Before i let you go for this little bit of break and youll be coming back, we want to know how youre doing and how your family is dealing with this new reality which has hit you different than for most of us . Im great. No signs or symptoms. The same is true for my wife lindsey and our kids. Were just hear out of an abundance of caution. It is one of those things, chris, where your heart goes out to a lot of folks who are not as good right now on a number of different levels. But doing great. I have a newfound respect for teachers. Weve learned that 59,000 americans have been tested. I guess we would get an update on that. Its been six weeks since the u. S. Reported its first confirmed case of covid19. What are we expecting today. Do we have any clues what well get . Reporter we know the president has spoken to airline executives, set to talk to physicians and nurses today. We got hint from mark short chief of staff to the Vice President who is the head of the task force saying we might learn more about what the department of defense will be doing today. There will be a wide range of questions to get to. Among them, the availability of testing. The number you quoted is from yesterday. It stands to reason there would be a higher number today for the availability of americans who have been tested. Again, what officials have been saying is it is not meant to be a surveillance or screening test, but meant for those who show active symptoms. One of the Big Questions is how do people find that, going through their doctors is one method. The white house talked about having a website which would help people go through symptoms and be directed to some of the newly established, about to be put up and running drivethrough sites. How will people actually do that remains a question. So many of the aspects of what the administration resons is, working with states and so forth, are areas that are newly turned on elements of government, partnership with private sector and so forth. So theres been a lag this things like testing, a willing in getting information out. At the same time the administration is talking to the interested stakeholders and different parts of this whole package, whether it is personal health, Public Health, business, finance, the economy, all these different sectors that are so dramatically affected. A big question will be how do you get help to people quickly. Congress, of course, is looking quickly at an aid package. The white house is embracing the yietd of infusing a payment to americans to help cover some of their bills and have money in their pockets in this interim period where we dont know what the employment picture will look like. These briefings ironically from a white house that had done away with a lot of briefings, putting the experts and in this case the president saying he will participate as well to respond to some of the questions. One of the big headlines is the decision to close the u. S. Canada border. Kelly, well have that briefing when it lives. For now i want to turn to j. Ahish ja. Weve seen long lines for mobile testing. We have pictures i think from alabama. Look at this. The line stretches all the way down the highway. The Coronavirus Task force said tuesday 59,000 americans have been screened since january by government and private industry labs. Doctor, is that anywhere close to where we should be and need to be at this point . Good morning, chris. Thanks for having me on. I think your question really answer it and those line answer it. Lets look at the bright side. This whole thing has been a fiasco. We all know that, but in the last four or five days, ive started seeing glimmers of hope, starting to see more testing getting done. Im hoping were finally on the road to being able to test everybody who needs to be tested. The u. S. Surgeon general jerome adams was on this morning and i want to play what he said about testing. I feel like weve turned the corner on testing. Its important to know, the cdc stood up a test for this in a week. But the cdc was never equipped, set up or staffed to provide testing for hundreds of millions of people. We were always going to rely on the commercial industry. With the fda emergency use authorization for a highspeed test last week, youre seeing testing increase. You said before we played that youre hoping were heading in the right direction essentially. Have we turned the corner . How high is your confidence is the question . I think were doing better this week than last week. Its a low bar. Last week was a mess. This week were doing better. Im pretty confident next week will be better than next week. My estimate is we probably should be doing 100,000 tests a day. So 60,000 over seven weeks doesnt give me confidence, but its starting to pick up and move in the right direction. Lets say im hopeful were going to be in much better shape over the next few days. A number of local governments have raised concerns not just about testing, doctor, but about hospital bed capacity. Your institute released a study that shows many parts of the United States will have far too few hospital beds if this continues, if coronavirus continues to spread widely and nothing is done to expantd capacity. Were showing this map. Its a moderate scenario