Were working quickly to pass additional legislation that will provide massive relief to affected industries and give direct payments to our great workers. And hard working american families. Never been anything like were doing on the hill right now. The federal Aviation Administration halted flights at airports around the country including new york, chicago and las vegas after the coronavirus caused staffing issues. Flights appear to be getting back to normal. More than 21,000 people across the country are confirmed to have coronavirus. 248 people have died in the u. S. There are now more than 10,000 cases in new york state and the governor says that it is because of an increase in testing. We are taking more tests in energy than anyplace else. Were taking more tests per capita than china or south korea. Were also taking more tests than any state in the United States of america. Now that some amount of testing is happening, there is a new concern today, the testing should be limited. Los angeles county and new york city both saying strategically administer tests because of lack of equipment. Every Single Person in the United States needs to get tested. When you go in and get tested, you are consuming person al protective equipment, masks and guns. Those are high priority for the Health Care Workers who are taking care of people who have coronavirus disease. Today we learned the fda approved the First Express coronavirus test that claims it delivers results in 45 minutes, this is much faster than the previous test that can take days. Were seeing a very visible presentation of people just trying to help out. You mentioned an hour long wait. Over my shoulder, still about 30 minutes to get in here, a revolving door of cars. Is were about 40 minutes or so about houston and you are seeing the local Sheriff Deputies and even the inmates distributing a diluted form of bleach by the jug. You see them over my shoulder right now, they are filling them up and handing them to people in their cars as they come in and out. And in terms of the demand for how much people want this, it is not just the cars coming here, check this out, if you step over to my side is we come down the main road here, you will see this goes on for a mile. A mile done the street as far as we can actually push it over there, there will still be cars. You cant see the end of the line. This has been going on since 8 00 in the morning. So an immense outpouring of people trying to get their hands on a basic product, they are so relieved to get it, they tell me that they cant find bleach or sanitizer in their local target or super market. Is so crucie so crucial here. And they just added in houston their first public drivethru for the coronavirus where people can come in whether they have insurance or not and get testing. Right now it is about 150 people for that first site. They got 29 Million People that live in the state and so they know they have to mp areramp it. Back to you. Thanks so much. And dr. Gupta, i want you to pick up where sam left off talking about the testing and i want you to talk a little bit about what dr. Fauci said at that press Conference Today about the necessity of prioritizing who will be tested. What do you make of those measures, dr. Gupta . I think dr. Fauci is 100 correct here. We have to have some nuance in who we test, when we test, because we know that certain people dont do well with coronavirus. We know that if you are older with a preexisting condition, you will not do as well compared to if you are younger and otherwise healthy. So we want to prioritize since we know Lab Capabilities will still need ramping up. We have to prioritize who gets these labs first. We cant just overwhelm the system that is not used to processing hundreds of thousands if not millions of tests a day. So i agree with dr. Frau which i a fau which i have a fau which i have aci and the ad proposal. And we also have to think about surge capacity. There is an overemphasis on testing, but we also need to be thinking much more broadly activating all national guard, activating the u. S. Military reserves, getting triage hospitals built in every urban area, getting more hospitals xwilt, more recent pir raters. We need that now. When you talk about surge capacity, part of that of course is human capacity. And part of that is basic supplies. The president earlier today talking about face masks, shortage of face masks. Take a listen. I have to tell you, the throwing away of the mask is being in private business, the throwing away of the mask right away, they are throwing it away, when you hear 55 million masks, how could it possibly be such a number . They say, oh, that is just a small fraction of what we need. And i said why arent we sanitizing masks, you know, you look at the different masks, some dont lend themselves to doing that. But many do. And i said why arent we we have very good liquids for doing this, sanitizing the masks. And that is something that they are starting to do more and more. Dr. Gupta, as a doctor on the frontlines of this, how do you respond to what the president said . I can say that that is what myself and my other colleagues in the icu are doing right now. Across the country that is what provider, my colleagues, my nurse colleague, my