Morning. Speaking of vladimir putin, were talking about a visibility in that investigation. What Robert Mueller is that roller coaster ride on wall street, its trade tit for tat, white house advisers saying, hey dont freak out. Remembering dr. Martin luther king jr. , were in memphis 50 years after his death to celebrate his life. And were in alabama with more of his legacy in the political world. Lets get to our team set up and ready to go. Nbc News National security and military reporter, courtney cue be. Were waiting for the white house with something on syria. Youve talked to the director of house intelligence and youre learning more about there right . Thats right halle. The National Security had a meeting this morning with reporters, when asked about syrias comment, he said the military is getting out of syria soon. Dni coats stated there was a significant and insignificant meeting at the white house discussing this issue and there was a decision made and the white house would be coming out with a statement soon. My colleague, kera lee is now reporting that the decision was President Trump reluctantly agreed to keep some troops in u. S. Military in syria for a number of time to clean out the isis presence. Im sure you know this, theres a area called the middle euphrates valley. That area still has quite an isis presence there. More than 90 of the isis presence have been eliminated from sir yar and iraq but its not gone. Military officials says theres still probably two to six months before the isis presence will be all but eliminated from that area, but that mission of course is being slowed down right now because of whats going on in the after ron pocket, where turkey has come in and Syrian Defense forces, the one the u. S. Is partnering with is now up in that area. Theyve taken their tension away from isis in the Euphrates River valley. Our understanding is during this meeting at the warehouse, advisers explained this to President Trump and he reluctantly said well continue to root out isis but there will not be a longer stabilization there. Thats really interesting courtney. Thanks. As Kelly Odonnell joining us from the white house, has been aware the president was sending signals that he want out of syria. This was coming yesterday afternoon at the news conference. Now you have kera and courtney saying that the president is reluck tanly agreeing to keep some troops stationed there. What do you think is going to happen in a couple of hours from the white house . First we expect there will be a rin statement coming from the white house to explain the direction the president want to take u. S. Forces with his commitment in syria. We saw from the president a week ago, sort of off handed comment in richmond, ohio, he sort of told us where his thinking was then. Yesterday here at the white house in a formal setting he outlined it more clearly and more on point about his intentions. It is at odds with some of the advisers who have been trying to give the president their input on the situation. Weve seen over the sweep of the last 15 to 20 years, when the u. S. Pulled back from some of the hot spot areas the void gets filled, thats one of the concerns. The stabilization piece courtney was talking about, the policy up for debate, this is one thing people have been following that he has issues have concerns about, unning the president wants to claim a victory. Which is what hes pretty much doing saying most of the fate has he described it has been pulled back. Heres a sense of the mixed messages from the white house, the president and his top adviser on this issue, bret mcguirk. As far as syrias concern, our primary mission in terms of that was getting rids of isis. Weve almost completed that task. I want to get out, i want to bring our troops back home and start rebuilding our nation. Our campaign and syria, we were in syria to fight isis, that is our mission and our mission isnt over. Were going to complete that mission. So, the wanting to get out, weve done the job, the mission isnt over. Those are two different views. The president can position this in a number of ways. There has been a lot of progress, he can tout that. We expect this statement to come sfiems in the next, perhaps, we were told it wouldnt be in time for your broadcast, they were preparing that. Sorry about that, i thought it wouldnt be. No, thank you for the spells fifty in the questions youre asking. I think it will come soon. Kelly, thank you ill see you at the white house in a bit. Its interesting when you look at the two comment precise the president and his adviser, those were minutes apart. I want to bring in jack jacobs. And our panel for the next 54 minutes. Ale alexa mccabin and erin bleak. All of you friends of the show thank you. Ill start with you colonel, the attack that occurred today a year ago, what would this mean as you listen to this reporting, the president might reluctantly keep some troops in syria. What does this mean when it comes to the fighting against isis and what the impact the president does pull out without this longterm stabilization . Well, we have a ton of troops there both supporting courage against both isis regime. This works in purposes to some other people in the region, including turkey and ally who wants to get rid of the curds who are in the northern