Commission on president ial debates is considering holding the final two debates outside. Trump is now being treated with a regimen of drugs including steroids. He is still considered infectious though but wont reveal when he last tested negative. Meanwhile, former Vice President joe biden is getting ready to deliver a speech in gettysburg, pennsylvania, a state where he leads by 12 points in a post debate poll. Joining us now is big rucker, Pulitzer Prize winning bureau scheef f chief for the washington post, and anna moneymaker, contributor photographer for the New York Times who was at the white house last night and whose photo is featured on the front page of the paper this morning. Phil, let me begin with you. You reported it was trumps decision to leave walter reed. How was the decision made to let him go . Well, the president made clear to his advisers and allies yesterday that he wanted to get out of the hospital, he wanted to be back in the white house right away. He felt like he was well enough to get there and his doctors ended up agreeing with that assessment, according to our reporting, and let him go, let him be discharged. Hes of course continuing his treatment regimen at the white house so he is not fully healthy and fully better, according to the information thats been shared about his health condition, but as you see right there, he returned to the white house, removed that mask, certainly endangering anybody whos around him. Lets not forget all the staff and secret Service Personnel who are forced to work in his quarters. Phil, have we learned anything about what his day has been like obviously besides relying on his twitter feed for insight . Do you have any reporting as to how it has shaped out to be, his first full day at the white house . You know, we have not seen him yet today but there are some indications from staff in the white house that its possible the country could see the president before the day is over. Certainly hes making his views known on twitter, the tweet that landed a few minutes ago where he is effectively suspending talks on a new round of federal stimulus for the economic recession. Its quite newsworthy. It seems like a gambit for the president to perhaps go out on the campaign trail in these closing weeks of the election and say vote for me if you want to get your stimulus payments. That seems to be what the president is saying there. In terms of how hes occupying his time today, i know hes been fixated as he has been through the weekend on his political situation on the latest polls, on the state of his campaign and mapping out some states where he would like to visit as soon as hes able. Anna, your photograph of the cleaning of the press Briefing Room as you very well know went viral last night. It was one of those pictures i think that will be seared into the conscious of this country for many years to come when we talk about this period in this countrys history. Tell us a little bit about what you saw, and had you seen or experienced anything like that before inside the white house . Hi, thank you so much for having me. In my past, like, few months coming in the white house in this pandemic, i hadnt seen Something Like that. So it was definitely surprising when me and other photographs were staying and editing our pictures and suddenly we saw this cleaning person coming through the Briefing Room spraying disinfectant around. So, it was surprising. Let me ask you really quickly, are you at all concerned for your own personal safety when youre in that room in that moment . Obviously the picture is quite harrowing for a lot of us on the outside who dont have to go into that and i know you are professionally doing your job like so many other people who have to work at that white house, but what did you feel while you were actually on that assignment . You know, i just felt like the work was really important and these are definitely like theres a lot of Health Concerns right now going to cover that, but, like, i think the work is really important and im being as cautious as i can and the New York Times is helping me and other reporters and photographers be as cautious as we can and giving us all appropriate ppe and telling us to stay distant, so i just think the work is really important. It certainly is and we certainly appreciate all the work that you and everyone else is doing inside the white house walls so to speak. Phil, trump is now telling everyone not to be afraid of the coronavirus. Hes also touting the treatments which are unique to him that he is getting, but watch this. We have the best medicines in the world and it all happened very shortly and theyre all getting approved, and the vaccines are coming momentarily. The truth is, phil, trump is telling everyone not to be afraid of the coronavirus. He is getting those therapeutics that are simply not accessible to everyone like him. Yeah, and thats completely contradictory to the advice from Public Health professionals throughout this pandemic which is that americans and citizens of the world really should be afraid of the coronavirus and should take a number of necessary precautions in order to protect themselves and perhaps more importantly protect others in the community that you encounter, including wearing a mask, including socially distancing, including avoiding Mass Gatherings such as the large scale rallies, Campaign Rallies that the president has been having around the country. So its a very different kind of message to hear from the president saying dont worry, dont be afraid of the coronavirus, even though we know this is a deadly pandemic that has claimed more than 2200 thousand lives in the United States. Anna, one of the questions that i had for you about the picture that you took of the president on the balcony, i was curious to get your thoughts about that moment and what else you saw that may not have been seen to your lens. What stuck out to you most in that moment . Well, we got a special like the photographers got an opportunity to be out on the south lawn so as he stood on the truman balcony, were just trying to get from point a to point b and make sure