How do you see this day playing out . Reporter in terms of the messaging to russia, a lot of tough talk over the weekend from secretary of state Rex Tillerson and u. N. Ambassador nikki haley effectively saying to russia, youre with us or against us and blaming them for not following through with trying to make sure that syria got rid of all of its check ca chemical weapons. Especially the secretary of state to press his russian counter part on this point. Hes tre in Moscow Holding talks and potentially a having a meeting with lawsuvladimir puti. You have nikki haycy saying its time for assad to go. But a very different message from the secretary of state who effect lively said the focus right now is trying to defeat isis. Well deal with assad later. Ultimately its going to have to happen through a political process. So the question for sean spicer today, for President Trump, what is the policy when it comes to aside. What are the next steps no syria. One more point thats important, the administration seemed to stress over and over again that they are open topo tenlly taking more action. Of course last week we had the air strikes if it is deemed necessary. Theres a lot on the plate here at the white house as the president begins another busy week. Kristen welker there. And we have plenty to discuss today. Youre one of a handful of lawmakers who outright oppose the fact all together, not oppose the fact that the president didnt come to congress fist. But just against it. What kind of evidence would you need to see from the white house to get you on board for future strikes or military action . Lets discuss the inhumanity of a strike inside syria tha is going to add to the chaos and carnage. It will have a response from assad and the russians, the iranians, the civil war will get more deadly. Think of the i humanity of launching the strike amidst a policy from the United States that locks these syrian children inside the country. Until were serious about helping to take refugees and move home places of safety, these u. S. Strikes make life more miserable for people inside. And as you mentioned, there is absolutely no coherence to the broader approach from the administration to syria. You know, in weekend it just was terribly unclear whether we have a policy of removing assad or whether were going to let the Syrian People decide. Is isis our number one priority or the regime. So with the strike, which is going to make the battle space more chaotic which wont tip the balance one way or the other makes very little sense other than scratching an itch for a president who saw some images on tv which were horrific and wanted to feel better about that. So i posed the question to you that i would pose to the president , which is what should the u. S. Do next in syria, given the situation on the ground and given what you describe as the humanitarian crisis happening with the kids. What do we do many. I would step back from this assumption that there is a u. S. Solution to what is happening in syria. We have made the situation much worse over the last three years. Weve given just enough support to the rebels to keep the fight going but not enough to win. Weve extended the war and the dystopian existence for the Syrian People. My focus would be on being part of the political solution, on dramatically providing more aid and get out of the business of sendi sending military support. Keep your focus on isis. Isis is the enemy here. Thats if number one priority. How do you get bashar assad out of power through the political policies that hasnt been zefl l successful over the last four years. I know many of my colleagues, they want u. S. Policy to be removing assad from power. I would certainly prefer to have a future syria without assad. I dont know whether that is possible. And in the short run a ceasefire where the bloodshed stops and assad is seen as a transitional figure to the government might be the best solution for the Syrian People. Given what he said that sounds horrific but right now the focus has to be on stopping the carnage. How do you negotiate with somebody like Bashar Al Assad. We dont. We are not going to be the ones to negotiate with him. It is important that the Trump Administration has taken a harder line on russia. This is a 180degree reversal from their rhetoric in the first month and thats positive. Youre never going to get a settlement inside syria unless you play hard ball with the russians. Were doing that. This is not something that is going to be negotiated by the United States. Its going to be negotiated by someone with a much closer relationship with syria. Snik ki haley said this weekend we need to get iran out of syria. We need to be honest thats not going to happen. Ctics would listen to your argument and say listen, this is what the Obama Administration tried to do and it didnt work. You need to do something to help people in syria right now. So i come back to the question, is that enough . Is working with the International Community on a political process enough in you saw, im sure the process in the the New York Times citing former Obama Administration aid saying this is the worst part of his legacy that Nothing Happened in syria. If you continue on with this International Diplomacy front, what changes . I would argue that the Obama Administration played an