What will get interesting over the next couple weeks here maybe as soon as today as we start to find out more specifically where this money comes from, some senators who have theoretical objections on grounds that they think its beyond the president s per view. If you look at Susan Collins and others in the house, there are republicans who have expressed theoretical concerns about this. If this money comes out of funds that were directed towards puerto rico, for example, you have two republican senators in florida. Marco rubio and rick scott who have both pledged theyll have advocates for puerto rico. The puerto rican vote in florida is a big deal. How will they react . If it comes out of the Harvey Relief for texas . Cornyn has been publicly warning the president against taking this step. If its coming out of something that could help his state, you could see strong pushback from republican senators or you could not. This is going to be a fascinating Inflection Point for what does the Republican Party here in the senate where theyre still in control look like and what do they do in the age of donald trump depending on where the money is coming from. Garrett, thank you. Let me bring in bob costa who works at the Washington Post. To garretts point, the idea that republicans have come on board with a National Emergency, it seems like the president himself and the Vice President as well have kind of come on board to the idea of taking unilateral executive action on immigration. I want to play what the president had to say in 2015 about the idea of an executive order. The whole concept of executive order, its not the way the country is supposed to be run. Youre supposed to go through congress and make a deal, and go and talk to people and get the guys in there, and and whether youre a republican or democrat, youre supposed to get together. Youre supposed to make a deal. But he couldnt make a deal, because its not his thing. Heres the Vice President then and now. The president of the United States has the absolute authority under the constitution and by statute to declare a National Emergency, and reposition resources. It would be a profound mistake for the president of the United States to overturn American Immigration law with the stroke of a pen. Signing an executive order, giving a speech, barn storming around the country defending that executive order is not leadership. So it seems like there was an evolution in the thinking of the administration as it relates to the idea of executive orders on immigration. Youve been working behind the scenes to build out reporting. What are you hearing . More than an evolution. Its a flipflop. But republicans on capitol hill tell the Washington Post they dont support it, but they accept it. Theyre resigned to this reality. They know that Senate Majority leader Mitch Mcconnell had to call the president yesterday to try to ensure that he signed the spending deal. They know this is going to create a precedent for future president s, perhaps democratic president s to take farreaching executive action. At the same time, again and again this Republican Party does not know how to manage President Trump and if they feel like this is going to give him political cover, so be it. Theyll go along with it. And bob, what about the idea that Mitch Mcconnell has been an influence in the president s thinking here . Hes been an influence in pushing the president up to the line to sign this spending agreement. But he has not been an ideological influence. Leader mcconnell is someone who believes in small government. Limited executive power. Hes been urging the president not to take this action. The president has decided not to listen. To the that advice from the leader by putting this National Emergency on top of a spending deal. So many leaders in congress on both sides would like the president just for once to go along with what the appropriators have come up with. But yet again, theyre disappointed. Bob, were rocking and rolling here. Id like to ask you to stay as long as you can before you have to jump off. I want to bring in our National Security and justice reporter Julia Ainsley and Michael Steele. You are where well begin. Nan nancy pelosi is making the point that bob made. Theres a precedent that could be set if the president goes ahead as expected and issues the National Emergency. Lets listen. You want to talk about a National Emergency . Lets talk about today, the oneyear anniversary of another manifestation of the epidemic of gun violence in america. Thats a National Emergency. Why dont you declare that emergency, mr. President . I wish you would. But a democratic president can do that. Could this come back and end up biting republicans . It will come back in ways that this party will rue for a generation. This is a shortterm political gain. It is a pathetic display of feckless leadership. I mean, how ridiculous is that . You cant even do feckless leadership well. When you Seed Authority to the executive branch. Say if you want to go ahead and reappropriate money, have at it. All because we just dont know what to do with you. Were just so flum moxed by this man in the white house. We have no idea as a party how to reign in or control his crazy. So here we are. The reality for the i think the country is this may work it way through the courts but in the end, i think donald trump wins on this. I think the courts will probably say hey, theres no pushback from the congress. You know . And youre not really youre just taking out of a pot thats already there. Youre just realigning where the moneys go inside the pot. It will likely hit more democratic states hard than republican states. So this is a win win from Donald Trumps calculation. He has a donothing congress with donothing leadership in the senate. Hes got the ground so confused out there generally that he can move across the land however he wants. The leadership in the senate might take exception to the fact that theyre feckless and doing nothing. What are you hearing . On the