Official tells nbc news that hills testimony is stoking fear among the president s inner circle. Lets get to our correspondents covering the story this hour. Msnbcs Garrett Haake is on capitol hill, hans nichols is live at the white house. Garrett, ill start with you there on the hill. What are lawmakers hoping to learn today from fiona hill . Hill left the job at the time of the fateful phone call with ukraines president but she could tell lawmakers a lot about the leadup to it. Shes expected to describe the shadow Foreign Policy being conducted by Rudy Giuliani by going around the structures of the state department and National Security counsel and talk about the firing of former ambassador Marie Yovanovitch and talk about the way the white house was essentially preparing for that call or the overall posture the white house took on ukraine. If youre wondering when we in the public might learn more about whats being said behind closed doors in all of these depositions youre not alone. Republican members of congress have become increasingly vocal about that need for more transparency about a process thats gone on almost entirely behind closed doors so far. Heres jim jordan on the way into this mornings deposition. 432 members of congress werent present to hear the testimony from the witnesses that mr. Schiff has called. 423 members of congress who represent three quarters of a million people, who dont know whats dont know what frankly is going on and at some point theyre going it looks like theyre going to be asked to vote on this and that just seems to me exactly the wrong way to do this. Craig, those calls will probably get louder later this week when the rest of Congress Returns to washington. Remember, theyve been out for the last two weeks. So its just the members of those three committees that have been leading up this investigation who could participate, even if they so chose. I expect well see more calls from more of that transparency from republicans, at least beginning as early as tomorrow. Garrett haake on the hill. Lets turn to hans nichols at 1600 pennsylvania. Hans, what does it mean that hill is testifying under subpoena today . Did the white house try and block her testimony . Well, the white house made no public indication that they were going to try to block her testimony. Remember, last week with ambassador yovanovitch the initial line was she shouldnt testify and officials were saying shed be defying a direct order. With hill theres a slightly different dynamic. Shes left the administration. Its unclear what sort of Legal Authority the white house would use to prevent or to somehow curtail her testimony. We know that they have done with formers like don mcgahn, tried to stop her or stop him in that case from testifying. The question for the white house really is how are they going to respond when all this becomes public because its clear that the impeachment strategy, at least the defense, is just to let the president rip, have the president use his twitter feed and have him use public rallies the question the very legitimacy of this entire proceeding. Well see what fiona hill has to say, if she has an Opening Statement like we got from ambassador yovanovitch and what sort of areas she fills in. You get the sense the white house doesnt have a concerted legal strategy. Theyre very much focused on the p. R. Side of this. Hans nichols, thank you. Garrett, really kwiekly here, timing, do we know how long this thing will go today, when we might hear something . Its scheduled to go as late as 6 00 this evening. Most of these depositions have been allday affairs, we think they got a later start this morning, but craig they could be locked up in the basement for hours. Okay, Garrett Haake, well let you get back to it. Thank you, thank you, hans. Ill turn to chuck rosenberg, former u. S. Attorney and former senior fbi official and kimberly atkins, Washington News correspondent for wbur, both msnbc contributors. Ms. Atkins, what do democrats need to hear from fiona hill today to build their impeachment case . Fiona hill is not a central part of this of this query. But she is somebody who can support some of the claims that democrats are making. Essentially that donald trump and Rudy Giuliani were doing this operation and going around the officials within the white house and the state department to try to set up this sort of shadow diplomacy with ukraine that was built around pressuring them and to investigate corruption, meaning joe biden and his son. She was, as you said, not there at the time of that those Text Messages were exchanged or that phone call with donald trump and the ukrainian president but she was there for the leadup and she had complained about Rudolph Giulianis role during that time, complaints that she took to people like john bolton before she left so shes a key figure that when it comes to corroborating some of the other evidence that democrats may be amassing, and others. So while she herself wasnt a part of this, she can definitely shed a lot of light on the situation. Chuck, maybe you can clear this up here, fiona hill is testifying today under subpoena from congress. As we understand it she had agreed to testify before that subpoena even came. So why would a subpoena be issued in this situation . Well, it certainly gives her a little were protection. Its a lawful