Prison. We will go to that courthouse live as we learn some new information from inside the courtroom. But we start, we start on this wednesday with a major turning point in the 2020 race. Joe biden opening up his delegate lead against Bernie Sanders now. Our nbc Politics Team put it this way. Voters showed they want joe bidens restoration over Bernie Sanders revolution. We are getting a bit of a clearer picture of precisely how he did it, especially in key states like michigan. No one can explain how big of a blow that it all was to Bernie Sanders and nbc Steve Kornacki standing by at his trustee big board to break it down. In mississippi, this is a very simple story for joe biden and Bernie Sanders. Weve been talking about Bernie Sanders struggling with africanamerican voters, especially in the south. We talked about it in 2016 and talked about it earlier in this cycle and certainly saw this last night. Mississippi no state will have a higher concentration of black voters in these democratic primaries than mississippi. Sanders barely got 10 of the black vote in mississippi. And you see right here were still counting up the final votes. Not even clear sanders will finish at that critical 15 statewide delegate threshold in mississippi. From bidens standoint and only 36 delegates up for grabs in mississippi, but biden will get at least 32 of them. Hes getting nearly every delegate out of mississippi. That adds up to a huge advantage even though it is a small state and michigan the biggest prize on the board last night. The state that kept Bernie Sanders going for months and that big win over Hillary Clinton totally different story last night. Look at this, craig, from the Upper Peninsula and go all the way down here to detroit and to that area. Every county in the state, joe biden blue. This is not what it was four years ago. You saw a turn out surge in some suburban areas. That turn out surge favoring joe biden over Bernie Sanders. You saw strong support as was the case four years ago among black voters. Before joe biden Hillary Clinton four years ago. Joe biden last night and saw College Towns that were there for sanders four years ago were not there this time. Steve, thank you so much for that. Lets get to this breaking news right now. Lets go to the courthouse. Harvey weinstein being sentenced as we speak. Ron, what can you tell us . Pretty significant sentence, craig. The sentence is 20 years in prison, 20 years in prison on one charge and three years in prison on the others for a total of 23 out of the possible 29 years in prison for Harvey Weinstein in the sentencing hearing thats going on right now. The judge also registered him as a sex offender and in passing down the sentence, the judge said that even though this is the first conviction, it is not your first offense. Which is important. Because the prosecutors wanted the maximum sentence and in arguing for that, they put forward a long list of other allegations, as many as 30 or more women who had accused Harvey Weinstein of Sexual Misconduct dating back to the 1970s. There was a long list of other allegations against him. The judge saying that this is not your first, this is your first conviction, but not your first offense. Clearly taking that into account. The prosecutors wanted to send a loud message with this. They wanted to send a message of deterrence. They wanted to send a message that what he did was very serious. They described him in Court Earlier in this hearing as the devil. It was a very emotional, emotional process. This has been going on for the better part of an hour and a half now. The two women who accused Harvey Weinstein allegations that he was convicted of jessica mann and mimi spoke passionately and emotionally about the hurt and the pain that caused by Harvey Weinstein. Weinstein also spoke, this is perhaps the first time that weve heard from him during this entire process. He began by saying that he had remorse for everyone. All the women. And he also acknowledged in a sort of odd way being the first of the me too movement saying that none of us, the men who have since been charged and since been allegations have been made against, quote, none of us understood what was going on back then. He believed that he had Real Relationships with the women who accused with jessica mann and mimi. I feel that thousands of men are losing due process and hes worried about the country going back to the, quote, 1950s. He talked about some of his generosity. Raising money after 9 11, hurricane sandy. He was not a very powerful man in hollywood and the last thing he said is that i am, quote, really trying to be a better person. However, judge james burke didnt quite accept all of that. Handing down a really relatively stiff sentence, again, of 23 years total out of a possible 29. From here now, we assume that mr. Weinstein will go back to prison. He had been at Rikers Island here in new york city for the past week or so after he was convicted late february. The defense had argued for just five years saying that he has a litany of medical issues and hes a 67yearold man and a lengthy sentence is essentially a de facto sentence of life in prison. We also know, of course, that weinstein faces similar charges out in los angeles. Though that case has not been formally charged as of yet, but at least two women who have accused him of similar Sexual Misconduct and assault. So, the big headline here, a very stiff sentence for Harvey Weinstein. More than 20 years in prison. This hearing is wrapping up now and we imagine that mr. Weinstein will be on his way right after this straight to jail. Craig . Ron allen outside that courthouse in new york city. Ron, thank you so much. Do stand by for me just a moment, if you can. I do want to bring in danny sevalos now, msnbc legal analyst joins me here at the table. 