In the United States there are more than 1. 56 million cases. So far weve lost more than 94,000 americans. Also breaking this morning, more than 2. 4 million more americans filed jobless claims last week. The total now stands at 38. 6 million americans in the nine weeks since this pandemic started. For some context, thats about 1 Million People shy of the entire population of california. 30 minutes from now, new York Governor Andrew Cuomo will give that Daily Briefing. Well get to dr. Harris in a moment. We have our reporters fanned out across the country covering the crisis affecting all of us right now. We start this thursday with those eye popping jobless numbers out this morning. Behind each one of those 38 million jobless claims is a person, a story, someone who was working hard, getting a paycheck, paying their bills, trying to support their family. Now a lot of those americans are unsure of when they might find another job or if theyll be able to return to the job that they had and how theyll put food on the table. Nbcs jo ling kent is in los angeles with some of their stories. Jo, as we pointed out, 2. 4 million new claims, approaching 40 million out of work. What do those numbers say about the situation that millions of our fellow americans are dealing with right now as they file for unemployment every week . Craig, it says theres a Little Silver lining here and the numbers in most states are going down week by week. We see that happening across the majority of states here, but what we do know, too, is theres a lot of freelance and gig workers out there who are still applying for Unemployment Benefits because they newly qualify for them per that federal aid weve been reporting on. You may see those numbers continue to tick up. A lot of the freelancers and contract workers ive talked to say theyve had trouble to get through the system, but now getting through in a majority of the states. 39 million is the equivalent of the entire state of california applying for unemployment. These numbers are really serious, and its grave. If you hear from the congressional budget office, theyre saying this recovery will take until the end of next year to recover from. Its going to drag on for a long time. New census data, craig, shows almost half of all American Workers in their household, either someone has lost a job or their hours have been cut. Theres so many people that rely on the restaurants to succeed, not only the employees, but the farmers, even like the trash can, the recycle company, the cleaning companies that come in there. A lot of people rely on that, and a lot of people have jobs for that. If the Restaurant Industry doesnt succeed, its like a crackling effect in a dish. Reporter youre hearing there from a chef who is donating food to a food bank that specifically serves those who are unemployed in the Restaurant Industry. That industry, of course, continuing to be hit very hard. As restaurants prepare to reopen here, the owner of the restaurant that is providing the space to do that food pantry is now saying its complicated to rehire workers because of the amount theyre making currently on unemployment, craig. Jo, you just said something i want to follow up on. Is it true now that a lot of the folks who are having trouble actually getting through in some of these states because of computer glitches i know this is a big thing in florida, i think california as well. Theyre having more success. Theyve managed to fix some of those glitches . Reporter weve been talking to Tech Companies that have been assisting some of these states, craig. You hear from google and microsoft and they say theyre trying to continue to help these states improve their systems. It is very glitchy. When it comes to the Resources Available for individuals who are freelance workers and contract workers, standing up and making those things available in a way that you can apply for them has taken a lot of time. Yes, florida continues to struggle. You see struggles here in california as well and throughout all the states because, frankly, you have these very old systems that are not equipped to handle this onslaught . The idea is to improve them incrementbly at least and put in some Artificial Intelligence and some new cloudbased computing so, if there is another crisis where these states can perform better when it comes to processing unemployment at a faster and more reliable pace. Hes going to be touring a ford motors plant there. Its going to be his third visit to that battleground state in a matter of weeks after trips to arizona and pennsylvania as well. The plant hes touring is in indianapol ipsalanee. Part of fords policy requires everyone to wear a mask. The president was asked if he would and he said, quote, well see. Local officials have urged him to wear one. Some have asked that he not come at all. Nbcs carol lee is at the white house with more on his trip to michigan. Tell us more about President Trumps visit today . Reporter this is really about the president s emphasis on the economy. Hes been traveling outside of washington in the last few weeks to try to show that the economy is moving forward, that were moving beyond the coronavirus pandemic. Hes going to go to this ford plant which is making ventilators to try to underscore that point. Its also really