With more questions looming about the focus of Robert Muellers investigation and the future of his administrations top officials, including his own soninl soninlaw, Jared Kushner. Jeff bennett is live at the white house. Before we get into all of that, there was an incident outside the white house a few minutes ago. Get us up to speed as to what happened. Secret service says Emergency Personnel responded to what they describe as a male victim who suffered a self inflicted gun shot wound outside the north fence line here of the white house. The man is, at the moment, still unidentified. It all unfolded shortly before noon eastern. Uniformed secret Service Officer came into the Briefing Room, warning of a report of shots fired. We were told to shelter in place here in the Briefing Room. Then outside unfolded the Emergency Response. We could see secret Service Officers with gun drawns taking up positions all around the west wing or white house here. President trump is not here, as you mentioned. He is at his private maralago estate. Sarah sanders said the president had been made aware of the situation and fully briefed on it. We know from the secret service no one else was injured in the incident that took place here, david. Another busy week. We exhale and get ready for a new one. Whats the white house saying thats being characterized as the chaos here last week . If you look at his twitter feed hes saying nothing about the turmoil that unfolded here, all about the potential trade war that could be sparked if he makes good on his threat to level those tariffs on steel and aluminum. Of course, we know part of what sparked his decision to even say this unprompted was the turmoil that took place here earlier in the white house. This is what the president says on twitter. The United States has an 800 billion yearly trade deficit because of our very stupid trade deals and policies. Our jobs and wealth are being given to other countries that have taken advantage of us for years. They laugh at what fools our leaders have been. No more. And followed up with reaction to threats to american trade partners, suggesting they would target american trade partners if the president makes good on their tariffs. His second tweet says if the e. U. Wants to further increase their already massive tariffs and barriers, on u. S. Can companies doing business there, we will simply apply tax on their cars which freely pour into the u. S. To include his own economic adviser gary cohn and Republican Leaders on the hill like House Speaker paul ryan and Senate Majority leader mitch mcconnell. Theyre also talking about taking retaliatory actions against bourbon from Mitch Mcconnells home state of kentucky. Will he stick with it . Will he make good . I think its fair to say the last four days have felt long. Jared can kushner lost his top secret security leerns and Outgoing Communications director hope hicks testified before the House Intelligence Committee that she occasionally had to tell white lies as part of her job. On wednesday, hicks announced her resignation, hours after President Trump held a bipartisan meeting with lawmakers to discuss possible gun control legislation, a meeting in which he appeared to support comprehensive reform many republicans oppose. Thursday the president further angered many republicans and democrats by announcing tariffs on steel and aluminum tariffs, caught members of his own administration off guard. And we found out what led to that sudden announcement, that the president was unfwlued, angry at the events that had unfolded in the previous days. Robert muellers team asking if donald trump himself knew about democratic easement mails being hacked before that was publicly known or if Jared Kushners ties to foreign businesses influenced white house policy. With me now, Carrie Johnson and natasha bertrand, staff writer for the atlantic. Eli, let me start with you. Well dig into those tariffs. First, lets talk about the chaos. How different was this week from ones weve seen thus far . That is a tough question to answer. Every week sort of feels like the most insane week. Then the next week comes. This was interesting and, i think, notable largely because of the isolation, things that are driving the president to lash out, to perhaps create new trade policy out of spite, the fact that he is increasingly isolated and feeling increasi increasingly vulnerable as a result of Mueller Probe get iti awfully close to him now with Jared Kushner seemingly in the special counsels crosshairs. You have increasingly isolated, frustrated, nervous president. That is leading to a lot of the chaos. But chaos has been, you know, an element of this presidency from day one. So, to the extent that we believe this idea that john kelly and hope hicks and others around him have been able to restrain this president at all, which the evidence that we see is that theyre very limited in being able to do that. If they have been able to do that, these people leaving, hope hicks leaving the white house, you can only assume things may get even more chaotic and that the president may have fewer restraints, people capable of restraining some of his impulses. Lets spend time talking about Jared Kushner. He has had his security clearance, highlevel security clearance thats now stripped away. He seemed to have fallen out of favor. Whats your sense of the position he occupies now as to where he was before . It would be surprising if he and ivanka did not just kind of pack and up move back to new york. He lost his top secret security clearance which really limits what he can and cannot view, which was the bulk of his job, reviewing this classified information and advising the president about it. He now is in muellers crosshairs because of transition talks that he had with foreign investors, who he was trying to get to invest in his huge building on fifth avenue, 666 fifth avenue. He spoke with the foreign minister of qatar, foreign ambassador with ties to the Chinese Government and ceo of the sanctioned russian bank. As that was all happening, he was trying to set up a back channel to moscow. He spoke with the Russian Ambassador about setting all of this up. Now the question for mueller is did any of the policies that the white house, that Jared Kushner push forward