What are you seeing on the ground now . Reporter hey, craig. Here in california, scenes of complete devastation. The community of berry creek totally destroyed. The firehouse burned out. A school totally leveled. This home is gone. Thousands of homes like it gone in oregon, as well, including the home of cecil reynolds. Shes a single mother of five, now living in a motel. She told us that she had to leave everything behind. We just had to grab at that moment what was valuable to us, and i knew that i needed the boys and is birth certificates, so we can identify ourselves if need be. Immunization records. That was it. Thats all we had time for. Well, i was feeling sad and scared at the moment, because i knew we were most likely going to lose our home. Reporter it takes years to recover from this kind of destruction. I was speaking to a couple who lost their home in the paradise fire two years ago. Theyre still homeless, staying at a campsite. Theyve had to evacuate that campsite because of this fire. Craig . Erin mac layoclaughlin, your goes out to those people. Thank you. Vaughn, the president getting a briefing, as we understand it, on the situation in california. He is going to be heading to california the next few hours, then the Campaign Event where you are. Whats on the agaenda for him when he heads there . Reporter before he arrives in arizona for the Campaign Event, hell be stopping just north of sacramento to meet with fire officials, including democratic governor newsom, who hes had a contentious relationship with. The governor over the course of the weekend attempted to shift blame onto the democratic governors, consistently calling out this idea of Forest Management. Of course, weve heard this rhetoric from the president dating back to 2018, when he said, quote, that the fires needed to be that the forests needed to be raked out. He said this again in 2019 and again is pushing this idea now. Of course, the governor there saying that Climate Change needs to be addressed. This is the same president that threatened back in november of 2018 to withhold federal funds to states if they did not take more action on this idea of Forest Management front. You know, this is a difficult position though for the president because as he was in nevada over the weekend holding campaign rallies, there is a haze of smoke over those events. The president , over the course of two Campaign Rally speeches, in which he talked for more than 150 minutes, he spoke about those wildfires only twice. Its not just california. There are currently active wildfires taking place across 12 states, including nevada. On saturday night, he was in nevada, and he was just 30 miles north of a nearby wildfire. Even here in phoenix, there is a slight haze over the city here where he will be arriving. This is a difficult situation for this governor or for this president here, as he attempts to go and hear out these concerns about the wildfire. He has given no indication in these recent years of any substantive policy suggestions beyond this idea of, quote, Forest Management. Craig . Vaughn, thank you. Senator Kamala Harris heading to her home state on tuesday to meet with Emergency Personnel fighting these fires. How is the Biden Campaign trying to contrast themselves with President Trump on this particular issue . Reporter craig, as you remember when joe biden accepted the democratic nomination at the convention here in wilmington last month, he talked about the four crises this country is facing. He focused in the weeks since mostly opt first t lly on the f. Of course, the pandemic and the economic crisis that followed. Also heading to kenosha to deal with the third crisis, the racial injustice, the issues of violence in cities across the country. When you see those pictures, my gosh, from where auerin is, you understand why the campaign wants to focus on the fourth crisis, the Climate Crisis. From the perspective of the Biden Campaign, the theme is a president who has not done enough to address them and, in fact, is denying the causes behind them. You saw a statement from the former Vice President over the weekend saying that these the president wants to deny the science, but that Climate Change, as he called it, was an existential and imminent threat to this country. There is no action more consequential that we can take as a country than to get ahold and defeat the Climate Crisis. Were also seeing Kamala Harris traveling to her home state. The Biden Campaign feels these contrast moments, where they can lay out the former Vice President speaking strongly about these issues versus what the president has been doing, really plays to his advantages in the contest of president ial leadership, craig. Madame speaker, lets start in california with the wildfires racing. First of all, have you talked with the president directly about getting your district and state some additional relief . No, i havent. Let me first say, extend the sympathy of all of us in congress to those who lost their loved ones, lost their liveliho livelihood, lost their homes, and the rest in all of this uncertainty in many states, including california. A large number of people have lost their lives. Let me salute our firefighters who are so courageous, so brave, risking their lives to save other lives. We lost one. Hopefully no more. But you see the danger that is there and the courage that it takes to fight it. The governor of the states, the governors of the states, as well as