Public Health Officials should alert states directly. All the while President Trump refuses to accept the Election Results. Nbc news has also learned the president has discussed pardons for family and close associates. Joining me now jeff bennett with the Biden Transition Team in delaware. Monica alba and pete williams. Monica, let me begin with you. Tell me what we know about these president ial exit plans including skipping the inauguration and instead announcing he plans to run for president once again in 2024. Reporter our team has learned from three sources familiar with the sudiscussions that the president is having these conversations about launching his 2024 president ial run. Hes still mulling it over. On his successors inauguration day. What does that mean . He would skip that event. He wouldnt be at the inauguration which would be notable given it hasnt happened in the last 30 or 40 years. There are some notable exceptions, but for him to do that also signals to me he is making preparations for life beyond the white house, even though he publicly hasnt accepted his defeat. It shows he is making plans knowing that is the reality. He may even we are told hold an event the day of joe bidens inauguration. He may hold a rally. All this could go out the window if the president decides he wants to actually make these plans known sooner. We were told after december 14th when the electors will make this official, that president elect biden will be coming into the white house and President Trumps response to that could be i want to announce my campaign for 2024. Back in january of 2017 the president filed for reelection just hours after he was na inaugurat inaugurated. He may want to do that again, even though its not his own inauguration day, its joe bidens. Jeff, lets talk about the Incoming Administration. What more are we learning about president elect bidens next set of appointments . All eyes on some key positions. Reporter the president elect has made clear confronting the Coronavirus Crisis is his primary goal. We have learned as early as next week joe biden could name his health team to include his secretary for health and human services, cdc director and covid czar. Peter alexander has been told that jeff sainz will likely get that job. For hhs secretary our reporting is that dr. Murthy and rhode island governor gina ramundo is on that list. Linda darling hammond is on the short list for education secretary. For Small BusinessAdministration Im told by two sources familiar that the leading contender is Atlanta Mayor keisha lance bottoms. Were also paying attention to the degree to which members of the Congressional Black Caucus used their influence to make sure theres africanamerican representation in one of those big four cabinet jobs treasury, defense, secretary of state and also department of justice. Joe biden has already named his picks for treasury secretary and state department. Pay attention to who he chooses to serve as attorney general and to lead the pentagon. Well be delving into that later. Pete, there was a flurry of reporting coming out of the department of justice on all sorts of fronts. Have we learned anything new about the justice departments investigation into a possible bribery for pardon scheme that could potentially involve the white house . Reporter the simple answer is no. Theres so little in this document. The only thing weve been told is no current officials are the subject of the investigation, no former officials are the subject or the target of this investigation. Beyond that, we dont know anything. What more have we learned in terms of the john durham investigation, potentially as it goes into a new administration, the fact that attorney general bill barr elevated his position to that of special counsel perhaps insulating him from being terminated by an Incoming Administration . Reporter that was the goal here. Barr said he didnt announce it at the time in october to affect the election. At the same time he wanted to make it known that he wasnt broadening durhams portfolio. He was wanting durham to focus on the fbi which has been barrs concern all along and he wanted to make it clear durham wasnt be given additional tasking. The big news yesterday was this possibility that the president reporting discussing pardoning members of his family and close associates. A source telling nbc news that the president feels he can do this, not because he or his family has done anything legal. Can he do this . Reporter absolutely. Its been done many times before. People think of a pardon as something you get after youve committed a crime or after youre in jail, but you can issue a pardon at any time for any past offense. You cant pardon future conduct, but for past offenses yes. Andrew johnson pardoned anybody that had anything to do with the confederacy. Jimmy carter gave amnesty for anybody who evaded the draft. Monica, has the white house had anything more to say about the pardon headlines . Reporter Kayleigh Mcenany was asked about this by Kristin Welker to give us anymore information about whether pardons were discussed, who was in the discussions, was this brought up yesterday with the attorney general. Kayleigh mcenany said she couldnt comment on that and she wasnt aware of any individuals, whether the president s oldest children are part of the calculation for potential pardons. She said the only pardons she was aware of was Michael Flynn which was issued in the last week. The other person in the mix is rudy giuliani, the president s personal attorney, who denied hes discussed this with the president , even though we know from a source familiar with the matter that this has been floated. Its something thats being weighed and discussed. Now you have the white house