Both are receiving treatment right now, but you heard them a second ago just describe this as almost like a surreal movie scene. Shell casings everywhere. Signs of carnage and violence as yet another Naval Air Station struck just this week. Another episode of violence as a full investigation right now is proceeding. You did not hear many details or even disclosure on the background of the shooter, where they are at this stage of the investigation, just that the fbi and the atf are both investigating at this time as prayers are coming in. Of course, thoughts, resources from the oval office, the Governors Office here in florida trying to further advance this investigation as much as they can. For those worried there could still be a threat to their community, here is david morgan of theesque Cambria County Sheriffs Department. The threat has been negated. Our community is secure at this time. We have no reason to believe or are we looking for any additional shooters within Escambia County, not just within the parameters of nas pensacola. This strikes home hard for me as a military member. It was like being on the set of a movie. You just dont expect this to happen at home. This doesnt happen in Escambia County. It doesnt happen in pensacola. Yet it did happen. We do know this happened in a classroom there. In terms of how bad it could have been, david morgan talking about the fact that if those deputies had not responded as quickly as they did couldnt give a pre size time on it, but very quickly in their words, if they had not responded so quickly, hes worried this could have been a lot worse than what it was. Three people killed, the shooter is dead and a community that has this military base and its culture in its dna and fabric trying to reconcile with the fact that theres been yet another violent episode, another shooting here in pensacola. This is a very important stage in the impeachment process, exactly what charges to bring. We know the president certainly is guilty of obstruction of justice, the mere fact that the white house issued statements to the press saying none of those at least some of those in the white house would not participate at all. Thats obstruction. Its really a question, do they stick to that . Is treason an issue, bribery, the issue of even going back to the mueller report. I think they need to be somewhat concise, keep it simple stupid, the old kiss analogy, keep it simple. I think the American People understand whats happened. There was a New York Times analysis of voters that i was frankly quite surprised by. It found at the top of voters concerns is actually impeachment. This is by nationscape. The New York Times says most people would give up their preferred outcomes on health care, the environment or taxes if it meant getting what they want on impeachment. It is an important issue from almost everyone. The data from the project of over 110,000 people nationwide to date suggesting the thing voters want to focus on right now is whether to impeach the president. First of all, does that surprise you that it is at the top of their list of concerns and what does it mean Going Forward . No, it doesnt surprise me. Its an indication of how donald trump has just consumed the political environment, consumed the political universe. Were solely focused on him. Our politics has become our media has become trumpocentric. This is something democrats need to understand, they have a window of the publics attention here and they need to continue to make this case. I agree with joe absolutely. I think concise is important. But i also think its important that they continue to make the case, repeat the case and point out the extent to which this president is doing something thats historically unprecedented. But keeping that information from the New York Times in mind, charlie, my question is will it matter . Even if they make the strongest possible case, assuming some smoking gun doesnt come out, but they move this forward in a very smart methodical way, are we just at a place where everyone is already entrenched . Almost everybody is entren entrenched. The question is, are there some of these persuadable voters. It may not be 20 or 30 , but it may be enough to make a difference. I dont think people ought to give up on persuading voters. Theres more evidence that can come out. I think there should be more testimony. I think there should be more subpoenas. We have journalists who are out digging into all of this. Do not assume that everything is absolutely in concrete. Youre right. The reality is were a divided country. A lot of people wont change their minds. Dont give up on the fact that there is a small and decisive number of voters who are paying attention to this. I think republicans seem to be counting on a couple of different things, that enough voters will buy that democrats overreached and theyll be happy with their personal finances. The jobs report came out this morning. Unemployment is at a 50year low. Youve got this new Morning Consult online poll that finds the president s Approval Rating is under water, and its stunning the number of crucial 2020 states hes losing in right now, iowa, wisconsin, michigan, ohio, pennsylvania. There are even more. He won those states, though, in 2016. Joe, do we take away from that that the republican argument isnt working, or are you in the camp of a lot of democrats who i talk to out there who get nervous whenever they see a poll like that because theyre afraid the democrats will get complacent . I think as Speaker Pelosi indicated yesterday and last night at the town hall, theres a lot of risk in moving ahead with impeachment. Shes made the determination that my former colleagues on the democratic side, that this is not just about the politics. You have to put the politics to some degree aside. Its impossible to limit it entirely from the equation. This is about whether we will continue to stand as a republic or not, and sometimes these issues find you. She wasnt looking for this. She didnt want to bring impeachment. She understands the risk. We understand the risk in those seats that are very marginal. At the same time i think its showing