Hes even giving us a window into his thinking about what a potential Vice President for joe biden would look like. Were also keeping a very close eye on the coronavirus crossing the globe, biden not holding back when it comes to how that could play out under President Trumps administration. I have assembled a great group of experts, who are going to stick with me all hour to talk about the state of the race here in gods country. But first, first, though, my interview with former Vice President joe biden, getting candid about the primary race, whats at stake, not shying away at taking jabs at one target in particular, Bernie Sanders. Youve also said on the trail a number of times ive heard you are say this that this is a battle for the soul of this nation. It really is. It is also starting to seem as if this is perhaps a battle for the soul of your party. I think thats true. If you are not the nominee, what does that then say about the Democratic Party . It says to me that we have moved away from our roots, our basic rationale for being in existence as a party. I think whats at stake here is that notion that somehow folks, a revolution. People are looking for results, theyre looking to get things done, looking to build on what barack obama and i did in our administration. Why do you think that Bernie Sanders has been able to convince so many people, especially so many young people that hes their guy . Well, bernie has done a very good job of working this for the last five or six years. And, you know, its really appealing when youre in a situation where youre struggling to pay for your college tuition, when youre having difficulty in dealing with being able to get health care, et cetera, that just to promise you everything. So i think as people begin to look at whats going on, theyre going to have a slightly different view. And, look, the idea that that theres going to be this revoluti revolutio revolution, americans arent looking for revolution. Theyre looking to tell me how youre going to help me with my health care and some seem keen on a revolution. Some due but we always talk about this great increase in participation. Hes not going to come anywhere near generating the kind of participation of young folks that barack obama did in 2008. Theres no evidence of that yet. Now, i hope they do participate because the most informed generation in American History and theyre now getting involved. If they vote in the same percent and as the average person voted in 2016, wed have 5. 2 million more votes. But it is not at the exclusion of everything else. Theres a lot of young people out there who are supportive of a more i wont say rational, a more practical path to get things done. Bernie sanders won nevada, won new hampshire, close second in iowa. Hes expected to finish second or third here in South Carolina. If he does, how can you then continue to make the claim that hes not electable . Because i talked to all the people who are in those states that we have to win. Find me someone running for the senate in North Carolina who wants them to campaign for him. Find me someone in texas wants him to campaign for them. Find me someone in georgia bernies not a democrat. Bern eefr talie talks about his his people talk about whoever goes in with the most delegates should be the nominee. Is that the case when hillary went in . All these epiphanies are going on here. Why do you think hes looking to change the goalpost . Thats the only way hes likely to make it. What do you think should happen . You play by the rules. You get in there and have to get over 1,900 votes. Thats what you have to do. Thats the deal. And the idea that all of a sudden theres a moral dilemma here if that doesnt happen, where was this moral dilemma when they didnt do that for hillary . Come on. I mean, this is look, i just happen to think that consistency on matters that have basic fund al principles behind them are important. Its a little bit like, you know, bernie talking about guns, you know, bernie, you know, is going to make the nation safer. Well, you know, bernies the only guy up there who voted to give gun manufacturers a loophole. They couldnt be sued. I think it was 2004. It wasnt like all of a sudden. Last night he said he regretted some of his votes on guns. Yeah, he did. Whats he done since then . Hes out there going after every initiative. Have you heard him talk about going after gun manufacturers . He lost for mayor because he sored the assault weapons ban. The guy he ran against sported the assault weapons babb. I think you have to be legit in what youre saying. I tell everybody who has ever come to me as a young candidate and say whats the most important thing to know . Know whats worth losing over. What are you willing to lose over. What are you willing to lose over . Im willing to lose over race, im willing to lose over health care, im willing to lose overs e the idea we have to los over global warming. I dont want the job of having to go in and say im changing my position on race, im changing my position on guns, im changing my position. A lot to talk about here. With me to do that, kathleen parker, columnist with the washington post. And then tom gunn, served as the South Carolina political director to the the 2008 Obama Campaign and for the purposes of this conversation also a delegate in 2008. Well talk about that