What can you assure us that this wont happen, that the system is not going to rob us of what we really want . I dont want to be the america of ten years back or 20 years back or 30 years back. I want to build a better america. And i think this is our moment. Our team is here with the story and all the others that we will bring you. But i want to start with Steve Kornacki who can break down the new details for us. Every political strategist i talked to said you cannot overstate the importance of getting on to that debate stage. So where do we stand. Yeah, so the bottom line is the qualifying in terms of these polls that are coming in that will decide who does make the stage, we still have a little bit more than a week, so more polls might come in, might shake things up. But remember, there is a cap here. 20 candidates max can be in one of these two debates coming up at the end of the month. Let me take you through the criteria and what that would mean for that giant vast field that is out there already. So the basic criteria for this debate, two ways to get in. Number one, threele polls that have been preapproved by the dnc that the dnc says if you can reach 1 in this poll, that counts toward qualification. If you get three of those, you can qualify that way. Or the other way is to get 65,000 contributions from donors across the country. They have some thresholds you have to meet in 20 different days. So polls or donations. And now take a look at what you have here. This is the entire list of 24. We actually count 24 candidates here. If they got an x, it means that they met the first criteria. It means that they hit 1 in three of those polls. A lot of the field but not all. And then the second criteria, you can do it through donations and you can see not as many, but some did that. And so the question here becomes first of all, did anybody fail to do both of these things . And the answer is yes. So so far at least, seth moulton from massachusetts, is he in danger. Wayne messam, he is in danger of missing the first debate. Former 12340r from senator from didnt is lolook like he will m the debate. So if that holds, that would leave you with 21 candidates who have hit at least one criteria. And that means someone has to go sbop what. So if you meet both, are you in. How many meet both . These candidates meet both the fundraising and the polling criteria. Loo looks like they are in the debate. And then it comes down to this, somebody has to be cut from this group of candidates. These are the ones to watch over the next week. The number one criteria is their polling average. Does anybody jump out, does anybody have a higher polling average. You see a couple do. Hickenlooper and gillibrand looks like they may have a leg up. So really these are the ones that you are looking at. Long way of saying bennet, bullock, de blasio, delaney, swalwell. If one can get a pop in one of the polls, could make all the difference for them. But this is it, one of these candidates likely not to make the cut. And then overnight the president claimed on twitter that those massive protests in london against his visit were actually folks gathered in support. That as Nbcs Richard Engel points out is also not reality. Even coming over today, there were thousands of people cheering. Reporter there were tens of thousands thousandsthousands of people out there greeting him. I said where are the proceed tests . I dont see any. Reporter there were several thousand protesters. Peter alexander has been with the president in london. Also joining us, peter baker. Good to see you both. So peter baker, youve covered a lot of these trips. And it is not necessarily unusual for an administration to have arosier view of what happened than analysts or journalists. But we step back. Has anything of substance been accomplished on this trip . Give us your assessment of the president in the uk. Reporter yeah, this was meant to be a ceremonial visit, a visit to reinforce the special relationship, remember the times when americans and british soldiers stormed the beaches of normandy together. And so in that sense the president carried out that visit the way you would want a president to do it. He on obviously was polite in person with the royal family. He didnt say things to their face obviously. He was perfectly president ial in that sense. It was what he did separate from that, what he tweeted out on the way over there and this interview with piers morgan, i mean it is when he is not in their company that he says things that sort of ruffle everybodys feathers. And obviously during the press conference with theresa may yesterday, he did insert himself into brexit. He was asked about it, but he could have chosen to comment or not. And he did as he has in the past urging britain to leave the eu and offering in effect a reward by saying well have a phenomenal trade deal with the uk if they leave teuropean unio. In that sense that he is inserting himself into their politics in a way that other president s might not have done. He had to back off, peter al ala alexand alexander, having said that this is largely a ceremonial visit, im guessing there is no one on the white house staff who doesnt think that this is anything but a success so far. I think that is certainly the case. You talk to wade oithe presiden allies, they deal great about the trip. They feel good about the optics of this trip. The president side by side with the queen. There he is clinking glasses with Prince Charles and camilla. And he was very complimentary of theresa may at the news conference, compare that to the criticism of the way may has handled the departure from the eu. The president last year was really critical of may. This