Kristen, we saw the Health Care Issue a big issue at tom cottons town hall. Reporter republicans have said for years now they want to repeal and replace it, that was part of President Trumps platform as a candidate but they still havent said explicitly how theyre going to do that. So take a look at part of the backlash senator cotton got last night. I would like everyone who is affected by the Affordable Care act and affected by health care to stand up. You want to stand there and hem and haw, effect u. S. To be calm, cool and collective. Well, what kind of insurance do you have . [ cheers and applause ] he was pressed on these angry protests not just with senator cottons town hall last night but republican lawmakers have been getting some of this blowback for days now, hallie. Thats what has made it so striking. Were heard from the president this is paid protesters to a large extent. Interestingly thats an argument that the Obama Administration made back when they saw some of this backlash when the tea party was starting to gain ground. And that proved not to be the case. We were witnessing the fwinings beginnings of a grass roots movement. I know youre going to head over to casey at cpac. Ive been talking to Senior Administration officials here who say part of the goal at cpac is to consolidate and energize republicans, the conservative side of the republican brang, particularly as theyre getting this blowback. Theyre going to be talking about key themes that got the president elected, everything from immigration and taking on radical terrorism. Kristen welker, one of the hot buttons is going to be this reversal of transgender protection by the trump administration. Press Secretary Sean Spicer confirming some initial objections over timing and wording from some cabinet members. The Washington Post and New York Times and others have reported she was pressured basically by attorney general Jeff Sessions and President Trump to get on board. The white house says shes now 100 behind this guidance. Pete williams has been following this. Number one, what is the Immediate Impact today, tomorrow, the next day of this new directive . None. Because the old directive issued by president obama last may was within a few weeks put on hold by a federal judge. It was tied up in court. Schools are not obligated to follow the guidelines now so cancelling them has no effect. All schools have to follow title 9, which says they have to provide equal Educational Opportunities for both men and women, boys and girls. It says you cant discriminate on the basis of sex. The question is is gender identity sex . A memo from the department of education had said yes and thats the core of what the government is now backing away from. Curiously in this letter to the Supreme Court and to the schools they tonight say its wrong, its 100 wrong, they just need to study it more. So they trashed the old guidelines but any new ones issued . Not in the sense of the old ones. The old ones said public schools, you could risk your receipt of federal funds if you dont provide students access to the bathrooms that match their gender identity. All this new one says is were taking that away but remember you have to protect all students, including lgbt understood frnts harassment, bullying and so forth. The longterm consequences is what will this mean to other battles the administration has. If they take the decision that obama was wrong about title 9 9 i wanted you to touch on the gavin grimm case. His lawyers were fully prepared for this. They realized when trump got elected, this would probably happen. Were going to go where we fine kasie hunt watching all of the action. Its a live look at looks like scott walker addressing the conference. Interestingly back to last year when i was at cpac, no donald trump skipping out on the campaign. This is typically a place where youre throwing red meat. Now is that red meat donald trump . Well, hallie, cpac is laying bare in public all of the tensions that we have talked about through the primary season and now as President Trump is trying to govern with congressional republicans. Youve seen all of the forces within the pear, as well as conservative grass movements the club for growth, heritage action, all of what we used to consider the conservative lexicon. That has changed so much in the age of donald trump. He didnt come here last year. There were protests, and if he had come there were people on stage saying nasty things about donald trump. Instead here this time around you have a complete shift in tone. What youre seeing is some grappling with the populist, nationalist forces at work in pushing Trump Forward and that are part of his outsider administration. There is the flap about milo yann yiannopoulos, he had been invited to speak and was uninvited in the wake of those comments. And later well see steve bannon and Reince Priebus next to each other on stage. Its going to be very telling whether or not it seeps like the two of them are on the same page. They really do represent both sides of this divide in person and i think thats clearly an effort to demonstrate unity here. Hallie. Kasie hunt, thank you much. Someone else who will be taking that stage is South Carolina governor jim demint, president of the heritage foundation. We want to play for you some sound from Kellyanne Conway when she addressed this conservative gathering this last hour. So much is negative these days and so much is automatic, what can i found wrong in this, a bunch of troublemakers. I think if we looked at it more positively and look at all the promise and opportunity we have for this country, people feel really optimistic many places