In the six weeks since the Trump Administration began enforcing the policy, more than 2,000 children have been separated from their families after crossing the southern border. Thats led to an overflow at detention centers. They are at 95 capacity. Although it was the Trump Administration that championed the crackdown on the border, President Trump insists repeatedly and erroneously that it is the democrats to blame. Heres one of his most recent falsehoodfilled tweets. Democrats can fix their forced family breakup at the border by working with republicans on new legislation for a change. And a cnn report about a baby ripped from her mothers arms as she was being breast fed. Or a picture from the New York Times of a toddler sobbing as her mother is searched at the border. Well, today at this very moment, President Trump is golfing. Hes at his Virginia Golf Club on this, the 158th day he has spent at a trump property since he took office. We got a team of reporters covering this story. Julia ainslie is a National Security and justice reporter and were going to start this afternoon with Mariana Atencio whoallen, texas, at a shelter that is staffed by nuns. Who is being served by that facility . Reporter mcallen texas is where you see all sides of this zero tolerance policy playing out. These volunteer are getting ready to receive a bus load of over 80 migrants, many of them small children who just crossed the border, were not federally prosecuted and are going to be dropped off here by ice in the Greyhound Bus station in the next hour is when theyre expected. Across the street is also the federal courthouse where i sat there for hours yesterday and witnessed over a hundred people be prosecuted for having crossed the border illegally. In the morning session alone there were over 30 cases of family separation. And even Asylum Seekers are making the dangerous trek up north only to find out that the guidelines for asylum are changing as well. We know that Jeff Sessions said that Gang Violence and Domestic Abuse referring to the situation in Central America is no longer going to be enough to justify asylum. In this very shelter i met one mother and her 11monthold baby who traveled from honduras for a month and a half to turn themselves in at a port of entry yesterday only to find out from us that the guidelines have changed. Heres a part of my conversation with her and her son. Lets play it. How do you feel after a month and a half with this 11monthold baby to come here only to find that the guidelines changed . Translating i feel nervous this has changed. What do you feel about the violence that would make you travel up here alone with an 11monthold . Translating it is the most dangerous country. The gangs are terrible. Reporter ankle bracelets are being placed on Asylum Seekers like that mother who we just met. What she knows for certain is she has to go to her next immigration meeting in four days. She tells me if she is deported back to honduras with her child, she knows she will fall into the hands of these gangs who already, she tells me, murdered the babys father. Let me ask you about the role of nonprofits that theyre playing at this point in time. You mentioned how the mother that you just spoke to found out about a policy change to them. They are providing a whole lot to these folks who just crossed the border, how much do they play into the social safety net so much as there is one there . Their work is absolutely critical. Right here in this computer is where they keep track of every Single Person who comes in here. So they line up one by one, they sit over here and they give these volunteers their names, when they came, how old they are, the information about their children and then a number of their point of contact in the United States. That person is contacted through these volunteers to provide Ticket Information if they want to hop on the bus and make it to their final destination. And keep in mind theyre going of where in america. I dont know if you can make out sort of this bulletin here behind the volunteers, kansas, iowa, you know, indiana. These people are going anywhere and everywhere but they dont even speak english in most cases. So the fact that these volunteers can look at their paperwork, give them these sheets of paper right here, please help me. How am i going to make it to my destination . Its absolutely fundamental in helping these families that have gone through so much at least make it somewhere they feel safe and now they know theyre the few lucky families because theyre making it to their final destination with their children, which is not the case with the families weve been seeing and reporting in the last month. I want to turn to julia ainslie. Let me start with you listening to mariannea there. This is a massive logistical undertaking. The white house engineered this policy change and enforcing the rules in which they are and my sense is its a huge strain on the department of health and Human Services and the structure in place to deal with immigrants and migrants coming to this country. Its true. Mariana, the people shes talked to are some of the few lucky ones who have been able to come across the border with their children. Dhs is not able to meet their goal right now of prosecuting 100 of the people crossing the border illegally. They want to get to that. Theyre at about 60 right now. Thats even with those hundreds who mariana saw being prosecuted in the courthouse. Now they want to send more resources to the border to increase the number of beds they can use for children, to increase the judges that they can use for the prosecutions and the people at Border Patrol who are the initial people who take in these families and separate them. So by streaming resources to the border, we may see more and more children. As of yesterday we learned nearly 2,000 children were separated in six weeks. If you look back at how many children were separated previously before this went into effect on may 7th, it was only 1,800 over 17 months. So what we are seeing is a huge surge in separations and that is likely to rise. Im not going to play a piece of tape here of the president saying its a democrat issue, its up to the democrats