The president calling for action on his twitter feed at the end of an eighttweet tweet storm. Making a pledge here to order the department of justice to launch an investigation into whether the fbi spied on his 2016 campaign. Geoff bennett is at the white house for us. Weve built up to this, the call the president made. We were having a conversation last hour about what this means exactly. How you translate this to action. What are you hearing and what do you make of the tweet the president fired off a little while ago . The president has spent the last few days on twitter sounding the alarm about this unsubstantiated claim that the fbi embedded an informant in the Trump Campaign. That the fbi spied on his campaign for political purposes. At one point they tweeted it would be a scandal bigger than watergate. Now the president is raising the stakes in this tweet. Ill read it for you. He says, i hereby demand and will do so officially tomorrow that the department of justice look into whether or not the fbi doj infiltrated or surveilled the Trump Campaign for political purposes. And if any such demands or requests were made by people within the Obama Administration. Now, there is one new detail i can share. Thats that our colleague Kelly Odonnell reached out to President Trumps outside attorney rudy giuliani. They spent the entire weekend talking about this informant issue and weighing next steps. It would appear this tweet the president sent resulted from those conversations. A bit more context. Youll remember that the New York Times reported on friday that the fbi did, in fact, send an informant to meet with two former Trump Campaign advisers. Thats carter page and george pop papadopoulos. There is no evidence to suggest the fbi planted a spy within the Trump Campaign. But here you can see the president calling on the department of justice to do just that. In so doing, the president is siding with his allies on the house side namely devin nunes, jim jordan, mark meadows over officials who youll remember just last week denied the request by devin nunes who was seeking more documents about the identity of this source that the doj saying it would put National Security at risk. So thats a large picture view of whats at stake, whats at play here. Geoff, i want to get a sense of you last year about the zeitgeist in washington, d. C. Telling us were reaching an Inflection Point. Because of what weve seen here. Because of the reporting that weve seen on this informant and the way the president has reacted to it. Because of the pressure thats been exerted on the Justice Department. Are you feeling similarly as you take a pulse on the Nations Capital at this point . It certainly appears the president is pose poised to cross a red line. The next point is important if he calls on the da to do a general probe. If he calls on the Justice Department to declassify information, lets say, specific to this source, well then that could be one of the most consequential steps the president has taken since fires james comey the former fbi director. Its important to see what comes after this tweet. Weve reached out to the white house for some guidance on that. Theyre not saying anything yet. Thank you very much. My colleague Geoff Bennett at the white house. I want to bring in jill colvin a White House Reporter for the associated press. Dan, let me start with you. Sticking with this tweet, just want to get your reaction to it. There has been a long history now longer than a year of this president having adversarial relationship toward Law Enforcement to this investigation in particular. Thats being run by bob mueller. Is this is a continuation of that as you see it . Is it more of an outlier . Do you see us taking a turn here . I want to take a contrarian point of view. I think this tweet is not anything different in kind than what hes been doing for the last year. I think whats critical in what he tweeted is to say that he wants an investigation to see whether there was an informant placed for political purposes. That would be improper and inappropriate if it were to be the case. There is no evidence in the Public Record right now based on the New York Times story, the Washington Post story and some of the other reporting on this that there was anything done for a political purpose. But its not crazy you would have an investigation when something butts up against the line of impropriety. The bigger problem and the bigger issue that one might ask is why is he so interested in this investigation when hes trying to shut down an investigation into the russian infiltration in our democratic process through the 2016 election. Which appears to be the flipside of a coin saying wait a minute. Something wrong was going on. Should we be investigating that . He doesnt have a good track record, but if you take this tweet in a vacuum, it doesnt seem outrageous to me. That is what happens next. The president saying he plans to do this officially tomorrow. Hes going to call on the department of justice to look into this. Theyre going to look for political motivations here. You read the report as i have. Im sorry i dont have the post piece right here to quote from. But you had carter page talking about the interactions he had with this informant. He said he didnt think in the context of those conversations he was trying to be pinned there was any political motivation. Given all of that, where do you think things go from hooer . Whats the likely due course that happens as a result of this . It really is depends how the president chooses to go about this. If the president demands and declassifies the name of this person who had these interactions to kind of try to see whether this person is someone they might be able to throw dirt at, to suggest is compromised in some way. That would be different from kind of ordering an internal investigation into what happened here. Its part of this effort to try to discredit this investigation making it seem as though a confidential informant is this nefarious spy as someone who infiltrated the campaign. This is how the fbi operates. This is how these things work. It seems like another attempt here to distract from this narrative in the investigation not only into russian meddling in the election, but now questions raised by the New York Times about whether other countries, countries like saudi arabia, countries like the uae were also trying to help the president in this election. Well get into that in just a