were seeing on screen where we could see 40 of adults infected over 12 months. Your study found nearly all these regions would need to free up or add beds for patients with coronavirus. Right now were not anywhere near that, but can we get there and how quickly can we get there . I think we can get there. Its not going to be easy and its going to take a lot of work on the part of Hospital Executives and to beidoctors an workers, but also on the federal government. Lets say were able to free up beds, add new beds, we need to make sure our doctors and nurses are safe and healthy and able to take care of patients. The thing thats worrying me right now is we dont have enough personal equipment, masks, gloves and gowns. If our doctors and nurses start getting sick, theyre not of any use, the beds, without the doctors and nurses to staff them. We are seeing medical professionals testing positive for coronavirus. I want to ask you about a question we get a lot as members of the media, about a National Quarantine, mobilizing essentially everyone, all aspects in the federal government to implement it. What is your argument for people who say this is just way too drastic . So, first of all, i think we have tens of thousands of americans infected with coronavirus almost surely. We dont know because we havent been testing. Second, if we overreact on this, it wont be great for the economy, i get that. If we underreact, were going to pay for it with the lives of americans, and that i find to be much less acceptable. When i say National Quarantine, what i mean is, look, well still keep Grocery Stores and pharmacies and essential services open, but what we need right now is aing cross the country substantial social distancing, really slowing things down so we can get a grip of how many people are infected, where they are and we can probably relax some of those. Doctor, you and i got the opportunity to spend some time together last week there in new york onset. Good to see you again. Good to see you, craig. Lets start with folks who are at home, who feel just fine, arent displaying any symptoms, no signs of the virus. What should they be doing . How should they be conducting themselves . What should they be on the lookout for . If youve been quarantined, craig, you know five days of incubation after five days up to 11 1 2 days we figured out you can manifest symptoms of the disease. Were talking about mitigation and suppression nationally. Were talking about the possibility of having a total nation quarantine. I dont know if thats necessary. But youre very healthy and im sure your family is very healthy, and the important thing is to keep a Healthy Lifestyle and avoid mixing with other people at this time. That applies to kids in school, students in college, et cetera. So you really have to understand that the elderly and the aged are at particular risk. If were going to do a suppression of people, that is, stay at home and not interact with other individuals, i think we would recommend first that the elderly and those with heart disease, various kinds of pulmonary diseases like copd or severe asthma or diabetes be quarantined and not interact with anybody else. Doctor, it sound like you dont think we necessary need a socalled National Quarantine right now. Is that accurate . I think the National Quarantine would be a suppressive effort and i dont think we need a National Quarantine at this time. We know this disease has already taken an amazing toll on the economy, on businesses, on people out of work. Were not sure where were going. Theres a widespread panic among the public. Im aware of that and im saying that anybody who has been exposed to somebody who has been proven to be positive should be kwau quarantined for 14 days. I expect there may be upwards of ten to 100,000 people out there that are infected that we dont know about. You heard from dr. Jha about the testing, inadequacies of the testing mechanisms. We are trying to produce a test based on immuno as says. But at the present time that doesnt happen. As we test people and find out there are more people infected, the mortality rate will naturally go down. Now, that doesnt affect or help us with regard to hospital beds, in particular icu beds. Were expecting 10 to 15 times a need for icu beds, thats intensive care unit beds. We dont have those beds. Thats what we as doctors are very concerned about. Dr. Lahita, forgive my ignorance here. If there are tens of thousands of people who have it and we think these people are Walking Around with coronavirus, if there was some sort of National Quarantine, even when that quarantine was lifted, if these people are back out in the general population, they still have coronavirus. Thats right, they still have coronavirus. And still just as contagious. What we need to do, and i talk about suppression. We need to curtail the epidemic itself. Youve heard of the curve. Were trying to keep people under the curve. Were not going to obliterate this virus in a couple of months. Were trying to contain it until a vaccine is available. I dont know if you know that dr. Fauci has announced that vaccines are in phase one which is quite experimental. Right now that is to see if the vaccine is safe. Number two is to see whether