Democrats are moving fast towards impeaching the president again. Here is what assistant House Speaker Katherine Clark said earlier this morning. We will move forward with impeachment to do just that. When is that . Well, that would be as early as mid next week. So far at least one republican as well, nebraska governor ben sasse has suggested he could also be on board. I will definitely consider whatever articles they might move. The fallout is also building within administration as well. More members from across the trump administration, they are resigning along with cabinet members who likely find it hard to avoid the growing crescendo to invoke the 25th and remove the president , adding to this brutal week in american history. This pandemic is now in its most deadly stretch ever. The numbers of cases of deaths were seeing are terrifying. On thursday alone, 268,000 new cases, more than 4,100 people have died. There were more than 1. 6 million new cases and more than 19,200 people who have died. Thats more than the death toll of eight, eight pearl harbors. It is exactly, by the way, what the cdc director warned would happen this winter, and it may very well get worse. First, we do want to start with the fallout from the riot at the u. S. Capitol. Nbcs Leigh Ann Caldwell is on capitol hill. Nbcs ken dilanian has new reporting on what went wrong with security at the capitol. Then we have Nbcs Kelly Odonnell covering the white house for us as always. Leigh ann, i want to start with you on this one. We do know the Democratic Caucus has a call later today. Talk us through where we are right now with invoking the 25th and a possible impeachment. Reporter yasmin, it seems like impeachment is probably the way they would move forward if theres any action by democrats. Theres a call with all democratic members in about an hour to discuss this. This call follows a house Leadership Call for democrats last night where were told by two sources there was near unanimous consent on that Leadership Call to move forward with impeachment. A leadership aide says Speaker Pelosi is furious. You heard that in her press conference yesterday. She said theres just a sense of urgency. She speaks with conviction a lot, but she was extremely passionate and she has the support of her members, more than 200 members support getting rid 200 members in the house and senate, i should clarify, support getting rid of the president either through the 25th or through articles of impeachment. Articles are being drafted and they already have more than 110 cosponsors. The question is, though, if theres overwhelming democratic support, where do republicans stand if they are given in choice and the option to vote and move forward with Something Like impeachment. Were starting to get a better picture of where they do stand this morning. Senator ben sasse, as you mentioned, he seemed open to the idea. He got a tweet from senator Lindsey Graham who advised very strongly against it. He said that impeachment would continue im just pulling it up would continue to further divide the country. It would do more harm than good. I was just talking to a Republican House member who told me that they would consider articles of impeachment, but they would prefer deescalation. Thats what im hearing from a lot of republican sources, that there is a lot of worry about violence more violence if there is some action to remove the president. They dont necessarily think that he doesnt deserve to be removed, theyre just concerned about the ramifications. Of course, there are some members who wouldnt go that far and support removing the president. Of the ones who are really contemplating this. So that is the divide that youre seeing. We do know democrats are angry, theyre furious. They want something to be done. Speaker pelosi called this sedition. She said the president was leading a coup. You should expect House Democrats to move relatively quickly, if they do move at all, yasmin. Im going to be asking that question to congresswoman val demings about the possibility of invoking the 25th. Shes going to be joining me next. Kelly, sticking with impeachment and all thats going on surrounding the white house. Were hearing from the president a couple minutes ago, reiterating the fact that hes not going to be joining the inauguration ceremony. We also know from our own nbc reporting that the discussions of impeachment and invoking the 25th have reached two cabinet officials. Then you have all these resignations that i went through at the top of the show. Whats going on, kelly, inside the white house . Reporter this has really been a Tipping Point where this has been a white house that has been prizing loyalty. Now were at a point where people are making their own stands. We have about ten officials who have stepped away from their positions, resigning, saying that the events of wednesday drove them to that decision. We know in terms of conversations, at a staff level in the white house there was discussion about invoking the 25th amendment to remove the president. That also reached levels with, for example, secretary of state pompeo, secretary of treasury steve mnuchin, who have both been very level to the president , having conversations with their staff, raising the issue to them. Thats the kind of discussion that has gone on. Separately we know that there is no interest that we have been able to discern from the Vice President , mike pence, to go along with that. He would be essential in that. It would take a majority of the