It is our understanding that his resignations he has not said so publicly many times people have Resignation Letter offered, a conversation about this. We saw that with Reince Priebus who said he had been talking with the president about a change. Well need to see more of the time line in this. It is fair to say steve bannon was well aware there was a limited shelf life left on his time in the white house and while he had been rumored to be out at other times as well, that there would be a limit to that, he is also been someone that has been described as not being in step with Jared Kushner and ivanka trump who are first among equals for any advisers to the president. They too are not part of the National Security meeting because they typically attend any meeting they so choose and this is a part of National Security afghanistan meeting. So i think if we look at this and step back, bannon knew his time was limited. He survived trouble spots before. He had tried to shape the agenda of the president. When we look back over time well see a lot of the early initiatives when it comes to the travel ban and some of the other economic ideas of the president , knows were very rooted in the bannon wing of the trump west wing. That time seems to have passed. There has been this sense under the new leadership of john kelly that if there was a tightening of the ship to be done and bannon who was himself once a naval officer in addition to being a Media Executive and Harvard Business grad, that that chain of command was going to be different and that the fears of almost principles within the wing and by that i mean figures who had their own sort of orbit within the west wing that that time would come to a close under john kelly as its been described to us. So that its just a change to the structure. It is hard to overstate how important this is for the Trump White House and how critical it may be for the any attempt to reset and recover from the very difficult and incomplete handling of the Charlottesville Violence and aftermath of that politically. Garrett hake, ill come to you in a minute but i want to bring in rick tyler, msnbc political analyst and former president and ceo at the naacp now at the woodruff school. This is a guy who has been controversial from the very beginning and guy earlier this week had a number of lawmakers, especially black lawmakers calling for his head and for him to be fired and now this. What does this mean, rick tyler . What does this not mean for the Trump White House moving forward . Something had to break. So its something now is breaking. Steve bannon has had a remarkable career, naval officer, worked at goldman sachs, and then ceo of breitbart, became a campaign strategist. Trump felt like he got too much credit for trumps own success and became the white house senior strategist. Unfortunately for bannon and for trump, hes the chief white house strategist, the strategy isnt working. Theres two parts. I think bannons idea of success is in his words is disassembling the deep state. In that sense, they were making some progress but jux at a pose that against legislative failures against the reaction in charlottesville, which is the president s fault. Hes responsible for moral clarity and leadership and failed on that front. It is so delayed now i dont know how its recoverable. But they believe and probably this is chief kelly believes something had to break and bannon was the breaking point. Jonathan swan is on the phone right now, National Political reporter for axios, i understand you have behind the scenes reporting on precisely how all of this went down. What can you tell us . So i just spoke to a senior white house official. They said bannon was made aware he was going to be asked to leave and he was given the opportunity to do it on his own terms. He would no longer be serving at the white house. Steve bannon has been telling people and i believe this is technically correct, that he resigned on the 7th august to be effective the 14th of august, which would have been his one Year Anniversary in the administration. But just to pull back a little bit the reason we broke the story this morning was because john kelly had been reviewing bannons status, that his position in the white house was not viewed as sustainable. The entire senior staff had turned against him. Done add trump was telling people that steve bannon was a leaker. He was telling multiple people that. And the real question was what does it mean and how do we do this and what kind of a force will steve bannon be a negative force on the outside . Will he damage what damage could he do to the white house . These are some of the conversations that have had had internally over the last few weeks. The president jonathan believes that steve bannon was leaking what . The president has told people that steve bannon is a leaker. I dont know what in particular he believes steve bannon has been leaking and i dont have any reason to believe its sensitive National Security things, i think its more the president what ive been told the president has been irritated at what he views as bannons selfagrandizement and told people hes been irritated by the new book that came out by josh green, which donald trump and others believe creates a flattering profile of steve bannon as the master behind behind the campaign. He resented this