A lot of activity at the white house late last night. He was there well into the night. So were top officials. Now we know why. Reporter absolutely. And the kind of detail for a bob woodward tellall book, the president is simply putting on twitter talking about his deliberations, the preparations here at the white house for a response to iran shooting down of an unmanned drone over international waters. On monday they shot an unmanned drone. We were coced and loaded to retaliate last night. I asked, how many will die . 150 people, sir, was the answer from a general. Ten minutes before the strike, i stopped it. Not proportionate to shooting down an unmanned drone. I am in no hurry. Our military rebuilt and ready to go. By far the best in the world. Sanctions are biting and more added last night. Iran can never have nuclear weapons, not against the usa and not against the world. The president taking us inside his thinking giving us a lastminute pulled from the cliff, if you will, commander of chief saying its a nogo. Chuck schumer spoke about his concerns and what Congress Wants to be involved in, wanting them to give some authority in a new way if theres any further military action that is planned by this administration. Heres senator schumer. But were worried that he and the Administration May bumble into a war. We told the room that the democratic position is that congressional approval must be required before funding any conflict in iran. That is always a difficult vote. So the administration is relying on the constitutional power and the amuf from the post 9 11 era, 18 years old, of course. But the question about authority will be one that will be part of the political debate. We wait to learn more about the president s thinking and if there are perhaps other plans that would meet the president s threshold. As he stated if something more proportionate in the unmanned drone versus iranian targets, which of course if they are on the territorial lens would have some risk of collateral damage. Someone who used the run the building was out on the today show talking about this risk of blinksmanship. Heres what he had to say. Its not clear what the end game is from both sides. That makes it even more damage. Because as it rachets up on both sides, the bad judgment could reduce military confrontation. Lets talk, hans, what we know about what would have happened overnight, the president yanked away from, pulled back from, and what the posture and capabilities are in the region now. Well, clearly on target, hallie. Three of them. Thred a casualty, well, an estimate of what they had. In terms of the assets in the region, basically you have right now a situation to prosecute against low intensity conflict. Basic live to have after groups like al qaeda, isis. But you do have a lot of air assets in the region. There in qatar, it is a lot of air assets. B52s. On top of that, they have the Aircraft Carrier strike group that can bring a lot of fire power. Those are more for tactical p pintrick strikes. They had a lot of capabilities to cause not just commercial hawk but interesting throughout the region. There is always a question if you go up the escalation ladder where you get off. That has been a concern here for some time as well as the white house. Hans, stand by for a second. The iranians are denying a reuters report that President Trump tried to send a message that they have a ticktock deadline coming up. Reporter thats right, hallie. An iranian official told me all morning that that reuters report that a message was sent via oman warning of an imminent attack is entirely false. Throughout the day today, iran has been touting shooting down the drone as a major victory. They have been were warning this is a clear message that iran is a tough nut to crack. Officials have been saying this is not saddam husseins iran. Should a conflict break out, it will be devastating for america and its allies. The commander in charge of the Aerospace Unit said his forces recovered the debris from the drone in iranian waters. And at this stage there is no way for us to verify that that is debris from the drone. But it seems that is it. He also said that iran sent multiple messages to the drone which he said would get relayed that that drone was in iranian airspace and the messages were ignored. He said at 0355 local time the drone was shot down after being given multiple warnings. And it was shot down in iranian airspace. Also, hallie, very ominously he added that a u. S. P8 military aircraft carrying 20 or 30 passengers was also in iranian airspace, but iran decided not to hit that and downed the drone instead, sending a warning signal to the u. S. , and i quote, the u. S. Terrorist forces have received a message from iran. Also throughout the day today, senior clerics at friday prayer have been given fiery sermons. If america hits once, they would hit back three times and President Trump doesnt have the guts or power. Video released by iranian video. This is from the department of defense with smoke trailing the drone as it fell from the sky. Now to doha where Richard Engel is there for us. The big question, where does this go now . Reporter well, i think theres still a possibility that there could be some military action. President trump said he didnt take military action because he didnt like the options. The generals presented a military plan, and he said it would have involved killing 150 people in iran. And he said that was not proportionate for shooting down a drone. That suggests he might be looking for other military options that dont involve as many or any casualties. I dont think were out of the woods yet. If you compare what President Trump tweeted to what iranian officials are saying in the last report by my colleague ali arouzi, they were saying we were to close. We were on the brink but