20 years on one count, three years on a separate count. It would seem if my math is adding up and here is a guy that just had some sort of heart surgery, it would seem as if Harvey Weinstein is going to die in prison . In the federal sentencing system are very unlikely to reoffend. Which is factor that Defense Attorneys will bring up to a judge at sentencing because you want to bring up virtually any fact that you can get in that is beneficial to your client. But this sentence here is a relatively severe one. Harv Harvey Weinstein was a firsttime order and generally in state and federal sentencing schemes a firsttime offender is going to get on the lower end. Firsttime offender. Firsttime convicted offender is going to get on the lower end of the sentencing guidelines. Thats the way its designed. Harvey weinstein was looking at 5 to 25 years on one count and 1 1 2 to 4 years on the second count. So, his sentence was on the higher end of the guidelines, which is within the judges discretion. In all likelihood a legal sentence, but a high sentence for a firsttime offender of Harvey Weinsteins age and other factors. Now, many folks that think it was an appropriate sentence. That is another injury. But at least in terms of its leali leality, it appears legal and on the higher end of the guidelines. The judge threw the book at him. You could say that. With a guidelines maximum of 29 years, this was approaching the guidelines maximum in new york. Apparently the judge also said during the sentencing that this is his first conviction. This is not your first offense. It would seem as if the judge believes that Harvey Weinstein was a serial sexual predator. Not unusual for a Sentencing Court to take into consideration unconvicted other bad acts. They can do so under certain circumstances. But this is absolutely something that the judge appears to have considered. The other thing is that and i wasnt able to hear what harveys lawyers or what harvey said, but harvey was in a difficult position here. Weinstein was because they are surely going to appeal his conviction, but that creates a really tough situation for a defendant at sentencing because you dont want to accept too much responsibility if youre planning to argue on appeal that you were actually innocent and that this was bad procedure. Part of ron allen, he had remorse for everyone, including all the women, but he was concerned that society was going to return to the 1950s. He acknowledged being a victim of the me too movement as he put it and he said that he believed he had Real Relationships with these women and also pointed to his charitable work over the years, raising money in the wake of 9 11 especially and after hurricane sandy. So, it sounded as if he tried to extol some of his better virtus but the the judge did not believe those virtues outweighed being a sexual predator. Yeah. You can hear that statement is artfully drafted probably by his Defense Attorneys to show remorse, to show regret, but without actually completely admitting to the conduct so that they can preserve that avenue on appeal and argue that he was wrongfully convicted, which they will surely do on some level. To be served consecutively not concurrently. Sometime the distinction of the judge consecutively or concurrently. In a case where you may have multiple years, you could have a case where you gave Harvey Weinstein 25 years and then if you add another crime he was convicted of another 25 years. But if theyre served concurrently which means at the same time, the net is 25 years. So, when theyre done consecutively, its end to end. Consecutive sentences can be just as damaging to a defendant. In this case, they would have been 25 plus 4 would have maxed out his guidelines at 29. But making them is really tough as a defendant just as if you added more years on the original sentence. What does this mean for the charges out in los angeles . It means Harvey Weinstein is going to somehow be transported from new york to stand trial in california. That could be a really complicated procedural thing for departments of corrections from different states to do. But he has a constitutional right to appear in his own defense. And, statistics show that somebody defending their case from inside a correctional facility is more likely to be convicted than somebody who is defending their case while out free on bail or bond on whatever the case may be. Harvey weinstein has only uphill battles ahead of him. Joined also now by cynthia msnbc analyst and