What more do we know about the scene on the ground . The airport has been closed. One flight may have been given permission to land because it was already on approach. On the ground there in flint, michigan, they have bombsniffing dogs going car to car in the parking lot and they are searching the airport to make sure its not part of a larger attack that was planned. We can tell you that the fbi has taken the lead, as you just heard, which our sources say is significant that theyve taken a lead this early. It shows that they are taking this possible terror tie very seriously. And its interesting that we have not heard a public press conference yet. Keep in mind, it was supposed to start at 10 30 eastern time. Were very late. More than an hour late on that press conference. They are working to gather a lot more information and want to be very clear before they go on air. When did the stabbing happen . Around 11 00. Central time . Michigans actually eastern time. Oh, okay. So that would have been eastern time. And the officers name, according to our affiliate there in frilint, is jeff nevel. Hes now in stable condition which has improved. Jeff nevel . Also, Nbc News National Security analyst clint watts. Clint is here with me in new york. Let me start with you, clint. The fact that the fbi has taken over this investigation so quickly, they are running the show, what can that tell you . This is an airport and depending on jurisdictions, the fbi oftentimes has jurisdictions. The other part could signify, and we have to be careful with this, that this was a lone wolf. Somebody who they had been looking into or researching. We have to see why the fbi wanted to get involved so quickly in the stabbing. If its an International Terrorism link, that would bring them to the scene much quicker. What do they look at to figure out the motivations of the attacker, to know if the assailant is operating as an individual or if he was somehow inspired by International Terror group. Sure. One of the first things to see is if there have been any claims of responsibility. Theres been no claims of responsibility. Theres very, very little chatter going on online about this. Most people dont seem to be aware of it that are centrally involved with the group. It would tend to indicate that its more than likely someone who is not directly tied to the group. On the other hand, both isis and al qaeda have aggressively encouraged their followers whether or not they are in direct contact with the leadership, whether they have been to iraq or syria or afghanistan. Weve seen these attacks take place across here. However, as the recent finsbury mosque attack occurred, you dont need to be in touch with a terrorist group. Almost anyone is capable of doing in Something Like this. Its not in the same scale as 9 11. Its not that is involving thousands of people but they got instant headlines and from a guy with a knife. And its very cheap and easy for them and thats why theyre encouraging this. But again, what weve seen so far, theres nothing right now that would suggest a direct tie to isis oral gad da. We dont know that until the fbi goes through this persons computer and find out whether this is someone who has been radicalized online or someone who has been in touch with a terrorist group. We just lost a shot there but that was coming to us from our affiliate. We just saw those pictures of officers on the ground. We saw an aerial shot as well, jim cavanaugh, an officer with a bombsniffing dog. Presumably that blake mccoy referenced. What else are they looking for . They always sweep for secondary bombs. Whenever you have an attack, you call it a sweep for explosive devices. Thats what the dogs will do. And then thiel do a forensic Crime Investigation of the incident right where the officer was stabbed and where the suspect was taken into custody. I suspect there may be a delay in the News Conference because likely fbi agents are drawing up a federal complaint. Thats a likely event with the report that he shouted allah bakr which is common during these attacks. I totally agree with evans assessment of it. This is about as low grade of an attack as you can get. A hand weapon, a hammer or knife, you dont even have to rent a vehicle. And likely someone inspired this by the internet. We dont know for sure. He could be directly connected but the attack is such of low grade, it seems like something that would be acting and inspired. The tempo of the news in the last couple of weeks with all of the attacks in england, it just ups the tempo for these poem to act out. They are reading this stuff and seeing this across the web from peal like al awlaki and others who influence the web and never get out of their basement. There could be influence from the ground from handlers. We saw that years ago. Evan can get deeper than me but the al qaeda people, thats not as strong as it used to be. Seems like the web draws a lot of these mad dog, lone wolfs that drive this. What do we know about the a i sale la assailant at this point . Hes canadian born and potentially linked to quebec. Apprehended . Yes. In custody. But not clear whether its ties to jihadi groups or hes mentally ill. More questions. Not answers. We dont know if he was taken into custody without incident or whether there was any kind of gunfight orring in like that . No reports of a gunfight, thats for sure. All right. Well continue to watch this thing. All we can tell you is that theres been a suspect in flint who reportedly shouted allah akbar. The polices name is jeff nevel. Theres a News Conference at the airport. When it happens, well go to it. The fbi is running the investigation. Well keep a very close eye on that breaking news in flint, michigan. To capitol hill now where lawmakers continue to dig for answers in the russia investigation. They are reviewing the hacking and the House Committee that warnings to the dnc and states went unheeded. Also, special counsel bob mueller once again on the hill this time meeting with the republican and Democratic Leaders of the judiciary committee. All of this as President Trump heads to iowa for another campaignstyle rally trying to promote an active agenda, even as the fate of his Health Care Bill teeters behind closed doors in the senate. Reporter this takes us back to 2016 and what was happening as the russians plotted. It was Vladimir Putin who directly this order, according to u. S. Officials. And across these two hearings, we learn that 21 states had some kind of cyberattention brought on by the the russians. In a couple of instance, there was a breach of voter roles. But jey johnson said he had seen no evidence at the time he left government that any votes had changed but he was concerned there wasnt enough public attention at the time even though he put out statements, the white house also backed that up. He expressed the sort of realtime reality that there was a concern about saying too much might interfere with the election given the fact, as he describes it, there was one candidate talking about the election being rigged. We remember that tand is now the president of the united states. He also talked about smomething that was frustrating to him. They believe it was a russian hack on their databases and security and refused the help of the department of Homeland Security and jey johnson said he was bothered by that, didnt understand it. There was a sense that they had private information to protect. He said this was a nonpartisan issue, a crime being committed against the dnc and Homeland Security department wanted to go in and try to patch whatever vulnerabilities they had. So the sense of jey johnson is that this was a much bigger concern, being talked about and drowned out by so much of the Election Year day in and day out, candidate versus candidate story line and now looking back, there are a lot of lessons to be learned. Craig . Kristen, lets remind what was said to a reporter yesterday about whether President Trump believes the russia hack. Does President Trump believe that the russian government interfered in the 2016 elections . I have not sat down and talked to him about that specifically. Weve been dealing with a lot of other issues today. Why does there continue to be this divide between what President Trump thinks and what just about everybody else thinks . Reporter it was a striking moment, craig, yesterday, no doubt about that. President trump has been in various different places when it comes to russia hacking the u. S. Election when hes been asked about it in the past. He has acknowledged it in some moments and then in other moments like china or an individual. This is something well put to sean spicer and other top officials here within the administration but, look, the bottom line is, we saw this in the early days of President Trumps presidency. This really gets under his skin, this notion that somehow he didnt win out and he tweeted about it in the early days of his presidency you a now that hes deeper into his presidency, its overshadowing his agenda, quite frankly. So he wants to be talking about issues like health care, like tax reform. You talk about the fact that hes going to be in iowa later toda today, craig. Theres no doubt that this will be a rally in terms of his messaging. This is something that he feels knocks him off his message and so thats one of the reasons why you may have seen this mixed messaging coming from the president himself when it relates to this very critical issue, craig. Kasie, lets talk about health care for a moment because theres this fight going on. Apparently we may get some text to the bill here soon, the cbo score according to john cornyn. We could see a cbo score sometime on friday. What are democrats saying about how they continue to hope to fight this thing . Well, craig, its tough for democrats because the reality is that republicans are using a procedure that will let them pass this with just the votes that they have. So really all democrats have are the procedural tools. You saw them talk overnight on the floor of the senate this week and today they are making a show of bringing a lot of little kids up here to capitol hill. They are calling them