Congress can do to help. In new york, the epicenter of the coronavirus, emergency alerts were sent out to cell phones on friday asking all Health Care Workers to assist facilities in need. So far 82,000 people across the country have volunteered. Mayor bill de blasio says the city needs an additional 45,000 health professionals. Across the country, doctors and nurses are enduring long hours, fearing for their lives and families lives as they take care of us every day. Here is more of what theyre experiencing on the front lines. Weve had tons of patients who have been hypoxic. Earlier we had a patient who had cardiac arrest. Its insane. This is too much. How much longer can we do this . Its very hard to lose a patient that youve been fighting for and we had three heartwrenching discussions with patients families. I said ill try, ill do the best that i can. But i dont know. She was like do you have a child . And i said i do, i have an 8yearold. So shes like, so then you know. And i said i know. She was like you have to help her today. These are the things that we deal with that are really hard. Really hard to deal with. We deal with death more frequently than we would like to admit, but these are hard. Its very, very hard work at the front lines. Its easy to get anxious and depressed out there, but we have to keep in mind the larger purpose. With me now is a physician assistant in rochester new york, a pediatric anesthesiologist and the cofounder of mask a hero, and the president of the National Commission on certification of physician assistants and kate walton is a registered nurse in the Emergency Department at the university of wisconsin hospital in madison. Thank you all so much for taking the time at this critical moment to speak with us. Christopher, i want to talk with you. Working in new york city, tell us what are you seeing day to day as you treat covid19 patients . Were seeing an uptick in the amount of patients, obviously, that are being admitted at the Critical Care unit of our hospital. Obviously were running with the right amount of equipment at the present time. Were still waiting for the surge to happen within the next five to seven days. Don, im sure you are hearing a lot from your members. What are they telling you about their biggest concerns . Pas across the country, 139,000 pas are working really hard to help fill the gap and to take care of a growing number of patients. What im hearing is that theyre working long hours, extra shifts. Theyre worried about their patients and theyre worried about their own safety. Theyre acquiring their personal protective equipment to ensure that theyre safe and that theyre able to provide the best possible care for their patients. And its taking a toll on them. Its very stressful and its different from Everything Else that theyve experienced in the past. This is unique. Dr. Carrs, it is different and unique. You are an anesthesiologist in new york city. You are also a mother. Tell us what your daytoday is looking like and how youre managing to care for yourself and your family. So today one of the roles of the anesthesiologists has been part of the care team that is placing patients on a ventilator and we are at high risk with these procedures because we are facetoface with the virus and we are in direct contact with the droplets as theyre intubating patients. But were also in a situation where were coming together as a team, meeting various doctors and nurses that have been at the bedsides of these patients and were with them at a critical moment where they are really getting sedated to be intubated. So were acting as their family as well. We have providers that are holding their hands, comforting them, and were doing everything we can in these emotional, very difficult moments. But this is what we do and this is we know that were just putting ourselves there for the patients. Kate, obviously were talking about new york a lot because new york is one of the epicenters of this virus. I wonder what it is that youre seeing in wisconsin. And as you look at whats happening in new york, what the lesson is to you. Were still in the buildup here, so we havent quite seen the volume obviously, but were watching closely new york and seattle and things colleagues are going through this. Here its more trying to be prepared, trying to conserve as much ppe as possible and really just watching the patients get higher and higher every day. For good reason, we talk about those who have confirmed cases of the virus. One thing were not hearing as much about is those who have survived. So i want to talk a little bit about those numbers. According to Johns Hopkins university, over 230,000 people worldwide have recovered from covid19 and over 9,000 have covered in the u. S. What have we learned from those who have managed to beat this virus . So we are learning new things every day. This is evolving every day. And as were exploring treatments, were getting small studies from other countries, small studies from the u. S. Were hearing about the potential for plasma donations that was just approved by the fda. So were evolving our treatment every single day. We are hearing from doctors and nurses, staff around the country, of those successes. We are hearing about those patients that are while small at this time, are coming off ventilators, slowly but surely. But we have challenges ahead of us. So we are hearing that were learning things and our care is getting better. Were learning how to ventilate patients better. So as we learn more, were only hoping for more success. Christopher, weve heard a lot from nurses in new york, from nurses across the country about the shortages in protective equipment. Beyond that, how is the morale among Health Care Workers . Well, obviously with the chance that were going to be infected ourselves, it puts us in a bit of a vulnerable situation. Were not able to do what we would like to do normally at a bedside, well have Family Members available to be with the patients typically 24 hours a day. Unfortunately, with covid19 that is impossible just for their own safety. So were in a situation where were dealing with patients that are critically ill that are going to be placed or are on ventilators and unable to interact with their Family Members, which takes the human component, if you will, or the family interaction out of healing from a critical illness. And its very tragic, its very heartbreaking at times knowing that potentially we could be the last people that they are talking to. Absolutely. Were going to talk about that a little bit later in the show, some efforts to ameliorate those concerns. I do want to ask you, dawn, what is your main concern as you watch this all unfolding . My concern is, first of all, for the safety of our providers. Pas are working really hard and they want to give their all. Theyre doing their best, taking care of a volume of patients that is unprecedented. There are seriously ill patients as well. So my concern is, one, for their safety and their wellbeing, their emotional and physical wellbeing, and so for the patients that theyre caring for. Pas work really hard to connect with their patients, and like was just mentioned, part of our practice as pas is to be able to talk to them, explain things to them and the families, and help everyone understand what is going on. And because of the contagion, were