Making huge headlines, new tariffs. How all it it may play out of the ballot box in an election in pennsylvania next week. News from a Russian Investigation in moscow. What putin saying now about russians interference in the u. S. Collection. Sam nurmeberg, hes back in front of a grand jury today. We have a ton to get to in the next 60 minutes. Starting at the white house with nbcs kristen welker. Kristen, you and i have that late light early morning, we know this meeting is still on, if you look at the who, what, where, when and whywy really only know what, which is the facetoface between a sitting u. S. President and the president of north korea. We know there is no breakthrough, but when it comes to the find details youre right. We dont know when exactly this is going to take place. The white house says it is going to take place in the next few months. The south korean officials he was here yesterday says it was take place by may. The warehouse says look, the time, place still to be determined. We dont know who will be in the roams for the talks. The where, begun being worked out. The why is all about getting north korea to denurise. So to that end President Trump has been clear. Sanctions are going to stay in place as they are preparing for these talks for this big meeting. Theyre not going to let up on that pressure, that maximum pressure campaign, which is of course what the Administration Says is now working. They say, look, this is a sign that it is doing what it was intended to do. The secretary of state raising eye brows a few hours before this announcement was made, he said negotiations are still far off. Senior Administration Officials are pushing back against any notion that that was the sign he wasnt in the loop. They say, look, he was involved in all of this, whatmerely trying to say is that talks are what get negotiations started. Heres what secretary of state ret had to say himself when asked about that, halle. The conditions are not some time that he was open to talks. I was indicating negotiate, but weve been open for talks for sometime. Halle, this is obviously a high stakes gamble for this president. The world is watching, the World Security at stake. In terms of what we expect to see in the president today, no events on his side just a briefing from safe ra sanders today, halle. Thank you appreciate it. Kristen welker at the white house. Nbcs kelly is in seoul. We have confirmed with the white house that President Trump speak with president xi just this morning and invitation he has accepted from kim jongun. Talk about how this is playing out with leaders not just in south korea but also in the region. No read out from that call with president copy and President Trump. North koreas key trading partner and actually this time around helping out with the sanctions, a significant drop in trade between china and north korea. It appears as National List and those who watch north korea closely say that those sanctionses are having an affect inside north korea. Now to south carolina, this is a huge political win for president moonj moonjae un. He has been pushing for this for months. He is extremely optimistic at this point. Russia is also weighed if saying they welcome the change. The big interesting factor here is really japan. It seems a lot of leaders in this region were surprised as were so many people by this big news yesterday. One senior foreign matter official in japan has quoted in local media saying it all happened, quote a bit quick. Abe, a leader in january talking last night. He scheduled a trip to japan in the last couple of weeks. He wants to talk strategy make sure everybody is on the sage page. The gold here is verifiable and irreversible denewsrization. I want to bring in the chief White House Correspondent for the new yorker times, peter baker. And my pal Andrea Mitchell along with former secretary of state. Go gordon let me start with you, stalk through a lot of options the president had here. If kim jongun asked for a meeting and he said no that could be a potential of setting him off. I think the relationship with south korea is the more important here. Kim jongun is from a dynasty from 70 years. Theyre pain goal is to get the u. S. Off the peninsula to drive a wj between seoul and washington. For president to get an immediate yes, does have a very important advantage. It prevents the north koreans from driving that wedge. This is what moonjae in wants. This is not necessarily a bad thing, this quick yes. And as you know tweeting the piece in the times this morning, the president surprised the south korean officials in the roam and he surprised his own aids as we discovered about 5 08 last night when we were running around trying to figure out iowa going on. He is someone who makes decisions through his instinct, sometimes on the spot. Theres not always a long process as it was under president obama and some of the other president s. It has its advantages and disadvantages. It something people find disconcerning. It gives him the potential for a breakthrough. He has said over and over again that it