former federal prosecut prosecutor, and, cynthia, a reminder here that Harvey Weinsteins Defense Attorneys have asked for five years. They wrote a letter and said in part he deserves mercy for his already historic fall from grace and health issues. It would seem the judge in this case didnt buy that at all. No, didnt buy that at all. I would like to say one thing about consecutive sentences. As a former sex crimes prosecutor, as well. Thats important to victims. Each victim essentially has some years attached to the crime that was committed against her. So, very often in a sex crimes case, a victim likes s to know that. They dont want 25 years and have it mushed together. They like to each, each victim likes to know, this person raped me and he is doing time specifically associated with my rape. And i think thats something that happens in sex crime cases which is a little different in other cases. Its important emotionally as part of a victims healing. Cynthia, just to dannys point with regards to where this sentence falls on the spectrum of severity. Do you concur with danny that this is on the higher end . I would no, not really. Were not talking about two rapes. Were talking about 30 rapes. Were talking about 80 rapes. The judge has heard all this information and he heard specifically from four other victims that werent charged and he is allowed to take that into consideration. Were not talking about to the extent that there is a garden variety rapest but were not talking about a firsttime offender who has one rape conviction and gets 20 years. Thats not what we are talking about here. Sexually assaulting, bullying and attacking women since the 70s with impunity. So, its not a hes not a classic firsttime offender. So, no, given that, i dont see it as particularly harsh. A reminder here, were talking about the case of jessica mann she was former aspiring actress. And assault in the first degree and then haley the former Production Assistant on project runway. It was interesting that haley did say ahead of the sentencing that weinstein assault scarred her deeply, mentally and emotional. Quote, it crushed a part of her spirit and then if you were not convicted, she was convinced that Harvey Weinstein would victimize women again and again. Stand by, ron allen outside this courthouse here in new york city and, ron, you are able to provide a bit of color from inside the courtroom a few moments ago. What more do we know about what went on inside that courtroom . It was an emotional session. The entire trial even before this was really, really heavy with emotion. These women who accused weinstein came forward reluct t reluctantly. Their lives were turned inside out and during the sentencing session mimi haley was very emotional and in tears talking about how manipulative Harvey Weinstein was and how it was excruciating for her and how she feared retaliation if she came forward and revealed or complained about what he had done to her. Jessica mann talked about how Harvey Weinstein took advantage of her. How fighting him off when he was attacking her was not possible. How she felt dominated by him. How this was just an unbearable pain that she was going through all this time. And, remember, during the trial there were a total of six women who were essentially telling the same story day in and day out. You talk about how, of course, the judge heard all of this. And its almost impossible not to be affected by that, i would think, as just a human being. And, of course, everyone is very mindful of what is going on outside the courtroom. The Metoo Movement. During the hearing weinsteins Defense Attorneys made a point of saying to the judge, please, just look at whats happening here. The same thing they said to the jury. Look at what happens the evidence before you. Please, do not consider what is going on outside. Wieinstein never got a fair tril and no way he could possibly get a fair trial given the metoo and all the emotion surrounding this case. So, thats the broader context in which this sentence was handed down and the convictions were handed down. Again, just a very, very powerful, emotional time. We hope now to hear from the prosecutors as they come outside, the prosecutor and the head of the d. A. s office here said this was a turning point. This was a seminole moment in the history he hoped of prosecuting sex crimes. Of course, across the country, prosecutors are looking at this. The womens movement, the me too movement not just women, of course, but men, as well. Are looking to this case to really send a message that womens voices, victims voices will be heard and will be believed in courtrooms. Thats the hope that so many have expressed in the wake of this trial. And well see how that happens going forward. But, again, so much emotion packed into this session. So many tears. The sentence is 23 years consecutive but, again, for the most part, for all intents and purposes, it would appear that Harvey Weinsteins freedom life is virtually over. The defense described him as a completely broken and destroyed man. That he has no hope of recovery or resurrecting himself if he were to be outside of prison, outside of