inbetween game that ended up being the worst of both worlds for the syria people. They didnt put in enough force to change the balance of power but they gave just enough support to the rebels to keep the fight going. I would argue in syria restraight would have been the better policy, for us to focus on humanitarian help. That would have brought it to an end criquicker. You either have to be all in or out. And trump is risking make the same mistake. Hes suggesting that the u. S. Is going to use little itty bits of military power. He has to make the decision, are we all in or all out. The American People will not support us being all in. Do you think thats something we would pursue given what he talked about on the campaign trail . The constitution demands that he make a choice. I think if he asking the American People for a declaration of war against Bashar Al Assad, he wouldnt get it. The American People dont really like putting big military assets into the middle east postiraq war. But the cans tuontusion command the addition cushion take place. Its not just up to him, its up to the congress and the American People. Thank you for being with us. I want to go to the panel thats with me here. When i talk to senator murphy, im reminded of what senator gardner said. I want to play this and then well talk about it on the other side. There should be a wellthought out plan presented from the white house to congress if necessary seeking our approval. We need to have the plan and it needs to be supported by the International Community. So a plan to congress, an International Effort to try to stop Bashar Al Assad. Is that going to happen in your view . Its two separating tracks. One is through the United Nations and thats when you going to going to be with russia. And are they going to come to Congress Asking for use of military force and what would it look like. Many members of congress dont want the president to do that. Senator murphy who wants to restrict the engagements will push back and they wont get anything out and if they do, it will limit his toolbox. And even if they debate it, whats it going to look like. If the last years were talking about the amufs, theyre focused on al qaeda. This is very different you talk about the administrations policy. We heard Different Things from different advisers over the weekend. Listen. Theres not any sort of option where a political solution is going to happen with assad at the head of the regime. Were asking and calling on Bashar Al Assad to cease the use of the weapons. Other than that there is no change to our military posture. The president will make whatever decision he thinks is in the best interest of the American People. Its our job to provide him with options based on how we see the convict evolve. Okay. Square those for us, can you . Choose your own ad vventure. It would be helpful to know what it is that the administration, the white house waunts nts to d we dont know that in terms of what their policy is on assad and what their strategy is. What if theres another chemical attack this week. Will we have more air strikes . What if theres one in two months, a massive attack thats not about chemical whens but kills a lot of people. Will we see a response from the Trump Administration on that. This leads to a level of confusion that makes it hard to see how theyll possibly go to congress saying this is what we want, when they dont know what they want. Its not clear in Rex Tillerson is speaking for the administration or nikki haley or mcmaster. People like the russians are looking at that. You cant imagine that the Russian Ambassador who will be meeting with nikki haley at the u. N. This week will have the same conversation that the russians who are meeting with Rex Tillerson this week wilbe having. Do we need to hear from him . What do you think he will do and what are you hearing from folks inside the white house . Obligation to the American People depends on how far hes going to go. If hes going to the point of saying were going to engage american troops, theres a big obligation to explain thats where hes headed. If hes planning on stopping here, it would be nice to know what hes thinking. A lot of people are weighing the options. And the spectrum of options is so broad. What are the people in the west wing talking about . The president staff has been talking about the syria attack as a serious effort. Theyre fundraising off of this. Theyre looking to tout, from a military stance immediate success. But what happens next in what happens what do they want to have happen . These are all questions that we dont know the answers to. It was meant to be about better relations between u. S. And russia, ukraine on the table, nato, iran, u. S. Sanctions. Instead whats on the table is sarin gas, dead children and cruise missiles and hanging above the table is the question what next. Russia wants to know what on earth is the United States strategy in syria. The Foreign Ministry spokeswoman saying over the weekend the only thing thats predictable about the u. S. At the moment is their unpredictability in their Foreign Policy. Thats one question the russians want answered. Bill, thank you very much. Lots to talk about here, because you heard bill say there are no plans for a meeting currently between the secretary of state and president putin. Perhaps