process. But more than that, craig, she may have wanted it. She may have wanted it in case the white house tried to take some retaliatory action against her. It covers her. So often when i was a federal prosecutor even when people agreed to provide documents to our grand jury investigation voluntarily sometimes they would ask for a grand jury subpoena just to give them that sort of lawful cover. So its not all that much of a difference whether she testifies pursuant to subpoena or not but it does give her that cover. Chuck, are there consequences greater for these diplomats if they ignore the demands of the white house to not testify, or if they ignore a subpoena from congress . Probably greater if they ignore a subpoena from congress. Look, you know, i think the important thing here, craig, is that the congress build a process to get facts, not to get certain people. Its always dangerous when we build processes to get certain people. And so as long as the congress is issuing lawful subpoenas and people are testifying truthfully the facts are what the facts are. They will come out. And i think its wise, particularly for people like ms. Hill or mr. Kent or mr. Sunderland to have a subpoena and to tell the truth. Its not that complicated. Gordon sondland is expected to testify on thursday, sondland sends a text message to the ambassador to ukraine saying there was no quid pro quo in the president s decision to withhold aid but a source tells nbc news that sondland is prepared to Tell Congress that he had no independent knowledge about whether or not there really was a quid pro quo and why that military aid approved by congress was being withheld by the administration. Sondland, the big donor to the trump campaign, how damaging could his testimony actually be for the president . It could be very damaging. It gets right to the linchpin of this question that the entire impeachment inquiry is based around is whether there was an attempt, specifically, to press the ukrainian president to investigate joe biden in exchange for aid. And just to the point that chuck was making, the saga leading up to sondlands testimony shows how people are, i think, understanding that there is a potential peril to not cooperating with this investigation. Its different from the Mueller Probe when it was basically just a strategy to stonewall. First, sondland, it was an indication he wouldnt testify and then it seemed like he was going to do so to counter Marie Yovanovitchs testimony, give the protrump side but now were seeing hes being very careful, hell be under oath and there will be consequences if he doesnt tell the truth in trying to distance himself from what he knew about the president s intent. Chuck, if you were questioning fiona hill what would you ask her in that closed door session thats happening right now . I just want a narrative, craig, i want to know everything she knows from the beginning of time until today, right, who did she work with, who did she talk to, what, if any, messages did she exchange . I fully expect her to tell the truth. She has a reputation as a serious, smart, sober person. And i just want to hear her story. I dont want to i never wanted to go into questioning as a federal prosecutor with an agenda. I wanted to hear the story. I wanted to hear everything. And you want to have the person in front of you so you can ask logical followup so you can gauge tone and demeanor. If they approach it in that openminded way, witnesses can tell you surprising things. If you watch or listen to this program on a regular basis, anita, im certain that you do, this is a question they have been asking for a few months now, how is it that Rudy Giuliani continues to be able to have the president s ear, continues to be able to go on television and speak on behalf of the president and the administration . Have we reached a breaking point . I mean, its a great question because we have talked to a lot of people who wonder the same thing and a lot of very prominent republicans are counseling the president to, as you said, dump him or get rid of him or at least sideline him from doing these very confusing, contradictory media interviews. Listen, you have to remember that the president and Rudy Giuliani go back decades, theyre both from new york, both have a similar personality when theyre in front of the camera. The president loves this combati combative style. She loves that Rudy Giuliani has this name since september 11th when he became a prominent figure in american politics. He loves all those things and you saw this weekend even after people were telling him to get rid of Rudy Giuliani, after theres been reporting hes under investigation himself the president went out on dwtwitter and went on a fox interview and stood by him and said he would continue to work with him. Part of what he said, part of the president on his buddy rudy. I just dont know if there is an investigation. Well. I just heard it. The New York Times is reporting i find a lot of things that you hear, they should look at other people. They shouldnt be looking at they should be looking at really bad people doing really bad things to our country. So no, i stand behind Rudy Giuliani, absolutely. He was, again, a crime fighter from day one. I mean, heres the thing, anita. You know, Paul Manafort and president bolted on him at one point, saying i barely knew