Zeros that are the political shocker of the morning. 15 hours after the doors closed at iowa caucus sites, we still have no idea who won. About an hour from now, though, we have been told there will be a critical phone call between the state Democratic Party and representatives from the campaign. So far the party says they hope to have results, quote, as soon as possible. They also seem to be pointing to some sort of codin an app. Well break down what it all means for the democratic race moving forward. But we start with nbcs katy tur. Shes on the ground after a long night of caucuses. Steve kornacki waiting at his big board. Katy, any closer to getting these iowa caucus results . What are you hearing . Reporter we just dont know. The iowa state Democratic Party wants to release them sometime today. Were told they were up until 3 45 trying to get the results out. Theres an issue with the app, not with the ability to report. Ill read you the latest statement from them. Theyre basically saying that the app had a small issue recording data accurately due to a coding issue in the reporting system. While our plan is to release results as soon as possible today, our ultimate goal is to ensure the integrity and accuracy of the process continues to be upheld. Reading between the lines there, craig, we hope to release it today, theyre not confirming or guaranteeing they will release it today. There are representatives from the campaign here on the ground in iowa. They do have a paper trail, there are paper ballots, if you will, that they collected at each of the caucus sites at Drake University the site we were at. The caucus director did not use the app. He said he wasnt able to get it running in time, downloaded it late, i guess. And instead of calling in, actually physically walked over to the Democratic Party headquarters to hand over those ballots. So what nair goitheyre going t today is go through all of those ballots one by one. Its going to take some time for them to figure out exactly who won. This is not the ideal situation. Its the first time this has happened on the democratic side. Obviously the candidates wanted to walk out of here with some momentum. Iowa is not a state that necessarily picks winners but its one that winnows down the field. Its important for those who want to leave iowa with some financing behind them. Those who may have ran through their money in iowa need to leave here with new Campaign Cash to fund their evident in New Hampshire, to fund their effort in nevada, to fund their effort in South Carolina. Theyre not getting that today, which could be a big problem for some of the untested campaigns, if you will. Pete buttigiegs campaign was hoping to come off with a really big win so he could prove to voters and donors he could win. Amy klobuchars team said they feel good about results but they dont have anything to prove it. Elizabeth warren same thing. Bernie sanders has a ton of cash so its not really a problem for him. Hell go on and do what he will. But look at joe bidens team. They say theyre confident in their cash. A Campaign Aide told me they have a ton of money not a ton of money on hand, they had two really good fundraising days online in january, so they have the cash they say they need to go forward for a little while. Im not sure how long that lasts, though. Joe biden is somebody that has where questions have been raised about his ability to win. His iowa events were not as big as some of the other candidates. At the caucus site was at last night so this is just one site so im not extrapolating from here, he only barely made it through the viability threshold. There is question about whether joe biden has as muff support he claims to have, the one that can go toe to toe with donald trump, the person best positioned to beat him in november. So leaving iowa without any of these answers, craig, is a big deal for the campaigns and it means theres a ton more pressure on New Hampshire, a ton more pressure on nevada and South Carolina. One big thing, one last thing, we dont know if iowa is going to be doing this any longer after this. There are a lot of questions about whether or not iowa should be the one in this position to have the first vote to decide, if will you. Firstinthenation contest. We have zero and hopefully well get something today. The only numbers that we do have are an entrance poll was conducted. Its an exit poll and primary, youre come being out of the polls in the primary, they take a survey and call that an exit poll. On the way into the caucuses, they call it an entrance poll. Its basically the same thing. We can show you the findings we got from that last night. Lets look at the division we saw in this entrance poll when it came to age. Something we were talking about a lot in the polling in the runup to the Iowa Caucuses and something we absolutely saw in the exit polls. Half of the electorate over the age of 45 years old. How did that half of the electorate say they were going last night . Biden and buttigieg actually basically splitting it and then klobuchar, third, 19, warren 17. Whose name do you not see here . Bernie sanders. Bernie sanders way back in Single Digits. Again, this is more than half of the electorate, according to our entrance poll, 45 and older. Sanders barely registering there. So now take a look at the flip side of it. Under 45 years old, 45 of the electorate here, check this out, just night and day. Theres Bernie Sanders, he goes from Single Digits over 45 to 41 , doubling up his nearest competitor buttigieg, this is under 45 years old. Whose name do you not see here . You see andrew