our members of congress who represent these districts, are in communication with all of us here. When i left california over the previous weekend, the air was unhealthy and terrible. Its even worse now. So, again, there are short term and long term issues that have to be dealt with. The denial of the science of Climate Change is something that is some people are going to have to answer to their children and grandchildren for. I just had a meeting of World Leaders virtually, of course, of the speakers, the president s of the parliaments from the seven the g7 plus the eu. The theme was addressing the Climate Crisis with economic and environmental justice. That will now have to include covid, which descended upon us since we establish that theme one year ago. There is agreement among everyone outside of our country that there is that this is a fact that has to be dealt with. Why the president ignores that, i dont know. In the short term, however, we did make a change in a bipartisan way in the congress in 2018, where we stopped the b borrowing from the fire funds. People were borrowing the money for cleaning up rather than using the money earlier on for prevention and increasing the amount of money that we had to mitigate for future damage as we went along. That is an improvement. But we have to do much more. When the president says all they have to do is rake the leaves and ignore the climate challenge that we face, its really quite sad. I understand he had an anti antiscience rally, is what the press reported. It was an antiscience rally in nevada. So you see the challenges, a clear one. But i dont have any complaint about any of the cooperation that is being received from the National Level to our state in california. I cant speak for the other states. Madame speaker, lets talk about the pandemic that continues to grip this country. Specifically, another relief bill. The senate not taking up the houses bill. The senate couldnt even pass its own bill. Here we are approaching some 200,000 deaths. Millions of americans are unemployed, underemployed, as well. Will we have another round of negotiations before the election . I hope so. That is our goal. We all want to have an agreement, but it has to be real. What the senate did was not real. The fact is, though, one of the focuses that we must have if were going to come out of this is to attack the virus. We must crush the virus. Thats one of our big disagreements, is to crush the virus, to have sufficient funds for the testing, treatment, tracing, social distancing, wearing of masks, sanitation that is necessary to drucrush t virus, to stop the increase in the numbers. Especially in our communities of color. Thats what we do in the heros act. We have 75 billion. They have 15 billion. They said, well compromise and go to 16 million. In 16 billion. Were, in addition, honoring our sanitation workers, the teachers, teachers, all fighting the covid fight. One major disagreement between us is that the administration and the republicans in congress are disrespectful of the role that state and local government plays in fighting the virus, as well as in educating our children and meeting the needs of the American People. So we came down 1 trillion. Then we came down further and said, well meet you halfway. We have tried to cooperate in terms of now, were not being selfish, saying, well feed these children and not these, were just cutting the time of the authority that we are giving, with the hope that the need will not increase and that we will have a Different Administration in january to meet the needs of our children. Children, millions of children in our country are food insecure. Millions of their families are on the verge of being evicted. These people that i talked about are heros on the verge of being fired because the sources are simply not there. When theyre fired, theyll go on unemployment insurance. Is that smart . I dont think so. But the main way that we can open our economy and open our schools is for us to crush the cry vai rus virus. Instead, the administration is trying to crush the Affordable Care act in the courts, doing away with the benefit of preexisting conditions, which is so important to over 150 million of americas families. Even more so now with the coronavirus. To your point, yes, we all know that we need to come to agreement. Coming to agreement is not, though, to say, whats the least we can do . Lets ignore the states. Lets ignore the need for the testing. Lets ignore the hunger, the evictions. I heard the secretary of the treasury saying this morning, everything is great. The brightest spot in all of this is the housing market. No, millions of families are on the verge of eviction. The president wants a moratorium, but a moratorium without money doesnt really help. It certainly doesnt help the landlords who will face foreclosure. So we have our differences, but we also have our responsibility to find common ground. Thats why senator schumer and i, leader schumer and i, agree to come down 1 trillion if they went up 1 trillion, then we went further and said, well meet you halfway. Where they are in all of this is and its all to the intelligence of the American People and an antiscience, antifight against the coronavirus. Madame speaker, you just eluded to the election. We are 50 days away now. 50. The president , as you know, has made a number of unsubstantiated claims of mailin voter fraud. In fact, its been a bit of a centerpiece at a number of