So i hope that we will be able to help other countries with them. And the next 100 day, america will require three times more ventilators than we do in an entire year. We are so geared up. At boeing, ford, honeywell, 3 m and other Great American companies, manufacturing lines are being converted to produce the respirator, protective masks, face shields and other strig vital equipment. And boeing is giving us their cargo planes, biggest in the world and well be using them to ship certain types of equipment to various states. Hundreds of millions of americans are the making tremendous sacrifices on the home front apa drive a driand law the single largest Economic Relief package in american history. You saw that yesterday. The 2. 2 trillion, think of that, 2. 2 trillion, but it goes to 6. 2 trillion depending on what we decide. This legislation delivers Job Retention loans for Small Businesses to help them keep workers on payroll, expanded Unemployment Benefits and direct Cash Payments to american citizens. And these are very substantial payments. A family of four will be getting approximately 3400. This legislation also provides massive increasing in funding for hospitals who need it, for Disaster Relief fund and critical life saving medical supplies. Were spending a tremendous amount of money on mill supplies. Were trying to get it to the point needed directly as opposed to our supply lines. So it can go directly to where they need it without having to go through a long process. I dont want to say bureaucratic, but this group of people has worked so hard and the energy and the speed with which they are delivering everything has been really admired by everybody. Everybody is talki about it, th job they are doing. My administration has taken action to suspend federal student loan payments so were suspending that means zepd suspending in every sense of the world student loan payments so that the students that are not able to take advantage of what is going on obviously for obvious reasons, they will be the payments are suspended. Weve timp raemporarily stopped foreclosures. Weve postponed tax day until july. First time that has happened. And waved regulations to speed new treatments to the market and we have new treatments coming on rapid rapid rapidly. Were doing well with vaccines and potentially cures. Were looking at a lot of different alternatives, a lot of different medicines. That would be gamechanger. The president said is this a floating hospital with 12 rat g operating roomt rooms and he is considering a quarantine for the new york tristates and he is considering a quarantine for the new york tristate this is the area by all accounts the epicenter of the outbreak here in the u. S. But he and defense secretary mark esper made the point that the u. S. Will be maintaining its military readiness while also protecting the people of the United States who are fighting this outbreak. And im Joshua Johnson. And joining us is ali vitali in norfolk, dr. Azar, ali velshi, and colonel jack jacobs. The president repeated some of the messaging that he has put out about the u. S. Being ready to fight back against this virus. And also that the military is willing to throw its resources into this fight. Clearly the u. S. Military willing to throw anywhere resources into this fight. You can see behind me the usns comfort beginning to pull away, making its trip up to new york where it will give goabout 1,00 new beds to the fight against coronavirus. The people on the ship will be taking a lot of cases for trauma and other medical events that could come up, thusly freeing up medical professionaling in ts iw york area to have more beds as well as for themselves to have more professionals to be able to fight the virus. But one of the things the president said, he wants to put forward an enforceable quarantine on new york, new jersey and parts of connecticut. And this is still hypothetical, but the things that we do know, he said that it wouldnt impact trucker, it wouldnt affect trade. Those are two of the new stipulations if he were to move forward with this kind of enforce sable quarantine. But there are a few questions if he has the Legal Authority to do that. Qu Governor Cuomo wasnt sure what this quarantine would look like. We know that states and our communities have stay in placed on, how this wouuld be differen. You about President Trump said there will be a decision on this shortly in his words. So again, all of this is hypothetical, but a lot of questions if he can even do it. He said that he spoke to governors both in florida and in new york and he made mention of the fact that there are a lot of people going from new york to florida. So it could be about restricting travel. And so a lot of questions but something that were waiting on to hear from the president. And floridas governor over the last few days did ask people who are flying from new york to fly to selfquarantine. And the usns comfort has to be some comfort to medical providers here in the tristate area taking some cases off their hands. Meanwhile, there is also that announcement that the president is apparently considering th quarantine. Where does that leave us presuming that the quarantine does take effect . To the first point regarding the ship, i think that that would be a wonderful thing obviously, logistically it will be interesting to see how it actually plays out if in fact hospitals will be transferring noncovid patients there, who gets priority, what kind of patients will they see. If it is also going to be used as anurgent care