And First Lady Melania Trump heading for Corpus Christi, texas, where harvey first made landfall on friday. We have our team of nbc correspondents on the ground taking all the latest developments from texas. In Corpus Christi waiting for the president s arrival, were also in houston where rescues are happening now and at the Convention Center where thousands of people are looking to find some shelter. I want to start with garrett haake. We know a couple stops for President Trump and the Vice President has been working and some radio stations giving a message. I had a conversation with one source who said, yeah, were doing radio because thats how we think people who have no power are going to be able to hear the administrations message. Thats right, hallie. Still about 65,000 people in the two counties surrounding Corpus Christi who dont have power back yet this morning. We are expecting the president on the ground in about two and a half hours. He will see a city starting to come back on line. City hall has reopened and theyre pushing back the start of school and the port here in Corpus Christi which is such a big part of the economy here. When the president gets here, he will go downtown and hell get a briefing from local officials and im told by white house official that hell also meet with some of the First Responders who have been working essentially around the clock here over the last couple of days. Hell be on the ground for a few hours here in Corpus Christi. No word yet from the white house if he plans to tour any of the neighborhoods that may have been harder hit by this down here in corpus. But then hell be traveling from corpus back to the airport here. Hell get on the plane, again. And head to austin, the capital, where hell meet with Governor Abbott and officials from the federal government. Thats where theyre coordinating the response from this effort. All told be on the ground here in texas for a few hours and the white house has been teasing that he may be back later in the week and we heard some of the white houses response to all of this and a little bit of a preview of the president from the Vice President on local radio here this morning. I think we have that sound for you, hallie. Take a listen. The president and i have been deeply moved by the suffering thats taken place. But weve been some spired by the way the people of Southeast Texas have come alongside their neighbors. The way state and local officials have responded. The way our First Responders from the coast guard to your National Guard to local public fire and safety have put themselves literally in harms way to save lives. And if i have one message to all of your listeners on behalf of the president and the entire federal government is the people of texas should know we are with you. And, hallie, that has been consistent all along and the federal response saying they will do what is necessary to help the people of texas. This president is such a visual and tactile learner. The president being down here on the ground meeting with some of these folks and seeing the damage for himself could sort of solidify that view in the president s mind of just how bad this disaster was along the texas coast. What people there are really having to deal with. Garrett haake in corpt crius ch. Thousands of people have gone. These shelters at this point, jacob, seem to be, if not overflowing now, then getting to that point soon. What have you been seeing . What are the folks saying youre talking to. Organized chaos. This is where they check people that come in. They come in bursts and then it stops a little bit and then they come. They check them to make sure they have no weapons and then theyre brought over here. This is where theyre handed towels and things. You showed up to volunteer. Whats going on am. So, as they come in the door, they get padded down and were just making sure they get some towels to dry off and stay warm. Some socks. Thank you very much for your time. Sure. They come over here after that and they sign in over here. They have everybody sign in and then after that, theyre able to go to one of these odd tauditor. This is one of the main ones. And you will see there are thousands of people and they have been serving breakfast all morning, which is great. A hot meal for those folks and they also have in there diapers and a lot of other supplies. They say that they exceeded capacity. In fact, by almost double because they initially, they just had 5,000 cots. And they got almost 10,000 people. So, a lot of people slept on the floor. They do need cots and blankets and they say they think that theyll need towels. People can donate those. That would be great. Otherwise, they have plenty of food and water and a pharmacy and doctors and a makeshift emergency room. They think, they say that theyre able to handle this right now, even though theyre at near double capacity. I want to show you one sound bite with somebody that we talked to who is here but half of her family is still in the attic in her flooded house. The water was already getting into our house. It looked like a lake, basically. We were living on a lake. The cars were already flooded in. It was bad. It was really bad. Tell me about your family. Well, right now theyre stuck in the attic. Theres no way to get out because the water is so bad outside. Theres