in the white house have to do with his own financial interest . Thats a big shift. We now theres at least one potentially concrete he could point to, the economic blockade of qatar. Rex tillerson was opposed to that. Essentially Jared Kushner was on the side of the saudis in that instance. The justification for the blockaid has been that theyre supporters of terrorism and human rights abusers. If youre looking at this from qatars perfect spespective, ok pulled out of this big financial deal we were talking about with Kushner Companies to invest in 666 fifth avenue, which is now in billions of dollars of debt right now. I want you to chime in on that, carrie, when you look at what weve learned about this investigation. Others indicating Robert Mueller is looking at perhaps developing a criminal case against those who hacked the emails of the dnc. Where are we in that investigation . Were very far along, david. Robert mueller has secured charges against 19 people, including five guilty pleas. I talked to scholars who have written books about them dating back to the watergate era. Muellers pace and progress ranks among the very top special prosecutors this nation has ever had in modern history, people like Archibald Cox from watergate and others. He appears to be picking up steam now, which helps to explain some of the turmoil in the white house and the chaos and eruptions directed by the president at the Justice Department again this week. There was a remarkable episode in which the president called the attorney general disgraceful in a tweet. Jeff sessions, after months of abuse, publicly responded and defended himself and said as long as im the attorney general im going to do my job with honor and integrity. That night the attorney general went to dinner across the street from the Justice Department with his two top deputies, very public show of force. And then the following day, the Deputy Attorney general, Rod Rosenstein, talked with an audience of lawyers about the rule of law, how the facts matter and how his department is behaving itself ethically, no matter what anybody says. Natasha, let me ask you about that photograph, those three gentlemen meeting there in pennsylvania avenue in d. C. Whats the importance of that, that show of force, that theyre all seated together at dinner . It definitely seems like a statement in regard to the president. He has been bullying top officials at the Justice Department for better than a year since the Mueller Investigation has started taking off. He is extremely angry Jeff Sessions for recusing himself from the russia investigation. The fact that he went to dinner with Rod Rosenstein really should have served as a signal and probably did serve as a signal to the president that were in charge of this investigation. We intend to keep this completely separate from the white house and thats how you should see this. Carrie, let me ask you about Andrew Mccabe, back in the news here again. Whats your sense of the investigation that that ig is conducting at the Justice Department . Why is it so important that hes back in the headlines yet again . The inspector general, michael horowitz, has been conducting this investigation very quietly about a year now. He told congress he expects to be done this month or next month. He became the target of the president s attack on twitter, calling him an obama guy. That could be farther from the truth, longtime career prosecutor that served in the George Bush Administration as well and new that Andrew Mccabe would be criticized in this report for providing information favorable to Hillary Clinton to reporters in the midst of the Campaign Just underscores how devastating this report will be when it finally comes out. Andrew mccake Deputy Director of the fbi, now gone. James comey, fbi director at the time, fired earlier this year, which in part launched this special counsel prosecution. He is preparing for a book release. This ig report, when it comes out, will tell a very, very tough story and there will be a lot of attention and reactions to it across washington. Here you had steel manufacturers, aluminum manufacturers and the president making this bold statement. Whats your sense of whats happening here in light of the pushback weve seen from democrats and republicans as well . I think people are just completely they dont have much of a process to connect with this president or white house. Jeff sessions is going out to dinner, communicating not directly to the president , but doing so by making a public statement. The president s closest allies outside the administration going on fox friends and other cable shows to communicate with him rather than communicate with him directly. Its very difficult to know where youre at when trying to lobbying this president and white house and if you can do that directly without getting right to the president himself. He is capable of changing his minds. Aides in the white house say i think hes going to do this on trade but i dont know until he does it. There was uncertainty thursday morning about the event at the white house and whether that was going to be a signing, just sort of a talking session, listening session. It speaks to the complete lack of process in this white house. Also increasing ly, go to the meeting he had with gun control. That was televised for over an hour, the president talking about well take the guns, do due process second. It barely got people to bat an eye. As desperate as republicans on the hill are for clarity from this president , people know at this point its hard to take him literally or seriously and thats part of the reason that you just have not just chaos inside the white house, but chaos all around it in terms of the people who need to interact with this president and the advisers closest to him. When you saw the response there from the attorney general, could things have turned . It could be. Particularly because it could catch the eye of Robert Mueller. We talked about before the president has the power, the authority to discharge the attorney general. But that act itself could be considered obstruction of justice. The more the president criticizes the attorney general, he has the right to do so. He has free speech. It is within his power as the president to do so. But