There does appear to be a split message between the white house and what were hearing out of the speakers office. How do they reconcile these two things . Well we know katy donald trump has made himself this negotiatorinchief. The dilemma is the rules of capitol hill are at times not so movable and thats what paul ryan and Mitch Mcconnell have been talking about, the mechanism to try to get this bill passed and to do it in three different steps. Theres not as much wiggle room there as one might believe. Its sort of like if you go into a courtroom you have to follow the rules of procedure and a judge will tell you if youve crossed over the line. On capitol hill there are specific rules and one of the things that House Republicans are trying to do is to get this passed in what is known as a privileged bill,meaning no changes can be made. Reducing the risk fos are democrats to slow it down, stop it or change it. From the White House Point of view theyre more open to different ideas and trying to incorporate things. Its kind of a difference between the big message and the how do you get it done dilemma. Today Kevin Mccarthy the gop leader in the house talked about this issue of change and no change and heres how he tried to handle it. Some people talk about wanting to repeal and then go forward. Youd have to get 60 votes, moving forward that would be a very difficult thing to top. You open to moving up the medicaid freeze date . I think right now that would be very difficult to do. Reporter that gives you a sense of how theyre trying to say the outline needs to go forward. The committees are handling it. They think there is risk in opening the door to change as well as the white house less familiar with how this works and also trying to i think extend an olive branch of support to especially Trump Supporters around the country who have questions maybe even to some democrats or to independents out ther there. Different set of parameters. Its all about the rules and how do you succeed in passing it. For the white house, the issues are a little different. Katy . Chris, given the disagreement there is about the Health Care Bill and the fear there is among some americans about losing their health care, how much Political Capital is the white house willing to spend on this . Reporter i guess part of the question is, how much Political Capital does he have . The latest numbers show him under water again, the latest gallup poll has him at 53 disapproval, 41 approval. Having said that, what sway he has he clearly is going all in on this. Youve seen ithe meetings that hes had. Weve had very little exposure to the presint this past week since he made those unproven statements about wiretapping at trump tower and when we do see him its like we saw him today talking very positively, and were told by people who have been in the room for this series of meetings that his message is you need to come out of this and show a united front. Having said that, the president finds himself in his first big legislative fight in the middle of this fight between those who are in the main stream or i guess would you say the leadership on capitol hill and those conservatives, one of the keys as you well know katy is whether or not the medicare reimbursement could be rolled back to 2018, instead of 2020. What we heard from Kevin Mccarthy and heard from speaker ryan is thats not happening, echoing what kelly had to say. This is the bill, this is what we need to work on going forward, so you do have that mixed messaging when folks like people from the club for growth come out and say the president says he is open to talking about these things, very different from what were hearing on the hill. And this health care act, kelly, the American Health care act, is supposed to come in three phases, the final phase going back to the senate, where theyre going to need a super majority to pass it, which means theyre going to need democrats to pass it. Our rank and file republicans on the hill buying that this is a plan that will ultimately be able to get any democratic support. Well it is a legitimate concern because there are no democrats who are at this point willing to offer support. The challenge is one of the elements that some of the conservatives talk about, like the idea of being able to sort of break down the state by state barriers to buying Health Insurance. Under the rules again that is not something that is permitted in the type of bill that is phase one. So even though they agree on the idea, its about what are the mechanisms to actually put it forward . So thats where theres one of the questions. The outside conservative groups have their own fundraising bases, their own messaging. They dont have to live within these rules so theyre putting a lot of pressure on this as well trying to see some change. It would be a threestep process. The first part as weve discussed would be kind of the repeal and some new changes, then the administrative piece in the middle which would be the hhs secretary tom price, and then the third part would be sort of making additional changes that dont fall under the specific budget rules and so forth. It is asking people to have faith in the future. Thats a big ask, but at the same time leaders here are telling us they cant do some of those things in the specific legislation