not surprising particularly after the air strike. But when you look at the relationship between Rex Tillerson and Vladimir Putin in his prior role as a businessman, put this into context. How concerned should folks be about the lack of a meeting. What does it say to us . I think the interesting thing is that the u. S. Doesnt have a Foreign Policy. You have simultaneous foreign policies within the administration. So you have Rex Tillerson who has been saying his own sort of thing on syria and not really going in the ra jeek change direction where others like h. R. Mcmaster has taken a stronger line saying we might be prepared to do more. And nikki haley similarly. So i think that people will say, this is totally incoherent and what is tillerson doing. But coherence in the service of a bad poll isnt isnt go. Coherence is good if theres a good policy in place. Theres a moment of flux. And from me perspective, its good to see theres movement and people in the administration are keeping an open mind to dlircht different approaches. When people say putin doesnt now what to think and its unpredictab unpredictable, thats true but its not necessarily a bad thing. Youre right, the u. S. Is the super power, not the other way around. That framing is important for this meeting this week. I think the u. S. Now has a stronger hand with russia because under obama there was never a real sense that obama would ever do something against the assad gime. Theruld be a lot of rhetoric, assad must go but no policy follow through. And now for the first im in several years theres a sense that maybe the u. S. Will do something in syria. Maybe they will target assad again. Now the russians are pretty much on notice where i think they had the sense under obama they could get away with quite a let, which they did. I think this does change the dynamic and it puts tillerson or Ambassador Haley or whoever else is engaging in the issues in a stronger position. You talk about the Obama Administration and there was a piece out of the the New York Times former obama aides saying yeah, we misstepped. This is not something that history will reflect well on when it comes to president obama. What is your thought on that . The decision to not act was well stand, was a moral stain in terms of our Foreign Policy. And that was a turning point to syrians. Syrians up until then had a hope that maybe the just would do more and stop assad from killing innocent people in and out. But after that the message to assad was you cant kill people with chemical weapons but kill as many as you want with convention tall weapons. Its interesting now that former obama aides are coming out offering the criticism which makes clear that it was a very personal decision that obama made in the summer of 2013 against the counsel of some of his top officials. What e with ef ooh seen now, personal decision it seems being made by President Trump who talked in emotional and stark terms of seeing the images of the youngest victims. This is the question of whether the unpredictability is a strategy or ad hoc how its happening. With obama, he did not go forward with the air strikes. He went forward trying to get congress to authorize the strikes a enthen pulling back from it. He was scared to have the responsibility on his own for something going wrong ther if the conflict in syria became bigger, then it would be obamas war, another obama war. This is now a question of will this be trumps war . We dont know. Depends on what happens there. It raises again this question of what are we doing, whether its just the president looking at photos that were obviously horrible last week or looking at intelligence assessments and defense assessments, building a plan forward from there. How does this play into the facetoface between Rex Tillerson and Sergey Lavrov . Theres multiple different somethings coming out of different parts of the Trump Administration but right now its front and center on Rex Tillerson. Hes the guy in russia. For the last week weve seen much more Rex Tillerson. Hes been a silent partner for so long in the Foreign PolicyNational Security apparatus. But hes the person having to make the split second decisions about how to do this. In a way its an important test and he will set a lot of the dynamic provided the president follows whatever he says when hes in moscow. Its an important test for Rex Tillerson because its such a public, critical role. Hes facing off with love rove, one of the most skilled diplomats out there. Very experienced. A lot of respect for john kerry. Rex tillerson knows the russians well but there is a worthy adversary at a crical time. What will he do and whether will he do it where the president falls in line. A white house staffer tells you that 100 days is the marker and weve got two and a half week to turn everything around. Talk to us about your reporting on whats going on behind the scenes in the west wing when it comes to framing out these 100 days. Reporter theres a lot of concern in the white house on how trump is going to receive coverage. A lot of the top initiatives the have stalled out health care, executive actions in the courts. Theyre trying to rebrand this in the words of his Communications Director. Some of the ople from trumps own staff are unhappy about a meeting last week led by the Communications