we pulled back to show restraint for human lives. The iranians said we could have killed americans on that plane but decided not to. The president , said we could have killed iranians but we decided not to. But neither said and now we are going to put our differences aside after we reached the break and are going to have talks. As the president said, pulling back with 10 minutes to spare. I dont know any other precedent where its happened, certainly not in recent history. The problem is both sides are escalating. They are allowing, through their rhetoric, through this language that richard just mentioned, a little bit of a escape. The craft was unmanned. So the iranians, in their action, it was an action that wouldnt have harmed lives. So i think the president is right in his remark about the proportionality. It doesnt matter. Right now there is verbal back and forth. A lot of military escalation and zero diplomacy. Thats what we need. President trump tweeted about president obamas desperate and terrible deal with iran. You have an oped. You say if he wants peace and stability he should make a deal with iran, a lot like the one that president obama negotiated and President Trump was so quick to abandon upon taking office. Do you think that will fall on deaf ears in this white house, though . No. The reason is the alternative is continued escalation, one a lot any. Continued escalation until the administration gets under max malist objectives, which we can talk about. Or they say no escalation in him. Iran is not a threat. Just like they did with new york. The reality doesnt change because iran is in a position to have a nuclear escalation. In the New York Times this morning, great peter baker piece, President Trump is on a collision course with himself. He says hes in favor of maximum pressure and against military confrontation on iran. But both of those things cannot be true because one of the things leads to the other. How does the president thread the needle here . You can bridge the gap by a serious diplomatic effort. You need the international community. There are deadlines so the iranians are serious. Reporter hallie, ive been speaking to a lot of latino voters in the past couple of months here in the sunshine state. This is now the largest voting bloc here in the state of florida. 2. 2 million latinos in the sunshine state. Repeatedly i hear they say the democrats are kind of taking them for granted, that its happened in other election cycles and that its happening now. Theres this assumption that latinos in florida are going to vote blue no matter what and that simply is not the case. Also, talking about a group that is not monolithic, especially not here in florida. We sat down with two cubans, two Puerto Ricans and a venezuelan this week. This is who they told us they are looking at and why. Im very impressed with Bernie Sanders and elizabeth warren. I think theyre the only two that are really talking about the systemic changes this this country needs. I kind of find joe biden to be an interesting candidate. I do have a lot of concerns for Bernie Sanders. The socialism aspect of everything kind of concerns me. In the united states, you cant put gasoline in a diesel engine. Were not designed for socialism. Im looking at Vice President joe biden, but i am open to see there are a lot of said candidates. This is going to be a long year. I have been watching out for what they say specifically on venezuela, cuba and the economy. Right now im leaning toward joe biden. It will be a long year. A lot could happen. Just to get this straight, for the two of you, if Bernie Sanders were the candidate, you would not vote for the democratic candidate . Thats correct. Whereas for you, thats your pick as a young latino voter. Im between Bernie Sanders and elizabeth warren. Would you Cross Party Lines if you didnt hear what you wanted on the Foreign Policy from the democrats . I could say yes. But it would be a very difficult moment for me. Im not going to lie. It would be very difficult for me to go cast my vote for President Trump. If it was Bernie Sanders or trump, its better than the one you know versus the other you dont know. So i would be forced to have to vote for trump even thoe i wouldnt want to do that. Reporter getting over the word socialism is probably one of the biggest hurdles for democrats in florida. And the issue that is sort of bringing that to the forefront, the hotbutton issue is the crisis in venezuela that you have covered on your show. A lot of them telling me they need to get it right on venezuela. Not only will it affect this new constituency, but that will bleed into the way other people vote who are originally from cuba, colombia, nicaragua. And did you come to a better understanding of his side of this experience . I think i understood very well even before that conversation. I understood where his contentions were. I understood where his hearts was. The fact is its not about me or him. He said things that are hurtful and harmful. We are in south carolina. Reporter i dont think it goes quite that far. Look, i dont expect joe biden and cory booker to continue trading shots if thats how you want to describe it. What i have found, especially talking to voters down here in south carolina, two things. Number one, this has penetrated. This is not one of those washington things. Voters here are paying attention to the conversation. Its very much in the vane of what they care about and are talking about. The voters i have talked to are willing to give joe biden a little bit of a benefit of the doubt. They think hes a commodity. They dont think he is a racist. They think it was a misstatement. They dont want him to handle it in a trumpian way. Listen to this woman explain how she would like to see joe biden handle this. Biden can say some things that even though deep