The markets reacting to the president s twitter tirade. The dow now down significantly and reacting to chinas high tariffs on u. S. Goods and President Trumps dayslong attack on amazon. He doubled down saying only fools, or worse, are saying that our money losing post office makes money with amazon. They lose a fortune and this will be changed. Also, our fully tax paying retailers are Closing Stores all over the country. Not a level playing field. So then you have this trade war escalating between china and the u. S. China slapping higher tariffs, up to 25 , on 128 different American Goods including pork, aluminum scrap, wine, fruits and nuts, about 3 billion in u. S. Imports. Chinas retaliation is in response to the Trump Administrations 25 charge on imported steel and 10 hike on aluminum last month. Joining me from the white house, garrett haake, ali velshey and josh varrow and charlie sikes. To garrett to start. So the president has repeatedly touted the success of the stock market, the success of the economy. We hear him when he goes out and speaks in places like we saw in ohio. So what does the white house say when we have a day like today and it seems to be responding to what hes doing on twitter. Reporter so far no word on the stock prices. The bottom line for member messaging, stocks only go up. They talk about the market when its booming but not on the way back down and they dont typically engage in the way the president s commentary may or may not have affected it including these comments about amazon which continue to be driving their stock prices down. And, ali, we closed the worst quarter in two years, the first day of the second quarter, were off to a rocky start. How worried should we be . I typically say there isnt a two in front of the percentage on the left, im not worried. Its in higher numbers. I am worried because there is a two in front and its for not the right reasons. This isnt just a market adjusting itself. Im comfortable with the one or two point moves. This is a couple things that are happening at the same time. One this potential trade war. If you look at some of the stocks down in your own portfolio, youll see companies that do a lot of trade with other countries. American companies that export things all over the world. So investors are getting worried this trade war is real and could escalate and then youre seeing the Technology Stock suffering right now including amazon. Now some of thats been a couple weeks old because of facebook. They started a bit of the trend. Now the pressure on amazon is taking down an entire sector. There are a lot of things that many of which have to do with the president that are affecting this market right now and i would say that this is a day when 500 points or 2somethingpercent concerns me. The white house when asked about it, delink these two things, the president s tweets, from whats happening in the market. Yeah, the market moves around and very often a president is able to say, look, the market goes up and down. I dont control the market. Hes trying to take credit and, frankly, a number of things during his presidency that have affected the stock market in a downward direction and the tax bill was a positive for stocks, regardless of what its effects on the overall economy. There was a huge bump in Consumer Confidence when trump got elected and mostly because republicans felt much more confident. Small business owners, theres a case to be made that there was a positive confidence cycle there where people felt better about the economy and, therefore, they were more willing to spend and invest and that is a selffulfilling prophecy and the economy gets somewhat better. The flip side is really this stock market drop is clearly linked to the two news stories the president created. Theres the amazon story, although i think the trade story is the bigger one. Probably true. Amazon stock is off about 5 but walmart is off about 4 . And walmart is a trade story. Not a tech story. And you could have had a theory where the president will take on amazon and change their deal with the post office and change state and local. It could be good for people who own shopping malls, brick and march tore, fedex, but all those stocks are down. Bad for everyone. The people looking at this and worried about their retirement or people retiring today, charlie, or the average American Worker who is doing their best to pay their bills but also put a little money aside for retirement, a lot of what he tweets seems to be trying to play to his base, but are they wise to this . Well, you know, larry kudlow is on the job. He needs to walk down to the oval office and tell the president , you need to stop this. You are cutting yourself off at the knees. These vindictive attacks on Companies Like amazon are undermining the strongest thing that you had going for you going into the midterm elections which is this growing economy in the sense of optimism and larry kudlow needs to make it clear to the president as much as he likes tariffs, no, trade wars are not easy. Nobody wins trade wars and this would be one of those moments where, again, the president all of this is selfinflicted. The markets have been remarkably immune to the chaos in the white house and the erratic behavior but theyre reacting now in a very, very negative sense, and i think this would be a moment for other republicans to stand up and say, mr. President , vindictively attacking private companies, major employers, starting a trade war, this is not what you were elected to do. You have to wonder, ali, the people who are farmers in iowa who supported him, cant be happy. But china did this by design. The things theyre putting tariffs on are meant to hurt people who voted for trump. Both josh and charlie have made the point this is a little bit selfinflicted. I would not advise the president to take credit for rising markets because if you