part of syria. And russia and iran who are attempting to extend their influence into the region. Russia would love to have reports in syria and maintain some kind of control. Iran wants to extend its influence through the middle east and cross purposes to our allies, saudi arabia. I think the president has come to the conclusion that with the large majority of isis have been being dispatched, continued presence into syria will get us into more trouble. We have to remember eliminating isis is only a battle at the end of the day. Only a military person will tell you taking the hill is par of the deal and we have to hold on. We dont have the commitment and will to stay there long enough doing that. And that is a big question mark, aaron and alexey. Yeah i think its a big deal that the president made these comments. I think its a big deal for the advisory putting out words, separately this is not what theyre talking about. Yes. Would effectively own that result, he would be the guy that wen against the advice of his commanders. We dont have to look back too far to see a situation, in which trump himself criticized obama for pulling out of iraq too quickly. Theres an interesting, mark landler write in the New York Times how the credit on Foreign Policy seem to be at this point reverted to canada trump. Information he pushed on the campaign trail over to the advice of some of the advisers. The other side note were expecting from the white house, weve been told is an announcement and the president eluded to this in a tweet about the border of mexico and the potential for military action there. The president clearly is making some of those Foreign Policy moves and this is top of line for him. And that was reflected in he has speech yesterday when he said we need to get back to building our nation. Late february he prose the 200 million in funds that were to help syria rebuild. So, pulling out early because he thinks we have defeated isis is only one part of it. Hee not interested in helping rebuild which is the interesting step forward. Colonel jack thank you for coming on. The big board down 300 points now. Thats because stocks are in a free fall this morning. Why . Klein. The new tariffs on u. S. Products, trains planes and more. The white house has basically said stop freaking out this is all going to be over soon enough. Heres wilbur ross. This has been coming for quite a while, anyone who thought the chinese wouldnt do nothing when we put on the measures that we did just wasnt paying attention. This is not world war iii. Msnbc Stephanie Ruhle is back with us. I have a feeling you may have a thought on that really. Anyone who thought china was going to do nothing. Just a few weeks ago his side quick said other countries are not going to do anything, they cant afford to. Guess what . He was wrong. China has cede we like american farmers, theyre specifically retaliating against u. S. Tariffs, wilbur ross said it right they got theyre arittic right. Theyre going after products, beef, soybeans and manufacturing. Auto, boeing is leading the climb today. This ad hoc, tit for tat, not a war yet, but is something we absolutely have to sneeze at. When wilbur ross says hes surprised the market has reacted like this, hes lying. People inside the white house told them this was gung to happen. How long is this roller coaster going to go on when you look at the numbers . Well see. Vole tilt means its going to go down and back up. If we now hit them with more tariffs it takes us back to where we were after the depression when we saw this kind of activity and it only lengthened the dispossession. Wilbur ross says theyre negotiating behind the scenes. Ive talked to people in the white house saying theres no noeks going on. You make the point too. And as we pull up that graphic again i want to bring that back up of what this is about. Soybeans, you foe what states those are, steph. These are states that voted in large part, whether you look at the numbers right here, in large part for donald trump. The top taken soybean producing states are Trump Country states. This has got to get the president s attention one might imagine. Youd think. Heres the thing though, no one win as war. The president himself says trade wars are good and easy. Wilbur ross says even shooting wars end in negotiations. But, you know what happens in those wars . Bloodshed and death and we can avoid that. Stephanie ruhle thunk for your perspective. Well see you back with ally velshi later in the hour. We want to check in with whats happening in the white house. We are admonishing what nikki haley is saying. Well bring you the latest knews and keep you updated for the next 50 minutes or so. The counsel is telling the president s lawyer, donald trump is not a target of his investigation, according to the Washington Post, not right now, but it is a subject. Words matter. And they really matter if youre the guy running an investigation, especially a criminal one, garding the leader of the free world. Jay sekulow told me his team doesnt talk about real or alleged allegations. Will the interview happen, wont it happen, what kind of pressure is Robert Mueller putting on the president . With us now, legal analyst katie phang on the show. Lay it out, the difference between a subject and a target . Ill roll it bag further, halle, theres