Protests, demonstrations are expected again later today. All eyes on washington and dozens of other cities across this country as the demonstrations and protests continue in the wake of George Floyds death. Yesterday here in washington, a largely peaceful protest interrupted, marred by teargas, rubber bullets, Police Officers on horses. The curfew was set to go into effect at 7 00 p. M. This was the scene at roughly 6 30. The protesters who were running at the time, the lions share of them did not know why Lafayette Square was being cleared. It became apparent roughly 30 minutes later when President Trump emerged from the white house. First the rose garden address and then the president appearing at st. Johns church, bible in hand for a photo op. Any minute now, d. C. Mayor Muriel Bowser is expected to update us on the situation on the ground here. There was that curfew on effect last night, that 7 00 p. M. Curfew will be in effect once again tonight here in washington. Well get an update from the mayor of d. C. In just a moment. Shes also calling the use of teargas on protests outside the white house last evening shameful, her words. We have our reporters spanned out all over the country. We start on the west coast. Erin mclaughlin is standing by in los angeles. Erin, peaceful protests throughout much of the day in los angeles until the vandals somehow managed to take over. Reporter hey, craig. Theres a surreal scene here on ventura boulevard, in studio city, los angeles, shop after shop completely boarded up. Not because theyve been looted, but out of fear of the kind of violence weve seen engulf this city as well as surrounding cities. There was violence yesterday in the van nuys section of los angeles, looting and rioting, violence. Following an all too familiar pattern. It begins with a peaceful protest and gets exploited by rioters and looters going into shops and clearing them out. There are two protests expected today here in los angeles in the downtown section of the city that has been hit particularly hard in days past. Over 500 people arrested there in one night alone. Police telling me sometimes these shops are getting hit twice by looting and vandalism. We expect a Strong Police presence in the section of Downtown Los Angeles later today. Craig. Erin, while i have you, lets talk about what the police chief there in los angeles said yesterday. Hes caught a fair amount of flak. What did he say and has he walked it back yet . Reporter the police chief yesterday said that the rioters and looters are also to blame for the death of george floyd, something he quickly retracted in a press conference. He was there with the mayor of los angeles. He said he did not mean to say that, quickly retracting that statement. Nevertheless, stirring plenty of controversy here in Southern California with those remarks. Erin mclaughlin in los angeles, well be checking in with you throughout the afternoon of course. Lets go to houston now. There is a march planned in houston today because, of course, houston is where george floyd was from, his hometown. He lived in minneapolis. He was from houston. There is quite the march thats being planned there in his neighborhood for later today. 3 00 central time march, 4 00 eastern. The police chief, art acevedo joins me from houston. Chief acevedo, thank you for your time. Thank you for having me on. How is the Department Getting ready, first of all, for this march this afternoon . Were looking at this as a special events a special event for this city. Weve hosted a lot of events here, world series parades, super bowls, ncaa. For us, its just having enough resources to make sure we allow the floyd family to march in peace, to lift up their voices, to lift up their son, their brother, their cousin, their uncle and to do what they need to do, which is express themselves to demand change and, most importantly, start the healing process for them and the extended community. Chief acevedo, as were having this conversation, were showing our viewers some of the images of you with the protesters there in houston. Youve been doing a fair amount of this over the past few days. You said something yesterday thats gotten a lot of attention. You were asked about President Trumps comments on a Conference Call with governors around the country in which he told them to get tougher. You said, if you dont have something constructive to say, keep your mouth shut. Please keep your mouth shut. What made you compelled to speak out to the president yesterday. Yes, you did say please. Thank you, yes. I think theres a lot of context to that statement. We need leadership. We need healing. We need an acknowledgment from the president on down that disproportionately when bad policing, unconstitutional policing happens, it happens to communities of colors, specifically the black community and more importantly, poor communities, including white poor communities. Weve got to ak moj the sin if we want forgiveness, and we have to do everything we can to overcome what the shortcomings are as a nation, as a profession and acknowledge that this is not just about policing, but about economy, education, health, a myriad of things across our country. Until we do that, were going to continue to have flash points and problems in the United States. These prefrts otests weve s over the