Thats right. At a minimum democrats are hoping if this doesnt move the needle on impeachment, at least it can reach swing voters. Our own nbc news wall street journal poll shows a third of americans believe that the Mueller Report cleared President Trump of wrong going. Another third are not sure about that. So what that shows is that theyre just it just hasnt broken through. Democrats are hoping even within the constraints of Robert Mueller sticking to the four corners of the report, if he goes on television and talks about the findings it will reach more people. Heres what one said in describing that strategy. It is important mr. Mueller make it clear he did not exonerate the president. The evidence is overwhelming. It is damning. When the American People fully understand it it will increase the calls for a fullon impeachment process. Republicans are going to push back and argue it is not damning. The president was not charged with crimes. And Robert Mueller is not saying he would have charged him with crimes. The evidence is not crystal clear. Robert mueller will stick to the four corners of the report. Lets cross over to Geoff Bennett on capitol hill. Democrats are about to do a dress rehearsal of sorts. They may have a tough time to order questions after the order from the justice department. Geoff, walk us through that. Reporter to put this all in context, as ken just mentioned, Robert Mueller appeared publicly back in may. He made clear what he would and would not say before any type of congressional hearing. He said he would stick to the four corners of the report. Yesterday his spokesman reiterated him abiding by the specifics of his 448page report. Now you have the doj weighing in, putting pressure on Robert Mueller to not answer any question that might stray outside his own work product. So we have that letter. It says this. Testimony must remain within the boundaries of your public report because matters within the scope of your investigation were covered by executive privilege. Including information protected by law enforcement, deliberative process, attorney work product, and president ial communications privileges. So as you can imagine, a lot is riding on how much or hoults Robert Mueller will bring to life when he testifies tomorrow. Were in the room where it will all happen. Mueller will sit there. The house judiciary will go first. There will be a 30minute break after three hours. And they will wrap up the afternoon with another two hours of testimony. The members of the house judiciary are doing a prep session later this afternoon. House republicans im told have already been doing sessions on how best to draw out the former special counsel. They have been studying tapes of Robert Muellers old appearances. When he comes here tomorrow, it will be his 89th appearance over the long course of his career in and public life. We found this 2013 appearance, this exchange between him and joe dorton. Why were people targeted before the investigation started . Why were they contacted by the fbi, people who are now part of groups targeted by the i say . Youre asking questions about details of the investigation. Id be happy to take that that is not a detail about an investigation. That took place prior to it starti starting. Id be happy to get back to you and answer those questions that i can. Im asking basic questions about the investigation. Like who is heading it up. So, look, theres nothing to suggest that Robert Mueller will be drawn in or fooled by any hyper partisan politics or political theater nonsense. The real gamble tomorrow will be how much, if any, of their speech takes the attention away from their star witness. Geoff bennett on capitol hill. Stick with us a little bit longer. As we have been running through some of the questions that bob mueller may face tomorrow, there is one question that a lot of people want to know that is most likely be presented to special counsel, which is why donald trump jr. Wasnt interviewed about that famous or Infamous Trump tower meeting. Reporter thats right. The trump tower meeting was a key focus of the investigation on the part that focused on any coordination between russia and the Trump Campaign. And the only person who attended that meeting on the trump side who was not interviewed by investigators was donald trump jr. And the question about that, because he organized the meeting, there were emails between him and russians saying that he would gladly accept dirt on Hillary Clinton that was being offered by the russian government. So the question is why wasnt he interviewed . On page 177 of the report it says he declined to be voluntarily interviewed. And that word voluntarily is key because it suggests there was some sort of request to have him speak with investigators. And the next line after that is redacted saying it pertains to grand jury information. So we spoke to sources who said there were two possible reasons why he wasnt interviewed. One investigators didnt see him important. And that is almost impossible to believe with his role in the meeting and organizing it. And the second is he decided to invoke his fifth amendment right. We asked don jr. s attorney if he did that. He declined to comment. But we know that lawmakers are keenly interested in this meeting, particularly chairman of the House Intelligence Committee told Kristen Welker that this was the kind of meeting, this kind of evidence that he wants his committee. He intends to ask questions Robert Mueller about because it pertains on