jail and, of course, that does not seem like that is ever going to happen given, again, that he is a 67yearold man with a litany of medical issues, were told. And he is essentially, hes getting what his defense feared. What seems to be a de facto life sentence in prison for what he did. Craig . We are also getting a better picture of what happened inside that courtroom. Some notes here from one of the producers who is inside the courtroom a few moments ago as the sentence was being read. Harvey weinstein sat in a blue suit. The District Attorney sat in the front row and he sat with all six of the women who testified during Harvey Weinsteins trial. Two of those women did address the court and, again, these are just partial notes, but jessica mann. Jessica mann is the woman that Harvey Weinstein was convicted of in the third degree. Jessica mann said in part, your honor, the screams. The screams that day he raped me. Fight was not possible. His strength overpowered me to leave. I wish i had been able to fight him when he raped me. I wish i would have walked away with strength instead of shame. She went on to say, my rape was preventable. This was a known offender. She became choked up as jessica mann said, it is a recurring nightmare. There are good days and bad days and i try to hide it the best i can. Im not here to give any more power over to the man who stole my body. I hope the accountability of a maximum sentence. My case of rape, the maximum sentence is four years. How am i not more valuable . I ask you give me my gift of knowing that Harvey Weinstein is at all times. It would seem as if that message from jessica mann moved the judge. Harvey weinstein, again, 23 years convicted now, sentenced to 23 years for rape. Our chief Legal Correspondent ari melber joins the table now. Just your general reaction to that sentence from the judge in this case. This is a huge, severe punishment. This is a clear message that validates what the prosecutors and as you just read some of the victim impact statements had argued. That this was a very serious, dangerous felon who should be punished to the maximum extent of the law. For those watching, some may say, well, of course, these are serious crimes that have been proven to say nothing of the many other allegations often credibly sourced against this man outside the courtroom. But, of course, as the case that spawned the Metoo Movement and as a comparison to how things used to be, craig, it is not the case that this would usually be the sentence for what would technically, legally be the firsttime offender. Many people think it doesnt sound like a firsttime offender, but as a technical legal matter, this is his first conviction. To get 23 years like this is huge, its significant. A huge amount of time. A severe or harsh sentence. Many people in that courtroom, you just read some and many people from around the country think this is absolutely the just and deserved sentence. Were seeing through todays sentence more starkly than i think weve seen any other day since all of this broke out in public, since this whole movement has begun. We are seeing the lever of government, an independent judge say, this has been done the wrong way. And the punishments are not harsh enough and were seeing a renegotiation of that. Within and under the law where people used to get more lenient sentences, far away from the maximum and today were seeing a judge say, no. This gets nearly the maximum. This is basically the worst kind of sentence he could have gotten. We should point out here that while he was convicted of rape and criminal sexual act with two women, Harvey Weinstein the onetime movie mogul and famous hollywood producer accused by more than 80 women of everything from Sexual Harassment and making unwanted advances to rape over the last several decades. Now hes facing these two other charges, ari, out in los angeles. One woman accusing him of Sexual Assault in one incident and another accusing him of rape back in 2013. Consecutive days hp ba. Backtoback days. Mimi haley also spoke in that courtroom a few moments ago. We just read part of the victim impact statement from jessica mann. Haley the woman who Harvey Weinstein was convicted of criminal sexual act in the first degree. Mimi haley said in part and, again, these are just rough notes, but she started by addressing the court saying, your honor, i say rape because thats how i experienced it at the time. It was the spring of 2006. I was drained and insecure. I lost the support of some of my dreams. I lost my job. I had no reason to go to his apartment. No reason to believe that he would force an act of Sexual Violence on me and thats what he did. I believe when he attacked me that evening, it was about creating panic and fear. He scarred me deeply, mentally, emotionally. He crushed my confidence, my faith in people and my confidence and faith in myself. It was embarrassing and hurtful. I thought that i was alone in this and the pattern is obvious. If Harvey Weinstein is not convicted, it would happen again and again and again. Im relieved that he now knows hes not above the law. At that point, mimi haley began to cry and in that