We are going to get an agreement with General Motors, but we need to stand up for those people right there who are standing up for us. I want to start with ann thompson in detroit. We know as of about 10 00 eastern, these two sides were set to come back, sit down and meet. Is anybody optimistic that this thing could get resolved sooner rather than later . Reporter no, hallie. I spoke to one of the uaw negotiators earlier today and he told me that when they struck, only 2 of the contract they had actually reached a tentative agreement. So weve got a lot of work to do. And one of the big issues, hallie, is the plant that is right behind me, this is the Detroit Assembly plant. Its where they make the cadillac ct6 and the chevy impala and this plant is going to be idled in january of 2020 and thats one of the reasons why these workers are striking. Because they want new product to come into this plant. They dont want this plant to shut down. And there are three other plants in the state, the lordstown plant in ohio and then the warren transmission plant and a plant in maryland. The lordstown and the warren transmission plant have already been idled. The question is can they put new product in there. So thats one of the big issues on the table. What gm did yesterday is so unusual. They actually made public the Broad Strokes of what they have proposed to the uaw. We can take a look at some of those i. What they have said is they are willing to invest 7 billion over the next four years. Thats the length of the contract. They will invest in 5400 jobs. They will do something about the unallocated plants. They said they have a solution. And they have proposed wage increases, either to come on a yearly basis or in a lump sum basis. The uaw is not very pleased with the gm side, they say they dont play games and dont negotiate in the press. But they are back at the table today. But how long this will go on, no one is quite sure. That is for sure. Ann thompson, i know ill be checking back in with you throughout the morning. Let me bring in a spokesperson for the United Auto Workers union, chuck brown. Thank you for being on the show. I appreciate it. Youre welcome. Scale of one to ten, how confident are you that the negotiations happening this hour could get this all resolved today . Well, im very confident that the uaw is eventually going to reach an agreement with General Motors. As far as how much time that will take, we dont know. Our members are very confident, are very insistent on what they would like to see in this agreement. The negotiators, of course, are speaking on their behalf and will continue to bargain until your bargaining goals are achieved. It sounds like when you say eventually, thats extremely openended. Might this thing drag on for weeks, if not longer . Well, it will go on as long as its going to take to achieve our bargaining goals. Weve been very public about making sure that our members are properly compensated. We have huge issues with the use of temporary workers in our facilities. We have issues with health care, we want to be able to maintain our level of Health Care Without adding costs to our members. Skilled trades issues, Profit Sharing issues. The bottom line is this company has been extremely profitable for a long period of time. Those profits have been made off the sweat and the hard work of our members, and our members want a fair agreement. They want to be properly rewarded and its the intention of the Bargaining Team to make sure that happens. You talk about the ways in which you feel gms proposal fell short. They came out publicly with what their offer was, including 7 billion in investments, 5400 jobs, lump sum increases in each year of the proposed contract. Some solutions for unallocated plants. You talk concerns of health care and the use of temporary workers. This is all happening as the union is facing some troubles of its own, the federal corruption probe involving some former Union Officials and the Justice Department is investigating the alleged embezzling of lots of money. Do you feel, chuck, like that is a distraction right now as these really critical talks are going down . I really dont. Okay. The bargainers are completely focused on our members. Weve been doing this for a very long time. Our negotiators are very disciplined. The rest is noise. We dont have the luxury to really discuss anything other than the items at hand on behalf of our members, and im very confident thats whats going on and all attention is on our members right now. Especially since we took strike action and weve been on the picket lines. We need to stay focused on that. Weve been looking at some of the live shots of workers in detroit on the picket line holding up the signs. My other job is covering the white house for this network and the president is getting involved in this. Hes tweeting asking both sides to make a deal. Do you think President Trump would be a good mediator in these talks . Is that something you would like to see . So the markets are watching those negotiations and theyre also opening a little lower this morning. You can see the dow down about 85 given these tensions are iran. President trump in the last hour or so is all but accusing the Iranian Regime as lying about the attack on the biggest oil facility in saudi arabia. Thats in a new tweet this morning after warning the u. S. Is locked and loaded. That phrase seems to be pretty clear, right . But this morning a Top White House official is saying it doesnt necessarily mean military action. Watch. I think that part of locked and loaded is a reflection that this administrations advances policies to make sure america is safer from these sorts of oil shocks. American markets are protected. We have large reserves and Strategic Petroleum reserve. I think that locked and load is a broad term that talks about the realities that were safer and secure domestically from energy independent. Crude oil prices are skyrocketing. National Security Officials will meet at the white house, of course all of this with no Permanent National security in place. We want to go to