facility, that would be wonderful. We keep talking about the concern that nonrespiratory illnesses, those patients are still having heart attacks and other issues and they also need to come to our Emergency Rooms which makes it harder for those on the front line to isolate. And to the second point about the quarantine, i dont really understand the mechanism of that yet. Is it are with limiting movement within the tristate area which wouldnt really make any sense because that is so porous anyway. To me it sounds like it is aligning with his travel restrictions early on that perhaps philosophically to keep the hot spot here and not create more. But i think that were already doing that. And i think the other point that were saying a lot is that the virus is everywhere. And it is probably only a matter of time before the Community Spread bubbles up into other hot spots. And so i dont know practically speaking how limiting travel from here will affect the rest of the country. And im more than willing to listen to whatever sort of, you know, scientific rationale is behind that or if the Public Health experts can weigh in on that, id be more than happy to listen. Yeah, scientific rationale will certainly be part of it as the usns comfort begins to make its way north to new york. And i think the economic rationale is also clear from what the president said, he said that it would not apply to truck drivers, not to the xwrd was not to impede trade so much which feels like one of those core important responsibilities to make sure that trade does not shuts down, but also the not to panic people and think, oh, we have to stock up on toilet paper again. Yeah, so weve blocked off the canadian and mexico borders. But that doesnt mean there is no movement between the countries. There is massive movement. And when it comes to dcanada, michl mit michigan and new york are the biggest that trade with canada. So a lot of complexity here including what are you restricting exactly. Because the tryer state area i concept. There is not any federal statute that allows for this because you are only allowed the federal government is allowed through the ccdc to hold on to people thought to have a communable disease. And i would need to use the National Guard. And the National Guard reports to state governors. So you need your state ghu2k3wu governors to be part of it. And this is the hub of financial activity, business activity, and trade activity in the country. Remember, long beach is a bigger port. New orleans and houston have ports, but this port of new, and a elizabeth, new jersey is massive. So im not really sure this is a well thought out plan. And as ali was mentioning, every time the president was asked about it, as added a new stipulation. So i think what this is meant do is throw it out there no a phone call between him and quuf compa Governor Cuomo of what the restriction of movement will look like. You remember dr. Birx said that number of people have left new york and they are seeing the spread of infection into new york and long island as well. So that is what i think this is. This is the way trump does it. He sort of sends out an opening salvo starting with the most extreme position and then he will work backwards. We have people working on this, it is not clear that the president has the authority. So you have to get that authority from congress. And it will be interesting at least ill be interested to hear what the governor of connecticut and new jersey have to say about this as well since the governors of new york, new jersey and connecticut have been coordinating their state efforts to try to create a tristate strategy. Colonel, im interested in your thoughts on what it means militarily. The usns comfort was stood up and put in a ready position fairly quickly to get moving to new york. The mercy is on route to the west coast. And the responsibility to protect the American People would not be coming at the risk of military readys. But id like to know your thoughts about where it puts it in the larger sense. With respect to the ships, both the mercy and the comfort, are always staffed with a relatively small crew just for situations like this and then additional crew doctors, nurses and technicians can be added on short notice. Many from the guard and reserve so that these kinds of situations can be dealt where. The president mentioned something that was quite extraordinary. The mercy was under refurbishment and was not supposed to be ready for weeks. And it was put in a space of less than a week of refurbishment. I mean, that is really hard to do. And clearly all the work that was supposed to be done on the comfort was not completed. But the most important thick ngs getting the ship to pier 90 in new york. And with respect to the approached the possible quarantine, alli velshi made an interesting important with respect to the president s authority. The national if there is such a thing would have to be enforced by the National Guard and the National Guard in each state blonlgs sbelongs to the and the governor can decide to participate or not to participa participate, which . Governors have done in the past. The National Guard is the army, navy and air force of the governor and he has to agree before they are used for any purpose whatsoever. It reminds to be seen whether or not the president has the authority to maybe to order it, but not to enforce it. With respect to the effect of all of this on our military capability worldwide, remember that what weve done already is to cancel or postpone in most cases indefinitely