superheroes for health care. They were outside earlier today arguing that the republicans were doing the wrong thing and you see a little bit of that rally right there. I spoke to debbie stabenow, a democrat from michigan, about what they can or cant do as they try to stop this. Take a look. I appreciate that but as the president said, they are talking about worse. Reporter so she focused in on the fact he called the house Health Care Bill mean but the real battle is going on inside the republican conference. And theres going to be an all gop senators meeting thursday morning to walk through the details in the bill and we anticipate well see a draft shortly after that. Of course, the cbo score here, a question mark but not as much as on the house side because they have been sending pieces of this bill back and forth from the Congressional Office and its going to have a say over how many votes there are. The question, from a policy perspective, is this going to come down on moderate republicans or on the side of conservative fiscal conservatives like mike lee, ted cruz, pat toomey . We do know that the president has been briefed on the contents of the latest version of the bill by his legislative team, based on my conversations with sources here. We also know that hes been in touch with leader mcconnell, Vice President mike pence has been a big part of the meetings on capitol hill as well. But look, the president did potentially complicate this process for himself and for fellow republicans when he referred to the house bill as mean, as kasie was just talking about. Said he wanted the Senate Version to have more heart. Thats something that sean spicer did talk about yesterday in the briefing, presumably when it comes to how many people are covered and how much coverage is actually available to them. That type of rhetoric could potentially complicate efforts for republicans to get on the same page when there are still so many thorny topics when it relates to things like medicaid and covering those with preexisting conditions. We have new information to report regarding the condition of congressman Steve Scalise after a week of surgery, his condition has now been upgraded to fair. He is in fair condition this afternoon. Scalise, the House Majority whip, as you recall, hurt in last wednesdays shooting where a lone gunman took aim at House Republicans during practice for a Congressional Charity baseball game. Law enforcement recently found more than 200 rounds of ammunition and a receipt for a gun purchased back in november in James Hodgkinsons storage facility. According to the fbi, hodgkinson acted alone with no ties to terrorism. We are waiting and watching for authorities to brief us on the situation in flint, michigan. Michigan state police just confirming that the officer involved in that stabbing is out of surgery. The officer is in stable condition. The name of the officer is lieutenant jeff nevel and it looks like a News Conference is going to take place pretty soon. Well keep a close eye on the situation in flint, michigan. We were told in the last few minutes that the News Conference is not going to happen. Instead, officials are going to be putting out some kind of written statement, an update. When we have that, well pass it on. But the officer we can tell you that the fbi, by the way, is running the investigation. Thats a bit of information that we just got. The fbi is the lead agency. The officers condition has been upgraded. He was in critical condition. The officer is in stable condition. So again, the same right now there at the airport, things appear to be under control. The assailant, were told, is in custody. But again, an officer stabbed in the neck at the airport in flint, michigan. Sources telling us that this could very well be terrorrelated. Meanwhile, the process behind the senate Health Care Bill is so opaque, some republicans say they dont even know who is writing the bill. From the Washington Examiner today, when asked if he knows who is writing the bill, senator rand paul responded, not exactly. Senator Susan Collins said she didnt know either. A republican congressman from virginia is joining me and also a member of the freedom caucus. I know youre in the Lower Chamber but perhaps you have some insight. Do you know who is writing the bill in the Upper Chamber . No, im afraid im with your other friends who you just mentioned there. Were awaiting a product. That it was mean. You voted for that bill. You were intimately involved in the crafting of it. Why was it so mean and why does it lack heart . I think hes being a businessman with those comments and wheres the product right now, its over in the senate. Hes telling them, if you want to improve the bill and make it better, go ahead and do that. And you put tremendous pressure on us to pass the bill out of house. Kushner was with the president a month ago on his Maiden Voyage to israel. No public statements or big meetings. This time around, the spotlight is very much on him. The white house portraying this as laying the ground work for what trump calls the ultimate