our cameras have the right settings and all the pictures are properly exposed so were just like, you know its very quick and speedy, so, whats happening in front of us, were just trying to press the shutter and photograph as much as possible. You know, theres a lot of other things to get in that frame, so we try to keep it as composed and clean as possible is all i wanted. I know the pictures certainly tell a very powerful story and like i mentioned, its a moment that a lot of americans will not forget in the foreseeable future. Anna moneymaker, thank you for the work that youre doing and phil rucker, for your excellent reporting. Im joined by a senior scholar at the Johns Hopkins center. Its good to talk to you again. Let me begin with something that the president has said and its certainly something a lot of his allies say quite frequently. They compare the coronavirus to the flu. Again, it happened today on social media with the president saying we learned to live with the flu just like we are learning to live with covid. That simply is not correct. Facebook took the photo down. The president even told bob woodward in his own words that the coronavirus is worse than the flu, but explain to our viewers why the president s comparison is so problematic. Its problematic because its another example of trying to downplay the severity of this pandemic. This is not influenza. This is something much more serious than influenza. Even in our worse years, less than half as many people who died of coronavirus died from influenza. We have a vaccine for the flu. We have none of that for covid19. This is a false analogy, misleading and its not really truthful and its something that the general public has struggled to understand because they continue to hear mixed messagi g messaging. Many people thought the president would go back to reality when it comes to covid19 but clearly he didnt. The president s doctors again refused to release certain details about his health like the lung scan findings and when he last tested negative for covid19. From your medical experts, what Unanswered Questions do you still have for the president s doctors . I want to know when he got infected. I want to know when his last negative test was so we know who hes exposed and how far ahong in t along he is in the illness. Id like to know the chest xrays. Its important to know what that is. Id like to know what blood work was done and what the blood work looked like. This is a patient who got an experimental antibody and im curious to know how well it worked. Not everybody has access to that antibody. Its in a clinical trial. Is that what made him have this better outcome because we do give remdesivir and dexamethasone to individuals. Wi we dont give people this antibody. I want to know how low his oxygen got. W was it in the high 80s and why was dexamethasone started later than we would normally start whether someone needs supplemental oxygen. Those are the questions i would bring up. All eyes on the Vice President tomorrow as he takes the stage. Mike pence has tested negative in the past few days but is it in your medical expertise possible that he could still be infected and more importantly, could he still, if he is infected, be a threat or risk to the debate stage tomorrow . If he was a significant exposure to the president , he could be harboring this virus and testing is not iron clad. The white house is refusing to really give information on the Contact Tracing efforts so we dont know if the Vice President actually was a significant exposure. If he was, he should be selfquarantining. If he wasnt, its probably okay, but we dont know that because, again, this is very opaq opaque. The d. C. Public Health Officials dont have any readin to the white house and their Contact Trace efforts. This is going to be a mystery and i think that erielle reshri side of caution is smart. On this Program Speaker pelosi raised questions about the type of testing theyre doing and how well that is working at the white house with how theyre being able to test people doigoing in and out of there. The white house is rejecting the cdc offer to do Contact Tracing for those connected to the outbreak at the white house. How worried are you that countless people have been exposed without even knowing it . Very worried. This seems to be a super spreading event. Weve got over a dozen people infected and i think its really important to remember that those individuals might transmit it to other people. These are people who live not in the white house. They live in the District Of Columbia or in the suburbs. So the Public Health officials in those areas need to know if they have active cases. 00 i would consider anybody that was at any of the amy coney be tested or consult with their doctor because this is something that were seeing a disproportionate number of cases and the fact that were not getting a Contact Trace really makes it much more dangerous for the days and weeks ahead. This afternoon Florida Governor ron desantis extending the states Voter Registration deadline until tonight at 7 00 p. M. Eastern. It comes after the states registration website malfunctioned yesterday, preventing wouldbe voters from registering. Florida secretary of state laura lee says that in the final hours of monday the online Registration System was accessed by 1. 