a witness is which is what you really want to be. The worse Case Scenario for you is you are a target. When you are a subject of a criminal investigation that means you are playing in the playground of what mueller is looking into. But whether you become a target, right now we know the language is donald trump is not currently a target. A target means this criminal charges are going to be filed against you. The doj, halle, has a policy that if you are the target you must be notified. Meaning the rules of engagement change when youre a target. Meaning when you sit down for that interview you may not be sitting down for that interview. The next question is, will donald trump, now that he has this idea that perhaps hes not the target currently will voluntarily sit down with mueller and he apparently seems reassured and relievered. I think hes going to be inclined to do it. Remember, the devil is in the details. If mueller wants to sit down with trump hes had the opportunity to interview several people. The guy has a huge net and he may be laying in wait. Perhaps this is a moose on muellers point to lull donald trump into a sense of complacency to be able to want to sit down with the interview. Heres the thing, the president himself says sure hed be total fine to sit down with Robert Mueller and do an interview. If there is an interview, its my understanding that that may, depending on what is said if anything, change the status of anybody who had sit down in this kind of setting with the special counsel. Thats why its dangerous waters for anyone. If you are the subject again, you have been escalated from being just merely a witness. If you sit down voluntarily and make statements and you do not have your truths right and you do not have your details right, and they are at odds with other people that mueller and his team believe more than you mr. President. You have now elevated yourself of being a target and that could lead to criminal charges. That leads to the whole legal moray of can you really charge the sitting president of the United States . What ends up about report that we know the mueller team is currently generating on obstruction of justice and russian conspiracy and collusion. So well see whether or not if hes going to be interviewed. I want to get to alexey and around, the president could say were not going to do this interview. Is that the the best strategy . The big picture here his legal Team Handling the special probe is down to one. Its jay sekulow and ty cob on the inside. Right. So hed have to sit down and be completely truthful and not misleading. That could completely turn him from a subject to a target. I think submitting wherein responses wouldnt look as good as sitting down in person. Katie can you talk about that. His whole team is do you think they have enough folks are they going to be adding to this team . Well, i would be in a rush to do it. Donald trump is going to be the one driving this bus and we know he is slimming down that Legal Definition team. If it happens id start circling the wagon to get as many people as possible. Donald trumps going to be the one answering the question not jay sekulow or ty cobb. So, according to the Washington Post, Robert Muellers team is basically saying to the president s legal team, listen, hes going to write the report and its going to relate to the obstruction of justice of conduct and we meed the reports. There will also be a second report, looking at the Russian Election interference. The thing hes investigating, the attack on u. S. Democracy that was perpetrated by the clem lin. Theres a very piece of sound coming out this morning, h. R. Mcmaster talking about the russian interference arguing his administration has not don enough. Heres that. Russia denies its actions and we have failed to impose sufficient costs. The kremlins confidence is growing as its agents conduct their sustained campaigns to undermined our confidence in ourselves and in one another. That is some hot fire, aaron from a guy who is on his way out the door. Yeah, it sound a lot like what we heard from Michael Rogers last month when he was testifying on capitol hill. He basically said the same thing, he said the administration is not doing enough. These are people involved in these discussions who are rogers is also supposedly heading out the door here soon, sending a signal, publicly talking about this thing in a way the president isnt talking about things. Basically saying we ourselves havent done enough here. Of course this is happening at the same time, the president is talking about having a good ryder cup with vladimir putin, not pressing him on the poison that happened in britain a few weeks ago. Whether russia was a friend or foe thats all hes talking about. Hes not talking about getting tough at all. I think thats what mcmaster sees and what hes trying to say on his way out the door. Around and alexa stay here. Katie thank thank you for coming on. Coming up, people rallying in memphis to do to honor the life of dr. Martin luther king jr. Was shot and killed on the balcony of the low Lorraine Motel in memphis. Msnbcs tramaine lee is there at that event. Bring us into your shoes, whats the feeling there. Reporter ill tell you what, halle, good morning. There is a line between commemorating the death of dr. King