important for his reelection campaign. Theres a lot of politics hanging on this trip, too. Hes been sparring with michigans governor, which is another overtone to his visit. The two of them spoke yesterday on the phone, mostly about the devastating floods that have been hitting michigan. They have no plans to meet while the president is on the ground there. He said he will go at a later time to tour the flooding devastation when its appropriate, he said. He arrives in michigan around 2 00 later today. The big question, as you said, is the president going to wear a mask. He said, well see. Hes resisted wearing a mask in the past. If he does, it will be the first time weve seen him wearing a mask. Carol, in just the last few minutes, nbc news has also confirmed that the president plans to withdraw from a key treaty with russia. What more can you tell us about that . Reporter well, nbc has confirmed and New York Times first reported this, the president plans to inform russia on friday that hell be doing this. This is one in a series of Arms Treaties that this president has decided to withdraw from. We know theres been frustrations by the president that russia is not abiding by its side of agreements. So hes made this decision, according to an Administration Official to withdraw from the treaty and will inform the russian president in the next couple days. This is also something that he has one theres one treaty left with russia. So the big question is he going to also move to withdraw from that arms treaty with russia. Were expecting a statement from the National Security adviser Robert Obrien any minute now, craig. Okay. Carol lee from the white house, thanks so much for that. Let me turn now to the mayor of indianapolpsilanty, mayor ba thank you so much. We laid out the uncertainty over whether the president will wear one of these facial coverings today during that visit to the ford plant. How concerned are you about that . The fact that its even a question of whether he should be wearing a mask or whether he will wear a mask or not is outrageous to me. Our Community Needs to get every leader on board with demonstrating the safety protocols and things are going to save lives. Our community has been hit hard by covid. With the president coming in with his message of defines of all safety rules is just troublesome. Mayor, the last time the president visited your city, yips landity, was back in 2017. The chair of your countys board of commissioners then told the president not to come, saying it was ultimately going to be a Campaign Stop. Do you agree with that assessment . I do agree. Theres certain protocol when a president does a state visit, which hes claiming this is. It also determines who pays for the visit incidentally. Hes not following any of the protocol around what a state visit would be, local elected and state elected officials would participate in a state visit, for instance. No local or state elected officials are invited to this visit. So im assuming this is a straightup Campaign Stop for him in a key state, as you said. Weve talked a lot on this particular show about how people of color especially across this country has been disproportionately affected by the crisis. You recently said the pandemic has exposed environmental, systemic racism in your city. How so and how can local leaders like yourself address those particular disparities . Ypsianti has a Large Population living in poverty. Wes a rust belt city still reeling from the loss of industry that happened. Our community includes People Living in poverty for a long time. Because of poverty theyve eaten food that leaves them vulnerable to diabetes and hypertension. They live in buildings that may have unhealthy products in the construction, and so they carry, many of them, on going Health Issues that make them vulnerable to the worst outcomes with covid. My community and our community in general is a microcosm of whats happened across the country. Black and poor communities and people of communities in color, indigenous communities have been hit very, very hard by covid with a very high rate of fatality. Dr. Harris, its always good to have you. Lets start with the president s trip to michigan. Public Health Experts are warning that these president s in general could bring a higher risk of the virus to the places that the president visits. Do you share that assessment . How do you think these trips are affecting the areas . I think its hard to know. You know there are increased risk factors. You have a lot of folks who are moving with the president. We just heard the mayor say that her city has been hit particularly hard. So you have a visit to an already vulnerable jurisdiction. I certainly hope that the president in fact everyone follows Public Health best practices which is wearing a mask and making sure you stay six feet apart and really no large gatherings. Again, thats even more important in a city thats been hard hit. So i hope i see everyone Wearing Masks because we really need to make sure we reduce the risk. This is a highly transmissible virus. Its still with us and we need to do all we can to risk the rate of transmission. Dr. Harris, the question of wearing the mask right now, to wear or not to wear, that particular question, it almost seems like its the latest