cabinet and the Vice President to sign a document that would remove the president from office. But what is stunning is that these discussions have gone as far as they have and that they are being acknowledged more openly than you might expect and that theres a real reckoning about what steps need to be taken and what can be done for those who remain in office to secure the final days of the trump presidency, if that goes a full 12 days or if theres some other intervening event. The president , in his posture, certainly has not given any indication that he would step down. Back in the nixon era it was sort of the veteran republicans, led by barry goldwater, went to him and said its time. We dont see a scenario of that happening in this instance, at least not at this time. Things can change quite quickly. Yasmin. They are changing by the minute it seems. Before i get to ken on his new reporting with regards to what happened at the capitol and the drop in security there, all the holes with security, leigh ann, i want to quickly touch on what legislators are doing there to make sure things are locked up in the capitol and making sure theyre checking all their boxes. We know a Capitol Police officer has died, the chief is resigning next week. A sergeant in arms in the house and senate is also out. What else is being done at this point inside the capitol . Reporter House Speaker nancy pelosi ordered that the flags are to be flown at half staff for the officer who was killed. There is a lot of anger about the management of the protests and the security at the capitol. Bipartisan anger, bipartisan calls for investigation, by par san calls for the officers to resign, get fired. They ended up resigning. Senate Majority Leader Mitch Mcconnell said there was a massive systemic fail your. That is quite evident. That scene on capitol hill is quite different from what it was on wednesday when there was just the normal posture. Today theres National Guard, ninefoot fences. Its so different as you saw yesterday, yasmin. So, ken, lets talk about some of your new reporting. I saw this in person. I was up front watching this all take place. I was astonished, quite frarningly, on wednesday when i looked up to the steps and i saw the rioters approaching the capitol, breaching those doors, that archway. And yet all you saw was Capitol Police in yellow jackets. You saw nobody else. There was no barricading. There was no fencing put up. And then as leigh ann just described, the next day there was ninefoot fencing put up around the entire perimeter of the capitol. From your excellent reporting, were now finding there was a complete and utter breakdown and it seems like a total lack of preparedness. Reporter absolutely inexcusable, yasmin. Were learning the groundwork for this catastrophic failure was laid a few days ago when the Capitol Police told the pentagon, the Justice Department and department of homeland security, they didnt need outside support, they had this. They were sure they could keep people away from the capitol. They also assured key lawmakers of this. They utterly failed to set up any kind of Real Security perimeter to keep people away from the building, and they deployed officers thinly deployed them in regular uniforms, not riot gear. They were no match for rioters hitting them in the head with lead pipes and pepper spray. Th there was an hourlong period while they were still fighting the rioters, hadnt yet breached the building, where they could have called for help but didnt. You saw what happened afterwards, an absolutely unbelievable scene of rioters rampaging through a temple of american democracy. It goes beyond the Capitol Police. At that point they knew they needed help and they called for help. Now theres questions about why the pentagon didnt quickly authorize the National Guard to come in. Theres reporting that key lawmakers were on the phone begging the governors of virginia and maryland to dispatch help. It didnt come right away. Nor did help come right away from the fbi or department of homeland security. Were still trying to understand why that didnt come quickly. The bottom line is a Capitol Police officer has succumbed to injuries. A rioters was shot and killed, something that never should have happened. People shouldnt have been in that building. The repercussions of this are going to be felt for months, if not years. There will be hearings and investigations. People have lost their jobs already. This is a moment that lawmakers want to make sure will never, ever happen again, yasmin. Its going to change that building, security at every government building in washington. Its going to change forever, as it should, because they should never have breached the grounds. Thank you guys. Appreciate it. I do want to bring in democratic congresswoman val demings of florida, she was an impeachment manager during president Trumps Senate trial. Before her time in congress she was the first female chief of police for orlando. Congresswoman, thanks for joining us on this. I really appreciate it. I want to pose to you a question that i was just talking about with Leigh Ann Caldwell, one of our reporters on capitol hill. She mentioned some of the concerns were hearing from republican congresspeople about invoking the 25th, in that they are worried it will stoke more violence amongst some of the people that we saw storming the capitol building. Is this part of the discussion amongst lawmakers when talking about invoking the 25th . Is this a worry . Let me say