democratic side, leader schumer feels like its impossible to negotiate. He sat down yesterday and expressed exasperation about the process. House democrats are aggressive. Theyre not going to back down even if Senate Republicans accept what the president is doing. Theyre going to try to move a disapproval resolution through the house of representatives to try to challenge Senate Republicans to have a vote on the president s decision. This issue is far from over. Let me bring in julia and charlie. Julia, there is the discussion as Pete Williams brought up as we were developing our rolling coverage, this National Emergency is going to get tied up in courts. Its not a basis of is this an emergency or not. Its who has jurisdiction. There are those who look at the situation on the border and go even democrats will say this is a humanitarian crisis. Is it a National Emergency . Does it rise to that level . Right. Lets think about weve had a lot of coverage. We had an hour of our reporters at the border. Pretty safe towns if youre on the u. S. Side. It would be hard to see that as a National Emergency when you talk to people in el paso or san diego. The emergency were not talking about is happening on the northern mexico side. Thousands of people waiting to get in and claim asylum. There was another challenge to trump yesterday when immigration groups sued in remain in mexico policy. Theyve won on a lot. Theyve won to reunite parents with their children and the asylum ban. I guess it keeps things in the public consideration. I know this summer there was a calculation made when they realized they could get kavanaugh or anyone of that to swing the Supreme Court in that direction more conservative. They thought they could be a little more you could call it reckless, bold, to push these things they knew would be at a district level but could perhaps come through on their side in the Supreme Court. The place they might have it wrong is they could reign in executive privilege. I think shes got exactly right. Thats the calculation this white house has had in play for some time. Let us bring in barry mccaffery, and sam, let me go to you on the point julia was making. The legal challenges that will come. General mccaffery as well, where this money is coming from. It looks like based on our reporting and i expect well get more details from the president when he appears at the rose garden to deliver the speech, moving money around from military reconstruction projects for example along with the drug forfeiture funds. How does that play and affect the pentagon . Ive spent a lot of time testifying to congress. Ive never anything like this. Its unbelievable to me that the congress would Seed Authority over 8 billion of appropriated money in defiance of congress. Just unbelievable. Even the dod drug interdiction money. Does that mean the navy and air force are going to stop supporting drug interdiction missions . Military construction. Normally you have to go back to the committee if you even dream of moving money. So, again, i think the real issue is constitutional power of the purse. Is this congress both parties going to surrender to the president say oh, well go to the court system and let them s sort it out, or do they see article one at stake in this debate. Theres no question we have a drub problem in the country. 72,000 dead from overdose. Theres no question the border needs to be controlled for a variety of reasons. And in some cases, by the way, 20 of the border already has either fencing or vehicle barriers. And probably we need another couple, 300 miles of it. But this, it seems to me, the fundamental question is constitutional abuse of authority by a rogue president. Let me bring in general stay with us, Jacob Soboroff along the u. S. Border in el paso, texas. Youve been on the border a lot and covering this issue a lot. Talk through what youve been seeing an hearing since you learned from the president s plan would be as it relates to the National Emergency. Reporter first, if im a group or member of congress thats going to challenge the president s executive action, National Emergency on this, im going to ask wheres the National Emergency . I dont see it here. All i see is what looks like smo middle School Students walking to school like they do every day. The president was down here and painted a picture of these two communities, wel paso, people walk between the cities all the time. The people of el paso are not scared of the people on the other side of the border. And when you stop students and folks walking across, they laugh when you say are you scared, is there a state of emergency . Thats number one. Wheres the emergency . I dont see it. And you dont see it when you traverse the entire southern border. You dont see it anywhere. You see humanitarian crisis kpser baited by the enforcement policies out here. And secondly, when you talk to officials within the administration, i think many of them dont expect to this to come to fruition. The lawsuits are going to have a lot of teeth. The challenges will have a lot of teeth. Just like in the appropriations bill, theres limited wall, and it will be coming with a lot of strings attached. He is expected to deliver a speech declaring a national msh emergency and announcing hell sign a bill thats going to keep the government open. Let me bring in Stephanie Ruhle in new york, garrett haake, and steph, our team of thousands who have gathered to talk about all of this. This is a big deal and potentially a high potential of some legal challenges ahead for President Trump. Its a huge deal. In this case both sides want to call this a win, but for who . I want to bring mike and charlie in. President trump calling this a win. Mcconnell just wanted trump to sign this, but is it a win . I think the framing is is this a win or loss misses the point. We are narrow focusing here. This is a constitutional crisis. This is going to have implications for a long time. Dont you feel like weve said the phrase this is a constitutional crisis