incredible political courage, and i think really patriotic courage to move forward with this process, despite the fact it may not work in your favor politically. I was just discussing this with our analysts. Is it something you think should be tightly focused or should it be a broader, more expansive list of articles of impeachment. I think we have to ep coup it focused, particularly on the urgency of the upcoming election which the president invoked in the july call when he asked a Foreign Government to involve itself in investigating his opponent. Whats the president exposed to . Hes exposed to a lot as relates to abuse of power, extortion, obstruction of congress, but also the enumerated offense of bribery which the founders laid out as well. So now we have the task of receiving the evidence of monday and writing up the articles in the following days. Let me make sure i understand what youre saying. It sounds like youre talking a lot of different articles of impeachment, but focused on one narrow narrative. Is that what youre saying . Again, right now were receiving the evidence. We know by using his office, your taxpayer dollars in involving a Foreign Government hes abused his power. The constitution lays out, also, the crime of bribery which the constitutional scholars earlier this week said is clearly there. He has not turned over documents that would aid us in the investigation, so hes ob strublted congress. So all of those are on the line. Thats a decision for the members and our chairs in the following days. You dont have a sense of that yet, even given everything you know, where you stand on this . We want to make it as focused as possible and also something that the American People can understand and really bring it down to the hearts and minds and just the gut check of right and wrong. He said were not whipping on this. Were letting people make their own decisions. Nancy pelosi talked last night in the town hall about members of Congress Talking to each other, coming to their own conclusions. Whats going on right now in terms of those conversations . Its all of them, but also were trying to get a Prescription Drug reform bill passed before christmas. Were all just stunned by what happened in hawaii and today in pensacola. We want the senate to bring up a background check bill as well. Do you think that can happen on the senate side . Are you hearing that that could happen . We are going to continue we had a vigil earlier this week for the sandy hook victims just to remind the senate that this issue persists and that were not going to rest until theres action. So it better happen, chris. My point is, yes, we have to hold the president accountable. Were doing that. Thats not the only thing were doing here. I guess one of the questions thats been raised is about walking and chewing gum at the same time, for lack of a better term, that impeachment is going to involve a lot of time, a lot of energy, certainly a lot of political energy. You mentioned some of the issues that are out there. Theres also this little thing about the budget, about funding things. Are you concerned about getting everything done. Were going to do everything we have to do on the house side. Over 250 bills are bipartisan bills that the senate has not taken up. We also expect the president to do his job even as this impeachment investigation takes place. So that means keeping his word on passing background checks. He said he would give us his position on that. We havent yet seen that. That means funding the government so people dont have to worry over the holidays if theyre going to get paid. Were going to do our job. He should also do his. I dont know if you were judiciously following the president s twitter feed yesterday. He kind of suggested whatever on impeachment. He seems almost resigned to being impeached and says do it now, do it fast. Thats what his message is to you on the House Democratic side. He has an option with the deadline looming today. Do your knowledge has the white house sent anything to your committee about whether it will participate in this inquiry . No. Chris, were not going to impeach the president as fast as hes asking. Were actually going to give him a fair process. But, if he has witness, if he has documents that could exonerate him, now is the time to send them because so far the evidence is clear, its powerful and uncontradicted. Endorsements generally dont mean much. What is the biden camp thinking they might get out of this or what might they get out of this. Is john kerry potentially a different case here . You know, its funny. Conventional wisdom would dictate that endorsements like this might matter. Thats the conventional wisdom of maybe 20 years ago. At this point john kerry who did very well in iowa he surprised people and i think he won iowa in 2004. He had a great close there. I assume theres good will for him there. John kerry is at this point a figure from a few cycles ago. I think what i guess theoretically what they might be thinking is that this could help solidify establishment support for joe biden. Thats not really where a lot of the energy is in this race and certainly in iowa. I think in iowa where a lot of the progressive activists seem to be driving where this race has been, and thats why Elizabeth Warren and Bernie Sanders have been strong there, and mayor pete has been good there. Maybe he wants to remind folks of the obama era. Obviously they both worked in that white house. And people who are tired of what were seeing now maybe. No doubt. I think john kerry is a normal see play in some ways. Hes more gray hair. Nothing against gray hair. If i had hair now, id probably have gray hair. Look, it does remind people of the familiarity of the kind of return to the america that joe biden wants to go back to, which ended a few years ago. Jesse, as i mentioned, they both worked in the same administration as you did. The kerry endorsement got a little buried yesterday by bidens confrontation with a voter. I want to play that for folks. Well, trump has been messing around in ukraine. You on the other hand, sent your son over there to get a job and work for a gas