joint and combined operations in all parts of the word starting wild start baltic. And those countries in europe in particular that will beset with a large number of coronavirus cases, to be honest with you, this makes us less ready. So were not coordinating with host countries in order to conduct our against of our interests in those countries and those areas of the board. In addition we are restricting travel and so people who would otherwise go to important schools so that they could learn to do the kinds of things that are vital to our National Defense that were not doing that now. And it remains to be seen when well be able to do it again. So there is no doubt about the fact that the drone has had an adverse effect on our national security, the sooner we can get back to a position of full capability, the better off the security that the nation will be. Coordination may well be the watch word of the next few days. And well see where the military readiness goes from here. Thank you all very much. The citys icu beds are full and at risk of collapsing. Georgia has more than 2300 cases. Lets go now to blayne alexander in atlanta. Tell us how things are going and how they got that way. Reporter the hpospitals are under tremendous pressure. Considering you talked about that there are 2300 cases, more than 25 are hospitalized. So you talk to the people that already go to hontss for things that you dont stop during the coronavirus, the mayor of atlanta is predicting that within weeks atlanta hospitals will hit capacity. And if you go about 2 1 2 hours south, a much smaller community, you are seeing more than 200 cases there. That is more than counties eight times its size. So the hospitals there are already overrun. So here in metro, atlanta, the city is under a shelter in placed on while the city is looking for alternatives, places to serve as makeshift hospitals if and when they become full. And i know that part of georgia well. That is not too far from the section in north florida where my family is from. And they are concerned about becoming a hot spot. Are there other hot spots . Reporter the biggest one is louisiana, new orleans where i just spent the past four or five days. That place is absolutely a hot spot. And they are concerned not just about the high numbers there, but they are concerned about the growth, how quickly the numbers are increasing. Just overnight, there was an increase of about 569 cases just in the past 24 hours. And officials are looking atatd gra mardy gla, people shares beads and drinks and close space. And experts say that that was a breeding ground. And so you are seeing the explosion that you are seeing right now. And reporting from there, you see so many people because there are so many cases, in such a small relatively small area compared to new york, it is hard to find people who are not directly affected by this, so i spoke with one woman, cassandra, she told me her husband was riding on a mardi gras float and he felt ill and passed away. Here is what she told me. The most difficult part for me as a wife is that i could not go see him, i could in tko couls hand, tell him that i love him i couldnt being with him. Reporter and it is something that you have heard from cassandra and amy earlier is that because doctors are restricting visitor action she couldnt even go inside of the hospital room to spend those final hours with her husband. Ct couldnt even go inside of the hospital room to spend those final hours with her husband. Texas and florida are both ordering traveler w40s cos who from a louisiana to self quarantine for 14 days. Any sense of what that would look like, maybe any early reaction to beam whepeople wher are . Block the doesnt sound like something that is feasible. And you cant help but wonder what the. S and tdoctors are hospitals thinking about. There are people coming to this hospital all day, not just to be tested but to the emergency room back there are we understand there are doctors who are essentially trying to examine people at the door and turning some away and allowing . To come in because the place is so packed. It is a matter of life and death every day. A little earlier, we spoke to some of the people here who are comes fing for tests. This is an immigrant neighborhood, low income residents. It here is what they had to say as to why they are coming here. Im feeling pretty bad, the virus is killing people. So im scared so i come here to test. I had a little cold, but i need the kid next door to me was diagnosed positive with the covid19. And my mom is really worried that i might have it. Reporter and the voices are broken up because we were talking to them by phone to keep us all safe. Because there is a deep pen 2r5igs of t penetration in the community. And doctors assume that many people are infected. One thing that i want to mention, this morning the new York Police Department put out a notice that they have now lost three members of the Police Department here, schuing unifor. He was 48 years old, 23 years on the force. And also a custodian and Administrative Assistant also tied of the virus. It is taking a tremendous tole on First Responders in city. Emts, police, fire. Every day. I believe the absentee rate is about 10 and it is similar for other First Responders. And that is what is happening here in new york. And there is no sign of it ebbing or ending. The governor says that the numbers are still going up although not as quickly. And yes the usns comfort has arrived, the Navy Hospital ship, 1,000 beds. The governor said that they need 