concerned and pas are concerned and theyre not able to practice in exactly the same way that they ordinarily would and thats difficult. Its an emotional tool thats very different. Kate, what is the one thing you want people at home to understand about this virus and the way that it is impacting Health Care Workers . First of all, its important that people continue to stay home and continue to stop the spread as much as possible, especially in places like wisconsin where we havent hit the peak yet. Second, that i want everybody to push their legislators and National Administration to provide adequate ppe, to provide care for the people that are taking care of their Family Members, again without family present, unfortunately. Thats the reality here, too. So i want to push legislators for more ppe, paid sick leave and hazard pay for those of us in the hospital, and not just nurses and doctors but people cleaning the rooms and serving the food, everyone who is at risk simply by virtue of their job and people that dont have paid sick time if they do get sick. So we really need better leadership than weve had, frankly, across the country, on getting a reaction to this essentially. Adkinson, you may remember, is the man who flagged the whistleblower complaint that eventually led to the president s impeachment. He deemed the complaint an urgent concern, that he was required by law to relay to congress. For more on this development, i would like to bring in Senate Minority leader, Chuck Schumer of new york. Senator shchumer, thank you for your time. The president said it is vital that i have the fullest confidence in the appointees serving as inspectors general. That is no longer the case with regard to this Inspector General. Your response . Weve had a great tradition in america that patriots speak truth to power. They tell them the truth and america has been a nation of truth. This president has turned that inside out. When you tell him the truth, he fires you. Whether it is m adkinson or the captain of the Aircraft Carrier a few days ago, colonel vindman and so many others. And let me just say in terms of our intelligence agencies, they dont make movies about them the way they do about our members, the men and women in our armed forces because what they do is secret. They risk their lives and do so much to keep america safe. And to politicize it and just say that somebody who was protecting that agency as adkinson did should be fired because he told the truth, its a dark page in american history. What more do you see congress doing in order to protect those who cooperated with the impeachment hearings . Well, were trying our best. Its the house more than the senate because were in the minority. But i know theyre trying their best to protect them. Lets talk a little bit about covid19, currently ravaging your statement and the need for protective equipment and the National Stockpile. Youre now calling for the president to appoint a senior military officer to oversee the production and distribution of critical equipment. How would that change the process that is currently in place . Well, first the process is not working. Just in the last day ive heard Police Officers cant get masks, nurses and Health Care Workers who cant get the ppe, the protective equipment, hospitals who have said they cant get the ventilators. Our mayor and governor are both doing excellent jobs. They have to spend time on the phone calling private companies and begging for this kind of equipment. So its not working at all, what the administration is doing is not working. There is a very good answer, alysia. Its called the defense production act that was passed by president pruman during the korean war and it allows our military to mobilize the production of needed resources, as well as the supply lines, but also the distribution to send them immediately to where theyre needed, new york would now be at the top of that list. And i am urging the president to invoke the defense production act and put in place a military person who has a highup with real stature, and the military folks know how to do quartermastering. They know command and control. They know logistics. And this person should have the full backing of the president. No politics, just go do your job, general or admiral, and make sure that we produce the materials and get them where theyre needed. And i say this to the people not in new york or new jersey, the epicenters right now. Its going to come to you. And if we dont have this system in place, youre going to find the same shortages of equipment, of tests. I spoke to one of my colleagues in michigan and they said they dont one of the hospitals doesnt have which you need to do the testing. So we need this to happen and happen immediately. The good news i mentioned this to the president a week and a half ago, he said he would do it. At a press conference he backtracked. I talked to him yesterday. People know the outcome of that. Last night i spoke to Vice President pence and chief of staffmark meadows. I spoke to them for a while about how this was so needed to get the supplies we need to fight this awful virus to the places theyre needed and they took it seriously and said they would get back to me. I hope they can convince the president to do this because this is vital. If we dont do it, lives will be lost. The disease will linger longer, our economy will be much worse. Senator, already three relief packages, we know that there is one more focused on health care. What do you say to those who worry that the existing packages did not go far enough, did not do enough . Well, they were a great start. We democrats resisted the republicans and we made we did two watch words, workers first and a martial plan for hospitals, nursing homes, our health care infrastructure, the clinics and the chcs. So its a very good bill. Its 2 trillion. But we never expected it to cover all of the issues needed and as this crisis looks worse and worse, were going to have to do more and think big and bold ways. Anyone who thinks this is the last package, i think, is far is in never, neverland. Were going to get a larger package, a bolder package to follow up on the good work thats with done in covid3. Senator, were going to hear from the Coronavirus Task force at about 3 30 today. What is the number one thing you expect to hear, want to hear from that task force today . Well, the number one need we have in new york are all of these supplies, whether its masks, whether its swabs, whether its ventilators, whether its protective equipment or other things. I hope i would hear from this task force that they recommend to the president to invoke the dpa. Thats the quickest most effective way to do it. Our military knows how to do this. They do it in times of war. This in a very real sense is a time of war. All right, senator schumer, thank you so much for your time. Nice to talk to you. The coronavirus is claiming lives from all walks of life. However, it is taking a far more devastating toll on some minority communities. A propublica analysis points out in michigan where the states population is 14 black, africanamericans made up 35 of cases and 40 of deaths as of friday morning. With me now is rashad robinson, the president of color of change and the political director of the National Domestic Workers Alliance and executive director of care in