live by the sword, you die by the sword. He did do it and had reasons for doing it. He believes he can do both of those things. He believes he can take credit when its good and he can reject it when the news is bad. You talked about somebody who might be retiring today. Thats one thing i can tell, if your markets are going down because the president is putting out silly tweets, that would bother me. Thats the kind of thing we should worry about. If we can avoid these kinds of pitfalls, the reason the market is paying attention now when they havent been paying attention to other policy matters is because trade is a thing that goes on irrespective of politics. It goes on over the centuries. It tends to be less partisan than other things. Now the president is messing with something. In fairness some of it requires messing with china, is not a good player in trade but theres a sophisticated way to handle this. It needs a stiletto and hes using a jackhammer. Not to tweet something people dont know whether its a change in policy or if its something where youre venting. Correct. And i think we had a situation where you had a rex tillerson, you had a gary cohn that warned the president about the impact of doing things that would start to escalate the trade war that were seeing now. I heard you, ali, and stephanie asking the question on your show about why now . Because there is this incredible tumult of tweets, the number of tweets over the last several days, i dont know, is hope hicks not there anymore by his side diverting his attention or being there to be a sounding board so he doesnt have to go on twitter . Whats going on . I think throughout his presidency there have been a lot of groups that have had to decide how seriously to take the president when he says things and stock investors are one of those groups. There are certain things the president has said that have been shrugged off by the markets and everyone else because they dont think theres policy behind it. Now that hes out there imposing tariffs, theres an accurate sense the president has gained more control over the Economic Policy agenda coming out of the white house, not doing what paul ryan or Mitch Mcconnell will send him up to rubber stamp. He wants to pursue his own agenda and he has talked about trade protection. There are other issues where the president didnt seem to have a strong ideological position. Hes been a protectionist, thought the trade wars were good. This zero sum view that in trade one side has to win and one has to lose rather than trading around the world. Given that the president believes this stuff and is now implementing some of it, the markets have to respond. You see effects all over the economy. Its agriculture and like our technology sector. Companies that rely on imports from china in order to make finished goods like micron making semiconductor chips. Rediwhip will be more expensive because of the packaging of it and, again, you have to wonder, i was thinking about this, charlie, earlier today. You have the treasury second, steven mnuchin, they want behind the scenes to keep this from escalating even further so while hes doing that, the president is tweeting. Yeah. And this is part of the problem with this president. Ali is right. China probably does need some tweaking, but there is something about this president who is so unreliable. Hes an unreliable negotiating partner. He is unpredictable. And youve thrown in that unpredictability on top of this attack on a Major American Company which, by the way, we need to step back and understand how thoroughly abusive the power of the presidency it is to go after a private business. Hes going after amazon because of the Washington Post. The picking of winners and losers, this croney capitalism, has to be alarming to people who are assuming that the marketplaces will be respected and that youre not going to have this kind of Blunt Force Trauma on these global markets. Whether you agree with his policies or not, seeming to try to hurt a u. S. Business, which has u. S. Employees. Exactly. That is one of those things we talk about breaking of norms, one of the norms is the president of the United States does not use his bully pulpit to bully American Companies. And he seems to be reveling in the fact he has caused that hes driven down the stock price of amazon. Com and caused the loss of tens of billions of value, again, of a major american employer. But important to note that this isnt this has nothing to do with very valid concerns about sales tax collection by amazon and jobs of retail workers. The president writing just this morning, daca is dead but blaming the democrats. After tweeting yesterday that big flows of people coming across the border are all trying to take advantage of daca. Of course, number one, it was mr. Trump who last fall canceled daca, and the president seems to be confused about what daca is because anyone coming across the border now would not be eligible. Daca recipients must show they were already in the u. S. , some almost 11 years ago. The president followed up his morning tweets by again blaming democrats when he was asked about Daca Recipients at the easter egg roll. Mr. President , what about the daca kids, should they worry about whats going to happen to them, sir . The democrats have really let them down. Theyve really let them down. They had this great opportunity. The democrats have really let them down. Its a shame. And now people are taking advantage of daca. Thats a shame. Do you fekill daca . He didnt answer. Does he not know daca has nothing to do with people coming across the border now or is he playing to the base and counting on them not knowing . And we talked about some of the mixed messaging about the stock market. Here we have it again. It wasnt long ago the president was touting the lower number of border crossings. I just want to remind folks. Since the