as it stands now. So it is a bit of a leap of faith. Well see how it goes, and theres certainly a lot of public pressure on all sides right now. Kelly, i want to get your take on some other news nbc just learned. Senator mark warren the Ranking Member of the Senate Intelligence committee is back at the cia for the second time in i think about three days to talk about russians and their interference into the u. S. Election. What more do you know . Reporter well mark warner is a senator from virginia so he knows the drive to langley which is in suburban washington to go to the cia headquarters. By going there personally hes able to talk to the top officials but also its the heightened level of security and secrecy about the information, although there are specific rooms here on capitol hill that are protected for secure kinds of conversations to prevent listening and those kinds of things, he has gone there personally. Its a big statement about his investment in trying to find out more answers about what is going on with the Russian Investigation which we know encompasses a couple of different buckets, what did they meddle in, in 2016, are there connections to the Trump Campaign and the most recent allegation from President Trump about president obama, about wiretapping, looking to see if theres any information he can get there. Mark warner is number two on that committee, very powerful, and unlike many other committees on capitol hill, intelligence tends to work in the most bipartisan fashion so its a strong symbol that he wants to find out more. Katy . And chris, you got senator warner as kelly just was talking about going to the cia, the cloud of russia that continues to hang over this administrations head. You have all this debate about health care, but on friday donald trump is making a Campaign Stop. Why 50 days into his presidency is he making a Campaign Stop . Reporter thats not clear, and we asked about it yesterday. The white house has not officially put anything out about this. Its on his campaign website. Lot of people may not realize that he still has the website up that he had during the campaign. Obviously a very skeletal staff. Originally the supposition was, and this was sort of assumed to be part of what the president said he was going to do, he was going to go out to america and push health care. Now were getting some indications its not the only thing hes going to be talking about. The white house today put out a multipage statement on the first 50 days and at the very top of it was jobs. Jobs, jobs, jobs, the economy. The new jobs numbers came out today so certainly part of the messaging is going to be about what the president thinks he has ne riht. We know from talking to people inside the white house he feels that the accomplishments that he has made here have been underrepresented, so this is also a chance for him to get out and make those kinds of statements, make his case for what hes done in the first 50 days, but the original conversations we had that suggested he would be out a lot and only for health care seem to have shifted where hes going to be doing more meetings. We all knew how much he loved to hear the roar of the crowd and now it is confirmed he wants to go hear it again. Allowing children to stay on their Parents Health care plans until theyre 26 because they start their careers later is a good thing. Not allowing Insurance Companies to discriminate against people with preexisting conditions is a good thing. Im concerned about our seniors, allowing Insurance Companies to charge them five times as much as a younger person rather than what the current law allows three times as much. It is a great concern of mine and the Medicaid Expansion i live in a state, new york state took advantage of the Medicaid Expansion, the current proposal now allows those people to stay on through perpetuity and allows people to join for the next two years. Thats a great thing. I would hate to see any changes in that. So as were going through this process, were waiting for the cbo score as you said. So were still examining a goal here, i have always said is our Health Care System is broken, and needs repair. So lets try to help the people at the Affordable Care act has harmed without harming the people that it helped. Congressman, the things that you just listed that you like about this plan are things that are in obamacare. So it doesnt sound theres a lot as it stands that is new that you do like. So why not just keep obamacare or try to fix it . Because its harmed a lot of people as well. We have working families who pay 20,000 a year in premiums, and still have a 6,000 or 8,000 deductible. They dont go to the doctor any longer. 