this. Good morning. Its good to be with you. I have to start with i extend my thoughts and prayers to the family of officer Brian Sicknick who lost his life just trying to do his job, and to the United States Capitol Police who lost a colleague. You know, it amazes me that every time we talk about holding this president accountable, the republicans continue to signal that they really do believe he is above the law. This is not the first time that this president has made statements to incite riots. Lets think about during the debate, for example. He said stand by. What about good people on both sides . What about all the racist, divisive statements made during the black lives matter protests. And now the republicans suddenly are concerned about more violence. Our job is to hold the president accountable, and whether thats through invoking the 25th amendment which would probably be the most expeditious way if Vice President pence and enough members of the cabinet would do their jobs, or through impeachment. 13, 12 days, however many we have to go, are too long. This president has demonstrated hes capable of doing anything. We do have to hold him accountable. We just have to be prepared for any additional acts of violence. We do know that the Capitol Police were not prepared. The question is why werent they ready for what happened on wednesday. It was astonishing to see in covering what took place, how ill prepared the Capitol Police was, and it was terrifying to watch. It must have been terrifying to be inside that building as they breached the capitol doors. Congresswoman, you brought up so many good points there, one of which i want to touch upon, is the way in which this president addressed these rioters in comparison to the way in which this president has addressed protesters in the past, and specifically over the summer. When we saw protests across this country, especially after the killing of george floyd in which the president tweeted out with looting comes shooting. Then i remember listening to the message outside of the capitol on wednesday when the president addressed the rioters and the protesters protesters im saying were the ones standing very far back. And in it he said i love you. I know what youre going through. It was a complete and total paradox. It was opposite, it was astonishing to hear, quite frankly. How does that play for you . President Donald John Trump is directly responsible for what happened, the violent acts that resulted in people being injured and some people losing their lives. He is directly responsible. In addition, the members of the u. S. Senate and the members of the u. S. House who have enabled the president in this ro ses are also responsible. The persons who attended the riot you heard their statements who were inciting violence, encouraging them to march down to the capitol and basically do whatever it took to stop the votes from being certified, are responsible. Our job is to hold them accountable. Do you think you can hold this president accountable by inauguration . Do you think you can invoke the 25th and have the president impeached by inauguration, especially without the support of the Vice President and the cabinet members, many of which who have resigned at this point . We have five people who have lost their lives centered around one incident. One of them was a United States Capitol Police officer who was just trying to protect the u. S. Capitol and protect human life, protect the members and their staff. I believe we can do just about anything that we want to do if we have the political will to do so. Now, that occurred in one day. If we leave this president in place without any action to hold him accountable, how much havoc can he wreak in 12 days . With the political will, we can do this. For the cabinet members rushing to the door now, let me just say this. Over the past four years theyve had many opportunities where i think they should have rushed to the door. I would much rather see them stay and be a part of the group to invoke the 25th amendment. So we will see what happens, but we have to do something. As you know, we will have a call today of the entire caucus. We are prepared to do something because we do have to take action. It is quite clear that we need to do that. So just quickly, congresswoman, before i let you go, a lot of folks i spoke to, ive got to say, were from your state, from the state of florida, a lot of people that descended on washington on wednesday, from the state of florida. Some of which identified to me as being part of militia in your state. I know you were the former chief of police in orlando. Do you know a lot about these folks . Are these people that are being tracked in the state of florida right now . They are being tracked in the state of florida, as they are in cities all over this nation. But we do have to keep in mind that, when you are engaged, youre plotting in a very strategic way violent acts as we saw on wednesday, they will be held accountable as well. And i know that the u. S. Capitol police and other state and federal officials, local officials, are working hard to identify who they are, identify exactly what role they play and hold them accountable as well. Police department are working to find people who attacked the capitol. Since that riot a number of far right online forums are blamed with promoting and inciting violence. Joining me to break this down, nbc news investigative correspondent tom winter and nbc reporter ben collins. Thanks for joining us on this. Bring us up to date on this. Were always hearing about the First Federal charges that have been filed against rioters so far. Walk us through those charges and what more we can expect. We expect to get more details today as more complaints filed against those people are unsealed. Right now the charges are kind of just the basic charge they can get to make arrests to begin to start cases. The things that some people are charged with, unlawful entry, the epitome there on the screen, possession of firearms that is specifically prohibited by u. S. Federal law. When you look at those types of charges were seeing so far, thats what were seeing. One individual had a loaded handgun on capitol grounds. Another individual repeatedly punched an officer in the face. Again, unlawful entry charges for those people. 