He has been on defense about this tariff he made yesterday. You can see his plane right there as he gets ready to head out. Hahn, the white house isnt backing down theyre saying this is going to happen. It depends how you define it, pretty certain, those are the words Sarah Huckleby used. She said the president is pretty committed. She didnt expect the amounts to changism she had no reason to believe that john comb, the white house economic director would leaf. Heres what the president s saying on twitter. He says when a country, usa is losing many billion dollars on trade with virtually every country it does business with, trade wars are good and easy to win. Example, when we are down a hundred billion with a certain country they get cute. Its easy. He had another one, we most protect our country, our workers and Steel Industry is in bad shape. If you dont have steel you dont have a country. Heres the issue the president s running into, members of his own party is critical of his position on tariffs. Heres ben with one of the critical voices. If you own a steel mill to do is great for you. If you consume steel mill todays bad for you. Thats the first day. With the trade gets worse its doing to be a retaliatory tariff. This is left as Economic Policy and we tried it a bunch of times over the last supervision fees and over time the American Family has suffered. How committed is the president to his policy, well see as the day progresses, whether or not the president fully embraces. Heres the thing, hahn, he seemed to be clear this morning that she was fully embracing this. Now its laying down from the gauntlet members on twitter. You hear his staff saying hes pretty committed. I dont know if thats pretty committed else cla mags point. I dont know if its like for me saying its pretty windy out here. Thauchl. Well see you in a bit. I want to bring in peter baker and our panel for the hour. Liz goodwin and alan that short peter. Lets start with you here, you heard hahn mention the serious push back from the republicans. Having covered the story over the last 24 hours or so, heres how republicans are describing this, huge job killing that could start a tariff war. They have what, a week, are they going to be able to change his mind . Thats a good question. Because heb hes going to sign it next week its touched off this Member Campaign by those of its clearly, the reaction on the mark is sending a signal from wall street where the president pays a great deal attention to the ticker as it goes up and down. This is a revelation for a lot of republicans that they hoped never come. He spent time talking about trade without pulling the trigger, now he has, people like paul ryan are up in arms about it. Some people like it. Senator bob kasie says hey, this is great. Same thing tim ryan from ohio. We know that the president likes to watch the stock markets. Theyre not currently going in the direction the president would like them to. How much bould that play into his attitude towards this and could this help quince those who wanted to chang his mind do that. So, we get in argument to gary cohen, and others inside the administration who have been fighting against this, theyre making the case that this produced a particularly bad reaction by the people who should know better. That is the more than business leaders. When the president is sup acceptable to it or not i dont know. He cares about the market t when the market go south as they do this year he has a way of blaming the markets and traders and saying this is wrong, they shouldnt be doing what theyre doing. Whether this changes his mind and reenforces it we dont know. This is a reflection of what i heard from others, answer cyst and experts reporting this story. Steel makers, theyre in great shape, people who consume steel, maybe not so much. We spoke to our nightly news company out in new york. Heres what the hary says what he thinks about this. I think this could help the Steel Industry in the United States. Wed love for manufacturing to come back here, strong. In order to do that, im curios as to what sacrifices you have to make. Robbing peter to pay paul isnt necessarily a good strategy. At the same time, i think something does need to be done. Its a measured reaction there for him. Absolutely. And i think you see this excited reaction from flats in particular who represents these steel areas. They know its a shortterm political quinner but not a longterm one. It benefits him in states like pennsylvania, ohio, wfr. By the time voters vote in november we may be seeing negative consequences. Particularly from the china aspect. Thats going to affect exports like soybeans and corn. Exactly. And even some senators from states that stand to benefit, like roy blunt, a state that does export aluminum, he said, down, sure. We also import other kind of aluminum so its not worth it. This idea of robbing peter to pay paul its coming up a lot on the hill. Peter, we were crashing on this yesterday. Sent out one of our hill producers to grab warren hatch, apparently had not been notified prior to this happening. Caught a little off guard. Heres what he had to say to us. Listen. I love the president , i think hes done a terrific job up till now, this could turn another way. Whoever advised him on this ought to be reprimanded. Its