country in the last seven days, a lot of the solutions you just talked about, these are things that are going to take some time. Youre talking about systemic issues in our country. In the short term, what is it going to take to get folks there in houston, in minneapolis, in d. C. , what is it going to take to get folks to stop not the protests, but the violent protests . Let me just say this about houston. One thing that we have here that is shared by black houstonians, white houstonians, rich, poor, hispanic, asian, muslim, jewish, christian, we have a deep love for our city. Weve shown that time and again. Weve shown that during harvey. Weve shown that during our world series parade. We show that we come together, and so i am hopeful having marched for days now with our community that what will happen here, if any outsiders come in to try to stir it up, theyre going to find that the police isnt going to take care of them, houstonians are going to take care of them, from all walks of life, from all socioeconomics. So that is the number one blessing we have. In this city, like the mayor likes to say, were a city where were all gods children, were a welcoming city, diverse city. Our Police Department is home grown, and i think all of that right now is paying off for our community. Chief art acevedo in houston, thank you very much for your time. Best of luck to you there. Lets go to minneapolis now where george floyd lived. Gabe gutierrez is on duty there. Gabe, it would seem as if, after George Floyds younger brother showed up last night and prayed for peace, it seemed as if the protests there in minneapolis were more peaceful than they had been in previous nights. Whats the case there this morning . Reporter hi, craig, good morning. Certainly here in the twin cities it has been extremely peaceful over the last several days. As you can see around me, this is the site where george floyd took his last breaths. Its a very emotional scene here. There are speakers here, people from all walks of life that come here now to pay their respects. You can see its a very diverse crowd. It has been peaceful. George floyds brother terrence came here yesterday with a very impassioned plea standing there asking for people to earned the violence and called for peaceful protests. Last night in the minneapolis area there was a small protest past curfew at the state capitol, other arrests as well. There were some arrests but all peaceful. It would seem the temperature here is much calmer than it has been than what we saw last week, craig. Gabe, lets talk about these autopsy reports. Weve gotten one from Hennepin County and now one from the family as well. There appears to be some contradictions between the two. Walk us through how theyre different. Reporter craig, there are some points of agreement between the two, but some of the details are different between the two. Let me walk you through the timeline of when we got each yesterday. Earlier yesterday afternoon, the family, ben crump, the family attorney, released a privately funded autopsy that found that george floyd had died that the matter of death was homicide by asphyxia. It also found that there were no underlying conditions that contributed to his death. A short time after that, late in the afternoon, the Hennepin County medical examiner released its official findings, and it did also find that the manner of death was homicide, but it slightly differed it basically said his heart stopped. The privately funded autopsy talked about his neck being restricted and thats what contributed to his death. The privately funded autopsy also found that there were no underlying conditions. But the Hennepin County official autopsy said there were underlying conditions, Heart Disease and some intox cant in his system. The family again says thats completely irrelevant to this case. So there is some contradiction between the two. The family says that the official autopsy, the distinction as found there could hurt the case if it goes to trial. But in any case, craig, what protesters are demanding now, still demanding charges for the three other officers. The states attorney, Keith Ellison has taken over the case. He has not given a timeline of when the charges may couple. This morning the family attorney, ben crump, said he expects those charges and the county attorney said last week he anticipates charges as well. As you can see finally, as i wrap up here, it is a very peaceful scene here in minneapolis and it appears the protesters are heeding the calls that floyds brother said yesterday at this very spot. Craig, back to you. All right, Gabe Gutierrez for us in minneapolis. Thank you. Last night in seattle a situation that got quite hairy. The protests that had been largely peaceful throughout the day, when the sun went down, jo, it seemed as if the Peaceful Protesters had been overtaken to a certain extent. Riots broke out, looting broke out. Flash bangs broke out as well. Whats the situation on the ground there in seattle . Reporter hey, craig, good morning. A curfew lifted about three hours ago here in seattle. It was just up the street where that protest that was peaceful originally devolved. You can see here in seattle, all these businesses continue to be boarded up because theyre bracing for more activity come tonight. You can see here shattered glass