Reporter about this time tomorrow morning, beto orourke will wrap up his first speech back on the campaign trail since the terrible shooting in el paso a week and a half ago. Orourke has been back helping his Community Heal and doing some media talking about the state of the race right now. What has happened in el paso has refocused he and his campaign. I think we can expect to see a candidate much more sharply focused on donald trump and on the threat that orourke believes he poses to this country. Someone who wants to talk about the issues of racism, gun control, white supremacy. Calling white supremacist over the last week during the fallout from the el paso shooting. And then i think when he rejoins folks in his orbit, we will see him campaigning in a different way. You will not see the cattle call events, political events but more events designed to go everywhere, talk to people who dont get spoken to and to highlight these issues with donald trump. Essentially making the argument that these are not normal times. Now, theres a saying that campaign resets like this arent typically done by candidates who feel they are in a particularly strong position. Orourke has been slipping in the early state pools. He needs a bit of juice. They dont vote until super tuesday. We will see an interesting speech tomorrow in el paso. So, garrett, it seems like beto making this decision on the heels of basically gaining a lot of traction. And a lot of positive reinforcement in the way in which he dealt with el paso shootings in his home state. Is he going to rise in the polls as he just brought up. Whats your take on this so far . Well, we will have to wait and see. Oh, rourke qualified for the fall debates. He will be on the debate stage. Hes got enough money to stick around. He has a very dedicated group of supporters, primarily in texas. But also spread across the country. It has the ability to hrelive o the land a bit to borrow the phrase. So he has a little bit of time. Hes been in this race since march now. His best week was probably his first week. It is going to be a funny thing. Voters love comeback stories. We will have to wait to see what the speech does and whether he can build on it. Its tough to do in august. If this was a week before the debate, it might be a different story. What about his calls, Houston Chronicle asking him to run for john cornyns seat instead. In all the time i have covered orourke i never heard him or anyone close express any interest in running against john corn cornyn. That hasnt changed in the last week. He remains very focused on the president ial race. Aides and advisers say there is no way he will run for senate. He has done everything except endorse hey gar. I dont see it happening now or any time soon. Thank you. Appreciate it. With me now, a former Strategic Communications director from Hillary Clintons 2016 campaign. And democratic strategist chris, former chief of staff for senator joe manchin. I will start with you on this one. How do you think this reset will help beto orourke, if at all . Im not sure it is going to work. He has been hovering 1 to 2 since he got into the election. The first few weeks it was 8 . I dont know that a reset will help. He qualified for the third debate, which means he will be on the debate stage september 12th and 13th. Im not sure he has a chance really to move up in the polls any more than he is right now. I think hes having difficulty fundraising. So im not sure what this reset is going to do. But at the same time im not sure him running for the senate in texas is also going to be a viable move for him. As garrett mentioned, h. J. Hey gar, a veteran of afghanistan is a strong candidate. She almost defeated a strong incumbent in the last election cycle. Because he drops out of the president ial race he will not automatically walk into a viable senate run for him. He may not even win the primary there. Lets juxtapose the el paso shootings in a tweet wrote for every complex problem there is an answer that is clear, simple and wrong. Sadly, there is issue like homelessness in these shootings where we dont have all the answers. A much different response than beto orourke. What do you see here . Will it be a good move to drop out of the race and run for senate, especially considering how Much Movement he made up against ted cruz in the Texas Senate Race . Heres part of the challenge. Talking about two different races. Running for president and senate are two different problems. It is texas. As much as the demographics and texas are changing theyre not changing fast enough. He still lost the last race even though he ran a strong race. And so part of the challenges, even but lost by a narrow margin. You dont think that is as big a deal. Losing is losing. Thats part of the problem. Whatever race you have to come in with strength. Thats always been part of the challenge. The other part is when you have a field in the president ial race, over 20 candidates, how do you get enough air and oxygen to really kind of fuel your campaign. Its always a problem. And so i think betos problem is not unique. I think its actually affecting most of the other campaigns other than the few at the top. And i dont see how one speech can change that or how one debate performance. He has a little tough decision to make. At the end of the day its polling and money and his numbers arent moving. While we have been talking a lot about 2020 and the run for the white house, we havent necessarily been concentrating on the run for the senate and what democrats need to do in order to take hold of the senate race. Take a look. 22 republicanheld seats up for democrats next year. One of them being colorado, a state that Hillary Clinton won back in 2016. We brought in John Hickenlooper