no way they cant walk. They try to swim. Theres snakes in the water. Theres been alligators, spiders. So, they feel like the best thing is to wait and see what happens. Theyve been waiting. Whenever they came to get me on the helicopter with the kids, they said they were going to come back, but they never did. So when they came, describe how they came how that worked. Well, we heard the helicopter. So we ran outside and i had the bags packed and ready for the kids and i had all the kids right there with me already. And there was a man that came. And he and all i had seen was just like a basket coming down from the helicopter. And it was just a basket attached to the helicopter. And they put me in and they put all the kids in with me. And i wasnt able to bring anything. So, i didnt have anything for them at all. And then they started lifting me up and then i was kind of swinging in the air for a while probably, for like a couple minutes and then they finally reeled me in. It was the scariest thing in my life. It was horrible. Since then we were able to help the family get with a doctor to make sure that the little boy who had some heart issues. He might need some medicine. Theyre going to help him out. That story times thousands opeverybody has their own story. Its a lifethreatening situation and, you know, losing everything they have situation for just about everybody here. Hallie. Heres the thing, jacob who is live at the Convention Center. Thank you. You may see more people end up in this situation because one of the dams in the area has begun to overflow or get close to overflowing. Meteorologist bill karins has been following this very, very closely as it gets ready to maybe make a second landfall tonight. Thats the expectation. Walk us through what is happening with this dam situation because that is significant. Theyre stressed. Stressed beyond what even people who built them thought it would be like. The nonstop rain over the last couple days has dropped four feet of rain in some areas, three feet just about everywhere. They have all these bayous and the bayous is how they figured out when they built up around houston the 2 plus Million People thats how they would get the water through without flooding all the homes. They put these two big reservoirs in the 1930s. Those are meant to hold the water to prevent the city of houston from any catastrophic floods like they did in the 1920s. Those are the ones that they use to this day. Both are completely full at this point. Reached the top of the emergency spillway. This kind of line you see in here, that is the top of the spillway. To the north portion, thats where the water is leaking out. This is where all the water goes from the reservoirs as it moves from west to east. The water will go down through this residential area and they dont know where it will go exactly because it never happened before. Eventually work its way back in here. We will have this new river in here meeting up with the Buffalo Bayou and the fear with any time you talk about these spillways, especially if theyre spillways that we can get some kind of erosion and the structure could get weakened. I have not heard of that from any sources. The only thing i heard is that they are solid and sound. Steadily going up. Remember about 36 hours ago they opened up theigat gates to try empty it. Its at the top of the spillway. The other concerns. Major rivers in the area. The river that runs southwest of the city is the one they did all the evacuations for yesterday. Theyre still trying to evacuate people because they dont want to try to rescue people. The river will rise five to eight more feet in addition to where it is now. The record crest previously was 54 feet. Were going up to 59 feet. Five feet on top of the highest that anyone has ever seen it or recorded it and water is already in homes. So, add another five to eight feet and then you get water in the second stories of homes and thats when they get worried about people trying to remain in their homes and not getting to the shelters. As far as the forecast goes, 24 more hours of this and then talk about the water cresting. Not a lot more rain left. Some computers are hinting at the possibility, this is the official forecast. The National Weather service. Five to ten inches and some are hinting that we may get done with the rainfall in houston a little sooner than that. Noon today, 1 00, 2 00, 3 00, 4 00, 5 00, slowly but painfully the rain begins s to end by th evening. Beaumont, torrential rain now and your river is going to go two feet higher than your alltime record crest and youll have devastation of your own to deal with. That is in the days ahead. One of our other shortterm models and this one is not as optimistic with the rain ending over houston. Thats 2 00, 3 00, 4 00, 5 00, 6 00, some rain and back side as we head towards about 9 00 to 10 00 p. M. Rainfall amounts it looks like beaumont, if you have to go, where is more destruction and devastation going to occur. And then we have to watch out this area here between louisiana and beaumont the port arthur area. Possibility of another 20 inches. How cruel is that . They already had 20 to 30 inches. We are back now with continuing coverage of what is happening down in texas with hurricane harvey. I want to bring in philip mena who was at the Convention