerable communities. Sir, according to the New York Times, you know, some facilities have placed inmates with fevers in solitary confinement, while some prisons and certainly state facilities have kept prisoners locked inside their cells for more than 22 hours a day to restrict movement and possible transmission. What are you doing to make sure the measures arent taken here at new york city various prisons . Were concerned about measures in new york city and state. We hear people incarcerated using socks because theyre not giving personal protective equipment. I want to remind people its not just the people who are housed in these facilities. Its the people who work there. So corrections officers, weve already seen people who have died taking this home to their families. I need to point out again our correction officer union is the only Law Enforcement union that is primarily black and brown with black women being prevalent and again, they are being treated differently than any other Law Enforcement union. They were told they cant wear masks, they were told they cant do the things to protect themselves. There has to be accountability of leadership, and what frustrates me the most is to date, were not doing a single thing to make those changes. The mayor could have released hundreds of people. When the governor was asked what are we doing about rikers and people who are incarcerated there . He said we do not have time for that right now. And ill further add on Rikers Island, most of the people there havent even been convicted of a crime and if you are there, youre there for a very short sentence, so by its nature, you are not there for anything particularly violent or egregious. And the last thing ill say is, we cannot play this game of who is worthy of protection, who is worthy of safety, who is worthy of health. Right. Thats the game we seem to be playing. All life is worthy but if you look at the leaders from the city to the federal government, it doesnt look so from the policies. The virus does not discriminate, but our policies and our response has been discriminatory. New york city public advocate jumaane williams, thank you for joining us this morning. Seems like its nonstop for First Responders there. Reporter nonstop. Were at station 7 here. To give you perspective, you mentioned the cardiac arrest calls youve gotten. On sunday its the worst theyve seen in a very long time. Usually theyll see about 60 calls a day, cardiac calls specifically. On sunday, were talking close to 300 and heres Something Else thats staggering. About 75 of those people that they responded to, they died. This is of course connected to coronavirus. There are other issues at play as well. Coming up in the next hour well highlight the work done on the front lines as weve been reporting, 547 members of the fdny tested positive for coronavirus so far, and while thats an eyepopping number, the number is likely higher because a number of folks still just cant get tested. Their doctors have told them they probably have it, just to selfquarantine. So coming up at the top of the hour, ill talk to the man who runs the emt union here in new york. Lets go to new york citys neighbor to the east, Nassau County long island, one of the hot spots for the coronavirus. More than 18,000 cases there. Nearly as many as the entire state of california, at least 700 people have died, but there is one encouraging sign. Fewer patients are needing ventilators. I am joined by Nassau County executive laura curran, who made that announcement at her briefing yesterday. Thank you for joining thus morning. I know youll be reporting new numbers today. Can you give us a sense of whether that trend is continuing . Is there anything that would suggest we may be nearing a peak . So for three days in a row now the number of people leaving the hospital of Covid Patients leaving the hospital has been higher than the number of patients coming in. Weve also seen a reduction over the past couple of days of people on ventilators. So those are the numbers that im watching. Those are the numbers that are telling me we are in the plateau period right now. Is there anything in particular that you need right now that you are not getting or do you feel you have the adequate supplies, the ventilators, the respirators, the staffing to get through this . Our Hospital Executives are telling me theyre good on ventilators now, that theyre good on masks now. The big push is for gowns, for those disposable hospital gowns that our Health Care Professionals use and the supply chain is drying up, that china for instance is moving its production to more masks now, so we are working with our local congresspeople, on both sides of the aisle, peter king, tom swazi, Kathleen Rice and also coordinating with the state of new york. I wanted to switch gears for a moment. We have new weekly unemployment numbers, another 6. 6 million americans filed for jobless benefits. Can you talk to us about the impact of that on your county . What are you seeing in Nassau County . Were seeing a devastating impact, especially on our Small Businesses. We did a survey of 1,400 business owner, 90 of which were Small Business owners, almost all of them expect to do layoffs by the end of the year and more than half are expecting no profits at all this year. This is going to be difficult, so while were managing the health crisis, were keeping a very clear eye on what we have to do to begin to recover when life finds its balance again. From the top of State Government this is the biggest priority in the state, trying to contain the massive outbreak happening at the facility behind me and is on going. As you said, those numbers are just staggering. In the state of virginia, there have been 119 covid19related deaths. Of those, 35 of them have happened in the building behind me. They have an additional 90 residents that have tested positive, and 25 of their Health Care Workers also infected. This is a situation that is spiraling out of control right now. The governor of virginia saying he wants to make this a top priority to try to get this under control. The medical director at facility says he doesnt even believe theyre past the worst of it. He said judging based on the condition of some of the patients inside, he expects future fatalities to occur at this facility. Obviously a pretty grim picture for the state of virginia which has largely been seen as containing this virus and doing their best to plat ten the curve, right now really struggling to minimize whats going on here. Additionally, this facility is about to reach another grim milestone which is that it is about to match the number of deaths that happened in kirkland, washington, very early on in this pandemic. One of the largest outbreaks happening at a nursing home facility there claimed 37 lives. Right now at this facility, 35 lives have been lost and they are expecting more. Catie, let me get your thoughts quickly. I dont know if theres any specific number on this, but you mentioned the Health Workers there, caretakers there, many of them as well also getting exposed to this virus. Is there a short of staffing there . Do they have any kinds of problems maintaining the care for many of these elderly folks in these homes . Reporter their big challenges initially were with ppe. They didnt have enough to supply their staff. Thats why there have been the infections they have. The county manager here has said that this facility was offered some help with testing early on and refused it. So that Early Warning could have been out this outbreak spiraled out of control. At this point i think their staffing is good and theyre doing their best to isolate the healthy patients that they have, but a lot of this is day by day, and theyre saying there are patients in there gravely ill at this point, and they do expect that they will be having a higher death count than they have right now catie beck in rich mobbed, virginia, thank you very much.