time around he said that the uk should have walked away from the deal to try to get back some of the leverage in the situation. But they feel good about it certainly. And it is not a mistake that the president has a lot of foreign travel over the next couple months. Likely that he will be back in europe for the g7 in france in august, goes back to asia later this month for the g20. He was with the emperor in japan only a couple weeks ago. They hope, the white house aides, hope that this makes the president look president ial. But he is always his worst enemy, often undermining the effort by some of the comments that he makes. I want to bring in amy parn and matt welch. We could go on and on, but a lot has been made of what the president said that is provably incorrect about john mccain, about meghan markle. And about the protests. I want to play a little more about what he said about that. I will say being president of the United States, even the way they treated me, i think that i have a very Good Relationship with the people in the united kingdom. But is it me or is it the country . Our country loves your country. I mean the fact of the matter is that the polls that have been done show him under 20 Approval Rating in the uk. And there is a contrast. Washington post did a great thing on this, they said in 2003 when george w. Bush was met with protests over the intervention in iraq, he was selfdeprecating, he talked about the tradition of free speech being alive and well. That is not something that this president is capable of. Self deprecation does not wear easily on Donald Trumps sleeve. That has been since the 1980s. He likes to be in the center of the storm, he likes to be criticized, he likes to call tabloid newspapers pretending that he is other people in order to drum up controversy about himself, so he doesnt mind any of that, but he doesnt have the kind of self deprecation gene at all. And george w. Bush was protested before the iraq war in europe, in france and elsewhere. There are certain types of americans that europeans dont cotton to and donald trump certainly is that person right now. I do wonder hoe when you talk about the crowds, this is something that from day one of this administration when the president and his staff claimed that his inaugural crowd was bigger than barack obamas, that it is just one of those things that he just doesnt matter. If he goes abroad, it is already baked in. This is classic trump. He is allhe optics. And the pictures were great. Yeah, and if he can convince people that all those people that gathered there were clearing him on and for him, he will do that. He will use to his advantage. He feels like this is a guy who cares about nothing else but optics. Amy and matt will stay with us. And were expecting to hear from nancy pelosi who may have a few things to say about the latest act of defiance by the trump white house. And the growing calls for impeachment from democrats. At the center of that defiance, the former trump adviser hope hicks whose lawyers fired off a letter to jerry nadler saying hicks will defy a subpoena to turnover documents because the white house refuses to authorize any disclosures from hicks from the transition period to her time in the white house. It is another escalation in the battle between trump and congressional democrats, die guy answer that is moving a growing number of democrats to call for an inquiry or fullon impeachment. By nbc news count, that number is now 58. Kelly odonnell is on capitol hill. So where do things stand . Jerry nadler obviously wants to get his hands on the documents from hope hicks time at the white house. Reporter she is sort of 134ri9i splitting the difference. Her attorney has provided the committee with cd material that contain documents from the campaign. That would not fall under the area of executive privilege if the white house were to try to claim that. The white house has said to hicks and don mcgahn former white house counsels chief of staff not to produce materials that they believe are the property of the white house and the president and so hope hicks is trying to find a way to be cooperative by sharing things that she had from the campaign, but not trying to go against what the white house has directed her to do. Because as a former employee of the white house, those materials they say belong to the white house. Could she still come and talk about that period . Well see if that happens. But it is one of the ways that congress is putting pressure again applying it over and over to people inside the trump circle and of course hope hicks was at the right hand of the president , in his Business Career and the white house. She left the governments employment in february of last year and she is one of the people that we have rarely heard from. When the president returns from tomorrows dday commemorations in normandy, he will be facing an open republican revolt over his threat to hit mexico with tariffs. Here is senator john kennedy from louisiana last hour. Im worried about the tariffs. Im worried that the harm to our economy will be greater than the effect on mexico. So in just hours at the white house there will be a high stakes meeting between mike pence, secretary of state mike pompeo and mexicos foreign secretary. This is a last ditch attempt to overt the tariffs. Republicans in the senate are warning the administration they will block the president but in an overnight tweet, he made it clear that he is not bluffing. So kristen, give us a preview of what were expecting later this afternoon because white house officials got quite an earful from Senate Republicans yesterday. Reporter they sure did. And white house officials are lowering