with longterm implications for the last two years . We have. Its becoming more and more real. This is the point where donald trump is crossing the line and if Congress Goes along with it, well set that precedent for a very, very long time. So in terms of is this a win because rush limb baa is going to Say Something nice about donald trump . Fine. Were going to look back as a potential turning point. This is not a win for conservatives or the Republican Party . Is this this a distortion . It is. Its worked. I think a phrase like constitutional crisis like a phrase like Emergency Powers doesnt have a real technical definition. You could use it to mean what you want. It doesnt surprise me not only that hed call it a win but that he would go all in for this. Remember, the most salient thing is promises made, promises kept. Whats the biggest promise he made . Mexico would pay for it. It does include that addendum, but how could he possibly campaign without something that he could shoot an add around and say see, its a wall . He couldnt do it. It was his number one priority or his entire reason for campaigning would be cut off at the knees. It doesnt sound like mexico is paying for it. Mexico is not. The white house wants to say theyll try to do Different Things and that it would be like a reimbursement from different funds. Thats not how that works. Mexico is not paying for the wall. The american taxpayers are. Thats the bottom line. The question is how are taxpayers paying for it . Which part . What pots of money are you pulling from . But the president is framing this as a promise kept because he will still get the wall he wants if he does this National Emergency. It is upheld by the courts and hes able to move forward with the funding. Youre looking live at a shot of the rose garden. This is what it looks like in the moments before the president comes out to speak as somebody who has been there and has seen this, you can see the podium on the steps. The Oval Office Just behind. Everybody getting ready for this the remarks, this action, this development here including my colleague Kelly Odonnell who i believe is at the rose garden and ready to go for us. Kelly, any update on when we might hear from the president . Hes running a bit behind schedule. Reporter were minutes away. Were told weve been given a twominute warning. William barr is immediately behind me in the front row of cabinet officials here. And we expect this will be an argument the president makes to say he is delivering on that Campaign Promise by using not only the legislative process with his intention to sign the law but to go beyond it by taking money thats been appropriated from different departments and government forfeiture of drugrelated money that has come into the treasury, and to sort of put together a pot of different powers. The legislative, the executive, different ports of money that will come together to give what they hope will be a goal of 230 miles of border wall. Officials tell us this would be the steel kind of barrier that democrats had previously voted for in bills gone by, and so not a concrete wall but an intention to deliver on the promised barrier. So perhaps the president will refer to it as that and not so much the wall. But this is a way for the president who has foreshadowed using this power. White house officials point us to the idea this is a power used before and is in effect for two dozen or so Different National emergencies that are still effectively on the books. Weve seen that for things that come from National Health crises or natural disasters or International Terrorist events like 9 11. Those sorts of circumstances where the intention of a National Emergency is something came up that you could not have budgeted for, and it needs urgent help. Well, this is a circumstance where you could make an argument that this is something the president could have done when republicans were in charge or congress or could have done when he walked into the white house two years ago. Now he says it is an emergency, humanitarian and National Security, and thats a political argument theyre going to make and to rely on laws on the books that allow them to move arope rated dollars around. And this is a political statement. This is in some ways the 2020 kickoff today, because he could not possibly convince his base that he is delivering if he doesnt make good on at least a substantial down payment of the wall. So this is official government business. Tinged with campaign 2020. Thats for sure. Kelly, while youre delivering your focus on speaking to us while a row of correspondents on either side of you shouts in into their microphones. You referenced bill barr. On his first full workday as the new attorney general after he was sworn in just last night at the white house. And kelly, barr is going to be the guy leading the charge, his Justice Department for what will be the legal challenges to yet another Donald Trump Administration policy. Weve seen legal challenges to immigration policies for past president s as well. No matter what the president says, we see action there on the steps behind you. Its not going to be immediate. Right . No matter where this goes. Well, one of the questions we have been trying to get a handle on is how quickly could the white house begin to use these funds . There are funds in the pipeline that are budgeted from fiscal 2017 2018 that could be used for some of the initial steps. But this is a longterm process. And i would expect that just from the plit there would be a Ribbon Cutting for a new wall at some point. There will be questions about diverting funds from other important projects and how will the white house handle that . By using texas as a place where wall could be built, whats important about that is it gives the issue of legal standing. For example, if youve got texas where a republican is governor and attorney general and so forth, far less likely to challenge the white house on this. But in california, that would be different. If there