the guy. Michael cohen, the president s fixer, lawyer as well, when he got in legal trouble the president jumped ship. It really is odd, the loyalty, that hes had for Rudy Giuliani. Well, i think partly its because of the loyalty Rudy Giuliani as more him. Some of those people, like michael cohen, turned on the president , he was feeling that and sensing that. This time around Rudy Giuliani seems supportive and loyal of the president is out there every day talking, tweeting about things that he feels like would be in the president s best interest. They may change if President Trump feels that Rudy Giuliani is changing his tune. Answer me this while i have you, the president s personal attorney, is Rudy Giuliani actually providing legal advice to the president or is he just the lawyer that goes on tv for the president . My understanding from people ive talked to is that its more of a pr strategy, and a political strategy. Remember, ruerue rudy allya knee isnt paid by the president. The syrian army now allied with kurdish rebels has moved into towns in the north, setting the stage for a confrontation with turkish troops and militias as u. S. Forces therewith draw. Nbcs chief global correspondent bill neely is on the ground, in the kurdish capitol. First of all, bill, how critical is the situation in Northern Syria . Reporter craig, its critical, its fluid, its dangerous. The immediate risks are a clash between Syrian Government forces whove moved in, and turkish government forces. In other words, a clash between the two countries. There could also be the risk of warplanes from syrias ally russia, in a clash with turkish warplanes. And also the possibility that yie isis prisoners could be released in this chaos. The speed of developments in the last 24, never mind 48 hours, staggering. Here are some examples. U. S. Troops are leaving, just a few days ago, they were with kurdish troop, those kurdish troops will now be absorbed into syrias fifth corps, and thats under russian control. So russia will literally be moving in to the space vacated by u. S. Troops. Secondly, the u. S. Counterterrorism operation, not part of syria, is in absolute shreds. Thirdly, president assad has made more ground in the last day than he has in the last three years with his forces moving closer to the turkish border. And finally, russia is now the undisputed power broker in that area, americas influence, americas leverage in syria has now all but disappeared, craig. Bill neely, it sounds as if the situation has deteriorated fairly quickly. Reporter yeah, very quickly indeed and youve now got turkish troops or turkishled troops facing president assads forces. And dont forget, these are not regular turkish troops. These are turkish militias. Theyre, in fact, the old free syria army, in other words, rebels in a new uniform. And theyre islamists, many of them. We saw very disturbing video yesterday craig of kurdish prisoners being executed by one of these groups. U. S. Officials tell nbc news that some of the turkish militias contain members of al qaeda, and old isis members. So assads forces are now facing a very old enemy, the rebels, and theyre also facing a very old external enemy in president erdogan. Remember, erdogan was calling for assad to be removed years ago. The two men loathe each other. So, you know, we are setting up here for a new twist in this war and its a very dangerous one. Our chief global correspondent, bill neely there for us. And evelyn farkis, an msnbc Foreign Policy contributor. Will, let me start with you, youre a veteran. Weve seen reports of u. S. Troop morale sinking over this troop pullout in Northern Syria. What signal does it send to troops who are sent in to do a job and then withdrawn quickly . Craig, weve heard from veterans and Service Members who are shocked and appalled by President Trumps betrayal of the kurds, and also really worried about what it means for our National Security, giving isis a new lease on life. It comes down to this. I mean, it is fundamentally incoherent what the values of honor and integrity and the ethos that drives our Service Members each and every day and makes our military the greatest in the world. And to your point on morale, we heard secretary mattis himself, yesterday, make the point that in an all volunteer u. S. Military morale is really important. It has a direct effect on our nations readiness as a military and also affects our ability to recruit and retain the best and brightest to serve in the u. S. Armed forces. Our Service Members dont need to agree with the president politically but they need to feel that their commander in chief is making decisions based on our best interests as a country and not his own personal and political motivations. Evelyn farkis, he heard the report from bill neely on the ground describing the situation thats worsened, fairly quickly here, just the last 24, 48 hours. Youre always really good about giving us that view from 30,000 feet. What are we looking at right now in that part of the world and how concerned are you . Yeah, i mean, i think this is a moral, military, diplomatic blunder, craig. And, you know, as bill said at the very end weve given up all of our leverage. Why are we there . Were there, first of all, to minimize the threat posed to the United States and our allies. By terrorists. Second of all to try to bring some