Heres the truth, democrats dont really have a good range of options when it comes to this because this fragile system of checks and balances really only works when both sides are acting in good faith and right now neither side sees the other as doing that so we heard from jerry nadler yesterday. He says that hell continue to negotiate with the doj over the next few days and if by monday or tlabhereabouts he doesnt th the attorney general is acting in good faith hell move to hold barr in contempt and then up to a u. S. Attorney who works for the Justice Department led by bill barr to prosecute. So heres something of a spoiler alert. It is highly unlikely that the doj will pursue anything against the man who leads it. That said, democrats know that they have a very sort of small tool box to use here and want to get on the record with their displeasure regarding the way things have been going on. And, jeff, the war of words and actions intensifies and that brings me to Kelly Odonnell standing by at the white house. Overnight the president was talking about don mcgahn and he dug in on the issue of whether mcgahn should testify. What did he say . Reporter well, the president trying to put the hammer down saying no more cooperation believing that he was transparent sufficiently during the investigation, allowing members of the White House Team to testify for the special counsel and its investigators. Viewing the congress and its actions separately. In part what we are seeing here is the white house making an argument for separation of powers. Robert mueller and his team were employees of the department of justice part of the executive branch cooperating there, a different category, they say than congress, especially a democraticrun congress and the tensions there and saying its not necessary for those who have been closest to the president to go and tell the stories under oath and in public for the public to digest and see and for whatever political purposes may be in anything that brings this sort of a hot seat environment to it. Also, we have got the president saying how he does not want don mcgahn, one of the most talked about people in the Mueller Report, to be seen in public before going to congress. I had him testifying already for 30 hours. Is the answer no . I dont think i can let him and then tell everybody else you cant. Is it done . I would say its done. Weve been through this. Over . Nobody has ever done what ive done. I have given total transparency. Reporter and part of the argument now is that the white house is saying executive privilege was not waived by cooperating with the special Counsel Office and that is one of the things many people have been talking about. Was that inherently waived by participating . The white house view is that, no, it was not. Thats likely have to be litigated. Kristen . And the story the white house is watching, breaking news this morning, a blockbuster april jobs report thats giving the white house plenty to crow about today. Take a look at these numbers. Huge numbers. Labor Department Says 263,000 jobs added last month, easily beating expectations of around 190,000 more jobs. The Unemployment Rate, 3. 6 . Thats the lowest rate since 1969, folks. Hourly wage growth saw gains up more than 3 from a year ago. This strong jobs report comes a day after the president dealt another setback in the effort to influence Monetary Policy at the Federal Reserve. Stephen moore withdrawing his name. How significant is it and for the president . Significant both for the economy and the president i think. If you are in the white house and you get a string of numbers like the last several months, of course, last month we saw Even Stronger job growth, you get to take credit for that. It may very well be at least in part due to some of the president s policies and the fact that the Federal Reserve stopped raising Interest Rates in december and end kated a wait and see policy with respect to hikes or reductions in the future and so that difficult Fourth Quarter in terms of markets and the economy, seems to have gone away and globally seeing that to be true, as well. It is a goldilocks set of numbers. I made my first communion in 1969. Thats how long it was that we saw this number. So the job growth is actually quite healthy and we have still more jobs than workers and there is some indication that we could see this economic recovery which will be ten years old in july an the longest in history of the u. S. Past. But you dont age can you explain then why President Trump continues to call on the fed to actually lower Interest Rates . It seems counterintuitive, right . It is counterintuitive. What is true and ill agree unusually with the president on this, theres a distinct lack of inflation in the economy with respect to the way the fed looks at inflation that we are not seeing wage growth to accelerate or price pressures grow to such an extent of a risk of wage price spiral and inflation continues to miss the target of 2 below that number and so one could argue that the fed could lower Interest Rates under that scenario. But given how lets say, how hot the economy is running one would worry if the fed cuts the rates as a full percentage point and highly unusual in a noncrisis period to throw gasoline on the fire and not what you want to see. They have sent out an email to people saying, you know, showing all these news reports, first