is wall being built through this National Emergency in california, you could say california has in some way been injured and would have legal standing to challenge it. So where the wall goes will also be a part of the political calculation. So william barr now on the job here in the rose garden. His second time as the United States attorney general. He faces some very modern political problems where yes, past president s have used National Emergencies including his former boss, the late president bush, but now it is in the new world of trump promises and the hyper cycle on politics that were living in, and also the debate over the use of this kind of authority. The White House Says Congress didnt do enough. The president says hes got unilateral power and depends in use it. Thats what well see play out. While youre speaking your back is to where the podium is. We saw people walk out from the west wing. Theyre holding photos, and Michael Steele who is with me onset, and julia and charlie onset. It appears they were angel families coming out for the event. Some of them were here this week for a women for trump event, essentially. It is significant. We saw one of the Women Holding that photo speaking. It looked with the new attorney general bill barr. This is a consistent message from the president. I talk to white house officials. They point to when they talk about the basis for the border barrier when they talk about the basis for the National Emergency, they point to the angel families. As donald trump has this whole campaign. The pain for those families is real. The circumstances on which they find themselves to be angel families, having a loved one killed by someone who is an immigrant from another country or whatever, thats a narrative that the administration has tapped into in a real way and has been able to use politically to make the case for his policy, his immigration policy. But more specifically on the wall. And i think today youll see the president give some reference to those families. And, again, to kellys point, solidify that political moment. Thats going to be the critical thing. We have to point out that nonu. S. Citizens commit crimes at a lower rate in this country than u. S. Citizens. Coming across the border, fewer than 3 of immigrants stopped were criminal. I have to make that point. I want to pull back from the weeds and talk about why this matters. The fundamental power of congress under your constitutional system is the power of the purse, to control spending. Thats the main check on what the president can do and it keeps our system of separation of powers working. It is true that congress has enacted the laws that create the standby authorities for real emergencies so the executive branch can move fast. And its true previous president s have invoked those dozens of times, but theyre all things uncontroversial. Hezbollah is bad. Lets block their assets. 9 11 happened. Lets go after terrorist financing. Swine flu is happening. Lets put resources. Theres nothing that looks like a domestic policy goal, asking congress to fund it, not getting the money he wanted and then use invoking an emergency thats factual basis is highly disputed to fund that thing anyway. Thats why this is totally unlike anything weve ever seen before. And he also got 55 miles. There will be 55 new miles of border barrier thanks to what congress did pass. A lot of people internally thought why would you need to declare the National Emergency if youre already able to add to whats at the boarder . Before i get back to Kelly Odonnell in the rose garden, i want to bring in sam waiting patiently. Thank you. We wanted you to talk. You have seen some of these things develop in the past in your time working in past administrations. Can you talk through to the point that julia and charlie are make . The idea this may set up a fight that democrats will have tools in their tool box for if they get the presidency back in 2021 . The thing we need to remember is this is a desperate act by a president that knows hes lost. You dont start by saying looking around the table and saying bring me everything thats unconstitutional and illegal. Lets go with that. This is what you do after youve exhausted all your other option. And so in this case theres going to be clear standing for one house of congress to sue. Because they had a debate. He asked for the funding. Congress said in. And now hes trying to make an end run around the constitution in order to fund the wall. Its a pretty clear case. Id anticipate youd see a legal suit brought relatively quickly after he attempts to move this money. That said, Pete Williams made the point the president has a fair amount of executive authority when it comes to the issue of National Security. But lets think about what trump is talking about. What hes saying is he can declare a National Emergency for any reason and then make the military into his private construction company. Under this theory hes going to fly to maralago right after he makes this announcement. Lets he looks out the windows and decides the greens arent in good shape. This is not the way the military is used. This is not what the authorities are designed for. Its illegal. If and when hes challenged in court, i think the judges will agree with that. Weve been looking on the other side of our screens at a shot through the doorway that leads to the oval office. The rose garden is just outside the oval. Theres a glass door. And oftentimes in these situations we try to look and see who is in there and talking with the president. Is he close to coming out . I cant tell who is behind the door right now. Odonnell may have a better vantage point. We also saw folks come out who look to be i think angel families. They were holding pretty large pictures, essentially, or pieces of paper. Do you have any guidance on where they are in the rose garden now, if theyre in the audience . Yes. In the front row i can see there are what weve come to know as angel families. People the president has really