not going to help america its going to cause high prices around here and help him to be less competitive. Peter we know who advised him. I want happen to be wilbur ross. What do you know, whats your reporting telling you . Senator hack shouldnt feel bad not getting a heads up, i dont think trumps own staff got a heads up. They just kind of threw out those numbers and everything was on the table. They hoped to slow walk us a bit, go through the process, have the lawyers review before the announcements were made and boom, President Trump put it out there. He has this experience where he can sort of say things and doesnt really think through what the consequences might be. The consequences we saw yesterday on wall street, not to be the policy isnt right, but the way it was presented created additional confusion. Its part of a process thats john kellys supposed to make better and so far, weve seen this week anyway has not been. Peter step back for a second, give us the 30,000foot view. It feels like the earlier days of the administration wen it was can stant craziness. What is your sense of where things are going . No, absolutely. The president s closest aid, hope hicks is stepping down. His soninlaw striped of his secure clearance. Talks on fbs whether hr macmaster maybe pushed out. President trump is for gun control and maybe not so much, then he is. Its a very very confusing week. People are all over the map. The west wing is in tough straits. Theyre not sure where thing are going, people looking for a way to get out. Their jealous that hope hicks are heading out because theyre looking for ways out themselves. Peter thank you for that report. You heard peter mention nbc news reporting, h. R. Mcmaster may be looking for the exit by the end of the month. Heres what huckleby sanders had to say. General mcmaster isnt going jan where. The president says he thinks hes doing a great job. I want to bring in danelle. Its great to have you on. Just to lay out the story here. The reporting from our team has been that macmaster was going to be replaced, potentially early of this month. This has been orchestrated by secretary mattis. The president says its fake news. Would it be a mistake to let mcmaster go . It would be. And um not sure this storys accurate. Ive talked to several people involved and theyre telling me t not strictly accurate. Hr is an experienced general, leader, hes themperate, hes done a good job in the white house. But i think it would be a big mistake to let hr go for a whole series of reasons related to national security. I have to mention we stand by the story, i believe its accurate. I do think in many stories like this. What it may have done is buy mcmaster more life in the west wing. Let me get your assessment on how you view mcmaster ears tenure over the last year ish. Living and working in the white house, for everybody, but for the white house staff its like being in the pet in the coliseum in the room in empire. There are liar lions, people are out to get you. You heard peter baker lay out the last few days. It sounds like the most appalls job. The reality is throughout all of this general mcmaster has been steady, he doesnt seek publicity, not out there gunning, not a part of the gossip game. Theres too much of that gossip game that go on between the White House Department and defense department. Is that new . Has that been around in prior administrations too . It has. Theres general kelly, general mattis, general mcmaster and they are daggers drawn a little more often than ive seen in previous administrations. As far as a message it would send if mcmaster was to depart, what should International Allies take from that . That the United States isnt serious about con nudity and foreign policy, follow through, personalities are going to come and go, were reasoning a reality show for national security. Step back for a second, how do you see everything happening in the west wing . The idea that it is a chaotic moment and pg seems to be coming apart. Everything seems to be personality driven, thats the challenges we face. Weve hear mcmaster is leaving before. We heard tilson is about to leave. Mattis is fed up. The president is going to get ready of kelly. I think thats what make viewers tune in when you have a reality t. V. Show. The kind of steadiness that our allies and American People look for is absent. Danelle thank you for coming on the show. Breaking news, reports of shots fired at Central Michigan university. This is in Mount Pleasant michigan. We also want to keep you updated on developments on fallouts from Vladimir Putin. That tough talk now prompting an overnight phone call between President Trump and a key ally. This morning, were learning more how President Trump is reacting to Vladimir Putins new missile decoration. President trump and merkel talked overnight. The spokesperson says the two leaders expressed concerns about putins remarks on Arms Development and its negative impact on arm controls effort, he said. Megan sat down with Vladimir Putin after that address yesterday. Listen. Several analysts in the west have said this is a decoration of a new cold war, are we in a new arms race right now. If you were to speak about arms race, it began exactly the time and moment when the u. S. Opted out of the antiballistic missile