Center we just showed you. These are going to be the focus for a while in what is clearly going to be a very long recovery effort. Philip, i know youre speaking with somebody who was rescued and got hurt. What happened . Walk us through it. I want you to meet adrian. He has an incredible story. He survived fire and flooding to be here to be rescued. Adrian adrian, just take me through. Start with the fire, that was first, right . I was asleep. My fatherinlaw came to my wifes room and knocking on the door saying, wake up. Take everything upstairs. So, we did. We took the animals, it started to flood. Took the animals, clothes, tvs, everything that was usable for us. We took it upstairs. My fatherinlaw went downstairs and he smelled the gas and it was the boiler. And i guess it was leaking and the garage was flooding, too. So, when the garage was flooding and the boiler it was leaker it caught on fire. It made a flame around the garage. You saw the flame . Yeah, it blew out the garage door. When it blew it out, we all ran out and we left the doors open for the animals to come out because we let the animals upstairs. Only one made it out. But, it hurts. But we cant do nothing about it. You know what im saying. Go ahead. We left the doors oepen for the animals so they could come out. But our clothes burned, our shoes. Our cars are flooded. I just got a car. And i didnt even have time on my car and it already flooded. I didnt have time to use my car. All our clothes, food, we just spent 200 on food and everything is gone. So, this is, this all happened in one night. You went to bed saturday night and you knew it was going to rain and a storm coming. Yes, sir. Did you make any preparations for it . How bad did you think it was going to be . I didnt think it was going to be that bad. To be honest. In my opinion, i didnt think it would be like this. Flooding and i thought it was going to flood a little bit, but not like to my chest or to my neck. Because i had to go back and help people get their kids and the water would get me to my neck. Thats when you came back. Saturday night you go to sleep and you wake up and within 24 hours your house, you said, blew up. When it blew up, we went to our neighbors house and his house wasnt flooded yet. But in like an hour, his whole house started to flood. He had his grandma, his wife, his kids and we had to get out of there, too. His grandma couldnt walk. Baby kids like two or three years old. And we had to carry them, too. We had to help them. Six people in this house that had to rush out in the flood waters and you see the rest of your neighborhood is under water. Yes, sir. Everybody from that neighborhood that their house got flooded, they left all that neighborhood. Everybody left. And you guys all just started swimming in. Yeah, we all started swimming in the crowd, in the group. We all went to the same place. We were all working together. We were all like, you know, were basically like a team. Were all trying to survive together. Trying to help each other out. I want you taso see his foot real quick. He hurt his foot trying to help other people out. Youre getting the help you need here . Yes, sir. Thank you for your story. Appreciate it. One of the many stories youre seeing here. Fire and flood. Hallie, these are the types of stories were seeing here. Not just from adrian, but from people all across the area. Here to talk about is jonathan spokesperson from the American Red Cross. Thank you for being with us in what is another incredibly busy day for you guys. We understand that shelters are overcapacity. You just saw a look at the Convention Center there. What plans do you have to try to open more in the area . Well, i can tell you that we had over 17,000 people that sought shelters in 45 shelters last night across texas. Right now we have a massive mobilization for the volunteers. Those affected by the storms in houston and shelters on stand by in other areas across texas. As soon as its safe, there will be people who will be transporting them here in san ant antonio where i am. Currently 900 people in shelters and we expect that number to rise dramatically over the coming hours and days. You said when its safe. Who deems it safe for people to move to other shelt snrz. Our First Priority is not only the safety of our volunteers and staff, but also the safety of those who are going to be leaving those current situations in houston. Were working with federal, state and local officials on the ground. When those First Responders and Emergency Responders tell us, our volunteers will help in that process and provide us that comfort and shelter here in san antonio, austin or other parts of texas. Anything you have seen that makes this particular crisis different or that has surprised you as you guys have helped the response to this . Just the sheer size of the scope of it. The area that is under water right now is about the size from new york to boston. From my perspective i have deployed the red cross for disasters across the country and ive never seen a mobilization like this. Just the sheer magnitude of supplies and resources. We have 80 tractor trailers of supplies that have come into this area. Enough to shelter 34,000 people. With another amount of supplies to sell 18,000 more. So, just a massive mobilization. I can tell you just from the volunteers