the region. Chief global correspondent bill neely joins us live and ali is posted up in london. Boy, this escalated very quickly over the last 48 hours. Big picture, where does it go from here . Reporter thats a very good question. I think everyone is looking at saudi arabias reaction and certainly what President Trump suggested in his tweet overnight, hell be looking to the kingdom to see who theyre blaming. So far saudi arabia has neither named nor blamed its arch enemy iran. They will be investigating this very hard, because their air defenses were so come prehenceively bypassed. And number two, what President Trump decides to do with that idea of locked and loaded. I just heard the white house adviser. I think we all know what locked and loaded means and im sure thats exactly the effect President Trump wanted to have. Bill, when you look at the way that oil prices are responding here and investors are responding, what does this mean potentially for consumers back in the United States . Reporter so the scale of this, hallie, is extraordinary. Not just the sophistication of the attack. This is one of the worlds biggest, in fact the worlds biggest Production Facility of its type. It was the biggest single hit ever on an oil supply. Saudi arabia, its production half, 5 of oil production. The spike in oil prices was the largest single spike since 1991. And that was the gulf war. It has now stabilized at arent 10 , but that will be passed on to the consumer both in the u. S. And globally. One analyst telling nbc news he expected up to 25 cents a gallon on gas prices. So extraordinary explosions in the dark in the saudi dessert to have such a global impact. Let me go to you here, because secretary of state mike pompeo and now this morning President Trump seems to be pointing the finger at iran. Secretary pompeo did so explicitly. Talk about irans response here. You have officials there accusing pompeo of not maximum pressure but maximum deceit in their words. Reporter thats right, well, iran is responding with its usual mixture of denials and threats as you mentioned. Irans foreign minister zarif and saying this is a case of maximum deceit after the u. S. Campaign of maximum pressure had failed. Just as he did when that tanker crisis was unfolding we spoke so much about. Even saying that those tanker operations were false flag pragd prag operations to justify an attack on iran. The revolutionary guard, true to form, are issuing threats reiterating that their forces could strike u. S. Military bases across the u. S. With their arsenal of Ballistic Missiles that are aimed at u. S. Assets in the region. A senior revolutionary guard commander said the situation in the middle east is now a powder keg with the possibility of an accidental war breaking out becoming very serious, a war he said they are more than ready for. Also interesting, plastered all over the front pages of irans newspapers were reports about this attack. Almost being published with a sense of pride but without them admitting to having done any of the attacks. It is a very volatile situation. And very quickly, you also have the iranians now saying theres no way a meeting is going to happen with President Trump and rouhani at the United Nations General Assembly next week in new york, even after President Trump despite saying he had never talked to iran with preconditions, said it several times over the last several months. Thats right. Well, iran has kind of been saying this for quite a while. Theyre saying unless the United States drops all sanctions against iran, theres not going to be any bilateral talks about the u. S. And theyre only going to talk through the other members of the p5 plus one. But this also plays straight into the hands of the hardliners in iran, who were terrified about some sort of meeting between rouhani and trump. That worked out very well for them. This morning we have an answer for you at least at the moment. In the last couple of minutes my colleagues and i have confirmed from multiple people involved in the talks that part of this disagreement is over how to move forward with paper records and any kind of bill to expand background checks. An Administration Officials tells us both sides are still working through options. They hope the white house will be able to talk more publicly about the position earlier this week. Hans nichols is outside the white house. Tell us more about how the paper records thing is becoming a Sticking Point in these talks. Reporter it comes down to how far back you want to trace a gun and how chosely you want to monitor it. Currently when you apply for a background check, after 24 hours your name is erased. The concept, at least the holdup appears to be over paper records of the custody of a gun and the custody of what someone has been up to throughout their lives. Right now there is no federal gun registry. Even democratic supporters will acknowledge that there might not be the political will right now for a federal gun registry. Overlaying all of this, on sunday you had House Speaker nancy pelosi and Chuck Schumer indicating they wanted an expanded universal background check bill. They wanted to do something very comprehensive and taking into account everything. And the president just moments ago seemed to be indicating that he wasnt for that. Heres what the president tweeted. He said hes quoting saying democrats would rather talk about gun control than get something done. But he said the Big Questions are will they move the goal post. Or is this a employ to take your guns away. You and i have watched the president over the last four weeks almost give contradictory statements on where he is on background checks. He doesnt seem to be particularly convinced that that will solve any of the Mass Shootings that weve had most recently. At the same time hes indicated a willingness to do something. Theres a new allegation of Sexual Misconduct from Kavanaughs Yale years. Details from two New York Times reporters. They also say they have new cooperation for an allegation that surfaced during kavanaughs confirmation last year. Justice