The focus tonight is going to be on this barrier here in el paso. It stretches about 40 miles, depending on where youre standing. It is anywhere from 16 to 18 feet long. President trump is going to aim to make the argument that this barrier makes el paso safer. It is an argument he first started to lay out during his state of the union address. He got some backlash. Lets take a look at what the president said and remind our viewers. The border city of el paso, texas, used to have extremely high rates of violent crime. Now, immediately upon its building, with a powerful barrier in place, el paso is one of the safest cities in our country. Reporter now, the last part of that is accurate. It is considered to be a safe city. However, craig, heres the fact check on that, from Fact Checkers and from the locals who live here, the crime really started to drop in the years before this barrier was built, starting in the late 1990s. This was a trend that started not because of this barrier but because this community started to get safer. Now, all of this comes, craig, at a critical moment. Lawmakers over the weekend saying that, essentially, those talks to avert a second Government Shutdown are stalled. Stalled for two key reasons. They argue over how much funding theres going to be for the border wall. Now, a new reason. Detention beds. Democrats want a cap on how many detention beds there will be for people arrested by i. C. E. Agents. Republicans dont want that cap. They say it is going to tie the hands of i. C. E. Agents. A critical moment as President Trump prepares to hold this rally here later on tonight. What time is the rally set to get started, kristen . Reporter well, it is going to get started at 7 00 local, craig, so thats going to be 9 00 your time. It is a little bit late. Beto orourke, and i know garrett has the preview to all of this, is going to be getting going about the same time. It is going to be quite the splitscreen. It seems he is inviting the comparison between him and the president , at least in terms of stage craft. Does it not . He does, craig. I am not a betting woman, but if i were, id say in the never couple of weeks, were going to see beto orourke throw his hat in the ring for the president ial race. I mean, lets not forget, even though he lost to ted cruz, he lost by 3 Percentage Points in super deep red texas. That is a win. He is a moneymaking machine in terms of fundraising. Also, i was thinking back to the concession speech of the 2018 election night. It really wasnt a concession speech. It was basically a tv to be continued. I think this is going to be a crucial platform for beto orourke and also for the Larger Forces of saying, we dont want a wall here in texas. We dont want a wall here in our country, blocking us off from mexico. I think this is going to be a really pivotal night for democrats and for beto orourke, in particular. Garrett haake is also in texas. He is in el paso. He is with beto orourke. What can we expect, Garrett Haake . What do we know about this rally that orourke is holding tonight . Reporter yeah, craig, im a few miles down the road from where kristen was along the border wall, as well. I can tell you that orourke takes this issue personally. The call out of el paso was almost designed. It couldnt have been better designed by President Trump to get the orourke camps attention. This is someone who represented this city in the city council for a number of years, for three terms in the u. S. House. People here in el paso, not just orourke, but people here in el paso were offended by the way the president has talked about their city. So putting this rally together, youve seen some pushback on the idea that this is against the president. Theyre very careful to say that this is a rally tonight that would be for the city of el paso. The idea would be to try to define the city of el paso itself and not as what the president has tried to define it, as somehow a dangerous city that was somehow saved by the wall you see behind me. The idea that this is politically important for orourke really cant be understated. His candidacy in the senate for the Texas Senate Race caught fire, in part, because he was able to draw and inspire these large crowds. Hes been off the political map since really the first week of november, with the exception of his speech or his interview with oprah. The opportunity tonight to draw a massive crowd again, to show people again his ability to inspire will be a big political moment. The coliseum the president is speaking in tonight holds 6,000 people. If orourke can draw a number bigger than that here in his hometown, if he can get 10,000 people in the secrets, thats the kind of thing that could reignite the speculation and interest in him running for president. If he cant here in his hometown, it could do exactly the opposite. The stakes are high for him personally. The stakes are high for the city of el paso, a place that very much wants to push back against the way they have been characterized nationally over the last few weeks. Craig . Garrett, is it true that orourkes rally is actually going to be marching past the trump rally . Reporter its going to come pretty close, craig. I can tell you, i just got off the phone with the El Paso Police department. They are still trying to work out the logistics of how they want to handle this tonight. As you well know, the