time they like whats out there in the news but, yeah, theyll use this. This is what the president s advisers want him to campaign on. The problem as you know is he will deviate to other things and get distracted by other things but if he could just concentrate on the economy they feel like he has a strong chance. We were talking about that. The messaging. The messaging. He gets in his own way all the time on this. And we have these pretty good jobs numbers except for maybe february and even februarys numbers were revised up in the current jobs report. But if he cant stay on message even as much as Kellyanne Conway might want him to then he is sort of squandering the opportunity. But the thing is as we look to 2020, you know, a good economy, the power of being the president , the power of the bully pulpit, thats really, really hard to defeat. If he can just continue to hammer home that he is doing something for people. An i think its important what ron said about the fact more jobs than people looking for jobs. Like that is i mean, if the economy is not just one president but they can take that and run with it if they wanted to. They will. Stick around. Thank you. Great conversation. President trump this morning also using new reporting from the New York Times as ammunition in his claim that his campaign was spied on in 2016. People familiar with the operation tell the timess that the fbi used an undercover investigator to meet with former trump adviser. The times saying, quote, the fbi sent her to london as part of the inquiry open that summer to better open the links to russia. Heres Michael Schmidt on the new reporting a short time ago. Take a look. What this showed to us was sort of how seriously the fbi was taking the problem, how the lengths they were willing to go to to put a trained investigator, someone that knew how to collect information, knew how to collect evidence, could testify at a trial. Last year at the direction of Jeff Sessions the Justice Department Inspector General at the prompting also of members of congress agreed to look at how the fbi got Foreign Intelligence Surveillance Act orders to wiretap and eavesdrop on the conversations of carter page, somebody who had travelled to russia and under investigation and all pretty well spelled out in the Mueller Report so the ig is looking at that. Well probably get the report on that maybe this month, maybe next month but its coming quite soon. The attorney general has said that. William barr has also said that he wants a what he calls a review, a broader review, of what sort of surveillance, what sort of investigative tools were aimed at the Trump Campaign early on. Hes not saying he says that anything was done wrong. He says he has his concerns. That he wants to make sure that these if any kind of surveillance was done that it was properly predicated. There have been a lot of questions about why the fbi did what it did and whether it was right to begin investigating a president ial campaign. I think back to what james comey, then fbi director told lester holt in an interview in late march. He said turn it around. Lets he says this is totally made up. But lets assume that the iranians interfering in an election for barack obama and they talk about the dirt they have that will help obama get elected and the fbi finds out, why shouldnt we investigate that . I think the president s indicated where hell make a decision about whether or not that executive privilege is but lets remember here. Don mcgahn was made available to the special counsel. Its time to invoke executive privilege. But its more important cant just be executive privilege. He was also a senior advise to the president , an assistant to the president and precedent there of not having senior advisers regardless of executive privilege go to the hill for this. As you know, though, don mcgahn spent hours testifying. 30. To mueller. Yes. And he cited 157 times in the mule ir report. Exactly. Why shouldnt Congress Hear from him . Why wouldnt you support him testifying to congress . Id answer with a question which is, if hes testified for 30 hours, and all of the most relevant parts of what he said to mr. Muler is in mr. Muellers 200page report on the obstruction side of the ledger, what else does Congress Need to hear about this . They have the responsibility of oversight. So, yes, there is the Mueller Report. And now theyre saying, heyings it is our responsibility to drill down on this and to do any necessary followups. They have the responsibility for oversight but that oversight has to be legitimate and if youre just going to try to harass and embarrass a former Senior Member of the Trump Administration thats not legitimate. Everything that don mcgahn said of relevance is in the report. This is Something Different that congress wants. They want to harass. They want to attack. They want their theater moment. I take your point thats the white house stance but the democrats say they have an oversight responsibility here and that this is our system of checks and balances. Why not what is the president protecting by not allowing mcgahn to testify . Theres nothing to protect. There is 200 pages of don mcgahns testimony on all of these various incidents. So you have to ask yourself, do we really believe that jerry nadler and that group of democrats that are in that committee behaving like children and eating Fried Chicken, are they going