the idea that there was potential collusion between the Trump Campaign and the russian government. And in adams schiffs words, even if there wasnt enough evidence to bring charges, it doesnt mean there wasnt some sort of wrongdoing there. Now for some analysis, nico, lets talk about this. Before i do i want to play this sound bite and what he said to Brian Williams about Robert Mueller. Take a listen. I think it looks like theyre trying to gag mueller and trying to say that anything thats not in the report is presumptively privileged. Mueller is so by the book, i suspect that will influence him greatly. Two parts to this. One, what do you make of the doj letter . Is it an attempt to gag mueller . Is it showmanship on the part of the department of justice . Another thing he hasnt strayed too far away from. Secondly, do you agree with what the former solicitor general said . I think thats right. The department of justice is trying to limit what mueller will say. We see the president over and over again trying to limit the scope of special counsels review. I think this is going to be one of the real questions where the four corners end and how much was he limit indeed what he could do. It will be difficult to get at those questions given how tight lipped mueller is. They are trying to push him into even smaller a box. Both sides of the impeachment debate are so entrenched. Do you think this will move the needle one way or the other when it comes to Building Momentum for impeaching the president . Yeah. I think that it will. One of the things that you see is the report itself is very dense. And many people havent read it. There is a real difference between reading a book and seeing a movie. Even if mueller just talks through all the instances of potential obstruction that he investigated, i think thats going to be very revealing for a large number of americans to hear him say the words out loud. On capitol hill, it appears any kind of Government Shutdown drama may have been averted after the white house and congressional leaders struck a new budget deal that would suspend the debt limit until 2021. Kelly odonnell is at the white house for us. Deal or no deal . We have learned in the past that nothing is official with this administration until the president signs off on it. Reporter he is supportive of this. But it is always important in washington that nothing is done until its done. But this is one of the rare cases. It is worth pointing out that even with all the controversy and strive there are times when congress can Work Together across party lines and accomplish something, however imperfect it may be. And this is the sort of area that is important for the Fiscal Health of the country. Theres real debate about does this deal achieve that. But in terms of the debt ceiling, the countrys ability to borrow money and pay its bills, this would allow for two more years of borrowing power. It would allow for the next couple years of budget predictability. It would allow for strengthening the military. Thats something certainly the white house wants. It would also allow for democrats spending that would expand some of the domestic programs that they want. So its one of those everybody gets something they want. Fiscal conservatives are not pleased about this because the debt certainly rises with this plan. It is 1. 37 trillion spending package. It has been the product of a lot of behind the scenes work. Again, this is the president , the treasury secretary, speaker pelosi, and leader schumer coming together on this. Weve got some of the more conservative members not so sure. I spoke to larry kudlow, the president s economic adviser, for his take on where this deal stands and if he believes it will get through congress. Its a deal that well get through. I think people are signing on, democrats and republicans. It isnt everything we hoped for. But it got through the debt ceiling. That is so important. Were not going to default on american securities. Reporter the president has publicly said he will support it. We have seen in times past where the president has later waivered when there has been criticism. But this could be a big achievement of getting off the table a lot of uncertainty economically. That is also important going into an Election Year where both democrats and republicans want to have budget certainty and predictability as they are out on the campaign trail. It could be a preview of muellers hearing before the house tomorrow. One big thing we havent talked about, the counterintelligence piece of the russia investigation. Mueller left that key part out of his report. It includes whether the president or anyone in his orbit was compromised to influence our elections. Joining me now contributor and political correspondent. Natasha, great to have you with us. Lets begin with some of the points since the Mueller Report is dealing with criminal matters only, what happened to the counterintelligence investigation . Is that still ongoing . Yeah. Heats a good question. That is something democrats on the House Intel Committee want to get to the bottom of this. They have had five hours of testimony that deals with counterintelligence issues. It was receiving some of these, you know, points and information from the mueller team over the course of the two and a halfyear investigation. So what we saw in the report is that mueller actually laid out in detail the process that went on whenever anyone from his team found things that maybe werent exactly part of the criminal