in just a moment. Kathleen, let me start with you, your general reaction from what we heard from the former Vice President. You get the sense joe biden feels pretty good about his chances here in South Carolina tomorrow. He should feel pretty good about his chances in South Carolina. The endorsement from jim clyburn was huge. Hes so well respected from people, not just the africanamerican community. That gave him a shot in the arl f arm for sure. I thought he navigated that first question very well when you essentially said to him that Bernie Sanders was promising everything. He acknowledged when youre having a hard time with your health care or College Loans that people are eager to hear something but he was also pointing out that bernie is promising everything, implying of course that he cant deliver on those everythings. Anton, this notion and were starting to hear this more and more and well probably have a better sense tuesday after the 1,300 delegates up for grabs are spoken for but this idea that perhaps Bernie Sanders is moving the goalpost a bit when it comes to delegates and what could go down at the convention in milwaukee. What say you to that . Well, i will say that bernie is moving the goalpost. This is what people need to remember. The Democratic Party has a party. The Party Decides its nominee. The public doesnt really decide the nominee. The public gets to vote for president of the United States but people active in the party, who participate in the party, they decide the nominee. Just because youre a pledged delegate for Bernie Sanders or pledged delegate for joe biden doesnt mean when you get to the Convention Floor that youll stay a delegate for biden or sanders. Its a process. So it is a process to pick the candidate who wangts to ts to b standard bearer for the party to win in november. Bernie got to understand that process. Its a real selective and detailed process in 2008 the Obama Campaign from the beginning focused on the delegate process because we knew it all was going to come down to the delegates, who is committed to you, who wants to be on your team at the end and do you really feel they can be elected . Biden clearly zeroed in on Bernie Sanders for obvious reasons, a lot of momentum, surging nationally and with black voters well. This monmouth poll out, biden leading the pack at 36 . Tease up since october, Bernie Sanders coming in second at 16 , hes also up. And theres tom steyer, 15 Percentage Points in South Carolina. That biden lead, is that lead enough to restore some faith in the voters who may have become a little wobbly on biden . I think so. I think what we got to remember this is the first contest thats more diverse, the first opportunity for a more diverse state to come up 61 of voters in 2016 on the democratic side were africanamerican. And so bidens strong showing here is likely to have him springboard into other southern states. Super tuesday was tooriginally southern primary. If you do well, youll do well in virginia, North Carolina, arkansas or technical axas. Or alabama. Or alabama. So far today Bernie Sanders turning his attention to the voters who will have a say next tuesday, spending the early part of his day between North Carolina and the commonwealth of virginia. Like biden, sanders seems especially focused on winning over voters of color. Garrett haake is in winston salem, North Carolina. Bernie Sanders Holding a rally there this hour. Why has the Sanders Campaign made this calculation to spend the day in North Carolina and virginia and not here in the palmetto state . Reporter well, craig, the short answer is because they can. Bernie sanders past to the nomination never really went through South Carolina in terms of it being a state he has to win. He would like to perform well there but sanders has the opportunity and necessity to a certain degree to rack up delegates in states at that compete on super tuesday. Were going to be in richmond, virginia later today. Coming back to South Carolina tonight, spartanburg, what all the cities have in common is they are majority africanamerican cities. He needs to shore up his support among black voters. Were here in winston, salesale. Theres a large, young, diverse crowd growing here. But between now and South Carolina, hes going to be competing in other super tuesday states including in california. So this is a campaign that is spending money all over the map and essentially saying maybe biden does win South Carolina but we will be waiting for him in all of these other states with serious investments and a serious ground game, craig. Anton, anecdotally weve heard a lot about this generational divide and the polling bears it out as well. Younger black voters, a lot of them, Bernie Sanders supporters, older black voters, maybe more joe biden supporters. What do you think is behind that . I think behind that is generally when youre young youre more idealistic anyway. So you want to have someone who speaks to the ideals and concerns. You speak of a whole generation of africanamerican saddled with student loan dead, some with 100,000 in student debt before they even go to grad school. They say, hey, college should be free and i want my Student Loans forgiven and all these other things. But older africanamericans are more focused on who can win in november, who can beat donald trump and who can actually be someone thats respectable, a leader that we can look up to and that we can admire, who will actually make a difference on the broad sale of things of where our country goes. Thats what i think the divide is about, people are more prague mat pragmatic that can actually win. I want to pull up the last two primaries in this state that did not include an incumbent democratic president. 