to find out something from don mcgahn not in that report . You and i both know the answer to that question. Lets transition now to bob mueller. His team has been in talks with democrats on the hill about mueller testifying. Barr said he has no problem with it. Does the white house have a problem with mueller testifying . It hasnt been discussed at least around me. I havent heard anyone speak out in objection to it. Would the white house support mueller testifying . Id have to ask the white House Counsel and probably have to talk to the president about that. I think we are just taking these things in order. Right now the democrats in the house are subpoenaing everything and threatening contempt and even some of them threatening to put people in handcuffs and hold them in jail so no ones quite talking about mr. Mueller testifying yet but have me back on and well talk about that when that comes. You have a legal mind, though. For the sake of transparency, shouldnt the former special counsel sit before congress and answer the questions, clarify some of the confusion frankly we have seen in the past several days . There are some questions that i would like to ask him. He was given a task to either prosecute or decline prosecute and instead what the American People got for their 30 million were 200 pages of on the one hand this and on the other hand that. The question is, does he want to go before congress and explain his findings and explain his decision makings . No decisions have been made. I dont believe hes been subpoenaed or a particular date has been set. So i just think its premature to go into the weeds on whether thats a good use of time. And you bring up the Kentucky Fried Chicken eating yesterday. Yeah. On capitol hill. I want to ask you about the attorney general because they were eating that chicken. It was a stunt. But to make the point that he was afraid to testify yesterday. He refused to appear before congress. Was he afraid . Well, i think that the democrats on the committee were afraid. Apparently theyre so afraid of their own inability to ask a question that they wanted to have he didnt show up. He was willing to show up. He showed up the day before and sat over five hours with the senate. This is not a man whos afraid of anything. What hes concerned about is making sure that no bad precedents are set about cabinet members crossexamined by staff. As you know, House Speaker nancy pelosi has been quite critical of the attorney general. Lets take a listen. She accused him of lying in this exchange. I want to play this exchange. Reports have emerged recently, general, members of the special counsels team frustrated at some level with the limited information included in your march 24th letter. Do you know what theyre referencing with that . No, i dont. So, as we now know, he had received that letter from mueller saying that he feels as though his report was mischaracterized in the summary put out by barr. Is he truthful in that exchange . Well, to be fair, you really should have rolled the rest of that answer. He was asking the attorney general whether he knew about the concerns of the anonymous people in the New York Times article. He said, no, i dont. But i think what theyre asking about is they wanted me to release more material. I take your point. On that clip i think you should roll that and let the American People see the rest of general barrs answer. I take your point. Youre being very literal there but he had the letter from mueller. Did he not have a responsibility in that moment to disclose the fact that hed gotten this letter from mueller and to say, hey, i did receive in complaint from mueller. Heres what it said and heres how well respond. That was private correspondence between attorney general barr and special counsel mueller. I mean, i dont know what was going through his head but one thing might have been thats a private exchange. Maybe i wont reveal that on national television. The letter subsequently leaked and why we are talking about it now but in that particular moment watching that exchange in the totality, the idea to be called a liar or accused of perjury is just so outrageous that i dont know how to react to it. The fact that the speaker would take it upon herself to call him a liar is really, really inappropriate and beneath her office. Very quick rapid fire, he is called upon to release the full unredacted Mueller Report. Should he . I think he released every ounce of the report the lou allows him to release. So thats a no, you dont think he should . I dont have a personal opinion about the matter. This is attorney general barrs decision to make. I think hes made every single word thats available to be read under the law available to members of congress. They havent even taken the time to go and read that copy. Theres been two members that have gone. Both republicans. Not jerry nadler. Not the guy eating the Fried Chicken but two republicans only ones looked at that report. Very quickly, its been five months. Still no attorney general. Why so long and are we expecting one to be named soon . Defense, defense secretary. Apologies. I think that the acting secretary is doing a fantastic job. Is he going to get the job . That i dont know. Every time that acting secretary comes to the white house we get a flurry of press inquiries. Is he going to get it . Joining me now to discuss all of this, democratic congressman