yang, you dont see joe biden. Biden way back in Single Digits under 45 years old. The pattern here, buttigieg steady across both groups, sanders extremely strong with young, extremely weak with old. Biden extremely weak with young, extremely strong with old. You kind of had in the entrance poll at least it was suggesting that sanders and buttigieg might be a little bit above the others on the initial preference. It is the entrance poll. Many of them are already into New Hampshire campaigning ahead of that states primary next week. Senator Bernie Sanders is on his way to the Granite State right now. One of our road warriors is actually traveling with senator sanders, but weve got two other reporters on the ground in New Hampshire right now. Josh letterman is with the bej campai Buttigieg Campaign in manchester and mike memoli in nashua. How can he double down this morning without any official results . Reporter well, craig, Pete Buttigieg is trying to do two things at once as he campaigns a this event that wrapped up in manchester and also around the state. Hes trying to say i think im the winner of this but hes also saying even if im not, even if he just came close that thats a win for someone who was unknown to any americans outside of south bend, indiana a year ago. He was asked on morning joe this morning whether he thinks hes declaring victory prematurely. Well, we were looking at the internal numbers that we had and beginning to realize that something extraordinary had happened last night. I mean, here you have a campaign that was really questioned when we first got in for whether we even ought to be here, whether we belonged in this race. And to not only establish that but to reach the position that we did was a clar victory for this campaign. Reporter so not based on anything you had heard from the state Democratic Party, for example . No, we dont have anything from the party, at least i dont, that you wouldnt have heard as well. Reporter but look, craig, clearly there is a lost opportunity here. Campaign officials ive been speaking with are aware they cant leverage this into quite the same kind of momentum they could have if there had been a declared victory for Pete Buttigieg last night, especially for things like fundraising. There was a hope where there could have been a moment that Pete Buttigieg could have stood victorious as the first gay person to win the Iowa Caucuses. That makes this that much more important. All right. A lot of people have been talking about joe bidens performance in iowa, mike. How might his performance again, we dont have hard numbers just yet but if our entrance polling is accurate, it looks like he may have underperformed a bit. What to we know about how it could impact his Campaign Going forward. What, if anything, have we heard from the campaign as they shift their folk to us New Hampshire . Reporter when i interviewed the Vice President a couple days ago, he said nothing that happens in iowa was going to end this campaign. He was previous predicting a tightly bunched result there he got the nothing part well. We dont have anything to really rely on in terms of results from iowa last night, but his Campaign Team now, some of it with the candidate here in New Hampshire, some of it still in iowa are really making those decisions now about how to redeploy their resources, especially that manpower that surged in iowa. Were hearing them raise serious questions about the integrity of whatever the result is, talking about considerable flaws, acute failure with the tallying process there last night. Lets listen to how kate benningfield was talking about this. We need to be working with official verified data and right now the iowa party has yet to release any of it. Of course youll have campaigns putting out partial data trying to make their case, but the fact of the matter is we dont have the official data and it not verified. We feel great about how we did in iowa. You heard katy tur talking about the importance of fundraising and the in pact it could have. Reporter were still waiting for results to come in but you are seeing all the campaigns putting their spin on the results we just dont know the answers to. The sign of a really Strong Campaign operation, craig, is to make sure youve got your own internal results, tracking incoming caucus results throughout the state so youve got campaigns that know where they stand but theyre not quite sure until the actual data came in. One thing i found very interesting is you didnt see campaigns take advantage of this large vacuum of space between 8 30, 9 00 and probably 11, 11 30 when you knew the results were not going to come out last night. Candidates should have been out far earlier in the evening making their sales pitch and using their time effectively on National Television to talk about their Strong Performance in iowa and then talk about what they plan to do forward in New Hampshire. I was kind of surprised that didnt happen but whats important to note is the iowa Democratic Party is they plan to release results later today. Right now were speculating. Well have more clarity later on. Heres my thing, no the to oversimplify, adrienne, but youve got one job. Youve got people in iowa i mean, its been a year. Theyve had to prepare. And with the eyes of the world on the hawk eye state, they cant get an app to work . Restraining orders yeah, craig, its really unfortunate. I couldnt agree more. Whats important to bear in mind is the iowa Democratic Party dont think any sort of hack took place in the app, its a matter of the way the results were coming in. It highlights that caucuses