didnt make sense to talk with north korea. He also said at different times hed like to talk with north korea. Weve soon this back and fort in his on mind, he decided to allow the dice and take the mission. Andrea and mitchell. We have this piece out as we take a look at the wrist of this. Walk through what the risks and the rewards are of Something Like this. Someone whos covered when alt bright went and spoke with north korea. I was there with her on that trip. The fact is that you can prepare and be as careful in your finally sis and sbenintelligenc backing and all the diplomacy as up. You cant predict what the north koreans are going to do. Its not a transparent regime at all. Whos never left north korea, by the way. We underestimated him to not be prepared for the development of his missiles that could reach the continental of the United States. We dont know what hes doing under ground or behind the scenes. How close is he op warheads and reentry. Hes already achieved a certain level with the testing and maybe he doesnt need to test right now. He is getting legitimacy. Which is what he wants. Hes want that had for so long. What are we getting in return . Yes, were voiding a rift with south korea and potentially creating rift with japan, which is very nervous about that. Hence the abe call which was really completely ad hoc. And you were there, you saw how frenzy this was, what peter baker and mark are pointing out that this meeting with the president was supposed to be today, not yesterday. The president heard they were in the white house and said come over lets talk. And say, yeah i like that offer ill take it. And president xi said president moon hasnt agreed to that. Get him on the phone. And tillerson got involved late in the game. You said this and it was eluded to is the v word, verifiable. This is what exerts think need to happen. Senator Corey Gardner who has a deep issue in north korea was out on the Network Earlier today, heres what he had to say. If the result of this meeting is not verifiable, concrete steps to denuke ryization itll be a fairlure and the president is going to be under pressure. If a meeting with the president of the United States doesnt achieve this result what is left to diplomacy . Is he right if. No hes not right. There has to be a process that has to occur that will get us to that instinct. Setting up false benchmarks will put first and foremost its a good day when the president talks about talks and not about denuking another country. We do need to make sure that the incoherence of how we got to this point, which andrea pointed out, stops. That theres a real process for dip pasy that is sustained. We can work in recent examples. That took several years, took a while to get to the right end game but the clear goals have to be imp in tmented. It was a year ago this week that the president made the comments of fire and furry that lit the world on fire. Gordon, do you think the president will return to that kind of rhetoric, is that a concern for you at all . Yeah, everything is a concern right now because if these talks toen go well, we could see things go spiral down ward quickly. We got to remember that the kim family has a play book and one of them is you have these dramatic overtures and then you follow them with a provocation. This is something that can easily occur. With the momentum right now, and especially because south korea has a real interest in making sure that doesnt happen, i think were going to be in a fairly good place after the trump kim meeting. Peter were running out of time but walk me through what you think the danger is in this meeting. He has presented hispanic as the ultimate and deal maker, he was going to make peace in the middle east and rewrite all these trade deals. So far we havent seen an outcome of that, it may change. But he has the great faith to do what other president s havent. He has the possibility of making it a deal where others didnt because he doesnt led himself to olds no strum. Hes willing to make accommodations others may not make. The danger is they have an eruption and dont have a deal, then things could get much worse. The other danger, i was in a real low point with u. S. Sew vick relations, if you go in with a game plan, if you are subject to flattery, what if you make a bad deal. Andrea, mitchell such a pleasure to have you on. Joe rubin thank, peter baker, gordan change great to have you. Vladimir putin sitting down with meghan kelly. After the break. Dont miss it. When you have something you love, you want to protect it. So, we are watching new developments this morning on russia. Right now a u. S. District court here in washington, former campaign adviser, sam nurmeberg, on the left there, appearing for a grand jury on the mueller investigation. He was all on t. V. Insisting he would not cooperate with mueller before changing his mind. Then theres this, we talk about what the point of the special counsel investigation is in the first place, all about russian interference right. Vladimir putin one on one with meghan kelly in an exclusive interview. He was defiant wen asked about interfering in our elections suggesting americans could have been involved. But it wasnt american this was russians. And there was 1. 