proceed, that could be handed off to the fbi for further investigation. Now the democrats want to know, well, if there are parts of this investigation ongoing, especially as it concerns the potential National Security threats that could be posed by people who are acting as foreign agents in the United States who attempt to influence the 2020 election. And as the president himself still under an active counterintelligence probe. Because one thing we still dont know is whether that investigation ever officially closed. If youll remember, it was handed off to mueller in early 2017 from the fbi which hoped that probe into the president. We dont know whatever happened to it. Incredible. Let me ask you about something involving your own reporting, which is interesting timing. It comes at an interesting time. It suggests the top intelligence chief may be on his way out. He met with devin nunes to talk about a reflakesment freplacemet for dan coats. The president has been eager to get dan coats out of this job for a while now. He met with devin nunes to discuss potential replacements for coats. I think coats himself is aware that he is kind of on thin ice. Now, devin nunes is potentially in the running for this job. And that has officials at the director of National Intelligence office, the director of National Office very worried. Theres a lot of anxiety at the top there that he might not be the best person for the job. But a member of congress who speaks to trump frequently told us that while the president could see devin nunes in the directors position he thinks that nunez is preparing for reelection in 2020 and a lot of efforts will be going into that. Nunes helming this agency would be controversial. He has accused the justice department, fbi, the Intelligence Community of essentially spying on the Trump Campaign. And hes declassified and released a lot of documents that the Intel Community didnt want out there. It is certainly causing anxiety and fred flights, john boltons chief of staff until 2018, is also in the running. And he is controversial because of his views on, you know, quote, unquote radical islam. He helms a right wing think tank. There arent great options at this point. They are precisely the same reasons why the president has considered him to be fierce live loyal. Let me play you some of the sound bites on how they have talked about congressman nunes in the past. He will be some day hailed as a hero. Devin nunes, terrific guy. Devin nunes should get the medal of honor. What he has gone through and his bravery, he should get a very important medal. So you mentioned he may be considered for the top job. Give us a sense of realistically if he were to be appointed. Among his peers on capitol hill who would have to ultimately try to confirm him. Does he have any kind of political backing among members of the republican and democratic parties . Thats a great question. The Immediate Reaction we heard from people as well, it would be difficult for him to be confirmed by the senate. That being said, he was operating in a very bipartisan fashion up until trump was elected. He served on the transition team. But there is a chance that if he really wanted to, he could probably win over a lot of republicans that he would need to proceed with this confirmation process. But, again, we dont know how far this is going to go. We dont know whether nunes himself really wants the job. Of course that hasnt stopped people from ending up in the positions to be cornered into taking it. Natasha from politico, thank you. Former director of the National Counterterrorism center. Michael, great to have you with us. Lets talk about what the ousting of dan coats will mean at this time. He has been at odds with the president , which says a lot. We are two years into another election cycle in this country. I will say dan has been a stabilizing force. He has a great bipartisan history. Really moderate leader on the hill. And i think the Intelligence Community has really taken to him. Truthfully, he stayed out of the zoo of washington politics. That is important for the director of National Intelligence. He stood up a task force on cybersecurity. That is incredibly important. So people i dont think would be shocked to see dan move on. Two years is about the time span for most cabinet level officials. But i think it would be a particularly unfortunate time given all that we have going on into the 2020 election. You brought up the new elections. He is appointed to oversee the security of our elections. Is it too little too late for that . From your perspective, what we have seen, what needs to be done for americans to feel they are actually going to vote in a secure and confident matter . It is a real challenge. He is watching what most likely the russians will be doing. It doesnt really mean counteracting the propaganda which is likely to inject into social media and the like. Dan can do one piece. It is the second piece that people are most concerned with. It is not just dan. It is chris wray, the department of defense. They have all talked about how they are had he planning on this 2020 engage. Homeland security has started down the path. This is a highly distributed system. Making sure the vote errols are right, the votes are cast correctly and that there arent outside influences. There is no doubt that the president s comments have not been helpful in coalescing that. This is a rare glimpse of seeing firsthand how this could affect someone. Abner was very brave to come forward. He