That patient is being treated in Northern California at Uc Davis Medical Center in sacramento. Here is another first, too. The number of Coronavirus Infections outside china is bigger than the number of new infections inside china where more than 2700 people died from the illness. Extreme measures in japan. Overnight Prime Minister announcing schools will be shut down basically for the next month. Weve got it all covered with our reporters here in washington and around the country. Let me start with jeff at the white house. Jeff, President Trump is trying to reassure people, hey, weve got this under control, weve got this handled, but theres still a lot of questions this morning. Youre reight about that, hallie. The president put Vice President mike pence in charge of this whole of government response to address and help contain any potential outbreak here in the state. As you saw yesterday, the president tried to reassure americans that his administration is fully prepared an addressing the threat. We have some new reporting that suggests that is not entirely the case because of prior cuts made to staff and job elimination as it relates to those staffers focused fully on handle global pandemics. Our colleague spoke to former government officials who handled disease outbreaks and they talked about how there are these Unfilled Positions at the National Security counsel. Theres no Homeland Security adviser right now. No senior director for globally Health Security and biodefense. No director for medical and biodefense preparedness. I understand we have some graphics that can help illustrate that. You heard the Vice President yesterday obliquely address this making the case that they are going to try to hire staff to help deal with this response. But as you well know, hiring staff takes time. As this disease spreads, time is not something this administration has, hallie. Especially, jeff, when you look whats happening in Northern California and that case there. I want to talk about that with our reporter on the story. Reporter hallie, a lot of moving parts to this still developing story inside this university of california davis medical center. Whats most concerning is still they dont have anyhow or where this patient contracted this virus. And the patient has no known links of travel to and from china making the patient the first known case in the United States of someone who contracted the virus within this community. Adding to the concern here, there was a week delay between the time the patient was transferred here to the Uc Davis Medical Center and the time federal Health Officials confirmed they had the virus, which all led an in effefectiou disease specialist to tell us, if there is one person within this community who contracted the virus in the community, there are likely others. In fact, he used the term, the tip of the iceberg to describe what he thinks is going to ultimately happen with the spread of this virus within this community because of that delay and because it was contracted here. Now, because of all of this, Health Officials here at the hospital, they have been taking protective measures since the patient arrived to try and limit that patients exposure and the spread of any germs from that patient elsewhere within this hospital. However, we should point out even with those protective measur measures, Health Officials here have asked a small number of employees to stay home and monitor their temperature and symptoms out of a, quote, abundance of caution. In sacramento, california, hallie. Let me bring in dominic chu. Since weve come on air in the last few minutes the dow dropped another 150 points. Correct me if im wrong, this is now putting us in correction territory this week. It is. You bring up an interesting point. The reason why its so important, hallie, it was just six trading days ago that the stock market was at record highs. Weve fallen 10 from this in just six trading days. Mike talked about the abundance of caution going on with regard to how people are treating the coronavirus. That is the same mentality being taken by traders and investors right now. The reason that caution is taken there are no known drabacks or economic setbacks in places like china, the worlds biggest economy. Weve seen microsoft, the latest in america warning there will be an Economic Impact on their sales. They join a host of other companies who said that. Earlier, analysts at Goldman Sachs have taken into account of likelihood of widespread coronavirus. That is making them take down their estimates for corporate Profit Growth in Large American Companies to zero. Again, flat, no Profit Growth this year and 6 growth in 2021. Hallie, if corporate profits do not grow, its hard to justify higher stock prices. Thats one of the reasons why youre seeing a drop. Can you put this in perspective, market down 10 in six trading days . Whats unusual about that. What is going to make the markets feel better, if anything. Certainty is what makes markets feel better. If you understand what could be ahead. Remember, the stock market and markets overall are discounting mechanisms. That is to say they try to take into account as many forecasted events in the future and put a price tag on it today. What you are seeing right now is a scenario, just to put it in context, where the Dow Jones Industrial over the past six days could be on pace for its worst week since the great financial crisis back in 2008. So thats not something to be taken lightly. Thats something a lot of traders watch for. Again, this is not some full blown panic mode in markets right now. His first helming this response. At that News Conference that happened late yesterday, President Trump seemed to in realtime contradict in some ways what his own top Health Officials were saying. Watch. I dont think its inevitable. It probably will, possibly will. We do expect more cases. The degree of risk has the potential to change quickly. Rapidly developing vaccine. Cant rely on a vaccine over the next several months to a year. Do you trust Health Officials to give you good