25 million all designed to attack the United States in a psycher warfare campaign. Youre up for reelection, should the russian people have concerned you had no idea this was going on in your own country and own hometown . Translator listen, the world is very large and very diverse, theres a complicated relationship between the United States and the russian federation. Some of our people have their own opinion about this relationship. You mentioned a number of names, some individuals, and youre telling me that theyre russian, so what. Maybe being russian theyre actually working for some kind of more than company. Perhaps one of them used to work for the one of the candidates, i have no idea. These are not my problems. Okay. Joined now by msnbc judy chem. Gentlemen, ill start with you. Vladimir putin says, hey man not my problem. Really . Definitely his problem. Definitely. This is not surprising what weve heard from putin giving he has denied messing with our elections in the past. Its just not credible. Theres no credibility to it. Mueller has found the documents, and maybe putin is feeling some shade saying hey, some americans would have been involved. Even hr mcmaster the president S National Security adviser call it incontrovertible about the russian involved. One of the things we like to focus on is what happens next. Given you have 2018 coming up, 2020. When you look at the respond you got the gentleman who heads up nato says theres no russian cyber. Got 120 million to fight russia, that sends a message to that guy that we just saw. It encourages him and its shameless behavior. The president has not spoken out against russian meddling. His security chiefs are arounded. Until the president admits there was an invasion of democracy and moves the policy to block it were vulnerable in 2018. Katie, i want to talk to you about the investigation, but the new report thats out from david and mccorn. Its kind of a bombshell here, some obama Administration Officials were told to stand down when it came to Russian Election interference. What do you make of that . I certainly hope not because if there was clear interference, and it appears that it was, the Obama Administration should have been all that it could have to block it. If it wasnt thats a real problem. Ned price has been on the show and repeatedly said we did all the we needed to do. Candida katie, when you look at the investigation, weve got sam nurmeberg behind doors, what do you expect this line of questioning to focus on . I think hes going to want to narrow it down. The mueller investigation, its kind of the heat. We know will be sam nurmeberg was nervous about questions by robert stone. He claims he was offered immunity which is a huge blanket of protection. What is sam nurmeberg going through right now . He doesnt have his Law Enforcement standing next to him to object. He can consult with his lawyer after each and every question that is posed to him during the course of these garage proceedings. Wen hes done he can talk about what he testified about versus people like mueller and his team. So, i would actually be worried and i would want to come firm that sam nurmeberg has the competency to testify today, guys. After the events are in this week, if he doesnt have the competency you foe hes not going to be testifying and hes also claimed hes going to go into treatment, perhaps dual diagnosis treatment one he gets out of his grand jury testimony, theres a lot at play. Katie, if youre President Trump or his lawyers, how turned are you about this nurmeberg testimony about the grand jury . Youve seen people say he was totally i dont know if he was fired twice. Whats your sense there . If im trump if his lawyer guy for the spin. Guy for the fact that nurmeberg has credibility issues already. Hes been fired, labeled a racist. Then you have this behavior earlier in the week that may or pay not have been driven by a Substance Abuse problem. If im trump ill try to down play any credibility nurmeberg may have. But again he has immunity and thats scary if youre trump. We know that the Russian Investigation is something that is a distraction for the white house. The president hates it and stews about it. As you know thinks it a witch hunt. Theres also another disturbance for the white house. This one has been in the news a lot because of Stormy Daniels. She said she was given hush money to hide what she and her lawyer calls a sexual relationship with donald trump modern a decade ago. Shes begun on 60 minutes and did a taped interview with arneson. Donald trump knewing in about the payments, heres what that lawyer had to say. Highly confident that at all times mr. Trump knew exactly what was going on. Its laughable, absurd and the mere suggestion is an insult to the person people. So landen, Sarah Huckleby sanders is briefing today, shes probably going to answer more questions than she did when we saw her. Exactly. I dont think she