the vaccine will be effective. Thats the most important aspect. Even though there are hundreds of thousands of people who are infected, when we get a vaccine, we will be able to curtail and manage those infections and we will be able to handle the great numbers of patients who will be critically ill who really need our services. This crisis is presenting all sorts of difficult challenges for elected officials. One of the biggest has been communication, how to best answer the volumes of questions theyre getting and how to clarify what has often been conflicting information about coronavirus. As i was listening to what happened to you, we do a show very similar to that at 1 00, and i think we werent prepared for how many questions came our way. What is the response to your decision to have this tele town hall. Thank you for having me. This was our second virtual town hall, telephone town hall and the response has been enormous, unprecedented. We is had more than 4,000 people on the line this last one and so many questions that our processing wasnt able to handle all the questions. Were going back and calling all the people who had answers in the queue to make sure we can answer their questions. Were excited to provide real content with real experts, medical and also folks elected in our community or part of the Health Care System to make sure we could dispel myths and provide good and factual information to our community. There was a lot of criticism early on in the process about conflicting information that was coming out from government officials. How do you think theyre doing now and what do you say to your constituents who say to you, im so confused when i see on facebook, its conflicting, my friends tell me this is bogus. What are you saying to folks . Im telling them to check their sources and im telling them, not only as a member of congress and a leader of theirs, but also an engineer so im a factbased person, to make sure their information is coming from reputable sources and questioning authority. Thats why i think things like telephone town halls given by leadership, our representatives of our community and given by people who have expertise and experience are critical at this time. We saw the president come out yesterday and he said were going to get help to you and were going to get it to you now. Ive been getting the question when am i going to see a check . We have a lot of gig workers, a lot of people who live paycheck to paycheck. How soon do you expect well see federal assistance getting to those who need help most . What i heard on the telephone town hall that you just referencend and also one i had subsequently with Small Businesses, roughly a thousand Small Businesses on that one is the acute pain that people are in and the concern they have for immediate cash flow needs. Im very hopeful the senate will rush this through. Even though it may, i hope, be overclubbing, and i frankly dont think it is, we need to make sure were taking care of people and businesses every day basic needs to keep the economy going while be try to have the opportunity to test people and help people with the illness. Chris, the congresswoman, as you just mentioned, parts of the economy especially hard hit, youd be hardpressed to find a group more hard hit by this crisis so far than small restaurants and bars. Theres a chain in the d. C. Area that decided to do something pretty unique. They put out an all call for folks who couldnt leave their home but still want a hot meal, and they got quite the response theyve now delivered hundreds of meals to Senior Citizens. Mark bucher is the cofounder of medium rare steakhouse. He joins me now. Like a lot of restauranteurs, you had to close down the dining room. You came up with a unique idea to give back in this time of crisis. How did the idea come to be . It wasnt that we wanted to or we needed to. We had to. We had food, we had restaurants full of food. We couldnt have people compensate in the restaurant, so we had to figure out a different way to do good with it. These are unprecedented times. They dont teach this in business school. They dont teach this in any type of education or Culinary School training you get. When it goes down, it goes down. We had items people need so we lad to figure out a way to get it to them and continue to get it to them. For folks who havent seen this on social media, i want to play a quick clip to show people how it goes down. Its pretty cool. This is medium rare. Were from medium rare. Weve got a meal for you so you didnt have to go back. I really appreciate this. Thats wonderful. Its our pleasure. How does it make you feel to see the genuine reaction from people who are north of 70 who cant leave the house, who shouldnt leave the house . Its what we do and its what we have to do. These folks, they cant get out, they cant go theyre in Senior Citizen homes, they cant go in vance and go to the Grocery Stores because theres more than ten people in the van usually. Theyre running out of food. Their caregivers, care workers are exhausted. They havent been to the bank to get cash. They have risky immune systems. Were doing it for as long as we can, as far and wide as we can. A lot of our staff have been laid off of work and theyre