20 Million People who have insurance that didnt have it before the act but we have 5 Million People that lost their insurance because of at fordable care act and another 19 Million People that took the exemption or the penalty and dont have insurance so thats 25 Million People who dont have insurance that had it before obamacare. So we lost 5 Million People. So those are the people, we got to help those people who are critically harmed by this and allowing people to have their own doctor, remember when we were told you could keep your own doctor . That ended up not being true. We said to you the administration is not saying you would be aible to keep your own doctor on this plan. In terms of the o score, if it esnt r as many people as obama care does or if it significantly adds to the deficit, are you going to be willing to support it . Im going to wait to see. I want to see with what my physs and hospital administrators have to say. The american hospital, so and the Hospital Association of new york are very concerned about this, that this may cause the closure of hospitals. If you close a hospital, particularly in rural areas, you have people without access to health care, you have employees who are now no longer employed in my district, two of my biggest employers are my hospital systems. Those people are now unemployed, and they dont have insurance either. So sir it sounds like youre not going to be taking this plan as is. You want to see some amendments to it. I want to see how its affecting eapeople. I know how it will affect the current plan and the people who benefited from the Affordable Care act and how its helping people who were harmed by it. I want to see what happens to the providers, the doctors and the hospital administrators are going to speak to me on monday and tell me what their vision of this plan is, how its going to help people and hurt people and so until all that analysis is done im not sure how ill vote. Marshall shepherd and heres what he had to say about it. The basic physics of the atmosphere suggest that Greenhouse Gases are in fact the primary forcing function on a warming climate system. Greenhouse gases and the impacts postindustrial age or Industrial Revolution are certainly their fingerprint is there on the naturly varying climate in the same way steroids were on the naturally varying cycle of home runs during the Major League Baseball era. I think that pretty much sums it it up. Yes, so if the epa head is saying there needs to be more research but the epa is losing money to do research, give me the consequences. How important is it and how significant is it to have the epa head deny Something Like this . Well i think hopefully cooler heads will prevail upon him to say we need to continue to research this. We need to continue what weve been doing because if you look weve got a graphic that basically right around the Industrial Revolution, we had, theres been no time in this history of our planet where co2, even naturally occurring or not, was above 290 parts per million. You look at the temperature, we put the temperature on top of that, you can see from the 1880s into the 1940s, temperatures are below average, below the global average, but once we really start to see that red line go up, as the co2 starts to increase, you can see those average Global Temperatures continue to rise, and they peaked last year, the warmest temperature ever on record for this planet. So as we continue to add those Greenhouse Gases thats not tosay that the Greenhouse Gases allow us to live on this planet. Without them completely, we would freeze to death. At night we would die. So there has to be some small amount of Greenhouse Gases. Were just adding too much. Contributing to all of this concern certainly among scientists is what were seeing now. We had a day yesterday it was in the 60s in new york city, 56 and today we have a blizzard. Look, you cant point to any one event and say okay, thats Climate Change. Thats Global Warming but what you can do is look at the trends and you look at climate over a period of time, and as you can see on that graphic the temperatures, the Global Temperatures continue to rise, continue to rise, and what Climate Change does is allow you to have greater swings in weather. You can have more extremes, go from warm to cold, from hot to snowstorms, and thats what Climate Change is. Why is that so dangerous though . For someone who doesnt see hey its a great day, i enjoyed this day and tomorrow it snows who cares. Why is it dangerous . Nature hates a vacuum. When things are going on like this, you have to have other balancing factors somewhere else. So we are living in an age where we are seeing these changes. Jeremy, this trove of documents has not been confirmed by the cia, hasnt been confirmed by any u. S. Official, officially, but what sort of damage is it already doing right now . Well i think the Damage Assessment, and thats what you call the exercise thats going on now out at langley of analyzing the impact of this disclosure, the Damage Assessment has a few components. First, they want to know who did it, and when you touch a document in the cia, you leave digital fingerprints, and so there is an audit trail of anybody who printeding accessed, downloaded documents and i think theyre going to hone in on suspects pretty quickly. They also want to know whether or not russia was involved because of the russian connection to wikileaks which question talk about. Third they want to analyze is this material old batches of code thats no longer operationally relevant or is this really the crown jewels, things that are allowing the cia and the United States to actually conduct surveillance overseas . I think its important katy we remind everybody again this is directed at people overseas, cia does not spy on americans, does not try to get to the devices of americans. Navid there is speculation who this could be. Jeremy touched on some of this but