Director where he talked about a rebranding and the fact that trump doesnt have a Foreign Policy doctrindoctrin. Some of the white house officials were upset about this, saying we ran on america first. Why doesnt your Communications Director understand that. Mike is handing out, according to your reporting, white boards, people were in the hallways writing out what they thought the best successes of the first 100 days had. That did not sit wiell with som staffers. Reporter one said it reminded them of being in fifth grade. The idea was lets have a brainstorming session and come up with what trump has accomplished. Some folks thought why do we need to brainstorm this. Shouldnt we have these lists . Theres a toxic atmosphere were warring factions, concerns at the top level about staff changes. It seems like prumpt doesnt want to change any changes before the 100 day. I know younoknow youve got the record . She was discharged that nervous was leaking out publicly. If people have concerns they should have brought them up to him. But again with donald trump who consumes so much media and television. He wakes up watching with cable, ing to b watching cable. His staph has found a way to communicate with him through the press. This idea of a meeting on friday with steve bannon, Jared Kushner within Reince Priebus, seams like the dust has settled. Theres an effort of that friday get together to say guy, lets knock that off. Theres not a personality tensions here. In fact these gentlemen tend to get along on a human level. They disagree on fundamental issues. Jared kushner was a democrat in new york and bannon is a hard right republican who has a nationalist agenda. Those two dornt agree. Ill see you in a bit. Thank you. I want to bring in someone who knows all about the first 100 days of an administration. Andy carr is joining us. How important is the 100 days really . Its important because everybody said its important. Im not sure its important in and of itself but we have an expectation that the first 100 days will give definition. With regard to the white house, i actually favor a white house climate that allows people to express different views, even strongly and allow the president to benefit by a debate and then make a tough decision. So i do want to white house to function well, which means you need a lot of discipline in it. But you dont want the discipline to be such that people cant have varied views on what should happen. On the scale of discipline to different thinking, if you will, theres a tipping point, right . You cant have too much of you want the different thinking to be expressed with respect. And insight others to respectfully participate. And sometimes i think were not paying amuch attention to the respect that goes along with the different opinion. Do you think there is respect in the west wing as we sort of look back at it here . This is a great view of the white house and the west wing in particular. The west wing has a lower profile than the white house and thats where its supposed to be. I dont like that the profile is now elevated so were paying attention to pally intrigue. But the president should give empowerment to Reince Priebus, the chi of staff saying i want all of these people to be able to express themselves. I dont want them to do it in such a way that theyre under mining the value of the team. Its lined of like a baseball analogy. You want a good shortstop but you dont want him to be the pitcher even though he wants to be the pitcher. Youre playing shortstop. Somebody else is pitching today. Yeah, i like a fastball and hes pitching sliders. Well thats not your call. Youre the shortstop. Is that realistic with the personalities that you have here . Its a realistic expectation of how Reince Priebus mhas to keep the team functions. Can he do that . If the president empowers him. I was impressed that the president said jet jared and steve together, sit down at a table and if you cant do that ill have to get involved. Biggest successes of the first 100 days. The biggest success is happening right now. We have a brandnew associate justice of the Supreme Court and that is a very big deal. Hes a wonderful pick and i think hes going to do a terrific job. I think he understands the role of being an independent member of the Supreme Court. And that he is not part of article 2 of the constitution. Hes not part of article 1 in the constitution. He now personifies a part of article 3 in the constitution, separate but equal. Were seeing some pictures of gorsuch arriving by the way. Thats a big deal. Whats the flip side . The flip side is the ability to govern hasnt manifested itself at the white house. How do you get congress to be a partner in the process of getting policy done. Weve got republicans in the house and in the senate and at the white house. We expect them to be partners in governing. The president has got to do more to invite partnership with the republicans and democrats on capitol hill, both in the house and the senate. Whats involved . Reporter the Governors Office says hes not going to resign, of course this is behind the scenes where the pieces are being worked out. This governor, twoterm governor robert bentley, who, in his second term when he was elected, received the highest percentage of votes ever recorded by a republican in this state with 