treaty. Some have suggested youve tested it and its failed and thats why you only showed animations of it today and not produced any videos. Translator are you walking about ibcp . Yes, the one you claim renders useless. Translator several weapons system discussed today surpasses. Have you tested it . Translator the tests are excellent. Some are already available to the troops and batter ready. For the record right now, you have a workable irk c bm thats powered that you tested successfully if. Translator all of those tests were successful. Each of these weapon systems are at a different stage of readiness. One of them is already on combat duties its with troops. Nbcs richtd engle live in sole. Also christopher hill. Former assistant secretary of state for east asia and public favors. Richard to you, nato reacting this morning, what do you know . Well, nato has come out through a spokesman saying the comments were unhelpful and unacceptable. I think a lot of people in the International Community are concerned about this that were seeing. Vladimir putin saying its in the a cold war but it sound like cold war rhetoric and setting the tone for the what the next six years of a putin presidency is going to be like. In russia, we are right on the eve of an election. The fact in his final being address in an length, an election everyone expects hes going to win, he choses this moment to focus on weapons, Nuclear Weapons, how they can evade missile shields, how they can evade the unites missile defenses. It sets a tone that russia wants to be perceived as a significant world power. And it sets the tone for the next several years it seems like, richard. Well, six more years. The elections are midmonth and its widely expected that hes going to win. Right. A lot of opposition koolts are not able to run in that election. Its a fore gone conclusion. If you go through the transcript of what he said in this twohour address yesterday to the very significant, very had applause of the assembled crowd was, the world hasnt been listening to russia, now the world has to stand up and hear russia. It was a bit of, i am putin, hear me roar. Yeah. And if that is setting the tone for the next six years i think we have to take that seriously. If you look at the u. S. International perspective, you look at the three pillars of the world, you have china who have just set itself up for longer limitless term limits. You have putin coming out saying, we are strong, powerful and will not be silent. Then the third pillar, the United States which seems to be caught in a merry go round of scandals. And it is quite a striking International Picture that is in front of the world. Let me go to the ambassador on that. Listen to this. As the president of the United States, your responsibility is to recognize what russia means to this country. And russia means a couple of thing to us, the first is that its an adversary. The little threat about Nuclear Weapons is interesting, boy, if ever there was an empty threat, that was it. Is it an empty threat in your view . If sow, why would President Trump and merkel be so concerned . Im not comfortable with the idea that arrest an empty threat. First of all, even dictator have politics and putin is playing on a political calendar. It does reflect this idea among russians if they need to step it up and be a world player, when the u. S. Introduces a whole knew of Nuclear Weapons a few weeks ago, its not surprising russia would respond in this way. I think what has gone from the conversation of course is any kind of notion of cooperation of trying to address these thing through arms control or something. So i think we overall have a situation where, the great powers if you will, are not working together in any way shape or form and i think theres much to be concerned about in looking at events in china, russia and frankly the United States. Listen, i was in the Briefing Room and Sarah Sanders addressed this chest thumping from Vladimir Putin. But as richard has noted, President Trump has not come out and talked about it himself. We have seen this president reluctant to call out Vladimir Putin. Should he and will he . He definitely should. I think one of the great mysteries of our time why the president seems to call out everybody from professional football plays to everybody but have this silence with respect to russia. Theres no question that russia is competition for us, i believe theyre a declining power, unlike china, which i think is a rising power. I think we need to sort of upgrade our not only our competition with them, but our dialogue with them to see whack be done. This is an administration thats absolutely astewed any kind of arms control and doing things ju unilateralerly which the russians are doing as well. We have a big problem here, its the problem of temperament and also a problem of not understanding the historical circumstances that were in. We are out of time. Thank you. Richard engle thank you. Well see you on on assignment with richard this week. Thats tonight at 9 00 eastern right here on msnbc, do not miss it. After the break were talking about teachers in West Virginia yntding the week just how they started, on strike. Theres a deal on the table, so why are they still out of classroom. Live after the break. Come on dad higher higher