moment. On that last point, i want to ask you about two things that are happening here. You have a president who sees this investigation, may want to discredit it. Thats the one thing thats happening there. The other is you have him dare i say recklessly trying to get this person unmasked. Youve got john kelly going to Rod Rosenstein saying he wants information on who this informant is. There is a level of recklessness. You have career Law Enforcement officials telling this administration that there will be grave consequences of doing that. You had Christopher Wray on wednesday telling lawmakers the same thing. How concerned he is about that. You have these agencies worried about this case in particular if this informant were to be unmasked, they have to worry for his safety as a result of that. I cannot underscore how serious this is. This is you want to talk about a red line . This is really a red line. Ordering an internal investigation into whether or not the fbi did something for political purposes, theres no basis to believe they did, but thats one thing. When youre now going to out for personal reasons a confidential informant. It has vast and significant institutional impacts. Its not just this one person. It now becomes a situation where the fbi cannot guarantee to its potential sources that they will remain confidential. That impacts everything going forward. Particularly in the counterintelligence realm where sources are essentially everything. You dont have wiretaps. You dont have i mean, you have fisa applications. On a criminal side, there are other means you can use to investigate something. Emails, et cetera. On the counterintelligence side which this was at that time in 2016, that is how the fbi Counterintelligence Team does its work. And if you cannot guarantee that people on the inside will remain confidential, that significantly harms the purpose and the objectives of the fbi. And ultimately our National Security. And theyre doing this purely for political and personal purposes. And it is entirely inappropriate. All right. I want to move now to that piece jill was just talking about a moment ago from the New York Times revealing another trump tower meeting. Donald trump jr. Took during the 2016 president ial campaign. According to the New York Times met with an emissary who represented saudi arabia and the united arab emirates. That emissary george nader told the president s son that the uae were, quote, eager to help his father win election as president. Its unclear if anything is the first indications that countries other than russia offered in the Trump Campaign before the election. The interactions were focused of the investigation by robert mueller. Youve got this israeli businessman who we understand has been cooperating with the Mueller Investigation as well. What does that tell you when you have people in that room, what does that mean . So its important to take a step back and understand what cooperation means with muellers investigation. Either got immunity for cooperating or perhaps there is some guilty fee. You are agreeing to give them all of the information that you know criminal or otherwise. And you actually are obligated to do that. So when you look at someone like george nader, you look at michael flynn, you look at rick gates. All of these witnesses have provided muellers investigation with everything they know about any misconduct that they either committed or observed themselves and everybody involved with it. So what were now starting to see trickle out from george nader is first we heard about that meeting in the seychelles with the russian businessman. Now we know he is an emissary for the middle eastern countries. Now whats starting to come out is there actually were some very suspicion dealings that brokered between the Trump Campaign and those countries. We dont know by any stretch. But you need to understand that george nader is providing bob muellers office with a vast amount of information on his own contacts. Thats how we are now starting to learn about this. Lets be perspective here. Youve got this big blockbuster piece by the New York Times. It raises questions among you and other reporters. We saw the piece today focusing on the israeli businessman and the business deals that he brokered. Of course he had relationships with two russian oligarchs who received attention recently. Where do you see this going next . Youve got this meeting. Youve got the other meeting that happened a few months before there in trump tower. I dont know if that a trend makes. But what are you looking into . What curiosity has this raised on your part . It raises a number of interest points. Its clear the Trump Campaign apparently had no qualms with entertaining officers of help. Which leads us to question, did these foreign governments did that offer for help influence any of the Foreign Policy decisions now that hes in the white house . We have to remember the president s first foreign trip was to riyadh. He took a strong stance in that whole dispute with qatar. That e the president really raised some eyebrows with supporting the uae and the saudis on. What kind of influence did that have . I think it also really drives home the fact that the Mueller Investigation is so much far along and so much more far reaching than i think any of us had realized. The fact that theyve already sat down for interviews with these people. That they had interviewed people across the world. This is an investigation that despite the fact the president s team keeps insisting its over. Clearly is still operating. Dan, last question to you. Its illegal for foreign governments of individuals to be involved in elections. Talks about that going on in this particular circumstance. Help me with the law. How ironclad is that law with who is assembled in this room. You mentioned that meeting in the seychelles. Bringing some folks together for a meeting. How ironclad, how fast is that law . Well, the best place to look is actually an indictment that bob muellers team brought against the 13 russian individuals. And what it basically charged, the legal theory behind it could be applied to this and many and collusion as we know it. Which is theres a conspiracy to defraud the United States by impairing the operation of any number of agencies including the federal election commission. And so the fec has rules that prohibit foreigners from being involved in or donating to campaigns. There have been cases that