stability to the region. If we now that were leaving we have no eyes on the ground in terms of what those isis fighters are doing, being scattered to the four winds and dont think that the u. S. Is impervious, that somehow they cant make their way here, god forbid, but lets be realistic. The second thing is the civil war itself will continue to go on. We have left our kurdish partners to be murdered and the blood is on our hands and weve created a new enemy as well. And then just to the geostrategic, obviously russia wins, assad wins, israel is now feeling the heat. This is very dangerous for them. And, again, then potentially more dangerous for the u. S. In a worse situation. Now, the syrian army has cut this deal with kurdish forces, moved in to reenforce against the turks. The first time the syrian troops have been in the northeast part of that country in more than a year now. Mark esper explained the impact of that move. We find ourselves as we have American Forces likely caught between two opposing armies and its a very untenable situation. I spoke with the president last night after discussions with the rest of the National Security team and he directed that we begin a deliberate withdrawal of forces from Northern Syria. And whats going on the consequence of that move, evelyn . Well, its not a deliberate withdrawal. And its a withdrawal that was forced upon our forces by their president , by their commander in chief. It was President Trump who said come on in, turkey, basically on the phone to president erdogan. That, then, started the parowho process of putting our troops at risk. I taught marines for four years at the command and staff college. Our colleague who represents the vets can attest to this. The most dangerous part of the military operation is for withdrawal. This is a bad, a very bad situation where its publicly announced, and they have limited choices and they have to withdraw in extremists. What is it about the withdrawal that makes it so dangerous . Sure, i mean, as evelyn mentioned, the fact that the president put u. S. Troops at risk and the turkish have been emboldened to bracket artillery fires around u. S. Troop locations and i think for our members veterans, Service Members who have served overseas, that type of disregard for the safety of american soldiers is unacceptable and is going to drive veterans and military families to go get involved in our political process, to organize, run for office themselves, and make sure that we finally elect a commander in chief who is truly deserving of the service and sacrifice our men and women in uniform show each and every day. Evelyn, have we also inadvertently here put isis back in business . Yes, craig. Undoubtedly. I mean, some of the most seasoned fighters were there in these prisons. The other thing, of course, are those families, about 60,000 families held there. We also are probably going to be privy to more human rights violations, while many of these fighters and their families should have been imprisoned. They should not be slaughtered and im afraid that russia and syria are going to do exactly that. They will take retribution on the ones that they see. The stakes could not be higher. It was the most its going to be the most crowded debate stage yet and its going to happen in a critical battleground state and also the first debate since House Democrats announced their impeachment inquiry into President Trump. Im joined now by nbc news road warrior all warrior, what do we know . The dynamics arent all equal for everyone on the stage. All 12 candidates on stage come down on the side of moving forward with the impeachment inquiry against the president. And then the second thing is the fact that theyre all contending with the fact that this impeachment inquiry, the focus on it has sort of suspended the field in amber, freezing it in place with those three candidates at the top of the polls, warren, biden and sanders. But the characters on this debate stage, someone like joe biden has a much different landscape than everyone else on the stage. Hes pretty central when you think about how this impeachment inquiry came to be. When President Trump was on the phone he was talking about joe biden and his son hunter biden. Despite the fact using it as a rallying cry since despite the fact that theres no evidence that joe biden did anything improper. You look at someone else on the debate stage for the first time on tuesday night, Billionaire Tom Steyer who about two years to the day has been pushing for the need to impeach this president , pressuring democrat leaders and democrats on the hill to move forward. Hes there now. Now that hes on the stage, im interested to see if he tries to make this the central message or broadens himself out. Theres the question of where we are. Were in ohio, a state that President Trump won, largely because of his focus of messaging on jobs and the economy. Im interested if democrats make their message about that and impeachment or how well they can juggle those two things. Thats what i asked the Democratic Party chair here last night. Listen to what he told me. At a certain point when the man is going to selfimpeach you can cant sit back and hold back. People respect it in ohio that, yes, our voters want to hear first and foremost what youre going to do to save the plant in lordstown, health care, and