55 federal arrests so far. No reason to expect were not going to get some more. On top of that, a federal murder inquiry into the death of the Capitol Police officer Brian Sicknick. That is going to go on as well. If charged with first degree murder in that case, the penalty goes up to the Death Penalty if convicted. Theres a number of Different Things going on as far as the cases that are either in the pipeline or have already been started year, yasmin. Talk me through, tom, how theyre looking to find these people. There was a heck of a lot more than 55 that stormed the capitol. What are they doing to make sure they find them . A couple Different Things. Theyre leveraging technology, facial recognition technology, working with the fbi system to be able to look at the images, theres a ton of cameras that are there at the capitol that are part of their surveillance system. Theyll go through that, use the facial recognition technology, look at individuals, the types of which theyre showing right there. When i posted the tip information on twitter, a lot of people said, you know, this is so silly, they should watch this video, watch msnbc, they should go on twitter. One of the things that Law Enforcement gets out of that, someone may call in and say, i recognize the guy right there and i know who that person is, its joe such and such. What can happen then, the fbi can call back and say talk to the person on the line and say, well, do you recognize anybody else, or why did they say they were going there . Is this person armed . The additional types of details they can get out of it, yasmin, that are so helpful. I was talking to congresswoman val demings about some of the people i spoke to. Many of the folks i spoke to, the folks storming the capitol that i then subsequently come out, they identified themselves to me as militia. There was a mixed bag of people there. There was close to 100,000 people from my count when i was out there. Lets talk about specifically the people that we saw storm this capitol. What are you learning about who they are, where theyre from and what their intentions were. Reporter lets take a step back and talk about the strategies of militias over the last couple years. Groups like the proud boys decided after charlottesville, we need as many people as we can get. We will partner with other groups, as long as were committed to protecting the president , making sure hes the president , basically in perpetuity. Thats what you saw in the runup to this very specific tropical storming of the capitol, which is what they called it in public posts, instagram, occupy the capitol, storm the capitol. What we saw were qanon supporters supporters of various conspiracy theories about donald trump secretly having the election stolen from him. They were coming together to say, look, if mike pence doesnt overturn this election, lets storm the capitol. Thats exactly what happened. They went there, heard what they deemed to be marching orders from President Trump. After planning for weeks online with very specific directions, if mike pence didnt do this, we were going to storm the capitol. They did exactly what they said they were going to do. This is what is so astounding to me, how is it that we were not better prepared for this thing as they were having these conversations online . Folks knew this was going to happen. Were used to tracking organizations like al qaeda, for instance al qaeda online or isis online, on twitter, for years, decades weve been tracking these organizations. Yet we cant track organizations inside our own country to understand the threat on the capitol . Reporter yeah. We need to look into this. I want to say how explicit this was. We have a story coming out in a um cominutes. They were saying, should we kill cops . Obviously were going to storm the capitol. Should we kill cops, should we just kill atf agents which they call alphabet boys because of the letters and the acronyms, or should we kill security guards . On security guards in on the plot to take over the world. Thats what they were debating. They werent debating whether to storm the capitol. They were debating who to kill once they got into the capitol. They did, in fact, kill a Police Officer. I want to bring in the attorney general for the district of columbia, carl racine. I know were learning more information as we go, but i do want to address your offices involvement in all this in that i know you want to be more involved. This is at this point a federal investigation. Your office wants to be more involved in this vase. Are you being allowed to do so . Has your office been given permission to go on capitol hill grounds and collect evidence . Sure. Let me explain