action. Thank you both so much for your time. Rashad, i want to start with you. The Washington Post points out that while data about the age and gender of patients is being gathered, there isnt any consistent information about race and ethnicity across the states. What is the importance of something that information, rashad, as we continue to fight this virus . Well, its important to know where were putting resources. How were understanding, to how to fight it. How were looking at preconditions and other things that may exist in some communities or not. But also that we have a record for how these resources actually moved to the communities most needed. As part of actually collecting that data, we need deep Privacy Protections. Right now were watching as big tech and other sort of industries, even the sort of government are trying to use aspects of Data Collection to i think invade various areas of privacy that weve held very dear. So while we need to disaggregate data so we have really information on different races, we also need to have Privacy Protection so on the back end we dont have data that can be used against people when they are applying tore loans tore trying to get a job where we have seen Privacy Protections really hurt communities of color in particular. Jess, new york city is a hot spot. The latest data released by the city finds new york citys most impoverished zip codes have higher instances of diagnosed coronavirus patients. What makes these communities more at risk . I mean, all of this is exposing the racism in our system. Ive heard people say stuff like coronavirus is the great equalizer. But i would argue its actually quite the opposite. Coronavirus is hurting the people that are already hurt and left out by our system, africanamericans and latinos at the Domestic Workers lines who have been serving tens of thousands of work, and weve found over 68 of our folks have lost 100 of their income. Rent was due last week and they didnt know what to do because they had no income this month. Rashad, on friday the bureau of prisons announced that five federal inmates have died from the coronavirus at a louisiana correctional facility. What more needs to be done to protect these vulnerable populations . Well, both in prisons and in jails, we need a very deep strategy to release people. The fact of the matter is that the social distancing is impossible inside prisons. People are two, three, four, sometimes six inside of a cell. People are bringing the disease inside, whether they are correction officials or whatever, and then people are going back out into their communities. Oftentimes correction officers come from poor communities, disproportionately black and brown. Here in new york city, were watching the numbers go up in Rikers Island. Many of the people in Rikers Island have not been convicted of anything. Theyre oftentimes there because they are too poor to pay their bail. What is happening in our prisons and jails is a human rights disaster and it will track right back to black and brown communities. Its why at color of change we have organized over 70 organizations through a platform called humane response outbreak. We built a larger platform called the black response. Org and its a place where all around the country right now we have local organizations and advocates running campaigns, targeting district attorneys, pushing governors to start having a very clear release strategy for people who are older, for folks who have a little bit of time left on their sentence, for folks who are there and havent been convicted of anything. The fact of the matter is it will stay inside of prisons and jails for a long time and it will continue to track back to our community. We also need a plan connected to that around housing. So we have places for people to go. All of these issues are exposing deep choices that we have made in our society, in our country, about who we value, where we put resources. This is a product of the trump economy, its a product of choices that have been made. Its not unfortunate, it is unjust. And it has been manufactured all around this country. Were going to see, just like in Hurricane Katrina and other issues, the decisions that have been made about where we put resources and about how we treat people will have deep consequences. Unlike Hurricane Katrina, they will be all around this country and impacting our society for yoers to come. And prisons are one of those places where we oftentimes put people and we try to pretend like theyre not there. And for all of us, we have to be concerned about those who are behind bars, we have to be concerned about their families and concerned about the people who are working in those institutions. If we are concerned about ourselves and if we are concerned about our own communities. Rashad and jess, thank you both so much. Up next, more on the federal response. Told nbc news this week that the federal governments failure to provide a comprehensive strategy to fight the coronavirus will wind up costing unnecessary lives. It was a sentiment echoed by new York Governor Andrew Cuomo who told my colleague Rachel Maddow that the lack of a robust federal response probably made things worse in new york. Nothing comes close to this in terms of the need for intelligent, rigorous, muscled government to respond quickly and smartly. What keeps me up at night is not just the numbers, but a deep sense that it didnt have to be. It didnt have to be. Lets bring in kathleen sebelius, a former secretary of health and Human Services under president obama. You just heard Governor Cuomo there, do you share that sentiment that it did not have to be this way . I share the sentiment that for too long we were in denial led by the president of the United States, who ignored his security briefing, ignored his scientists, paid no attention to what could be seen as a terrifying pandemic that spread very easily, and as dr. Fauci likes to say, efficiently, and was going to be very difficult to contain without a vaccine. So yes, what could have been, would have been a much better response. But we are now where we are without still robust federal intervention. I live in a state of kansas right in the middle of the country. Our cases are rising rapidly. We are certainly not the hot spot that new york is. Our governor has requested supplies three different times in march. None of those supplies have been delivered. We still do not have enough test kits to even know about Health Care Providers and are they safe and secure to go to work. Were a state, unfortunately, blocked by republicans in the legislature not expanding medicaid and weve had a government walk away from the opportunity to open up the Health Insurance for individuals who may want to purchase Health Insurance. So were having an economic crisis and a Health Crisis and still republicans are playing their old tune. They really dont want people to have Affordable Health care. They really are not willing to see government as the only backup to states and local leaders who are doing their best to try and contain the virus within their borders. But they cant distribute materials, they cant purchase things from overseas the way government can and we dont have a government right now that is transparent and open and equitable to all states. Secretary, i want to play you some sound from this past thursday, the