way, there is healing. The last couple years have been stressful. I suffered paranoia and fear of retaliation. I had nightmares. I feared for my life. I felt sad for myself. Everyone he hurt and i even felt sad for him. I hope this sentence is long enough for Harvey Weinstein to acknowledge what hes done and to be truly sorry. Based on our math before you got here, ari, it would seem Harvey Weinstein will likely die a disgraced man in prison. Exactly. The judges handed down a sentence here today that makes it very possible that this is an effectively life sentence. That mr. Weinstein would serve out these 23 years in new york. He also faces trial in california. It is an effective life sentence. Brings me to two other points i want to share as we look at this breaking story, craig. Number one, the reason we are hearing from the victims in court is because of the law. The law provides these victim impact statements. And we have heard from many Sexual Assault victims and their representation and their counsel that the system hears their voice, but doesnt act on it. I think today the 23year sentence of this severity shows the judge acting on what these victims say occurred. Thats number one. Number two, is briefly looking at mr. Weinsteins statement. We did not hear from him during trial. Viewers may recall that in many of these types of trials of any type of serious felony, lawyers tend to tell defendants not to take the stand. But, i would say mr. Weinsteins extreme and nonbelievable statements today further fortify why he would not have taken the stand. Part of what he said there. What we have here, as you do, the rough notes. Im not reading from an exact transcript. In reading it, he talks about claiming that he was not very powerful. That miramax was a small company. That is he is worried about the Due Process Rights of other individuals. He refers to men around the country. Again, all of that totally absurd. And the only thing hes there to do if he speaks at all is to try to explain his contrition, any argument for less severe punishment. Weinsteins attorneys leaving the courtroom here. Were watching this live as they step out. It will be interesting if they said anything. But for mr. Weinstein to go forward that way, it doesnt help his case. The judge, clearly, not moved in handing down a severe punishment and it just shows we talked about legal strategies as we all covered this along the way. Why mr. Weinstein it looks like she is going to speak. Lets listen. Just handed down by this court was obscene. That number was obnoxious. Murderers who will get out of court faster than Harvey Weinstein will. That number spoke to the pressure of movements and the public. That number did not speak to the evidence that came out at trial. That number did not speak to the testimony that we heard. That number did not speak to evidence nor did it speak to justice. I am overcome with anger at that number. I think that number is a cowardly number to give. I think the judge caved, just as i believe the jury caved and i am not happy. I will take questions. What was harveys reaction and you had time with him outside of the court, what did he tell you . I think it was very clear that nothing we said or did today was going to make a difference. I think it shows exactly what has been shown from the beginning from judge burke. Judge burke was prepared to say and do exactly what he was going to say and do no matter what we said today. I think it has shown a pattern in this case from the very beginning. Mr. Weinstein never had a fair shake from day one and im not here to say hes a victim. And im not here to say poor harvey. What i am here to say is that were looking for fairness and we didnt get it. What does it represent for you . Total unfairness and a complete lack of acknowledgment of what the facts and evidence of this case actually showed. I think the judge took things into consideration that should have never been taken into consideration especially when we know in a prior case recently, the judge gave someone in a much worse circumstance seven and a half years. He said he felt remorse for the situation anybody else . How he feels, terrible. Of course its too harsh. Harvey feels terrible. This is not an easy day. We hope this sentence will speak to the Appellate Court in a way that will show this has been unfair from the very beginning and heres one more thing we can add to the list of things that did not show a fair, just and impartial trial. Hes a victim i think weve heard enough of Donna Rotunna there one of the attorneys for Harvey Weinstein. Calling the sentence total unfairness saying it did not speak to the evidence that was presented at trial. Also indicating that it was going to provide the legal team with more fodder for the Appellate Court. Cynthia is back with me and, cynthia, the attorney there describing the sentence in her words, not mine, obscene and obnoxious. Thats what Defense Attorneys say sometimes. But i will say this, i think one of the victims made a very important point and that is that her rape was avoidable. And predictable. And part of the problem is that a lot of people helped Harvey Weinstein along