on the record pushing back that theyre not aware of it in any public way that theyre ready to come forward with. Jeff, the symbolism of the transfer of power that takes place on inauguration day, has the Biden Campaign talked about the reports that President Trump could skip the inauguration and what that would mean for the country . Reporter in a word, no. The biden transition prides itself on not commenting on the whims and controversial statements of President Trump. If President Trump wants to keep busting norms, that has everything to do with the outgoing president and not the incoming one. Thanks to all of you. Now as the United Kingdom prepares to begin distributing vaccines next week, u. S. Officials are warning the covid risk to all americans is at a historic high according to the white houses Coronavirus Task force report. Cdc director Robert Redfield made this grim predictions. Watch. Were in that range starting to see 1,500 to 2,000 to 2,500 deaths a day from this virus. Unfortunately before we see february we could be close to 450,000 americans who have died from this virus. Now the institute for Health Metrics and evaluation at the university of washington says that the u. S. Is currently on the path to 471,000 deaths by march 1st. Joining us now is dr. Celine gaunder, an Infectious Disease specialist here at nyu. Doctor, were a week out from thanksgiving. Do you think the unseen effects of the thanksgiving holiday will drive the numbers even higher . Well start to see very shortly here an increase in cases resulting from transmission over thanksgiving and then a few days to a week after that is likely when well start to see hospitalizations. A couple weeks after that unfortunately deaths. I am concerned that come christmas, come new years well have a lot of people who got infected over thanksgiving in the hospital, in icus and perhaps unfortunately dying. Let me ask you about the big news out of the uk. They became the first country to approve a covid vaccine. Why do you think the uk was the first . Is the fda going too slow . Are they doing Something Different than europeans when it comes to taking up emergency use authorizations . This is not a race. The fda is the worlds preeminent drug safety organization. Its really important they follow their normal processes so americans dont feel like corners are being cut. Ultimately what matters is whether people feel comfortable this is a safe and effective vaccine. It doesnt help us to have a vaccine approved but sitting on the shelves because people are nervous about it. What does the Transition Team think realistically when realistically will people start being vaccinated in the u. S. . We anticipate by the end of december well start to see the initial groups of Health Care Workers and nursing home residents and staff being vaccinated. That will likely proceed through much of january before were able to reach everyone. Were talking about 20 Million People when you talk about Health Care Workers and nursing home residents and staff. Thats quite a chunk of the american population. Let me ask about the cdc sho shortening quarantine time from 14 days to 7 and 10 if somebody has been exposed, but no symptoms reported. What is your thinking on that . Why is it now were able to make the cdc is able to make this declaration . We have more data. I think this is the key thing to understand, whether its about masks or vaccines or quarantine. As we learn more, as the science evolves, well change our recommendations. The public needs to be prepared for that. These new recommendations are if youre exposed to somebody thats had coronavirus or engaged in highrisk activities you should quarantine for ten days. If youre able to access testing at the end of seven days, if you get a test and its negative, that can put an end to your quarantine. Is the thinking that seven days is enough of an incubation period and you can get tested and if you dont have it, safe to say you wont get it in that sevenday period . Right. If we dont find measurable virus by seven days after exposure, based on what weve seen in terms of testing other patients at that point youre pretty much in the clear. Dr. Gaunder, thank you so much. I appreciate your time. Election official ness georgia are pushing President Trump to stop making baseless false claims about Election Fraud in their state. Well take you there live after the break with just hours to go for the deadline for the recount there. President trump accused a nevada hospital of being a, quote, fake hospital. As the second president ial recount in georgia heads towards its midnight deadline secretary of state Brad Raffensperger says theres no change to the outcome. He also added this to dave sterling who said President Trump and those saying there is fraud are inciting violence. Death threats, intimidation, its too much. Its not right. After senators leffler and purdue condemned the violence today, raffensperger had this to say. Didnt know what he was going to say yesterday. Even after this request that President Trump try to quell the violent rhetoric being borne out of his claims that he won the states he obviously won, he tweeted out expose massive voter fraud in georgia. This is exactly the kind of language that is at the base of growing threats of violence to election workers. Joining me now is vaughn hillyard. He is live in gainesville, georgia. Vaughn, at the same time Brad Raffensperger condemns President Trumps allegations of fraud, his office sent out a press release theyre launching an investigation for allegedly encouraging false allegations. Walk us through this now. Reporter this is where republicans find themselves, ayman. You have a rally in the atlanta area taking place with former Trump Campaign lawyer