at the top of the show. Should he be running for senate . Is he in the wrong race . I think he should be running for senate. His numbers are frankly worse than betos numbers in the president ial. And i think its probably time for him to make some decisions. We have seen from press reports he is trying to decide what to do. Yet again, three to four strong candidates running right now in the Colorado Senate primary who have a leg up on John Hickenlooper. Im not sure his performance has helped him any better back in his home state. So, look, he was a very popular former governor. I have to think he could probably run a very good race. He will be behind in fundraising, behind his opponents in terms of organization. Just because he drops out of the president ial race, does not mean he can automatically be the nominee for the primary in colorado. Chris, we had this conversation over and oefrb again. Unified party wins the race at the end of the day. Is there a coordination effort how best to position democrats to win not only the white house but also the senate here . Eye unified effort, probably not. Should there be then . I think its very dangerous in todays politics for, you know, the smokefilled room leaders of the party to gettogether and say heres who our nominee is going to be. I dont think that game works any more. I think that the way that politics and communications operates today, the ability of people to voice their opinions online, that gives everyone i think an incredible amount of power over the process. There has been a debate in the democratic party. We focus on electing the best candidate. Heres the great thing about primaries. It tends to do that. Flaws and all. And i think thats where were headed. Thank you both. I want to go to breaking news out of hong kong right now. We are seeing protests this morning. A live look on the streets where it is just 10 00 at night there. And nbcs janis is joining us from hong kong. J janis, bring us up to date on whats happening here reporter operations at the airport have returned to normal after two days of protests that forced the cancellation of hundreds of flights. Cafe pacific says 55,000 are affected by whats going on here. The Airport Authority got a Court Injunction to prevent the thousands of protesters for returning a third day. They are allowing a few to be here, though. Dozens have taken up their protests in a defined area. Authorities saying you stay within the lines. If you cross them, you will be seen as violating the injunction. Its a sharp contrast to what we saw last night. The chaos. That ensued when riot police entered the airport. Look to make arrests. But it digressed into clashes. At one point one officer was down, beaten with his own baton. He pulled his gun on protesters. Officers got him out of the way. And there had been a sense janis . Reporter yes. Were looking at live pictures in the streets with a lot of police activity. We are hearing reports, as you just mentioned between some of the police and protesters as well. Can you speak to that . Reporter well, with what happened here last night, there was the sense that there was a retreat among some of the protesters knowing they couldnt return here today. It didnt mean they werent going to continue to stage their protests in other places. So we have seen pockets of activity around the city. The pictures youre talking about close to a Police Station in town where there were reports of some clashes with the Police Firing tear gas to keep the protesters back. Focusing a lot of attention on certain Police Stations. And authorities saying that they will continue to use their strategies in order to target what they see as the most violent or, in their words, most radical protesters. A lot of the messages that have been telegraphed by the authorities and by the Chinese Government through state media have suggested they want to bring these protests to what they call a timely end. They have a number of tools at their disposal. They have been increasing little using force. There has been the suggestion that perhaps there could be more aggressive tactics right into play. But the authorities in many ways expressing they want this to end. We will check back in with you if things continue to develop. Thank you for now. New details on the massive i. C. E. Raids in mississippi. We are talking to employees at one poultry plant targeted in the raids now out of work. Sexual abuse survivors in new york. Now to a live look outside the metropolitan correctional center, the jail where Jeffrey Epstein died over the weekend. We are expecting a team of investigators to arrive this morning as part of their investigation as to what went wrong there. It comes as one of the accusers is suing one of his closest associates. British socialite maxwell, as well as three other household staffers, female. If i can make an analogy, if we want to although at organized crime, mafia, say, the boss of the mob is dead. Jeffrey epstein in this substance. It says, okay, but you had a number two. It alleges that the number two, ghislaine maxwell, was running the criminal enterprise day to day. The things that i experienced, that i being jennifer in this case, the things that i experienced what occurred with Jeffrey Epstein was as a result of maxwell. Thats her allegation. A result of her efforts to keep this running, to keep recruiters going out, finding new girls to bring to Jeffrey Epstein. For him to have these quote, unquote massages and for the sexual contact. And even a rape to occur. She knew everything. She was running it. And she has her hands on the controls. Talk to me quickly about the latest on the investigation, the conditions at this correctional facility. Well, its a very robust investigation at