still coming in. The amount of volunteer drivers is heartwarming. Hundreds of people a day offering to volunteer to drive, to buy gift cards, donate to this cause so we can go farther and wider. These kind of events bring out the best in humanity. Business, profit, money doesnt matter. This is what matters. Mark bucher, thank you, thanks for all that youre doing. Do appreciate you. Meanwhile, new York Governor Andrew Cuomo has taken to the podium to provide an update. Lets listen in. We could have up to an input of 110,000 beds, people needing 110,000 beds. That compares to our current capacity of 53,000 beds. 37,000 icu units, ventilators which compares to a capacity currently of 3,000 ventilators thats our main issue. Again, thats a projection. Projections can change or you can Climate Change projections but thats the problem were dealing with. Whats the plan of action. Flatten the curve. Flatten the curve. Flatten the curve. Reduce the spread. How do you reduce the spread . Testing, isolate the positives. But frankly more move towards density reduction. Just reduce the number of people in contact. Second, increase the current hospital capacity. Hospitals currently at 53,000 beds, how do you get more beds in your hospital . Third, identify new hospital beds. How do we increase the supply of hospital beds. Thats hard if youre talking about 45 days. So what . This is new york. This is what we do. And do all three of those things simultaneously which is what were doing. We met yesterday with all the hospital administrators. I said we have to increase the number of beds you have in your hospital. Were going to waive all the department of Health Regulations for the time being. Department of health says how many beds you can have in a room, the space between the beds, all good regulations, by the way, but waive them so we can get more beds into existing hospitals. We also have to make sure those beds are staffed. So more staff, reserve staff, reaching out to retired nurses, retired doctors, nursing schools, medical schools, the buildup of reserve capacity. Also you have to anticipate that some hospital workers will get sick during this, so you need a reserve capacity for that basis. How do you create new hospital beds . This is probably the greatest challenge. First, convert facilities and take people who are in current hospital beds and move them to a converted facility who need a lower level of care. Second, the federal partnership which is key. As we discussed yesterday the state cannot do this on its own. We dont have the capacity. We dont have a workforce. Were very ambitious, very aggressive, but the most important thing in life to know is to know what you cannot do. Know your limitations. We cant build new hospitals in 45 days. The federal government can be extremely helpful here, and we need the federal governments help. I had a conversation with the president yesterday. It was an open and honest conversation. Weve always had a very good dialogue. Even when we dont agree, weve always had a good dialogue. The president and i agreed yesterday, look, were fighting the same war and this is a war. And were in the same trench and i have your back, you have my back and were going to do everything we can for the people of the state of new york. The president agreed to that and i agreed to that. His actions demonstrate that he is doing that. Ive had a number of conversations with white house staff working on this. I had a conversation with the secretary of the army. The president sent the army corps of engineers here this afternoon. Ill be meeting with them this afternoon. I spoke with the president this morning about specific actions the president is going to take. I can tell you he is fully engaged on trying to help new york. Hes been very creigh adefensive and very energetic, and i thank him for his partnership. The secretary of defense can be very helpful, the army corps of engineers can be helpful and fema can be very helpful. Were speaking with all of them and working with all of them as we speak and we have been around the clock and all through the night. So if commissioner zucker looks a little tired today, thats okay. Young people have no stamina i like to say. The president is going to be making arrangements to send up this hospital ship which is called the u. S. Comfort. It has about 1,000 rooms on it. It has operating rooms, and the president is going to dispatch the comfort to us. It will be in new york city harb harbor. In is an extraordinary step obviously, but it will its literally a floating hospital which will add capacity and the president said he would dispatch that immediately. The president also spoke about the mobile hospitals that the federal government has and where we could set up mobile hospitals where they come in with a mobile hospital that has a capacity of 200 people, 250 people. I told the president that we would do everything we need to do to expedite citing of those facilities. That is also specific and concrete help. And its something we can get done within the 45 days. At the same time, as i said, were proceeding on all these tracks simultaneously, density reduction. We have taken a number of dramatic steps, but i think theyre necessary steps. Youve seen the