luke caraea. Thank you for having me here. I want to start with what we heard from the president and steven groves here on set and i know you listened to that interview and heard very strong words from mr. Groves who essentially accused you and other democrats of playing politics with that Kentucky Fried Chicken stunt. Is he right . Did democrats overplay their hand yesterday . Nothing could be further from the truth. Our job is oversight. Were equal to the president in terms of the branch of government. What we want to do is get to the bottom, to the truth. You have a Mueller Report. It took almost two years for that report. Whether the report came out the president said my words lies. And then mr. Barr said fourpage memo. Nothing there. Then mr. Mueller comes out a couple of days later recently saying that fourpage report, summary, not truthful. All we want to do is show the public what is going on in government. Does it undercut the seriousness of your argument, though, when you have some members eating chicken, holding up a statue of a chicken . Does that undercut your seriousness . I didnt eat chicken. Okay . My job is to make sure that america, the american public, get to the bottom of whats been going on. Thats why the democrats, what we want, is the Mueller Report unredacted with all the underlying reports. All the information and we want to look at it. We want to make our own determination. Remember, it is not just about the president. This is about russian collusion, russian interference in our he leng electoral system. Secretary nielsen was trying to warn the president that the russians trying to interfere again in the 2020 investigation. Congressman thats a serious matter. Let me get your sort of sense about what the next steps are here and what practically you can do to compel the attorney general to come and testify. You can subpoena barr but he could ignore that and its not clear that youd be able to enforce it going forward. How confident are you that you can convince the attorney general that actually come and testify before your committee . Nobodys going to put anybody in handcuffs, first of all. Number two, what we want is the third branch of government which are the courts to step in and say you have to produce the Mueller Report. Unredacted with all the underlying evidence. Thats what we want and confident if we go to the courts and we ask for this information, which is a reasonable ask, for the sake of democracy, for the sake of transparency, so that people know whats going on in government that we will get that information. That is all what congress wants. We as members of congress all we want is transparency, oversight of whats going on. And, congressman, we know that you are also in talks with Robert Muellers team to potentially have him testify before your committee. Where does that stand . Whats the latest . I think its important to have mr. Mueller come in and testify. I think do you think he will, congressman . Do you think he will . It is my hope that he does. And maybe well have to go in through a subpoena process and also compel him through the courts to show up. But remember. Its not congress. It is not the presidency. But ultimately, its going to be our court system that will decide what happens. And the courts, third branch of government, coequal branches are going to decide whats fair and whats not. Congressman, very quickly, obviously everything over the past several days has added to the mounting calls from some within your party for impeachment. Do you support that or is it too soon . Maam, it is too soon. We have to look at the evidence. What happened . That Mueller Report took two years to putt together. What we want to do is go in and look at it. Mr. Muellers report was a roadmap. It was not a conclusion. What we want to do is get to the bottom of what is going on in our government. Again, i repeat. The russians are trying to again meddle in the 2020 election. Thats serious stuff. Thats an attack on the democracy and we want to make sure thats not the russians, it is not the iranians that come in and meddle in our elections. Congressman correa, thank you so much. Thank you for being here. Really appreciate. Paul, your reaction to this back and forth that we just heard . It seems like an escalating war of words. Frankly, end of actions at this point. On the one hand, it seems like an easy to resolve dispute. The attorney general says he only wants to answer questions from congress. Not the lawyers on the congressional committee. So why cant they work that out . The reason is this is a dramatic battle about whos got the power between the congress and the executive, between trump and nancy pelosi. And on the merits, i think congress is ultimately going to win. Its going to get the documents that its requesting and the attorney general really doesnt have a good ground for refusing to testify. But the congressman is right. It goes to the courts. And if it goes to the courts, its going to take months so i think the trump Team Strategy to try to run out the clock until the election and then if people have to come in and testify it wont have the same political consequences that it would if they followed the law right now. Tom, just following up on that, isnt it unlikely, though, that congress would win a subpoena battle to have actually barr come in and testify . They might get the documents but would they win a battle