way that Something Like this goes sideways is if very protrump and very antitrump groups get too close to each other. Things can get a little hairy. A lot of Big City Police departments have face thd conceco the concern, when the president is in blue cities in the past. Were watching the security situation. Well, i think what youre seeing, too, this has as much to do with whats going on in washington, with the budget negotiations going on, whether well have another shutdown or not. Trump is itching to get involved. Hes itching to get out there and deliver his what he considers his message to the American People. I think youll hear a lot of remarks tonight that will try to lay the groundwork for blaming nancy pelosi and Congressional Democrats if another shutdown happens. He started this on twitter this morning. This is as much about the theatrics of the border and the shutdown negotiations as it is a political play. Really trying to lay he got blamed so badly, craig, for the first shutdown. He actually said those words in the oval office. Public opinion was so hard against him, he wants to make sure that if we have a second shutdown, those optics arent the same the second time down. We did seem to be moving toward an agreement. It seemed, to a lot of folks, we were moving toward an agreement. Kurt, as you just mentioned there, this morning, more talk of a shutdown. Heres what was said. We cannot definitively rule out a Government Shutdown the end of this week . Absolutely cannot. I do expect the president to take some kind of executive action. A National Emergency is part of that. A new issue has come up in the last couple of hours. There has been talk that democrats want fewer detention beds. I think were going to end up with something that deals with detention beds. I promise you this, donald trump is not going to sign any bill that reduces the number of bed Spaces Available to hold violent offenders who come across our border. Kurt, do they reach a deal this week . I dont think they do. Again, i think trump is laying the groundwork for that. In some ways, he almost wants, i think, a redo of the first shutdown, because it went so badly against him. He wants another fight about it, but he wants it to be the democrats fault, not his fault. I think whats why youre seeing the theatrics. Criticisms trump got last time from republicans is he was alone in the oval office and the white house tweeting about it, not engaging the American People on the road, making his case. This is the first step of doing that differently the second time around. I think theyre expecting a shutdown to happen. Thats probably the reason hes going to el paso. Victoria, this latest holdup involves a demand by democrats. This is the washington post. The democrats proposal included a new limit on detention beds for immigrants picked up not at the border but in the interior of the country. Republicans want to exclude a range of immigrants from the cap. These would be people convicted of or charged with a variety of crimes, ranging from violent felonies to misdemeanor drug offenses. Why not allow the exemptions, victoria . Why risk another shutdown . So let me give you a little bit of political context here, craig. So when President Trump came into office, he did away with the pep, the priority enforcement program, something that was put into place by president obama that said, look, not all immigrants are the same. Weve got our violent offenders. We have people with multiple misdemeanors. We need to prioritize how were going to go after them. Trump said, i dont care. What the democrats are doing now, and where theyre putting the pressure on is saying, he did away with this, but lets get it back through putting a cap and saying, look, theres only a limited number of beds. Lets focus on these most violent offenders, the most violent criminals. This is a really important piece for democrats in kind of bringing back obama era organization in dealing with immigration. I think trump will be firm on this. He knows his base feels very strongly about this. They dont want him to give an inch. Someone inside the white house once again appears to be leaking information regarding the president s daily schedule. Axios, its the second such leak of his daily schedules. Governor Ralph Northam resisting calls for his resignation over racist yearbook photos. There is talk now of impeachment of Lieutenant Governor Justin Fairfax over charges of sexual abuse by two women. Fairfax, for his part, denied the charges. Northam, as of now, is not calling for fairfaxs resignation. These accusations are very, very serious. They need to be taken seriously. If these accusations are determined to be true, i dont think hes going to have any other option but to resign. At this time, do you think he should resign . Justin fairfax, there was a virginia delegate who was expected to file articles of impeachment today. Now, were hearing thats been put on hold. What happened . Reporter heres the story, on friday after the second Justin Fairfax accuser came forward, this legislator, patrick hope, went before the cameras and threw down the gauntlet, craig. He said if Justin Fairfax doesnt resign by monday, ill introduce articles of impeachment. Monday morning rolls around, and patrick hope backtracks. Heres a statement in which he explains his thinking. He said late in the day on friday, i allowanced if