where we go. Former senator demint joining us now. Senators are thank you for being here. Were going to get to your discussions here at cpac. Lets start with the news of the day, the news on the transgender rights rollback. I want to get your take broadly on this. The North Carolina bathroom bill was happening, this was something heritage had come out against. Whats your reaction to trumps latest move . Its a common sense thing that puts these decisions back to the states so that the state and the local communities, schools, connect in the best interests of the people there. Thats not the kind of decision that needs to be made in the white house. So i certainly agree that trump should basically repeal what president obama did and send these kind of decisions back to the states. And that is a line that we have heard from the white house, from the president himself that, this is a states issue. But what happens, lets say, if a transgender student moves from maybe San Francisco to dallas, a place where there are explicit protections where theres not why shouldnt the government protect some of these vulnerable understood snenstudent students . Im convinced the states will make accommodations for folks and not discriminate against them. We need to use common sense and think of the School Situation and the safety of women and girls. I think the states can do this in a common sense way that doesnt discriminate against anyone. What do you make of the town halls weve been playing from all and the country. Whats the message republicans should be taking back to washington . Well, there are some legitimate concerns there, there always are. But most of these protests are very well organized and financed unfortunately by obamas organizing for america, george soros endivisionible. Weve seen their manuals, we know theyre bussing people in. The left is really protesting the election and the man that americans elected in that election. Its very much very different than the tea pear where they were protesting policies. They were protesting bailouts and doddfrank and excessive spending and debt. I think this is just mostly just an organized astro turf type of protest. So lets it is organized, right, but senator tom cotton, fork, worked with one of the groups organizing it to make sure he put on this town hall. He said to his constituents, sure, you may be organized but it doesnt mean youre still not voters in his state. Is he wrong . Certainly all these concerns will be listened to but many of these protesters are bussed in from out of state. We cant quantify that but many have spoken of it. We need to listen to the concern. But the evidence is that theyre trying to disrupt these meetings rather than actually contribute and convince a congressman or a senator to carry out their ideas. You heard some of these folks over the last several days as congress has been on recess demanding answers, particularly when it comes to the health care law. I had your fellow carolinian on earlier this week and he said he felt obamacare could be repealed and replaced within the next couple of months. Is that realistic . And do you understand the anxiety of folks given this timeline and what theyre seeing happening in washington . Theres a lot of misconceptions here. America the best Health Care System in the world before obamacare. Obamacare is a cancer on that system we need to remove. Nen there there a number of things we need to to to improve our Health Care System so everyone can buy a health plan they can keep. Im frankly disappointed they didnt move quickly after the inauguration to send President Trump a bill they had already passed before. So you wanted to see faster action on that . Excuse me . You wanted to see faster action. You wish it had been done already sounds likes youre saying. Oh, yeah. Theyve already passed a bill and they need to seasoned the same bill that repeals obamacare and i want to ask what is the message you are hoping to seasoned here, senator . I think one of the tensions weve been seeing is two years ago donald trump got on that stage and had some fairly feisty thanksgiving to say against the Republican Movement and against where republicanism was going. Now hes the president. Kellyanne conway says its tpac, t for trump. How do you reconcile these different wings of the party in a cpac venue to do that . What you see here at cpac is a venue for a lot of core ideas. I remind republicans in congress they made a lot of promises to the American People to secure our borders, repeal obamacare, drain the swamp and get rid of coney programs like the import , port bank, we just need it where republicans made a well lot promises and didnt follow through. Mary, were you satisfied with his answers last night . By and large, hallie, and good morning, no, i really wasnt satisfied with senator cottons answers to the majority of the questions. I didnt think he was properly prepared and did not know what to expect from this event. We did the pledge of allegiance at the beginning and when we got to the indivisible and liberty and justice for all, it erupted from there and set the tone for the whole evening. Did either of you vote for President Trump or to senator cotton for that matter in. Im sorry, i didnt understand the question. Thats okay, mary. I think we might have having some technical issues. I asked if you voted for senator cotton or President Trump . No. No. Senator demint. I ask because senator demint said he believed a lot of these protesters were getting bussed in from other states, not constituents. That is different from what senator cotton said to you, mary. Is it your experience that these folks at these town halls or