to deal with because theyve caused all of this because its not true. Its something republicans can deal with on capitol hill, they control both houses of congress. A more conservative bill is drafted by a republican from virginia, bob goodelatte. There was confusion yesterday about what the white house would support. Give us the state of play from the conversations that youre having on capitol hill with lawmakers and their staffs. They see whats happening here along the u. S. mexico border. Is that going to translate to policy . Is that accelerating that timetable on capitol hill . Are we seeing lawmakers develop an appetite they havent had for some time now to deal with immigration . The idea that this is the fault of anyone elses is quite frankly a lie. This is prosecutorial discretion, moving to prosecute people who arrive at ports of entry looking for asylum and trying to cross illegally and send their children to foster care to be dealt with separately. This is something that attorney general sessions has described as good policy in the sense it will send a message to people, dont come here and dont bring your kid. White house chief of staff john kelly has described this as a tough deterrent. This something the administration believed they want to do. Now on capitol hill there are republicans along with democrats who are very uncomfortable with this. There is the compromise legislation in the house between the moderate and restrictionist flanks of the Republican Party that would not exactly overturn the administrations ability to do this. They would continue to be able to prosecute people who cross the border. The on difference is it would also allow those children to stay with the parents while theyre being prosecuted. There is another bill in the senate sponsored by Dianne Feinstein and support ed by 43 senators, all democrats, that would stop them from separating children from their parents at the border. The bureau of prisons is supposed to make detainees readily available for lawyers to come meet their clients but its hard to get in there and hash out the facts of the case with a client who is in prison. The other issue is hes getting a taste of what the rest of his life could potentially be. Thats a big psychological hit to take. So i think that now may be the time his lawyers are reaching out to the assistant United States attorney s excuse me, the special counsels office. Hes changed his legal team. What does that tell you about his strategy . There was reporting, not confirmed by nbc news, a he was railroading its not clear who hes changing to. So far the court case that we have now, remember its not an indictment, its just a question of how those materials are going to be sorted out. So thats sort of a circumscribed set of facts that you have to deal with. Now hes really looking for somebody with more experience in the Southern District of new york. Theres a sort of a prevailing theory you want to get a defense attorney who has gone to the dark side, if you will. Hes a former prosecutor in the certain district of new york so they can use their connections in that office to get you the best deal that you can. Were saying deal but its really working ot the parameters of a cooperation agreement. My thought is if he chooses somebody of that ilk, a former United States assistant u. S. Attorney, if you choose a bulldog in the courtroom, like ben brafman, thats a sign he might be going to trial. You have the special master going through the documents seized there. Michael cohen argued unsuccessfully to have that kept private. The details were not let out, the judge would not allow that. We saw the request for the restraining order against michael avenatti. That didnt work either. The attempt to get the restraining order on avenatti was in the california case and it it stemmed from actually comments that the judge had made here in new york in the Southern District to michael avenatti. Hes not in that case yet. He wants to get in that case so he stood up as trying to be an intervener in that case and she took him to cast. She said you have to stop doing what youre doing. It violates the ethical he immediately retracted his application saying i dont want to join this case because i dont want to get a gag order. Who knows where it will end up. That is how President Trump described the results of that highly anticipated Inspector Generals report were going to break down what was really in that report when we come back. There is, however, something in here for everyone, it seems. Let me read a little bit of it here from Michael Horowitz. We found no evidence that the conclusions by the prosecutors were affected by bias or other improper considerations. We determined they were based on the prosecutors assessment of the facts, the law and past department practice. Joining me now, our colleagues from the rfk building in washington, d. C. We last talked before this report was released. We talked about Michael Horowitz, his reputation and what we might expect from the document. Theres something in here for everyone, that might upset everyone. Is that a victory for the Inspector Generals Office . I think both the right and left have found something to latch on to in this report and make different points, but Michael Horowitz stands behind the report. Well see more evidence of that this coming week when the Inspector General testifies both in the senate and in the house about his findings. Even many conservatives on capitol hill welcomed the report and said they think he hit most of the right notes, though some allied with President Trump are demanding drafts of the report, which is something the i. G. Does not normally turn over. I dont expect them to turn that over now either. James comey wrote an oped for your newspaper and tweeted i respect the d. O. J. Ig office, which is why i urged them to do this report. People are good faith can see an unprecedented situation differently. I pray no director face it is aga faces it again. Thanks to the i. G. s people for hard work. James comey had a book out a couple weeks ago. Thats no secret. What has this done to his reputation . How is it in regards the release of this report . James comey was one of the best