Sidney Howell who is encouraging georgia voters to not vote until they believe their Voting System is backed by one of integrity. That is where republicans find themselves. Thats where you saw today secretary raffensperger say they are launching an investigation into some of these groups, making the allegation that there are voters here in georgia and out of state that are receiving essentially being encouraged to register to vote. New georgia project which is a group started by stacey abrams, the executive director pushed back saying as georgians are turning out in record numbers to have their voices heard, the secretary of state is attempting to smear organizations and scare georgians registering to vote. This is where you see raffensperger who has come under assault, as well as the republican governor here by donald trump essentially trying to make the case to voters that this is going to be a fair election. They are intent on making sure this january 5th runoff is safe and secure. At the same time this is an election already under way. More than 11,000 voters have sent in absentee ballots and theres question marks ahead of this saturday. President trump is coming to town. Whats the purpose of the rally . To get people to vote for Kelly Leffler and david purdue or call into question his own Election Results . Will he encourage georgia voters to vote come january . Or will he make that call for the elections to be canceled completely as he did a few days ago. Vaughn hillyard as y, thanks. President elect biden speaking out on iran in rather strong terms in a new interview with the New York Times saying if iran gets a nuclear bomb it puts enormous pressure on the saudis, turkey, egypt and others to get Nuclear Weapons. Adding, the last god damn thing we need in that part of the world is a build up of nuclear capability. The comments come after the killing of the Top Iranian Nuclear scientist. Joining me now is the author of the oped in usa today, ambassador sherman. The Iranian Defense minister said the killing of Mohsen Fakhrizadeh would make iranians more determined to continue his work. You say president elect bidens team can handle this. Elaborate on that if you could. The team hes put together is a very professional, experienced and Competent Team who have been around the block more than once. Theyll be thoughtful about this. As you noted in president elect bidens interview with tom freeman he laid out his premise. He understands the only way to have a verifiable knowledge that iran does not have a Nuclear Weapons program is to have a deal because if you take military action they can rebuild their facilities and they would do so underground and in secret. You cant bomb away knowledge. If you keep sanctioning them, theyll keep going forward. Today, the legislature and Guardian Council have passed a law that says immediately iran much begin enriching at 20 , much higher than the current 4 , and they will continue to move forward unless the new administration removes sanctions within two months, so february. Really racheting up the pressure. I think this is in response to the assassination of Mohsen Fakhrizadeh. Its about irans politics which we dont talk about as much as our own. Their politics will define a lot of what happens going forward. Let me ask you about that bill that you mentioned in the iranian parliament. The hard liners in iran want to push iran in a different direction, slightly more confrontational. Theres only so much that irans president can hold those hard liners back. What does that signal to you about what may happen during the course of a Biden Administration, from an iranian perspective . Theyve been under sanctions. Scientists have been killed. Their top general has been killed. They havent retaliated in a way many anticipated they would. I dont think the Supreme Leader of iran is looking to have a war anymore than donald trump didnt want a war. We saw a report the other day he told secretary pompeo rachet up the pressure, but dont take us to war. I think neither leader wants war. Youre quite right when parliamentary elections were held last year, the hard hard liners, the most conservative in iran dominated. We have a president ial election coming up in june. Theres a short window to show that having a deal is actually in Irans National Security interest. They have an economy under enormous stress and they do have really a rampant covid problem. Negotiations in the Obama Administration were mostly done in secret. That angered middle eastern countries. It led to the speech in the u. N. Effectively trying to undermine your administrations policies. This time around should President Joe Biden do things differently . Should he keep in mind what the saudis, the israelis have complained about . Theyre opposed going back to that deal as it was. Indeed. The Prime Minister of israel had been clear that he didnt think a negotiation is the way to go. Its not accurate that we didnt consult. Israel was well aware of everything we did. We had ongoing consultations with their experts, with their National Security advisers. I met with the gulf arab ambassadors and they were kept in the loop. All interests are not the same. The point the president elect biden made in his interview with tom freeman is very important which is the only way to ensure stability or get on a path to stability in the region is to make sure iran doesnt have a nuclear weapon. If they have a nuclear weapon, their ability to project power into the region and deter our actions with our allies will be circumscribed and difficult. A deal is not the beginning and end of all what we need to dochto. We need to deal with irans behavior, its weapons and missiles. We have to get the Nuclear Weapons off the table. We have