failed promises all over the state. At a certain point, as the speaker said, if the president s going to selfimpeach you have to act, you know, consistent with your oath to the constitution and thats what theyre doing. And i think ohioans see that for what it is. And, craig, weve seen, as the 2020 candidates have been on the campaign trail over the course of the last three weeks, that they are doing that juggling act between talking about the messaging points and the issues that they want to talk about, while also talking to reporters and voters who asked them about holding the president accountable. But if you also just look at where the dnc has been having these debates we started in florida, we moved to michigan, texas, were going to be in georgia next month, obviously were in ohio right now. The map is part of the message there. Those are states that i talk about with operatives on both sides of the aisle that theyre interested in seeing how they go in 2020. The fact theyre having these debates does tell the story that democrats are interested in planting the flag in these states, showing theyre important in 2020 and how theyre planning to organize in them, craig. Alivitali, thank you very much. I have the anchor and executive producer of nprs latino usa. Ali mentioned hunter biden, how hes been a target of the president and his allies. Hunter biden announcing hes stepping down from this board of a chinesebacked private company, says it through an attorney and went on to say this about a possible biden administration. Hunter will readily comply with any and all guidelines standards President Biden may issue addressing purported conflicts of interest or appearance of such conflicts. Hunter will agree not to serve on boards of or work on behalf of foreignowned companies. Doug thornell, what do you think about his response . Is this the right thing to do or simply just having the conversation on President Trumps terms . Well, its the right thing to do but i think, look, i think it shines a light on the fact that President Trumps kids, as we speak, are doing foreign deals right now. You have his you know, you have his daughter and his soninlaw who are in key positions in the administration, and he interceded for security clearances for his soninlaw. He still has yet to turn over his tax returns. Were dealing with one of the least transparent, most conflicted president s in the history of this country. And i think democrats need to focus on that. All of this stuff about hunter biden which has been looked at thoroughly and examined is nonsense. We have to keep the focus on this president , abusing his own power for his own selfinterests. We can look at ukraine and many other instances throughout there presidency to prove that. Doug, from a strategy standpoint here, as you point out, theres been no evidence of any wrongdoing. Just the optics of hunter biden getting off this board if hes done nothing wrong, no clear conflict, doesnt that just play into the president s hands and his supporters hands, now wont he just say, well, see, i told you, i told you there must have been something wrong, look what he did, he stepped off the board . Trumps going to say whatever he needs to say to help himself. Thats true. So i think maybe you could look at the minneapolis rally and how sort of dangerous that rhetoric was that maybe that was a triggering point for Hunter Bidens lawyer to say something. But the fact of the matter is, is trump will say and do whatever he needs to do to help donald trump. And hunter biden is like millions and millions of americans out there. He is someone that the president will step on to advance his own interests. And if its not hunter biden its going to be someone else. So i dont think thats necessarily the way you need to look at it. I think you need to look at it as a president who is struggling right now, he doesnt have a message, his allies dont have a message, hes looking at poll numbers that are sinking. And hes going to do and say whatever he needs to say to help himself right now. Maria, lets turn to the debate tomorrow night here for a second. We saw the visual of the folks who are going to be on that debate stage, tom steyer for the first time, and also tulsy gabbard tomorrow as well on that stage. Make or break moment for some of these candidates, barely polling at all . Potentially. Yeah. Make or break. I think whats important at this point and by the way, happy National Indigenous peoples day, were on wanapi land, and for everybody who celebrates columbus day, bravo as well. Look, i think that what we are witnessing right now is like democracy on fire. Some people get very upset about the fact that theres an impeachment inquiry going on. They get very afraid of that. There was a recent axios report that basically said people some people in ohio that they talked to are a little bit nervous about impeachment. I actually think when you think about ohio what were not talking about is the 11 of africanamerican voters and the 2 of latino voters that in the next upcoming election could actually swing the state. Theyre a small percentage. Atatiana jefferson was baby sitting her 8yearold nephew when Police Responded to a call for a welfare check at the house. For some reason an officer opened fire, killing jefferson. Gabe gutierrez is in neighboring dallas where the family is about