expectations for these high stake talks. The Mexican Foreign minister and his delegation will be meeting with the Vice President , secretary of state, acting dhs sect and other top official to the try to overt the tariffs from going into effect, something that the president has threatened if mexico doesnt do more to stem the flow of migrants by next monday. But the broad thinking is that it is unlikely that they will strike a deal today after all the president is traveling overseas of course and he is with some of his top officials who have worked on immigration like Jared Kushner and stephen miller. It does come against the backdrop of the growing chorus of voices from within his own party saying tariffs are the wrong way to go. Some senators even weighing the possibility of slapping legislation on the president that would essentially block him from imposing those new tariffs. Mitch mcconnell weighing in, take a listen. There is not much support in my conference for tariffs, that is for sure. I think it is safe to say youve talked to all of our members, would he not fans of tariffs. Were still hoping that this can be avoided. Reporter now, democrats are accusing the president of bluffing, including minority leader Chuck Schumer. And President Trump fired back at chuck overtweeting can you imagine crying Chuck Schumer saying out loud for all to hear that im bluffing . What a creep. So add to Mitch Mcconnell with his understatement there isnt a whole lot of support in my caucus for that, ted cruz one of the president s biggest supporters, another one. John cornyn said were holding a gun to our own heads. And then you have Lindsey Graham who obviously has been hearing what all these folks have been saying. Just a couple minutes ago, he said everybody should calm down, wait for the president to see if he can work something out. But a really interesting sort of different opinion came from chris murphy on morning joe this morning. Here is what the democrat had to say. If he moves forward with the tariffs on mexico, i would be surprised if republicans in the senate actually go forward with the confrontation with him. They ev they have never wanted one before. So unlikely. Are the republicans serious . I think that he is a little bit right. They would need to override the veto, they would need more than 20 senators to go along with the democrats and there is no way that that will happen. I think they sort of need to posture for their own sakes and say look, were not for slowing down the economy, but then again, none of them want to buck up against trump. I mean that is not what they want to do. And speaking of the economy, there were new numbers out this morning. Cnbc had the adp report that said private sector jobs glue by just 27,000 in may, worst reading in more than nine years. Im not suggesting that this is a big player with a connection to tariffs necessarily, but the president watches economic numbers very, very closely. What do you think will happen here . Look at the language that they are using. Not a fan. Im not a fan of tariffs. Im worried about what the president would do. If we had a robust separation of powers as the constitution was written, the legislative branch would do more than worry. You dont stand in front of a car that will hit you and say im worried about that car. What you do is you stop the car or you get out of the way. Senate republicans right now could stop it from happening. They are not because they are terrified of the president. One year ago in the most important speech that sitting senator has given, bob coburn said were too afraid to poke the bear. What he meant was were too afraid to even have a single amendment on the senate floor to critique the president using National Security as a lame, a wrong excuse to impose tariffs because individual senators are worried about getting on the wrong side of the president even though they totally disagree with him. So, no, i wouldnt expect republicans to locate a spine here. If you want to make money here, do not bet for republicans bucking the president on this issue or any issue. And an analysis released just this morning by a leading Cybersecurity Firm concludes that the Russian Disinformation Campaign was not only better planned and better executed than previously understood, but also may have been a big money maker. Ken dilanian is here. How exactly were the russians able to turn the troll accounts into cash and how much money are we talking about . Well, one account according to this report may have generated as much as a million dollars, although that figure has been disputed this morning. But whatever it was, it sort of added insult to injury. Not only were the russians sitting in a building in st. Petersburg impersonating americans and sort of spreading a torrent of propaganda across the american electoral system, they were making a little money on the side. But the upshot here, weve known for some time about the Internet Research agency, they were indicted by robert mueller. It is that group run by putins chef operating out of a building in st. Petersburg, russia. But what this report shows, this was a much more sophisticated operation than maybe we understood. Just a few months ago Jared Kushner dismissed it as russia bought a few facebook ads. In fact there is smen is some n tweets pout and there w s put o impersonated news sites and they were amplified by groups that were bots. And some were retweet eed donal trump jr. And kellyanne conway. And the upshot is that the u. S. Government has not figured out a way to stop this in 2020. Ken, thanks so much. It is a lot different to say that you are the president of the United States and you approved a budget which congress