immensely but also had been persuaded and come to believe that steve bannon has been trying to damage his white house colleagues by leaking negative information about them. Steve bannon has been in a knife fight with his colleagues since day one of the administration. He viewed this in very black and white terms as a war between a nationalists and globalists and views people like gary cohn being a pal, hr mcmaster and Jared Kushner and i vanka, as globalists who are fundamentally opposed to the trump agenda that got him elected. He kicked issues like china shall he believes were in an economic war with china as you saw in the interview he accidentally gave to the american prospect and also believes that they are all globalists when it comes to trade. Bannon wants to be very aggressive when it comes to tariffs and a lot of this again comes back to china. The other area thats quite interesting today, having a meeting about afghanistan at camp david. Bannon is not in the room. Hes been advocating quite a radical approach there. Him and eric prince have been advocating a private army sort of paramilitary operations in afghanistan and withdrawing american troops. That idea didnt go anywhere internally. Hes been at war on many, many fronts and this was inevitable. Stand by for me if you can, jonathan. Peter baker, New York Times chief White House Correspondent joins me now on the phone. It was that interview one of the inviews i should note this week that got a lot of attention in the New York Times where steve bannon said among other things the race identity politics of the left wants to say its all racist and give me more, say the revolution is coming. I cant get enough of it. The fact that steve bannon is out now, peter baker, what does it mean for the para dime of this white house . Does this signal a shift or just another high profile white house employee leaving and this isnt going to mean anything from the language and tone coming from the president itself . I wouldnt expect this to be a paradigm shift necessarily. A lot of this from the president s mouth. I think that they had a common view of some of those issues and it was not that bannon was sort of pulling the strings. He was certainly speaking to one side of President Trumps political persona and therefore not being in the white house means he will not have the same van teenage point and opportunity to push that side of the debate. But you know, weve seen with President Trump in the past people who are pushed out dont necessarily stay out. Still talks to cory lieu ps lie you ski so its possible that they stay in touch and bannon continues to be an important adviser from the outside. One of the things we know they were concerned about in the white house about bannon leaving under bad circumstances would be better to have somebody on the inside than the outside. Bannon has a great Vantage Point through breitbart if thats where he goes back. I think thats something that theyve been concerned about. Nicolle wallace, former White House Communications director. Are you surprised at all . Not really but i have to really underscore what peter baker is saying. These two reminds me in jerry maguire, you complete me. Steve bannon was Donald Trumps soul mate in terms of embracing and advocating and advancing the nativism, isolationism, without steve bannon racism. Without steve bannon, donald trump isnt any less ismy. This came down to one of the oldest stories in white house history, an internal civil war that was under the surface for a long time, remains under the surface. Bannon would still have his job and still be advocating all sort of the ugliest instincts on the president s behalf. His era was what sort of brings down a lot of men if you will, sorry present company xlutded im sure. He took the fight against mcmaster into public and fight against his colleagues to the air waves and print press. That he became so emboldened by what he view as the soulmate agreement with donald trump on the instincts for all of these efforts to blow up everything the Republican Party has ever stood for, including its history as the party of lincoln. I think that none of those things were a part of why he got fired. He didnt get fired because he believed in the ugliest things about donald trump. He got fired because he took his civil war against other senior staffers to the airways and made it public. Im curious what happens now with steve bannon hold that thought. That he came onto the white house. Obviously he has been a lightning rod since the very first day that President Trump announced him as the chief strategist. Hes someone whose linked to the alt right movement and Breitbart News. The republican establishment from the very beginning was skeptical of him and obviously a lot of democrats were very indicate cal when President Trump made this announcement but craig, we cant underscore this enough in the wake of charlottesville. The calls for him to go were growing louder by the day. The fact you had President Trump drawing a parallel between White Supremacists and counterprotesters, a lot of people felt that was very bannonesque and calling for him to go. Nicole, is that why steve bannon is out . Charlottesville . Listen, i trust Kristen Welkers reporting. If that was a factor, im sure thafbs the case but it would have been the factor in chief of staff kellys