battle in an ongoing culture war in this country and that a lot of folks, they take great pride in not wearing that mask and perhaps its not just about the mask. It would seem for some its about Something Else altogether. Craig, i think youre right about that. This is quite unfortunate. Because this virus knows no political affiliation. It will infect people from all political parties, and so we really need to make sure that our response is a Public Health response. The data and the science know no political or religious affiliation. It really is about the health of the public and reducing the spread. I hope that people look at their own personal lives. I think about my father and my inability to visit my dad right now at his retirement community. Thats why i continue to do all i can. Maryland, the state of maryland just reported its largest rise in infections. State officials there are pointing to increased testing. Theyre also pointing to a backlog of tests as the main reasons why. Now the state is ramping up testing even more. Starting today, new drivethrough sites are going to be open in maryland. Nbcs ali vitali joins me from one of the new testing sites. Ali, explain this new push to expand testing there and why now. Reporter craig, this is an all new level of access here. Were at a testing site today where people can get defendanted without a doctors note, they dont need to have had symptoms. They can drive up without an appointment and get this test. This site here today has seen even more interest than they thought they were going to. They can test up to 1,000 people. They were supposed to open at 10 00 this morning. They started taking cars earlier at 9 00 because there were dozens of people already here waiting to be tested. Our cameraman rudy is going to show you how this works. Theres a line of cars. Some of the medical professionals will go up to the window, talk to the folks in the car, establish how many people are in the car. You can see the green tags on the windows. Thats so once they get further up the line and actually start pulling up, they can be sorted into one of a few lanes that we have here. Theyre then brought into these little tunnels behind me. Thats where the testing takes place. Theyre doing the swab test. Those results come back in two to three days. A pretty welloiled machine on the ground. Theres been a steady stream of cars. This comes against the backdrop of maryland in phase one of reopening and trying to figure out if the spike that theyve seen in recent days is correlated to those reopening efforts. To me that was the obvious question. Listen to what the head of the tessing task force told me. Some of the increase in numbers is probably not attributable to the actual reopening date from last friday. It has everything to do with how much testing is being done, the abilities of different labs to actually submit results back to us. We do anticipate that as we expand testing across maryland, that we will see more cases because were expanding criteria and the availability of tests across maryland. Reporter craig, the key thing is people who are asymptomatic, who may not be aware they have the virus, they can come here and get tested. Something dr. Chan pointed out is important when you think about community spread. You dont know youre spreading it if you dont know they have the requires. At least people can get the answers and figure out the best way to go back into their communities as states figure out reopening. Craig. Ali vitali in maryland, thank you. From virus outbreaks at processing plants to meat shortages and supply chain disruptions, covid19 has sent shockwaves through the food supply industry. Farmers are being forced to be quite nimble just to stay afloat. Nbcs ellison barber is in jonesbo jonesboro, georgia, where one farm has scrambled to adapt. What are they doing here . Reporter weve heard so many stories about businesses, farmers struggling to survive. This isnt one of those stories. This is a story about a father and a son beating the odds. He was 12 when his family moved from the bronx to this 40acre farm in dublin, georgia. Ever since hes farmed alongside his dad sunup to sundown. As restaurant after restaurant closed their doors, wholesale orders nearly disappeared. Small farms, large farms, everybody is feeling it. Reporter the family says 75 of their revenue came from wholesale orders before the pandemic. Now its less than 15 . We really didnt change our way of life at all. We just had to change our business model. When we started seeing that people were talking about staying in their homes, we had to figure out how to get the food to the people. Reporter two hours away south of atlanta, they turned their storefront into a delivery hub, adding on to a food pox brm, expanding the Delivery Area and letting people add more items to boxes. We do boxes that are primarily fruits and vegetables, but you can also have additional addons, you can add meats, teas, eggs, honey, dry goods. Tell us what youve been doing. First of all, thank you for having us. It is a pleasure to share this moment with all of you. People i havent seen a while in new york, im extremely proud of all the players that were able to join. I know as individual time of crisis. Instead of doing it individually like we normally do, we