to sit before i think thats a much heavier lift to force a cabinet official to come in and give testimony when he doesnt want to. Whats interesting is as paul said correctly, historically, look back and battles like in the bush administration, Obama Administration and worked out by way of compromise and give a little. The attorney general agrees to take some questions. Congress scales back the demand for information and doesnt go to the courts. It would be very unusual to have something of this nature litigated in the federal courts. The judges dont want to be in the position of deciding that. They want to say to the branches, you get together and work it out. Going to the courts with both the Clinton Administration and the Obama Administration, ultimately congress won. Again, the problems took a while. Years. Eric holder held in contempt and congress won that battle but after obama was out of office. Do you think well see mueller testify on the hill . I think we will. The concern here is that the attorney general is still his boss. So if the attorney general says, mueller, dont testify, i think mueller will respect his bosss orders so then its a question of how long barr gets to remain the boss. If mueller leaves office and subpoenaed to testify im sure that he would come and tell the American People what we have a right to know. Tom, this headline of the Washington Post. Trump finds in barr the attorney general and shield he long sought. Theres a real question here over whether the attorney general has been left damaged in the wake of this. Is he . I think it is fair to say that the barr honeymoon is over as far as the democrats are concerned if it ever existed. When barr was appointed he had bipartisan support. Lukewarm but nonetheless i think democrats said this is a guy serving under the prior president bush, viewed as a straight shooter, independent broker. I think a lot of democrats now lost faith in the attorney general as an impartial arbiter of the rule of law and saw him at the press conference and defend the president. I think the white house loves it. The president says go get em. I think the democrats say this is not what we anticipated bill barr would be at the attorney general. Great conversation. The former congressman brings up whats dubbed the most conservative county in america. King county, texas. And that is where we find msnbcs Garrett Haake with all of the details and the insider information. Garrett, what are folks there telling you . Reporter kristen, i was in king county last week. It went 95 for donald trump in 2016. It is as rural and as conservative as it gets and a lot of democrats dont really try to talk to voters in places like this anymore but beto orourke went there during his Senate Campaign and he talks about it all the time now that hes running for president. I wanted to find out if it was worth the trip. Finding voters in king county, texas, starts with a long drive where cattle outnumber people. The highways the only reminder anyone lives here at all. I dont know the opposite of claustrophobic is but you could feel it here. Beto orourke may have felt the same way. He came here hoping to court the 202 registered voters in his senate run. King county. Headed to guthrie. Where we hope to be able to meet with the county judge. Reporter we followed his route hoping to meet that same judge and any of the six people who cast votes for beto orourke. But the judge didnt want to be interviewed. Its a Small Community he told me. People here dont like to talk about their politics. One of the few who would is reggie hatfield, a cowboy and a conservative and no fan of betos. Surprise you if i told you king county is most conservative in the country . No, wouldnt surprise me at all. Reporter conservative values link republicans to democrats here. Ashley branch is the chair of the democrats and the only democrat we could find here in two days of searching. I came from yellow dog democrats. Picture of jesus, next to him is fdr, dale earnhardt. Okay . Like thats how we roll. Reporter she offered advice for orourke coming through. Talk about education, dont mention abortion or gay rights. What did he do right for counties like this . He came. He actually came. He talked about us. He wept yort to paducah for a town hall and did make a difference. Reporter was coming here instead of spending more time in texas cities or suburbs worth it . Certainly not in terms of votes says texas tech seth mckey, an expert on southern politics. Yeah. Ultimately that would be i guess the street cred to say i went there. Right . I respect that part of america even if it doesnt bolster my campaign. Reporter and on that point, democrats scholar and cowboy all agree. I dont mind people that want to have a debate or discuss about it and however you want to put that but i dont think they going to change their mind any way. Were probably not going to change ours so reporter so on the map, Hillary Clinton got five votes in king county. Beto orourke got six. Thats not going to swing any elections but going to smaller, rural, conservative places around the country and say, i have been talking to voters like you for a very long time goes a long way. He also told me after i told him i was doing this story he learned about bad Water Systems in king county, texas. Stuff hes been able to talk to voters in New Hampshire and south carolina, places where they have