to hold a News Conference. Gabe, what do we know right now . Reporter hi, craig, that News Conference is set to get under way in a few minutes here at the offices for the family attorney. Also today, the Police Officer involved in this shooting is scheduled to be interviewed by the departments major crimes unit. We want justice. Reporter this morning a community dandiemanding answers she wasnt killed, she was murdered by the fort worth. Reporter and the family devastated. These are the people that are supposed to protect us and theyre not doing so. Reporter the shooting death of 28yearold Atatiana Jefferson shot in her own home. Major ramifications for all involved. Im calling about my neighbor, the front doors have been open since 10 00. Reporter Fort Worth Police say that 2 00 a. M. Call from concerned neighbor james smith to a nonemergency number prompted a dispatcher to send an officer to investigate. The white male officer who never identifies himself as an officer is seen on body cam Walking Around the outside of the home, shining a flashlight on the walls and doors. He then approaches a side window, and opens fire within seconds of drawing his gun. Put your hands up, show me your hands. Jefferson was pronounced dead at the scene. Police say a gun was found inside the home, but its not clear whether it was anywhere near jefferson. Her familys Attorney Says jefferson was simply at home baby sitting her 8yearold nephew who described what happened. They were playing and having a good time and then they suddenly heard some people in the bushes outside. She went to the window so see what was going on. And moments later she was shot. Reporter jeffersons sister amber is the boys mother. What kind of training is that . What kind of training is that . You dont announce yourself. Reporter again, a News Conference with the victims family is set to begin in just a few minutes. Emotions here in this community are still raw, after all, it was about two weeks ago that amber guyger, the former dallas Police Officer, was convicted of murder in this community. Of course, this happened in neighboring fort worth. The officer involved in this has yet to be publicly identified but were told that he has been with the force since april of last year. He is now on paid administrative leave and were set to hear from fort worth pd this afternoon. Craig . Gabe, really quickly, april of last year with that force. So many questions here. But do we know if he was a Police Officer with another force before that . Was he with another department or do we just not know that yet . Thank you so much for having me today. Has the historical significance sunk in yet . Not yet. Its been very humbling and somewhat surreal to get all the phone calls and congratulations from across the country. We didnt run to make history. We ran to make a Better Future for the city but we didnt realize the impact it would have on so many people not just here in montgomery but beyond here as well. You didnt just win. We should point out that you won in a landslide. 67 of the vote. For folks who dont follow montgomery politics closely, what was the driving force behind the size and scope of that win . I think the vision of opportunity and the message of unifying the city behind our potential rather than our past. I think that we focused on what we believe we could do together versus what has kept us apart in years past. We just really had a positive message that we took to all corners of the community, really emphasizing what we want montgomery to be and not what maybe some people may think it is or think it was. One issue especially prominent in the Africanamerican Community continues to be the relationship with police. Just saturday there was another africanamerican woman killed bby police in ft. Worth, texas, in her own home. Botham jean killed in his own apartment. How do you plan to address the relationship between the police and the policed in montgomery . That was a cornerstone of our platform, was building the trust between our Police Department and the community in making sure that our Police Officers are getting out of the cars and getting into the community and theyre doing things, being very active with whether it be coaching and volunteering, hopefully living in those communities and just making sure were listening to our citizens as well about what they think is needed and making sure there is a clear line of communication. Thats so important that the trust be restored and that both sides understand whats needed in todays age of making sure our neighborhoods are safe but also making sure our police and our neighbors have a great relationship. All politics is local, of course, but there is a president ial campaign that is well underway. One of the things thats going to loom large over that debate stage tomorrow in ohio, impeachment. Do your constituents care at all about impeachment . What are they telling you about that . My constituents arent talking about impeachment. Theyre talking about economic opportunity. Theyre talking about Kitchen Table issues, things that really impact them from being able to earn a livable wage to how do they necessarily evolve in this 21 sst century Knowledge Based economy. Theres not as much talk about impeachment in montgomery as much as this is what does the feature hold for us as a exhi t community and a city.