im seeing around me, theyre passionate and theyre eager to help. Thats why they came here to texas to help and theyre invested in this. Just from being in the shelter, theyre resilient, but theyre tired. Theyre shell shocked. Thats from our perspective why we can give them a shoelder to try on and take a deep breath because many of them need to. Can you share the kind of donations that the red cross has been seeing financially . What more do you need . I dont have any specifics. But the outpouring of support has been amazing, not only like yourself and organizations but from my facebook and twitter and family and friends who are reaching out and saying theyre making contributions and telethons across the country and thats going to be put to good use here on the ground. Dramatic to watch the water rise during nightly news and receded, again. This is the yoyo effect or rubberbound effect that we have been seeing all over the city. A drainage system and the water does drain. When it is coming down as fast as it comes down, it simply cant keep up. What we saw yesterday was a result to some extent of the release of water. It was done intentionally to take some pressure off the dams. They released water from the s reservo reservoir. But the effect of raising water here along this Buffalo Bayou and also in some neighborhoods. We went to one neighborhood where a woman said that they release it and suddenly the water was up to our chest. The whole neighborhood is being evacuated by kind of an ad hoc boat lift as a result of that. Lester, one of the things were watching is the president s visit to Corpus Christi, he is being very cautious not to disrupt the recovery effort down there. Have you talked to any folks about the president s visit and how they think lawmakers are doing at this point . Do they feel like theyre getting enough help . I know there has been some discussion about the president s trip and where rhe might go. Between here and Corpus Christi a lot of towns dealing with flooding and talking damage of taking a hit from hurricane harvey. I know there was concern about whether he would come to houston because it is so difficult to get around. Many roads are blocked here by floods. So, we dont know if for certain whether hell come here or not. But i think people recognize theyre going to need a lot of help and theyre going to need help from the federal government. We see these dramatic images of people being hauled out by helicopter and boats, but, you know, their journey is only just begun in many ways, hallie. What happens now . Many in shelters and their lives have been turned upside down. Listen the media will leave in the next few days and people still dealing with the recovery. One of the Amazing Things of watching the coverage and been involved in it it watching neighbors helping neighbors. People jumping in to help others out not because the government tells them to but because they want to. Yeah, ive got to give a big pat on the back to people in texas. Listen, i covered natural disasters all over the world and people tend to rise to the occasion and help each other. But there is some sort of a spirit of selfreliance here that has been plainly obvious. Yesterday we go to this neighborhood and there was an organization of boats coming out, trucks meeting them, people putting them in pickup trucks and taking them to a place where they can be evacuated to shelters. I see a woman wearing a bright Yellow Jacket and i said, what agency are you with . She said, im not with an agency, im a nurse from san antonio. I heard what was going on and packed up my sons in the car and were doing this. It was an incredible operation. Youre seeing a lot of that. A spirit of selfreliance and a recognition that the Emergency Services can only do so much and at some point you have to do for yourself. Lester holt, we will see you tonight on nbc nightly news. It is possible that the president will speak and make informal remarks and additional stops that get added to the president s schedule as the day goes on. The white house says the president wants to be very cautious about making sure any activity does not disrupt the ongoing recovery efforts. He is expected to greet the governor when he arrives and then be joined by cruz and cornyn in texas. By the way, he definitively will make another visit to the area on saturday. Tbd if that includes a stop in louisiana, as well. Any minute we expect to get an update from houstons mayor with houston bracing for another round of pounding rain. Well bring it to you live as we keep an eye on the rescues happening now in the region. We want to get to some other news of the morning. President trump saying all options are on the table when it comes to north korea. Fired a missile through japanese air space. It went off just before 6 00 a. M. Local time. Seoul says it flew about 1,700 miles with japans Prime Minister calling it a significant threat. He and President Trump have already spoken on the phone. Nbcs hans nichols is at the pentagon monitoring this. Hans, a Significant International issue for donald trump. One that has not gone away. And likely will not go away. Thats why hes taking it, or at least his aides are taking it to the security council. Demanding an emergency meeting this afternoon. We have just heard from nikki haley. She sounds more bellicose