2008 barack obama wins the primary with more than 55 of the vote against Hillary Clinton. Other candidates there. Hillary clinton 73 over Bernie Sanders, beats him by 45 Percentage Points, more than 45 Percentage Points. We are likely not going to see anything like that on saturday, simply because youve got so many candidates still in the race. How should the campaigns and voters interpret the eventual results on saturday . So, you know, i think its going to be how big of a lead does joe biden have . I think he got that endorsement yesterday from jim clyburn. That was huge. Is that going to be able to propel him to a doubledigit victory or again, Bernie Sanders, it was so it was kind of spun as a blowout by Hillary Clinton but i think a lot of those folks may still be with Bernie Sanders. Bernie sanders can still get high teens, low 20s in South Carolina and in a race with more people on the ballot, thats a bigger statement. And so i think a second or third by Bernie Sanders is a win in South Carolina. Kathleen, i want to play a little more of this conversation i had with joe biden yesterday. I asked him if he started to think about a number two, if he started to think about who advice Vice President would be. Heres what he said. Ive begun to think about that in terms of women, women of color, latinos and men of color but also on others who, in fact, share my philosophic view of what to do. I asked barack obama why he wanted to vet me and he said there was not a single issue we disagreed on. Would Kamala Harris fit that bill . Yes. I have not been presumptuous and havent talked to her. Who else . If i start that, then im in real trouble. I promise you with my close, close associates, were beginning to talk about it. So kathleen, i mean, at this point is it sort of a given that his number two should he manage to turn his Campaign Around has to be a woman and or a person of color . I think so. I hate to criticize the Democratic Party but theres a bit of box checking going on there. To say they great on everything is a little surprising, especially when you remember when they were debating one another, she went after joe biden. One of the most memorable moments. Absolutely. She also dropped out of the race pretty early. I dont know whether she has the support to become the next president should anything happen to joe biden and weve got some older candidates this time around and it could be very well whoever he chooses, people have to see that person as the president. I want to bring in one of the guys in charge of this entire process, head of the South CarolinaDemocratic Party, charles robinson. Always good to see you. Thank you, sir. Good to be here, craig. There are some issues so far this cycle, important to note that the caucuses are run by the state party primary, essentially run by the state itself. Are were anticipating any problems here . We met with the South CarolinaElection Commission about two weeks ago to make sure we knew everything to go everything is going marcyanne is making sure everything runs smoothly and by professionals we have a law that says if by some chance everything is wrong with a machine, we have enough ballots in the precinct to facilitate everything voter there. We have a plan b in case something goes wrong with the machines. Turnout in nevada, turnout in a new hampshire, turnout in iowa among democrats all down this year when compared to four years ago. And some of these races, you look at nevada, thats ten Percentage Points, thats substantial. Do you we think turnout is also going to be down in South Carolina . Well, on my way over here to the studio this morning, we got a report be on the absentee ballot. We already surpassed 2016, right under 61, 62,000 absentee sbraulhave been requested in the state of South Carolina. If thats any indicator, i this think were looking a the a turnout of 289,000 to maybe 450,000 people in South Carolina. In 2008 i think it was about 534,000 people who voted, 161,000 fewer votes in 2016, about 373,000. My guess is well hit in the middle of that. It depends on the campaigns the campaigns have been collecting supporters and yeses and nos and undecideds. Their programs are in full swing to get their folks to the polls. Its a big field. You got seven candidates left. You talk to voters all the time. Is there anyone that they doubt could beat trump in november . I think youre going to find something that a lot of people dont believe, and that is that we learned from 2016 that we no matter who the nominee is, were going to unify that person with a singular goal of defeating donald trump. My counterpart is going to get on in a moment and talk about this and that but at the end of the day, the republicans in this state are going to have serious problem because theyve got to rationalize the moderate republicans who are going to participate in our primary because theyre tired of an immi immoral antichristian president who doesnt share South Carolinas values. That