adopted as a big part of his narrative in this. And he says publicly on many occasions that he has become friends and close to some of these individuals. They are people who have lost a loved one who theyre the victim the victim was a son, a daughter, a husband, a wife, and the perpetrator was an undocumented immigrant. And so the term angel families is something that the president has embraced as part of the humanitarian and security piece of his concerns about the border. There are also officers in uniform from u. S. Customs and Border Patrol and im trying to read the patch. Folks who are on the front lines. My shadow abilities in the oval, i do believe i see sara sanders. We chase a lot of shadows in this job. I cant quite tell, but you would expect the press secretary would be in there. The front row tells you about the president s priorities. The officials who are a part of his cabinet who have the direct authority to carry out what he will talk about today. The people on the front line both in service to their country through these federal agencies and some people who have lived a hellish experience that the president believes is part of the reason this is necessary. We have often seen the president embrace angel families when hes trying to say theres a crime problem at the southern border that in some ways stems from the drug violence and the cartels, and in other ways is a result of policies and enforcement that lacked where there might be persons in the United States without documentation to commit a crime and hes shining a light on that. Theres a lot of debate about the policy of all of this, and there are conservatives who say the president is getting more money for a border wall, although very limited compared to what he asked for. And people look back and say the president had more money on the table in negotiations in cycles past where they didnt come to an agreement, and so today is sort of the pull the rip cord when youre president of the United States and say ive got this other power, and now is the time to use it. Why now . The president is arguing that this is the time to keep moving forward on the narrative of the price of the shutdown which he says was worth it. 35 days of pain and disruption because he believed that the public had a better understanding of what was at stake. There are a lot of people who think that was just a failure of government to do the most basic of things. The president trying to build on whatever perceived momentum he thinks came out of the shutdown to act on this now. And as democrats are jumping into the 2020 race, its just unmistakable this is something the president has to deal with before he himself is in full campaign mode. So will it be challenged in court . Will that take time . We expect all of those things will come to pass. But at the same time weve also seen how on capitol hill republicans who didnt want them to use this authority have backed away a bit knowing the president is going to barrel forward on this anyway. Not only a National Emergency but some other there the twominute warning. Thats a fungible twominute warning. Twominute warnings count in prime time. And thats about it. Thats the reality of what weve learned over the last two times. Reporter exactly. If the president is in conversation, theres other things happening here. Were already up and running and ready to go whenever he comes out. Thats for sure. Reporter it is what it is. This is a sales opportunity for the president against head winds of a lot of criticism about using this authority in a way that other president s have not even though that authority is available to him. Is this a policy dispute that is becoming an emergency . The president will frame it as an emergency. And looking for the ways to do that, and he will use money in various funding around the government that include his most favored american citizens, veterans and service persons, and he will take money from military construction. So what happens to those projects . There will be a lot of questions to be answered here, and well have to watch the time line of how quickly they can take action. The president may be able to claim a victory today and just push down the road the next political battle that comes from this, whether its legal or political. And so we know this president sometimes works in increments of time that are more about the current news cycle than the overarching sweeping policy of what hes deciding to do. Some of the questions are coming from lawmakers on capitol hill. Thats where we find garrett haake. These arent questions just from democrats but from some republicans as well. Were now inside the second twominute warning. If i cut you off and interrupt you, apologies. It means were seeing the president. What options now . Democrats particularly on the house side, what option are there . I think its striking. Kelly did not mention any lawmakers. This is a bipartisan bill that the president is going to be signing. It got 80 plus votes in the president. 300 plus votes in the house on any normal planet earth, you would expect to see bipartisan lawmakers there to tout the fact that they came to a compromise agreement. The fact that hes also making this Emergency Declaration makes that radio active for democrats who are trying to figure out their legal options. Pelosi said she will not allow the authority of the congress to be usurped. Will not allow the president to go around congress in deciding how money is spent. Thats a constitutional power of that body. As we find ourselves in divided government, you see the differences. Yesterday mcconnell, the republican leader of the Senate Waiting until he got the ainsurance from the president and hustling to call the vote 30 minutes after he got off the phone with the president to lock it in so republicans knew they had cover from the white house to act. Nancy pelosi did a press conference about that time saying democrats will respond. What that response is remains to be seen. What were looking at is the idea