than they do here at the pentagon where they are str of action, diplomacy is still the first action. Heres what nikki haley said moments ago. Something has to happen. Enough is enough. Heres the latest on the actual launch. The pentagon officials are saying this was not an intercontinental ballistic missile. This was likely an intermediate range missile. That isnt as provocative. The fact that they lofted it up over japan is provocative. We can expect some sort of response from the allies that japan, the republic of korea and the u. S. They dont want to telegraph that response. But in the past theyve flown b1 bombers up to the border. Expect Something Like that very shortly. Hallie. Hans, i want to get you on the other big news of the day. What the military is doing in response to what we see in texas. National guard holding a briefing at the pentagon in 45 minutes and this situation is moving so quickly. What the National Guard is saying theyre going to give us a list of all the assets they have deployed that are available. The line from the pentagon across all services over the past 24 hours is we will make Assets Available immediately after they are requested. Has to go up through a chain of command and fema has to request it and then go up to the white house and then get tasked back down. They have a lot of assets here and theyre willing and ready and able to help with recovery rescue operations. Whatever is needed. Hallie . Thank much. Were trying alking about t folks escaping the flood waters and many are ending up in dallas. 5,000 people will fill up this Convention Center which is basically a mega shelter. The city is ready for a lot more people than that. Mariano is there keeping an eye on what is happening. So much of the focus on houston but when you look at other places like dallas and san an n anton antonio, texas is preparing for a long recovery, and that means moving people out of the storm zone and into places like dallas. Thats right, hallie. Relatively calm here this morning, but authorities tell us it is the calm before the storm. 6,000 beds have been made available in the city and as you mentioned, 5,000 of those beds are already set up at the kay ba bailey Convention Center behind me that has been turn under to a mega shelter. People will be driven in here, bussed in here and offered food and shelter and medical and Mental Health assistance if needed. Walmart has set up a pharmacy inside. Electrical outlets and even schooling for the children. And these people, you have to imagine, theyre coming here in the worst possible circumstances. And watching these horrific events unfold back home. I want to play a sound for you. One of the evacuees made it into irvi irving, texas, last night. Lets listen. You look exhausted. I am. Whats your mental state right now . Stressed. Thats about all. You look blank almost. Well, i mean, here i am in a city where i dont know anyone and i have no money, i have no car and i have the clothes im wearing and my dog. Devastating to hear, hallie. Authorities tell us they expect many of the people coming here will be coming in that meantal and physical state that we just heard. One of the unpredictable thing about dallas and many other cities is they dont really know how many evacuees they will get because the highway from houston to dallas and many other cities is still flooded. So, its still sort of up in the air. Theyll get anywhere from 500 to 5,000 but they tell us they are prepared for everything. Hallie . Mariana in dallas. Disturbing to listen to. People struggling to people figuring out what to do next. Mayor Mike Rawlings is on the phone with us. Your city is about to become another center of focus here. Are you ready for more of these evacuees coming in from houston . Is the city prepared enough . Well, were sure trying to be. Weve been working for the last three days solid to make sure that weve got a welcoming community. We have beds. Weve got medical facilities, weve got food and we got places where people can plug in their electric devices. Schools for the kids. Who knows whats going to happen in the next couple days, but weve bib working hard to be prepared. How long are you ready to be keeping these evacuees in place . Everybody is talking about what a longterm recovery this could be. Days, weeks, maybe months for these folks. Are you ready ady to keep shelt open that long . We are. We are planning it to be a long haul. Were starting to work on alternative housing for folks. We had some learning about this from katrina. We had 28,000 people come and many of those people ended up staying in our community through housing. And, so, we dont know exactly whats going to be thrown our way. But were going to make sure that we have all the options covered. And how difficult has it been . When you talk about transportation and getting people out of houston, out of these affected areas into dallas. What have you seen when it comes to the actual, physical movement of people . Well, the state has 250 buses ready to move when those roads open up. Right now those military planes have been landed. We had four in last night. We were able to house those people into a rec center immediately. Richard you saw on your show and other folks went to that place. Ft. Worth has opened up three other centers, as well. We are back looking live at the scene