sounds like a nice segue to your counterpart. Thank you, trev. Its good to see you. Next time make the drive down to charleston. Drew is here, he runs the South Carolina republican party. You and trev are friends theres still civil discourse in the palmetto state. Hes just a little off, but thats okay. Is there any concern by cancelling the primary you perhaps drive down enthusiasm at all . No, no, not at all. Enthusiasm for the president is off the charts. The latest polls show Something Like 97, 98 of republicans nationwide much less here in South Carolina approve of the president. Thats not an issue. Hes looking at a turnout issue on his side of the street. That goes back to enthusiasm. On the republican side back in 16 we had three quarters of a Million People vote in our primary. Theyre talking about a best care scenario maybe 400,000 or left. That goes straight to enthusiasm. Its been down across the board in every state where they voted in so far. So theyve got a math problem. Lets talk about operation chaos for a moment, for folks who may not be familiar. South carolina has an open primary. Yes, they do. Which means card carrying republicans can vote in the democratic primary and vice versa. Thats right. Since you dont have a primary, some wellknown republicans have been calling on republicans to vote in the democratic primary, specifically for Bernie Sanders. They think that President Trump has the best chance to beat Bernie Sanders. Do you condone that . We dont endorse that, havent endorsed it. But we dont register by party in South Carolina. Its unfortunate. I believe in partisan registration. I think we should have it. We have a bill in the legislature with 45 cosponsors to get partisan Voter Registration in South Carolina. The most important thing a Political Party can do it choose its own candidates i cant look at that side of the street and see any of those canndidates i would want to vote for, theyre all socialists or shades of socialism. People talk about this in of election cycle, in different elections from county races up to president ial races here because we dont have partisan registration. It remains to be seen if its an issue. Its probably more of a media issue actually. Jamie as a democrat is challenging incumbent senator Lindsey Graham. How real is the threat that Jamie Harrison poses to Lindsey Graham . Lindsey graham is going to carry South Carolina, donald trump is going to carry social security. Were talking what is the margin going to be . Were in a good situation statewide with all of our candidates from the top of the ticket all the way to the bottom, having the president and Lindsey Graham on the ballot in the same cycle so we feel good. Often times youll read and hear folks questioning why Lindsey Graham is such an Ardent Supporter of just about everything the president does and whether that might affect him negatively politically at home. We are certainly not seeing that in South Carolina. They support the president and hes not going to have a problem in november. Drew, thank you. Good to see you. So right now were keeping a very close eye on the markets as stocks once again fall sharply today over coronavirus fears. The dow right now down more than 540 points. Here in the u. S. A stark new reality, by the way, a patient in california somehow contracted coronavirus without any apparent connection to a foreign country. There are 60 known cases of the virus so far here in the United States. The cdc, centers for disease control, does not know how it happened yet, so it could be the first instance of whats called a community transmission. And top gunn is back with me. President trump delegating the handling of the coronavirus to Vice President pence. Vice president pence announcing an ambassador, Global Health official, debbie, but is going to be spearheading the effort. Whats your take on how the administration is handling the response so far . I this i this nk this is a c leadership, not only around a virus. When you have to keep finding people to head up the effort, this means you didnt have the personnel in the first place. Hhs is a large agency with a lot of qualified people pup should have every president ially appointed position filled. Im glad to see somebody else is now in charge rather than Vice President pence. Even though he might be a good guy, he doesnt understand Infectious Disease. Having a leader that understands Infectious Disease and how this might spread is really important. We learned a lot of lessons about this during h1n1. It came up in my conversation with joe biden as well. This conversation was before the white house announcement last night. But heres part of what the former Vice President said. This is a place where experience matters. Ive done it, weve been there. We dealt with ebola. This guy, this president of the United States, trump, is going about it all wrong. Everything we put in place to guard against this kind of thing because disease knows no border, pandemics know no border. You have to have a plan. Hes dismantled. Hes cut cdc, try to cut the nis fundi funding. We should be working like the devil on vaccines now. Now, now, now. Fair critique of the administration . Its 100 fair critique. Pete buttigieg will meet with voters this afternoon in greenville. Hell be in the up state, about 200 miles up i26 from where we