day of my election, weve already cut illegal immigration at the southern border by 61 . Im very proud to say were way down in the people come across the border. We have fewer people trying to come across because they know its not going to happen. So which is it, victoria . Are the borders more secure as he said in those clips or have democrats opened up the borders where everybody dangerous is causing problems . Well, first, chris, let me remind everyone that in 1996 bill clinton signed the illegal Immigration Reform and responsibility act which is really the first time we saw any real border enforcement. So the tweets from this morning saying democrats dont like borders is nonsensical. President obama was the one who deported the Record Number of undocumented persons. And there were more than a few groups who support immigration, who were very unhappy with him. Very. Very unhappy. And the fact is that, yes, immigration is down, but this is a trend that we started seeing during the Obama Administration and more than anything it has to do with our economy. We went through the Great Recession so that demand, that economic employer demand for immigrants went down so folks werent trying to cross over as much. And, yes, increased border enforcement is probably a factor, but the demand is the biggest. The folks trying to cross over now are not folks looking for jobs. They are folks looking for asylum. The refugees, mainly women and children. And so hes conflating this type of immigration by say that go daca is a magnet for immigration. Were comparing apples to oranges when we talk about the daca youth and Central American refugees. So hes conflating, giving conflicting statements, and then hes at the easter egg roll. Now this is an easy one. Youre talking to a bunch of kids, thousands of kids, right, and you have the easter bunny standing next to you. Hes talking about the white house being in tippy top shape and touting what he sees as his accomplishments. Listen. Again, this is a man with no filter, and that is part of this dissidence here that he chooses this particular moment to go after the dreamers and to engage in some of this rhetoric. Weve come a long way from that meeting. Remember that publicized meeting he talked about how he wanted to have a bill of love and, of course, blew that up a couple days later talking about immigrants. This is a president not characterized by his consistency or good taste or judgment. And in the meantime, you have Sinclair Broadcasting, and theyre taking a lot of heat over this video showing local anchors parroting exactly the same thing, this script that they were given, lines taken right from the president. Unfortunately, some members of the community are using the platform for their own social bias and agenda to control what people think. Its extremely dangerous to our democracy. Sinclair is far superior. They are waiting for the fcc to give it permission to expand its reach. Our Founding Fathers believed in a free press not one parroting administration talking points, at least last i checked. You know, i keep thinking about the constitution, too, and the fact we are the oldest democracy, were the most stable democracy, and why is that . So this is really bothersome. You may not agree with what the press is taking but to discard it takes us into very dangerous territory. Sinclair broadcasting has a point of view. I dont know how they sort of put quotation marks around this. I was a local news anchor for 17 years. In albany, new york. I dont remember ever being handed anything like that to read for sure. I dont ever remember being told to tell my viewers something so overtly political. But what do you make of it . That was very embarrassing, but the actual script itself is not really all that bad as some people have pointed out. You have to put this in context. During the campaign Jared Kushner said we cut a deal with sinclair to get more favorable treatment, and they have these mustread commentaries from guys like boris epstein, remember him, one of the hackier hacks of the white house. The summit is only proposed, no planning has begun but, remember, this is the man who u. S. Intel agencies agree directed russian interference on our 2016 elections and who fixed his own election last month. Nbcs Peter Alexander joins me now from the white house. Peter, what are you hearing, is this proposed summit likely to happen . What do we know . Reporter its a good question. It depends on who you ask. That new detail being revealed not by the white house but by the kremlin today. An aide revealing during that conversation with president putin on march 20th. The president offered up the idea of this meeting taking place, among other places, here in washington at the white house. This is what the White House Press secretary Sarah Sanders had in response to our inquiries. As the president himself confirmed on march 20, hours after his last call with president putin, the two had discuss add bilateral meeting in the not too distant future at a number of potential venues including the white house. We have nothing further to add at this time. The russians had a little bit more to add at this time. They say there have been no concrete discussions. The planning stages havent started yet. This is obviously raising eyebrows, red flags for some, chris, because the president has taken this friendly tone towards Vladimir Putin even as tensions have sort of risen between the two countries, this tit for tat right now, between the u. S. And russia expelling diplomats as a result of russias role in the poisoning of a former russian spy in the uk and separately after the u. S. Imposed sanctions on russia for meddling in the 2016 elections. So you can imagine what a stunning sight it might be if Vladimir Putin and President Trump stood sidebyside here at the white house. The last time Vladimir Putin made a visit here, 2005. Peter