1 million requests per hour. Joining me now is nbc news correspondent Allison Barber live for us in miami. Florida obviously a critical state in this election. Looking into this unexplained outage is a big question. What have you learned about what theyre doing and have they made any changes to prevent something similar from happening later today . Reporter its a confusing situation. There are still a lot of Unanswered Questions but we do know right now that the window to vote has been extended until 7 00 p. M. This evening. The window is from noon to 7 00 p. M. Thats online and also in person. In terms of whether or not the website is working and whether or not we could potentially see these issues again this evening, i dont think we really have a clear answer on that. Governor ron desantis said the website is working now but when he was asked about that at the press conference earlier today, this afternoon, he said this. Its working now but as you know, if 500,000 people descend at the same time it creates a bottle neck and thats what we see. Hopefully it will be phone but we also have these other ones. We want to be able to go in in person, particularly without things like supervisors open until 7. I think that gives people who had problems yesterday an ability to go in and do it that way if thats the way that works for them. Reporter so hours before yesterdays Voter Registration deadline in this state, voters started saying that they were having difficulties with the website. Some people were not able to get online. Others were saying they were getting error messages or the system was timing out. When these problems started to develop around 5 00 p. M. Eastern time, florida secretary of state initially said that this was an issue that lasted for about 15 memberships and said it was due to high volume the. By 6 00 p. M. She tweeted that the Voter Registration website was online and working. Today, this afternoon when they announced the decision to extend the time period that people could register to vote, she said that the state is now working with state and federal Law Enforcement to ensure that this was not a deliberate act against the voting process because the website had what she said was an unprecedented 1. 1 million requests per hour. The only democrat to hold a statewide Elective Office in this state, the agriculture commissioner, has pushed back on all of this, particularly the window of time theats been givn for people who experienced this issues yesterday to vote saying that it is not enough, that it really should be at least 24 hours. She also said yesterday simply the fact that the website seemed illprepared and unable to handle all these requests in her view amounts to Voter Suppression because she said that is something that officials in this state should have anticipated and been ready for. Plus, how much of a role does the Supreme Court plan on playing in determining the outcome of next months elections. Pete williams is here to explain that question. Reporter it had been pretty unlikely that something was going to get done before the election anyway but talks between treasury secretary Steve Mnuchin and nancy pelosi did seem to be picking up some speed in recent days even though both sides could kind of see the election looming and trying to make a callous as to whether or not they might be better off on their own to wait until after the election, particularly democrats who see a number of seats they could pick up in the senate. Well, the president calling those talks to a halt, at least on behalf of his administration, and secretary mnuchin saying that the democrats wanted too much money to essentially, as he describes it, bail out poorly run democratic states for issues unrelated to coronavirus. This has to do with money that the house was trying to get to states to help them make up for all these budget short falls they were facing because of the coronavirus. Now, the president does not control what congress does so member of the house, members of the senate are certainly free to continue Going Forward to try and pass some piece of legislation. The president cannot halt legislation from Going Forward, but of course he does control whether or not he signs that legislation into law and if theres not a vetoproof margin, of course then the legislation could die right there. So, congress is certainly free to continue to go forward without negotiations with the president saying that hes not going to be working in any sort of part of this. Now, while all of this is important in a macro sense, of course for millions of people, its because of the economy. The president has tied his reelection hopes to the economy but it was a question whether any of this stimulus money was going to get out before the election anyway. We should note as you talk about the economy we have for our viewers on the screen the dow dropping about 330 points on the news that the president is ending those covid relief talks. Today President Trump announcing he still plans to attend next weeks debate in miami despite questions though about his health and how to conduct the debate safely. But the question today is, how did last weeks contentious matchup between President Trump and joe biden affect polling both nationally and in some of these key battleground states we have been tracking. Steve kornacki at the big board to break down the numbers. As i was saying, the question is how did the post debate polling play out . Ayman, there have been some changes here. Lets show you, this was the nbc news polling average nationally before the debate, so now we have gotten a wave of polls taken at some point sense the debate. Some of the polls have been just in the days after the debate. Some have involved the time the president was in the hospital diagnosed with coronavirus, but if you average all the polls that have come out since the debate, you do see movement in bidens direction. Its two points on average from 8point biden lead to 10point biden lead. When youre talking about an average, this is not just one poll that happened to jump up. Theres been some consistent movement. Weve been seeing in a number of polls here that have pushed this lead to ten points. Weve been talking about here, this race has been in a very, very tight range. Its tough for either candidate to get many points of movement. Weve been saying trump really needs to be within five poents, four points, three points, somewhere around there nationally to have a shot at the electoral college. Had ew he was eight points behind last week, now at ten points behind. That is a tougher order for the president to get back into it. In terms of the swing states, theres this out today, a new one from pennsylvania. Before the debate, monmouth polster had biden ahead by four before the debate. Now this morning, a brand new poll, look at that, biden ahead by 11 in pennsylvania. Also we have a poll out from the New York Times in