information. I dont think i have. They said it could be worse and i said i could, too. If this had underlying reasons back in 2008, it would be a lot different and the consequences would be a lot greater. What weve got here the drivers for the recession. Exactly. Exactly. This is different. This is a specific cause that caught the whole world by surprise. I think the foreboding thing here, this wont be the last time we have a microorganism that gets out of control. Even antibiotics are dealing with it on bacterial infections. We have a long way to go to be fully prepared for this in the world ahead of us. This is mostly an issue that occurred in a place like china, that was ill prepared. Its going to be their economy that pays troconis true consequ how people look at their supply chain. I think its sad were weaponizing this. Its become a political issue. I can see with full confidence, i was at the briefing on tuesday with the cdc, department of Homeland Security, nih, all the agencies in infrastructure, we are going to be as well prepared as anyone. I dont think it the be the last one. When you make hysteria out of it and dont know the outcome and were as prepared as anyone, i think its sad its being politicized. Let me ask you this. President trump, as we just demonstrated, there have been some mixed messages coming out, some of it on the part of the president. You heard my colleague Geoff Bennett talk about the cuts to the nsc, something experts say is a concern when there is a concern for global pandemic. The president cut cdc numbers across the board. Are you concerned the president s past actions have put this country in a position we may not be as ready as we could have been. In general with Something Like this occurring, you could make that argument. Are you making that argument, senator . Are you worried . No. With what ive observed and heard on tuesday, were going to be as prepared as any other country to deal with this. When you look at what you just mentioned, all of that is under scrutiny and needs to be down the road. I dont think this the last time we have some type of pandemic that could be overdrama advertisoverdramatized. I dont like the fact Chuck Schumer and others have been politicizing it because theres nothing you can do about it other than take institutions and infrastructure we have and be fully heads up. Sounds like well do that. Sounds like you would be open for funding for cdc, nsc position, putting that back in place. To me that is smart in terms of longterm strategy, because i dont think this the last time were caught with Something Like this. People know that you are from indiana, so is the man who is now leading the Coronavirus Response for the administration, Vice President mike pence. As you know, hes come under fire from critics for the way he handled the president has confidence in him for the way he handled coronavirus. He came under fire how he handled hiv as governor of the state. The post writes worst outbreak in history happened on his watch in 2015. Critics blamed it on the vps late response, opposition to a Needle Exchange program. That speaks to the bind the Biden Campaign is in. In the absence of money, working on momentum, working for second place finish in nevada, carried them into South Carolina. Thats significant, important for the Biden Campaign, not just showing a double digit lead but showing steyer and sanders hovering around 16 . If biden can gain more momentum and the poll conducted before the debate, before the clyburn endorsement, push the others under 15 that gives him a significant boost heading into super tuesday. They are talking about they have had some of the best fundraising days in the entire campaign in the last several days, this could help them further. What about team sanders . Where does he think he can pull in support for super tuesday . Todays schedule is perfect example of challenges they face. Today two super tuesday states. This morning South Carolina, another this afternoon in richmond, then back in South Carolina late tonight. For the Sanders Campaign, they are trying to capture all of the energy and trying to address a persistent weakness, his performance among africanamerican voters. Winstonsalem where i am today, majority africanamerican city, richmond, campus of hbu right now but the line behind me, the folks standing in line to get into the sanders event overwhelmingly white. This has been the challenge from the Sanders Campaign from the word go trying to attract minority support. They did it successfully in nevada but need to do it in super tuesday states. They have been taking advantage of expectations in South Carolina where sanders has been out in front so long, doesnt need to win the state. He can take not so many days from super tuesday and try to shore up support in states like virginia, north carolina, where hes heavily invested in television as well. Weve never seen a situation where a candidate skipped this many state, stayed in at this point and spent the kind of cash he has, more than any president ial candidate in history and weve only started casting votes. This campaign, coming to the event, organized, the way things are set up. The free tshirts, i know our colleagues have written a lot about this, but they are certainly doing something on a different level than many of the other campaigns. You know, the question is whether or not its going to work. Hes starting here in houston, then off to oklahoma, then arkansas. Hes going to sleep in memphis, tennessee ahead of a threestate tour of tennessee, which is a state hes focused a lot on on friday. They are going to be across the country further throughout the days before tuesdays voting. The reality is the debate performance hurt him. Hes been slipping in the national polling. There are questions about whether or not he can take on joe biden or some of the other candidates on the ballot. Of course, looming over it all is Bernie Sanders and this really overarching question about whether these millions he spent he got into the race late, the idea behind the scenes was joe biden wasnt