lots of sanctions and tools and allies and partners to work on other issues. Im sure that president elect biden will have a robust consultation, policy and process. Let me ask you about some of our allies in the region. We got word that President Trumps soninlaw Jared Kushner was in saudi arabia this week. What do changes happening in the persian gulf mean for the Biden Administration . Everyone think that is the Abraham Accords which were started in part to keep israel are annexing territory from the Palestinian Authority and try to settle down instability in the region, these are good things. For people to recognize israel and israels right to exist is important. We all support that. Whats at issue is whats the future of the region . Kushner was on some kind of mission to try to create better blood between the saudis and the cutries. The saudis have long be unhappy that the cutries are in bed with the iraqis and iran. This has caused a lot of tension and well see in this waning days whether this last effort makes any difference whatsoever. One senior diplomat told me its unlikely before this administration is over. Before we go, madam ambassador, if asked by president elect biden to join his administration, would you consider it . Public service is the greatest privilege ive ever known, but i want to leave president elect bidens choices to himself. Hes got a complex puzzle to put together. The good news is he has a deep and wide talent bench and is creating a very diverse team that can reach across america as much as it can reach across the world. We appreciate your voice on this network. We dont want to see you go. Ambassador wendy sherman, thank you so much. Take care. President elect biden is trying to make good on his promise to black voters that his administration will be the most diverse in history. Yet leaders of civil Rights Groups feel theyre being left out of decision process. Ill be joined by congresswoman coleman after the break. Early cabinet picks are reportedly worrying his black allies who say they feel left out of the transition process. Prominent civil rights activists say they havent been consulted and are frustrated they havent met with biden since the election. Joining me now is Bonnie Watson coleman of new jersey. She serves on the Appropriations Committee and is a member of the Congressional Black Caucus. Congresswoman, thank you so much for joining us this afternoon. Let me get your thoughts if i can on how the president elect is handling his transition and appointments so far. First of all, thank you for having me. This is an important discussion. Its an important discussion at an early time. I think that im pleased that the president has made some appointments of black women in particular and a black man in particular announced during the first round of announcements, but im concerned that i dont see the kind of representation discussed or confirmed at the highest level, at the level of the cabinet with the exception of one notable exception. We need to make sure that africanamericans who have Great Expectations as a result of being so instrumental in this victory, that we have qualified, educated, experienced, ready, willing and able africanamericans that are willing to serve and able to serve at the cabinet level. We want to be at the table when were debating and discussing policy and when were talking about the priorities and the applications of resources to those priorities. That happens at the cabinet level. That is the area in which we havent seen the kind of confidence thats happening in an affirmative way. Were happy what sorry. I apologize. Go ahead. Obviously were pleased at the appointments that have been made thus far. Its disappointing that some of those women who are so qualified have a deputy or assistant or second tier in front of their position when they could have been in the first tier. Thats not to discredit anyone named to that first tier. What positions would you like to see representation in . There are so many that impact the policies that are important from the environment to education to health and human services, agriculture, of course the justice department. Thats a huge issue for us. There are a range of cabinet level positions for which we can find very qualified black americans, female and male. Particularly female because we showed up in a very big way on behalf of this team that has won and will take the office in a few short days hopefully. Let me ask you about doug jones for a moment. Hes rumored to be on the short list of attorney general. Would you support doug jones with his track record in civil rights in alabama . I dont have any problems with doug jones. I dont think the discussion should be whether or not we would accept doug jones over someone who is africanamerican or black or whatever. Of course hes qualified. Of course hes done wonderful work in the field. So has Deval Patrick and so have others. I dont want to be in a position where its being asked would you accept doug jones if hes named . Well accept the people this president and Vice President put into office because we believe theyll save our democracy and our country. We also believe and have High Expectations from the black community that were going to be at that table when those issues are being discussed and those decisions are being made. Congresswoman coleman, thank you for joining us. Thank you for having me. President trumps former Campaign Manager made the rare acknowledgment that the president s reaction to the virus cost him reelection. I think it was the decision on covid to go for opening the economy versus public empathy. I think a young family with a young child who were scared to take them back to school wanted to see an empathetic president and empathetic