alexander, thank you for that. Meantime, President Trump renewed his attack against the Justice Department. So sad that the department of justice, in quotation marks, on the fbi are slow walking or not even giving the unredacted documents requested by congress. An embarrassment to our country. Trump seems to be referring to documents republican congressmen have subpoenaed from the doj about the Clinton Foundation and unmasking. Matthew miller, justice and security analyst, joins me now. Matt, you heard the congressman there, though he, himself, does oversee the oversight committee. What do you make of this latest round of criticism . Look, i think the criticism from congressman gowdy about the way oversight works is a little bit too cute coming from him as one of the chief architects of some of congress. Hes the person who led the Benghazi Committee which spent millions and millions of dollars, health multiple hearings and found not one bit of wrongdoing. And now leading this investigation along with who we saw the president complain about in his tweet. The president s tweet was consistent with what weve seen. It ought to exist to go after his political opponents, in this case hillary clinton, still the political opponent hes going after. Thats what theyre seeking documents related to, and to protect him from investigation. The other issue here is whether the Justice Department will turn over documents relating to this fisa warrant into carter page that happened in the 2016 election. You and i have talked about this before, the president tweeting his criticism of officials including doj officials, fbi you name it, in the Intelligence Community and you have always said to me, look, these are professionals and they will continue to do their job. Is this just something thats sort of built in now and they dont even listen to it . It absolutely has a cumulative effect. It does affect the real workings of the Justice Department. It was reported that the attorney general himself, Jeff Sessions, is very unhappy with the way doj was turning over documents and, to be honest, they were turning over documents the way they always turn over documents, redact cloumts to protect grand jury information or Attorney Client information. And Jeff Sessions asked the fbi director to change it and now there are fbi officials working from 8 00 in the morning until midnight to review documents. It has a real effect on the operation of the department but it also has a huge impact on the morale there. The people that work at the Justice Department come to work every day to protect this country, to investigate and prosecute crimes, to put people who broke the law in jail. When they see the president of the United States attacking them over and over and over it makes them sometimes question whether this is something they want to do. And when they see the attorney general, and this is the thing if you talk to Justice Department veterans and people who work there now, when you see the attorney general not stand up for them in the way he doesnt and havent heard from him today after another tweet from the president , it really has an effect because its the Political Leadership that is supposed to stand up when someone goes after them in a meanspirited way. So hes going after people who work for the government and put their lives at risk often many of them every day. Hes going after American Companies in a way that weve never seen before and yet hes talking about potentially a meeting with Vladimir Putin when much of the rest of the political and diplomatic world is criticizing him and we can make a laundry list of reasons why. What do you make of that disconnect . Its appropriate for the president of the United States to have conversations with foreign leaders, even those we have great disagreements. It would be appropriate to have future meetings with Vladimir Putin. Barack obama met with putin even when we were at great disagreement over the war in ukraine, for example. To invite Vladimir Putin to the white house or raise the possibility of a meeting at the white house would be such a disconnect with putins meddling in our election. It would be such a slap to our allies in the United Kingdom where he launched a vicious attack on the streets of london. So, again, i think you see the president for a variety of reasons. I think he admires Vladimir Putin, respects that he does whatever he wants. Isnt constrained by laws and wants to have a closer relationship despite the effects on americas elections and rule of law. They say he was he says that he was fired via president ial tweet right after chief of staff john kelly gave him a headsup last week. Were you fired or did you resign . There was no reason why i would resign. So why dont you just say you were fired . Well, i think thats the alternative to resignation. The president wanted to make a change and thats certainly his prerogative to do that. So the tweet fired you . Yes. But this is more than a he said she said. It can impact the va Going Forward and its the latest chaos in the trump cabinet. Joining me now politicos anna palmer covering all these fast changes. Lets talk about shulkin. Weve never seen a Resignation Letter from him and the white house didnt dispute his account that he was fired. Why does it matter . Its been interesting theyve shifted their narrative. First they said he resigned and then was offered the opportunity to resign. The reason it does matter the president has chosen to bypass secretary shulkins next in line and put in robert wilke in the interim period and because he has nominated his doctor ryan jackson who has been very controversial, there have been some senators who have raised questions about whether or not he had equipped to be the next va secretary, you could have this person actually be in the position running the va for several months potentially. Yeah, and my understanding is