parents arent perfect, but then they make us Kraft Mac Cheese and everythings good again. We have one to two fires a day and when you respond together and you put your lives on the line, you do have to surround yourself with experts. And for us the expert in gas and electric is pg e. We run about 2,500 2,800 fire calls a year and on almost every one of those calls pg e is responding to that call as well. And so when we show up to a fire and pg e shows up with us it makes a tremendous team during a moment of crisis. I rely on them, the firefighters in this department rely on them, and so we have to practice safety everyday. Utilizing pg es talent and expertise in that area trains our firefighters on the gas or electric aspect of a fire and when we have an emergency situation we are going to be much more skilled and prepared to mitigate that emergency for all concerned. The things we do every single day that puts ourselves in harms way, and to have a partner that is so skilled at what they do is indispensable, and i couldnt ask for a better partner. We are back with a look at yo your morningss headlines. Here in washington the parks are closed today because of winds. Thousands of flights cancels, Boston Branch wanteding to take this storm seriously. Out west a group of women wanting to buy phone company. She says the plan is to launch a new company, save jobs and create a special fun for weinsteins victims. The examine went bankrupt after sexual allegations against mr. Weinstein. In West Virginia this morning weve been coughing the story. Every single Public School is closed for day seven. Thats because all of the states 20,000 Public School teachers are still on strike demanding better way and lower healthcare cost. Katie is live in West Virginia. Good morning. Reporter good morning, halle. Again, long lines to get inside the capital has thousands of teachers have desented here again today. A deal was on the table with the governor that will give teachers a 5 raise, that deal has stalled, the senate has to pass it and teachers are not feeling that theyre going to see progress. This 5 raise doesnt solve the other issue, the larger issue for teachers which is rising healthcare premiums. That is the system they bant to see fixed. That is why they need the pay raise to afford all the high premiums. Lori moore, youve been a teacher for 25 years. You told me you wanted to get back to work. What is it going to take to end this strike . The again has signed an executive order for or pia with the things we were promised. The senate has gone through the house with the pay raise of 5 and the senate is putting it through committee, we dont see that its coming up. Reporter you dont trust this deal is solid . How can i at this point . It has to go through the senate. Reporter there are so many teachers here, ab absolutely packed in here, chanting, cheering, what is the energy like for day seven for you guys if. It seems theres more people here today than it was 3 days ago. I think at some point it is building. Reporter for you, how much hardship was this rising healthcare premium for you on your paycheck . It will be a hardship for me. Like i was telling you earlier, some of our service pen nell, which we are fighting for not just teachers. Service personnel, public employs, i was talking to one of our service pen nell shes been working for 20 years and makes annually, 20,000. Reporter for you, where is the line . Will you keep going until you get what you want . Well, in my particular situation its different. Yes, im going to keep out so long i can. However i have a license that i do need to see my children and i will make those decisions as they become available. So far our County School systems have called off. Reporter lori thank you so much for joining us. Again, halle, a week all Public Schools closed here in the state of West Virginia and not a lot of optimism that we are getting closer to a deal at this point. Katie, thank you. Thousand and thousands of kids out of school liz and alani. The average teacher salary there is 40 to 45,000, they havent had a raisin 2014 across the board. The last real shut down like this in West Virginia was back in 1990. Yeah, striking to see this happening in one of the most rene states in the nation. Like you said, the teacher salaries are the lowest in the country and that are fed up. I think thats part of a larger trend. We saw earlier this week where teachers are making the ha hash armmewith. And theyre like you want me to be armed and i cant even make ends meet. Im a teachers who live pay check to paycheck, and they want to arm me, i knew i couldnt sit back, something has to change. If you extrapolate that, more broad broadly fighting for action, demanding something different. I think youre going to see a lot of teachers show up at that march, march for life. From tealers saying hold on, wait a minute, what about my benefits before you try to give me a gun. Its not just teacher its unionized retirees in the auto and steel industries. Congress getting a lot of pressure to fix this. Stick around a bit. When we come back were going to talk about the Justice Department her in washington. A new internal report fuelling the deep statements in some circles. It centers around andrew mccape, recently announced he retiring. What hes cued