president s soninlaw talking about the National Stockpile of ppe. Take a listen. The notion of the federal stockpile was its supposed to be our stockpile, not staits stockpiles. So were encouraging the states to make sure theyre assessing the needs and getting the data from their local situations and then trying to fill it with the supplies that weve given them. Secretary, what do you make of this . Well, its just flatout not true. I have read that now the statement about the stockpile has been rewritten so that mr. Kushners comments are not seen as flatout lies. But that is not what the National Stockpile is about. It is about the national government, the federal government with all the muscle that it has, mobilizing medicines and materials, and when states and local governments cannot access those materials, they draw on the National Stockpile. We have a situation where everybody is looking at the same time for that stockpile. It was not replenished, it was not kept up to date. But the idea that Jared Kushner would suggest that somehow states are on their own and that stockpile is meant for the federal government. What is the federal government doing with a stockpile if it isnt to back up state and local governments . Thats how disasters work. Local leaders call on states, states then call on the federal government. And the federal government has dropped the ball at every step along the way and is still failing to be in the leadership in the muscle position. Secretary, perhaps to that point House Intelligence Committee chairman adam schiff proposed a Bipartisan Commission with subpoena power to investigate the administrations pandemic response. Do you think thats a good idea . I think its a very good idea because ive got to tell you until we have a vaccine, this is not over. We hopefully will get a handle on what may be the first waves in some cases, but were likely to have second and third waves. We have to believe that the government is transparent, that the government is available for all of us, that the government will not play favorites. We still have a president calling governors names and pointing out that people have to be appreciative to him or they shouldnt get their calls returned. That is a terrifying leadership vacuum in washington. And once we have a vaccine, we have to believe that that will be equitiably distributed, that the government will have a plan to vaccinate the country as quickly as it can happen. None of that is certain until the federal government steps up and does its job. So investigations are very good. Congress should actually probably mobilize as much muscle as they can and call on the government. They are Health Care Personnel throughout the federal government in the Commission Corps who have not been mobilized. There are assets that can be drawn upon in the Defense Department for logistics. They have purchasing power and reach globally that none of the states can possibly replicate or duplicate. So this is still a failing federal response. Secretary sebelius, thank you so much. Sure. Glad to be with you. Lets bring in an Nbc News National Political reporter. I want to talk to you for a minute about Jared Kushner and Jared Kushners role in all of this. His group is working with fema to oversee distribution of medical supplies. Theres a concern that hes violating federal laws and confusing the chain of command in the process. Why is he in charge of this . Well, Jared Kushner obviously has an important job in the white house and the administration and he tends to get involved sometimes on an unofficial level on things here and there. The reporting suggests that kushner has developed a lot of confidence in his own understanding of the federal government, so he wants to take a bigger role in this. Again, the reporting suggests that hes doing what he tends to do in these situations, which is look for a private public partnerships, try to look at what Silicon Valley and private companies are suggesting, and see a situation there. But its not off to a good start as you just pointed out. He made a claim about the medical stockpile that was factually inaccurate and hes getting some criticism to that. So its not really clear what precisely his role is going to be. Youre been doing some great reporting about seniors and their ability to get their checks. Can you tell us what the latest is . There was a lot of confusion alicia when the irs came out with the guidelines early on as to how seniors would get these 1,200 checks. Because a lot of seniors dont make enough money to file tax returns and the irs suggested that they would have to file some sort of simple return in order to be eligible for the money. As you can imagine, a lot of seniors were confused and kind of worried about that, worried about what they do. Later in the week the irs backed off that guidance, reversed itself and said seniors do not need to file a tax return. So if youre listening to this and youre on social security, you dont need to file a tax return. The irs will use your ssa 1099 form. Its visible to have direct deposit information, Bank Account Information uploaded because thats the best way to ensure youll get your money as soon as possible. For other nontax filers, the irs is expected to be setting up a system soon so you can put basically your filing Status Number of dependents, basic information for the irs to be able to get that money out as soon as possible. Thanks so much. Opponents of abortion have moved to ban the practice during the pandemic but a group of states are fighting back. Theyre led by new York Attorney general williams. Coronavirus outbreak rages on, another battle for reproductive rights is simmering just beneath the surface. The guardian writes six conservative states, ohio, mississippi, oklahoma and texas have categorized abortions as nonessential except in very limited cases, effectively banning access to the procedure during the pandemic. Federal judges have stopped the bans from going into effect in most of these states. However, on tuesday an Appeals Court ruled that texas could reinstate its abortion ban. Joining me on the phone is new York Attorney general, letitia james, who is leading a coalition thats fighting to ensure women will continue to have access to safe abortions. Attorney general, why fight this fight in this moment . Let me just say on march 23rd the governor of texas issued this executive order banning Abortion Services and left a life of a mother in jeopardy. The executive order sets forth criminal sanctions up to 1,000 and imprisonment up to 180 days for individuals who violate this order. The lawsuit was filed by the center for reproductive rights, planned parenthood and the lawyering project. In the District Court for the Western District of texas that judge issued a tro basically stopping the ban. The next day texas appealed to the United States court of appeals in the 6th circuit basically halting that decision and effectively lean stating the ban. Yesterday i, along with 18 other state attorney generals, we filed a brief in opposition to the state of texas and in support of reproductive freedom and in support of women. The reason why, is that these prohibitions basically hinder, they block the exercise of a womans Constitutional Rights to an abortion, which has been tried in roe v. Wade and there is no exception in roe v. Wade for National