are so difficult to pull off. Its an antiquated system. Not only is it hard to compute the results, craig, you have kids, you have to hire a babysitter, take three, four hours off in your evening, make sure youre not working and come to a caucus location and hang out for a few hours. It a confusing process and it highlights i think we need to move to a full primary system. Well talk about that in a second. Youre going to be in New Hampshire. The results or lack thereof so far in iowa, who is under the most pressure as we look to New Hampshire . I think last nights results really put joe biden in a tough spot. Because up until this point we were calling him the frontrunner because he was leading in so many of the polls leading into iowa. I think last nights results show that when voters casted their caucus votes, that joe biden was not their first choice. I dont know where he ended up, but its clear based on some of the data that we have so far that he didnt finish in first, which is, you know, how we all viewed him going in. I think the dynamics of the race actually changed and i dont think its fluid in the sense that we have four at the top anymore. I think that joe bidens positioning, we already referenced he may have trouble with fundraising and that type of momentum piece going forward. But i think that he probably is in the shakiest position today. I do also agree that pete and bernie lost a bit in terms of the lack of clarity around who finished first because you have pete declaring that hes the winner. We dont know who the winner is. I think thats pretty presumptuous. I credit the Sanders Campaign with not jump to we won, even though all indications are they likely did but we will see the final results. And were forgetting Elizabeth Warren by all the sort of early indicators did particularly well last night. So i would like in this moment to put the electability question, can we elect a woman as president to bed, over, done. Okay. Okay. Done. Perhaps unsurprisingly here the president has already seized on this, whats happened in iowa. Does what happened last night and whats still happening in iowa, does it benefit the president politically . Oh, baby, yes. You have the trifecta for trump right now going into the state of the union tonight. You have impeachment, which is apparently just a wasteland right now with the voters. The polls are showing that. Youve got polling out today that show the president at his highest Approval Rating ever. I think its 47 . 49 . Hes almost at the 50 threshold. And what theyre touting at the white house is hes at a point higher than barack obama was at this point in his first term. So that kind of gives you some of the mojo behind this. And then of course you had last night where the democrats couldnt get out of their own way and just like to your point make an app work. And so you had this there was not unusual. There was an app in 2008 called poll vote that did not work. Thats 2008. Im saying this is not a new problem. They should not have an app they use on election day. I hear you but ive got to deal with what voters saw last night for four hours and are still continuing to see today and a president who knows how to message around this and how to brand this moment. So, yeah, for those Democratic Candidates, it hurts them coming out of the gate, particularly for someone like pete who wanted to use this as a spring board. And he thrives in chaos. And the president thrives in chaos. This is something that came out of our entrance polling and this caught my attention last night. This is iowa caucus entrance polling. Heres the full screen. 35 of voters caucusing in year were first time caucus goers. 44 , that was the number in 2016. Democrats have long leaned on President Trump being a motivator for voters. Those up in dont bear that out. Should that concern democrats . Yes, but i think for a different reason than a lot of folks probably will think. Maybe ill be the only person to say this today. The iowa caucus is essentially the perfect example of systemic racism. 91 of the voters in iowa are white. It could be perhaps that white children are not in the cages. So when youre talking about the tangible pain that black and brown people are feeling, they feel a sense of urgency because their kids are being put in cages, right . So if you have 91 white electorate, that sense of urgency may not be reflected in the turnout numbers. Im not saying thats the reason for this. It could be a factor. Were going to talk about some of these factors in just a moment. Dont go far. Shameful and wrong, that is what one republican senator is calling the president s actions. Nonetheless, shes said shes not going to convict him. Shes not the only one using that logic. On the eve ill talk to one of the impeachment managers that laid out the case against President Trump. Were paying close attention to those few Senate Democrats who represent trumpleaning states. That includes doug jones of alabama. Hes the sole democrat representing the deep south. He has a tough reelection effort ahead of him. You have kirstjen of arizona, joe manchin of West Virginia that thencandidate won by 40 plus joints and mentioned the notion of censuring President Trump, which would be one way for the senate to express their displeasure in a much milder way. But its high live unlikely that the Senate Chamber would ever consider that sort of thing. Just today you had the chambers two leaders speaking about the task at hand, which is the vote on conviction or acquittal. Heres mcconnell and schumer speaking on the floor earlier today. We have indeed witnessed an abuse of