something for the viewers. In the district of columbia, because were not a state, which obviously is wholly unfair to the over 700,000 people who live here, pay taxes, fight in wars and the like, we have split jurisdiction with the United States attorneys office, which is the federal prosecutor. My office, the office of attorney general is limited to certain misdemeanor offenses. But let me tell you, notwithstanding those limitations, the office of attorney general is deeply involved in this matter, has been preparing for it. I want to credit what ben just told you. Everyone who was a Law Enforcement officer or a reporter knew exactly what these hate groups were planning. They were planning to descend on washington, d. C. , Ground Center was the capitol, and they were planning, as ben said, to charge and, as Rudy Giuliani indicated, to do combat justice at the capitol. There were no surprises there. These hate militia groups arent there to hand out napkins or kleenexs or fruit. Theyre there to do violence. The last thing ill say, yasmin, please, think about benghazi in 2012. Four great United States Service People and diplomats were killed by a foreign terrorist. So far, six folks, americans, including Law Enforcement have been killed at the u. S. Capitol. There is something really wrong and people need to answer and be held accountable. And so the question is who is going to be held accountable, how are they going to be held accountable . Ive got to jump off of what you just said which is there were no surprises there. There obviously were surprises there because we were caught completely ill prepared. I think journalists are going to have to dig in to evaluate the level of surprise or lack thereof. My mom taught me not to impugn intent on people. Youve got to believe that Law Enforcement and federal Law Enforcement, certainly the Capitol Police, knew that this was going to occur. Ive got to tell you, go back, please, to june 1 and show the picture of what President Trump assembled in front of the u. S. Capitol during the black lives matter protests. Go back i just have to ask you, and then i do have to go. Youre saying they knew what was coming, they knew what was going to happen. Then why werent they prepared . Did they just not expect it to go this far . Did they think they could handle it . Is it the type of people they felt was going to storm the capitol and they could handle them . What was it . I think the president told you that he loved these folks. He told them that they were patriots. I heard yesterday from governor hogan, my neighbor governor of maryland, that he was ready to send National Guard troops but he didnt get the goahead. In fact, he was rejected several times. Theres a lot going on here and there need to be robust hearings. Were going to address that as well and play that a little later for folks. This week has now been the deadliest stretch of days since the coronavirus pandemic began. Here are the facts on this pandemic at this hour. 4,110 american lives were lost on thursday alone. That, again, sets a new daily record and is the first time weve crossed the 4,000 mark. At least 19,000 of our fellow americans died from the virus this week, 19,000. We set a new daily record for cases logged with more than 268,000 new infections reported just in the last 4 hourthe laf 24 hours. Officials in l. A. County are warning the oxygen Delivery System is crumbling under pressure. Some hospitals are having to delay releasing patients because they dont have enough oxygen equipment to send them home with. This morning, as the uncertainty surrounding the vaccine rollout lingers, hhs Just Announced they are loosening the rules whon who can get the vaccine state. States can vaccinate if doses are set in freezers. A part of texas that has been left behind, even though the governor says some vaccines are sitting on shelves. There are at least 25 hospitals in texas that have yet to receive a single dose of covid vaccine. Many hospitals in rural texas are feeling left out. Nbcs dasha burns is in the city of boringer outside the golden plains community. This is one of the biggest concerns folks had going into the vaccine rollout, how do we reach these rural communities, the folks that dont have the resources that the big cities have. What are you seeing on the ground there. Reporter you got it exactly right, it is borger, texas. Ive been in texas reporting on this. The effects of the decentralized and disorderly Distribution Process here. This hospital behind me is a stark example of whats going on. They have yet to receive a single dose of the vaccine. What are folks here tell me is theyve been running the gauntlet of bureaucracy and paperwork just trying to get approved to get the vaccine. They do not have a dedicated staff to do this year, yasmin. This is the chief medical officer, chief Infection Prevention officer, the ceo, trying to make their way through this red tape. They tell me the way the process works, they submit an application. Its about two weeks until they hear a response, usually asking for more information. They give that to them, wait another two weeks. Theyve been doing this for months here now. This hospital just got approved for the vaccine on wednesday. But here is the problem. They still dont know if or when theyll get it or how much theyre going to get, especially after just last night the state announced the majority of the next allocation will be diverted to large providers, those who can vaccinate at least 100,000 people.