has now been reunited with his father. We talked with him and his father over the course of weeks to make sure they were comfortable with this. A lot of things he said squared up with what we had in the past. Unsanitary conditions. Not being able to lie down and sleep. He went further and talked about agent retaliation against the children. In fact, he told one horrific story we would like to share. How old was that man . You can see that were hearing some terrible stories. This is the same facility that jacob and i reported on two weeks ago. One girl described to government workers she had been Sexual Assaulted while she was going through a routine patdown. This is something we understand could be under investigation. But right now there arent as many answers to figure out who would have done this and why. Im sure you had a chance to ask the u. S. Government about all of this. What are they saying about abners case and overall the conditions there . We did get a statement from them yesterday. They said basically the claims are inconsistent with customs and Border Protections records corresponding to the juvenile immigrants time in custody. It is important to note that customs and Border Protection takes all reports of employee misconduct seriously and the juveniles allegations of mistreatment have been been referred to customs and Border Protections office of professional responsibility. They say the children were fed. They were given baths. Or showers. They have heard that from kevin macaleenan. They are starting to build up as we look at different border stations particularly during that period of overcrowding. We know that a lot of members of congress, at least on the democratic side, have been to some of these facilities that you have been to. Are we getting any sense there may be more action, more attraction in terms of what they want to do and what they can do in their oversight capabilities . What they can do is important. We have seen strongly worded letters. Hearings last week trying to get answers. Essentially they would have to be able to subpoena the administration to get more records and figure out what theyre doing here. He quoted a newspaper heart that said perhaps no peace time Prime Minister has faced a more daunting set of challenges. He is not far wrong. Expectation number one for him is brexit. Thats what people who voted for him want. He set the bar high by saying do or die, come what may, britain must be out of the European Union by november. So he will be expected to deliver that. However, even though there is a new Prime Minister, the set of realities in british and european politics hasnt changed. The divorce deal is the same. The European Union is not going to change that. Boris johnson has a tiny british parliamentary majority until a general election. It is even worse for theresa may. He has a whole entree of problems. There is iran. A british tanker in iranian hands. The whole episode has, if you like, only exposed britains loss of power and influence in the gulf. Donald trump said he will be great. He is like trump not just that he is blonde and brash but a behalf vick, populist, unpredictable. His list of challenges huge. He will be great. Congratulating him on his new position. Tomorrow, as he assumes the position as Prime Minister, he will have to deal with one Major International issue. The United States and the United Kingdom are not necessarily on the same page. That is the seizure on of a British Oil Tanker in the strait of hormuz. Walk us through the differences in terms of what he could possibly do that is at odds with what the white house, the Trump Administration and his more hawkish Foreign Policy advisers want the u. S. To do. The u. S. Pulled out of the iran deal. Britain still believes, along with france, germany, iran that it is worth keeping. And today jeremy hunt, the man who was defeated suggested britain would not join a u. S. Maritime Protection Force in the persian gulf. It would prefer a europeanled maritime Protection Force. As i say, britain doesnt see eye to eye. It doesnt believe in the u. S. Campaign of maximum pressure. Jeremy hunt might be out of a job tomorrow. No guarantee that what he said today will hold. Iran said we dont need foreigners in your waters. Straight away he will face problems right away. It will expose the differences. We will get to the reaction in just a moment. Ambassador, the u. S. Announced it wants to form an alliance to make the strait of hormuz a little bit safer. Is there a message for the u. S. In that move that some of the European Countries are trying to forge their own path in terms of Maritime Security . European countries dont want to be closely associated with the United States right now visavis iran. We left the deal. Britain, france, and germany are still in the deal. Lots of people in europe believe the Trump Administration is looking for a fight with iran. I dont think thats true. I dont think President Trump is itching to go to war. But you can see the divisiveness between europe and the United States. So they will form their own naval convoys to protect european flag ships. The United States will do the same with our flag ships. In any other decade going back to the second world war, the United States and United Kingdom will be together. The fact that were not shows us the in effectiveness visavis our allies. Zarif had a message just before he won the election. Its important for everybody to realize its important for Boris Johnson to understand that iran does not