then passed which took american tax dollars and put some into defense. It is a hot topic on the campaign trail. A live look at indiana where Elizabeth Warren will be coming out any minute selling her new 2 trillion Climate Change proposal. It is an issue warren is going head to head with biden on this morning. He just wrapped up an event in new hampshire. Both democrats unveiling ambitious proposals this week. But bidensle ro rollout didnt without a hitch. He is being accused of plagiarism after a few parts appear to be copied from other sources. Or sloppy joe. Lets get to our road warriors. Garrett haake and ali vitali. And also joining me, doug thornell, a senior adviser. So garrett, lets start with the new controversy. This is not the first time that Biden Campaign has been accused of plagiarism. Tell us what happened here and what the campaign is telling you. Reporter yeah, and that context is probably part of the reason why this incident is getting so much attention. What happened is that in joe bidens 22 climate plan released yesterday, there are about half a dozen passages that were lifted from other sources without attribution. The daily caller was one of the first organizations to dig this up. The Biden Campaign responded fairly quickly, they said that these were inadvertent mistakes and added the citations later, making the fixes as quickly as it could. It is unclear how much actual voters will care about this and whether they will see it as sort of a simple mistake for a candidate or a bigger mistake. But it is an unforced error of the kind that is particularly dangerous when you are the frontrunner running for president and all eyes are trained on you looking to see if you made a mistake and if you have the history that joe biden does where in 1988 his first president ial run was largely undone by accusations of plagiarism. In that case the candidate himself in his speeches. So this incident not quite the same as that one. Well see if it has legs with actual voters. Although fair to say not the rollout they would have expected. Ali, what is Elizabeth Warrens plan looking to play in the midwest . Reporter well, i asked Elizabeth Warren yesterday if she had gotten a chance to even look at joe bidens plan and she said she hadnt. So they have been largely mum on this issue. But i will say that the complaint that you hear from voters on the campaign trail who dont think that 2020 is the right year to nominate joe biden, it is because they want a fresh face. The more that we Start Talking about his first run in 1988, it only lends to the criticism that he is not one of the fresh democratic faces on the scene. But Elizabeth Warren is rolling out her own plan, talking about the first part of what she is calling her economic patriotism policy, specifically focusing on green manufacturing. This is a plan that puts 2 trillion toward the issue over ten years and it is expected according to an independent analysis to create about a million jobs. And what the plan does is it links combat and Climate Change with the economy and growing jobs. Something that is very important out here in the industrial midwest. And a link that in talking to voters they really care about. Listen. How important is to you that someone has a climate plan that also includes an economic angle . I think it is very important. Climate change is a real issue. And if we dont do anything about it, you guys will suffer. Reporter and so jacqueline is not the only one who is saying that this is a generational issue that younger generations will have to deal with if it is not contended with right now. Were about 30 minutes from south bend and actually it is that generational argument that mayor Pete Buttigieg tends to be making. Elizabeth warren making it in a different way, in the way that she talks about structural change, she is trying to get at the Climate Change issue while also getting at the economy issue which here in the midwest is something that you and i both know from 2016 when voters ended up going for donald trump, jobs, job, jobs was the message that sold them on trump. And many of the folks in michigan and today here in indiana, that is probably the message that if there is a way to earn the voters back to the democrats, this could be it. I think youre right. Garrett, i want to ask you about the new report that joe bidens president ial campaign confirmed that he still supports the Hyde Amendment on using federal funds on abortion services. This definitively sets him apart from the rest of the 2020 democratic field. Reporter it does. Our colleague has a great story on this on nbcnews. Com, it traces joe bidens evolution on the issue of abortion. He believes roe vs. Wade is the law of the land and should stay that way and if it doesnt, he will push for a legislative fix to make sure women continue to have access to abortion services. That said, his campaign did tell nbc news that he did support the Hyde Amendment, a 40yearold ban on using federal money here. That sets joe biden apart from the rest of the democratic field, the kind of thing that i suspect could also be an opportunity for some of these other candidates, particularly some of tf of the female candid to differentiate themselves from joe biden. And i have to think somebody is writing a debate question that will have something to do with this topic because it is one of those issues that is so important to the younger progressive base of the Democratic Party and one that i think people will want to see joe biden pinned down on a specific answer. Is that where they put the debate staff, down in the do dungeons. Reporter were not supposed to talk about it. And all the female senators running for president are not