the town halls last night are coming in from other areas, not from arkansas . Hallie, this was my very first town hall meeting in all of the years that ive been an activist, and it was a grass roots, bottomup effort. I had just gotten a couple of emails from ozark indivisible. And when the president tweeted day before yesterday that it was sad that all of these liberal activists were turning out and disrupting the town hall meetings, i said, okay, im there. Im going to be at that meeting. So, no, as far as i could see, it was a grass roots effort. Julia, youve lived in fayetteville for a couple of decades now, 20 years. Were you surprised by the level of frustration you heard in that room or did you see it building over the last six months or so . I think both, the answer to both questions is yes. I was quite surprised by the intensity of emotion, of my friends and neighbors. I saw dozens and dozens of people that i knew there and i was surprised about how fervent they were about their desires and about their issues and i had been to the steve womack meeting, who is our congressional representative two days before and there was quite a bit of fervor there, too. So it seems to be building and it seems to be that it will be sustained long term. One of the questions i think from folks here in washington has been sort of what action might come out of these town halls, when republicans like tom cotton get back to d. C. Mary, you wanted this Bipartisan Commission to investigate russian interference in the election. Julia, you wanted to see his tax returns. Do you think your appearance and presence at this town hall is going to actually make a difference . I would hope so. I think this is a grass roots effort nationwide and i think its going to only continue to grow. I think the representatives and senators must listen to the peop people. And i think it will be successful. Julia, are you optimistic youll see change . Its an important part to be part of a democracy is participation, and i think thats a lesson, a civics lesson that many people are learning early and some are learning later in life. But im just enthused by the amount of participation. And its not just showing up at town hall meetings. Theres a lot of letter writing and postcard writing going on as well and phone calls. It seeps like senator cottons phone is not working properly much of the time. So but well continue to call and write letters nonetheless. Todays meeting is a followup to the session last month during which the president asked those execs to outline different areas to help companies grow. And protesters blocked streets showing an offduty Police Officer scuffling with a boy near the boys home. It ended with the officer pulling his gun and firing his weapon. In a statement, police say the officer had, quote, ongoing issues with teenagers walking across his property, apparently to get to a school nearby. The boy, police say, threatened to shoot the officer. Nobody was hurt but the anaheim p. D. Has set a new conference for today. The mayor is promising an investigation, the officer was put on administrative leave and the two boys were arrested. Most of the protesters at this Dakota Access pipeline location left peacefully yesterday but not before setting fire to some of the tents and the makeshift buildings at the cam many site. Police arrested ten people there. And senator bill cassidy is hearing from constituents at his morning town hall. Remember cassidy was met with shouts of shame and do your job, similar scenes playing out all across the country. Joining me to talk about this and more is former governor Christine Todd whitman, who served as epa administrator under president george bush. Talk to me about the reactions weve seen at these town halls. Are you surprised by them . Certainly at the intensity of them. I dont believe theyre all paid protesters. There are some paid protesters there, but there are people who are genuinely concerned and have real questions and i think the representatives ignore them at their peril if they think it is just paid protesters coming in from the outside. Its hard to know how much of what but i do believe most it have is grass roots and people who are truly concerned. And frankly, im glad to see people starting to understand that their vote matters and they need to be involved in if he want change. Some are dismissive of these fact, claiming they are organized, making claims of payments, even though those claims havent been backed up by evidence. Do you agree with the president that it is socalled anger and not real anger . No, i think the president makes a real estimation of the public and thats unusual of him because he was real good at capturing the public. If he thinks this is not real anger, he makes a real mistake. Most of them may have been energized by an outside group but these are people with Better Things to do in their lives than going to stand outside waiting for hours and getting in or people who are left outside. These are people who care. The house is up in two years. Theyve got to be concerned about this. Whats your advice to your fellow republicans about this . To continue to hold the town meetings as uncomfortable they are. I know what its like when youre in front of a hostile crowd but theyre your constituents. They need to be heard, they have a right to be heard. They dont ask much of you, youre in washington most of the time. These are the people you have to listen to. Its part of the job. I want to talk about some palace intrigue you could say. The Washington Post has new reporting out about the secretary of state saying hes been kind of sidelined by the white house. Hes in mexico