his rally speeches. This weekend, he said the democrats are rigging the election because its the only way your party could win. How do you counter this messaging from the president . Well, i have a motto. We dont agonize, we organize. I tell people, dont pay any attention to him because he either doesnt know what hes talking about or doesnt care that he doesnt know what hes talking about. The fact that he would persuade people that their vote doesnt count tells you everything you need to know and then more about this president. Forget him. Again, with the coronavirus, lets not dwell on what he did in the past. Lets go forward and crush the virus. Lets go forward and have a free and fair election, and whoever wins, we will honor that decision by the American People. But dont try to manipulate and dismantle the postal system so that peoples votes are in doubt, as to whether they received their ballot or whether it will be received back by the authorities to count their vote. Again, have the involvement of russia, which is fully documented by the intelligence community, that they have been 24 7 for a long time trying to manipulate this election. The president welcomes it. Its wrong. But, again, forget him. Were organizing to make sure i tell people to go to iwillvote. Com. Youll find out how you can participate. I get the impression you probably havent talked to him about the Coronavirus Relief bill. Have you and the president just stopped talking . Is that where we are . Well, ive spoken to his representati representatives, and he says that they speak for him. I take that to be true about the secretary of the treasury. We had worked together. We worked together to pass the u. S. , mexico, canada trade agreement, a bill completely different from what the president sent us. When the democrats weighed in for americas workers and our environment, we had a bill that we could pass. People said to me, why would you give the president that victory . I said, it is a victory for americas workers, and its a different bill than he sent us. So we worked with his team on that. We worked with four covid bills with the administration. Four passed in an overwhelmingly bipartisan way. I hope we can do it now. Quite frankly, my experience with the president is it hasnt been on the level. You know, hell say something, then it doesnt really happen. So in the interest of time, well work with who he sends over to if he has their if they have his confidence, then well work with them on these issues. But on tv a number of times, the president said, you send me a bipartisan immigration bill, and i will sign it, and then walks away. You wonder who is in charge there, if he says that and then walks away from it. So i dont find it a good use of time, but i do know that the congress and the executive branch need to Work Together to get the job done. And the good use of time would be to follow the data, look at the science. Science, data, facts, and evidence. I do have concerns about this administration and what theyre trying to do, trying to mischaracterize what the data means and the rest. Im very pleased that the heads of the centers at the fda, food and drug administration, have said theyre not going to proceed any faster than science determines in terms of approving a vaccine. Im very pleased that, was it 1 1 leaders at the cdc said they were going to promote testing, testing, testing as opposed to the guidance put out by the head of the cdc at the direction of the president. I was very pleased that the, was it 8 heads of Pharma Companies said they will not promote, nor will they mark it, a vaccine that has not met the standard and passed the test of approvals at the fda and approval of the independent Advisory Committee that would be necessary. So scientists who are speaking out about the need to follow the science, the evidence, the data, the truth. House speaker nancy pelosi, well have to leave it there. Speaker, thank you. Those deputies are in Critical Condition this morning, but they are expected to survive. Officials have released video of the shootings as part of the search, and we should warn you that the video is quite disturbing. This video was reportedly taken with a fish eye lens, so the height and weight of the suspect is distorted. The Los Angeles CountySheriffs Department is offering a 100,000 reward for any information that leads to that suspects arrest. We also continue to keep a very close and watchful eye on the gulf. Thats because, right now, Tropical Storm sally is barrelling toward the gulf of mexico, taking aim at new orleans and the surrounding areas. Just a few minutes ago, officials started closing that federal levy system in new orleans to prevent storm surge. Moments ago, we also just got some brandnew guidance from the National Hurricane center. Bill karins is standing by with that guidance. Our meteorologist bill karins, what can you tell us . Where are t where is the storm headed . This storm is changing. The forecast has tweaked a little further to the east, craig, and thats one of the stories that were watching with this storm system. Behind me here is the Hurricane Hunter aircraft. They are the ones that are responsible for bringing us this new data that came in. Theyre flying through the storm as we speak, and they saw that the center of the storm relocated. It shifted a little bit. Theyre giving us the pressure readings. Thats how we know this information. Its Pretty Amazing and incredible stuff. One of