mind. The window into Donald Trumps lays there in his twitter feed and indiscernible from Steve Bannons ideology. John kelly is not known as a man with a big ego but he is known of a man of high and sort of unimpeachable moral integrity. For him to have allowed someone who trafficked in the isms, the most sort of primal instincts in Donald Trumps muddled ideology was probably intolerable for general kelly. With steve bannon out of the president s ear and i say that i guess its not as if either one cant just pick up the phone and touk to the other. With steve bannon not within a few feet of the president on a daily basis, does that in any measurable way change the president s messaging at all . Well see. I think what it does, it lets general mcmaster breathe a little easier. Hes going to have someone stabbing him in the back now from outside the confines in the sanctity of west width. General mcmaster had in steve bannon an enemy from within. Frankly, so did paul ryan and all of the republicans in congress who were often the target of breitbarts editorials which were very much antiEstablishment Republicans. One of the reasons donald trump is failing is because he declared war on the establishment of the Republican Party. He needed to be a little more clever about it if he really hated them. He needed to fake it a little better. Steve bannon didnt allow him to do that because like donald trump he has very little impulse control. When Nicolle Wallace was talking about the isms, you jumped in and added one, you think steve bannon played to the least among us charlottesville. You saw what came out after charlottesville that the White Nationalist terrorists believe that the president is on their side. And thats part of Steve Bannons politics. He comes straight out of the play book of george wall as and Old School Dog whistling and earliest playbook of Ronald Reagan in mississippi. I dont think steve bannon is out of the president s ear until the general exceeds in getting the president s phone away from him. Remember with obama, no more texting, we have to take your blackberry. This is far more serious, going to his twitter account, bannon stays in his head. The problem isnt bannon, the problem is trump. We have a president if you go back at it, take this issue of race, 1970s found guilty of discriminating against black tenants, central parks five called for execution. They were found innocent. He said they are still guilty. You go into what he did for president obama for eight years, hes a guy distant cousin of bush and cheney but no grounds to be a u. S. Citizen. And never explained why he changed his mind. His campaign, look it should not take charlottesville but thats what it took. Fridays are quite budding in the white house and we have a graphic to show. Again, its hard to believe this was just a few weeks ago. But you look at what happened on friday july 21st when sean spicer decided he was leaving, air quotes. A week later Reince Priebus, chief of staff gone. Now steve bannon out on this friday. Keep in mind anthony scare wham also decided to leave on a monday i think his fate was sealed on a friday though, am i right . Its duck and cover fridays in the Trump White House. Its really important to understand that this doesnt happen quickly. This wasnt a knee jerk reaction to charlottesville. Its really important not to give them that much credit. Bannon had sewn so much animosity among his west wing colleagues, not just through the war with h. R. Mcmaster but having his own operation. Its completely unprecedented for a member of the senior staff to have his own personal staff. He did. He had his own press staff and policy folks and no portfolio. What were they there for . They were there to advance the nationalist cause. He was not there to serve the fact he and the president agreed on an ideology is not the same thing as being in the west wing to support the president s agenda. I would pick up on that, thats exactly right. I dont think donald trump has an underlying governing philosophy. Youre going to see Steve Bannons lack of influence will be dramatic. The problem with steve bannon is no loyalty to a person. He supported ted cruz all during the primary. Thats right. Then bannon went to donald trump. Hes not disloyal in the sense hell be ven diktive against trump. He is as you alluded to, views himself as a revolutionary. Hell continue the revolution. Where trump doesnt follow along, hell use his vehicles to embarrass and attack the president and he will do that. When the president ial campaign was in chaos, was a swirl was a disaster. And steve bannon enand Kellyanne Conway took over the campaign and pulled off the impossible. Made donald trump president of the United States. And so you had to look what did they do that made this possible . One of the things they did was lift the rock off of hatred and White Supremacy and racism and you know, made it possible for the president to do that. Exploit it. Go ahead. Look, one of the hang on one second. Gabe scherrman is with me, hold that thought. Msnbc media anl liflt. I understand youve got new reporting on where steve bannon is going now. Yes, ive been talking to friends and allies of bannon and while no decision is official, people close to bannon say hes expected to return to booirt bart news in his former role as the editorial overlord of