today. Youre a former cabinet secretary. Do you see this as some kind of strategy or is this more of a sign of chaos disarray . I think this is the way the president wants to run things. Theres always been a tension between those who are closest to the president , actually situated in the white house, proximity does make a difference, and the cabinet members. I would assume most of the cabinet members as they were going through the initial meetings with the Vice President or president before they even accepted would have negotiated some terms of independence but you dont have a lot. You are carrying out the president s proposals. You werent elected to anything. He was. Whether you like it or not, President Trump is doing a lot of what he said he was going to do. Many people wrong realized how broad that was going to be and what what the impact and ripple effects were and theyre just sarting to catch up with that now but this is the way i believe the president wants it. Theres been talk about the pace of governmental hiring. Sean spicer, the press secretary, addressed this at his most recent briefing. I want you to listen to it. Were doing very, develop well with getting all of these positions filled. This has been a very methodical process and i think were doing a phenomenal job of staffing the government. In reality, there are still a lot of Senate Confirmed positions still open. 14. There are different numbers youre looking at but regardless its hundreds of appointed positions. Is it a concern to you or is it in your opinion the normal pace of hiring at the start of an administration . It always takes a while at the start of an administration. You start long before the inauguration. That process was put in place or should have been put in place long before the inauguration, with the beginning of the vetting of people and the drp nations, but im try tock remember when we had all our regional administrators in place and it wasnt immediately after the president took office. It does take some time to find the right people. And i dont know whether theyre having particular problems in getting people who are willing to serve or not, but it takes time. Theres been some questions about an agency that you know well, epa administrator scott pruitt. What are you hearing from career folks about the epa about this and about his leadership generally . Frankly, he came from an oil and gas state. You would expect that kind of an interchange between he and the constituents in that state. And he was a representative of those constituents. That if and of itself isnt unusual. What hes got to do is make very clear, first of all, his understanding that hes now in a totally different position that, that kind of a relationship while he will always be sensitive to their issue, as he should be, theyre not going to be his predominant issue and hes not going to put whole sale what they want into place. The regulations at e. P. A. Impacts them. They have a right to have a sat at the table. They do not have a right to write the regulations. Hes got to be very sure that he will listen to them but he will also listen to the environmentalist and more importantly, hell issue to the advice of the agency. Listen, big developments out of the white house, now reacting to some of those protests we saw overnight after President Trump rolled back federal protections for transgender students. A Senior Administration official tells me the president has long made clear he believes this is an issue for the states to decide, not for the federal government to decide. All of that part of the white house line that it is up to in fact schools in these states whether students should be able to used rest rooms and locker rooms matching their gender identities. Thank you very much for joining us here. We obviously have a lot to talk about. Let me first actually get your take overall on the white houses argument that this is a states right issue. The president said that on the campaign trail, the white house reiterated it this week. Do they have a point . Not at all. This is not a states right issue. Its an excuse thats been used to prevent the civil rights in this country and it was an argument that was made in the equality cases and got rejected by the Supreme Court, an argument that was made with slavery and its been rejected over and over again. We must simply protect trans kids. That is the federal law and under the u. S. Constitution. Our justice correspondent pete williams, omar, as we watch some of these ceos was talking about the case of gavin grimm, who has sued his school. His case is going to the Supreme Court later on in march. What argument do his lawyers need to make in order to be effective and successful in your view . Look, we at lambda legal have been fighting this fight for o 40 years. We fight for the rights of transgender children like gavin graham and the students at the School District that we represent. Its important for us to say we stand with gavin and we support the arguments being made by our colleagues at the aclu and that we are making that title 9 requires School Districts to respect the gender identity of students. What the white house did and attorney general sessions and secretary devos did does not change the law. The law is very clear. Schools have a responsibility both under title 9 to treat all students with equality and respect. You were part of that landmark samesex marriage case in 2015, a lot of people pointed to that case as a sign of progress in lbgt rights. What kind of message does it sends when those rights are roll rolled back . The protections of title 9 remain in place and the actions of the administration of President