curve. We cant handle the number of cases in the Health Care System at that current rate of spread. We have to get it down. Weve taken dramatic steps. Ive said, and im going to repeat today, im asking all businesses voluntarily, if it is at all possible, work from home and have your people work from home. We also have already announced a mandatory requirement that all schools are closed statewide, a mandatory requirement that no more than 50 of any governments employees can show up for work. Essential personnel, yes, but no more than 50 of city local governments. We also have a mandatory requirement, as you know, of a tristate agreement. Pleased to announce that pennsylvania is going to be joining our state coalition, and thats very exciting, because none of these measures work unless you have a large enough geographic basis. It makes no sense for a county to try to put its own rule into effect or a city to put its own rule into effect because people will just move. If i cant go to a bar in queens, ill drive to nassau and go to a bar. If i cant go to a restaurant in albany, ill go to schenectady. The geographic footprint by definition is essential for these to work. Frankly, even if i come up with a rule for the entire state, people will drive to new jersey or connecticut or pennsylvania, and thats why the first ever, we this statewide coalition. I want to thank Connecticut Governor ned lamont and new Jersey Governor Phil Murphy and pennsylvania Governor Tom Wolf who have been great colleagues. I thank them very much. Again, im asking all businesses to work from home, but today we are announcing a mandatory statewide requirement that no business can have more than 50 of their workforce report to work outside of their home, no more than 50 of the workforce can report for work outside of the home. That is a mandatory requirement. Im going to do that by executive order, and that is statewide. That will exempt essential services meaning food, food delivery, pharmacies, health care, shipping supplies, et cetera. Society las to function. People stay at home. People still need to be able to order food, et cetera. They need to be able to shop. So you have to keep those essential services running. I understand that this is a burden to businesses. I get it. I understand the impact on the economy, but in truth, were past that point as a nation. There is going to be an impact on the economy, not just here in new york, but all across the country and were going to have to deal with that crisis. But lets deal with one crisis at a time and lets deal with the crisis at hand, and the crisis at hand in a Public Health crisis. Once we get past that, then well do with the economic crisis. Theres an old italian expression that basically says rough translation a rich person is a person who has their health, Everything Else you can figure out. And thats true for society, also. Lets maintain the Public Health. Well figure out the economy afterwards. Weve consulted with a number of business organizations and i want to thank them for their cooperation and their receptivity. The business council, retail council, abny, the partnerships for new york city. Theyre the Main Business groups in this state. They understand the concern and the crisis that were dealing with, and theyre helping communicate the message, and i thank them for their understanding and for their civic consciousness in this matter. You can see from the number of cases why were taking these actions. Were responding to science and data. Theres no politics here. The Health Commissioner and Health Officials advise us of what we should be doing. The number of cases is way up. The number of cases is up because were taking more tests. But the numbers are going up, hence the increased actions to reduce the spread, the density reduction. You see total positive cases 2,300, number of new positive 1,000. You see it spreading just as its spreading across the United States of america. This is a metaphor for the entire country. You see our number of tests has gone way up. Weve now tested over 14,000 people. Thats a dramatic increase. Again. Thats why you see the number of positive cases going up. We have the highest number of cases in the United States; again by a significant margin. Were about double the next state. I dont know how much of that is due to our increase testing. But we are a more dense environment. We have more people than washington state. So science will dictate, mathematics will dictate, youll have a higher rate of spread. Current hospitalizations of 549. Again, that is the number we watch because thats the number that are flowing into the Health Care System. Thats the rate of cases flowing into the Health Care System. 23 . We had 20 yesterday. We had 14 last week so the number of hospitalizations is going up, and again, this is all about the capacity of the Health Care System, and it always has been. Again, perspective, perspective, perspective. I understand the anxiety. I understand the fear. You look at the pictures on television, empty grocery shelves. Its easy to get caught up in the emotion. But you also have to remember the facts of the situation. The facts are very clear. We know what this virus does. We know where it is, what it does to people. Its been tracked since china, 200,000 cases have been tracked. 