140,000 here to deal with the apex. So were still on the way. Last time i heard they are about half of the way where they need to get to their goal. So the Memorial City mall are temporarily closed. But what the owners told me they decided to do is present a message of community. And so folks have been dropping off face masks and also governors and they are also donating food for the Kids Meals Program and gift cards. So trying to get the medical supplies in that will be needed as the number of cases continues to arrive. I spoke to an e. R. Physician yesterday and she said that there was enough is supplies for the immediate time but she hopes to only have to use this as a last resort. And we heard about the stimulus package that has been signed in to law. What is your sense of how businesses, shop owners at the mall feel crashing what that package might or perhaps might not do for them . Reporter yeah, i mean ive spoken to a number of Business Owners here in houston. And a lot of them are still sort of wrapping their mind around what this package mines for their business and what sort of relieve thf that they can get. And i spoke with a spokesman from the mall and he said what is on everyones top of mind. And were hoping that the stimulus funds get into the right hands at quickly as responsible for those that need it most. And that were able to get our businesses back. Reporter so the focus really is timing. When will they have that money and a be able to either get people back to work or keep people assumed and on the payrolls as the pandemic rolls on. And ind spo spoke to the owner manufacturing plant and he was saying that he has owned his business for decades and it is hard to wrap his mind around accepting this aid. Reporter so the number of cases has been growing, and im sure like a lot of people in the country, its created a lot of uncertainty about what this is going to mean for future for the economy. Some of the things that have happened, you know, since this pandemic broke out is weve had a lot of layoffs in the state. Our state does economy does depend on tourism, and this is a busy month its typically a busy month for us because we have beautiful weather, we have spring training, but all of those things are on pause right now as were trying to deal with this virus and contain it. The loss of spring training has got to be hard. On top of that, there are reports that hospitals in the state are looking at churches and hotels and sports fields to try to prep thousands more hospital beds. What else is going on to try to deal with what could be an overflow of cases . Reporter yeah, so you know, hospitals are reaching out to different sources to get some medical supplies. Weve seen some Community Members step up and donate supplies that they have. Weve also seen the local distill reece step up and create hand sanitizers for our hospitals. One university is providing hand sanitizers for the navarro notion because part of it spans on arizona. What about shutdowns in the state . How are businesses dealing with there others than those affected by tourism . Reporter yeah, thats been a little confusing for some of the cities and counties. So governor doug doocy did issue an executive order that said that only he listed essential businesses that would stay open as coronavirus keeps spreading in the state. He hasnt issued quite a statewide closure, but the executive order did say certain counties that have confirmed cases would close down bars, restaurants, gyms. But that means that counties that didnt have cases earlier this week were still open. So one mayor that i talked to said he saw an influx of people from outside the county and going to their bars and restaurants and was saying, you know, if we have too many people theyre going to bring the virus here eventually. President trump says he is considering a twoweek quarantine of new york, new jersey, and connecticut to stop the spread of coronavirus. I am now considering, well make a decision very quickly, very shortly, a quarantine because its such a hot area of new york, new jersey, and connecticut, well be announcing that one way or the other fairly soon. The president made those remarks just over an hour ago in norfolk, virginia, while sending off the medical naval ship us ennis comfort. It is scheduled to arrive in new york on monday. Here is how new yorks Governor Andrew Cuomo reacted. I spoke to the president about the ship coming up and the four sites. I didnt speak to him about any quarantine. Has he spoken to you about a quarantine . Have you had any indication that thats a possibility for new york or parts of connecticut . No, i havent had those conversations. I dont even know what that means. Today the u. S. Has the most coronavirus cases in the world. More than 100,000. The death toll in the u. S. Is now more than 1,600 and climbing. With more than half the country essentially shut down under stayathome orders yesterday President Trump signed that 2 trillion Economic Relief package. The bill provides aid to workers and businesses that are impacted by the pandemic. Lets get right to that quarantine plan the president is floating. Nbcs monica alba is at the white house, Lee Ann Caldwell is in d. C. Monica, you have been reporting that the president s political advisers have been advising him to step back on this rush to reopen businesses. Now we have this measure for a quarantine, i believe we have a cut of a little more of what he said earlier as he left the white house. I think really most of the governors are very appreciative. As i