of doing is firing up critics after the break. Oh, thats lovely. So graceful. The corkscrew spin, flawless. His signature move, the flying dutchman. Poetry in motion. And there it is, the baby bird. Breathtaking. A sumo wrestler figure skating . Surprising. Whats not surprising . How much money heather saved by switching to geico. Fifteen minutes could save you fifteen percent or more. We want to update you on that breaking news we brought earlier. The report of shots fired at central university. Were beginning to be careful about what we saw here. Hes what Central Michigan is telling us, theres been reports of shots fired. The suspect is still at large and police advising everybody to take shelter. The atf says that special agents are en route to the area to assist in this and it happened at a campus door. The michigan governor says hes in Constant Contact with mission police. Were also learning moments ago, according to Mission State police, they know of two people shot. The crime lab is en route here. Theyre not at liberty to say the condition of the victims. Thats according to Mission State police. One individual still on the loose. They do not know at this point, the connection between the shooter and the victims. Not sure if there are more victims. Two shots. Still referring us for more information Public Safety department, is likely invedably business at the moment. Well follow this and get you more information from the ground and careful in reporting facts on what we do and do not know. Stay with us here. Politics back here in washington and new questions about the fbi Deputy Director andrew mccabe. A report expected to be released that criticize him. For letting staffers talk with reporters improperly back in 2016. Mccabe said he was stepping down in midjanuary, and in the face of repeated twitter attacks from President Trump. Pete williams joining us to break down this story. Tell us the highlights of what we need to know and how it relates to that 2016 new york journal piece. Some stories have been written about mccabes wipe, who was running for elections, and got contributions from democrats in virginia. Question thats the become story. And then, its apparent from his reporting that he got some information from senior officials in the Justice Department about the back and forth involving mccabes role in deciding whether to throttle up or down, the fbi investigation into the Clinton Foundation. A lot of this was known back then that there were tensions in the fbi and between the fbi and the Justice Department, which by the way happens all the time, about whether the Clinton Foundation investigation should be hot or cold, especially in the run up to the campaign. Generally speaking its a Justice Department rule that you dont bring charges or have heavy handed investigations that could affect the political campaign. Thats the gloss on all of this. And then the question that the ig looked at is whether it was appropriate for the fbi, with mccabes approval to give this information to the journal about a pending investigation. One other thing about this, halle, the fbi official position is we never discussed current investigations. Well, thats the sort of defall position. It happens all the time. Ha happens when reporter are going off in the wrong direction and they want to correct them and push them in the right direction. Thats always a touchy thing. Final point, this is the Michael Horowitz ig report he decided to launch right after the inauguration on looking at the fbis overall handling of the investigation. This will be a subpart of that report. You can awe sure that report will deal with awe the leaders at the fbi, including jim comey, decided to handle the investigation of all thing political, including the Clinton Emails and foundation. Pete williams there. Thank you very much. I appreciate that break down. With me is liz woodwind and alawn that short. President trump has made no secret of his taste perhaps for mccabe. These twitters peter talked about contributed to a if i have resort for hillary clinton. How do you see the white house responding . This is my major question, how will President Trump react to this report. He already said Michael Horowitz is a obama guy. Maybe he doesnt know the report is coming out, it does make me wonder if trump thinks this report is not actually beginning to help his case in discrediting the Justice Department, which is their larger goal as they investigate his ties to russia. But i think if he thinks it will come out and be a flob, not make his case that the fbi was bias against him. So hes launching a campaign to discredit the ig in advance. Its important to remember this report is to daem mccabe related to mccabes wife getting all that money. Theres an interesting washington post, he will be a private citizen, he wouldnt necessarily be subject to the same oversight he had inside the fbi. How do you see that playing out . Mccabe is supposed to leave pretty soon if a couple of weeks. I think mid march. Its important to remember that mccabe is close to comey. And comey hasnt been hiding thats for sure. Butte of these men have been close throughout their career with robert mueller. The biggest damage they can do is probably behind closed doors in muellers investigation. All three are registered republicans. In