Breitbart News and became such a force in the must populist altright media world. And so bannons allies are excited. They want him to remain in the white house but if he does when its official, he will return expected to return to breitbart. The political implications of this are that the president if he abandons the nationalist populist agenda that bannon spearheaded, breitbart will become a very powerful and vocal enemy of this white house. And so the Trump White House is going to be having to fend off persistent attacks from the right flank and thats not something they had to deal with because bannon has become up until now, such a levee to hold back the tide to keep the right wing flank loyal to trump and that could be such a sea change. As a bannon ally told me moments ago, if the Trump Administration goes down from bannons point of view, this will be the day that marks it. Then youve got to get rtd ready for your show. A Current Trump adviser said this was inevitable but no one should forget it was steve bannon who brought back into the republican fold white union voters. So obviously being embroiled in such an ugly chapter of American Life around the rise and emboldening of white prsupremac is also a part of Steve Bannons body of work that he shifted white Union Workers into the republican column for First Time SinceRonald Reagan. This is someone who thought he had to go and said it was inevitable. Part of his political legacy was to tailer a message for donald trump that brought white union voters into the republican fold for first time, places like erie pa hadnt voted republican since so bannons legacy is obviously you can never separate it from racism or charlottes vlt. Its political achievement was to steal from Democrats Union households that had been firmly in their camp, so firmly that Hillary Clinton didnt go to those states because they were confident the votes were locked up and it was steve bannon that took those voters away. It would not be hyperbole to assert donald trump would not be at 1600 pennsylvania avenue without steve bannon. I dont think it would be hyperbole. Donald trump would disagree. He made clear at trump tower on tuesday he made himself great again. In fact he said, hes a friend of mine, he came on very late. You know that. He came on much later than that. Hes not a racist. I guess that we probably should have known he started that by saying well see as if it were up to somebody else. He knew this was coming. 4 00 deadline white house. Its a pretty good show. Thanks. When we pushed glenn beck off fox, he got more powerful in the conservative movement. Now that bannon is not where the country can see him, hes betting on becoming more powerful too. Thats why we have to built movements in our states to actually move forward. Frankly from the left because the right wing is doubling down on hate and doubling down on building movements and people like bannon if we dont challenge them, theyll get more powerful. Departing as trumps chief strategist. Word from the white house this was semly a mutual breakup of bannon and new chief of staff john kelly deciding to go separate ways. We got word a few moments ago from gabe sherman, sources telling him that now hes going to be returning to the website that he helped create, Breitbart News. Steve bannon offered this resignation some two weeks ago but set to take effect today. Becoming just the latest in a string of high profile departures sean spicer, reince, priebus, Anthony Scaramucci and steve bannon out. The statement coming from the White House Press secretary a short time ago. Were grateful for mr. Bannons service and wish him the best. Kristen welker joining me now, nbc White House Correspondent live in bed mip sister bridgewater. What more do we know at this hour . Reporter craig, this is perhaps the highest profile departure from this white house. Because steve bannon helped this president get elected as you just mapped out and he was also perhaps the biggest lightning rod of this white house. He of course used to be a Top Executive at breitbart, he said he wanted it to be a platform for the altright and associated with the far right conservative movement of the Republican Party. And when President Trump initially announced that he was going to appoint steve bannon to this role of chief strategist, you had Establishment Republicans weighing in saying it wasnt the right choice. It wasnt the right direction for this administration. The president ignored all of those calls for concern, including from a lot of democrats as well and moved forward with steve bannon. There was a sense that steve bannon was really a touchstone for President Trump to the base that got him elected but at the same time, craig, almost from day one, he was waging wars with those in the president aesz inner circle, labeling people like Jared Kushner, gary cohn, as the west wing democrat and airing those grievances publicly as youve been discussing throughout the hour. President trump himself thought steve bannon may have been leaking out information. I think in the wake of charlottesville, thats when you really heard the calls for this growing louder for him to go. There was a sense in the wake of President Trump comparing White Supremacists to counterprotesters that that is something that steve bannon might be pushing, that type of philosophy. The