arizona, again a republican state in 2016. Heres biden leading by eight in arizona. We can show you where some of the Biggest Movement has been in arizona. Theres a big senior population in arizona. Right now in that poll biden leads in arizona among seniors by one point, big change from 2016. Trump won the seniors by 13 in arizona in 2016. Now he trails by a point. Steve kornacki, as always, thank you. The Supreme Court is wading into the president ial election reinstating a signature requirement for mailin ballots in South Carolina and there is another case in battleground pennsylvania that is on the horizon involving a ballot extension. Now, as officials, states and campaigns breing lawsuits that determine how americans vote in a global pandemic, something called the per sell principle, an obscure legal premise from 2006 appears to be playing a central role in all of this. Joining me is nbc news justice correspondent pete williams. Good to have you with us. Walk us through the per sell principle. It could have a big impact on the election. There is obviously the legal aspect and the practical one. Well, it was cited today or rather late last night when the Supreme Court ruled on the South Carolina issue. The court doesnt say why it allows or denies these lower court orders to go into effect in South Carolina. It reimposes the witness requirement. It state said its no big deal, anybody can do it and to get a witness signature. Brett kavanaugh said there were two reasons why the court did this. One is the federal court should defer to the states on how to handle these Health Questions and this question really was pandemic related. Two, he cites the per sell ruling which is a big deal to people who follow election law and it basically says that the closer you get to an election, the more reluctant federal courts should be to change the rules because its disruptive to the process. Pete, the other issue that has gotten a lot of attention has to do with the Supreme Court declining to hear a case from a former kentucky county clerk who refused to issue a marriage license for a same sex couple. Justice alito and thomas criticized the courts 2015 decision. Why is that catching a lot of peoples attention today . I think the issue clearly is going to come back. Whatever issue you take, theyre certainly right that this is an unresolved issue. Youre talking about kim davis, the clerk in kentucky who refused to issue marriage licenses in 2015 after the Supreme Court said states cannot ban same sex marriage. She said it would violate here religious principles and she was sued and the question is whether she was immune from lawsuits and what the people who have sued her said government officials sometimes get immunity if theyre following the law but she knew she was violating the law when she refused to issue those marriage licenses. So she shouldnt get any immunity and the court didnt take her case. But alito and thomas said this whole issue about the difference the tension if you will between a persons religious beliefs and laws against discrimination is unresolved. What they said is that the Supreme Courts ruling on same sex marriage in 2015 which they did not agree with, they dissented in that case, they said it went beyond the constitution and has allowed courts to brand anyone who disagrees with same sex marriage as bigots and they said this is a problem that the Supreme Court should fix. Now, there is going to be a related case on this question that will come up next month involving a Catholic Charity in philadelphia that was not allowed to send foster children p under a state contract because the Catholic Charity would not place them with same sex parents. So the same question is lurking in that case as well, and in a sense alito and thomas are basically telling us how theyre going to vote in that case it would seem. Remarkable. As President Trump continues to downplay the severity of the coronavirus pandemic, the nations top Infectious Disease expert, dr. Anthony fauci, sat down with our colleague kate snow for a conversation about the pandemic. Joining me now is nbc News Senior National correspondent kate snow. Kate, good to talk to you. A lot of people always want to hear what dr. Fauci has to say. What did he say and what did he have to say about where things stand in light of the developments involving the president . We talked about a wide range of things, ayman. Ill start with the good news. He said what gives him hope right now is that there are new inventions of the type that the president received, new drugs, new medications that do seem to be doing more than what we could do back in march. He also said hes hopeful about a vaccine, he said, potentially a vaccine being safe and effective and proven safe and effective by the end of this year with distribution as soon as maybe the end of this year, early next year, he said. But what gives him pause and what hes most concerned about right now is the fact that we still have spikes, we still have cases rising in some places. I asked him about the messages being sent by the president last night when he was not wearing a mask briefly after he got back to the white house. Heres a portion of that conversation. It is important in the environment were in right now with covid19 and the spread of infection in our community with 40,000 new infections a day that there are some things that should be universally practiced and that is the universal wearing of masks, avoiding crowds, keeping a distance, doing things outdoors more than indoors, and washing your hands frequently. That doesnt matter who you are. Thats what you should be doing. Youve said in public before that you never want to contradict the president but theres some mixed messaging going on. I think americans might be a bit confused. Yeah. Well, i mean, again, let me say for those who have faith in what i say, and i think there are a lot of people who do, that covid19 is a serious situation. It is a viral disease that has a broad range of manifestations with the potential to make people very ill and kill them. The numbers speak for themselves. We have 210,000 deaths and over 7 