necessarily the strong frontrunner people thought he was going to be, Michael Bloomberg could step in and prevent Bernie Sanders or perhaps Elizabeth Warren from getting the nomination, because thats, of course, has been a concern among moderates. Bloomberg is a former republican. The reality is, you know, its looking as though this may actually serve to split the vote and potentially hand the nomination to Bernie Sanders. Bloomberg grappling with that as he does this across the states. Thank you very much. Bloomberg savior to goat in a week. Close to the campaign they have acknowledged concern about his recent internal and public polling. You can see it on the screen. Is this bad timing for a plateau out of super tuesday. Bad timing but good timing to have early votes start two weeks ago before that first debate. I know many folks cast their ballot, including my father is one in north carolina, over a million votes in South Carolina early. Who knows how many of those votes have been cast for bloomberg. He may have somewhat avoided the eye of the storm by having his poor debate performances later. You have joe biden. The team on the ground says hes launching sixfigure ad buy in the state targeting specifically black voters but biden himself hasnt physically spent much time there. How important is showing up. Its important. Likely for Vice President biden he has longer lasting relationships in South Carolina. I really think that helped him a lot even as he launched his campaign. More of the focus on South Carolina versus super tuesday. Most definitely, most definitely. I really think what happens in South Carolina is really going to pave the way for what happens in super tuesday. Vice President Biden had a pretty decent perform arenas at the debate. It helped him leading to the primary. Do you think hes staking too much on South Carolina . A report for New York TimesParty Leaders in half a dozen super tuesday states think the same problems that plagued him in iowa came back to haunt him. One of the first days where you have a large africanamerican vote population, right, 61 of the democrats in South Carolina are africanamericans. So this would be the first contest where africanamerican voters would have a voice and essentially lead into knowing what a lot of super tuesday states how some of these voters are going to also vote. I also think margin matters. Biden has modest victory, five points or so, i dont know if that changes the race, over 10 points thats a big deal and sets up for sec part of primaries. States that helped Hillary Clinton come back against sanders in 2016 help sanders. Barack obama, hes been in a ton of campaign ads this election but taking aim at a new one. His team sent cease and desist demanding tv stations in South Carolina stop airing this ad, his audio book going after his former vp joe biden. Kind of interesting the barack obama team has said, no, thats in the cool. Might be kind of an implicit little lift to the Biden Campaign. I think the former president is loathe to jump into this primary right now. He doesnt want to put his thumb on the scale and get on the wrong side of emerging part of the party in the bernie wing. I think its pretty clear he does not want his name to be used to hurt joe biden and doesnt want to be seen as somebody who did not do everything he could to make sure biden has at least a chance at this considering he was the person who told biden not to run three or four years ago. Speaking of joe biden, an interview with craig melvin we played at the top of the hour. Asked about a potential Vice President ial pick. Its premature but Everybody Knows it. Were going to play it. Here it is. It has to be someone who im able to turn to if im president and give president ial responsibility to. Would Kamala Harris fit that bill. I think so. But again, ive not spoken to Kamala Harris about that and its presumptious about that. You know senator harris, would very be interested in the bill. Senator harris is a complex and smart individual. I think shes waiting to see how it turns out. She holds senator biden in high regards. What shes been able to do in her campaign and our campaign is bring a coalition and a lot of issues that affect black women in particular to this election cycle. Senator harris im sure is sitting back and watching which of the candidates are going to come out but pick up the baton. I think the vp race gets complicated when you get to Bernie Sanders. Who would be the ideal vp for him . A latino, woman of color. It has to be somebody that diversifies his coalition. Thats a really complicated person. Not everybody is perfect ideological match. Even stacey abrams. Could they agree on policy . Lots to consider there. Lots of question marks and lots of time to talk about that, too. We might not know for months. A specific reason why markets are reacting this way. Were seeing this across dow, s p, all the markets reacting this way. Its a major market charge. We were talking about on your show, we are now this is precipitous but not far away from record highs. It was pa week or two ago depending which major index you want to look at, dow, s p, nasdaq, we were at record highs. How quickly this happened. For the better part of a year, the market seemed to do nothing but go up incrementally, the most boring trade ever. In the last two weeks people wake up, oh, my goodness, its down 200, 300, 400, 500 a few days in a row. People like me, im not a financial person, investortype person, im somebody with a 401 k kind of thing. At what point do people at home start thinking, hey, maybe i should be getting worried, maybe i shouldnt be. Are we still pretty far away from that point here . Again, this is not that its a panic situation. What ive done, so say many Financial Advisers out there, it highlights the fact people should have and do have different risk tolerances. Those away from retirement or funding their childs education in college are probably going to want to look at the market different tacloban you or i who have decades in their career until we have to worry about retirement or things like this. I will say this. Anecdotally from my point, im years away from retirement and still have a young daughter who is going to be paying for college in the next 15 to 17 years. These are time horizons i dont mind seeing this volatility. She was the 31st person in south korea where now 1800 new cases reported as test results roll in. Here is the deal. Patient 31 got into a minor car accident earlier this month. She went to the hospital, according to reuters. While there she went to church a couple of times apparently after being told she had a high fever and should get tested, according to her doctors. Thats something very denied. She went to a hotel buffet with a friend. She did get tested and became the 31st case. In only a matter of days the numbers soared as hundreds in the church she went to tested positive. 