this point. You have people from the department of justice at the facility today to start to look into this. You already see action being taken. The idea that the warden of the facility is temporarily reassigned, that is something that i would say would maybe be a normal step. The fact that two people that worked on epsteins wing had been, or his unit, i should say, have been put on administrative leave. Thats a significant step they found something already that they dont like. Based on the reporting, my colleagues, it sure sounds as if they are keying in on this idea that were they in fact, sleeping and was there any doctoring of their logs as far as when they were supposed to check in on him. It seems like theyre circling some pretty big findings so far. I know youre following this for us. Appreciate it, tom. Thank you. In mississippi, undocumented workers and their families are dealing with the aftershock one week after i. C. E. Raided seven plants across the state, arresting 680 undocumented workers and stripping children from their parents. Something the acting immigration and Customs Enforcement director said is now defending in an exclusive interview with us. Watch this. The ultimate individuals responsible for the safety and their children are their parents. If they are engaged in illegal activity, they are the ones placing their children in harms way. Joining me from outside the morton plant, mariana atencia. I know you spoke with undocumented workers in mississippi where you say even more were laid off yesterday. What did they tell you . Reporter so, yasmin, were finding out dozens of workers were laid off from ph foods one of the smaller plants. I want to walk through the timeline because its important. The raids happened in the morning. I. C. E. Basically came in and swept up workers in the morning shift at ph foods. The workers that worked the afternoon shift started showing up to work about a day or two later, thursday or friday. And they tell me even though it was scary to do so, they desperately needed the money. On friday, they were allegedly made to sign i9, specifically which is the employment eligibility verification form required by homeland security. These workers tell me again yesterday that this was the first time for many of them, after working at that plant, ph foods, for over a decade in some cases, they were ever made to sign the i9 employment verification form. In fact, two of them sent me photos. One had been working for 12 years. Another had been working there for 14 years. And then yesterday many of these people were allegedly laid off. Only 20 were made to remain working at the poultry plants. We did call ph foods and they said no comment, hung up the phone on our nbc news team. And i want to stress that this is a double whammy for many of these families. Because many of them had spouses, partners, brothers and sisters, swept up in the raids. And now the other half were let go of this poultry plant yesterday. And it really paints a picture, yasmin of the way at least this one plant behaved in the aftermath of the raid and also the Employment Practices at some of these places. In this case, ph foods specifically. How many individuals felt comfortable even returning to work after that raid . Reporter listen, the desperation that i saw on many of their faces, yasmin, most of them have two, three kids, kids in schools. They have been working at this plant for, again, 12 years. One of them working for 17 years. Many of them were even crying yesterday, telling me their main concern is how do i provide for my family . Some of them have ankle bracelets because they were swept up in the i. C. E. Raids. Some of them trying to find other work. Amid the fear, still showing up because, again, you want to feed your family. As far as we know, these plants, koch foods, ph foods, at this point, it may change but at this point they have not been charged for these hirings. That you can for following the story for us. We are following some breaking news out of hong kong. Reports of tear gas being used on protesters there. You are seeing Police Obviously on your screen at the moment. We are seeing clashes. We are hearing of clashes, excuse me, between protesters and Police Outside of residential areas and Police Stations as this is the 10th week or so, i believe, of protests in hong kong. An escalating situation there today. We want to listen in to our partner sky news. To deal with the violence rather than admit defeat and allow for beijing to step in. And remember there is a garrison of the Peoples Liberation army in hong kong. They have very much not been any part of this at all. And that would be a significant change if ever mainland Chinese Security forces were deployed to this city. But you do have to ask how much longer this can continue. Until they do have to take some other type of drastic step. Obviously both sides want this to be resolved through dialogue and before coming to some sort of compromise. As yet, neither side seems to be moving to be able to meet in the middle. And as long as that continues, theyre going to continue to see scenes like this with protesters despite the danger, despite the threat to life and the threat to be arrested, theyre continuing to come out in force on the street. It seems the hong kong people are largely tolerating, if not supporting, this. They are using their lasers again. You see little green pen lights from time to time. Thats the latest protesters are aiming at the police to blind them in some way as they move toward the area of protesters. Nevertheless, you can see those who are living in hong kong trying to go about their business as best they can. It is half past 10 00 on a wednesday evening in hong kong. Police have stopped for a moment