just against the Hyde Amendment, they are cosponsoring a bill to overturn it. As weve said, no other candidate has come out in support of this. What did you make of this decision by joe biden . Well, i think first of all that the Biden Campaign will say that they obviously believe that row roe v. Wade is the law of the land, they will protect that, that he has been a staunch abortion rights defender throughout his career, but this is a position that hes maintained. And i think that it is one of those issues that will come up in the debates because it is a Current Issue. It is i think a little harder on votes that took place 25, 30 years ago, but on a Current Issue where there is distinction between joe biden and the rest of the field, i think that you should expect to see it in the debate and ultimately for it to become a big issue in the campaign. Someone will have to prosecute it against joe biden. It cant just be the media. You will have to see some of hi his opponents bring it up in the debate or elsewhere for it to get traction. This has been such a topic, a very long time since abortion has held the place in a campaign that it does now you. I absolutely expect to happen. Especially because joe biden is the frontrunner for the nomination. And any of these candidates are trying to find a way to separate themselves from him and so i do expect this to be an issue in the debate and after that. Doug, garrett, ali, good to see you all. Morgan Radford Radford sat down with some long haul Truck Drivers. What did they have to say . They had a lot to say. You might be surprised to find that trucking is a 725 billion industry and 1 in 16 jobs in the u. S. Goes to a trucker. But this particular group i spoke to in jackson, georgia, say the promises made by the president to put them first werent exactly the promises kept. So they started a protest and are now sounding the alarm that the rosy economic picture that the president is now painting is not exactly what theyre seeing through the windshield. After working as a truck driver for 20 years, billy bogar is thinking of calling it quits. Reporter how hard are things for truckers right now . Almost impossible, really. Reporter now hes one of thousands of Truck Drivers throughout the country, hoping to get the white houses attention with a new protest group called black smoke matters. Named after the exhaust smoke that used to come from big rigs. Do you feel like this administration is listening to you as truckers . No, maam. No, theyre not listening not at all reporter a mix of republicans, democrats, and independents. How many of you voted for the president in the last election . One, two, three. Many of their complaints are unique to trucking, like parking costs and a lack of training for new drivers. But, they say, some of their issues affect all americans, like the republicanled tax bill. How many of you by a show of hands saw your taxes increase this year . They all went up, yeah. One, two yeah, this year they went up. All of you . So most of you saw your taxes increase . The reason, something called a per diem. In the past, truckers could deduct things like food and daily expenses from their taxable income. Now with trumps new tax bill, they no longer can. I have a young family at home and with our per diem, they took the per diem out. That made an 8,000 difference. 8,000 what i personally pay. What were you paying in taxes last year . Nothing. Reporter a hit that comes especially hard after the promises made by the president. America first means putting american truckers first. You said you also believed that the president would help truckers. Do you think hes doing a good job now . No, i dont. Theres nothing that hes doing to help us out out here in any way possible. None. Mr. Trump ran on the platform of doing away with the obama bad regulations. Well, he quite well done that for, im going to say, corporate america, but us blue collar america, we have regulations that we have when obama was in office, and i want to ask him, why didnt he do away with the bad regulations for us dependent on our eroperator. Reporter a trend they say should be concerting for everyone. Have you ever thought about quitting . Yes, every day every day . We want the American Dream. We want to be part of to be able to strive to do better and take care of our families and do a good job for the American People. The American Dream is getting further away. It really is. The white house said that based on recent rate cuts as well as enhanced child tax credits, it should basically offset the need for those deductions. But they said they are willing to work with congress to help those truckers who are seeing a lack of deductions. Im curious if any of the three who voted for trump will vote for him again . One is very interventionist, the other is very antiinterventionist, but looking at build bill weld. Bill kristol is hosting a meet and greet for bill weld and trying to encourage justin amash, as well. Yeah, we shall see. Look at the president s numbers with republicans. Amy, what have you got . Speak of fundraisers, a lot of people, a lot of the 2020 candidates will be spending a lot of time in new york in the next coming weeks. Why . Because they want to rack up as much money as possible before the end of the second quarter. So people like even beto orourke, who kind of snubbed his nose on wall street, hell be here on the 12th to get some money together and give his campaign a little momentum. And people will be looking at those numbers to see if joe biden is still the frontrunner, if he can, you know, still keep his numbers going and if so i think all of that will play out and it will be interesting to see how that unfolds.