and boarded up businesses. Basically what happened is the peaceful prefrts we had been following throughout the day devolved and disintegrated very quickly. Essentially you had Peaceful Protesters marching up toward the capitol hill neighborhood. It was a confrontation with police, and it basically devolved into violence here. They were calling for justice for george floyd. They were making statements in support of black lives matter. And very well organized, i might add. We walked with them. We talked with the organizers, and we found them to be very peaceful and things started to heat up very quickly last night and the Seattle Police chief is calling this now a riot. Saying to us in a statement that they were worried about the increasing number of assaults on officers specifically and worried about an increasing risk to Public Safety. So the chief of police said that officers deployed less lethal munitions in the immediate area of the east precinct. Thats basically where we were standing last night when things got complicated. What we noticed is you had groups of protesters coming together and then they dispersed. About an hour or two later, more people joined back together to make their voices heard, and there was some sort of altercation at the police line. By the way, craig, behind the multiple layers of police, of seattle pd, was the national guard. Craig. Jo ling kent in seattle, stay safe. Glad youre okay. New york city, a lot of folks who woke up in new york city found a city that looked a lot different than when they went to sleep. Looting, vandalism, damages to stores and restaurants. Part of the busiest portion of manhattan, just outside 30 rock. Anne thompson is in new york city. Anne, a short time ago, word that Governor Andrew Cuomo will be addressing the crisis 15 minutes from now, 11 30. Whats the scene right now on the streets of new york city, anne . Reporter craig, right now im in Herald Square. You can see behind me the sun glass hut. It was one of the targets of looters last night. Police say they were groups of young people who came and would smash windows, try to run inside, get stuff and take it out. So this morning, this has been all about cleanup and refortifying the plywood structures here. You see it here at sunglass hut. If you look down 35th street, you can see foot locker. Sephora got hit as well. Across 35th street, you can see the most popular guy in new york today, and its anybody who has got plywood. Thats what everybody is doing. Theyre trying to protect themselves from the looting, from any future looting. New York Police Say they arrested 700 people last night. Several officers were injured as looters hit not only Herald Square, but Rockefeller Center downtown and other parts of new york city. Mayor de blasio Just Announced that the curfew which went into effect last night has now been extended to sunday, and today its going to start earlier. Instead of 11 00 at night, its going to start at 8 00 at night. Well see if that makes a difference. Craig. It slirn macertainly made a difference here in d. C. When they moved the curfew up from 11 00 to 7 00. We saw far fewer large crowds here in the district last night. I talked to a city official here and they do attribute moving that earlier curfew up with the reduction in violence. Anne thompson in Herald Square in new york city. Again, Governor Andrew Cuomo going to be talking about the situation in new york. Were also waiting on Muriel Bowser, the mayor of washington, d. C. A live look there at the podium here in washington. When the mayor begins to speak actually, it looks like mayor bowser there. I dont know if shes going to start thats mayor bowser. Theres the police chief as well. Let us listen in for just a moment. Mayor bowser was quick to criticize the president and the federal response last evening to the peaceful protests. Im joined by members of my Public Safety team, city administrator from the District Of Columbia to provide a brief update and take your questions. Let me just start with this. Sometimes when we talk about statehood, people wonder why we fight so hard for it, and i think that the events of the last several days demonstrate our fight for statehood is more than getting about two senators, but its also about our right as tax paying americans to autonomy. The autonomy that can only be fully achieved with statehood. Yesterday i imposed a curfew at 7 00 p. M. About 25 minutes before that curfew, we note, as many people around the country noted, that protesters in front of the white house were dispersed using some form of munitions. D. C. Police throughout the night enforced a curfew, and last night i think the chief will confirm this number, a number of people were arrested in violation of that protest. I want to ask the chief of police, Peter Newsham to come up and describe our response last night and then we can take a few questions. Thank you, mayor bowser and thank you for your continued leadership in these very difficult times. Im the chief of police for the metropolitan Police Department. Last night marked our fourth day of demonstration activity here in washington, d. C. Related to the senseless death of george floyd. Yesterday began with two separate groups at approximately 3 00, one in Lafayette Square and the other in the facility of the u. S. Capital. Both