Disasters or national pandemics. It is a constitutional right. And the state of new york cannot use as a pretext that this is basically an attempt to conserve Public Health equipment or minimize the use of ppe, when everyone knows, most individuals know that most abortions do not require ppe and are not performed in a hospital. They are usually performed in a doctors office. And by blocking this critical service, some women, mostly women with means, will travel to other states, increasing the likelihood for Community Spread or furthering this transmission. And so this pandemic should not be used as an excuse to deny, restrict, limit, or block a womans right to control her body. And let me also say that poor women who can not travel will resort to back alleys. So its really critically important that they join me and others to increase access to Reproductive Health by accessing Telehealth Services and medicine and also access to the medical abortion pills. Thats what texas and all of these other states should be doing. I do want to ask you about that, attorney general. Because you have urged, along with other attorney generals the fda to allow women to access a Prescription Drug by mail so they dont have to risk leaving their homes. What is the pushback youve gotten from the fda. So i again, cosigning with a number of my colleagues across the country, we have asked the federal and Drug Administration as well as the health and Hospital Services to basically remove these designations, not to enforce and or to basically exercise their discretion in allowing for these abortion pills. They have to remove the designation known as the risk evaluation and mitigation strategy, which effectively blocks access to this abortion pill. The only way to access this pill is, one, an individual has to go to a clinic and the medicine has to be handed to you. Two, your Health Care Provider has to be registered with the drug manufacturer. And three, youve got to go and obviously get be consulted by a medical physician. All of this can happen online. We can utilize Telehealth Services. We do not have to risk our we do not have to risk ourselves to this pandemic. We can just, again, get a prescription which can be sent to us electronically and take these prescriptions in our homes. These are safe and effective methods of abortion. Over 2 million women have used it. Its a practice which is supported by the American College of obstetricians and the American Medical Association and others. New York Attorney general hospitals across the country have enacted Visitor Restrictions in order to limit the exposure to those with covid19. Hospitals staff have taken on another role, a standin Family Member, showing affection for dying patients in their last moments. Its heartbreaking to know as a nurse, that you are that persons everything. Sometimes this their last moments, the weight of trying to fill the shoes of the people who cant be there is really heavy. Its good to be with you, as we await briefings from california and the white house. The Coronavirus Task force will hold a briefing, and we will bring it to you live when it starts. Americas outbreak is going fast. We are reaching 300,000 confirmed cases and 8,000 known deaths. We will take you from washington to the west coast and everywhere in between, with a look at how coronavirus is affecting all of us. California is the nations largest state, but new york has our largest outbreak by far. Today, Governor Andrew Cuomo updated new yorks numbers. More than 113,000 cases and more than 3500 deaths. Friday, was new york citys deadliest day yet. With more than 300 deaths in one day. That averaging out to just over one death every five minutes. No wonder state and local leaders are pleading for more resources and more life saving equipment. Msnbcs corey coffin is outside the Javits Center, its now a Field Hospital focused on covid19 patients. What do you see in there . Reporter the latest development coming this week with the Javits Center opening up today and the sun coming out as more patients are being admitted here is what we are learning throughout the day. Also, so far, we have seen a couple hundred military personnel entering the facility, this right here, is one of the main screening areas. Covid positive patients do not come through this area. This is where the volunteer toors and medical staff and volunteers and military staff and Health Care Staff come through. Its a federally funded and run facility. With the statewide equipment, a happy update was provided. Saying the state would be getting help on that end. We got really good news today. That the, the Chinese Government is going to facilitate a donation of 1,000 ventilators that will come in to jfk today, also, the state of oregon, contacted us and going to send 140 ventilators. Which is, i tell you, just astonishing and unexpected. Cuomo described oregons actions as not only kind, but also smart. He said obviously helping stem the flow of cases out of new york will help to do ease the curve that other states will be experiencing later on as we start to experience the what is hopefully the peak of the curve here in new york state in what scientists estimate will be about 48 days. Now, Governor Cuomo talked about the need had for, to still stock up on more ventilators and other types of equipment, like ppe, personal protective equipment. In those coming days. We are still far behind, new york mayors bill de blasio, expecting the need for 15,000 ventilators by the end of april and we are learning breaking news here in respect to the Javits Center and the usns comfort. Usually the ship was set to take in overflow patients from hospitals that were noncovid positive. We have learned that comfort is taking in asymptomatic screened patients that they are keeping in a secure location away from other patients. A few of the patients who have come in have tested positive for coronavirus, we have learned they have been transferred here to the Javits Center. There was a lot of moving around going on. It was supposed to be for other cases and now for covid19 patients. Definitely a moving target as to how new york city is dealing with this. Lets head west now to arizona, where the state seniors are a prime concern in fighting coronavirus. Arizona has more than 1700 cases and 41 known deaths. Sun city, thrives as a hot spot for retirees. 70 of the population are seniors. 