the way. They didnt technically aid and abet. But they, people knew this was going on. People knew he was bullying. People knew women were running from his room upset. And nobody did anything. So, my hope is that after a case like this, other people who work for powerful men will not participate in the way and look the other way. Because thats essentially what happened here. Many women were raped because people looked the other way and we just cant have that. To the extent the wieinsteiinei people are looking for an appeal, which they will do, important to go through the process of the california case because the california case will provide insurance that he never gets out. And, so, we need to go forward with that. Its going to be very expense frv t ive for the case of california. Theyll fly him for arraignment and fly him back to new york and bring him back. Extensive for the taxpayers, but i think its worth it. Cynthia, thank you. Ron allen at the courthouse, thank you and chief legal analyst here ari melber, thanks. Joe bidens big night and what it means for his campaign and the sanders campaign. In fact, ill talk to joe bidens Deputy Campaign manager who will join me on the other side of this break. Also, the other big story, of course, the coronavirus outbreak. Were going to talk about missed opportunities. Theres a shocking report about a group of researchers in seattle who tried to run early tests for the coronavirus. The report raises some major questions about how the federal government handled those first critical days of this outbreak. , crispy shrimp piled high on one plate time to double down when the captain is callin. Captain ds. Thats unnecessarily complicated. Make ice. Making ice. But youre not because you have e trade which isnt complicated. Their tools make trading quicker and simpler so you can take on the markets with confidence. Dont get mad get e trade. As of right now, there are no Public Events scheduled for Bernie Sanders or joe biden today. But, after tuesday nights decisive wins for biden, including the biggest in michigan, both sides are assessing how to move forward. Lets bring in Kate Bedingfield now the Deputy Campaign manager and communication director for joe bidens campaign. Kate, thank you for your time this morning. Thanks for having me. Are you still running a primary campaign or a National Campaign now . Well, i mean, look, i think joe biden got in this race making the case against donald trump. From day one he said four more years of trump is an extential threat and dignity in the white house and somebody who has real progressive wins under his belt. He was hugely responsible for helping pass the Affordable Care act and paris climate accords. He has real Life Experience that is going to mean that hes going to be able to get things done in the white house. So, were going to continue to make that case and well let the Voters Decide where the pcampain goes based on last night. I think they feel very good about joe biden taking on donald trump this fall. Key supporter, arguably the man who helped breathe life back into that campaign, surrogate for the campaign, as well. He said something before the results came in that caught my attention. Ill play what he said and then well talk about it. Quite frankly, if the night ends the way it has begun, i think it is time for us to shut this primary down. It is time for us to cancel the rest of these debates. Because you dont do anything but get yourself in trouble if you continue this contest when its obvious that the numbers will not shake out for you. Should democrats shut this primary down now . Well, look, we obviously are not going to presume to tell senator sanders what to do. That is up to him. What i would say to sanders supporters if theyre looking for another home, they have one with joe biden. He is about building the biggest, broadest coalition because thats how we get things done. Thats how we win and get an agenda passed. What i would say about the race is i think we saw last night that biden, you know, put together the Winning Coalition that gave democrats the house in 2018. We saw record levels of turn out. Joe biden is the turnout candidate and the enthusiasm candidate. People turning out in record numbers yesterday and super tuesday the week before to vote for biden because theyre excited about what hes putting forward. I think we saw resoundingly from reporters last night that they want joe biden to take on donald trump this fall. As you likely know a number of Bernie Sanders supporters are, shall we say, suspicious that the former Vice President would actually embrace a progressive agenda. What do you say to those sanders supporters because as you also probably likely know last election there were more than 200,000 people who voted for Bernie Sanders in the spring, 200,000 people in wisconsin, michigan and pennsylvania who then turned around and voted for donald trump in the fall. What do you say to those sanders voters when november who are, perhaps, lightly suspicious of Vice President biden . I would say that if joe biden gets elected president and passes his agenda, hell be the most progressive president