67 63 of the support. But since the revelations about the relationship between the governor 74 years old and his aide nearly after his anyone, rebecca mason, there has been quite a fall from grace here. Now both of them have denied that there was ever a physical relationship. The governor says he did have an inappropriate relationship, much of it was captured in Text Messages but in recordings as well. Take a listen. In georgia youve got early voting happening to fill tom prices seat. It shows Something Interesting in these two places. It could be a micro chosment of what we could see down the road. Explain why theres so much attention right now on these two races. Reporter chuck todd likes to say if its tuesday, vers voting. Which is what were going to see this tuesday and next tuesday. Its going to start in kansas. Very conservative seat in the wichita area, this belonged to mike pompeo, now the cia director pep this seems to be a classic case of potentially republicans, or the party in. Power getting taken by surprise. This is one way that we see the unexpected outcomes. The National Republican committee thats charged with electing house members with, theyve gone in at the last minute with 100,000 or so on television to help prop up the republican candidate there. There this is a situation where its possible the democrats were excited enough. Couple of decades ago democrats had won seats in this area but its been in republican hands for quite some time. So i think its going to be an early taste of whether or not we may see surprises across the map and whether republicans coming up in 2018 have to worry about a wave type of situation and if they need to start looking in places that would normally seem to be safe. Now, georgia is a little bit of a different situation. There are some similarities. But there is another special election to fill tom prices seat. Its in suburban atlanta. And irt was noout goit was newt. So there would be some symbolism if in seat were to flip. The democrat, john os of is leading in the polling. He would have to take 50 of the vote next tuesday or face a runoff with the next highest finisher. Hes t vessel of democrat hopes and dreams at a time when there arent a lot of things to dream about if youre a democrat. Hes raised 8. 3 million. That is an incredible amount of money for a single house race. A lot of it is online. Its from democrats who really want to do something, anything to stand up to donald trump. And giving john money seems a way to potentially do it. That will give us a sense of whether or not democrats are so energized against trump that theyre going cocome out in numbers in places that we dont normally see them. Thank you. Going to you and isaac here. The vessel for democratic hopes and dreams, what do you think . Theyve got the best chance there. Hes running in a district that trump won but not by very much. And in kansas it would be a much bigger split, i guess from the general president ial election to overcome. Theres a lot of support and national attention. So hes certainly making a big stand. But there is the 50 plus one threshold to clear which is the thurd hurdle. If it goes to a runoff his chances are still good. And potentially symbolic. But what about kansas, mike pence, ted cruz going there to campaign. Are the republicans worried . Obviously theyre concerned and their concern is insane given the district that were talking about. I dont know that it tells us where things will be in november 2018 when youre talking about what we were talking about 18 months ago in politics. But what it does say is that right now were seeing a real political problem for the Republican Party with the way that this has gone forward. Its not just donald trump. Reporter we know what hell be ruling on. The court has 13 cases left, those are the only ones he can rule on. He cant rule on the ones argued before he got here. And the biggest one pending will be heard in late april. And it is religious freedom question. Its a challenge to the laws that are in more than half the state to say no state money can go directly or indirectly to churches. This involves the Lutheran Church in missouri that wanted money to put a rubber surface on the preschool playground. And the challenges are basically saying this is religious discrimination, if the states make the money available to any nonprofit, except those run by churches, then that is discmination. The state says they are not interfering with the religious practices at all, they are just not subcy dieding. In the past, hes been receptive to religious claims but in different context, involving whether people should have an exclusion to the recipient of obamacare. The justices typically meet on friday to decide which cases they are going to hear. It takes four votes to grant a case. And there have been a couple cases sitting around for a while waiting for action. One involves the question of whether businesses can refuse to give their services to people in same sex marriages, same sex weddings. Another is a question that has been kicking around in the lower courts ever since the Supreme Court in 2008 said that the Second Amendment provides a right to have a gun in the home for selfdefense. Now the question is, well, what is the right to have a gun outside the home . Thats another one that he may vote on.