kavanaugh is declining to comment for now, although he has adamantly denied all allegations of Sexual Assault in the past. Ive never sexually assaulted anyone, not in high school, not in college, not ever. Steph, to you first, its important to note that the New York Times now points out friends of the student involved in the new allegation say she does not recall the incident. And thats real a point thats made in the book, which i have read. Now, the details of this allegation are that a male fellow student at yale came forward during the confirmation process and said that as a student he had seen Brett Kavanaugh drunk, expose himself at a party to another woman and force i apologize for this description, his genitalia upon her. And as you know, that echos the similar but very different allegation from deb bra ramirez that that similar thing happened to her at a yale party. And it is worth repeating that friends of this woman did not come forward for the book and neither did the male class mate come forward for the book. But the friends have said that she does not remember that incident, hallie. Steph, i know that mbc news has confirmed that some Senate Judiciary members, even last year, were alerted to this along with the fbi of this new allegation that these reporters talk about in their new book. What do we know about that . They were and as you know, that investigation was limited in its scope. Its also worth pointing out that this book, this part of the book is just a small part. It is not the top billing of the book. This is an exhaustive look at this saga. It goes through every step of the process and the authors when i sat down with them, i asked them what did you uncover here. We didnt even talk about this allegation. I want you to listen to what they had to say to me during the interview. The facts showed us that Christine Blasey ford and ramirezs allegations had credence. In the last 36 years Brett Kavanaugh has been a better man. So whatever happened in the past, i think his commitment to mentoring Young Lawyers and specifically women, is real. Shack, let me go to you because all of the books and the interview has sparked a lot of talk on the campaign rail. Some democrats saying bet kavanaugh should now be impeached and others stopping short of going that far. Thats exactly right. Youve heard a lot of statement and saw a lot of comments from these 2020 candidates since the story broke. While these candidates universally oppose Justice Kavanaugh, they revealed a divide among the party and you see it on issues like medicare for all. So you have kmamala harris and Elizabeth Warren calling for his impeachment and resignation. But then you have more moderate candidates like Vice President joe biden and amy klobuchar, saying that there needs to be more investigation. Theyre using that term due process, saying we need to have more information before rushing to a complete judgment and deciding where to go from here. Its definitely something that we will watch on the campaign trail today, especially since the New York Times clarification that they didnt roll back the story completely, but rolled back fundamental element of that story. Here in South Carolina youll have four of the president ial candidates speaking. Well see if it comes up on the stump or if they focus on other issues. We know that that impeachment word is a word that not all the candidates like to get into. They try to avoid it, talking about different issues Like Health Care or education. Well see how much that comes up on the stump later today. You know who is not a vading it is tom steyer, who i guess this morning is saying that he does believe that there should be impeachment proceedings against kavanaugh. Thats exactly right. He released that statement. And there was one statement from Bernie Sanders and he said he supports the constitutional method to a addressing this. He didnt use the word impeachment, but if you look at the constitution he was suggesting taking impeachment and taking that route. So its a divide thats in the party. Once again, its something that you saw back in 2018 midterm elections with certain candidates saying how they wanted to handle the kavanaugh situation. Well see how it continues to play out. You have some candidates that point out that often groups like yours will say believe the victim and in the instance of this new allegation it was made by a male classmate, friends of the alleged victim or student is saying she does not actually recall what happened. When there was an opportunity for a real investigation, Brett Kavanaugh could have stood up and said my integrity is so important, i demand the fbi complete a full and exhaustive investigation. Instead he allowed the white house to curtail the fbi and they didnt look into other possible allegations. Now here we are. The fact that the woman may have been drunk and not remembered the incident in particular doesnt mean it didnt happen. It doesnt mean that there werent witnesses who have come forward to say that it happened. Now we need to take a look and have the fbi examine not only this but the deb bra ra mirror iz allegation. I think one of the aspects of this new reporting is that seven people have come forward to corroborate that. So should House Democrats move forward with impeachment proceedings against Supreme Court justice Brett Kavanaugh . Absolutely. Weve been calling on House Democrats to take action since april to look into the sham kavanaugh confirmation process. We think they need to get to the hundreds of thousands of documents that were hidden and get to the bottom of hundreds of thousands of dollars in debt that mysteriously disappeared and get to the bottom of the Sexual Assault allegations and into the fbi investigation which clearly was a sham from the start. Senator chrkumbs says in wrig my office has been contacted by several individuals who would like to share information with the fbi that is relevant to the investigation and they have had difficult finding anyone who would collect their information. Talk about the accountability piece to this. Absolutely. And