70, vaughn, what is your presentation as an arizonan, of how the outbreak is affecting residents, especially older residents . Joshua, when you are talking about the greater sun city area here in the west valley, you are talking about a population base of older folks that is more than 80,000. When you are looking at arizona, it does not have the same number of deaths as other states or the same number of positive test cases. But the state of arizona is cognoscente of this, they are saying they could be 13,000 beds short here across the state of arizona, that is why the Emergency Management department here, and along with the army core of engineers are on the ground scouting locations to build pop up hospital facilities. About 24 miles from here is an old shuttered hospital, st. Lukes that is three weeks away. The state of arizona is looking at having the peak hospitalizations about the end of april. About early may right now. But again, thats why we are here. About 80,000 older folks here across the greater sun city area. I talked with clint hickman, he is the chairman with the board of supervisors, its the jurisdiction that oversees the population. Lets hear what his hope is for the community. They are just like nonpl wi uss, they have lived through the depression and world war ii, vietnam, korea, they are self motivated to keep themselves safe. Thats what i have seen so far. Reporter joshua, i was just talking yesterday with steve hess. He lives here in sun city. He is staying in a hotel because his wife has covid19 and living inside the home in the community. Right now, she has enough food, but he said, its a paramount concern, the need for toilet paper. You stop in a store, a block away is a local Grocery Store and theres no toilet paper. He said that he and his wife, both in their late 70s are not at the Health Condition in which they can go and stand in lines here. We were just down at the Grocery Store, and its busy. Again, this is the older population. So, while folks here are trying to maintain, theres a volunteer network that is trying to get up and going, at the same time, theres a realizization that its coming quickly and folks are trying to figure out how to best go about their lives and pick up basic necessities. The state of arizona and with the army corp of engineers are trying to set up Field Hospitals in case ultimately the state of arizona is hit as hard as it potentially could be. One hopes in a state like arizona, the volunteer networks to serve seniors would be ready to stand up quickly. Thank you very much. That is vaughn hilliard, joining us from sun city arizona. Pennsylvania is getting hit hard by coronavirus. And not just in the number of infections. The case load there is on track to pass 10,000. Nbcs maura barrett, and it appears that pennsylvanias economy is taking a huge hit. I mean, this week, we learned of another 6. 6 million unemployment claims. 1 million of the 6. 6 million were just in pennsylvania. So what is the state doing about this . Reporter hey, joshua, so, here this afternoon, we are at the philadelphia italian market. Its a cultural hub here in south philadelphia and theres a million unemployment claims just in the last week in pennsylvania, the second highest here in, in the country, actually and the italian market here has 60 businesses about half of them are, are out of business because they dont fall under the essential guidelines for the governor. And so, basically here this afternoon, people are wearing masks, they followed the governors guidelines because that was a new order that they put in to place. Just in the past couple of days. Along with the state wide stay at home order. So, what i wanted to talk about is sound here, so you can hear from a Business Owner down the street. His family has been in business, running a cheese should be, debrunos for 81 years and he talked about the challenges he faced when he to close the restaurants and businesses here. Take a listen. I think the biggest challenge for us was really, when it happened, and having to have to close down our restaurant and our flag ship store first and foremost for the safety of others and our catering and events team, the parties cancelled because theres no gatherings. So, the biggest challenge was having 100 plus people that needed work. So, joshua, i apologize, there was a bit of an alter indication here. The Business Owners are facing troubles as well. Emilio relocated some businesses to other businesses to work as sanitation workers because they have to follow the cdc guidelines and another shop owner who runs a Seafood Stand said that fishermen that go off the coast of new jersey are not taking as many boats out as they used to because the demand is lower and they dont anticipate it will last, right now, the fishermen are taking out one boat instead of ten boats. But they have to pay for the price of ten boats. So we will probable see the cost of seafood go up as unemployment continues to rise, here in pennsylvania, the claims came in quicker because the governor shut down the nonessential businesses way earlier than other states. So, other states will tick up to match that and so, unfortunately we still have other states looking ahead to file those unemployment claims as well. Joshua. What we hope to accomplish is to harness the innovative spirit of california with the Laboratory Science expertise that we have. Across this state, there are many experts in our Academic Centers and private entities who have been working hard to come up with Innovative Solutions to increasing testing in california. Our new task force is going to look across the board at everything that is being done, and where the opportunity is to do more. We know Governor Newsom is speaking now to the states response. Anything in particular that we may expect him to address . Well, i mean, i think the big signaling that we keep hearing and seeing from time and again, is that despite how far this is all come, and despite where we are now. That it is still thought that california is in the calm before the storm. Where i am, in l. A. County, the hardest hit county. They expect to start seeing about a thousand new positive cases every single day. And swhooro what is happening h theres a huge effort by hospital and hospital officials to get as prepare ready as possible. Theres 2200 patients already in care for covid, about 900 of knows in intensive care and they need to ramp up and scale up as much as they possibly can. If this thing peaks the way it is supposed to. Which is in about two months. They are going to need 140,000 hospital beds. So, theres a huge effort spear headed by the governor. You heard him a few seconds ago. I would imagine that he is going to speak about vigilance. Typically during the weeks that it all started. He has used the weekday to implement new policy changes to update people on what is going to be institutionalized, whereas the weekend is about, you know, getting the message out of enforcement. About staying vigilant, about following the social distancing guidelines. Because the weekends are such a big litmus test for how californians will respond. So, we probably should expect to see more of that in the press conference that the governor is giving right now, its more important now, because of the severity of this, its increased so. The number of cases are increasing so. And while its not on the level that we have seen in the crisis level of new york, and i think a lot of people are looking at reporting saying that california is ahead of the kunchlt we are still very far behind as far as testing goes. Looking at some of the data and statistics, california is about 5 times behind what new york is doing per capita with testing. If you look at the number of californians that have been tested, there are about 60,000 californians that got a test and are still waiting on results. Those are huge figures for trying to determine who has it, who doesnt, and what communities need help. And theres a big word of support from residents out there to try to stay inside. This is not the time to start slacking on social distancing. Despite how long we have been fighting this battle. The number of covid19 cases there is up 14 since thursday. That is despite a statewide order to stay home. Joining us now from dayton, ohio, is its mayor, nann