in richmond, texas. You can see on the right side of your screen there, just drop that radar map. It is in houston from kprc. A rescue right now. This is exactly what we have talking about. The flood waters still affecting so many people and so many neighborhoods and these rescues are going on four days after the storm first made landfall. It looks like those folks getting out of that rescue boat. They are walking across to, essentially, Higher Ground at this point. Again, coming to us live from kprc. As its all up folding today. The storm hit late friday. This is what rescuers, what people by boat, people by chopper are having to deal with. You see that boat turning right back around, presumably, potentially, going to find more folks that need some help. We will keep our eye on this and all the other live pictures coming in from across the state. Including one in victoria, texas. That is where you find kerry sanders. Overflowing creek in victoria. Kerry, you are on day four, day five in victoria at this point. You have seen this whole thing unfold. Yeah, thats the guadeloupe river you are looking at there. This is a slow motion flood that is taking place. Now, you would think as the slow motion flood is happening the water coming down, it is going to be a record flood. Im up on the second floor in an apartment complex and you think the folks here are high and dry but yesterday in the driving rain, we met a young woman here, kelly decker. Kelly was out in the rain. You were soaking wet. Waiting in line for some food. And, well, weve come to your apartment here. So, why dont you take us in and show us what happened to your apartment. Youre covering your mouth because it stinks in here. This is your home. We also have black mold in here and myself, im allergic to the mold. I think everybody is worried about that. Were not going to go too deep here. Stop for a moment and turn around and tell me where were you during the hurricane and we see that your roof has collapsed. Well, the hurricane first came through my husband and i were actually right here in the living room. We had our windows taped up, boarded up. You thought youd be safe. Yes, sir. And then it started to leak underneath the door from all the rain coming through. So, we moved to our bathroom. To our bathtub. And then it got too dangerous in there for us because the wall started to move and we were scared there. So, from there, we came in here to right here to our hallway. And then after that, we moved in to our bedroom because it was cooler in there. Lets take it forward now. Obviously, you cant stay here. No, sir. We found you standing out there in the rain, basically shivering looking for some food. How is it that you even found a place to stay . Well, i was actually out on the streets looking for a place to charge my phone to where i could contact my motherinlaw in fayetteville, north carolina. And contact my mom who is in a nursing home in texas and my son and my aunt in taylor. So, youre trying to get your phone charged and what happens . This young woman walks up to me and says, hey, i have a friend. She has power over at crossroads. We can go over there and see if we can charge your phone. Good. So, it eventually leads to a place for you to sleep. But, as we move forward now. Tonight you have one more night and after that what are you and your husband going to do . I have no idea. We dont have any money to afford us to get a hotel room. Well, even if there is a hotel room to get. Even that. Probably see if a church might help us or something. So, at this point, you are one day away from being homeless and i should point out, as we stand here and we look up at the open roof, certainly you cant stay here. No, sir. And you were not alone. Kelleye, you represent so many people in this community who are anxious about the next 24 hours of their life. Im basically wanting to get word out to where people like me, like several of my neighbors here, are in the same condition. I got to ask you. You seem like youre Still Holding it together. Are you doing that . Well, ill admit, few months ago i basically was homeless. I had no place to go. I had no where to be. I was out on the streets. So, you had built your life. We see you have an apartment here. A bicycle in the background. You had a roof over your head. Yes, sir. You were working. I know your husband has been unemployed and recently, as of today, at least has day labor. Yes, sir. Hes out actually picking up tree limbs and getting paid for that. And hes working with a gentleman named daniel here in town who has a tree service. So, we know there will be a little bit of money coming in and we know you guys have some desperate times here. I just really think its important to point out that kelleyes story as i noted is the same story over and over and over again. While shelters have been open. Some of the shelters here have closed. The community does have an attempt to help sort of longterm situations like kelleyes. Churches are reaching out. Its the connection that is the hard part. We do know there is a church in town that were going to try to connect you with to see whether they could help you out. We hope that they might be able to join us. Theyre not here right now. At the end of the day, there are no promises. Just through one person we learned what desperate measures, desperate