Trump do not affect that at all. So they havent been able to roll that back. But we also saw in the case of prop 8 that the rolling back of protections and equal rights is also an unconstitutional endeavor and that is something that well see moving forward. But our message to the School Districts around this country is very clear, you have a responsibility to treat transgender students with equality and respect. When we say well see you in court, we mean it, unluike donad trump. Education secretary betsy devos has reiterated the office for civil rates is still committed to investigating all these claims of discrimination, bullying and harassment against those who are most vulnerable in our schools, reiterating that they should be protected. Its a sentiment that we think is great and we encourage her to follow through. And it rings hollow when the actions she took yesterday actually send a message to transgender kids around this country that theyre not respected for who they are by this administration and that they encourage School District courts to not do so. Our message is otherwise and clear. School detectives have a right to treat transgender students with respect and we expect them to follow through on that promise. How do you think this argument is going to play in the Supreme Court, if a child moves from a state that, mrs. Ita exp protects transgender students to one that does not . What really matters is the question is whether the interpretation of title 9 requires that protection on the basis of sex is covered under identity. That is something that has been held by multiple courts, according several courts of appeals for several years, going back to 2000 and as recently as 2011 in the 11th circuit and 2016 in the 4th circuit. So its not something that is dependent on state rights but really what the federal law is and how it applies equitably across this country. I know that secretary devos has a problem in saying that federal laws apply to schools but we are very clear that they do and we look forward to enforcing this and any School Districts that violate the rights of transgender kids, well see them in courts. On the other side of the screen from omar, youve been watching the manufacturing ceos gathering, they talk about deregulation, trade, tax reform, an issue the president has talked about is something hell tackle after Health Care Reform goes into place. We are also keeping an eye on his top cabinet official, Rex Tillerson and tom kelly meeting with officials in mexico. Can you imagine in addition to the business talk at the white house that were watching, south of the border were talking about Border Security and immigration. This has been a real bone of contention after these two countries. This has come after a couple of days after announcing a crack down on borders. I want to talk to a congressman whose state share a whole border with mexico. I want to talk to you about our relationship with mexico. I talked to sean spicer about the state of that relationship. Obviously there have been tensions between the mexican president and President Trump. Is this a cleanup job for the secretary of state . No, i think that president pe pena nieto and President Trump spoke and i think we have a healthy relationship and they would echo that sentiment. I think the relationship with mexico is phenomenal right now. Do you great with that characterization . Thats ridiculous. Its absolutely ridiculous. No, we have a terrible relationship at the moment. Interestingly weve had a great relationship for many, many years. A lot of people dont understand how closely we work with mexico with respect to the drug int interdic interdict i dont know. The administration appears confident that mexico will come on board with, for example, the expanded border wall. What are you hearing from people not just in your district but your contacts across the border with mexico . My contacts across the border say mexico will never, ever pay for the wall period. If the United States builds a wall at the end of the day, america will pay for it. We havent seen one penny and they say theyre not going to do it. I dont believe that at all. Tragically what you see right now is that mexico finally has a net migration going the other way. In other words, people are going back to mexico because mexicos economy is doing fairly well. Mexico is used and is being used as a block from people coming from Central America and other places. If mexico gets bad enough were hoping that the secretary of state mends some fences here, the fences we already have because we have to have a good relationship. Is that even possible, congressman, at this point, the fence mending, for example . As you know, the mexican president is facing dismal Approval Ratings at home and they seem to tick up when ever he acts more aggressively or stands up against President Trump. Is this sort of a i dont know the word im looking for here. A mission without a point for the secretary of state . Not really. One of the things you have to remember, especially along the border you see all the time, mexicans love americans. They really do. This is not a sense that were trying to keep terrorists out or Something Like that. Its funny the way they characterize it. Mexicans love americans. In fact, a lot of us have family on both sides. So we want a good relationship. This is a relationship we want to work. This is like two lovers that want to get married. This is not look two people that dislike each other. Do they both want to get married, congressman, just to extend your analogy . I dont know. Yeah, both of them want to get married but one of them is a pretty ugly spouse i think