and celebrating his life. So on this solemn memorial day, folks are engaged, energized and excited. There has been a question since dr. Kings death, where do we go from here. When you talk to anyone on the grown from the ask me union workers, they say the answer is to continue to push for equity. Raible injustice. As its famously said, what good is it for an africanamerican to sit at a lunch counter if he or she cannot buy a cup of coffee. In this country when the employment gap is as wide as its ever been folks here on the ground still want to push. Again its celebrating the great gauns pushed by dr. King. Here its still early, if you look around there are hundreds of people gathered, under the theme of i am. If you recall back in 1968 with the san stake strike, sanitation workers were pushing for equity and equal pay. They were met with tear gas. Under that banner of i am. I am the legacy, i am a man, woman, i am a worker. The folks here again is excited and energized. Tramaine lee, thank you for that. I want to bring in ben running for mayor of maryland. Ben, thank you here. Taking off the political hat and putting on the reflective hat. For the the 15th anniversary back in 2015 for the i have a dream speech. You wrote then, swift, 2013 we see we are still fighting battles that predate 1963. We are engaged in new battles that dr. King was unlikely anticipated and were finding ourselves refighting old battles we thought we had won. What are your thoughts on the status of those battles that youve written about . Kings legacy is under full assault from the white house. Housing, nondiscrimination, healthcare, which king said was the greatest injustice, voting rights, civil rights, dodj efforts to stop the killing of unarmed civilians. King championed the end of only migration to this country and here we are assaulting the dreamers. Literally from every angle, kings legacy, both those offers, finally getting hud to weigh in against housing which ben carson is leading to stop. From every legacy kings legacy is being assaulted. Donald trump is killing kings legacy all over again. All of us deeply understand that we have to fight trump at every turn, that we worry of course that people get tired and start to lose hope. We talk about here in our state is that we have to turn our states into bunkers of resistance and models for moving forward even in this time when donald trump is assaulting everything that king stood for. You talk about fighting President Trump. Can you work with him . Do you believe there is an opportunity or could be an opportunity at any point to work with this white house . You know what, its funny. Aye worked with new begin ridge to shrink prisons in georgia. Ive worked with others in texas to shrink their prisons as well. Donald trump is an individual i met who i couldnt find one thing that we could possibly agree on in a very long time. He is literally the antiagainst everything dr. King stood for. He is the policy of militarism and racism. On those thing donald trump is 180 degrees, hes all about agreed. Military might. Hes destabilizing our world and stroke the flames of white supreme cyst in this country in a way i thought id never see an american president do. Ben, you talk about resistance, when you talk about nonviolence resistance, this years, we just mentioned on the show the teachers marches that are happening, the march for our lives, the womens march earlier this year. Talk about that legacy of nonviolence resistance from dr. King and how thats affecting young people . Are they carrying on that spirit . We see dr. Kings spirit all across this country. We see it with the march for our lives, all across the country. People are standing up for union rights, something also dr. King fought for. We see it in sacramento, california where the brother of a young man shot in cold blood six times in the back. Bursting into a City Council Meeting to make sure that they focus on that, finally stopping the killings of unarmed civilians by the police. So, yes, the hope is in the people of this country and the people of our states. Ben jealous, i appreciate you coming on the show on this. Martin luther king jr. Almost 50 years ago, months after his death, history was made. 50 years ago, this november, shirley which i s shirley which i say some became the first black woman elected in congress. In 50 years in every house session, chisholm would introduce legislation to commemorate his legacy. There are black women running for seats all over the country. Some poised to make history of their own as part of a big wave of women candidate on the 2018 ballot. More than 35 black women are running for office in the state, that is an unprecedented number. One of these candidates, democrat Hadiya Clinton is joining me now. Thank you for being on the show on what is obviously an important day. I want to talk about your examine, youre a psychologist and educator. Republican mike rogers is what youre running against in your district. What is your message . Why should you be able to replace him . My message is all about empowerment. I created a curriculum unfortunately we have lost her. We want to have a conversation with her about some of the uphill battles that shes facing in alabama. I want to bring back in alexey and aaron here. When you look at some of the