have been brought to where people use foreigners back in the mid90s there was a huge thing related to clinton about that. About donations siphoning through otherings. But it is very clear in the legal world that you cannot have foreigners be involved certainly through donations. But have any significant and i think the language is authority over anything having to do with an american election. And so thats thats what were looking at here. Not just in terms of george nader the most recent developments in terms of saudi arabia and uae. But certainly with the russians. Then now were bridging into some other things which is was the administration for sale . And thats a separate issue. Thats not collusion. Thats pure corruption. In his most recent tweet the president is demanding the department of justice investigate if the Obama Administration illegally surveilled his team for political purposes. This is just the latest on the battle between Law Enforcement and the president of the United States. Here to talk about the political implications of that, matt mckoviak and christine quinn. Let me start with you and have you react to this. Weve been talking about since that tweet was sent a few moments ago. Something one said was these folks who were having these meetings that werent politically experienced, i dont know how well that would hold up in court. But what do you make of the contents of this tweet, what the president s saying here with regard of this informant and what hed like to see happen. First of all, lets think about this. First of all, hes saying hes going to order the doj and fbi to an investigation. It seems you would first reach out to the individuals that run those institutions since you are the president of the United States. But okay. But were talking about the fbi here. That he thinks they infiltrated to hurt his campaign. The same fbi who dropped news of Anthony Weiner and the laptop days before the election when we saw hillarys poll numbers plummet almost immediately. So huh . That doesnt add up. Weve seen no evidence at all to support this idea that someone has infiltrated his campaign. The president will say absolutely anything to distract from bad press, bad news. And he doesnt really care what the Collateral Damage might be. As the former u. S. Attorney so eloquently pointed out, saying things like were going to flush out, were going to identify an informant, that could ruin an unbelievable amount of cases particularly terrorism which are the cases you dont want to ruin more than any other. So its just another shameless, reckless, dishonest attempt to confuse the american people. And theyre just much smarter than that. Says about the president s state of mind. I mean, we start off this morning with him reacting to that piece in the New York Times about this meeting that the times reports took place in trump tower. We move from there to the witch hunt, john podesta in washington, d. C. , the servers that werent handed over. And we end up here with this call on the Justice Department. What do you make of that . The degree to which the president is driving policy, driving what were talking about here. How effective is that to have the president scuttling things as he is . Yeah. He certainly has a range of grievances here that he likes to bring up from time to time. And in this case, look. I do think there are a couple of reasonable questions. One of the real challenges of what speaker quinn just said is if it is so dangerous to leak information about this fbi informant based in london that was reported about in the last couple of days. Why were the circumstances around that leak to the New York Times or the Washington Post . You cant have it both ways. You cant and now the identity of this informant is fairly well known on social media. Its not being confirmed by journalists. Its clear who the individual is. I think my sense is now that this is about the ig investigation which is what we hear is in the final investigations. The final report is likely to be final in a couple of weeks. And that creates problems for the fbi and the doj in the last year and a half or two years. Where he continues to go on. Theres no end in sight. That every few days theres a new story line and hes limited in what he can actually do. Christine, last question to you. It strikes me that youve got politics and career officials within these agencies saying this cant happen. Respective with matt saying theyre not reporting the identity of this person. But the message from these folks is this shouldnt be revealed. No one should leak any information about any informant. Neither of whom is releasing that information. Correct. And lets be clear. If one person is going to model correct behavior, it should be the president of the United States. No question about it. And i just want to say i get a real belly laugh when republicans are now complaining about the length of this investigation when ken starr went on and on and on and had no convictions, no arrests, no one who pled guilty. And we have already seen that in the Mueller Investigation. I just think its really rich. Weve got to leave it there. Christine quinn. Thank you very much. They also honored the local police chief who got a standing ovation. And we actually have an update on more of the injured from lake view medical center. One of the children there is in delicate condition. He was in Critical Condition. And hes now in sort of delicate condition, a little better. The other one is in good condition. And john barnes is the only patient now left in Critical Condition. He suffered a gunshot wound to the elbow. So a lot of people still here that many are praying for, but of course now the question is how do they move forward because of those ten people that they lost . And as you mentioned, they will be burying one of those students today. The pakistani exchange student. Her parents in pakistani s sayi she wanted to work as shes being buried a at mosque in houston. I understand you were at that church this morning. You had a chance to speak to the governor of the state of texas. Tell whaus what you said to him. What did you want to make sure the governor knew . I wanted to make sure everybody not just the governor, Everybody Knows this is not about guns. Or not about gun laws. This is not about politics. This is about this kid and his parents and what hes been going through. And its in no way justified by gun laws or anything. The governor here has called for round