inside i think i know what he means, the fact that he cant come out and apologize for the way he says things. You know, when he knows hes going to tick people off. Dont be trump. Dont act like you didnt say it. Suck it up, buttercup. That doesnt fly with me. Its reflected in the polls we have seen. There is a res srervoir of goodl for joe biden. That could be squandered. Folks want to see him handle this carefully, hallie. Garrett hague in south carolina. Everything is going down, right, where garrett is at the fish fry that will happen later tonight. How do you expect it to go. The fish fry . Yeah the reaction between the candidates and joe biden. It was an unforced error on the part of joe biden. He could have listed any other senators he had a relationship with. Instead he went out of his way to talk about two segregationist senators. There was some alignment on antibussing legislation which he will get asked about. Of course he does not harbor those views, insidious racist views that eastman does. But why go out of his mind to bring this up . And releasing some excerpts from letters in the 70s between senator biden and eastland. They were, actually, kind of eye to eye on this particular issue. How much is an issue for biden as well as other listen, hes got a past. A history that dates back to the 70s that he has to answer for. Other candidates dont have due to their age. Yeah. I think it just points out a huge vulnerability for biden. And i think one that the Trump Campaign will exploit. It doesnt even have to dig deep. You can go through his past, his record and his statements. It shows rifts in the democratic party. It is such a wide field. People are of Different Levels of service in government. And biden represents sort of a very longterm old world view of the democratic party. And a lot of the Democratic Candidates are trying to espouse much more progressive policies, you know, trying to present a vision forward. And comments like this i think date biden. Garrett, i think youre still with us here. Talk about bidens outreach to the congressional black caucus. It seems that is a focus for him and his campaign at this moment. It is and always has been. Biden has deep ties to the africanamerican lawmakers going back to his days in the senate. The congressman from louisiana is a national cochairman for bidens campaign bridged the congressional black caucus. Clyburn is a longtime biden ally as well. For biden to get through episodes like this, fair to assume we will talk about race and how we talk about race are crucial lines. Joe biden has these relationships and he can go back to them again and again in times that are necessary to have powerful voices be valid airports for joe biden not just for policies but his heart. Justice correspondent Pete Williams is joining us for more. Pete, there are several big outstanding decisions. It looks like we will not get them until next week, right . Reporter correct. We have four decisions today. That leaves 12 left. Among the decisions today, the most significant the Supreme Court ruled in favor of a death row inmate in mississippi who said he was repeatedly denied a fair trial because the prosecutor kept throwing all the potential black jurors off the panel. And the court ruled for him 72. So 12 decisions left. Among those the most important one of course the question of whether the government can put a question on the census form when it goes out next year asking whether you are or are not a u. S. Citizen. And a really important one politically, whether it is possible when states draw political boundaries that they are so political. Partisan politics comes into so much of it that it crosses a constitutional line and deprives Minority Party voters a fair shot to elect the people they want. Socalled partisan gerrymandering. By the way, in addition to the decisions, were still waiting to find out whether or not the Supreme Court is going to take the deal on daca. Maybe we will find out on friday or monday. Thats after the release of testimony from former White House Communications director hope hicks, who stone walled investigators. Bob, let me start with you. Your paper had this great interview with sater. We all read it. This morning he doesnt show up. What happened . At this moment its hard to say why he is not showing up. He was going to be a window into the relationship between michael cohen, President Trump and felix sater. What was the scope about this trump tower moscow project, he was the person in direct contact with cohen for so long. Glen, was this a smart move or potentially legally risky . Its not legally risky. He wasnt under a legal obligation to appear. If subpoenaed, he will be. He will be. I can all but guarantee he will be now. It is curiosity. Last night he was ready to go gang busters and tell the truth. He is an important witness. I was disappointed when i heard they were going to take his testimony again behind closed doors. Right. But he was trumps business proxy, negotiating trump tower moscow deal while trump is back here participating in president ial debates and telling the American People, i have no business interests or aspirations in moscow. I think the American People would have liked to have known that felix sater was over there trying to negotiate the very deal trump signed a letter of intent to move forward on. So i think he was a potentially important witness. Now, were going to have to wait for him to be accepted and appear under the subpoena. Sphopb who showed up and spoke with members of congress is former confidante hope hicks. She showed up, did not answer 155 questions about her time in the white house. The transcript has now emerged. Can you tell me about the state of the relationship now. She is still someone seen as a confidante but at a distance. She remains friendly with this white house