the things were watching with a new storm and the new storm path is what is going to happen with the storm system . Where is the landfall going to be . What were watching here is, you know, this shows this little lo loopdeloop. The storm didnt do a loopdeloop, but it relocated its center, which is an amazing feat. A big thunderstorm erupted, then it shifted to the east. That has huge implications for areas like louisiana, especially the new orleans area. This storm is now looking more of a threat toward areas like the lexi gulf port. We could have the landfall. To the east there would be the worst of the storm surge. Ill show you the big picture here. We have Tropical Storm vicky named, but we dont have time to talk about that. Thats the 20th named system this season. Focusing in on the one that were talking about, sally, now up to 65mileperhour winds. It is moving to the west northwest at 6 miles per hour. Heres the new forecast track of the storm. Notice that new orleans still barely in the cone of uncertainty. We have shifted that cone more towards the mobile area, even toward the florida alabama border. Notice the timing, too. This storm, since it is not expected to head into southeast louisiana, still has over 24 hours, maybe 30 hours over the warm water to intensify. The Hurricane Center has a strong category 1, lowend category 2 as it makes landfall nelandfall. Pensacola, mobile bay, your forecast is looking worse than it was earlier today. Listen to your emergency managers. Know your elevation and evacuation zone. Right now, were thinking mobile could be between 4 to 7 foot of surge. If it gets a little stronger, it could be higher. For perspective, mobiles highest ever was 10 to 12 feet in katrina. This will be a serious storm surge, even for a category 1 or 2. Well talk about the flooding threat with the storm throughout the week. We could see someone getting 2 feet of rain in alabama, and thats going to cause a lot of issues. My goodness. Even speaking on the economy and how the economy has impro improved, im not understanding that. I certainly dont feel it in my paycheck. I dont my circle of friends certainly arent doing any better than they were before. So theres a huge contrast there. And until america can really reckon with the legacy of slavery and discrimination and racism, we will never move forward. Our root system has the dehumanization of native american and african slaves, and weve never actually come back around to make that right. Weve never repaired that damage. So part of the reason why im leaning the way im leaning this election season is because i know there is zero chance of that being repaired under the current administration. Actually, itll probably get a lot worse. Do you think theres Structural Racism in policing and justice in america . Yes and no. You know, im no policy expert, and im not, you know, too familiar with, you know, the structures of police organizations, but let me put it this way, youre not scared of interactions with the police, are you . It depends. As both campaigns pour over polling data, and listen to voters like those there, theyre asking themselves where theyre most vulnerable, where they can perhaps pick up some momentum. Nbcs Steve Kornacki is at the big board. Weve talked a lot about the president s plans to try to hold on to the states that he won back in 2016. Where is that campaign looking to possibly flip some states from blue to red . A lot of options out there . Yeah, probably not a lot of options, but theres a few theyve talked about. Probably the most prominently, what you were talking about, minnesota. Minnesota is a state that donald trump narrowly missed, by about a point in 2016. They talk about nevada. They talk about new hampshire. Frankly, we havent had a ton of polling from these states, but over the weekend, we did get numbers from these blue states that the Trump Campaign says they think they have a shot at flipping. Lets take a look from our friends at the New York Times sienna. New hampshire, minnesota, nevada, these three, you see narrow margins there for Hillary Clinton over trump in 2016. What are the new polls finding . In new hampshire, they find biden ahead. They find bide ann ahead by fou impaired to the twopoint margin for clinton. Minnesota, this is the most, as we say, the one you hear about the most from the Trump Campaign, about the law and order message. Narrow clinton win in 2016. Nine point biden margin. Thats what they find in the New York Times poll. Theres also new hampshire. A fraction of a point in 2016. Its actually the closest of this bunch here. Theyve got biden leading by three there. So, again, some competitive races, especially new hampshire, nevada, but that minnesota number does stand out. Again, just because of, first of all, the size. Its the biggest one there. Demographic similarity to wisconsin, michigan, pennsylvania, those states trump flipped in 2016. Again, that message of law and order and who the Trump Campaign thinks it is going to resonate with. Minnesota, again, comes to the top of the list of the states they think itll work with. The polling right now showing there, at least, they have a ways to go. New york citys mayor Just Announced a short time ago that, for the first time in more than 90 years, the macys thanksgiving day parade will not be live. It will be virtual. Although, at this point, it is still not clear exactly how that is going to work. Meanwhile, down in florida, most bars are officially allowed to reopen at 50 capacity, indoors though. Kerry, this is the second time that bars have been allowed to reopen in florida. Whats different this time around . Reporter well, first of all, whats not opening, and really to the consternation of bar owners and breweries in south florida, not opening in miamidade, not opening in broward, and not opening in palm beach counties. That is because of the positivity rates. You know, opening bars and opening schools have a very similar path here, which is kind of interesting. What theyre looking at are positivity rates. They want the positivity rates of the population to be below 5 . So in Miamidade County right now, its still at 5. 