see confrontation. Iran wants to have normal relations based on mutual respect. He also congratulated Boris Johnson on his election today. He also accused the uk ambassador of doing the bidding of trump. You know, iran has to work out an agreement with the United States over the issue of the gulf. And lets just be clear about this, the iranians have acting as pirates. They have been pounding british ships. I think the iranians need to understand that they have to se cease and desist. It seems to be an olive branch to the new conservative government led by pore his johnson. Zarif met with several american senators the last couple of days. The iranians understand theyre in a bit of trouble here. And the u. S. Interest isnt seeing the gulf waters remain open to commercial traffic. We have to share that with britain. It is not convenient for britain and europe to work with us because we are threatening american sanctions against their companies over the nuclear deal. The Trump Administration is facing criticism today from hundreds of senators, religious leaders, and human rights organizations demanding to ending the commission on human rights. The groups say the commissions chair and members are overwhelmingly clergy or scholars known for extreme positions opposing giblet and reproductive rights. It is top cover for restricting the rights of certain people. Joining me is gabby orr and jonathan la mere. The secretary of state mike pompeo, he created this commission and 2020 president ial candidate Pete Buttigieg is taking him to task for it. The mayor said in a tweet just last hour mike pompeos new commission on unalienable rights is led is led by lgbtq and womens rights opponents. He justifies this in the name of religion. Religio religious walk us through how this would impact americans, josh. It affects how the United States government is going to represent and carry itself around the world on behalf of americans across the country. So traditionally advocacy on a whole range of human rights issues as been at the forefront of u. S. Diplomacy and Foreign Policy pushing for increased rights for women, for minorities, and in the last several years increasingly for lgbtq people around the world. Concern here for these groups from about 200 senators and others is that the u. S. Is really narrowing the scope of what type of rights its going advocate for returning to a lot of religious liberty, a narrow view, and excluding some of those other marginalized groups. Mike pompeo actually talked about the reasons behind the commissions creation. In fact, he wrote an oped in the wall street journal earlier this month in which he rights human Rights Advocacy has lost its bearings as become more of an industry than a moral compass and rights thauk has become part of our political discourse without any serious effort distinguish what rights mean and where they come from. He has said the commission is bipartisan and diverse. Josh, break this down for us. Who has he tapped to be a part of this . Is there any truth in what mike pompeo is saying in terms of the comp stiti composition . Some truth in that there are some people from different sides of the spectrum. But these human Rights Groups have taken a close look at the roster leading this and they say its overwhelmingly people who have expressed extremely conservative views before about these issues. Its being led by marianne goaltend glennend from harvard. They found things in the past like opposing same sex marriage, transgender rights and reproductive rights. Gaby, how have we seen the Trump Administration prioritize over these human rights and how might that focus play into his reelection strategy of 2020 . Its clear that what hes doing is making a play for his base and trying to once again excite evangelical voters who have supported him all along. One of the things thats very important to them is reling justi religious liberty at home and abroad. Youve seen the president and Vice President speak about religious rights of chiftians in the middle east and africa and groups that have been persecuted. I expect that this coalition, this commission that secretary pompeo has started is going to take a look at that. But if you look at the wording in that wawall street journalp said he focused on being on human rights and not so much policy and its going to see whether that bodes true as this commission pursues its commission. You brought up an interesting point about hume mants rights versus policy. They tried to take the president to task about that difference. In fact, in their letter they write instead of condemning gross human rights violators, President Trump has fawned over kim jongun, looked the other way as gee jinping imprisons mill and covered up for saudi arabia crown prince. How has the white house defended those choice dollars . Youre exactly right. So many of this president s predecessors use their position when they deal with foreign leaders and particularly when theyre traveling overseas to shine a light on human rights abuses to set america as an example. And use it to say this is how you should be using your free society. Use us as an example. This president doesnt do that at all. Its a for more realistic tractional approach to Foreign Policy. You read the names, whether its russia or china or saudi arabia. And, yes, the philippines where hes not only not condemned the extra judicial killings ordered by duterte, but has done the same here for drug dealers in the United States, thats something he does not to do.