had any expectations to brush off the questions that she did. You saw her consistently refer to this arbitration that had occurred recently and referring which the attorneys said was bogus. Sure sure. Now clearly theres a lot of other news going on today with the north korea issue. But with the interview, Everything Else that is going on this is going back into the spotlight and not going away any time soon. Yeah, its a double for the press secretary. Speaking about it give it the sense of legitimacy, statement she cant ignore this. These are serious accusations coming from the lawyer of Stormy Daniels saying the president knew and was apart of the operation to silence and provide her with hush money. Those are thing the president s going to have to answer and its not going away. This is the beginning of a larger story. Im going to ask both of you hang out for the rest of the show. So, this morning no surprise that big republican push back against president s trumps new tariffs on steel and aluminum imports. We want to talk about the concerns of this impact on jobs in the economy. We saw strong jobs and more added last month. Some of the biggest criticism is coming from the president s closest allies from capitol hill. Garett is over on the hill. Unlike us slabs here in the news business, congress get to go home on friday mornings. When you look at the reactions of some of the president s allies on the hill, whose opinion like glue with the president up until now. Yeah, true. Did it. You nailed it . The only difference among republicans here were those who were willing to praise the president for the way in which he curtailed the final announcement yesterday, exempti exempting canada and mexico for the time being. And those who saw this entire thing as just a terrible idea start to fish, regardless of how the president couched the decision. Here was some of the republicans we spoke to yesterday reacting to this news in realtime. We want to limit as much unintentional consequences as possible and we want to work with the administration to do that. I think there is a real chance. I im highly concerned about the effects and consequences of this pretty broadimposition of tariffs on steel and aluminum. Halle, you heard paul ryan talk about the idea of trying to nullify this or box the president in to some kind of degree. There has one one bill by jeff flake to try to nullify these tariffs. Theres not been the big push from leadership to try to get something on the floor and moving through very slow process up here to do something before this goes to effect later in march. They will stay the law of the land. Garrett hank on the hill. Thank you so much. Former policy robert chen. And back with me the Washington Post chemand stead. So loni, theres not a lot of support obviously inside the gop for how these tariffs look in their current forms. One thing we heard from the president about potential adjustments. What do those adjustments look like and how do we tweak this . The question bmws either particular countries or trading blocks that might receive treatment from canada and mexico. Carbon dioxide is a huge Carbon Dioxide is a huge exporter in the United States to both of these products. Excluding canada takes the bite out of these not all of the bite, loni correct . Correct. You have the european union, south trade that isnt going to feel this. The concern that paul ryan and others have expressed is what are those countries going to do in response to the United States. The question is what does this episode lead to. I think those are ultimately the questions. Its interesting the president got a little back up from chuck schumer, for example whoks yes, this is good. Not from republicans so much. In all of this directed at trying to get tough on china, right . Yeah, if chinas the ultimate goal, there are probably more direct ways to get at that. One is chinas piracy of the United States. The president can have a very very direct effect. But, look this is an issue trade where the president is taking a position thats else spoused by democrats. For Many Democrats this is music to their ears. Chuck schumer you mentioned, there are others who have been laudatory of what the president has done. Republican leaders should have known this was coming even if they didnt like it. Right. The fact is that Republican Leaders have very few options to counter act this order that is coming because first of all congress has outsored the issue to the executives. Senator flaek is writing a bill that will nullify these tariffs. Senator mike of utah has talked about this as well. But does anybody have an actually chance . If you look at the president and the actual policy and the number of republicans and protrade democrats that oppose what the president is doing, maybe. If they have the stomach to go against the president and their own party thats something i do not see. Right. Id say its probably unlikely. If you to the math on the people who might agree with it you can get to a number where it would be possible but the stomach is the issue. These are Republican Leaders