said, i just spoke with andrew cuomo. I just spoke with ron disantis. Were thinking about certain things. Theres a possibility sometime today well do a quarantine, new york, probably new jersey, srts parts, and connecticut. So monica, whats going on here . Reporter so this really speaks to how much of an evolving situation this really is here, joshua. As you heard earlier in the week, the president was floating an easter timeline for certain parts of the country, maybe opening back up, to business. And then yesterday he really shifted that. Were told that several of his aides and advisers have told him not to attach such hard and fast dates to this very much fluid situation with the pandemic, of course perks and that has not been more apparent than what has happened in the last few hours with this potential quarantine that would be regional, specific to new york, new jersey, and parts of connecticut. But as you saw there, he is still absolutely couching his language. Its unclear exactly who hes had conversations with this about. Its unclear whether maybe right now back on air force one, hes reaching out to some of the governors of those states. He made it clear that this is something that hasnt been decided yet. And thats important because as we reach the end of this 15day effort to slow the spread, we still dont know what the National Guidelines will be for the country going forward. But its important to point out that its not really clear under what federal authority the president could issue this kind of quarantine. We know nationally thats really not the case. Its up to the states, joshua. We have to see what they have to say. Before the president boarded air force one, he said he was going to get into contact with the governors of new york, new jersey, and connecticut, which leads me, leanne caldwell, to the next obvious question, monica alluded to that, but this quarantine, this tristate quarantine, can he do that . Reporter a lot of mixed messages, as monica mentioned. On the one hand, he wants to open the country up by easter. On the other hand now hes talking about a quarantine for specific states. Our own Pete Williams reported, looked into this a couple of weeks ago and said that its very difficult, perhaps, for the president to announce a national quarantine, that it is unconstitutional perhaps because the constitution said that is left up to the states. But theres also a lot of other things going on here. The president s friend, the governor of florida, ron disantis, hes been complaining about new yorkers coming down to florida for their vacation homes, trying to escape new york. And he doesnt want an explosion of coronavirus there. So this an attempt could be an effort for him to appease his friend, ron disantis. We know that the president has had very rocky relationships with some governors, especially democratic governors. That could go into him trying to appease his friends, more republican governors. But you know, theres a lot of questions still. The president has shown over the past few weeks throughout the crisis that what he says is not necessarily what is going to happen. Walk back a couple weeks ago when he started talking about the defense production act. It took him until yesterday to engage that. So while he is floating this today, it could be just that floating an idea, see what sort of response he gets. Theres been no direct order yet. If there is, were not even sure if it would withhold or would stand up in the courts. Thats nbcs Lee Ann Caldwell and monica alba. Lots to be figured out in terms of how and whether this would work. Its governor said as we showed that he didnt hear anything about the president s quarantine plan when they spoke, despite what the president claimed in remarks at the white house. So new york, of course, currently being considered the epicenter of the coronavirus pandemic in the United States. Im actually outside an ems station right now. If you can just see behind me, First Responders working every day and night to keep people safe. Weve been hearing sirens in this quiet city right now all morning and all afternoon. I spoke with the fdny this morning who told me some of the latest numbers on some of the recordbreaking number of calls theyve been receiving, requesting emergency services. So just to get specific here, the department received on wednesday 5,800 calls, thursday we saw 6,000 calls, and friday, just those latest numbers, another 6,200 calls. So just highlighting how many people are being impacted by this and how hard the First Responders are working. I want to bring in anthony almajera, a paramedic and also the Vice President of the fdnys ems officers union. Anthony, thank you so much for the work you do. I just want to start by asking a bit about the conversation around the quarantine and the possibility of that. What would that look like in new york . So in new york what would happen is they would probably, the police would be going up and down the streets along with other Emergency Personnel forcing people back indoors somehow. I dont imagine it will be like mass arrests or anything like that. I imagine there will be fines or or just strong worded speaker announcement to get back inside as this pandemic grows. And just to let you know, the numbers that you quoted were a little off. Im sorry. There are over 7,000 each day. Reporter as of today. The last three days over 7,000. Were on pace to do that now in ems. Reporter i was going to ask about that. How has the last week gone for you . Its its unprecedented. The crews are working 24 