regarded figures at the Justice Department and the fbi and the federal government for a very long time. He wanted to make the fbi more diverse and inclusive, make it more about better management and i think that this report has really hurt him. It shows him to be not only insubordinate, which is the Inspector Generals word, it shows he did not have the choice he claims to have had in his book and public speeches. He says he faced something unprecedented, a 500year storm i think is how he described it and that nobody else had had to do this before. The Inspector General said in fact there are rules about how to conduct ones self and you broke them both. When james comey said i had two doors, i could either conceal or tell the truth, the Inspector General said you could follow protocol or not follow protocol. He announced that Hillary Clinton would not be found criminally negligent and right before the election sending letters to congress saying theyre reopening the investigation. The i. G. Said despite comeys protestations, those were complete inappropriate actions. Were going to hear from Christopher Wray and Michael Horowitz. Christopher wray, having gone through this report, is to make changes within his department. What has he said about what he attempts to do . What are you going to be listening for him to say on monday . The bottom line of the fbi director so far is that at its core, the Inspector General did an exhaustive investigation tainted particular prosecutorial or nonprosecutorial decisions but hes every disturbed by these Text Messages amongst five fbi lawyers and agents. Some of them have been referred for internal discipline. That hell do new training for the entire ranks of the fbi but he said this report does not impugn the character of the entire bureau, that the bureau continues to have many. I wont be supporting either of these bills. And to my colleagues on the other side of the aisle, they shouldnt be supporting either of these bills either. The changes to the asylum process, this is not a real path to citizenship. This is smoke and mirrors. This is paul ryans attempt to avoid his own caucus tossing him to the curb. It is unfortunate that we are in this position. The on wly way we solve this is through a bipartisan bill like i have authored with a republican senator. Whats the status of your bill . Why havent you been able to make more traction with that bill that you coauthored with the congressman from texas . We have 29 republicans and 29 democrats as coauthors of the bill. Were advocating lets give them all a vote, lets give bob goodelatte, vote for the clean dream act and then lets vote on a bipartisan bill that could get this done. That would be the bill i have authored is the only one, im convinced, that could get a Bipartisan Coalition over 218 votes. Thats what we should be doing. The American Public deserves this debate and we deserve an opportunity to make our case in order to solve this problem. Look at the data here. Youve seen it as well im sure, 1,995 children separated from their families over a sixweek period of time. I am somebody who has a lot of sympathies for a congressional democrat. Its hard when youre in the minority to do much. But what is your message to those watching who wonder where the outrage is in washington, d. C. Youre talking about your bipartisan bill, were hearing paul ryan talk about the bills he intends to vote on but it seems like theres a pervasive powerlessness here amid something that is pretty reprehensible. It is. And we need to speak up and speak out. As a father of two young boys, this is just ridiculous. And what they have done here and celebrated close to 2,000, as you mentioned, young people just in a sixweek period of time in april and may, separating families, separating Young Children from their parents is unconscionable. And there is no fix in the republican paul ryan trump bill. There is no fix. And by the way, speaker ryan says theyre working hand in glove with the white house and the president said he wouldnt sign this bill. So i dont know whats going on over there but this is where Congress Needs to exert our authority in order to solve this issue. This is ours to fix. We need to pass a law to fix this, genuine bipartisan examples exist to do that. Theres been a lot of blowback to comments attorney general jeff sess made in which he used scripture to defend this policy of separating policies, especially from religious groups. The New York Times reporting conservative religious leaders are denouncing that zero tolerance policy. Joining me is pastor mike waldron. He still talks about how he goes back to alabama and is involved in the methodist church, hes teaching sunday school. What did you make of the use of biblical passages he used . I think historically this would not be the first time someone has sought to coop scripture. When you look at history, you see numerous times, even, in fact, the same passage that attorney general sessions used has been used in the past to justify slavery and a host of other injustices steeped in what i call despotic authority so to speak. So weve seen this before. It wasnt anything new. What is amazing, though, is how even as we see scripture misquot misquoted, im often amazed at how persons will take particular passages of the bible, its what we call theologically proof texting to justify their own beliefs. It is amazing because the scripture that attorney general sessions used, if he had read the entire scripture and chapter in romans, he would have seen that paul goes on to say we have no obligation other than to love one another and love the enable and love cbs news to do t seeo the neighbor no harm. So if you are using this for practices that are not steeped in love, then you are misusing. Help us interpret what Sarah Huckabee sanders said. You talk about law in your response a few moments ago. In the bible, who enforces the law but god . Theres a portion in scripture where jesus is asked about taxes and the religious authorities are trying to catch him and speak him up. I saw a tweet by Franklin Graham who is saying that jesus in some way supports this notion of government and the separation between government and religion and that