groups assembled peacefully at these locations. At around 6 30, the group at Lafayette Plaza was alerted by federal Law Enforcement officers who gave warnings for them to disperse. I had received prior to that, just before that, that there would be a president ial movement in the area. The metropolitan Police Department did not participate in that movement. As you all know there was a curfew initiated yesterday between 7 00 p. M. And 6 00 a. M. The next incident of significance was around 7 20 p. M. In the area of 17th and i street, 54 persons were arrested, primarily for being in violation of the curfew. At around 9 00 p. M. , in the i have tinity of 9 00 p. M. , there was a large group of protesters in our northwest area of the city in the 2400 block of 14th street northwest, we started to see behavior that was consistent with the behavior that preceded the very violent activity we had on the two nights before. We actually had a metropolitan Police Department that was set on fire. We were able to get that group stopped in the 1400 block of swan street northwest where we made a significant arrest of multiple folks who were in violation of the curfew. There was a homeowner in the block, there was a lot of twitter activity, social media activity about this, and i know there will be questions that i can answer later, who allowed a number of the people who were going to be arrested into his home. Those people ultimately were not arrested. My understanding is metropolitan Police Department officers were in constant communication with that homeowner throughout the evening. Just getting back to the area where the majority of the arrests were made, we had 54 arrests at 17th and high, 194 arrests in the area of swan stre street. Later on in the evening we had another group of about 300 or so that was in the area of the Police Headquarters or judiciary square. During that instance they were becoming very aggressive. Police officers had to utilize munitions to disperse that group. Ultimately they were able to successfully disperse that group. The amount of damage that we had and the injury to Police Officers was significantly less than the prior two evenings. We had two officers injured. Those injuries were nonlifethreatening where the officers were treated. We had the one police car that was set on fire. There are some Properties Across the city where there was some destruction of property, some glass damage, and im sure there was destruction of property with regards to graffiti. At the end of the process we lad over 300 arrests. We had the two the majority of arrests were at those two locations and we lad several other arrestion across the city. We will be giving specific details with regards to who was arrested as soon as we get that information, and well get it out to you. The arrests were primarily for these three categories of offenses. Violation of the curfew was the majority of the arrests. We also had arrests for burglary, and we had arrests for rioting. I want to again mention the fact that we are working right now with our Investigative Team to compile images of anybody in our city over the past three or four nights who was involved in destruction of property or the throwing of missiles and the hurting of people. We will be releasing those images. Were going to ask the community to assist us with identifying those folks so they can be held accountable. Okay. Weve been listening first to d. C. Mayor Muriel Bowser and then d. C. Police chief Peter Newsham. Chief newsham there indicating some 300plus individuals were arrested in washington, d. C. Last night. A lot of people, but actually fewer than what theyve seen in some of the previous nights. The curfew here in washington, d. C. Still in effect, 7 00 p. M. Tonig tonight, just as it was last night. Before the chief we heard d. C. Mayor Muriel Bowser tie this argument for statehood, d. C. Statehood. Its an argument that they have been making for several decades now in washington, d. C. We heard mayor bowser tie that argument to what we saw transpire here just outside Lafayette Square last evening when the Peaceful Protesters were teargassed. Michael nutter joins me now, the former mayor of philadelphia. Mayor nutter, it was interesting to hear the mayor of washington, d. C. Connect the two like that. I dont know if it had dawned on me and other folks that the cause for autonomy isnt just about having equal representation in the house of representatives or the u. S. Senate. No, craig. And thanks for having me on. It really is about local control and the proper running of a city. What we witnessed last night which, a, was disgraceful and the ultimate in narcissim by donald trump, but what we saw last night was the interference in the proper management and operations of a city. The city of washington, d. C. And so mayor bowser is absolutely correct, and the activity that we saw in washington last night with clearing out of peaceful demonstrators just so donald trump could walk across a lawn would never happen in any other city in the United States of america. That would never happen. Because legally it could not lap. Washington, d. C. Should be able to control itself. Mayor, what do you make of whats happening in the city that you used to run right now. Protests that again should be pointed out, protests that have been largely