hours of life have become. That perspective on the ground as you point out again and again all across texas. Kerry sanders, thank you very much for that. Any minute now we are expecting an update from houstons mayor. He is going to be taking that podium similar to what you saw yesterday on this broadcast to let us know exactly what is happening with rescues, with flooding on the ground. And while we wait for that to happen, i want to go to my colleague Gabe Gutierrez who is joining us live now. Like kerry sanders, you have been on the ground since this storm started and tell me where you are and who youre with. Hey, hallie, were looking at wide pictures of evacuees in the northwest part of houston being taken out of an army National Guard vehicle. The desperate situation over here. This is actually just north of the reservoir that is overtopping. Just on the north side. So, some of these residents are concerned. Hi, maam, are you doing okay . How high did the water get, maam . Ten inches. Ten inches. It was ten inches. Still coming in the front and in the back. You doing okay . Im doing all right. You glad to get out . Im happy. Glad to be alive. Thank you very much. This is a developing situation as you see this right a little you see how much water is here, were not going to walk all the way in, but this if we can walk lets go over here. Attucks reservoir is overtopping, and there you see coast guard, helicopter coming up hipd me. Air rescues have been going on over and over again through the morning. The concern is from residents on the south side of the reservoir, how exactly this will affect tens of thousands of people and neighborhoods along buffalo bay bayou. Were on the north side. This isnt a concern so much here but theres still plenty of water and Flood Control Officials Say there is no precedent for this. The question is how if the water overflows that reservoir, then what happens . And we really dont know the answer to that right now. Lets walk a little bit over here. If we can come around where evacuees are being lined up, where we were a few minutes ago, you might get a clearer picture of where these residents are being pulled from. Now, this is a parking lot and the people standing around here, hallie, they are mostly just observers, many of them arent residents and highway 6, which is right here has been blocked off. Its really hard to get around this area. Im standing in a few inches of water so its safe. Theres a sharp dropoff over here. You see members of the National Guard of course the governor has activated all 12,000 members of the National Guard here in texas. And in the distance, you can see another boat rescue happening. Lets walk over here and see if we can get a clearer picture. I think we were standing over here next to this bank sign. We were able to stand here safely. Ill wait for you right here. And look around here, if we stay, we can see again, these are members of the National Guard that are waiting for the boat rescues that have been happening over the past few minutes. Just spoke with one of them and said theyve been doins this since 7 30 this morning. Theres no telling how many people are trapped inside their homes in that neighborhood. I dont know if you can zoom in way in the distance and see past that tree, thats where theyve been coming out over the last couple of hours or so. Hallie, this is a very desperate situation for many of the residents here in houston. Again, were on the Northwest Side north of i10 near the reservoir on the north side. And the concern is on the south side of the reservoir, what is going to happen with those neighborhoods along buffalo bay yu. This is an unfolding disaster here. Back to you. Its an unbelievable per spektdi inspective on the ground. Those folks you talked to in the beginning, that woman who was with her pets, walking out with her family. Saying the water is still flowing into her home. That seems to be the big issue, given that were seeing for example that dam, that reservoir breaching its banks overflowing putting more people at risk. Yeah, thats exactly right, hallie. Im going to try to walk around here but im very careful to figure out where i can step. We see those evacuees right there. The woman we spoke with, she had 1 10 inches in her home and another neighborhood we were just at we had spoken with several residents debating whether or not to leave. That neighborhood was under a voluntary evacuation. Many of them say this has never happened before. They say this is an area that has never flooded, at least in their memory. And were as we talk to these folks and well try to do it a little bit more if we can walk back that way. We see National Guard vehicle backing up to load in more of these trapped residents. We should see that unfolding in the next minute or so as they get back to dry land or not really dry land but at least someplace where they can actually walk. So yes, this is many of these neighborhoods, were talking this is heavily populated area of houston, just around katy, the i10 area just outside the 610 loop, and highway 6, major artery in this part of town shut down right now. You cant see how much water is here. They expect this to grow. They expect this to get worse and worse as these rivers keep rising and again, the concern is for the attucks reservoir, what it does to the south