million infections in the United States and over a Million Deaths globally. So, this is not a trivial disease. People in the United States should realize that it is not a trivial disease. Ayman, i also asked dr. Fauci about the notion this morning when the president said he compared covid to the flu. What he said to me on that is that you dont get a pandemic that kills a Million People worldwide and it isnt even over yet. You cant compare that, he said, to influenza. Its not correct, in his words, to say that it is the same as the flu. Dr. Fauci walking that line. He continues to work with the white house and was not going to directly contradict the president. I think youre going to hear those big theme attic points from biden in his speech which will be overlooking one of the battle fields from gettysburg later today. How is the white house still downplaying the severity of this virus when the president , even the Vice President s spokesperson, had coronavirus . A couple of things, ayman. One, katie miller was also involved in the child separation scandal at the border, so when she talks about fortresses, hes part of putting up a real fortress around the United States and separating kids from their families. In terms of a fortress on stage, a plexiglass barrier is common sense and actually part of cdc guidelines. In the workplace, think about putting up physical barriers between people. Mike pence, her boss, is supposed to be in charge of the Coronavirus Task force, clearly doesnt know the cdcs own guidelines. By the way, when you say why havent they learned any lessons shl , weve seen donald trump on the balcony removing his mask. Katie millers covid diagnosis hand changed the gops view of this deadly disease. I agree with chris hays who says this administration is objectively pro covid. Let me switch gears for a moment and talk about Election Security and more importantly election day, the night of. The heads of the nations leading Cyber Security agencies including the fbi director, chris wray, they put out a video today that basically counters President Trumps message that the election should be decided on election day with the result by the end of the day. Heres the director of Cyber Security and infrastructure security agency, christopher krebs. Because of the changes due to covid, on november 3 we might not know the outcome of her election and thats okay. Were going to need your patience until official results are announced. This is in direct contrast to everything coming out of the white house and the president who are pushing even the federal courts to make decisions on election day. Watching that message, its almost as if they all got together and said lets make a video for donald trump. Theres an audience of one as so many things have been over the last four years. You said you wanted the president to stay out of it and leave the science to the scientists and said that you were sickened how political this has all become. What are you feeling today after what you saw and heard from the president . Honestly, i feel taunted. I feel taunted. To see the devastation that the coronavirus has had on over 200,000 people, no other country has experienced the devastation and loss that the u. S. Has, and to think that the president had an opportunity to mitigate the losses a lot earlier on, it sickens me to see that he would announce that he has coronavirus and then youre doing what that victory lap. I felt taunted as well as im sure the many other families that were impacted. Nicole, i wanted to ask you about that as well. As we just heard from kelly, she was describing it as a victory lap. What was your reaction when you heard President Trump who was afforded a treatment and therapeutics that ordinary americans probably did not have access to, certainly 24 7 care like that . What did you make of how the president s comments landed . I disagreed with the comment that he had made. Being someone that has lost a parent over this virus and hearing how small he had made it was devastating to me. It was definitely a comment that i completely disagree with, as well as my family and im sure others that have lost loved ones. Kelly, as we noted, your firsthand experience with this with your son was obviously heartbreaking when we talked about it a couple weeks ago. Your son was just 20 years old. He was healthy. He played football. He was an athlete. How does it make you feel seeing the president downplay the severity of this, even taking off his mask in front of the cameras the way that he did when he got to the white house last night . I felt like it was a slap in the face. Again, like i said, i felt taunted. I cant stress how important it is to listen to the medical professionals that are telling everything that he said, everything that he does contradicts what the Scientists Say and what the medical professionals say, and there are people who will be listening to him and putting themselves at risk. Right. Nicole, what was your Family Experience like with the passing of your father . Were you able to attend the funeral . Were you able to even have a funeral . Can you just describe to us briefly what that experience was and the kind of care he received . Absolutely. My father was tested march 25. We got the results back april 1. Thats when he had entered the hospital. He was supposed to come home april 8 but there were no oxygen tanks available at that point in time. My father did not want to come home. He did not feel comfortable without one. When we did find one, the morning of april 10, he had spoken to my mother and told her, mar, im so excited to come home. I cant wait to see the girls. I cant wait to see my granddaughters. Within ten minutes of getting off the phone with my mother, my father went into cardiac arrest. So, the morning he was coming home, dressed, getting ready to put his feet back down on the ground and move on with his life, his life was taken from him within ten minutes that my mother spoke to him and she was on her way to pick him up. Absolutely incredible, just hearing the fact that it took him that long to get the test results back. Absolutely heartbreaking.