are. This morning the mayor of sound bet bend, indiana spent time in washington. Vaughn, as i understand it, mayor pete member with members of the Congressional Black Caucus, members of the Congressional Hispanic Caucus as well this morning. What do we know about what happened in those meetings . Reporter mayor beng doesnut doesnt have a lot of extra seats on his plane coming in. So we have our wonderful colleagues on capitol hill. He met with the Congressional Black Caucus, congressional hispanic caulks and the new dems coalition, members in the Democratic Party that consider themselves to be mosh krre cent more moderate figures. It was representative robin kelly, a member of the Congressional Black Caucus. She told julie that it was a message of i conclusinclusion f and see said she is considering endorsing him. He has just Seven Members of congress at this time in his corner. I want to let you hear from congressman Anthony Brown who has been on the campaign trail with mayor buttigieg over the last month. This is what he told julie after leaving that Congressional Black Caucus meeting. It was a very productive conversation, a twoway conversation, a lot of vertical head nods,s th thats always a thing. Youd have to speak to my colleagues in the room. Hes already got Anthony Brown. Reporter obviously, craig, this is an important part of building this coalition. Mayor pete has been the one trying to articulate the idea that he is the one best positioned to build a broad tent across the country that could beat donald trump in november, but a big part of that hindrance for him right now is bringing on black and brown voters. And these members, as we move along through this process, could be critical back in their communities to helping him get there. Craig . Hey, where are you in greenville, by the way . What are you standing in front of . Its pretty, right . We are stand being in front of the river, honestly i feel bad for greenville. Im forgetting the name of the river but the green river, i appreciate it, the green river is right here. For anybody that has not been to greenville, they have done an incredible job down this downtown strip here. Its a great city that is worth everybody coming to visit. I think it might be where you are. Theres a great restaurant called sobis near where you are in downtown greenville. Ill text you after this and youll help me out. Considering vaughn some days is in three different states, he gets a pass on that, by the way. South carolina no democrat sitting in statewide office right now. Hes got a big ask of the 2020 president ial candidates to try and help him out. Ill talk to him about that next. Apps are used everywhere. Except work. Why is that . Is it because people love filling out forms . Maybe they like checking with their supervisor to see how much Vacation Time they have. Or sending corporate their expense reports. Right side of your screen is former new york city mayor Michael Bloomberg. He is holding a rally there, houston, texas. Bloomberg taking the stage moments ago. Those of course both super tuesday states. Here in South Carolina, jamie harris, the democratic candidate for senate has written a letter to the democratic president ial contenders. Hes reminding them that South Carolina is home to more than 400,000 unregistered people of color. Voting. People of color. Joins me now from columbia. We also invited senator graham to appear on the program. He declined. Jamie, youre also the form aer chairman of the South CarolinaDemocratic Party. You spent a lot of time focusing in that capacity on Voter Registration. Why did you feel compelled to write this letter to president ial candidates . Well, craig, for the first time we have actually have over a Million People of color that are registered here in South Carolina, but theres still room for growth there. As you mentioned earlier, there are 400,000 unregistered people of color in this state and we need to make sure that were bold and trying to get those people registered and mobilized and educated so that they can go out and vote. Its really, really, really important. And in addition in that letter we asked each of the president ial candidates for help, for Voter Mobilization and to help and support the down ballot races. This is 2020 is not just a race about 1600 pennsylvania, its about a race for the representation of folks all up and down the ballot. So we want to make sure these president ial candidates understand that they have an obligation, not only to their race but to everyone else as well. You mentioned supportive downballot candidates, theres been a fair amount of talk that Bernie Sanders would hurt down ballot, how would that impact knows running down ballot . We are building a movement here in South Carolina like none we have ever seen. I heard drew on earlier today saying Lindsey Graham last cycle won with 54 of the vote. Lindsey graham has never run against a candidate like me. Last quarter lindsey raised 3. 9 million. We raised 3. 5 me. Last quarter lindsey raised 3. 