reality, weve had a series on what we can look at as exit interviews in the past several days in which steve bannon weighed in on all of this, including White Supremacists referring to them as a bunch of clowns saying we have to stomp them out but expressing sharp differences when it comes to things like Foreign Policy, north korea, afghanistan. This is a big sea change for this administration, which has had a rocky couple of weeks. You mentioned bannons position on Foreign Policy. All of this happening as President Trump heads to camp david here for a big meeting with his National Security council. Steve bannon not going to be in that meeting of course. Gabe sherman still with me on the phone. Gabe sherman vanity fair, msnbc, gave the one who booked a few moments ago about mr. Bannons return to breitbart. Gabe, what do we think breitbart is going to become now . Well, the most important thing to look at is that they are focused on the issue not the man. Only to advance this populist nationalist agenda, which is tough on trade, very hard line on immigration and issues like that and again political correctness. Trump was a vehicle for that but now that bannon is out and if trump waivers and the Jared Kushner wing of the white house gains influence and trump mod rates, well see breitbart go to war against donald trump. Wheel steve bannon and donald trump had a close relationship and by all accounts idealogically they are very much in sync. If he believes donald trump is betraying this economic nationalist movement hes been a leader of, hell use every tool he has, including brieitbart to fight back. Donald trump is making what appears to be a powerful enemy out of steve bannon if donald trump changes on policy and you mentioned this Foreign Policy meeting thats taking place. Steve bannon has been by my reporting a very vocal voice inside the white house not to escalate troop levels in afghanistan and does not want to be entangled in foreign wars. Hes part of the isolationist wing of the right and saw comments on north korea, theres no military option there. So if trump goes with the mcmaster and other sort of moore interventionist wing of the white house, again were going to see bannon with his ties and brirt ba breitbart going to war on his own against trump. Ben shapiro, former editor at large at breitbart. Ben, you know steve bannon well. Take us inside his head. Okay, so heres whats steve is probably thinking. Steve has been marginalized by the Trump Administration for months now. There are a number of figures who are being given more power than he was, Jared Kushner, h. R. Mcmaster john kelly, the list goes on. He obviously marginalized. Whether he chose to quit two wikz ago or whether he was fired by chief of staff it was obvious to bannon that he was on his way out. You have to see his activity as a real reflection of that knowledge. What hes done, hes pushed trump to not disassociate from the altright and not disassociate from what he considers bannons base, and trump acquiesced and bannon is seeking to now capitalize on that. Interviews at the american prospect, ripped Foreign Policy up and down and proclaimed that trumps Foreign Policy was too interventionist and now going back to breitbart. The battle lines are going to be that bannon was ousted because the globalists took control of the Trump Administration and bannon is the actual real leader of the populist nationalist altright movement, that the altright is a small wing of that but not the whole movement, but he is the true leader of that movement. Hes a super adventurous guy and just held the most powerful position hell ever hold unless the new position is helping to tear down trump and build himself up in the process. It sounds youre saying his ego is just as big as the president . I said that at the time when he was hired. Bannon is trumps mirror except hes smarter than trump. And i think that remains true. Hes a very ambitious fellow. Doesnt have any other place to go other than breitbart. Not going to get hired by a think tank. His only choice is to seize krolt of the movement that he believed hes instrumental in building not just trump. He thinks he was sort of the boots on the ground and intel legt youlls for trumpism and try to seize that mantle from trump himself if he steps out of line. I think youll see that become clear because trump is likely to do things that dont fall in love with what bannon wants or Jeff Sessions and when that hapsz youll see breitbart become one of the biggest critics and bannon will rely on folks like the people in the left media, sutdly the people who bannon supposedly hates. Hell be on all of their shows now because they dont like trump either. He knows that theyll bring him on to bash trump. And so hes put himself in pretty good position to be a significant thorn in trumps side over the last couple of months and certainly the last week. Ben, what makes you think that with steve bannon out of the white house, the president is now going to lean more towards these globalists instincts than the nationalist instincts which seem to have guided him so far. I think those instincts havent guided him in a lot of policy. His talk has been very nationalist populist. Theyve been in line with his talk. His walk has been gary cohn walk. Thats what bannon recognizes. If you look at trumps policies, they have