2 . In broward county, it is at 4 . The concern, of course, is how long. It dripped into the 4 . Palm beach, it shot up in the last week to 4. 1 . So while the governor in the state has said that the bars can open, the local governments, the county mayors in south florida have decided, not just yet. This is what one of the mayors had to say. Were not opening bars. Not in broward, not at this time. We know that when we look at the chart as to where the disease is transmitted greatly, bars are one of those places that are on top of the list. So for us to do it now would be foolhardy. Reporter now, in other parts of the state, they opened bars in june, but it was very short lived. Now, theyre reopened. In many cases, the idea was to reopen bars that also served food. The state division that handles Liquor License doesnt separate a bar that only serves liquor and a bar that has liquor and food. But they wanted them to open up with food. A lot of inventive bar owners said, if you want to buy the beer, it comes with a bag of potato chips. That was the loophole and the workaround. For those who work in the bar industry in south florida, it is more lost wages because of coronavirus. Of course, this is all about protecting peoples health. Craig . Reached out to others polling in double digits to invite them as well. The race allows democrats and republicans to run against each other, a runoff at this point seems likely. You know, look, i am first and foremost a democrat that can win this in january, which is where it goes to, the top two in november go to a runoff in january. You know, i was the first democrat, really first candidate, in this race. And before everyone else decided it looked so enticing, the first poll out showed me at 42 points and the other two republicans, collins and lefler combined at 43 points. So i can win this. Thats one. Two of the four main candidates, i am the only candidate at the top of this race who wasnt put here by someone in washington or atlanta. I am where i am and doing as well as i am in this race only because the people of georgia have been hearing what ive been saying and supporting what im saying and when elected i will be serving them and them only. As you know the Georgia State democratic chair and head of the georgia income naacp called o e withdraw. Lieberman faced calls to quit his bid after the Washington Post published a piece about his 2018 selfpublished novel, lucius involving a racist character similar to the ku klux klan. To be clear no place in politics and no place in the Democratic Party said a state senate and congressional chairwoman of the party. It doesnt undue the real damage these narratives create. All told, the Atlanta Journalconstitution get out of the race. We dont need this at a time when our democracy is literally on the line. Mr. Lieberman, whats your response . Two things. First, that article materialized in Huffington Post within days of another, and a string of polls, showing me doing better than the reverend, the other main democrat. Thats one. Look, i wrote that book in the wake of charlottesville, in horror at charlottesville at the continuing level of hatred and a need to dominate other people based on color of their skin or how they worshipped. And its an antiracism book. There are racist characters in it who say, yeah, racist things, but its an antiracism book, and this is the kind of politics that people are sick of. The utterly baseless and it gets us away from talking about the issues that matter, like police reform. Like a universal health care coverage, like common sense gun control. Lets talk about those things. Lets not, frankly, try to divide georgia politics by race in such a ridiculous, baseless way. It doesnt bother me because i know who i am but it bothers me, i guess, as citizen, because its exactly the kind of junk we ought to be getting away from. Really quickly. Go back to something you just said. Implied the other major candidates in the race have been put there by groups outside georgia. Whose put them there . Yeah. Well, you know, the power brokers. So lets be honest. Kelly loeffler is not in his race without brian kemp. Doug collins isnt in the race without a wink and nod from donald trump and Raphael Warnock without chum schumer deciding that was the thing to do. I respect Chuck Schumer a smart guy, but you know, smart people make mistakes. Others are interested in the seat and decided not to run when it was clear no one would give to do them. Ive been running since october, because its not about someone giving one of us anything. Its about us getting out there and talking to the people of georgia, listening to the people of georgia, who are desperate for a senator who will represent and fight for their priorities and values, and thats what ill do.