Lieutenant Governor fairfax did not resign by today, i would bring articles of impeachment to the house on monday. On sunday, once language was finalized, i circulated a draft of the resignation to members of the caucus for feedback. I received an enormous amount of thoughtful feedback, which led me to the conclusion that additional conversations need to take place before anything the filed. Mr. Hope says he received sincere and thoughtful feedback. Im told by some democrat house members that that feedback was angry. In part, because they thought that this move to impeach fairfax was premature, since there hasnt been an independent vetting of the allegations. It is also true this Virginia Legislature is a parttime legislature. This session is on track to end by the end of the month. The lawmakers, for the most part, are focused legislating, not impeaching one of their own. It is on pause. Governor northam indicating in the interview with gayle king hes not going to step aside. He continues to bring attention to what some are calling his racial insensitivity. This is part of what he said during the interview. Take a listen. While he might have been right on the facts, he was certainly tone deaf politically to refer to slavery as indentured servitude. There has been a disconnect between people and the politicians. The entire democratic establishment wants Governor Northam to resign. When you talk to people here stree people have a more nuanced view. Virgin virginians, overall, 47 stay on. 47 stay stay step down. When you break it out by race, africanamericans, there is an overwhelming majority of africanamericans, at least showing up in the polling, saying they want Governor Northam to stay in office. 58 to 37 . My conversations back that up. Black folks here in richmond, they express pragmatism. Look, weve been through worse. Weve seen worse. Governor northam is worthy of public redemption. He is not the man today that he was then. What i think is also interesting based on my conversations is that no one ive talked to seems to buy his story. They think hes either one of the two men in the photo, and they think he knows precisely how it ended up on his yearbook page. That i a sidaside, as governor, deserve rves a chance because h embraces what they embrace. How much of this calculation is based on what his Lieutenant Governor is dealing with, and by the way, the attorney general mired in controversy, as well. The same way that senator harris now, what, three weeks two weeks into her candidacy, is having to answer for her past criminal justice stances. Nancy, Elizabeth Warren came out swinging over the weekend. She used the word fight 28 times during her announcement speech, by our count. She also took on the president in a cedar rapids Campaign Style, suggesting he might be in jail before 2020 rolls around. That prompting this response from senator warren. The time we get to 2020, donald trump may not even be president. In fact, he may not even be a free person. Is that what democrats want, nancy . Yeah, i think the democrats face a difficult path heading into 2020, figuring out how to handle donald trump. Youre right, they won the midterms and took back the house largely by not getting into the boxing match with trump and focusing on policy issues that distinguish them from the republicans, like health care. So i think that because the democratic field is so wide open at this point, and were just seeing candidates declare their campaign, it seems like almost every day, were seeing people take a much different attack. Amy klobuchar over the weekend, for instance, definitely addressed some of the policies of the Trump Administration in her speech but did not mention him by name. Elizabeth warren is taking the track we just saw, where shes trying to fire up her base by calling trump out. I think this is something democrats will have to contend with over the next two years. I was going to say, although, we have to keep in mind, senator warren, of all the people in the race, has been doing battle with candidate trump and President Trump over twitter and from the campaign trail during the 2016 race. From my perspective, what senator warren did was just be herself. It shouldnt be lost on anyone, it is a crowded field, but it is a field full of women right now. A pivot moment for the country. Is this a direct response, nancy, to President Trump, and who do we surmise the president might most want to run against . Well, i think the number of female challengers is a rebuke to the Trump Administration in many ways. We saw a Record Number of female candidates win, and we saw them in the state of the union in suffrage white suits, celebrating that. I think the Trump Campaign, the white house is most watching senator klobuchars campaign. They see her as a threat, given her midwestern roots, and also her popularity in minnesota. They feel like she could make in roads into the key 2020 map in states they need to win. Like minnesota, ohio. They need to run against warren, because the campaign feels they can paint her as a socialist, someone far left, someone overly progress iv progressive. They are excited to run the playbook on her. Allegations ahead of klobuchars announcement. Defending herself yesterday, she said she had High Expectations for those who work for her. How much could these allegations damage the campaign, or is this something