deal. One that has eluded previous administrations. Jared kushner will be back on a plane in tonight by midnight. Hes going to meet with Mahmoud Abbas. The expectation is that kushner along with the american mideast enjoy Jason Greenblat will be focused on the nitty gritty of a peace deal, asking both sides to list their priorities on borders and securities. This is going to be likely one of many visits, craig, that the white house is trying to temper expectations for this one. Craig . Lucy, thank you. Peter, Jared Kushner has quite the broad portfolio in this administration. Where does mideast peace where does the ultimate deal, as his fatherinlaw is calling it, where does it fit on the list of priorities here . Reporter craig, for the president and for his soninlaw, im told this is a significant priority. But you hit it on the head. This is an ambitious portfolio that Jared Kushner is now trying to carry. You can see on your screen, Opioid Epidemic commission, overhauling government bureaucracy that hes helping to oversee. Improvements to the va, chinese diplomacy and mideast peace and criminal justice reform. What matters the most is that Jared Kushner of this trip should be viewed by a lot of people as one that is a priority for this president because kushner has the president s ear. He has as much access to the president as perhaps anybody in this administration. So his investment of time in israel right now, they direct that as being a significant indication of how much they are investing in this effort. Craig . Peter, thank you. Josh, i want to put that screen back up that peter just referenced. This is the kushner portfolio, if you will. Yeah. Its pretty substantial. Opioid epidemic, overhauling government bureaucracy, va improvements and chinese diplomacy. When you see that list, whats your reaction . Probably one of those is more than he can handle on his own. I think donald trump has an idea that running the government is you go into a room and make the deal and get out. It goes back to the way that he ran his business for decades. If you read the art of the deal, hes talking about this luxury hotel that was to be built in moscow that never got done. Even back in that smaller scale when he had that ambition, you make the deal and the details work out, that didnt necessarily work. I think in government where things are much more complicated, its an understatement to say that the israelis take a great deal to agree that its nice to have a deal that works for everybody. So i think it sort of represents something that weve seen broadly in this administration. Basically, that the president does not understand how complicated the government is and that just sending your envoy in without much backup is not likely to achieve much. Even if you want to use enjoys like this, i get it. Why not delegate at least, you know, a handful of those tasks to others . I think its related to the difficulty that the administration has had staffing up. Theyve made so many few hires, the president doesnt trust that many people because he doesnt come out of the mainstream of the party. There are a lot of people who were against him along the way. If hes looking for people who had unblemished loyalty to him, hes not going to find a lot of those and hes not good at delegating and trusting the people below him. He only has so many relatives. If youre on the ground less than 20 hours, youre spending as much time in the air as on the ground. Hes probably working on the Opioid Epidemic on the plane. I said donald trump could win this election and michigan. I wasnt surprised about what happened in georgia yesterday. The race was fall closer than it should be when this is a seat that tom price won by 23 points. It would have been a great surprise if he had won, but the fact of the matter is, thats a republican district and gerrymandering has packed a lot of these districts. Weve got to be talking about working men and women, the issues that matter to them, understand the issues that they are concerned about and talk about. You told Jonathan Capehart the washington post, you talked about your place in the party. And you said something that really caught my attention. You said, quote, i dont know where i belong. Ive said that. I sometimes feel like i have no home, even here in the democratic caucus. Why is that, congresswoman . Why do you feel like you have no place in the caucus anymore . I wasnt quite i was answering a question in the way that it was set but im not a traditional democrat. Nobody listened to me in the last election when i told them they werent talking about the issues that really mattered in the midwest. And i have been talking about the issues that Bernie Sanders and elizabeth have been talking about for a long time. Ive actually been talking about some of them longer than they have. Trade, i believe that donald trump won the election because of trade issues. We were afraid to talk about them. But weve got to get our acts together. There are too many people and weve become this identity politics, the womens caucus, black caucus, hispanic caucus.