peaceful. But from time to time theyve become quite violent as well. Theres no question about it. Certainly as a former mayor and just a citizen, it is painful to watch. We believe in peaceful protests in philadelphia. Certainly had a number of them in my time as mayor and the time on the city council. The violence and destruction, when you bring it all back home and we see these images of people being teargassed on the expressway obviously. Being on the expressway is a dangerous thing. Im not here to question the tactics certainly in public. But it is painful to watch in our city, the destruction the other night. The fires, the looting not too far from my house. A Shopping Center that i worked to have built with the community leading the charge, a bunch of years ago. Supermarket, a shop rite destroyed, the lowes destroyed. Where are people in the community now supposed to shop . Were still under coronavirus. Tons of Senior Citizens in that particular community in parkside now have nowhere to get food. Hundreds of parkside residents work there. Their jobs now destroyed, in the midst of 40 Million People unemployed, filing for unemployment compensation. So there are consequences to these actions. Peaceful protest is the right thing. Today is election day in pennsylvania, and im hopeful that the protesters, all of them, not only registered to vote but got their ballots in. Many of the polling places are closed because of coronavirus. Craig, theres a lot of stuff going on here. We need a change. Police brutality is unacceptable. People want to live. Im reminded quite honestly, a song by jayz, ccan i live. People want to live. The kneeling the death of george floyd, crushing his neck, an assassination in our streets that we saw on video. Black people are tired of it. Weve had enough and theres got to be a coming together and real reform and change needs to take place in america way beyond some of the rhetoric thats out there, and donald trump is not helping any of this and actually causes more agitation with his rhetoric. New york Governor Andrew Cuomo talking about the protests in new york city. Lets listen in. The first time weve spoken about these two situations that were dealing with now at the same time. I think at this moment of confusion and unrest, the smartest thing is to take a step back and lets gain a little perspective. Lets just talk as people about this situation. I do a lot of reading, always have, about leadership in a crisis, especially government leadership in a crisis. When is government most important . Its most important at a time of crisis, day in and day out it does what it does, sometimes better, sometimes worse. But when it really matters is in the middle of a crisis. Now, it depends on what type of crisis we have. Some crises the government can take care of on its own. Some crises i can take care of on my own, operational crises, internal crises, but the really difficult ones are the social crises where its not really about government. Its really about society and really about people. People have to handle the crisis. Those are the ones that really test not just the capacity of government, the ability of government, the leadership of government, but they also test who we are as a people and how we respond as a people. My strategy has been in this covid crisis always, you go to the people. You use the people. Its about them. They are the solution. So you inform the people, you give them the facts. You give it to them clearly. You give it to them without opinion. You give them the facts completely. So people know youre being 100 open and honest. You then offer a plan after you give the facts. During this covid crisis i say here are facts and then i say here is my opinion. Id like to think my opinion is based on the facts, but people can agree or disagree. Offer a plan based on those facts and then ask for support of the plan. Thats what ive auflways done. Thats what weve done during this covid crisis which has worked very well for this state. You look at the progress weve made, its breathtaking how far weve come and how fast weve come. This situation we have multiple crises that are colliding. That creates confusion and disorientation, and thats where we are now. We have the covid crisis that is still going on at the same time. We have a new crisis which is the civil unrest from the murder of mr. Floyd. I believe thats what it was. I believe it was a murder. And then to further compound the situation you have an environment that is racially charged and politically charged. So youre trying to deal with these two situations which are very different in the middle of a dynamic in this country of Racial Division and a hyper political environment and a nation that is more divided than it has been at any time in my lifetime, just a basic division in this country. So what do we do . We first take the step back, gain some perspective and separate the issues, close the issues. You want to solve the problem, lets understand what were trying to solve for first. Covid19, lets take that issue and pull it out. On the covid19 issue, we have more good news today, number of hospitalizations are down. Number of new covid cases walking in the door is at an alltime low. 154, 154. Congratulations to the people of the state of new york. Look at what you did. Look at the progress