9300 people who attended the church service, 1200 complained of flulike symptoms. A demonstration how contagious and how a Single Person can innextel so many others. Dr. , were hearing a lot of information about what we should be expecting. This is not a pandemic at this point. Can you tell us what changes if it does. Sure. Weve already met technical requirements for this being a pandemic, a new virus spreading person po person and can be lethal and has crossed international borders. So by that criteria, were already there. The question is, if we do actually formally declare this to be a pandemic, there are all kinds of things that are triggered that would make life more complicated but necessary in order to prevent infections. For example, closing of schools. People say we just close schools. That means children have to stay home, they cant stay in groups. That means their parents have to stay with them. They arent going to work. What happens to the economy . What happens to the family income. We have all kinds of issues whether we have enough hospital beds and supplies in the United States and other places certainly. There are a lot of unsolved problems. My guess is thats why this hesitation about actually making a declaration. You specialize in pediatrics, talk more about the school issue. Thats something parents here go, oh, my gosh. Is that overabundance of caution or is that something realistically could happen. Whats your sense of where we are on the spectrum. It could happen. If whats happening in milan, italy, started happening in new york or chicago or any place else, one of the First Public Health measures to control the spread would be to close the schools. For many, many people, thats a tremendous burden. Not everybody has a nanny or someone else who could easily watch the kids. Many people will not actually get paid when they are out closing schools. Its a big problem. Its the beginning really of a cascade of events that were really worried about. We talked about patient 31 in south korea and the contagion effect here. Youve got that case in Northern California. When you heard about that case there, the first it appears no Community Contact they call it. What does that mean . What should people think about when they hear that . What it means is there is no known previous contact with somebody who has this virus. We dont know what the source is but the person shows up with symptoms which are frighteningly close to what a regular influenza looks like. They show up with the symptoms. Our hands are up, where is it . Where did this come from . Thats a problem. Were obviously going to be working on that. That makes me concerned we could have many, many more cases that emanate from that particular case in california, which is why what politicians need to do and those of us in Public Health is to walk that very fine line between creating panic, which is bad, and overreassuring people, which is also bad. Theres a message here for how that press conference went yesterday, which i was pretty appalled at. Thats something 2016 Bernie Sanders was okay but something 2020 Bernie Sanders is not okay with and something his rival, senator Elizabeth Warren, is notici noticing. When we were putting together they were putting together the 2016 platform for the democratic convention, those are the rules that he wanted to write and others wanted to write. Everybody got in the race thinking that was the set of rules. I dont see how come you get to change it just because he now thinks theres an advantage to him for doing that. You mentioned it. Sanders does lead in the delegate race but the Bigger Picture here is how long everything candidate how far every candidate has to go to get to 1991, how many delegates are still to be given out and especially within the next week. Take a look here at how things are setting up in South Carolina. You mentioned earlier in the hours, this new poll getting a lot of attention. Joe biden, despite poor performance in the three contest, numbers seem to be moving in his direction. Sanders now falling 20 points behind here, raises all sorts of possibilities when you move that over to super tuesday. Here is what that map looks like on super tuesday, over 1,300 delegates up to are grabs right here. Let me show you the polling. You have the four biggest super tuesday states. Sanders seems best positioned in california and keep an eye on when the california numbers come in who is and isnt hitting 15 because thats the delegates threshold. Sanders could get a big delegate hall out of california. Sanders, biden, bloomberg, north carolina, theyre are all bunched together, sanders, warren, biden, bloomberg, very bunched together in virginia. Its a long way of saying the picture is very unsettled for super tuesday next week. The question here is whad saturday in South Carolina, how does it jar, how does it move those numbers . For instance, if biden were to win big on saturday, does he get a big bounce and suddenly have a chance to win them . Does bloomberg start to fall or conversely does it kind of stay put . You just get this muddle . Do you get a bunch of different conditions collecting a bunch of delegates without anybody clearly getting an advantage . That is the big question, steve.