decided wed join forces and all the players responded really well. We have two specific needs which is, number one, supplies for the families that are vulnerable. A lot of families that are poor in the Dominican Republic live on a daytoday basis. Carolina, testing right now, treatment right now, how are things like that going right now on the island . We have over 13,000 cases positive currently. It has been a challenge for government to get test kits for the people, to be able to get diagnosed. Its still a challenge. Today or yesterday naive softened the measures so people can progressively start going back to work, but in a third world country its a challenging dynamic because a lot of people are lacking the supplies, lacking the masks, lacking the gloves to go out. So far weve had over 13,000 positive cases. We need to continue to be a support for all of the nation. Pedro, while i have you, as you probably know Major League Baseball moving forward with the plan to start the season on july 4th with pretty strong restrictions. If you were still playing, would you be comfortable going back to play . Im pretty sure that they are going to take the proper measures to protect the athletes and the person thats going to be around the players. Since theres not going to be any fans in the stadiums, i think obviously just to get the tv and revenue from playing the games, Major League Baseball are really organized. Lets listen in. Intubations are down. Thats very good news. New covid cases are down to 246 which is actually lower than we were when this first started. So were back to a point earlier than we were when this covid crisis hit us and we started that spike. So thats really good news. The number of deaths, 105. Thats terrible news. The relatively its better than it has been. Still 105 families who are grieving today and they are in our thoughts and prayers, but you see the overall trajectory of this situation, march 20th to may 20 th, been a period of tim that will go down in history. A lot of pain, unique period. But we got through it. We got through it. We got over the mountain, literally and figuratively. Were not talking about reopening across the state. Were doing it region by region. Rockland county today is eligible for elective surgery and ambulatory care. When we open up for elective surgery in the hospital system, it means we have the hospital bed capacity. The mad scramble, if you remember early on, was to make sure we had enough Hospital Capacity because the projection was wed need double our Hospital Capacity. We stopped elective surgeries. Opening up elective surgeries means we have Hospital Capacity. When we reopen a region, start to reopen a region, there will be increased activity. More people are coming out. That does not necessarily equate to an increase in the number of cases. It does not have to be that increased activity means more cases. It tends to be true but it doesnt have to be true. You can have more activity, and if people take the right precautions, you dont necessarily need to see a rise in the number of cases. And none of this is preordained. As you increase activity, what will happen is a function of what we do. Thats not just rhetorical. If you tell me how new yorkers react with increased activity, i will tell you what will happen to the infection rate. It literally depends on what we do. Everyone has a role to play as we go forward. You reopen shops for curbside retail. How do the shopkeepers, the retail owners, how do they perform . How do the employees perform . How do the employers who have people coming back perform . Probably most importantly, as individuals how are we acting and how are we forming . Are we maintaining social distancing, et cetera . Of all the bizarre things weve gone through, this fact is probably one of the most important facts to me. Mojic would have suggested that First Responders would have had the highest infection rate, just common sense. The nurses, the doctors, the ems workers who are first responding to covid positive people, working with covid positive people all day long, they had to have the highest infection rate, just logic. Think about those emergency rooms. People working 12, 14, 16, 18 hours a day with covid positive people. They must have had the highest infection rate. Nypd, First Responders, fire department, they must have had a higher infection rate. The First Responders, the front line workers wind up having a lower infection rate than the general population in that area. How can that possibly be . Because the ppe works. Those masks work. Weve literally tested all the front line workers. Transit workers, theyre driving the buses, theyre encountering hundreds of people a day. Theyre driving the trains, subway system, on stations, in cars. Health care workers, nurses, doctors, hospital staff, nypd, fire department, correction officers in state prisons with a congregate population. State Police Office of court administration, they all have a lower percentage than the general population. Now, its good news for the front line workers, and we were all worried about what they were doing. But theres a message for all of us which is that the ppe actually works. The mask is not just a social symb symbol. This is not do it because were asking you to do it. The surgical mask, this