power, a grave abuse of power by just the kind of House Majority that the framers warned us about. So tomorrow, tomorrow, the senate must do what we were created to do. The idea that that means you shouldnt have witnesses and documents when were doing something as auguste, as important as an impeachment trial fails the laugh test. It makes people believe, correctly in my judgment, that the administration, its top people and Senate Republicans are all hiding the truth. What youve seen from democrats, theyre really trying to prepare the political arena for what happens after that vote, making the case that when President Trump is acquitted, its only because republicans joined with him in rigging the trial, to use their term. With all signs pointing to an acquittal at this point, are you are satisfied with the case that you and your colleagues made against President Trump . Well, first, thank you for having me. Yes, of course, we put on a great, solid case to show the American People that this president has abused his power, hes betrayed our National Interests and hes corrupted our elections. He tried to cheat, he got caught. He covered it up and now he should be convicted. Senator Lisa Murkowski of alaska had been considered one of these socalled swing republicans. This is part of what she said last night. Take a listen. The president s behavior was shameful and wrong. The response to the president s behavior is not to disenfranchise nearly 63 million americans and remove him from the ballot. The house could have pursued censure and not immediately jumped to the remedy of last resort. I cannot vote to convict. Congresswoman, when you hear senator murkowski there, and there have been others who have suggested that you proved your case but they dont think that the president should be removed. He may be guilty, may have done something wrong, but we should not remove him from office. Knowing that, would you have done anything differently in how you presented your case . No because, again, we have proven the case. Part of that case is that he asked a foreign power to help him cheat in an election, and i think he will continue to do that again. I mean, he has said more than once that he would take opposition research, he would take help from a foreign country. We cannot have an election if its not a free, fair, open election for everyone to vote. We cannot allow interference with that election. So the danger continues. It continues into this 2020 election. So, yes, its shameful, yes, it wrong and yes its inappropriate, but it will continue. It may be even happening as we speak, as Robert Mueller said. Interference is real, it happens and we got to make sure that it doesnt happen again and this president must be removed. The senate of course voted no to witnesses. What are the chances that we see former National Security adviser john bolton called as a witness to testify before the house maybe . You mean at a later date . Yes. Because obviously were already in the face of the vote in the trial. Yes, at a later date. You know, i think its we tried to get him there. He did not cooperate. None of the witnesses came. We didnt get any documents. This has not been a full and fair trial. Whether or not mr. Bolton would appear in any other venue for any other reason remains to be seen because obviously he did not cooperate in this phase and i dont know that he would in any other phase if he were asked at all. She has spent the last eight months in iowa. The only one here at nbc news who has done that. First of all, mara, what are you seeing there today at headquarters . Reporter hey, craig. Yes, im just outside the headquarters. You can see it right behind me. Were actually also just across from the des moines airport here. Were seeing a lot of people showing up, some precinct chairs showing up to the Democrats Iowa headquarters here with packets full of results. They were told to go to a different location just down the road, which appears to be a law office of some sort. Thats all weve got right now. We do know that the Iowa Democrats are been saying that theyre gig through manually, checking precinct results one by one after the app didnt go through, precinct chairs were on hold on the phones for the longest tilme. This morning via state troy price said we determined with certainty that the underlying Data Collected via the app was sound. We have determined it was due to a coding issue in the reporting system. This issue was identified and fixed. This is a different app than they used in 2016. We dont know how much testing was done prior to caucus nights but a lot of precinct chairs were having issues with this app and they ultimately had to call in results and talk to a human with the three numbers they were planning on reporting this year, which was also new. So theres some new additions in this iowa caucus calculus that have caused some shakeup here today, craig. Meanwhile, this email chain that nbc news managed to obtain shows precinct captains and caucus organizers in the iowa city area apparently knew of problems with the app as early as monday morning. Here are a few quotes we got our hands on. Someone at 9 09 yesterday morning wrote, nobody having trouble with the app should feel dumb. Four minutes later someone wrote i gave up on the app, lots of people are having problems. What are they saying about these emails, if anything . Reporter what i can tell you is those emails are not isolated. They came from a precinct out of iowa city. Ive spoken to lots of precinct chairs around the state here and one from page county out in western rural iowa told me the kind of same