not been trade war with china and not been to destroy nafta whole sale and not been to withdraw troops from south korea. These are all policies that it hasnt been to get out of the war in afghanistan. Bannon is smart enough to reelg lies that trump was saying the bannon type stuff publicly but what he was doing is not very bannon stuff. Now hell turn around and i assume rip trump for not doing what bannon wants him to do. And in the process, build himself up as sorts of the populist figure head who opposes the great betrayer. Susan, what is likely going to be the reaction there in washington, d. C. . The reaction from first of all the republican establishment. Well, i think you see a lot of members of the republican establishment breathing a sigh of relief. But i think its important to recognize that donald trump didnt fire bannon because solely because he was concerned about all of the negative reaction he got after his charlottesville remark, he also fired him because bannon was taking a lot of credit for his election. You yourself had a decision about whether trump would be president without bannon. I could tell you President Trump would say he would be president without bannon and the leaks investigation at the white house. Steve bannon is known as someone who talks off the record. I think those factors as well as the reaction from Establishment Republicans explains why donald trump has finally taken the step to get rid of him. In an unprecedented administration, the one way in which they follow the precedent of earlier white houses is to get bad news out there on friday afternoons. That has been the m. O. , i wouldnt say just for this white house, but it does seem they are employing that tactic far more than in years past. I want to remind folks of this time cover, this is roughly six months ago. One of the february covers. There is steve bannon. The great manipulator is the was the title of that particular article, msnbc contributor, author, commentator, joining me live now. Is that fair, charlie, the great manipulator . Is that who steve bannon was . That may have been the beginning of the end along with the president bannon meme on saturday night live. No question he had a tremendous influence. He was the chief ideologue of this administration. But i would point out before we go too far, that firing steve bannon does not fix what is wrong with this presidency. Steve bannon was not putting out all of those tweets. Steve bannon was not directly responsible for the white house that weve had. I think it is sort of ironic that this week his firing comes after a week that you could describe as peak bannon where the president embraces culture war, and he braces racial identity and grievance. I would say not just embrace it but encourage it and fan the flames of it. Absolutely. And applaud it. Other president s have obviously manipulated and exploited racial grievance but what you saw was a very concerted statement when steve bannon talked to the quts new york timsz, take down more of those statues. He likes it. He wants this to be about race the democrats on the left talking about race whereas hes going to talk about economic nationalism. Reality is that youve seen some very significant cracks now in the trump base. This is the hard and souls the trump base, this nationalist populist base that steve bannon speaks to. I think youre going to hear a lot of lines that the white house dominated by democrats and generals and globalists. If that is the theme, youll start to see an erosion of some of the hard core trump support at the same time he is bleeding support among mainstream republicans in congress and in the business community. To his pointd there, this idea that trump loyalists and rick and ben, these trump loyalists are going to be more loyal to the movement than they have been than they are to the man. What do we surmise is going to happen . Is this going to be one of our guests suggested a short time ago an Inflection Point for those who have supported donald trump up until now . Maybe not so much some of his policies but the idea of donald trump, what they think he represents . Whats important, what should be talked about in washington right now is what are the democrats going to do right now. We talked about his shambolic white house. So those white ub onhouseholds are up for grabs in this moment. They came to this man because they thought he would give them a better deal, give them a new deal. Make obamacare better. There are family members who are tieing because they dont have access to health care, we get it. There will be corporate dems who say now we can drift back to the right. But the opportunity is to lean in and say were going to get back of being the party of fda and jfk and mlk, were going to get back to fighting to advance civil rights and fighting to end poverty and expand opportunity. Thats why we lost. Not just White Working Class folks who voted for trump but black working class folks who didnt vote. Weve got to see the threat of a far right wing populist movement, seeks to divide people and play them and the only real way to combat that is for democrats to get back to the dems again and win over the hearts and minds of working class people of all colors who feel we dont actually fight hard enough to make sure all of them have health care that work pays and schools work.