the same problem and having those conversations so there was some value to that trip. Just remarkable to see him go into such red territory. A lot of folks think thats critical to winning back the white house. Garrett haake, thank you. Appreciate it. Our guests are back with me now. Anita, in addition to everything that garrett was talking about, we know that beto orourke is among the candidates who is making Climate Change a big part of his policy platform. Lets take a look at his plan. It would essentially mobilize 5 trillion over 10 years to combat Climate Change. It would call for rejoining the paris climate agreement. Set net zero emissions Carbon Emissions and then top lines of another plan. Move the u. S. Toward 100 clean energy by no later than 2045. How big of an issue is this on the trail . He is really his whole campaign is about Climate Change and number one issue. It is a big deal and going to be muse toik the ears of democratic voters because 2016, they were begging for questions at debates to be about Climate Change. And they werent getting it. So well see a lot of that this time around. All from the democrats and not President Trump so much. Its worth noting that students today are skipping school all over the country to march, demanding Climate Change. Younger voters care about the issue. Lets take a look at this remarkable poll looking at the democrats. Another early poll. Another early poll. Theyre all beating President Trump in the early polling. Orourke leads them. Biden 51 trs to 45 . Sanders, harris, buttigieg also nudging out President Trump. Warren. What do you make of this . Also the new strategy that we are seeing from Bernie Sanders . Im going to do the cautionary route real quick because i turned around and i looked to see the margin of error of 5. 7 . For the sake of chuck todd. And 2016. Which means that all of these are very close meaning that a lot of people are very competitive when you try to pair them up. I think one of the interesting things is because theyre all close, you got to figure out a way to stand out and seems like Bernie Sanders taking on the guy with the momentum in this race and seen it in fund raising appeals, especially when he goes after especially now like people who are going to take corporate money, big money, this kind of thing. That in some ways is kind of code for joe biden. But the thing is, they have to stand out. And one of the things i think is interesting about the beto orourke piece that garrett did was that if people dont do these things that make them look different theyre not going to get any attention and county, its go to the reddest county. Mayor pete has said im going to do all the media possible. On the cover of time. Thats for sure. And so if you dont come up with some way to stand out, youre one of the 21 people running. It says in a statement weve always banned individuals or organizations that promote or engage in violence or hate regardless of idealogy. The process for evaluating potential violators is extensive is what led us to our decision to remove these accounts today. Talk to us about why now. Yeah. This is a big escalation on the part of facebook. Which like its social media peers, has taken a lot of heat for not doing enough and fast enough to stop the spread of hate speech and other bad content online. In the past facebook has taken action against alex jones. But the announcement today or yesterday rather has to do with a permanent ban. So facebook is going to the next level here. But the flip side is that whenever facebook does make a decision to take down content, it ends up inviting criticism from the other side of the political spectrum. The question facing facebook now is will it open itself to even more attacks from folks on the right, for example, who think it went too far. Well, and will this satisfy the folks whose have been calling on them to do this . Does this go far enough . Are you going to hear lawmakers come forward and say there need to be more names added to this list. Youre going to hear both sides of this. Youre going to hear from lawmakers who think facebook hasnt done enough to address a wide range of things. Not just disinformation, but White Supremacy and attacks on people on the basis of religion. There are lots of lawmakers around the world who look at the fact there were shooting videos that facebook failed to take down. Its part of this bigger umbrella of content that there are folk whose would like to see facebook take action. You have folks like President Trump who has gone after facebook and twitter because they feel that these content decisions sometimes reflect a bias against conservatives. Reflect a bias against people who view publolitics. Tony, how difficult is it to police this type of activity practically speaking . Its very difficult because you have to contend with the reality that these companies dont want to be considered arbiters of speech. They dont want to be out there saying whats right and whats wrong on an issue. If they choose the wrong answer theyll take flack from people. Human reviewers, some of the people who are hired by a company like facebookmectomy have different beliefs on whats allowed and what shouldnt be allowed. The fact these policies are hard to enforce and the reality that Artificial Intelligence tools sometimes arent honed enough to spot this stuff in real time on its own. The challenges are immense.