the more that is perceived, at least publicly or possibly by muellers team as a way of stopping any investigation into his activities, that ultimately could be perceived as either a crime or an impeachable offense. I go back to what eli stokel said, there are new ways of signifying in washington, having dinner with colleagues, subtweeting in the way that the president has with Jeff Sessions. Whats this relationship supposed to be like . Definitely not like this. Look, you can have your opinion. Trump can dislike people and talk about them in private. But the way he berates sessions in public and berates people in general is not normal. Can can i just say im not going to give sessions any credit for his response to trumps latest criticism . Im not going to forget who sessions is, right . He still has the same agenda he had when him and trump were best friends, right . Continuously to abuse black and brown people by the way of the justice system. Im not going to give him any credit for finally saying something when, coincidentally, its happening when mueller is looking into trumps continuous effort to try to get rid of sessions. He lays the perfect trap, making it that much harder for trump to fire him even though we know he can for any reason or no reason at all. But knowing that his actions are kt investigated by mueller, not to mention congress. Sessions has friends in the senate. People are going to have quite a bit to say if the president fires him. And he knows this. So, hes laying the perfect trap. I dont think its just him trying to defend himself or trying to stand up to the president. I think hes still doing trumps bidding. Danny cevallos, i want to return to this nbc news, what special counsel mueller is focused on now, what Jared Kushner did in his business life. Under u. S. Law, its illegal for somebody being considered for an advisory role to render advice based on financial interest. On one hand as a country we elected a business person who brought in other business people. They havent followed the traditional path of public service. Someone like Jared Kushner is not going to be the same as a career politician who has assigneded to the role Jared Kushner has assigneded to. Whatever that role is. He is going to have more involvement. Theres more potential pitfalls. Its very difficult for him to get interim. The word shouldnt be permanent security clearance but for our purposes we call it permanent security clearance. That is why. He is not the traditional person in that role. On the other hand, this may be evidence of exactly what we may think it is, which is some kind of dealings that are inappropriate for somebody at that high level. Other exclusive from nbc news this week centered on Robert Mueller building a criminal case against russians who hacked the dnc servers from folks who worked at the dnc. You can look at that and look back at the indictment centering on those 13 russian nationals involved in the campaign. Why do this . Its unlikely these individuals will ever see a u. S. Courtroom. Our party, were about the people who make up the party that empower these officials and the people stand with the president. No doubt about that. Let me turn my attention to gun control. There was a meeting like the one on tariffs centering on gun control. The president said one thing, a few days passed and he started to change what he was saying. Whats the Party Position now on gun control in light of the variation weve seen over the last week . The president has been consistent. He said the same three things, he wants a ban of bump stocks, raise the age to 21 and strengthen the background system. I think he has been pretty clear about that. For our party 61 of republicans support raising that age to 21. We know overall 71 of the nation does. Our voters stand exactly squarely with the president. He has really led on this issue. Yet you see the senate doing nothing, Republicanled Senate turning attention to banking now. Talk about this moment being different. How do you explain the fact that it seems like it isnt . They need to pick up this legislation. President trump did an extraordinary thing, bringing lawmakers into a room, dianne feinstein, a democrat, sitting beside republican lawmakers and having a productive conversation. Hes ready to move. Hes ready to act. We need our legislature to do the same thing. The American People want change. Its pretty extraordinary that this is the first time in decades he thinks we can actually do something here because we have President Trump in the white house. We are really encouraging the legislature to pick this up. I think whats confusing to a lot of people is his regard for the nra. In the oval office he had a meeting that wasnt on the president s schedule. He said the nra isnt controlling what the Republican Party is doing. How would you explain that role with some nuance here, governing what policies your Party Supports . They have the same bedrock principle, the Second Amendment and both protect it vigorously. He is a strong proponent of the Second Amendment and so is the nra. When he talked about a lack of due process, disregarding the fifth amendment, taking away the guns before somebody goes to court. He is talking about individuals and i wont even say the shooters name but that evil man in parkland, florida, he wants to make sure he doesnt get a gun. When police go to his home they can take that away i think we are all on the side of that. He stands with the Second Amendment. He does. They disagree on the margins of the issue, raising the age to 21. The bedrock is the same, that the Second Amendment is important. Something so common, disagreeing on the margins that prevent politicians to getting to something on the center. What is the Republican Party going to be doing to get us there . Reaching across the aisle to democrats on this. Maybe we can get a coalition of democrats and republicans to pass meaningful reform. We owe it to these kids. These kids have taken such an active role in leadership and standing up and saying we are demanding. We want change. President trump has listened to those kids. He brought many of them into the white house. Many of those parents. We cant let disagreements, partisanship and politics get in the way of something that is far bigger than