the media its if theyre in opposition to trump. I think if the white house thats the argument that President Trump is trying to make. Right. Exactly. Thank you both very much. I appreciate it. Thanks for changing out. We want to talk about whats happening in florida. All of the surviving victims of that School Shooting is now out of the hop. The last shooter released on thursday talking with karen sander. After the break. I was really surprised that i wasnt finding all of these germans in my tree. I decided to have my dna tested through ancestry dna. The big surprise was were not german at all. 52 of my dna comes from scotland and ireland. So, i traded in my lederhosen for a kilt. My 3month old business. Plus. What if this happened again . I was given warfarin in the hospital, but wondered, was this the best treatment for me . So i made a point to talk to my doctor. He told me about eliquis. Eliquis treats dvt and pe blood clots and reduces the risk of them happening again. Not only does eliquis treat dvt and pe blood clots. Eliquis also had significantly less major bleeding than the standard treatment. Eliquis had both. And that turned around my thinking. Dont stop eliquis unless your doctor tells you to. Eliquis can cause serious and in rare cases fatal bleeding. Dont take eliquis if you have an artificial heart valve or abnormal bleeding. If you had a spinal injection while on eliquis call your doctor right away if you have tingling, numbness, or muscle weakness. While taking eliquis, you may bruise more easily. And it may take longer than usual for bleeding to stop. 1. After a late night meeting with an nra lobbyist, President Trumps support of more gun control measures seems a little less sure this morning. Sarah Huckabee Sanders told reporters President Trump hasnt backed off supporting Second Amendment rights, despite his amendment that guns are taken first and due process second. L. L. Bean is introducing their own policy. Theyll no longer sell guns to customers under 21 after the shooting in parkland, florida. Thats where we have good news to report this morning. One of the shooting victims was released from the hospital on thursday. Nbcs Kerry Sanders spoke exclusively with 15yearold hy kyle lamont and his family. This young man is incredible. Reporter you know, when you consider what everybody has gone through, but this young man just went through not only the terror of the moment but was hit by a bullet. Saw the gunmans face and now is out of the hospital, finally. Remember, 17 people were hospitalized. Boy, does he have a story to tell. Back home from the hospital this morning, 15yearold kyle lamond lights up. The ride home was awesome. So does his mom. The same paramedics who rescued him surprised him and brought him home. When he arrived, the street was full of firefighters, all the engines and rescue. Reporter kyles face darkening when he talks about confronting the killer at his school two weeks ago. I really thought i was not getting out of this alive. I thought he was coming for me. Reporter a round from the ar15 tore through his ankle, and he was losing a lot of blood. The first door i went to was jammed. There was, sadly, another girl who passed away on the other side. I could not get it open. Reporter somehow, he managed to run down three flights of stairs on the badly wounded ankle and make his way outside. Thats when i saw jeff, the police officer. Nicest guy ever. I heard a round of probably another five or six shots. Reporter off Duty Police Officer jeff was working on the ball fields. He ran toward the danger and found kyle. He grabbed me. He was like, okay, were getting out of here. Reporter kyle says he wants to be a paramedic. They teach paramedics to stay calm. I knew i had to be calm. I couldnt freak out. Reporter he gave a complete description of the shooter, what he was wearing, even the type of weapon he was using. He was spot on. Reporter heinrich called in the description, made sure kyle got first aid and called the boys father. Calmed me down. He told me, you know, your son has been shot. Hes at school, but hes okay. Reporter the lamond family has nothing but praise for all of the First Responders who helped kyle and everyone else that day. And they mourn for those who were killed, knowing just how lucky they are to be together. You have to be grateful youre alive. Thats whats boosting me up every single day. Youre alive. Youre alive. Youre alive. Reporter as happens in situations like this, in a crisis, people bond, and thats exactly what happened with Sergeant Heinrich and young kyle. The sergeant visited repeatedly in the hospital and was there when he came home. They may have what appears to be a lifelong friendship. The one thing you need to recognize though is kyle has a long road back. Hes home. The family is celebrating, the whole neighborhood and school is celebrating, but they say itll be at least a month before they think he can even put some weight on his leg. Then, of course, the long road of therapy to get back. Hes a kid who likes to be outside and among the things he likes to do is ride a dirt bike. Theyre hoping, eventually, that goal will be underway and hell be back doing what he likes to do. No kidding, kerry. Very cool he wants to be a paramedic. I mean, thats kind of a great moment there.