hours a day nonstop. There are people working 16hour shifts each day if not more. The amount of calls that theyre doing, the stress level. But were doing it. Ive never been more proud of the men and women who work in the ems. Not only here but i hear the stories around the nation. Its really something. Weve heard repeatedly about shortages in protective gear. Do you feel as though you are adequately prepared to tackle this crisis . Our training were adequately prepared. We dont have the equipment. We have made numerous attempts to appeal to the mayor and the commissioner of the Fire Department to get us the proper gear. We need the n95 masks. Thats the standard of care so we dont get sick. I have members sleeping in their cars because they dont want to go home to infect their families. We have approximately 200plus members who have contracted it, and im told that theyre monitoring over 700 members of the Fire Department. So we need those masks immediately if not sooner. Is there a point in terms of what they might be asked to do during a quarantine or the resources they have or the work theyll have to do at which his members will draw the line and say, no, we wont do this . Where is the line for them in terms of how much theyre willing to do based on where things are right now . Reporter right. Just a question from Joshua Johnson. When it comes to a possible quarantine, as a Vice President of the fdnys union for the ems officers here, what do you where do you draw the line in terms of what youre being asked to do . Thats an interesting question. Ems role is to protect patients lives and health and wellbeing. We also are a 911 service, an essential one. So i dont know what the role of ems would be in the quarantine except to treat people that may be sick or show symptoms. I imagine we might be dispatched to go up and down the streets with our microphones to try and get people to go inside. Obviously we dont have the capability in ems to force people. I dont have the apparatus like nypd or other agencies of that nature has. So it will be interesting. It will be a new experience for most of us. But whatever it is, as far as were concerned, as long as were trying to take care of the wellbeing of new york city and its residents, were up for it. The men and women have, like i said, never been more proud, theyve really stepped up here. 7,000 timesplus a day. And if its a quarantine, then we come to your house, and we take care of you. Lets bring in msnbc science contributor into the conversation. I am taken by what we just heard from the union leader and also by this idea of how enforceable this quarantine is. And id like to know your thoughts about where this puts us right now, about whether or not this puts us in a place where we are closer to dealing with this pandemic or whether were farther away. Where does this leave us . First of all, having gone through katrina myself, you know, the only way we were able to quarantine the city was by the governors issue to the National Guard to actually police the city, who could come in, who could come out. And you had special passes to go in and out. That would come down to the governors of each state. Secondly, i think announcing it before you speak to the governors is going to lead to mass panic and everyone trying to get out of new york and these areas tonight if they can to avoid being under quarantine. So i think honestly it was irresponsible to do that without having spoken to the governors first and let them, you know, be the 1800 the ones that spread that message. If youre watching from new york, connecticut, new jersey, listening, this is not in motion yet. The president said he has floated this, hes going to talk to governors about this. If you are packing your bags right now, stand down, red alert. This is not happening at least not yet. And then lastly, i would say, you know, again, ill go back to the message ive been saying for a few weeks now. Unless we do this nationally, and that is the federal mandate to shut down all nonessential services and commercial activities, and that would have to be through the association of governors along with the white house to make that decision, but unless all states do it nationally, nothing is going to stop us from going from a high risk area to a lowrick area, and its a natural instinct to want to do that. A hypothetical, if youre in california and theyre finishing their twoweek clock down and say arizona hasnt done that twoweek lockdown, all someone has to do is become infected from arizona into california after the lockdown has finished, and you start the cycle over again. Its essential that everybody across the nation be on the same page with regards to what were doing. Right now that just isnt happening. Briefly we should be clear, this doesnt necessarily mean that the tristate area does not need some kind of stricter enforcement. It may well need that. Oh, absolutely. And the entire nation actually needs that desperately. I think weve been advocating for that for weeks. So you know, unless again, ill go back to unless we do it all at the same time, its going to have very limited effect. Frankly, i dont think two weeks is going to be enough. Its going to have to be three to four. And you can predict what an economic outcome or what an economic damage thats going to do to the country. Whereas if you let this go on sporadically and play whackamole where this hot spot is emerging, this hot spot is emerging, that will be devastating to the United States. One quick thing before you go. Folks at sky news reported