table discussions. I gather those are going to start this week. He wanted them to be wide ranging. He wants a variety of participants. And bearing in mind what you just said there. I wonder what you help comes out of those when people gather around to talk to the governor about what might happen next. I just want to come out of that i want people to realize that you can sit at home and you can think that this is about we need stricter gun laws, this is about this kid what he did should be justified because whatever reason. But i just want to come out of it people realize that you cant sit at home and make assumptions because you were not here. As you and i are talking, were seeing footage from earlier in the day of you speaking with the governor at that Baptist Church in santa fe. What did he say in reply to you when you raced that concern with him . When you told him you didnt think this was about guns, it was about Something Else . I think he was a little bit shocked. Because im 18 years old and still in school. Maybe hes shocked somebody my age was talking about this and kind of knowledgeable about what we were talking about. I think he was just more surprised than anything that i brought it up. If you would, tell me what these last couple of days have been like. I can only imagine. You say he was shocked to hear from you saying what you were saying. What has that process been like for you over these last couple of days just processing what happened on friday . Its just been, like, it doesnt feel like it was real. Its just been waiting. Its been waiting to see who the victims were. Waiting to see whats going to come of all this, waiting to see what were going to do about it. Waiting to see what the school thinks we need to do about it and what the community thinks we need to do about it. I mentioned you knew one of the teachers who lost her life in this. Glenda ann perkins, as i understand. What can you tell us about her . She was the sweetest teacher that ive ever come across. She could get along with anybody. She was one of those people if youre a troubled kid, she could get along with you. If youre the perfect kid, she could get along with you. She could be on everybodys level. We heard from Mariana Atencio a moment ago. She talked to a number of student who is are concerned about going back to school. Some say they dont want to go back to this school as a result of what happened. How do you feel about that . I understand school is going to be canceled on monday and tuesday. Well see what happens on wednesday of this week. As you look ahead here, what is your sense, your attitude of returning to that school. You mentioned youre a senior. Im sure you only have a few days left. Yeah. We had about a week left. Ever since the false alarm in i believe it was february, i havent wanted to come back to school. But especially after this because there are a bunch of followers. There are a bunch of people that are like, i can one up you, i can do it better. Everybody should be scared to come back and school shouldnt be a place where youre scared to be there. Because were required to go to school. Were required to go to some form of school. Hillary clinton worked on her campaign as well. Lets start with the korea issue. Youve got Lindsey Graham there laying out what he thinks is going to has been here over these next few weeks. Whos in the drivers seat. Coming to washington rather to meet with President Trump. Whos playing a bigger role here in whether or not these materialize . President moon or President Trump . I would say right now its kim jongun whos calling the tune. Hes the one who is setting the terms and forcing everybody else to react. In fact, the reason that president moon is coming here is in part for he and President Trump to figure out how to respond to the threat from north korea that theyre going to pull out of this summit. So at the moment, i would say the North Koreans feel that theyve got the advantage and theyre trying to press that advantage and the americans and south koreans are scrambling to figure out how they keep these talks on track. As you see it, how bad a situation is this . I return to the remarks of him saying its the end of diplomacy. We have moved miles in minutes here to where we are. What happens as a result of this . Do you think that diplomacy is dead if this summit doesnt take place as the president hoped it would . Well, you know, i think the president at this point politically has invested so much in the summit. He has seen the nobel out there is something he deserves. But i think hes committed to making this happen. And the concern i have with that is it means that i think President Trump will give up a lot in order just to be able to get across the table from kim jongun. Weve already seen, for example, just in the last few days that hes agreed to cancel exercises involving b52 bombers. Because he thought it might offend kim jongun. The issue now is about whether the u. S. Is going to walk away from this. And more about the degree to which kim jongun feels he can play donald trump and get more concessions out of the United States. China has been involved in this as well. Often ahead of the summits hes had. Lets play a little tape here. There was a big meeting in washington this week between the vice premier and Economic Leadership on the Trump Administration talking about trade issues. Steve mnuchin the treasury secretary was on fox news. Lets listen to what they had to say. Is there still the possibility of a trade war . Well, chris, were putting the trade war on hold. So right now we are we have agreed to put the tariffs on hold while we try to execute the framework. The trade war on hold, the headline from mnuchins remarks. What do you make of this relationship as it stands now between the United States and china . Of course were still following the story about zte, this Telecommunications Company that was heavily sanctioned by the u. S. Government. Yet the president tweeting about relaxes those sanctions to help that company and chinese workers. What do you make of the outcome of this summit in washington, d. C. . The big takeaway is these are likely to continue. Yeah maybe tomorrow well be back to a trade war. We could damage the economy and hurt real people. He just sort of flings the term around as if its no big deal. So i think that is an alarm bell right there. But more generally, i think the trump team has to be somewhat disappointed with how things went.