of a privileged resolution condemning this use of National Emergency. This would come to the floor of the house, get an overwhelming support from democrats. Whether it would get significant republican support is a pretty good question. Youve got folks who have been on the record for years as limited government, small government constitutionalists who will have their principles challenges. A lot of those folks are members of the freedom caucus. This passes with almost all democrats, some republicans. Because this has a privileged resolution, because of the nature of the Emergency Declaration, the senate has to take a vote. Thats the fascinating political moment. Republicans control the senate, but here you have the same dynamic. What is rand paul going to do . A guy who pushes back against executive authority on just about every issue. What is susan collin going to do who is up for reelection in 2020 . What is rubio going to do . There are a host of republicans here, what is myitt romney goin to do . Folks who have pushed back on the record about executive overreach who are now looking down the barrel of a president of their own party doing exactly what they condemn for the eight years of Obama Presidency in various fashions and how do they react . You could conceivably find yourself in a situation where that resolution gets 50 votes in the senate, and then you have the president having to issue his first veto on the single most emotionally resident to him and his base. Were staring into this possibility of just a huge political battle over this, and so much of it is going to depend on how republicans in the senate want to view their legacies and their standing on this issue. And garrett, the door is opening. President trump is walking out of the oval office preparing to take the audience there live coverage of the president s remarks on declaring a National Emergency and keeping the government open. Were going to listen in to President Trump. Thank you very much, everybody. Before we begin, id like to just say that we have a large team of very talented people. Who knows what that means, because it only matters if we get it done, but were very much working very closely with china and President Trump xi who i respect a lot. Very Good Relationship that we have. And were a lot closer than we ever were in this country with having a real trade deal. Were covering everything. All the points that people have been talking about for years that said couldnt be done, whether it was theft or anything, anything. The unfairness. Weve been losing on average 375 billion a year with china. A lot of people think its 506 billion. Some people think its much more than that. Were going to be leveling the playing field. The tariffs are hurting china very badly. They dont want them, and frankly if we can make the deal,ed the be my honor to remove them. Otherwise were having many billions of dollars pouring into our treasury. Weve never had that with china before. Its been a oneway straight. Thats happening. And the relationship with china is very good, but i think they finally respect our country. They havent respected us for a long time. Not for a long time. The uk and the u. S. As you probably have been seeing and hearing, were agreeing to go forward and preserve our trade agreement. You know all of the situation with respect to brexit and the complexity and the problems, but we have a very good trading relationship with uk, and thats just been strengthened further. So with the uk, were continuing our trade and we are going to actually be increasing it very substantially as time goes by. We expect that the uk will be very, very substantially increased as it relates to trade with the United States, the relationship there also is very good. We have a lot of great announcements having to do with syria and our success with the e r eradication of the caliphate. A lot of positive things going on. Were working on a summit. You know all about the summit. It will be in vietnam hanio, and well be meeting there. I think a lot of you will be going, i suspect. I hope we have the same good luck as we had in the first summit. A lot was done in the first summit. No more rocket going up. No more missiles going up. No more testing of nuclear. Get back our remains. The remains of our great heros from the korean war. And we got back our hostages. But we hope were going to be very much equally as successful. Im in no rush for speed. We just dont want testing. The sanctions as you know remain. Everything is remaining. China has been helping us, and russia has been helping us. And south korea, i think you can say has been weve been working very closely with south korea, with japan. But china, russia, on the border have really been at least partially living up to what theyre supposed to be doing. Thats okay, as per the united nations. So we will have a meeting on the 27th and 28th of february. And i think that will be a very successful. I look forward to seeing chairman kim. We have also established a very Good Relationship which has never happened between him or his family and the United States. They have really taken advantage of the United States, billions of dollars has been paid to them. And we wont let that happen. We think that north korea and chairman kim have a question potential as an economic force, economic power. Their location between south korea and then russia and china right smack in the middle is phenomenal. And we think they have a great chance for tremendous Economic Prosperity in the future. I look forward to seeing chairman kim in vietnam. Today im announcing several critical actions that my administration is taking to confront a problem that we have right here at home. We fight wars that are 6,000 miles away. Miles we should have never been in in many cases, but we dont control our own border. So were going to confront the National Security crisis on our southern border, and were going to do it one way or the other. We have to do it. Not because it was a Campaign Promise, which it