at the moment or potential spouse. And thats the problem. The previous president s that weve had, both republicans and democrats, have had a great relationship with mexico. Its donald trump thats creating the real problems. And frankly, saying hes going to build this wall and he knows hell never build one because the terrain wont allow it and those of us that live on the border know it and, secondly, that mexico will never pay for it. We we have three fences here, three walls. They dont work. Is there anything can you get behind, forb example, like the hiring of more personnel and others . A lot of families came up to me because they wanted to know if they should stop going to kmu church because they can get picked up by the immigration, by border control. I didnt know what to tell them. I dont see anything good coming out of the new guidelines. Just the opposite, chaos, fear. Its a terrible thing. It really is horrible the way its actually working here along the border. California congressman juan vargas, thank you for being here. Appreciate it. He said there are a lot of undocumented immigrants he knows asking should i stop going to church . One congresswoman asked whether there should be an underground railroad developed for some of these immigrants. Its heart breaking. We are starting to hear people asking what they should do with a power of attorney when they have a child thats america. Its getting to a place where folks are not only feeling that its coming home but the idea that these i. C. E. Agents are its happening. They came out of a church because it was too cold and i. C. E. Agents were waiting for them out of the church. And a man was telling people if they deported him, he would kill himself and he jumped in front of them to his suicide. The reality is this is a problem, where we havent updated our Immigration Law sense 1986, its a problem that jorjts w. Bush tried to refor immigration in 2006 and members of his own party pushed him back and its a problem that vitriolic, xenophobic hate are rising again. How do we federal government our broken immigration system but do it in a way thats civil, that embodies the american spirit but also does it in a way thats piept. I think thats the real question that the president has to ask himself. And i think thats the real question that hopefully the president will answer next tuesday in his first joint session of congress. Weve been talking about these town halls weve been seeing across the country, some day be, and we are watching the president walk into the room here, which we may take live momentarily, but is is it dangerous for the president to underestimate the anger at these town halls . I think its naive to underestimate the power of the people. I think the democrats did that when the tea party rose up six years ago and i its dangerous to do so now. Maria, your take do they run the risk of when the American People elected donald trump, they expected him to take care of jobs, not take care of cultural issues. Folks are scared because its all about the economy and theyre concerned that the president is not working with them. Speaking of the economy, hets listen in tos would at the with us. Its an on creating high wage jobs was one of our Campaign Promises and themes and it resonated with everybody. It was really something what happened. States that hadnt been won in many, many years, they came over to our fold. A lot of it had to do with the jobs and other reasons but jobs. And im delivering on everything that weve said. In fact, people are saying theyve never seen so much happen in 30 days of a presidency. Weve delivered on a lot. And i think mark can explain and mark can probably say some of. Things were doing for the Auto Industry were going to be doing that for many of the industries. As you know, the United States lost one third of our manufacturing jobs since nafta. Thats an unbelievable number and statistic. And 70,000 factories closed since china joined the wto. 70,000 factories. So when i used to give that statistic, i used to talk about it and i always thought it was a typo. I said has to be a typo. I tell wilbur, that cant be right, 70,000. Think of it, 70,000 factories. So you say what are we doing . My administrations policies and regulatory reform, tax reform, trade policies will return significant manufacturing jobs to our country. Everythings going to be based on bringing our jobs back, the good jobs, the real jobs. Theyve left and theyre coming back. They have to come back. Youve already seen companies such as intel, ford, mark has been great, gm, walmart, amgen, fiat, theyre going to make a great investment in the country, carrier and others announced significant investments in the United States. Foshs, ford is doing 700 million in michigan, creating 700 new jobs as a vote of confidence. It was actually stated a vote of confidence. We have many other countries doing the same thing. Carrr, as you know, and i got involved very late, almost like by two years later but many of the jobs that were leaving for mexico, theyre bringing back at least 800 jobs, theyre bringing it back and they actually never got to leave. I have no idea what they did with the plant in mexico but well have to ask them. Because it was largely built. General motors is investing 1 billion in u. S. Plants, adding or keeping 7,000 jobs and is going to be investing a lot more than that over the next fairly short period. Lockheed martin has Just Announced 1,800 new jobs and u. S. Plants are doing a great job and we started negotiating with them on the f35. They cut their price a little bit. Thank you very much. Shes tough. But it worked out well. I think for everybody.