that and fixing this problem is on top of the president s aswrendgenagenda, i you. I spoke with kids from that school shooting. They said this isnt a partisan issue. I asked the dnc if theyre going to march alongside those students. Are you and your rnc colleagues going to do the thing . I would love to meet those kids. Im in d. C. , ill shake their hand and listen to them. Thats what our party is about. Thats what this president is about. He is the pragmatic and the first president in modern time to bring those kids in there and give them a voice. Absolutely. Our party wants to go out, talk to them, engage and hear their issues and what they care about. They obviously know far more about this on a personal level than i ever would or many in my party who never, and unfortunately, have not been a victim of any situation like this. Donald trumps remarks about gun control and about trade wars show that hes a blank slate. And the question in my mind is not why so many people are headed in droves toward the exits of the white house but how anyone with any competence or integrity can serve an administration where the only goal is the glorification of donald trump. That makes it pretty tough for a white house chief of staff. Let me have you comment on that, andy, if we could. Hope hicks left here. Whats alarming beyond the circus of it all is how dangerous it is. When we think that this was, perhaps, a be team in the first place in terms of competence and experience who is going to replace these folks . How big an issue is that for those who think about serving, who think about what they could do to right the ship in the white house . Question the integrity of the people working for donald trump, i think, is completely inappropriate. I think there are thousands of people who are serving because they believe in this country and want to serve this country and many republicans feel that way. To be honest, this whole chaos and personnel in the west wing, most americans dont care about that. I think most Americans Care about if President Trump is going to fix the immigration system, like he promised. What are the status of their Second Amendment rights . How much in taxes are they going to pay this year . They care less about hope many of them dont even know who hope hicks is, much less care who will replace her. Meetings that the president has broadcast on television, talking about gun control, tariffs. Many mile an hours would find them confusing when you look at whats being said and whats being done. Welcome to washington. The sausage making is never as attractive as everyone likes to think it is. He has been far more transparent, i think, in his negotiating style than a lot of president s have been previously. And the result is, yes, you hear ideas being traded across the table. You see fluctuating messages. Thats how negotiations work in washington, d. C. I think trump is trying to make that process a little more transparent. Ill get back to chris and eddie in a moment. The whole point of the sausage making when youre talking about the president youre not seeing that. The sausage make something happening but thats irrelevant. The president word is whats so important. Its true. Thats why you have seen him keep a lot of his promises. The trade war thats reportedly being initiated and as a result of President Trumps mood, this is something that he promised on the campaign trail. Im not sure why anyone is surprised. He said he was going to pull us out of tpp. He did that. He said he was going to repeal regulations. He did that. He said im going to make America Great again with more tariffs and has done that. Its not a result of wandering around the white house and waking up one day and deciding to impose tariffs. From my reading thats the way these tariffs did come about. This white house has been broken from day one. A white house that cant do anything right. It cant issue executive orders that are enforceable. It cant pass legislation. It cant keep anybody on the same page. It cant prioritize the president s agenda. Nobody has any idea what that agenda is. Its a broken white house that continues to spiral out of control. If i were a trump supporter, i would be furious about the fact that, as i said early in my book tour, if you oppose everything donald trump stands for, this is the white house staff for you. Eddie glaude, chime in here. Talk about trade, immigration, gun policy. How do you distill that in to policy . Theyre talking about the agenda, how difficult it is to define or divine what that agenda is. How do they make progress on doing that . Well, let me just say this really quickly, david. It seems to me we need to understand that the chaos of the white house, the disturbing behavior of the president of the United States doesnt stand alone. They dont stand alone, which in some ways normalizes the chaos. Someone who thinks that whats coming out of the white house is a good thing. I actually dont know how this ship is going to be righted. What i do know is this. Beneath the fog of trumps behavior, underneath the mess that is the white house, there is an agenda being pursued and that has something to do with taxes, with deregulation that will impact the environment, workers, that agenda has something to do with literally transferring more wealth from those who work hard to those who dont work hard, who have wealth as it were. I want to be very, very clear that if we focus on the pt barnum of politics, donald trump, and the circus that is his white house, we lose sight of the agenda that some people are really excited about. And we just heard that a second ago. A lot is happening at the agency level. Do you think theres a p. T. Barnum level to this . A lot is happening and were distracted . If so, how deliberate is that . I dont think its a deliberate thing. I think the press has sort of blown up what is normal turnover in the west wing. These jobs are extremely high pressure. Normal turnover . Zblie think whats going on in the agencies is deliberate. President trump said he would do these things. He has directed his agency heads to do them. I think at the congressional level, they couldnt get obamacare repealed. To the extent that promises havent been kept you need to go beyond the white house and next door to congress.