statistics and the legacy of dr. King, the legacy of shirley chisholm, the number of women candidates running not just in alabama but all over the country its remarkable. It is. Women of all colors and backgrounds need to be part of the system. In alabama thats mott the case. We meed to change that. I think shes back. Listen, ill time frozen camera there. You were talking about you want to run on a platform of empowerment. Do you think thats a message that willalabama . Absolutely. Ive been talking to voters throughout the congressional Third District and thats what people are about. Opportunity, working together through unity and feeling empowered. Im taking the work ive been doing throughout the country and bringing it here to the congressional Third District. A number of Democratic Candidates talked with usa today and theyre critical, saying the democratic arms are not specifically supporting black women. Usa today writes, one of the top barriers, candidates say, is trying to raise money in the traditi traditional, old boys network. Do you feel that . Are there bayer barriers there . We need to implement the grassroots strategies at work with doug jones and his campaign. Those are the methods im using. It is a system that has been catered to white men up to this point. When we change systems, bringing new people into the fold, we have to come up with new strategies. Yeah, were getting creative. Do you feel there is the uphill battle for you . Its been a struggle. Definitely been a bit of a battle. Its a big race and a big office. When you look at what constitutes a victory for you, you obviously want to win this house seat. Yes. Would anything less than that be satisfactory in any way . Are you looking for a percentage of vote totals, for example . Would anything else be a win, other than an actual win . My candidacy is a win because it is a great opportunity to get a new message out, but we are looking to win in november. Absolutely. That is our ultimate goal. I want to talk about this recent report that found that black women make up 7. 3 of the u. S. Population. They hold less than 5 of elected offices in congress and state legislatures. Why is that it . Is it the uphill fight were talking about here . It is. I think that we have to always is it recruitment . Where does it come from . I think that its a little bit of both. I mean, when we look at the history of this country, the discrimination that happens on the basis of race, as well as gender, black women have to contend with both. Of course, money is a factor in politics. It does take a great deal of money. A lot of times, its hard to get in the networks where the large cash flows are. When you look at today, when you look at the 50th commemoration of the death of dr. Martin luther king jr. , can you talk about personally how his legacy has affected your work and, specifically, your political future . Yes. Dr. King has been a major influence in my life. Just understanding how you invigorate the people and bring the people together, to change big systems. What dr. King did, this was before social media and the things we take for granted now, and he was able to make big differences and change the world. My campaign and my candidacy is completely inspired by the work of dr. King and many others who fought alongside him. Is that what motivates you . This is a special day. Is that what motivated you to run . Was it the victory of doug jones in alabama, another uphill battle democrats talked about . What propelled you to this . Well, definitely my involvement with the doug jones campaign. I live in talladega county, and we were able to flip it blue. I had a lot to do with that. That was a big motivation and inspiration for me to enter into the race myself as opposed to just supporting a candidate. Thank you very much for being on today. I appreciate your perspective. Thank you, hallie. Final thoughts to aaron and alexi here. You heard her say, it is still a challenge. Recruitment, money, kind of breaking in, in that way. How does that change . Ive been covering congressional races for a little more than a decade now, and it seems like every two to four years, we ask the question, is this the new year of the woman . Theres maybe a few women that win races that are unexpected, but it is always incremental in the end. The progress is always another couple senators, another couple members of congress. It is because of those institutional barriers. It is because of being able to raise money. It is also because of recruitment. The fact that there are now candidates in place, especially for democrats, who can take advantage of what they think might be a wave, thats a situation which you can actually see a large appreciation in the number of women in congress. On the one hand, incremental progress is better than zero progress or moving backwards, but on the other hand, people say, we want to move faster. We want more. Democrats will criticize the Democratic Party for relying on minorities in election years. With the Record Number of women running, itll be interesting to see what the party and campaign arms do to help them. The big picture is messaging. Democrats are told to shy away from talking about social issues and identity politics. If youre a black woman like me, those things affect your life. You talk about those.