whaley, welcome to the program. Its great to be on. You took part in a twitter q a session, what do you say was the number one Biggest Issue that was foremost on their minds . Well, i think theres still alate of questions about what people can do to stay safe and what they cant do. And you know, getting in to this, what we call now normal phase of our lives and community. So, lots of questions that we cannot answer. Like how long is it going to last . When can we get back to the way we were, which is really difficult to answer because honestly, none of us know. Are the residents following the stayathome orders and social distancing . Yes, by and large, i think daytonians are a gritty resilient sort and had our share of tough times. So we have seen really, really pretty good compliance. There were a couple of stores yesterday that we had to close down that were deemed nonessential. On the most part, people are doing their part for their community and im really proud of it. We have had only, i think, two deaths in the county so far, we know that it will rise and we are doing everything that we can to stay at home and save lives and even i, you know, im at home, this weekend, and actually, making some masks, so, for my family as we prepare for the longterm here. What is your assessment of how dayton has been treated by the state and the federal government . I know different governors have different opinions of their federal partners. But ohio governors mike dewine was one of the first to respond. He closed the arnold Sports Festival in early march in columbus, before there was a single case. They called him as the u. S. Governor that saw it coming early. So, is ohio doing something that maybe other states should learn from . I think so, joshua, you know, i think 32, 33 days ago, the mayor and the governor shut down the arnold ginther, it was a big bell ringing for all of us in our state. What we have seen that the governor has done for, for us across the state is he stays in Constant Contact with the mayors of the large cities. We speak with him every day. Give him feedback of what we see on the ground. And he helps activate changes that we think are important. I think too, that governor dewayne hd governor dewine has been drawn in and making sure that data is driving the decisions here in ohio. And thats something that i think mayors across the state can definitely get on board with. Unfortunately on the federal side, we have had a little more challenge. The cares act, the citizens are concerned about the lack of support for cities. As we go through this next month, mid size cities did not benefit from what we call the survival packages. When we have to provide police and fire, and trash and Emergency Services through this epidemic, and we are mostly funded by income tax, we are really, really concerned about how we will be able to keep that going. Mayor, the last time you and i spoke, it was after the mass shooting in dayton, last year. Now, its during coronavirus, im sorry your city has to go through so much tragedy and draw ma backtoback. Clearly your residents are pulling together and doing what they have to do to get through this. I appreciate you telling me more about it. Mayor whaley, thank you very much. Thank you. Life does go on, babies are still born, loved ones still die. But whats it like when lifes familiar turning points come at you during a pandemic . We spoke to two people dealing with the extremes in the latest episode of his podcast. Tell us about the first time mother in california. You spoke to her as she is getting are t as she is getti ready to give birth. Birth and death are two times that we come together and wrap our arms around each other. Its been made difficult under covid19. This mother, victoria was one of two families that we spoke to that found thenmselves on eithe end of the cycle of life. She more than anything wanted to give birth. She wanted to be a mother, when she found out she was pregnant, she and her had partner were over the moon excited now that hospitals are putting in restrictions who can visit and be in the delivery room, its complicated. Not only has the number of people shrunk down to just one and she has to choose between her mother or her partner. She is facing the very veal prospect, joshua, that when she gives birth the restrictions may be tighter and she may give birth absolutely alone. Every parents deep concern and she has a high risk pregnancy. One of her big concerns is, what happens if something goes wrong and she is all alone. You also spoke with nprs tv critic, eric deggens, he is an msnbc contributor. He is dealing with the very recent death of his mother. What did you discuss with eric . It was a tough one, not only because we know erics work. But the prospect of holding a funeral in the era of coronavirus, and eric talked about, having this this funeral, which happened last week. Where, you could only have ten people at the funeral. That included the church staff, you had to live stream it. Imagine trying the to say goodbye over the internet. But more than that, once his mother died, he flew in to gary, indiana from florida, and he was able to visit from her, and then, the hospital restricted visitation. For four days before her death. He was not allowed to see her. He was not allowed to spend those final days with his mother until the final day that she passed away. But, i think we have a little clip from my interview with eric. And lets just take a listen to this. These guidelines created a situation where the Church Family that she has supported for 60 years could not really be there for her physically in that moment. You know, the son that she had supported for 54 years. Could not be there for her in those last few days. For 60 years, ms. Carolyn williams was a devoted member of her church. At her funeral, not only were family and friends able to be there. They were not able to have a choir, he said, hopefully in the coming months, he will be able to give her the service she deserves. He was at his mothers house after her passing and the postal worker came up, and said, how much that his mother meant to him and he said, you know what . If i pass away today, the mailman is not only going to know me, he will not be hugging my children. That he is able to find some, some ray of hope in the love that his mother had for everyone else. And even though he could not send her, you know, home the right way this time. He is hoping in a couple of months, he will be able to. Joshua. That is tremaine lee. Thank you very much. We have been advised to wear face coverings not necessarily surgical masks, but cloth ever doings out in populated public areas. The president asked if he would do so and he said he would not. That was that yesterday. Any idea what we are expecting today . Right, joshua, i think we can expect more guideness on the face coverings. Anecdotally, you can see people wearing the scarves and they help people understand how close you might come in to contact with people. Its helpful to remember in the cramped spaces, its good to have a barrier between you and someone else, even if you are not showing symptoms. There will be followup to the president on why theres mixedimixed messaging on the issue. The Surgeon General tweeted out how to make your own face mask. Theres a line to keep it in mind. The first lady is urging a lot of