speculation it could be a Government Contractor. What is the difference between a Government Contractor in this case and somebody who is employed by the American Government and why would somebody who is employed by the American Government be less likely to leak out this material . Well, i think the first question is did this actually come from say a brute force attack, someone from the outside coming in . I have to say thats probably the least likely scenario, as youre succeeding probably what we call an insider. You like to think that an employee, someone who is, the cia has a very thorough, rigorous process for its employees. You like to think theyre fairly well vetted, whereas a contractor, your top secret clearance they have separate processes, that may be somewhat light. We dont know where this came from. To talk about, touch on what jeremy is saying there is a point here where when it comes to intelligence operations, this attribution is so important, and this releasing of these documents whether its a current capability or a past capability it can affect Current Operations as well as lead our adversaries to look at past operations and be able to attribute them to the United States. So it does have very, very real world implications and real world damages to our National Security. Talking about the state department, if we can, jeremy, theres a lot of talk about how the state department seems to be sidelined in this administration. Yesterday mark toner, the spokesman for the state department didnt know that the Mexican Foreign minister was in town. Rex tillerson is going on a trip overseas, and he doesnt have a full staff. Hes not bringing journalists along. How significant is that . Well i think the state department is vital for everything were doing in National Security, goes without saying, and the secretary of state is the senior most member of the National Security council. I think theyve had trouble getting their staff up and running. Theye had some trouble getting their people vetted through the white house process. That needs to happen urgently so secretary tillerson has his full team in place so that he can represent the United States with as much authority as that office demands. And the former National Security adviser Michael Flynn has just registered retroactively as a Foreign Agent. He was doing lobbying work during the campaign for turkey, while at the same time writing opeds in defense of turkey advancing their political prospects. So navid, how damaging is this for the Trump Campaign and is it damaging for them to have somebody of that stature, the National Security adviser retroactively register as a Foreign Agent, especially when that Administration Says that anybody who works in the government shouldnt be allowed to lobby with a foreign power, period, after they leave the government . You know, katy, this is the heart of where i think any investigation is going to end up going. I think its less likely youre going to see things focused on espiona espionage, more along the Foreign Agent registration act. Manafort suspicion of that, but yes it is a very damaging thing especially retroactively. When he entered office he was given an sf86 where you disclose things for your security review. One would think when you do your initial security Background Investigation or your periodic you would disclose those things. To do that after the fact leads me to believe he suspects that by not doing so he could be opening himself up to some potential criminal prosecution and i think its troubling again hes doing this retroactively. He should have done this at the getgo not afterwards. The white house was asked, sean spicer was asked if donald trump had known about this, would he have made him National Security adviser. Sean spicer said he did not know. Vp pence today or the other day saying that yesterday saying he did not know that mike flynn was somebody who needed to register as a Foreign Agent. The Associated Press is reporting though that the white house was informed that he would have needed to do this before he took the top National Security role. This is another situation where the white house is not being clear about what they knew and when. Why is there so much, why do we see this happen time and time again where they say something, theyre found out to be in defiance of the truth . Yes, katy, i think thats a major problem, and its not just a problem thats going to plague personnel decisions. When there is a real National Security crisis, you need to have facts. You need to have facts presented to the commander in chief, and the commander in chief needs to be able to present facts to the American People. Credibility is on the line, and i really worry about a situation which we have a true crisis, a true threat to the country, and people are very loose with the facts. The president is either not getting information or hes not being clear about the informatio information hes already been given and that will cause our defenses to go down and could harm our country. Makes you really wonder what exactly is going on in that white house . Are people just not talking to each other . Part of funding the government goes hand in hand with keeping track on what were spending it on and what our priorities are. We began that passback process we talked about internally.