is. It was one of many, by the way. Not my only one. Were rebuilding the military. Our economy is thriving like never before. You look at other economies. Theyre doing terribly, and were doing phenomenally. The market is up tremendously today. Not that thats going. Ill go in and theyll say the market went down, but the market is getting close to the new highs that we created. We have all the records. We have every record. Were getting close to that point again where well create new records. Our country is doing very well economically. And weve done a lot. One of the things i side i have to do and i want to do is border security. We have tremendous amounts of drugs flowing into our country. Much of it coming from the southern border. When you look, and when you listen to politicians, in particular certain democrats, they say it all comes through the port of entry. Its wrong. Its wrong. Its just a lie. Its all a lie. They say walls dont work. Walls work 100 . Whether its el paso, i really was smiling because the other night i was in el paso. We had a tremendous crowd. And tremendous crowd. And i asked the people, many of whom were from el paso, but they came from all over texas. And i asked them. I said let me ask you as a crowd, when the wall went up, was it better . You were there. Some of you. It was not only better. It was like 100 better. You know what they did. But thats only one example. There are so many examples. In el paso they have close to 2000 murders right on the other side of the wall. And they had 23 murders. Thats a lot of murders, but its not close to 2000 murders. Right on the other side of the wall in mexico. So everyone knows the walls work, and theyre a better there are better examples than el paso. Just look almost everywhere. Take a look at israel. Theyre building another wall. Their wall is 99. 9 effective they told me. 99. 9 . Thats what it would be with us too. The only weakness is they go to a wall and then go around the wall. They go around the wall and in. Okay . Thats what it is. Very simple. And a big majority of the big drugs, the big drug loads dont go through ports of entry. They cant go through ports of entry. You cant take big loads. You have people. We have very capable people, Border Patrol. You cant take women and girls, human traffic, through ports of industry. You cant have them tied up in the backseat of a car or truck or a van. They open the door. They look. They cant see three women with tape on their mouth or three women whose hands are tied. They go through areas where you have no wall. Everybody knows that. Nancy knows it. Chuck knows it. They all know it. Its all a big lie. Its a big con game. You dont have to be very smart to know you put up a barrier, the people come in, and thats it. They cant do anything unless they walk left or right and they find an area where theres no barrier, and they come into the United States. Welcome. Weve detained more people our Border Agents are doing such incredible work. Our military has been incredible. We put up barbed wire on top of certain old walls that were there. We fixed the wall. We loaded up with barbed wire. Its very successful. But our military has been fantastic. I want to thank them. Its very necessary. Weve broken up two caravans on their way in. We have another one we havent been able to break up yet. Weve been working with mexico much better than ever before. I want to thank the president. I want to thank mexico. They have their own problems. They have the largest number of murders theyve ever had in their history. Almost 40,000 murders. 40,000. They got to straighten that out. And i think they will. I just want to thank the president , because hes been helping us with these monstrous caravans coming up. We had one that was up to over 15,000 people. Its largely broken up. Others have gotten through. And in tijuana you have a lot of people staying there. If we didnt have the wall up and secured and strengthened, they would have walked through. It would have been welcome to the United States. One of the things wed save tremendous, a tremendous amount on would be sending the the mi. If we have a wall, we dont need the military. Because wed have a wall. So im going to be signing a National Emergency. And its been signed many times before. Its been signed by other president s from 1977 or so it gave the president s the power. Theres rarely been a problem. They sign it. Nobody cares. They signed it for far less important things in some cases, in many cases. Were talking about an invasion of our country with drugs, with human traffickers, with all types of criminals and gangs. We have some of the greatest people i know, theyve been with me from the beginning of my campaign, almost from the first week. The angel moms. Unfortunately we have new angel moms. One incredible woman just showed me her daughter who got killed in the year of 18. I said i havent seen you before, i said no, im new. I said thats too bad. Its too bad. Its so sad. Stand up just for a esecond. Show how beautiful your girl was. Thank you. I have such respect for these people. Angel moms, angel dads, angel families. These are great people. These are great people. Theyre fighting for their children that have been killed by people that were illegally in this country. And the press doesnt cover them. They dont want to credibly. And theyre not treated the way they should be. Theyre fighting for other people because what happened to their children or husband or anybody, we have one young lady whose husband please stand up. Your husband was just killed in maryland. Incredible man. Just killed. Beautiful children. Wont be seeing their father again. These are brave people. These are people that they dont have to be here. They dont have to be doing this. Theyre doing it for other people. I just want to thank all of you for being here. I really do. I want to thank you. Incredible people. Last year, 70,000 americans were killed at least i think the number is ridiculously low by drugs, including meth and heroin, cocaine, fentanyl. One of the things i did with president xi in china when i met him in argentina at a summit. Before i started talking about the trade it was a trade meeting. Went very well. But before i talked about trade, i talked about something more important. I said, listen, we have tremendous amounts of fentanyl coming into our country. Kills tens of thousands of people. I think far more than anybody registers. And id love you to declare it a lethal drug and put it on your criminal list. Their criminal list is much tougher than our criminal list. Their criminal list, a drug dealer gets a thing called the drug penalty. Our criminal list, a drug dealer gets how about a fine. I asked president xi, you have a drug problem . No. No. You have 1. 