on a test given to Health Care Workers in the National Health service in the uk. The antigen test sounds a lot like the Antibody Test which weve been trying to work our way toward. Is this a big step forward . Is this just a kind of a small procedural step . Its the same type of let me explain it this way. So both the swab test and an antigen test would tell you if you are acutely ill at that moment with coronavirus in your system. Whereas the Antibody Test will tell you if you have recovered and are recovering from the coronavirus infection. So the reason we like the Antibody Test is, one, we know that youve had it and that youre immune or not, and then we know also just from the fda fast tracking the use of convalescent serum that those people then can be used in the fight against people with people, rather, that have the acute infection. Our volume of sick patients has gone up. Were seeing more patients who are needing more respiratory support, a lot more needing supplemental oxygen, more needing ventilators than last week. Can you clarify sorry, go ahead. Sure. I was going to say we have were putting in protocols in place to handle a surge of critically ill patients where last week we were looking at an increased volume in sick patients, i think this week we are thinking that the next few weeks will bring a larger volume of critically ill patients. And so were trying our best to plan for that. I know the e. R. Doctors are trained to deal with surge of cases. Weve all watched a little bit too much greys anatomy and e. R. , so we think we know what its like to be an e. R. Doctor. This is beyond the level of what e. R. Doctors are oh, yes. The volume is beyond. You know, the procedures that were performing and the things that we do to save lives on a daily basis, those we are used to doing. Were used to putting people on ventilators, treating sick people with pneumonia, people requiring oxygen, people requiring optsization, heart attacks, strokes. We know how to do that. We do it pretty well. The thing that were not used to is a large volume of critically ill patients. And all with a similar illness spectrum. That is something that is really unpre unprecedented. In the e. R. You see a wide variety of cases and not everybody is critically ill. With covid19 we are seeing much, much larger numbers of critically ill patients, all of whom need oxygen, respiratory support, ventilators, and so that is a change in our practice because were not used to the volume of critically ill patients. Briefly, doctor, before i have to let you go, i wonder what your thoughts are on the proposes quarantine of the tristate area. I wonder how that might affect you and the doctors at your e. R. From my understanding, its going to be, you know for Health Care Workers that we are expected and required to go to work. I think that the with the Health Care Staff on the front lines, were obviously needed. Im hoping that if they there is a quarantine in place that people will adhere to the rules and adhere to the laws, and i hope that it would make the infection right plummet and go down very, very quickly to avoid mass amounts of infection and mass amounts of critically ill patients. I would hope that if thats the case that would happen. And finally, doctor, how are you doing . Are you okay . This week is pretty stressful for me personally. Its been two weeks since ive been living in an apartment away from my family. You know, so that i could have close proximity to work and be accessible to go in for shift change. That said i work with the best team of people on the planet who support and encourage each other no matter what. Nurses in particular are some of the best people on the planet. Yesterday when my nurses heard that the e. R. Staff at a queens hospital were particularly stressed, they organized the e. R. Staff and sent dinner to the e. R. Staff at the hospital in queens. And i think that, you know, that attitude, that generosity of spirit is exactly what we need to stay uplifted during this time and really combat this virus and combat this illness. Im hopeful. A possible 14day quarantine of new york, new jersey, and connecticut being suggested by the president. And i underscore possible. If you are in the tristate area, this is not a done deal yet. But we should discuss it with charlie savidge, nbc contributor, reporting on the president for the new york times. Charlie, what are your thoughts on the decision and perhaps some of the reasoning behind it . Reporter well, the federal government certainly has the authority to do that under the Public Health service act. The department of health and Human Services has the ability to restrict the movement of people who may have Communicable Diseases either into the country or from one state to another. And there are regulations longstanding on the books that delegates that power to the director of the centers for Disease Control and puts all kind of flesh on the bones in terms of what it means, including the power to aprehend and detain people who try to move in defiance of such an order. So this would not be any kind of power grab or anything by the trump administration, it is the authority that congress has granted to the federal government for a Public Health emergency. So if this took effect and i tried to go from new york to philadelphia, could they throw me in jail . I think thats kind of how quarantines work. You cant move, and if you do, youre defying a lawful order. But as you have said, there is no such order yet. So people should not be freaking out. You also did some