looking for further instruction, further guidance on what should happen next. We will take a short break and be back in just a moment. As that is happening, a lot is also happening in this country as well. A flood of new lawsuits. Hundreds potentially, against organizations like the Catholic Church and the boy scouts. At midnight, a new law went into effect allowing child sex Abuse Victims to file civil suits no matter when the alleged acts happened. And the suits can be filed against not only abusers but the institutions that employed them. I want to bring in correspondent anne thompson, who has been covering this story for us. She joins me now on set. This is a major turning point, ann, for a lot of these survivors. It is. In fact, today is the first day that these survivors really feel that they can get justice. Because for many child sex abuse survivors, yasmin, when they finally realize what happened to them, its often decades after the incidents took place. And in new york state, until this new law was passed, if you didnt file your civil lawsuit by the age of 23, that was it. You had no other opportunity. Now, with this lookback window, for the next year, anyone who was sexually abused as a child in new york state, no matter when it happened, can file a civil lawsuit. That means survivors are going to get an opportunity to get two things. One is for a judge for a court to say, you know, you were harmed. What you say is true. And thats most important to survivors. Secondarily, though, they will be able to pursue money. Money damages. When you talk to survivors about that money, what they say is thats the way they feel they can make their abusers and their the institutions who employed them, hurt. And thats the pain they want to inflict. But most of all, what survivors are looking for is for the court to say you were right, they were wrong. And you have been telling the truth for all of these years. Theres a lot of psychological ramifications. And i will talk about this with one of the attorneys coming up, representing a child of abuse. There are ramifications for bringing Something Like this back up to the surface for a lot of individuals. Especially if they were abused as children and now they are in their 40s and 50s. These are memories that are decades old. And there were, in many cases, there warranty security cameras. Recordkeeping is spotty. For the judges, they have to figure out who is telling the truth. And in many cases, it could be a a, you know, victim versus institution kind of decision given that years have have passed. Talking about it is never easy. If they can get justice, thats everything for them. But it is a decision for them i feel of making the decision to talk about it at the same time recognizing they are abused. Within a year span of time. For many of them, they cant get past it. They need a resolution. Most of all what they need to hear is you were telling the truth. Remember, they have been called liars. They have been told by their abusers, no one will believe you. Because you are, if you were abused by the Catholic Church, many when you talk to survivors, they were told they are living mortal sins, they are bad people. That they are controlled by the devil. So you use all of that. Think of all of that going into a childs mind. That is a narrative you have created. Yeah. Anne thompson, thank you so much. Youre welcome. Joining me no you is a plaintiffs attorney representing child sex Abuse Victims. Thank you for joining us on this very important topic, to say the least. This seems like a win for these victims, as i was just talking about with ann. But still this lookback window gives them just a year starting today to deal with the effects of abuse and decide in that same year if they want to take it to court. Thats right. This is a historic day. Its a huge day for survivors because after decades of being locked out of the courthouse, laws have changed and they are welcomed in. And this is so important, not just to the survivors to be able to identify their abusers and to tell what happened to them and to have that recognized and validated, thats hugely important to these individuals. But this is also hugely important to society, to our communities. Because what these people are doing is theyre going to be publicly identifying hidden predators. The men out there that have not been previously identified. We have over or approaching 900 cases against the boy scouts of america. Over 90 of them are identifying abusers that have never been previously publicly identified or in the perversion files of the boy scouts of america. So what started out as an experiment in abused in scouting. Com has just led to i think both an extraordinary response but still just the tip of the iceberg. We have over 90 men with claims against the boy scouts of america just in new york state. And then of course this is happening. This is a wave that is happening across the country. New jersey, december 1st opens up. Californias bill when it passes will open up january 1st, 2020. And there are, i believe, 17 other similar laws that are opening up around the country. So its a new day. Its a new dawn for victims. And the message is we believe you. You dont have to suffer in silence. Come forward. Identify your abusers and protect the public. All right. Nbc janis mackeyfarrah has been following it for us. January janis, bring us up to date. Reporter this has been a flashpoint in the protest. Three or four times protesters gathered there. It has ended violently in clashes with police. Just last week, one officer was injured by a molotov cocktail that had been throw. Yasmin, we understand what happened dont, 100 protesters had gathered near the Police Station. This has been a tactic of the protesters, to