mask is the same thing that is given to the front line workers. Theyre not using anything different. If it reduced the infection rate for them, it will reduce the infection rate for you but you have to wear it. Now, we say that employers must provide this to employees when they go back to work. If they do not get one, employees should call this number and report an employer who is not operating with the right precautions. Also, were starting our tracing operation. A person who tests positive, the tracers will then contact that person and ask who they may have exposed, and you could get a phone call following up on this tracing information saying you were with john smith last night. John smith is now positive. You may want to be tested. On your telephone, if you have one of the new fancy phones, which i do not, it will come up nys Contact Tracing. You should answer that call. Its hot a hoax. Its not a scam. Its not a fraud. That is an official message saying new york state Contact Tracing is calling. So if you get that message, take that phone call. Its for your health. Its for your familys health. Small businesses are struggling. The number of Small Businesses theyre suggesting may not come back are really staggering. Were trying to do everything we can on a state level. I hope the federal government passes an additional Small Business relief program. We are extending the sales tax filing from march 20th to may 19th. Well now extend it to june 22nd. We understand they have financial issues, obviously. The state is doing everything they can. On schools, we adopted a statewide policy for our schools. We announced k12 and college would be closed for the rest of the academic year. Schools obviously pose risks. Theyre on buses, in classrooms, how do you reduce density in a classroom . How do you reduce density in a cafeteria, on a school bus, et cetera . How do you get children to wear masks. And we have another development that were tracking which is the covid related child illness. Ms. Russo has done great work on this. I believe, and i said this from the start, this did not present as a covid situation because its not rest to be. We were the olderly on that children were not affected by covid. Thats one of the pieces of news that actually reduced anxiety early on. Were now starting to see that children who test positive for covid or test positive for covid antibodies are developing inflammation of the heart, and weve lost a number of children. New York State Department of health was one of the first to investigate this. The more they investigated, the more cases they found. Last thursday there were seven countries that also investigated and found cases. There are 17 states that found cases. This was last thursday. Today there are 13 countries and 25 states. This is one of those situations where the more they look, i believe the more theyre going to find. So when were talking about schools again, the facts have changed from the, quote, unquote, experts, because there are no experts on this covid virus. Ive learned that the hard way. Children are not affected, well, now children are affected. When youre talking about schools and talking about children and talking about density, exploring this situation and making sure that this is not a widespread situation affecting children. Theyre not even sure the duration after the covid exposure that this might occur. This is all a case of first impression. But this is a related issue that does affect children. And obviously its something were very concerned about. So the question was on Summer School, would Summer School open . Summer school is not going to open statewide for inclass teaching. It will be through Distance Learning and meal programs and Child Care Services for essential employees will continue. In terms of opening up the school for the fall, its still too early to make that determination. We want to get more information on this inflammatory syndrome. We also want to see how the development for a treatment, a vaccine, proceeds. We will issue guidelines beginning of june on what schools would need to do to come up with a plan to prepare to open. The schools will do those plans, provide them to the state in july. The state will approve those plans or not approve those plans in july, all in preparation for an opening in september. But again, we dont want to make that decision until we have more facts. As the facts keep changing, prudence dictates that you dont make a decision until its timely so you have the most recent facts to make the decision. Were coming up to memorial day weekend. Downstate beaches that are open tomorrow, jones beach, sunken meadow, hither hills, robert moses, they open at 6 00 a. M. And close at 9 00 p. M. Just a note on these beaches. There are certain rules on beaches that are operating, primarily 50 capacity and then social distancing on the beach, no contact activities obviously. Social distancing will be enforced. Masks are required to be warn when social distancing is isnt possible. But there is such a demand in the new york city area to get to a beach, to get some respite. Its memorial day weekend, people want to get out of their hom homes, 350 capacity. Those beaches may reach capacity at 10 00, 11 00 in the morning. So thats something to take into consideration.