you made. God bless you. Number of deaths, just about as low as we have seen it. The numbers, again, are not 100 accurate given the system. But you see the overall direction. So were doing very, very well when it comes to dealing with the covid19 crisis. Buffalo enters phase two today, western new york, Capital District should enter phase two tomorrow. All the numbers indicate that. Our experts are going over the numbers, but theres no reason to believe that the Capital District doesnt go into stage two new york Governor Andrew Cuomo there updating first sort of the situation as it relates to the response to the protests which at times have turned violent, especially around new york city. And then, of course, talking about the states response to covid19 reminding us that in the midst of all of this, we are still in the midst of a global pandemic. Were going to continue to listen to Governor Cuomo and well go back should the situation warrant. But i want to turn for a moment to joe biden because the former Vice President just gave a significant speech on race in this country, on Police Brutality in this country, on people being treated differently and President Trumps response to this crisis. This is just part of what Vice President said last hour. Take a listen. Look, i look at the presidency as a very big job and nobody will get it right every time and i wont either. But i promise you this. I wont traffic in fear and division. I wont fan the flames of hate. Ill seek to heal the racial wounds that have long plagued our country, not use them for political gain. Lets start with the timing. Weve been in the midst of this now for six or seven days. Why now . Why the speech from mr. Biden this morning . Vice President Biden said in his speech that the nation was really calling out for leadership and thats what he provided this morning. His speech was empathetic. It was serious, it was resolute. Its not just the last seven days we would argue, craig. It is the last couple of months. We now know the name of george floyd, but we also know breonna taylor, ahmaud arbery. This is a nation that has been gripped by a Public Health crisis and an economic crisis. 40 Million People have lost their jobs and have filed for unemployment. More than 100,000 deaths due to the coronavirus pandemic. Many of those deaths and job losses are disproportionately concentrated in the africanamerican and latino communities. These are bounding issues that Vice President biden spoke to today. We think he was very clear in calling it out. He filled the void of leadership again in this moment. He rose to the occasion when President Trump frankly did not. Lastly he called for action. He referred to that action as a down payment on justice, frankly, that is long overdue, a down payment on ensuring equal protection under the law for all. He called for congress, when they come back, to immediately pass congressman Hakeem Jeffries choke hold bill. I live in washington, d. C. I watched as peaceful protests were dispersed with teargas and pelted with what looked to be rubber bullets all so donald trump could get a photo op. Weapons of war on the streets in america and joe biden is saying congress should take up and stop transferring weapons of war to Police Departments. Theres a lot that can be done. As Vice President biden said this morning, it is the work that wont be immediately finished, not on the 100 days of his presidency. Its going to take a generation, but we can start to act right now. We must. We have to. While we were having this conversation, for our viewers at home, we should sort of explain what they were looking at, and for our listeners on sirius satellite radio, ill try to describe it. If the control room can cue it back up, on the left side of the screen you had Vice President biden at a church in delaware yesterday and an image of President Trump several hours later in front of st. Johns church right across the street from the White House Holding the bible there. Mr. Biden addressed this image that you just talked about, symone in that same speech. Lets listen to what he said. When Peaceful Protesters dispersed in order for a president , a president from the doorstep of the peoples house, the white house, using teargas and flash grenades in order to stage a photo op, a photo op in one of the most Historic Churches in the country or at least in washington, d. C. , we can be forgiven for believing the president is more interested in power than in principle, more interested in serving the passions of his base than the needs of the people in his care. For thats what the presidency is, the duty to care, to care for all of us, not just those who vote for us, but all of us. Symone, we just had the mayor of washington, d. C. s News Conference on a few moments ago. Im not sure if you heard what Muriel Bowser had to say. You lived in d. C. For a number of years. I lived in d. C. For a number of years. Theres been this talk of d. C. Statehood since long before you and i were both born. If joe biden is elected president , how much of a priority is that going to be for a biden administration, securing statehood for washington, d. C. . Look, i think mayor bowser, we believe shes done an amazing job leading the helm of this city, especially through this Public Health crisis, economic crisis and now the unrest.