he would not be telling the leaders of rome how to run it. And i agree with that to a degree. But he also would not be endorsing cesar in his oppressiveness. He certainly would not be endorsing cesar in as much as jesus was a poor, oppressed palestinian jew, he would not be endorsing that. Its amazing when especially elected officials use scripture, im amazed at how they often dont quote jesus but refer to other parts of the bible. Its hard to misquote and misuse jesus when hes underlying ethos is love. Jesus would not be endorsing statesanctioned separation of family a family. We started this hour down on the texas border in mexico. My colleague reporting from a shelter being run by catholic charities. I want to ask you about the role of religious groups in all of this. There is the frame work, the prism through which you look at this. But with the powerlessness i was talking about, religious groups are stepping up. Whats the role theyre playing here under very trying, difficult circumstances and also just changing or shaping this conversation to make us more aware of whats happened. I think if public conversation in the past, too many of religious talk has been hijacked and co apartment had had coopted. We need to change the narrative to honor the prophetic arm of the church, what does it mean to speak truth to power. And while we seek mechanisms to serve those who are struggling, those who are wounded, hurting, theres also a mandate to speak truth to power to those in high places, as paul says, spiritual wickedness in high places. Theres a mandate to speak out against injustice, to speak out against policies that are rooted in unjust thoughts, beliefs and practices, while at the same time trying to cushion the blow of dysfunctional policies that seek to deepen the wounds of the oppressed in our culture. So you speak prophetically and create faces and places by those impacted by negative social policy can be healed again. Over the last week a lot of folks speaking out against what attorney general jeff session himself to say. Weve seen folks quote other passages from the bible here. Is that inherently a good thing were hashing this out . The hope is that the conversation is actually substantive and it doesnt get watered down to this kind of emotion emotional coopting of selective scriptures for dangerous policy. Thats what i get worried about sometimes. I think it is good that were having the conferrinversations. The problem is whether we have these religious debates, theyre often fueled by zeal and passion. I read it good to have zeal but sometimes that zeal and passion have to be according to a certain level of knowledge. Im not going to go to the department of justice and presume to tell Jeff Sessions what he ought to do based on a curse riff understanding of law and legal practices. Just as i would cause him or challenge him to be in a marginal way he tries to use scripture to justify misguided policies that deeply wound families. I am not lawyer year. Hes not a lawyer. After the summit, secretary of state mike pompeo traveled to china, korea and japan to clarify the president s statements and reassure the countries in the regions that tough sanctions will remain in place until north korea gives up its nuclear weapons. What is not in question is that President Trump thinks quite highly of the north korean leader. This is what he had to say yesterday. Hey, hes the head of the country, hes the strong head. Dont let anyone think anything different. He speaks his his people sit up at attention. I want my people to do the same. He told reporters he was being sarcastic. General mccaffrey, let me have you react to that comment. It certainly caught me off guard when i was listening to the president s 20 minutes of remarks on the north lawn of the white house. What do you have make of what he had to say . A couple things. No question the singapore summit in the short run reduced tension on the peninsula. I think secretary pompeo, very capable guy, is playing a significant role in that. Now, having said that, i think the president must assume that this kind of nonsensical language a guy whos murdered hundreds of his senior people. He shot one of his generals for insufficient fur vor in his applause to one of his speeches. Theres tens of thousands murdered. I guess the president must think this kind of nonsense adds to the negotiating strategy. I dont think it does. Theyre after their own political objectives and unlikely to be swayed by this kind of rhetoric out of the president. General, i know youve done an analysis of that agreement they signed. There wasnt much mention of this ceasing of military exercises that have gone on for some time. So if nothing changes in the next couple of weeks, i think its hard to say that that kind of excalation is not a trade war. I would be comfortable using the phrase. I want to ask you about the administrations strategy and your sense as toe whether or not President Trump and his colleagues have ill read a statement saying imposing tariffs places the cost of th farmers and ranchers. This is not the right approach. There were plenty of people in washington and across this country raising alarm about what the consequences of this might be and still the administration goes ahead. Is it part of a larger strategy, do you think . It it might be. That, i think would be the opt m mystic hope. But, in terms of how its going to actually work, i think that, again, if you look at which direction the momentums been going in for the last near and a half, we know that the trar riffs raise prices and cause distortions. Especially by big american multinational companies. So i think what donahue is probably getting at is that there were alternative paths to dealing with china. We could have gone to the world trade organization. Strengthened our trading relationships with some allies and say if they want access to that they have to play by the rules, which, again, those accusations of china cheating or forced Technology Transfers steeling intellectual property. Those are fairly well grounded. Its not just the United States making those allegations. But in terms of how you go about it i think most say tariffs are damaging, not helping.