i dont really blame the fbi in particular, because the way these back ground investigations work is the white house asked the fbi to do a followup. And in this case we know the white house wasnt interested in getting to the truth, they were interested in checking a political box. So they didnt want an fbi investigation in the first place and then when they finally a seeded to pressure because they forced to ask for one. They said you can only talk to these ten people and these are the only questions you can ask. Ive never seen Something Like that before. The president is calling for the Judiciary Committee to come to Justice Kavanaughs rescue. How do you read that . Because thats what he asked the Justice Department to do last fall. He asked them to hide the documents from the white house and the george w. Bush white house and hes asking for them to do it again. It worked once from his perspective. So to conservatives who would say that groups like yours and other activists are working to in their view smear Justice Kavanaugh because you dont like where he sits and his position on the extreme court, how do you respond to that . We dont like the process that republicans allowed to happen. They had an opportunity to call for the truth, to get to the bottom of the allegations. If they didnt think there was anything real to it, why have the fbi rush to such a short investigation. Mitch mcconnell kept the Supreme Court seat for open one year after justice ska leah passed away. He didnt want the truth to come out and now the republicans are reaping what they so heed. Talks between gernl motors and the United Auto Workers union are happening right now. The strike started at midnight with tense of thousands of workers walking off the job. Phil joins us from detroit. How is Something Like this being felt outside of that city . It definitely is not just in detroit, youre also looking at a number of communities in indiana, ohio, all the way down into arlington, texas, where General Motors has a truck manufacturing plant. There are a number of other communities around the country that are feeling the impact of this strike. And you talked about how this is going to be costly for General Motors. About 50 million a day. That is the estimate from one analyst on wall street. Thats how much its costing General Motors in terms of as they lose production of about 7500 to 8,000 vehicles every day. Whats interesting, though, if you go to a chevy dealership, whether its here in michigan or on the east coast or west coast, theyve got plenty of inventory. So the buyer who is out there looking for a new vehicle, if they go into a chevy dealership or a buick dealership, theyre not going to notice a difference, certainly not any time soon. That would have to happen maybe four to five weeks down the road. If phil, these talks are happening now, the negotiations. Do you have any update on how things are going in the room . It doesnt seem like from our conversation with one of the Union Leaders earlier that anybody thinks this is going to get resolved in three hours from now. No, in fact, i wouldnt be surprised if you see a strike that goes on two, three, four weeks. This is a situation where the uaw believes that General Motors has been highly profitable and General Motors has been importing more vehicles from mexico into the United States that has been driving up those profits. And yet, theyre in the process of idling production at four plants here in the u. S. And from the uaws that doesnt make sense. From gms perspective they look at the taughe auto workers and you are paid far more in terms of health care and benefits than ford, chrysler and certainly well above what the foreign auto workers are paid. Back in the world of politics, the president has got a you strategy for reelection and its taking an interesting geographical twist. He hopes to expand the map not only sending money and resources into a traditionally blue state, but traveling there today for the First Time Ever as president. Were talking about new mexico and its a state he lost in 2016 by 8 points, a state where the governor, the lieutenant governor, both senators, every member of congress are democrats. A republican hasnt carried new mexico in a president ial election since 2004. And even then just barely. Look at the margins there for former president george w. Bush. He beat john kerry by about 6,000 votes. So what is up . Why is donald trump doing this . His Campaign Manager says the president s policies, like on immigration, resonate with people in the border state. And keep in mind now that some other states are moving to cancel their gop caucuses, the president may have to worry a little less about fending off challengers. That is a problem for the gop challengers, including joe walsh, now 2020 president ial candidate. Thanks for being back on the show. Hallie, good to be with you. Let me start with the op ed that you cowrote with two people who are sort of in this challenge with, sanford and well both running against the president as well. You are writing of the president here that there are real concerns that you have about the primaries and caucuses being canceled, asking why thats okay in effect for a republican primary voter. Talk us through that. Hallie, i dont mean to be overly hyperbolic here, but we are not russia, we are not china. I understand that in the world of trump every single day theres an attack on our democracy, an attack on our institutions. But the president of the United States right now is canceling elections. Hes disenfranchising voters, working with the Republican Party bosses. They are disenfranchising voters in South Carolina and nevada and minnesota and kansas. That cant happen here. It should never happen here. You write, along with your colleague challengers that trump loyalists in the four states that have canceled, they have reasons for this. They say that President Trump is going to win by a landslide and therefore its a waste of money to invest in this. You write when do we use poll numbers as a basis for deciding whether to give voters an opportunity to