americaning to wear these, but the period said he will not go so far, he made a kind of reference to a look in the oval office that he did not think it would be appropriate behind the resolute desk to be wearing that. Theres not many people coming and visiting. He mentioned kings and queens that may be coming. And he did not want to interact with them wearing a face covering. That of course, has all been halted. We can expect an update on a couple of different fronts. The president will be briefing in a bit. He has been tweeting talking about the paycheck protection program. We believe he will talk about that and earlier today, he a call with the commissioners of a lot of the major sports leads talking about what they are doing on the coronavirus front and what they may expect in the coming months. So, i think we could get an update on something that is really an american industry, so many people enjoy and are really missing right now. We dont know who the sort of special guests will be at todays briefing we have seen them range, sometimes its doctors birx and fauci. And sometimes heads of different agencies. We are not sure the focus, but you can expect a lot of followup questions on the issues of the National Stockpile. There continues to be questions about stayathome orders for states. Theres only a few hold outs and the president said he wants governors to take the lead on making the decisions and a lot of them are looking to the federal government for guidance, joshua. One more topic to ask you about, first, quick clarification, just to say it for the fifth time. The white house is not recommending that we go out and buy surgical masks. They are recommending that we use some kind of a cloth face covering. What ever its fashioned from. They are not saying run out and buy masks. The thats not what they are saying. Exactly right, and that is a message that was consistent from this beginning. They have been clear to say, please, do not deprive any of the medical professionals on of the items that they so desperately need. We are not talking anything surgery i canal grade or more official. They are encouraging people to make them at home, to get creative and use tshirts or towels or things had that you have, even a bandana and fashion your own at home. That is what they are suggesting and we do not expect the president to be doing it himself. I am sure it will be a trending hashtag of like, my homemade mask and the pictures will be entertaining. An arts and crafty moment for the american people. A lot of potential. We are a crafty people. The president will get questions today if he is at the briefing about his firing of Michael Atkinson, the Inspector General for the intelligence community. This is the person who kind of started the whole process of what became the impeachment trial. What can you tell us about that . The president has been hinting at this potential action for months. We absolutely know of his displeasure with these kind of watch dogs in the intelligence community. But the timing was of it was surprising. It happened late, late last night and we found out through a letter that was sent saying he lacked confidence in Michael Atkinson and he wanted to remove him. During the pandemic, a lot of critics are asking, why is this top of mind now . What was the need, what made it so urgent . That will be put to him today, joshua. The ship docked at the port of miami this morning. It departed from chile on march 5th. So far, seven passengers and five crew members have at the timed positive for coronavirus. Two days ago the Holland America z zaandam docked. Nine of the passengers have tested positive. And 200 people have flulike symptoms. All of this comes as floridas coronavirus case load passes 11,000. With about 190 deaths. Nbc sam brock is in miami with the latest on those passengers at the port of miami and how many covid cases could we be looking at . The coral princess has 12 confirmed cases so far, what do we know about the other passengers, including what ever screening they may be undergoing . Well, theres hundreds of other passengers, joshua, good afternoon. And thank you for having me on. For the second time in the last three days. We have had a cruise ship with thousands of passengers on it, finding out at the 11th hour that they would actually be able to dock here in south florida. It was Fort Lauderdale earlier this week. With the rotterdam and zaandam, and you see behind me, the coral prince princess, with a thousand passengers and you mention the figures, 11 people right now, at the very least are in hospitals. Two of them critically here in florida. Right around the corner and miami, and another nine going to orlando, theres a contract between the coral princess and the hospital there which is why its not as serious a case. They are taking a several hour ride to orlando. Two people died already. I was speaking with a Family Member of two of the passengers whos parents are still on the ship. They found out through intercom this morning that two people had died and their sympathies were being expressed and that was confirmed by the Parent Company that two people died. Hospitalizations as we mentioned, several hundred people waiting right now to find out what is going on. And 12 confirmed coronavirus cases. We asked paul nam, whos mother was confirmed and his father is exhibiting symptoms. What it is like, when he found out about the diagnosis and the struggle for resources. My parents were in good health, and they were breathing on their own. So they were not a priority. But my father had not eaten, so he needed an iv, there was no room in the infermary, so they could not attend to him. As far as getting all of the folk who is are healthy rite now. And you mentioned screenings, joshua. We are not sure the specifics of it, other than obviously the temperatures are being taken. They are being observed for problems. The folks who are okay, they are going to have to wait a couple of days right now. At the least, its a two to three day process before you can get all of the people on the chartered flights. Many of them foreign nationals and to get them home. This number is shocking. They have already taken 250,000 Cruise Ship Passengers because of the evolving coronavirus pandemic off of the cruise ships in the last three weeks hampt includes the thousand from the coral princess. And the isolation will well continue as you go from port to miami to Port Everglades and you go from the port straight to the airport and directly on the freeway, they may be in an odd state of isolation from now until they get home. We have been seeing people on twitter saying they aapplied for the loan and they were rejected because they did not have a Small Business credit card or Checking Account with the bank in question. A lot of wrinkles that need to be ironed out. Even as the president talks about going to congress for more money if the 350 billion that has been authorized for this is exhausted. Yeah, i was going ask you about that. The white house pushed back saying hey, its a big program. Starting up a program like this under any administration is no mean fete, what might the next traunch of money look like, if we go back to congresses to get more money . Well, we know that congress is looking now at a phase four package that would extend some of the benefits that they have already created.