in the history of this country. He has put forward a plan to add a public option to obama care. He has put forward an incredibly bold and progressive climate plan and hes the person who has experience on the world stage bringing other countries along to participate in the kinds of agreements that we have to get done not just here in the United States but on a global stage if we tackle the climate crisis. It is something he has done in his life and something he will do as president. I think if youre a Bernie Sanders supporter and youre looking at joe biden, i think you see an incredibly progressive vision and i think, i hope that you see somebody who can get it done. And i think that thats the case that voters clearly across the country are reacting to. Again, youre seeing record turn out in these states for biden. Youre seeing voters come out. You know, a district in michigan, congresswoman that turn out was up 45 yesterday and joe biden won it by 17 points. People are excited to come out and vote for biden and i hope that anybody who wants to defeat donald trump this fall will take a look at our campaign and come join us. Go to joebiden. Com and donate and come be part of this movement because we will defeat donald trump in november. You always manage to work in the website. Really quickly, kate, Vice President had the big rally planned in cleveland last night and he canceled it over coronavirus concerns and senator sanders did the same thing. Moving forward, this outbreak, how is it going to change the nature of your campaign moving forward . Well, look, we are absolutely listening to Public Health officials. We are taking guidance from Public Officials. Its why we canceled the event in ohio yesterday. We have taken steps to ensure that we are, you know, participating in best practices. Folks are getting Hand Sanitizer on the way in to our events and the Vice President is not working rope lines currently to minimize that contact. We are taking our guidance from medical experts, from scientific experts and from Public Officials and well continue to do that as we move forward in the campaign. The Vice President is also going to speak tomorrow to address this Public Health crisis more broadly. Obviously, you know, when he was in the white house, he dealt with the ebola kriss and h1n1. He has experience dealing with the Global Health crises and youll hear him talk about that tomorrow in a speech hes going to give. Is he still shaking hands . We are just following the guidance of Public Health officials, just trying to minimize contact wherever we can. Kate bedingfield, thank you so much. We should note here we did put out an invitation for a member of the Bernie Sanders campaign to join us this morning, as well. Quote, things will get worse than they are. Closed quote. The startling and brandnew testimony from one Government Health official on coronavirus. It just happened. Not the commercial test that has been rolled out around the rest of the world and several of those but one in particular, frankly, even in february, we had it rolled out in africa and we could do coronavirus testing in different parts of africa with that same test. So, with this test and these tests in general, we always run what we call a positive and negative control. That allows you to know is the test working or is it not and can you trust the results . One or two were faulty and they were not working which would invalidate any test in any laboratory. Thats what happened with the first round of tests that went out and now its been a process of going back to those tests and making those positive and negative controls work and making sure that they are actually accurate. So, just to give you background, my own ph. D. Is in diagnostics. Step one or step zero in an epidemic is the diagnosis. Without the diagnosis, theres nothing more we can do. Were literally flying blind. Thats why the diagnostics are so key. Is there still time to recoup from those early missteps . Do we have how this could spread across this country . You know, epidemics like most things in nature follow a bell curve and right now we dont know how steep that curve is. We just know that its going up. Without the diagnostics in place, we have no idea how many people out there right now, both healthy or ill have the virus and have the disease that results from the virus. Once we get that out, virus. Once we get that out, we will know more and we can scientifically say where we are in the outbreak. Presumably once we get it rolled out, like in italy, once they rolled out raw testing, we saw the numbers doubling in cases. The numbers spike. And we can expect to see the here. I should message just because we see a doubling or tripling in numbers, that doesnt mean has casualties or necessarily cause for panic. It just means we have to pay much more attention to the 80th percentile that are healthy risk affecting those who are not healthy. Those who are not taking it seriously, were not trying to panic you but you need to take precautions for loved ones with underlying conditions. Lauren, according to the white house the administration considering a number of measures, payroll