choose their leaders. Answer, we dont. Donald trump would put a price tag on the right to vote. Look, hallie, my former colleague Kevin Mccarthy this weekend in baltimore, he talked about how strong and unified the Republican Party was right now. Does a strong, unified party cancel elections . Does a strong, unified party take away the right to vote from their Republican Voters . I havent done the polling, hallie, but ive got to believe if youve polled Republican Voters in those four states and you told them donald trump was taking away their right to vote, they would be really pissed off. Most republicans dont support this. I want to ask you about some policy issues, but i think you recently called the Republican Party a kind of cult. What do you mean by that . We no longer talk about ideas. This is a perfect example. My Republican Party believes in competition. My Republican Party believes in the right to vote, my Republican Party believes in the marketplace of ideas. But this Republican Party today, Kevin Mccarthy and all of these Republican Party bosses, all they do is wash their leaders feet every single day. They no longer talk about ideas. Lets talk about some ideas as it relates to Foreign Policy, congressman, because if you ended up and you acknowledge it is a long shot in the oval office. You would be dealing with these tensions with iran that are building. President trump says he is locked and loaded, although the white house says that doesnt necessarily mean military action. How would you be handling this attack on the saudi oil Production Facility if you were in that position . First off, i would be a prt you would speak softly and carry a big stick, unlike this guy who just throws out sweets contradictory tweets. We dont know where he stands. Does he want to meet with rouhani without any preconditions or not . Hes all over the map. Were sending mixed signals. Were sitting on top of a potential powder keg in the middle east with this thing with saudi arabia. Weve got to speak with one voice and how about a president walsh would allow our institutions to work. We would let congress have hearings on this very issue and we would at least get the straight dope coming out of the white house. God, no. Again, thats not shocking, hallie, that the president of the United States again demanding that his Justice Department go after his political enemies. He tweeted this morning that Barack Obamas book deal ought to be investigated. Using the government to demand that they go after his political enemies, hallie, thats what a wouldbe dictator does. Overnight the company is filing for bankruptcy as two dozen states and d. C. Reject, reject this 12 billion settlement offer. Heres what the companys chairman said exclusively to our Sister Network cnbc in the last little bit. Theres two choices here. One is to implement this settlement which means we have to get more states beyond the 24 that we already have. The other choice is, instead, to revert to the litigation and we could expend all of the resources of the company battling all these lawsuits. But attorneys general all across the country are holding their ground. Massachusetts attorney general telling nbc news this morning out of business is exactly where Purdue Pharma belongs. But if they think they can use bankruptcy to es kacape accountability after creating the worst Public Health crisis of our time, theyre mistaken. I want to turn to kate snow. This move is controversial by purdue. Its not unexpected. Right. Remember, hallie, last week purdue was trying to reach this tentative Settlement Agreement you just outlined with the thousands of cities and counties and states that have all sued the company in its role in the opioid crisis. With all those states refusing to settle two dozen of them, now what were looking at is a showdown in Bankruptcy Court as early as tomorrow. Overnight Purdue Pharma, maker of oxycontin, filing for chapter 11 bankruptcy, a move seen as the next step in trying to settle more than 2,600 lawsuits from states, counties and cities who blame the drug maker for aggressively marketing painkillers and failing to warn people about the risks. Purdue offered a potential agreement valued at 10 billion to 12 billion. The company would have dissolved and reformed with future profits going to the plaintiffs. The Sackler Family the 19th richest in the country would have paid at least 3 billion themselves. While 23 states and a Group Representing all the local governments agreed to the terms nbc news confirmed that at least 26 states, including big players like massachusetts, new york and connecticut, were opposed. They helped to start this fire thats now engulfed the country. And then they poured gasoline on it. And instead of helping us put it out it seems theyre going to choose now to watch it burn. Reporter on friday new yorks attorney general said the Sackler Family made at least a billion dollars in wire transfers, fueling claims the owners were trying to hide assets. On sunday the purdue board voted to go ahead with a bankruptcy filing as a framework for a settlement, purdue releasing a statement overnight saying in part this settlement framework avoids wasting billions of dollars but will provide billions of dollars and Critical Resources across the country to help with the opioid crisis. They released a statement saying we have deep compassion for the victims of the opioid crisis. And calling the settlement a historic step in trying to help with the situation. Thousands of plaintiffs and already this morning weve heard from massachusetts, from connecticut, the attorneys general that were against that settlement say they are going to fight this in Bankruptcy Court, hallie. Kate, you brought this interesting thing, the accusation that the Sackler Family has been accused of hiding assets. The family has been accused of that by the new York Attorney general and did respond. Im going to pull up what they said to us on friday in a statement a spokesman said theres nothing news worthy about these decades old transfers. Its a cynical, hot toll attempt to generate headlines.