side as well even though well start to see some of that water spilling over the north side as well. Its a lot of Unanswered Questions right now. We dont know how many people are missing and how many people exactly have been evacuated although the city of houston says its Police Department evacuated more than three has evacuated more than 3,000 people so far. Of course we know more than 9,000 people are over at the convention at the Convention Center in downtown. So lets see if we can walk over here. Is that all right . Yeah, were going to stick with you for a couple of minutes. Reporter sure. So let me show you how we got in here. If we can walk see those flashing lights, thats highway 6. And theres a barricade right there. We were initially trying to get a neighborhood that we were told that was not under water yesterday but some of these residents had said, look, it wasnt under water yesterday but it quickly water came up so quickly today they really didnt know what to do. Again, these are onlookers here, some people from around the these neighborhoods trying to figure out whats going on. And if you can look, aaron, lets look down there. You with see that authorities are directing traffic over there. Sorry, hallie, theres so much going on, trying to look around. If we turn back the other way, aaron, you can see those people rescued on the boats. We can see they are being pulled in to the parking lot over here so lets see if we can go back that way. Ive got to tell you, you and aaron doing trujing work. Aaron sasman and hes great and were trying to not step where we shouldnt. We want you to be careful. Explain where the people getting rescued as we take a look at these are people richmond on the left im being told and your shot own the right. Lets great. Lets walk over here. Some of these pets being evacuated and what appears to be a homeowner. Im going to speak with these folks if they are willing. Hold on one second these are people who have literally been pushing their pets over the flood waters, more boats too. Hi, sir, how are you. Im Gabe Gutierrez with msnbc. Hope youre doing okay, thank you very much. Hallie, theres sefrlg people coming over here, this is a very difficult time for some of these residents coming over. Were on live television. Trying to tell their stories and as you saw the woman we spoke with earlier, she just seemed grateful that these members of the National Guard were here to get them out. To answer your question, who are these folks . This is a neighborhood i dont believe they are being taken from rooftops in this neighborhood. This is a situation where they may have maybe a foot or two of water in there. If we see that man on the okay ak tryi kayak trying to go in. Trying to get personal belongings or may know someone back there and try to reach them. These are folks that may have a few inches of water in their homes and maybe a foot or two. And they are really trying to get out before it gets any worse. There are some other parts of the area where the water is reaching roof tops and that is really a desperate situation. We did see a coast guard helicopter a few minutes ago. Gabe, this boat coming in here this boat just pulled into the National Guard vehicle doesnt look like an official rescue vehicle, right . You know, its hard to tell from where im standing. If i can look on the side of it. I do know the National Guard is assisting with that. There have been lots of private boats here, hallie, as you know, coming and volunteers, houstonians helping each other and taking each other to safety. But some of these, it appears to be a mix of government vehicles, private vehicles and National Guard is certainly here with these high water vehicles helping people to safety. We now see a long line of people coming out of here and overnight in the northeast part of town, that was near the beltway 8 and t tidwell, it was incredible to see Good Samaritans bringing in their private boats and helping each other. Its a sight to see how this city has come together. The fourth largest city to help each other and the National Guard has been has been a part of it, so has the coast guard and other local agencies, it really is amazing. Im trying to get a better look at the side of the boats but they appear to be go ahead, hallie. Youre right, there is a line of people they are coming from somewhere in these boats and im curious what they have with them. One, two, three, four boats packed with people. Looks like an entire family will. There. You can see two little kids sitting with their parents in floaties, wearing rubber floaties like in a pool. Reporter we see that over and over again, even children using anything they can to stay afloat. For many of these families its a desperate situation theyve never been in before. And you know, you dont realize how serious this can get in you see that water creeping on your house and realize you cant get out. We were traveling around here in an suv and being very judicious of where we drove, but some of these neighborhoods were telling us that they didnt really have much water, even this morning and then in the past few hours water has been rising so were looking live at that family being loaded off. Well wait until they get brought over here before i go up and speak to them. You see that little girl were going to keep your picture up