reporting on the stimulus bill that was signed and a key change that was made by the president. Tell us about that. Reporter so the president issued a couple hours after he signed that bill with fanfare something called a signing statement which is an official record of his understanding of what the law means and doesnt mean, and instructions to the rest of the executive branch to interpret it the same way. And in this signing statement, he challenged the constitutionality of a key safeguard that democrats had insisted upon as a condition of granting the 500 billion Corporate Bailout fund that was part of this 2 trillion stimulus. You may remember they held up the bill because they thought it would become a slush fund as Steve Mnuchin would hand out to his friends and there would be no oversight. They got this provision put in that creates an Inspector General to monitor and audit the loans and investments, the funds are used for, and it says that this new Inspector General can get whatever information he or she needs from the treasury department, and if they balk in the judgment of the Inspector General they are to without delay tell congress. So democrats having gotten that agreed to put this in the bill. Trumps signing statement says his understanding of his Constitutional Authority means that he decides what information goes to congress, he decides whether a decision not to provide information to the Inspector General is reasonable or not. He will control the flow of information and can gag the Inspector General if he wants to. Its the latest of many examples going back through i would say the last 20 years of this growing use by president s of both parties to signing statements as an inrun around political agreements that have been made to get legislation through. Italy has suffered its deadliest week yet with coronavirus fatalities passing 10,000. The country is now in its third week of a nationwide lockdown. Despite the strict measures, italy has the secondhighest caseload in the world at over 92,000. Only the United States has more cases. In the United Kingdom, Prime MinisterBoris Johnson and his top Health Minister are in isolation. They tested positive for covid19. The diagnoses come amid a surging death toll across the uk that has passed 1,000. Lets get the latest from nbcs calip perry and london and matt bradley in rome. Cal, if i could start with you, youve got the Prime Minister testing positive, a number of officials at the top of the uks government testing positive actually. Youve also got this increased effort to try to get National HealthService Workers tested. And there was also this moment where people across the uk just came out on the street and banged pots and pans and clapped to thank Health Care Workers. It feels like theres a lot of moods and tension right now. This increasing press on the government, but also this increasing press from the public to say thank you for what youre doing. Reporter exactly right. As youre laying it out, a sign of the times. It all happened within a 24hour time period. We know that the Prime Minister started to feel what he called mild symptoms of the virus on thursday afternoon. He said he has a lowgrade fever and a cough. Then 24 hours later on friday afternoon, he put out a video on twitter informing the nation that he would be isolating inside the apartment at 11 downing rosenstedown ing street. The Prime Minister at ten downing street. Next door, 11 downing streets. And he stood outside applauding as many did, he stood at a distance from another member of the uk government. The Health Secretary has also fallen ill with the virus. I think the most noticeable thing here in the United Kingdom is the daily briefings that people have gotten used to being hosted by the Prime Minister are now hosted by rotating members of his cabinet. So thats i think the most visual, noticeable change of the Prime Minister getting sick. The government is quick to say that he is handling the crisis from isolation. He called it the wizardry of technology. So he has been sort of facetiming in on all of those importance government meetings. So this way you dont get left behind, and you at least keep the momentum going. Monica, that brings me to your article where you were essentially i think trying to prevent people from feeling guilted into having to be the superduper go getter during this downtime. And i understand that argument, monica. I do, however, wonder about being able to redeem this time to, you know, to quotes a scripture, to turn a stumbling block into a stepping stone and not let this idle time pass as something that could have been invested, that could have been turned into something that could revolutionize your life, but you chose to lean back. How do you draw the line . I think that comes up to every person. If youre producing, what you need to produce to get through the day, thats okay. You dont need to be guilt yourselves into doing more than that. Were in a global pandemic. This is not a staycation. This is not even a typical workfromhome transition. The goal is not to be your own punishing boss and to be your own strict enforcer. That makes it even harder to do the work that jack is talking about to get your resume up to date, to get a job, or the goal is to just not feel pressur pressured into doing more than you need to do. Maybe theyre in a relationship where they do the long hours job. Men generally tend to work long hours and have longer commutes. This could be a really interesting time to get much more fully involved in their childrens lives.