the vas number two, almost any other situation would move in is somebody who at least the white house believes is against privatization as shulkin was and something the white house and President Trump has suggested he wants to see more of. Clearly this is about the policy with which the president wants to move forward with. Secretary shulkin was not in agreement. And then the revolving door at the white house there are more questions being raised about scott pruitt after that backlash over his expensive travel habits, his sweetheart housing deal. Pruitt is going to go, he should have never been there in the first place. I dont know how you survive this one. If he has to go, its because he never should have been there in the first place. Weve been covering it extensively all over politico. Its so incongruent. Usually when a Trump Administration official has some kind of scandal, this administration moves very quickly to get rid of them, to fire them. The president doesnt like to be upstaged. But you have in secretary pruitt somebody who is following along with what the president wants, you know, from his epa. Hes moving away from the Obama Administration and has been effective there. The question is can he outlast this. I think once you see members of Congress Come back into town after this twoweek recess youll have a lot of calls and questioning saying what is happening here at the epa. There were so many people over there, we have very little cell reception. We had to move to this side of the street where we found this group of students who have no school today because they go to Oklahoma Public school. And you can see theyre chanting. Patricia, you guys have no school today. You could be hope watching netflix yeah. Reporter but why are you out here . Well, on my poster, you can see that i wrote down the names of all my teachers ive ever had going back to prek and these people have made a huge impact on my life. And im here for them, honestly. Caller you guys are also being impacted by this situation because you have no school. The teachers already got a pay raise last week. So, is it worth it to keep this going, in your view . In my opinion, thats not enough. We need more resources. I know a teacher that has books held together by tape. We need more than just teachers pay raise. We need more resources, we need smaller classes, we need better education funding. We need all of that. Whoo reporter now, the teachers have said if legislators dont come up with a solution, theyre going to be back out here tomorrow. Are you guys going to continue to support them . And for how long . Well continue to support our teachers no matter what, because when we think about it, our teachers are really who are impacting us. And they are the reason that were here and we do what we can do. I just spoke to rem legislator earl seers who says he doesnt really see that theres any possibility in his view of getting more revenue for the teachers, beyond that package that was passed last week for this fiscal year. From oklahoma to kentucky, where hundreds of teachers there are expected to rally against a pension reform bill, passed last week as part of a measure that was initially about sewage. The rally today comes as hundreds of teachers called out sick friday. Joining me now, kelly hayes, a texas teacher. Tell us about the economic challenges of being a teacher in kentucky. Yeah, right now teachers are protesti inin ining across our because we are mainly fed up with the allout assault on Public Education. You mentioned it when you introduced me about the pension bill that went through last week. It used to be our Senate Bill One and then was tacked on to a sewage bill and sb151. But now, the budget is being voted on today. So not only are we out there protesting against the backdoor dealings that happened last week, but also, you know, cutting frisky programs, cutting preschool, and then other, you know, just budgetary items that are necessary to fund our public schools. You know what the governor and Republican Leaders have said, that theyre actually saving your pension system. What do you say to them . Well, i know with our pension system, so sb1 changed in sb151. And now, it doesnt affect current teachers as much, but more so future educators. And so, they really they got rid of the inviable contract and now teachers are going to be pushed into, like, a lesssecure plan. And so that concerns me, because, again, that just attacks our future public educators and our Public Education system, because if our teachers have a lesssecure plan, then its going to be a lot harder for us to retain and recruit the best educators here in the state. Daytoday, paying your bills, daytoday, having the resources you need to teach, how tough is it out there . Yes, so, um, if you ask any teacher, they spend hundreds if not thousands of dollars out of pocket. I heard the students in oklahoma speak on their teachers having books taped up and i would say that in kentucky, you know, were in a similar spot. Kelsey hayes coots, thank you so much and good luck. Today, he tweeted, mexico can stop immigrants because it has very Strong Border laws. But just yesterday, he said they did not. Mexico is doing very little, if not nothing, at stopping people from flowing into mexico through their southern border. Today, he said theres a massive inflow of drugs and people coming across the border. Last month since the day of my election. Weve already cut illegal immigration at the southern border by 61 . So our big question today is, who in the white house right now is empowered to help the president be clear about his messaging . Is there anyone at all . Its kind of an important job. After all, about 800,000 dreamers are waiting to see what happens to them. The president just told lawmakers that daca was dead. And in case they didnt hear it, today he told a bunch of kids, 4yearolds, baby at