4 billion people what do you mean you dont have a drug problem . I said why . We give Death Penalty to people that sell drugs. End of problem. What do we do . We set up blue ribbon committees. Lovely men and women, they sit around a table, they have lunch, they eat, they dine and they waste a lot of time. If we want to get smart you can end a drug problem. You can end it a lot faster than you think. President xis agreed to put fentanyl on his list of deadly drugs. Its a criminal penalty. The penalty is death. So thats, frankly one of the things im most excited about in our trade deal. Want to know the truth, i think theres no more important point. Were going to make billions of dollars with this trade deal. Going to be great for our country and great for china i hope. Their market is down close to 40 . Our markets way up. Weve picked up since my election trillions of dollars of worth. Trillions. Many trillions. And chinas lost trillions of dollars. But i want it to be good for china and i want it to be good for the United States. Well see what happens. Chinas coming here next week, by the way. Theyre coming, the traders. And then chinas coming here next week. Then ill be meeting with president xi at some point after that to maybe force some remaining deals, well make them directly oneonone ourselves. So were going to be signing today and registering a National Emergency. And its a great thing to do. Because we have an invasion of drugs, invasion of gangs, invasion of people. Its unacceptable. By signing the National Emergency, something signed many times by other president s, many, many times, president obama in fact we may be using one of the National Emergencies he signed having to do with cartels, criminal cartels. Its a very good emergency he signed and were going to use parts of it in our dealings with cartels. That would a second National Emergency, but in that case its already in place. What we want to do is simple. Its not like its complicated, its very simple. We want to stop drugs from coming into our country. We want to stop criminals and gangs from coming into our country. Nobodys done the job weve ever done. I mean, nobodys done the job weve done on the border. And in a way, what i did by creating such great economy and if the opposing party got in this economy would be down the tubes. I hear a lot of people say, oh, well, but maybe the Previous Administration let me tell you, the Previous Administration, it was heading south and it was going fast. We would have been down the tubes. The regulations were strangling our country. Unnecessary regulations. By creating such a strong economy, you just look at your televisions and see whats going on today. Its through the roof. What happens is more people want to come. So we have far more people trying to get into our country today than probably weve ever had before. And weve done an incredible job in stopping them. Its a massive number of people. If we had a wall it would be very easy. We would make up for the cost of the wall, just because of the fact i would be able to have fewer people. We wouldnt need all this incredible talent, some of whom are sitting in the first row. You wouldnt need all this incredible talent. We would get thousands of Law Enforcement people, including Border Patrol. You put them in different areas, you have them doing Different Things. Law enforcement, Border Patrol. I want to thank Law Enforcement and i want to thank Border Patrol and i want to thank i. C. E. I. C. E. Is abused by the press and the democrats. Were going to be taking care of i. C. E. We talk about the new bill. Were going to be taking care of i. C. E. The bill is just the opposite of that. A lot of good things happened. Thats the story. We want to have a safe country. I ran on a very simple slogan. Make America Great again. If youre going to have drugs pouring across the border, if youre going to have human traffickers pouring across the border in areas where we have no protection, in areas where we dont have a barrier, then very hard to make America Great again. But weve done a fantastic job, but we havent been given the equipment. We havent been given the walls. And in the bill, by the way, they didnt even fight us on most of the stuff. Ports of entry. We have so much money we dont know what to do with it. I dont know what to do with all the money theyre giving us. Its crazy. The only play i want to gi th dont want to give as much money, 1. 375 billion. It doesnt sound like a lot. A lot of past administrations, they didnt build or didnt do what they could have done. Would have been great. Would have been great to have done it earlier but i was a little new to the job and we had a little disappointment for the first year and a half. People that should have stepped up, did not step up. They didnt step up and they should have. Would have been easy. Not that easy, but it would have been a lot easier. Some people didnt step up. But were stepping up now. So we have a chance of getting close to 8 billion, whether its 8 billion 2 billion or 1. 5 billion its going to build a lot of wall. Were getting it done. Were right now in construction in some of the most important areas. We have renovated a tremendous amount of wall, making it as good as new. Thats where a lot of money w