folks arent talking about two months from now . Could be one of the things people arent talking about two months from now, or if they are, it is to push back on the idea that only women politicians or women senators are difficult to work with. I cant remember the last time you, i, anyone on television talked about how difficult a male politician or certainly a male senator, and especially one running for president , how difficult they were to work with, and how that was a ding against them running for president. To my mind, anyone difficult to work with, who rises to the level of being a United States senator, to me, says they are exacting. They have high standards, and they demand people who work for them have the same standard on meet them. I dont think well be talking about that line of argument against her two months from now. Her speech again was one that, i think, acquitted her well. People will be and are talking about the substance of her speech. I think thats where we all should be focused in talking about all of these candidates, especially the majority of the candidates in the race, who are women. The New York Times reports details disclosed in a tra transcript of a closed door hearing suggests the special counsels investigation is pursuing the central question of whether there was some kind of deal or collusion between russia and the Trump Campaign. Lets bring in a former watergate prosecutor, also an msnbc contributor. It focuses on the comments of alan wiseman during a discussion of contacts between Paul Manafort and kilimnik. Kilimnik has been linked to investigator investigators, russian intelligence. How key to the investigation are his ties to russia and ukraine . According to mr. Weisman, it is key to their investigation. It goes to the heart of what their jurisdiction is. It is looking at whether russians interfered in our 2016 election, and whether any americans were involved in helping them do that. They are alleging the lies mr. Manafort told which ended the plea deal relate to the key element. They say the conversations are about what happens with ukraine, and kilimnik and manafort were plotting how to bring peace, which is what the russians wanted. They were doing the russian bidding. Several things need to happen. One, because of the redactions, it is always a little hard to read into the comments by weis ma man. We dont have all of what he said and we dont have all of the defense side. There are significant clues. We need to get all of the facts together. When press bed by the judge the hearing to explain why manaforts ties mattered, the times reports weisman hinted about the investigation. This goes to the larger view of what we think is going on and what is the motive here. This goes very much to the heart of what the special counsels office is investigating. The times adds weisman did not elaborate. What do you take from the comments . Is it clear the special counsel is trying to draw a link between the president s campaign and russia . Definitely. It is obvious when you have the Campaign Chairman involved in it, and all the other members of the Campaign Team who were involved. Even the administration, because flynn was in the administration. In the inauguration, gates served as the campaign and the inauguration. I think what it is really hinting at is what is the motive here . Why would the russianings ha ha helped . It seems to be, it was a quid pro quo. It proves very much if you can bla establish the motive, the russians wanted something from trump. They wanted to get rid of the sanctions hurting them. Of course, it was hurting trump, as well. It made doing business in russia a problem. It is a Trump Organization interest. Doesnt matter. If thats what donald trump was doing, what manafort was doing to help him establish further consulting work for himself, or to help the Trump Organization, it is a quid pro quo the American People should know about. How real is this a possibility it leads back to the white house . It is a real possibility. It is important to be extremely clear about what it is we think we know and what we truly dont know. What we think we know is Michael Sanchez, the brother of the woman that bezos appears to be dating, that hes the one who supplied ami with these texts, with these stolen texts and photos. What we dont know, however, is why he did this. Who asked him to do it . What he was paid or what he was compensated for doing it. Why ami seems so interested in making sure that bezos doesnt suggest that the leaking of the initial information, that he had a mistress, was politically motivated. A lot of people are considering the possibility that this all ties back not just to the Trump White House but to saudi arabia, the possibility that ami is working on a business arrangement with saudi arabia, with the crown prince, and that they didnt want anything to come between that business relationship. At the end, ami wasnt asking for money, but it might all come down to money, their financial relationship with the saudis. We know ami has faced financial challenges here in the past, including mounting debt. You also wonder whether taking on jeff bezos, whether this is going to lead to what happened previously. Theyre asking for a statement from the bezos party that might be financially valuable to them. Theyre asking for information. One level, this is basically informational warfare.