republican party. If he would have been publicly empathetic, he would have won. The u. S. Is approaching 100,000 people hospitalized because of the coronavirus. The staggering numbers are overwhelming hospitals across the country. In st. Louis officials reported an additional 1,800 new hospital da over the past two weeks as the Positivity Rate there reaches 14 . Allison barber joining me now from outside st. Louis. Allison, what have you learned from Health Care Workers there . Reporter we went on to one of the icu hospitals here in st. Paul. The majority of the patients had covid19, but some did not. Other emergencies have not stopped because of covid19. We saw that noncovid19 patient coded. We want to warn you that the video we are about to show you is troubling and could be considered graphic for some. Attention, please. Cart. Ultrasound. Anything i can do to help . Hold for greg, ultrasound. Everybody clear. Clear. Two, three yes, shock. Continue doing cpr. Going in. If you noticed in that video, it took a lot of Health Care Workers in that room fighting tooth and nail to stabilize that patient and bring them back. When you have a number of Covid Patients being hospitalized every single day, experts say it puts a strain on the system because they still have their normal emergencies and normal patient loads they need to deal with. Hospitals when we talk about capacity, were not just talking about physical space. Hospitals do not have unlimited resources, be it physical space, equipment or staff. There are only so many doctors, nurses, Health Care Workers who can provide the type of care patients need if they are hospitalized for covid19 or if they are in Critical Care or icu for covid19 or something else. This hospital is incredibly strained. And what were being told is that hospitals in st. Louis and the surrounding area, a lot of them are experiencing the same thing. As of this afternoon, the pandemic, the regional Pandemic Task force for st. Louis and the areas that surround it, they say about 90 of icu beds are full. Officials at this hospital tell us their staff is exhausted mentally and physically. Heres some of what one nurse told us. Unfortunately, were not seeing a lot. Once they get to us, were not seeing a lot that make it out of here. How many patients have you lost . I i dont even know our numbers. Theres days when its three and four a shift. So its hard. Effects everybody. We just kind of have to pick each other up and move onto the next room. Weve seen the daily rate of new covid cases drop statewide in missouri. Right now, the state is considered to be in a plateau as it relates to the number of daily new coronavirus cases, but deaths and hospitalizations, theyre still in an uptick and here in st. Louis, they are breaking records today. The hospitalization sevenday average rate for st. Louis and the metropolitan area around it hit an alltime high. Amin . Ellison barber with that incredibly powerful glimen fufu the hospital there. Thank you. A selfie taken by a doctor at a hospital in reno, nevada, is going vie value on social media, after President Trump used it to per pech wait that the coronavirus pandemic is a hoax. He used it to take another baseless swing at the election result, misinformation that was spread to the president s 88 million followers. Nevadas governor condemned the president s attack and called on leaders throughout the state to join him in doing so. The ems doctor who took that picture joins me now. Dr. Jacob keeperman. Dr. Keeperman, thank you so much, i appreciate it. Youve had about 24 hours to absorb what has happened since this has all kind of blown up on social media. What is your response to the president s attacks on you . Thank you, amin. You know, i just relocated from st. Louis, missouri, where you showed that last segment, and ive been living it firsthand. I was sad and disappointed that our leaders arent understanding the seriousness and the reality of covid19. This is real, this is a humanitarian crisis and this is about people. We need to leave politics out and make this the nonpartisan issue that it is. Let me ask you about your personal experience, if i can. You have experienced any harassment online as a result of the president s tweet . I have certainly received some messages that i wish i had not seen. Im trying to ignore them, keep hope and remember all of my teammates and all the fantastic people that are supporting us. Yeah, thats probably the best advice you can give to someone is just to ignore those trolls. Let me ask you about what you have been seeing. There are still many people falsely led to believe that the pandemic isnt real, thanks to our president in part. What are you actually seeing . Describe what you see for us in your profession. Covid is real. We are seeing people from all walks of life, all age ranges, people that are previously healthy, people with medical problems, were seeing mothers, fathers, sons, daughters and people are getting sick. And i hope i dont have to hold anyone elses hand when they take their very last breath and i hope i dont have to call another family and let them know their loved one isnt coming home. So, please stay safe, wear a mask, wash your hands and social distance. Why do you think there is such misinformation about it . Unfortunately, the concept of health care being a humanitarian specialty, a humanitarian issue, has turned into a politics issue. Which has no place in providing care. We are all human and we all need to look at our similarities, not our differences. Agree with you on that. Dr. Jacob keeperman, thank you for all the work your doing, keep sharing your story with everyone. Appreciate it. That wraps up this hour for me. Ill see you right back here tomorrow at 3 00 p. M.