company that he had no experience with gas or nothing. In order to get access for the president youre selling access to the president just like he was. Youre a damn liar, man. Thats not true. No one has ever said that. So theres a couple of ways people are looking at this. One is he lost his cool. The other one is, hey, hes somebody standing up for his family, no bs. How do you feel the way biden handled himself in that moment helps or hurts him . Thats a grouchy moment. Plenty of gray hair to go around right now. I think most people see that as him sticking up for his family which is accurate. Hes fierce for his family. Thats most likely. I do think its a little tricky. You dont know how it really played in the room. But watching the clip, i think you just see hes a dad backing up his son. Is it a dad backing up his son . Is it just somebody frustrated that this narrative wont go away . Yeah, and the other part of it is, hes talking tough which is very joe biden. The norms have been broken around that in the Trump Presidency where people arent that surprised to hear somebody talking like that on the national stage. The former Vice President is also continuing to hammer home the argument that the president , President Trump is incapable of leading on the world stage. Im going to play a little bit of what he said in a sitdown with cnbcs john harwood. Im not happy the president of the United States got mocked. But what it says is we lack the respect of the rest of the world that we had in spades before. I dont think the president of the United States today has any notion of geopolitical concerns. Look, this is a guy who said and i thought at first it was kind of a joke and it wasnt. Remember he said this job is harder than running a real estate empire. He knows nothing about Foreign Policy. Mark, maybe im projecting a little too much. As im listening to that, if you see joe biden and john kerry after the president has been laughed at on the world stage in london, maybe, again, it sort of reenforces the whole idea of, oh, yeah, this is the way things used to be, and that was a lot better. Yeah. This was the america in large part that donald trump ran against successfully in 2016. Obviously theres a lot of energy and a lot of theres a lot there, and its a big part of the electorate. I do think that once you get beyond geopolitical concerns and Foreign Policy and words like that, this is very viscerally a guy getting laughed at. I think this works on two levels. One, john kerry and joe biden, say what you will about them, they werent laughed at. Two, everyone understands what it was like to be in high school. This was a high school moment. It geltz very visceral after a whiechlt i thought the biden ad that came out within an hour of that incident happening pretty much was very effective, one of the better moments hes had on this campaign. Theres also other 2020 here, a lot of criticism or concerns made jesse after Kamala Harris dropped out of the race and obviously she wont be on the debate stage, that now were going to look and not see the diversity we saw the first time. She will be gone. Castro has not qualified, and they are not breaking through in this top tier of candidates. Are you concerned about that . Do you look at this as the Glass Half Full . We have the most diverse field ever or the glass half empty, where are we now before the first vote is even cast . Im usually a Glass Half Full kind of guy. This is disheartening. I was waiting for senator harris to have another moment. A lot of people were. I hear from a lot of democrats that they were kind of a lot of undecideds who hadnt taken a strong stance, were waiting for her to fill this void thats existing of somebody who checks a lot of boxes, and i dont mean that in a superficial way. I just mean shes brilliant. She has an interesting perspective, an interesting life story and shes a woman of color. Women of chloroform the real base, the real core of the democratic party. So we were hoping she could be somebody to kind of carry the flag. And joe biden was snowing her in with support from the black community. There are two things with that. One is us who live and breathe politics, we always underestimate how few people are paying attention. I know thats hard to say on a network that people a lot of people are watching a lot of the time. Realize that most people are watching nightly news and cats being saved and daytoday stuff. Name id is gigantic. Thats not just black voters, thats all voters. The second thing is black voters are pragmatic. We dont always have the luxury to follow our hearts. Sometimes weve got to really think about what matters, and what matters is beating donald trump. There hasnt been a real case made by a lot of other candidates other than joe biden that they can do that. Karen, when nancy pelosi was elected speaker for the second time, there were plenty of naysayers. They thought she was too old. They thought fresh faces, fresh voices needed. Now i heard one person who was against her saying she is the woman for this moment. What is it that has her winning so much praise from her fellow democrats . She has a couple of things. One is this is something i think scholars of the office of congress and the office of speakership will tell you, she has probably a better understanding of the power that comes with that office and how to wield it than any speaker in modern history, even back to her first stint when she managed to get Barack Obamas entire agenda through the house. I think she has also a strategic sense that probably goes back to growing up as the daughter of the mayor of baltimore that was really unappreciated until people got the chance to see her perform with the sure footedness she has in this situation. That means making a lot of decisions. Politico says pelosi has tightly scripted every step of the houses march toward impeachment, whether to move forward, who will be in charge of the probe, whether to begin drafting impeachment articles, have been made solely by pelosi, then conveyed afterward to her 12member Leadership Team according to multiple lawmakers and aides who are regularly in contact with her. Im