gather near Police Stations and they have been burning papers and shining laser beams at the Police Station. It is what they have been doing to try to impede the ability of police to use their security cameras. Police apparently issued a warning over a loud speaker. They repeated the warning five minutes later. Thats when riot police in their gear with the batons came to warn the protesters to push back. 9 00 p. M. , 9 05 local time, they put up the blue flag. Its the sign that police give that the gathering has become illeg illegal. It was shortly after that they fired the first rounds of tear gas. More canisters and tear gas were fired after that. More protesters were pushed back. The riot police had remained in the street, sometimes in formation as a reminder to protesters that they are not to return. This of course has followed the two days that we had here at hong kong airport where thousands of protesters had crippled operations here, determined to push through their demands. Theyre also talking about having another mass protest on the weekends. So what protesters are trying to say is that this fight is far from over. They want to continue to push through their demands. In particular, they call for a full independent inquiry into what they call police brutality. Over the past week in particular, the protests have been quite violent. A nurse a few days ago had a serious eye injury when she was apparently shot in the eye by police. There were also protesters who were beaten. So protesters saying that this is something that needs to be addressed and something they will continue to push through. But, again, from what we understand, the riot police still in the area. But the protesters have been pushed back. Ten weeks into these on and off protests and now saying far from over. Thank you so much. All right. The new york times, who first broke the story, reports connecticut democratic senator chris murphy and President Trump are working to set up, quote, stafflevel dialogue this week between their offices and the office of Pennsylvania Republican pat toomey and West Virginia democrat joe manchin. They have not been able to press legislation before, but will this time be different . That is the big question. Im joined by kasie hunt, shawna thomas, and editor at large matt walsh. Kasie, ill start with you. What do we know about these meetings . Yasmin, this is actually a pretty positive sign. Its a little bit different than what we have seen in the past when some of these tragedies have unfolded. We have confirmed that there are conversations going on among senators toomey and manchin. They spearheaded the background bill after newtown. Senator chris murphy made this a prominent part of his portfolio in the wake of the shootings in newtown with the senator from connecticut. So the question here in my mind and what really can make the difference is President Trump. And he obviously is working with Mitch Mcconnell. He said again that he spoke to mcconnell. There are clearly new political impair actives in trying to hold onto the senate that could change the political dynamics here. But also keep in mind this is a republican president. And the Republican Party has shown to be time and time again incredibly loyal to President Trump. And very often we talk about this in the context of, you know, republicanss refusal to criticize the president and at times when it seems as though they should be criticizing him. In this particular case it could potentially give a wider opportunity to actually do something on these gun safety bills. Now, there are of course other forces on the president. Hes also speaking with the nra, with wayne la pierre. They are obviously coming in a different place. As we know, this president is is incredibly volatile and unpredictable. He wants to make a deal one day and then hell yank it out from underneath everybody the next. Capitol hill has gotten worried about that, people in both parties. I think we have a long way to go, but its interesting to me that this process is getting off on this foot. Matt, jumping off of what we just heard from kasie that this could possibly be a different moment, i want moment, i want to get your take on this. Considering the fact that the president does continue to talk to wayne lapierre, does continue to consult with the nra and we know where he stands on that . Well, yes, and also no. Trump compared to the candidates in the republican field in 2016 had a much less conviction oriented stance on gun rights over the course of his career. I was always wobbly, which made his early nra endorsement ve curious to people. Hes not been convicted on this question. Big question Going Forward i think is so how much can he change republican political Public Opinion . Hes changed it very much when it comes to things Like International trade, when it comes to views on executive power, when it comes to relationship with russia and vladimir putin. Republicans are but the gun lobby is much different. The gun lobby is different but Public Opinion with republicans is different. So weve seen it move somewhat compared to where it was when barack obama was in office. Some of that is going to be normal back and forth depending on who runs the white house. But if trump comes in there and makes it a priority issue and spear heading these negotiations is a significant step, if he talks about it, he has the ability to move republican Public Opinion. I started to ask around to democrat democratic strategists and experts in extremist language whether or not this was a good idea. I talked to the head of the Antidefamation League center on extremism. They said it kind of misses the point. Its too simplistic and it has the potential to lessen and impact the power of that word.