on a number of issues who have had a disagreement with the president and rarely shown that ability to make ledge legs. The rhetoric is a step but we have not seen that from this, the ability to go above and beyond that and id be sceptical that that happens. Hang out longer for me. And land hee cheng thank you for your perspective. Well talk about allow the tariffs relate to this big race between these two guys with the election in pennsylvania. The district that the president carried by 20, 20 points. Tomorrow night hes headed to this district to hold a campaignstyle rally with republican candidate, rick ciccone. Perhaps the president s push for tariffs is aimed at trying to himself ciccone here. Right now polls show ciccone and democratic connor neck and neck. Im joined by nbcs vaughn whose in pennsylvania and john may sick. Back with methat, kind of like the 18th, is seen as this real trump area. An area that could be impacted by the tariff plan, right . What are you hearing . Reporter exactly, hallie. Take into account, i mean, not only does steel run through the blood of families here but through the communities. This facility in its heyday at hundreds of employees. Theres just eight employees now. When youre talking to a lot of the voters on the ground, theres still very much the old remnants of the steel industry. In pa 18, which is the race youll be looking at, this tuesday special election, theres still 18,000 steel union member households in that district alone. I was talking with the political director for the united Steel Workers yesterday. He was telling me that, usually, it is 20 to 25 of the electorate in the district are the steel union households. He said theyre hoping to get it up to 30 . The interesting part of the race is not only does ciccone back the president , but so does the democrat. Theyre holding an event at 4 00 p. M. For connor lamb. Despite, yes, automation and a changing economy here, theres still a desire to bring back the old steel jobs here in the area. All good points. Thank you, pal. Appreciate it. John, youve seen President Trump put himself inside of this race in a pretty significant way. Hes heading there this weekend and will be rallying. You have the back drop of some of these remarkable news stories that show republicans already kind of backing off and blaming ciccone as a weaker candidate here. What is the dynamic . How do you see it playing out . Hallie, when it comes to rick si ciccone, im reminded of someone educated beyond his talents. Threeterm member of the Pennsylvania House of representatives. Kind of an undistinguished, reliable conservative back venture. To learn his campaign has been lackluster was not surprising, as well. He briefly sought the republican nomination for the United States senate. When that field became too crowded, he dropped down to pa 18, perhaps thinking he had a better opportunity there. Hes been bad on the ground in fundraising. Got stomped by lamb, taking in 730,000 compared to lambs 3. 3 million. To hear republicans are having second thoughts about him is not particularly surprising. But heres the thing, john, the amount of money being spent on this race by the gop is bonkers. It is a ton of money for a seat thats not going to exist probably by november. Clearly, the republicans are pumping funds into this thing to try to prop up ciccone. Its a truly psychotic amount of money, hallie. Youre right. 9 million by the rnc that theyve dumped into the race. It seems to be nothing more than sort of a facesaving gesture. This race is the canary in the coal mine for President Trump and the republicans in 2018. If they lose this, it comes on top of ed gillespie in virginia and roy moore. If ciccone loses, even by a percentage point or two, it is a burn for the white house. Is john right . Is this something that is more symbolic than anything else . It plays into the enthusiasm factor more than anything . Precisely. Narrative matters. Momentum matters. You see that republicans are using this to test out their broader message for the 2018 and midterms. Theyre campaigning on the tax cuts, which theyre happy about. Theyre using nancy pelosi, the democratic leader, as a political foil. Yet, those attacks dont seem to be working yet in this 20 plus trump district. How they use that kind of Campaign Playbook against an energized Democratic Base can give us signs for what republicans are in for in november. That is an interesting point. When we look forward to 2018 and the midterms, if this if a district like this is in play for democrats, if lamb can come on top, what does it mean for the rest of the country . What does it mean for the enthusiasm were seeing and will see in other districts that are closer than that . When we talk about where democrats saw their advantage, weve been talking about the district that clinton won that had a republican lawmaker. If trump plus 20 districts are in play, all bets are off. Thank you both for joining me on set. I appreciate it. John, thank you, as well. I see why youre an opinions editor, because you have opinions. Vaughn, thanks, bud.