tax deduction, rolling that back. Extending the april 15th tax deadline. Those are economic measures. How helpful would those be . Those may be potentially helpful but i want to take a step back and look at the broader Administration Response here. In the Obama Administration when we looked at a Public Health crisis like ebola, we realized it was a pandemic kree sis and possibly National Security crisis. If you look at how this administration is treating it, its primarily a critical crisis. On one hand you have potentially necessary measures coming out of congress to do things like ameliorate the damage that would be caused from everyday working folks if they had to stay home from their jobs or Small Business owners. On the other hand, and in direct contradiction to the testimony you just showed, you hapresiden trump on live tv saying this is not actually a big problem and its going to go away very soon. So the heart of the problem at the governments response is lack of public trust and concern about what theyre going to do on the economic front or Public Health front is going to ultimately be enough. Doctor, really quickly, what more should we be doing right now that were not doing . Its the people who are not taking it seriously that need to practice the most rigorous hygiene. Frankly, if youre sick and say im in the lowrisk category but i will go ahead and go about my life as normal, those are the dangerous individuals now. Our country probably more than any of the world have underlying conditions that put you in highrisk categories. Diabetes, heart disease, pulmonary disease. Even if youre not sick yourself, you can infect others. Thank you very much. Moments ago senator Bernie Sanders is going to be holding a 1 00 news conference, 1 00 eastern. We will hear from senator sanders for the First Time Since last night. Meanwhile by our count, nearly a Million People voted in missouris primary races but on tuesday morning, kansas city mayor quinton lucas, was turned away from his polling location. According to reports he was told, quote, he wasnt in the system. However, it was later identified a poll worker entered his name incorrectly. Which is why we want to highlight our ongoing series the fight to vote. Mayor, welcome. First of all, i want to point out this happened right after you recorded a video about the performance of voting. Take me through what you initially thought happened when you were turned away, when you got that phone call. You know, i was initially surprised. I know when i went there, they said you werent in the system. I thought that had to be somewhat impossible. I talked to three different poll workers who were looking for me and then ultimately i said, you know what, they were going to send me to a special issues area but i had a 7 30 appointment and said would i come back and figure it out later. It was somewhat surprising. Its never happened to me before. Its never happened to a lot of others so thats why i thought it was somewhat important to share. What about the average person . What are the steps they can take . Again, youre the mayor of kansas city. Right. You know, i think that was some of the challenge that i had. I mean for the average person, they wouldnt have gotten a call back 40 minutes later from the election board. Folks wouldnt have been actually looking at it in the same way. I think the advice weve gotten for some is wait another 20, 30 minutes, to me thats not acceptable. So we need to find ways to make volting easier. Something we can stand to do in missouri and kansas city. How concerned are you that this happens again in november . What steps are you and other city officials looking at to prevent this in the fall . You know, i think first of all while this is human error and god bless the people who work at the polls all day it is the sort of error that is frankly unacceptable. We need to make sure theres sufficient training there and faster response. And frankly when youre getting turned away, its embarrassing and frustrating and a lot just leave. They need to say, no, dont do that. We can solve it faster. And looking at early voting, which we dont have in missouri. Perhaps this was a week ago and i could come come back where as on a normal election, people may not have been able to come back. So i would like to push this through before the general election because there will be a lot more people at the polls. Frustrating. Kansas city mayor luke ourks im glad you were able to vote, sir. Thank you for your time. That will wrap up this hour of msnbc live. Andrea mitchell reports starts right now. Right now on Andrea Mitchell reports spoesocial distancing. Coronavirus cases are hard hit. And two democratic contender cancel their Election Night rallies. The dnc said no debate sunday. Even more colleges are canceling the rest of their semesters. When someone coughs or sneeze, they can go three to five feet. So we say six feet distance. Thats hard for do if youre going to school or work or different events. So social distancing means cutting those things down so people have a chance to get away from each other for a little bit, not a long period of time, just a few weeks