concerns. We heard from lots of precinct chairs across the state yesterday afternoon saying they were having trouble downloading the app or it was freezing or things like that. For those who could download the app told me that the instructions were kind of difficult and for those who are caucus chairs a lot of times are volunteers are older people, not used to using these apps she credited that with some of the issues here. Did they rehearse . Did they have a dry run . Did they practice with the app or do we know . As far as we know, those who used the app had an opportunity to go through a training but did not have access to the app until maybe a day or two before the caucus. This is a live look here at the stage in New Hampshire where senator Elizabeth Warren is rallying voters right now and while all eyes are on New Hampshire, major headlines across this country raising questions about the future of the Iowa Democratic caucus. Here are just a few of the headlines. Quote, the death of iowa, a systemwide disaster, a total mess, an epic break down. Im joined now by Des Moines Register reporter. Precinct captains were aware of problems with this new app as early as monday morning. What are you hearing about that part of the story . Were hearing that there were concerns early in the day and even in the days before as this was being rolled out as Iowa Democrats were getting used to this system. Weve heard from county chairs across the state who were unable to access it and then the problem, you know, the Iowa Democrats have used a telephone system to report results back in in the past. And so there was that backup system but they called into the phone hotline and that failed as well. And so there was really a lack of backup here, that was the big problem. If the app fails, there should have been another way for the captains to get the results in and we saw that fail as well. Youve been vocal on this program about iowa status as first in the nation in terms of the nominating contest. Do you think this is the nail in the coffin for iowa . I hope so. Because i think that to be fair, you hope so before this. I hoped so before this. Shes consistent. But i think there are certain clarifying points you can look at. The makeup of the electorate doesnt reflect the democratic electorate. 25 of the democratic primary electorate is black people. 60 in South Carolina is black people. There are 91 of iowa is white people. Youre going to have a disconnect in terms of any predictions you can make out of iowa, in terms of who is the person the democratic primary electorate wants, not just the white democrats who live in iowa. So i think that its an example of systemic racism to quote my cohost from this morning and the reason why is fundamentally because its an undemocratic process. You need to be somebody who can take the time off to go and caucus on a monday night for several hours. If you have kids, who is going to babysit . Can the babysitter go caucus if let me play devils advocate its very undemocratic in a country where people of color are marginalized. What about those who say, its transparent, the cameras are there, everyone can see who is voting for whom. We get a front row seat to the mess. No. What you want is more people participating in the process. Thats the foundation of democracy. You want to make it easier for people to participate. Just like the census. You want to get an accurate tally of just what the American People think. If we are just asking white people what they think about the Democratic Candidates, then youre not getting an accurate reflection of what the primary electorate thinks, which, again, includes people of color like myself. Were talking about democrats obviously because its their primary this time. But republicans, iowa is first on the calendar. Explain to people youve been in this game a long time. How is it that iowa has such an outsize influence on our electoral system . It started with the 72 campaign. They decided theres a thing going on in iowa, lets see if we can work with this system and take advantage of it to their benefit. And it caught, it clicked. And here we are 50 years later, you know, having to deal with this process, if you will. The reality of it is, its an outlier. Its not a reflection of where the race will go. And its reflected between the two parties. Republicans, you know, who won the who have won the nomination have not necessarily won iowa first. Its a little bit more consistent on the democratic side. But that, again, when you go into a broader electorate, you want the country to be reflected, you want to get some sense. And more candidates are now tending to run a more National Primary campaign. Look at the number of candidates who spent time in places other than iowa. The other side is, you spend a portion of your time in iowa. Youre not going to spend a year in the other 49 states. So theres a disproportionate weight placed on iowa. I tried to change it when i was National Chairman for our 2012 cycle and got shot down. But i still stand by i dont think it should be the first in the nation. I think we should go to either a regionalbased primary system, a National Primary day or a lottery system. Ten seconds here really quickly. Do you get the sense there in iowa that iowans know that this may be it . There is a question about whether this was going to be the last iowa caucus before all of this happened. That had been the talk of a lot of democratic activists and strategyists. And what happened last night makes it just immensely more difficult to maintain this process. Thank you. Always good to have your insight.