not just with President Trump but with the first family. She was akin to someone at that level of closeness during the campaign because she was trusted. And trust in the trump family is currency they all believe in. And hope hicks, though, is trying to, according to some of her friends, settle in los angeles, work for the fox corporation, build a corporate career, not be totally identified with President Trump at all times. One of the things that we are looking at was jerry nadler who was involved in the discussion with hicks who said he understands there are people in the press and congress elsewhere saying why they wasted their time with that. She didnt answer many questions about her time in the white house. They said we knew this was going to happen. The point was to dramatize for the court what the implications are. He is referencing a lawsuit that he will force don mcgahn to testify. Could this be good news for democrats if it makes some case to the court on other white house officials . He is right. Hes building a record that will be presented to a federal court judge here in washington, d. C. They will see the games that the administration is playing. I skimmed hope hicks pages of testimony. The good news, i dont think we have to give america that reading assignment. I can sum it up. Hope hicks covered up president ial crimes and did so without a viable privilege. 30second history lesson. Judge baits decided this issue in the context of harriet miers, former white House Counsel asserting absolutely immunity. And he ruled 10 years ago theres no such thing. I think this is a good move by nadler. Now we should get into the courts. Hicks has not been charged with any crime. Glen, thank you so much for coming on. The fact that he was contemplating a strike in the first instance is deeply troubling. He has mismanaged Foreign Policy from the very beginning, especially with regard to the middle east. We have the entire World Community at the table with the jcpoa to make sure we had peace in the middle east and make sure iran could not manufacture nuclear weapons. The fact that they are days away from considering manufacturing more uranium and militaryizing manufacturing, is of serious concern. It is because President Trump fails to lead. He is not worked with our allies, with the eu, with nato. Hes not brought the country together. And the reason why we were able to have the iran deal in the first place is because we put such crippling pressure on them. Make no mistake, iran is not our friend. They engage in terrorism. They fund hezbollah. And they do Missile Technology they are not sanctioned to do. The truth is President Trump is destabilizing the region, putting america and our interesting at risk by being so disrupt i disruptive and saber rattling. You describe it as deeply disturbing that the president was even considering the strike in the first place. Does he get any credit in your view to call it off or not going through with it . Thank god, he called it off. He has no idea what a first strike would do in this instance. He has no idea what the impact would have been. And, again, his military advisers advised him against it. I have grave concerns about his ability to protect the country at this point. There is concern certainly among many of us in the senate. . Of your 2020 democratic president ial candidate rivals have said if President Trump takes military action with no congressional authorization, it would be, in their view, an impeachable offense. Do you agree . I would seriously consider that. Because the truth is what he was contemplating is deeply digs proportionate. I dont think that this president understands what it means to attack another country. And that the consequences could be. You need to know what the reaction will be in the first instance, the second instance, and the third instance. You need to understand what escalation could occur. And you need to have a plan for it. He doesnt stand up to other leaders. Unwilling to stand up to a country that actively tried to subvert and attack our democracy. Unwilling to stand up to the saudis. Not even over the khashoggi murder or the unbelievable humanitarian crisis in yemen. The truth is he failed on Foreign Policy. This creates enormous concern about in stability and decisionmaking and his erratic behavior. A couple other topics i want to talk about. If you were to become president , if you were elected in 2020, would you pledge not to take military action without seeking congressional approval and authorization first . So, what the law provides is that if you want to declare a war, you need congress to declare a war. If theres an emergency where you as president need to protect the united states, you have to react immediately. I dont think this is an example of that. Theres no ex skwrepbsy that would give President Trump the authority to start a war with iran. We should not be starting a war with iran. We should be working with our allies to bring everyone back to the table to try to have a longterm iran deal, maybe 20 years, so that we have more concessions. But he should not be breaching on his own in the first instance and he shouldnt be destabilizing the region as hes done. Still no Permanent Defense secretary. I imagine you think it is important at this moment of time when it is happening to have one. It seems esper is the most likely person to take that role and be nominated. If he is nominated, would you vote to confirm him . I will review his record, but im not inclined at this time. Before i let you go, i want to ask you about joe bidens remarks. People should not be bragging about working on a bipartisan basis with segregationists. Do you think he should apologize to cory booker about the comments he made . I do. It should not be that hard. But thats not what this is about. We have a president who