9 million. Were raising on par with him, were building a Grassroots Movement like we have never seen on the ground here. Im getting democrats, republicans, and independents coming to our rallies. In the end, i actually think because of this new south movement that were building, craig, that were going to be carrying the top of the ticket as well. Im not really worried about who the nominee is going to be. Were building something very, very special, a campaign built on hope. As you know, our state motto is while i breathe, i hope and i want more people to join this train to be a part of something very, very special. While i breathe, i hope. Thank you very much, my friend. Good to see you. Thank you, craig. Enjoy your time home. President obama says he wont endorse any 2020 democrat until the party picks a nominee. One key endorsement that hes yet to receive is from former president barack obama. Heres part of my conversation about that subject with joe biden. I know you dont talk about your private conversations with the president. But why hasnt he at least sent up a smoke signal to let folks know that joe biden is his guy in this fight . Number one, i asked him early on not to endorse. Do you regret that . No. Because i think look, from the very beginning, as you know, Vice President , he thinks this is his, he thinks hes entitled, hes the guy who thinks its automatic. I have to earn this myself. Back with me now my panel. You used to work for president obama. Do you buy what biden just said there . Do you think he may regret no, i dont think he will regret it. And i understand why barack obama wouldnt endorse because that primary process of 2008 is what made barack obama the great candidate in a general election that he was. And he believes wholeheartedly that all of these candidates should duke it out and fight it out because it will make them better in the end to go up against President Trump. And so theres no reason why he would endorse because it doesnt make any sense. If we end up in a contested convention, i think the person best to broker that convention is barack obama. I want to bring up a headline that you just wrote last week, kathleen, welcome to South Carolina, we dont play by normal rules here. For a state thats no stranger to dirty politics, kathleen, this time around, it really hasnt been as ugly as it has been in cycles past. To what do you attribute that . I dont know. For the most part, republicans play the dirtiest, but, yes, we do play dirty. The other night during the debate, you heard the crowd responding. And they felt very free to boo and applaud. I dont think you see that as often as other places as you did here a couple nights ago. Sunday morning, whats the headline out of South Carolina . I think joe biden comeback. This has the potential to not only get his campaign back on track, but springboard him to the super tuesday states, particularly the southern super tuesday states that have similar demographic profiles as South Carolina. Do you think South CarolinaBreathes New Life . Absolutely, i think biden wins South Carolina does margin matter . Does it have to be by 15, 20 points for people yes, margin matters a lot. I think hes going to win by a healthy margin. Right now hes 11 11 points higher than sanders in the real clear politics average. So i think he may maintain that as he moves towards the primary and then thats to use his words, springboard for the other southern states, you know, with the larger black voting blocs. I think hes going to probably do very well in the other states as a result of how he does here. Whats the headline come sunday . He lives to play one more day, but i think the biggest headline will be the impact of Michael Bloomberg on super tuesday. It sounds like you think that bloomberg on super tuesday is going to surprise a lot of folks. I do. Absolutely. I believe hes going to surprise a lot of people. And it sounds like you think we may be headed for a brokered convention. Maybe, maybe not. If super tuesday goes Michael Bloombergs way, i dont think well go to a brokered convention. I think biden i think if he becomes the alternative to Bernie Sanders and it becomes a twoperson race, bloomberg has not been impressive in the debates. I get that he spent a lot of money in these states. But i think that they were looking for an alternative to Bernie Sanders and i think biden can be it. I think bloomberg is going to do much better than people expect. Its not about mr. Personality. It is about money, of course, because he can put, you know hes got a vast reach because of his ability to fund it. But as we were talking a little while ago about how sophisticated and enormous his operation is and people havent felt the effects of that yet. Theres never been anything else like it. Its a juggernaut and hes going to make a big dent, i think. Thank you. Were out of time. Ah. I know. Thats going to wrap up this hour of msnbc live. I will see you tomorrow morning on today from orlando, florida. Andrea mitchell reports starts right now. Thank you, craig. Right now on Andrea Mitchell reports, fear factor. The first u. S. Patient to contract coronavirus with no history of foreign travel was not tested for days while President Trump down plays the risk of the virus spreading at odds with his team of experts and wall street suffers its worst week since the financial crisis of 2008. Were at that very low level and we want to keep it that way. The degree of risk has the potential to change quickly. We do expect more cases. And the 15 within a couple of days is going to be down to close to zero. Come back kid, joe biden gets a bounce in the polls days ahead of the make or break south