8,000 people have passed away. 80,000 have recovered, 113 are still pending. We even know what its done in the state of new york. Of the numbers weve seen in new york since it started, 108 people have already recovered and been discharged from the hospital. The first case we had in new york which was the Health Care Worker and her husband who returned from iran and tested positive, she never went into a hospital. She was at home quarantined. She has now been recovering at home. She actually took a second coronavirus test and tested negative, okay . So 39yearold female came home, was at home, was on quarantine, recovered. Two weeks later tests negative. Which means she has resolved the virus in her body and now tests negative. And as weve said 80 of the people, thats what will happen. She was never hospitalized and she resolved two weeks later. Thats what people have to keep in mind. Look, this is a health issue. Its a Public Health crisis. But more than that, im telling you worse than the virus is the fear that were dealing with, and the rumors and how they spread and im going to be quarantined, im going to be locked out, theyre not going to allow me to leave my house, i better stock up on groceries. Thats not going to happen. Its a deep breath. We know what is going to happen here. People will get ill. They will resolve. People who are vulnerable, we have to be careful. But the panic and the fear is wholly disconnected from the reality. Its what i experience in my own life, and i get those calls every day. People are just disconnected from the reality of the situation. One of my sisters called me yesterday. I have to have my daughter tested for coronavirus. Why . She has a fever. Shes sick. She has flulike symptoms. I said has she been exposed to someone positive . No, not that we know of. Did she travel to a hot spot . No. I said then theres no test and no reason for a test. Leave her home, help her, be careful she doesnt infect you, but thats it. Flulike symptoms and a couple of weeks shell feel better and get on with it. The one thing i said to my sister is dont let her go near mom. Thats my mother. My mother is in a different situation. Again, Senior Citizen, but Senior Citizen, compromised immune system, underlying medical condition, dont go near mom. Well, what do i do . Self quarantine . Thats what we used to do when somebody had the flu. My father would say go in the room, stay there until you feel better, right . Thats crude self quarantine. Dont get infected, stay away, throw things away, use hand sanitizer, et cetera. Thats the reality of this situation. I get the drama, i get it all in connection with the facts. Questions, comments. Governor, the bill is expected to be voted on today and passed, do you expect to sign that today and as soon as they pass the bill, i will sign it. When would people start benefiting from that . The quarantine bill goes into effect immediately, right . The yaquarantine bill goes io effect immediately. The larger paycheck bill will come into the budget and come into effect in 180 days. Would people get checks as soon as next week . If theyre in mandatory quarantine, it goes into effect immediately. Governor, why that bill that was introduced yesterday that had the statewide system taking effect later, what led you to split it . We are giving a message that we believe is necessary for the quarantine provision, but as this other part of the bill does not go into effect for 180 days, its not necessary for another level of necessity. Do you have a plan in place for law enforcement, nypd and state police . Is the nypd provided with extra protective gear . Do you have a plan in place for what happens should any of these officers, et cetera, get ill . Every Police Department has been advised to expect people to get ill. I mean, you know, youre talking about a public facing position in this environment. So reality would dictate you will expect the number of people to get ill. I have mandated that new york city and all local governments have masks provided to their Police Departments. Do you have any plans should you need to cut hours . We saw in philadelphia, they relaxed told officers to stop containing people for simple crimes. I will leave that to the local Police Departments unless theres a situation that requires state action. Can you get coronavirus twice . Or can you build up immunity . You can build up immunity to viruses that sometimes last for years or a lifetime. Theyre out of the woods. If they recovered, thats a positive finding. This is a conversation i had with my sister. If you take your daughter to get a coronavirus test and she tests positive, what do you think happens . They send you home and they say chicken soup and take care of yourself and if it gets worse and you need hospitalization, call me. So getting the test and getting the result, all it really does is inform us to isolate that person so that person doesnt transfer it. But theres no medicine you get for the coronavirus, right . Its just like a flu. The body has to develop its own immunity to that virus. Weve been doing this testing just to slow the spread, and again its what i said to my sister, keep her away from mom.