wondering what you think about how that strategy has been working for her so far and is this decision to keep control of it a good move in and of itself . I think when you have something both as historic as impeachment and something that encompasses so many different parts of congress, so many committees overlapping jurisdiction, you need to have direction come from the top down. Otherwise its going to be chaos. So i think what weve seen has been a very deliberate and thoughtful approach coming to the pre thanksgiving hearings with the intelligence committee, setting the stage, building the foundation, making the case for impeachment to where we are now with the Judiciary Committee and jerry nadler coming back into the picture to take this to the more formal impeachment process. I think thats what they needed to do. Otherwise it would have been different committees doing different things, no coordination. Ive been in the house when you have that problem. When they set up the house benghazi committee, part of the reason they did that, there was too many committees doing too many different things. It was a disaster internally. I think nancy pelosi has headed that off by taking control of this situation. She exudes that control at every news conference. But yesterday in a moment that went viral she got had a fiery response, and im not sure if well be able to hear clearly the questioner, but the questioner wants to know if she hates the president. Do you hate the president , madam speaker . I dont hate anybody. Representative collins i dont hate anybody, not anybody in the world. This is about the constitution of the United States and the facts that lead to the president s violation of his oath of office. As a catholic, i recent you using the word hate in a sentence that addresses me. I dont hate anyone. In fact, karen, she said i pray for the president. But the president tweeted back he doesnt believe her. He said she had a nervous fit. He doesnt think she prays for him. Should he have taken the advice the president have taken the advice she gave to the reporter, dont mess with me . I do think in this case it was a very rare thing for nancy pelosi. It was a very personal moment, a personal affront. She really doesnt let herself show that side of herself all that often. But i was raised a catholic. I do know in the catholic faith hate has a very, very specific meaning, and it is not a word that is to be used in connection with other human beings. Pope francis said a year ago its an extension of the fifth amendment, that hate is murder within your heart. I think the question that was asked you mean the fifth commandment. Exactly. Im sorry. The question, the way it was asked by the reporter, it was a question but a provacative question and it was an accusatory question. The logistical part of this is where we are, kurt. You wrote the speed of the democrats impeachment process could work against them. You saw the president tweet saying lets just get this over with. What do you think the benefit is of slowing down . Whats your argument about the timing of this . Well, one of the things that i thought was a little off base, during the pre thanksgiving hearings, we had so many hearings in a short amount of time, some days two hearings in the same day. It was impossible for even the most seasoned journalist following every minute to digest all that had happened and having to come back two days later to do it again. I think there are times democrats are stepping on their own message by not allowing the hearings to play out a little bit more over time so people can focus what was said by whom, and then turning the page to the next hearing the next day. When you have something as complicated and important as impeachment, you have to have a more clibive process that allows the American People to absorb the information. S. Ambassador to ukraine maria yoan know vich was recalled, that pattern suggests the context of the phone calls was probably about ukraine. What you have there is evidence essentially that calls to the white house are happening by Rudy Giuliani and others and theyre being done over unsecure lines. Even if its on and la line at the white house, if giuliani is speaking on a commercial cell phone, that opens up the telephone conversations to possible interference by Foreign Governments. Giuliani said before he was regularly keeping the president updated on ukraine. So thats another piece of evidence. Its not just giuliani, right . You report he gave his personal phone number to other World Leaders . Officials have told us that trump would periodically give out his personal cell phone number, the cell phone, he did it with british Prime Minister boris johnson, he did it with erdogan, the turkish leader as well as french leader emmanuel macron. Its not clear those leaders have then called trump on that cell phone in part because they concerns about interception and would want to have their governments secure a line at the white house before having sensitive discussions. Its our understanding that the president did give out his personal number. Its not like he hasnt been told there are these National Security concerns, right . I think it was john kelly who tried to get him to give it up. There are a lot of missing concerns. He was shown how easy it is to intercept a call an an unsecure line in an effort to try to get him to not use his mobile phone. What they decided on after that. That wasnt agreed to. They gave him a hardened cell phone, its a phone where certain things are disabled in order to make the likelihood of interception less. The key point here is the only way you can secure a phone call is if you secure both sides. So even if trump is speaking from a, quote, hardened cell phone or white house land line, p the other person on the line is speaking from an unsecure line, that opens up the call to interception. You see this in the course of the impeachment inquiry, theres a phone call that Gordon Sondland made from a restaurant outdoors in kiev to the president during which they discussed pretty sensitive ukraine policy matters that would certainly be of interest to russia and the kremlin.