has been spewing hate, racism, antisemitism constantly as president. We need a president ial nominee and leader who is going to understand that the kind of language we use around issues of race actually matter. So it shouldnt be that hard. And even though moore wants the seat, almost nobody else in washington at least wants him to win it, and that includes his own party. With the gop all but declaring war on moore. They put it this way, this place has enough creepy old men. He lost his special election for the seat while denying Sexual Misconduct with teenagers. Now, hes still defiant. I can win . Yes, i can win. Not only can i, they know i can. Thats why theres such opposition. Well get that new exclusive interview with moore on the air as soon as we get it. Right now let me bring in nancy cook, and Bloomberg National reporter sahil kapur. Sahil, you cover Mitch Mcconnell. They say republicans will be opposing more vigorously. Theres a long list that dont want moore on their team. They dont want to see him at the capital next year. We see that every day. Its extraordinary. Republicans dont want anything to do with him. They dont any association with his brand of politics. Hes been incredibly alleged to have molested underaged girls. This should be a gimme seat for democrats. Its alabama, deep red. One republican operative put it to me about a month and a half ago ha their key threshold test is to not nominate a child mowester. And now you have roy moore jumping in this case again. Theyre going to do everything they can to defeat him. D. C. People dont want roy moore in the race, as weve been talking about. Where are alabama voters on this, right . You look at some of the numbers and polling, it doesnt seem like moore has a shot at this point, but its early yet. It doesnt necessarily seem like he has a shot, but it seems like hes putting himself forward anyway. Voters dont really want him. The Republican Party doesnt want him. By the way, President Trump doesnt think he will win. The president tweeted that moore shouldnt be getting in the race because hell probably lose. Right. The president endorsed his opponent last time and roy moore won anyway. And the voters look at President Trumps endorsement and say we think hes more in line with President Trump anyway. Absolutely. But i do think for the white house candidates like moore bring up uncomfortable situations for the president. It brings up allegations against President Trump himself and his misconduct towards women. So i think for the white house these sort of, you know, aligning themselves or even having moore in washington brings up uncomfortable things for him and they dont want him hill. On that point, sahil, you went viral yesterday highlighting a particular comment from moores speech when asked if he would do anything different now. He said i would like more personal contact with people. Dont need to ask you why that stood out. Do you think moore is tone deaf in this . Do you think he understands the kerps th concerns that people around him have . He obviously seems tone deaf when youre alleged to have didnt you things that hes alleged to have done. Well see where he goes from here. Hes denied all these allegations. He obviously doesnt want to talk about them. But hes using this kind of rhetoric that is going to draw attention to them. He doesnt seem to care about President Trumps position on him either. Heres what he had to say yesterday. Go against President Trumps wishes . Go against im not going against President Trump at all. I support President Trump. Ill vote for President Trump. Whether he votes for me or not, well see. Im sure he will. So President Trump is digging in, but now you have senator shelby telling him his friend and colleague Jeff Sessions is still considering a one run as well. Guess who else President Trump doesnt like very much, right . And its Jeff Sessions. How does this play out . That will be fas niegt watch. President trump has sort of real animosity towards Jeff Sessions because he feels like the attorney general should not have recused himself for the russia investigation and blames sessions along with a whole host of other people who are former white house officials for sort of the mueller report, the special investigation, all of that. So i think this will be a fascinating dynamic to watch. I feel like i cant see President Trump endorsing Jeff Sessions for senate. What i could see happening is them just sitting it out. I mentioned that Vaughan Hilliard, our colleague here at nbc news is doing that exclusive interview with roy moore. Its happening as we speak but weve been able to pull one of the early questions that vaughan asked. I dont want play for you that first clip exclusive with moore. I think they need to know him who i am. Theres been so much press written about me thats false, malicious. I have it every day. In fact, theres nothing i can do about it. Its so widespread. And there was a disinformation campaign, for example, in 2017 in december that put out false information thats gone viral. And i cant stop it. Ive been married 34 years to my wife. We have four children, five grandchildren. Im a family man. Im a farmer. Rancher, chief justice, former chief justice, judge. But people have gotten a completely different warped aspect or warped perception, i should say. That sounds a lot like moores position or attitude back in 2017 when these allegations came out reported in a very thoroughly reported piece in the Washington Post among others about that. Sahil. The allegations against him. Right. The outsider insider spectrum is huge for him and the republican base. Hes playing on that. He took shots at Mitch Mcconnell and the Republican Senatorial campaign committee. Voters do not like Mitch Mcconnell or the Senatorial Campaign committee if youre in a republican primary in alabama.