respiratory therapist colleagues, that is what were doing. Were recycling n 95 masks, were recycling hoods that can protect us. Were already making use of scarce resources. So to the president i say lets put into effect the defense production act, lets get Companies Like 3 m, compel them to is increase production, not just suggest it. So were doing everything that is being recommended by the president. We need more supplies, not just the recommendation of it. What you are seeing in my home state of florida is, states like california where it is in total schro lockdown, it is night and day. Coronavirus doesnt understand state boundary, it doesnt care if you are in florida or california or texas. And the federal government needs to be doing more within its power to ensure that states are following a standardized set of guidelines and regulations to ensure the safety and security of the american people. Matt, i want to talk to you about medical supplies. New yorks mayor says that in about a week, they will be out of ventilators. What are you hearing about ventilators in california . Well, all the medical resources are scarce here in southern california. Were hearing anecdotal stories about nurses and doctors having to buy their own protective equipment, but we have seen some signs of progress in terms of increasing the numbers of rooms both beds and icu beds and increasing the numbers of ventilators. But weve been surprised is in a county of 10 Million People, while there has been an increase, there is still a scarcity of icu beds, fewer than 200 beds available is among the 70 emergency hospitals in los angeles county. So that really has been a wakeup call to policymakers and hospital administrators to let them know that they have to be creative in thinking about ways to surge that capacity, to get icu beds from other parts of the hospitals, erect tentsd a and or facilities. And it is part of the reason that were seeing such a focus on the social distancing here in california. Officials recognize without slowing the spread and hospitalization that is possible, the Health Care System could get overwhelmed. And rebecca, ive been following everything that you have been tweeting out in the wake of this pandemic about the way that the Disability Community is particularly hit both by this pandemic, but you also by the social distancing that has been advised. You can tell us more about that . Certainly. Were talking about 61 Million People according to the cdc, were talking about a third of american households containing a person with a disability. So is your friend with crohns, your mom with depression, your daughter with an eating disorder, your boss with ms, we really still cant know tlong term impact. They said that they will focus enforcement on Public Safety risks and individuals subject as to mandatory detention based on criminal backbackgrounds. For about those who do not fall into those categories, they will exercise discretion to delay Enforcement Actions as appropriate. However, acting deputy secretary for dhs Ken Cuccinelli tweeted a clarify kag saying that does not mean that no other removable aliens will in fact be removed, but during the Current Public Health situation, removals will be done in such a way to minimize the exposure of the agents and removable aliens were encountering. So are the raids still happening . Yes, and i think we should be very skeptical of i. C. E. s statement because we dont know what they consider to be a Public Safety risk. That could be absolutely anybody, any of your neighbors who i. C. E. Considered to be a Public Safety risk and when they say that they are going to arrest people who are subject to the mandatory detention law, that includes people who have a 10 or 15yearold conviction violation for marijuana or shoplifting, this is simply not the good enough, this is a crisis. And in a time when i. C. E. Is out there using masks to arrest people, they dont need to be arresting, we all need to say that you must do better. And your organizations that has demanded that i. C. E. Release those in local jails. What have you heard back from i. C. E. . Well, i think you see the national statements. On the local level, i. C. E. Has been communicate difference with us even when weve asked them to release individual detained people who are elderly, who have Serious Health issues and need to be released. So even on that level, they have not responded to us, havent even agreed to release a few people who are sick. And i think that you can see from those national statements that they are thinking about their own agents and their enmedia narrative much more than they are thinking about Public Safety. Talk to me about whether or not these detention facilities are equipped should they have to handle an outbreak. Yes, they are absolutely not. I think what is really coming to the front now both in terms of jails and i. C. E. Detention centers is that people see that these places were neff where you could get good medical care in the first place. Weve had is so many clients have been unable to access surgery, medication, Mental Health care that they desperately need. At the same time that i. C. E. Is refusing to release them on alternatives to to detention. And our clients are calling us daily scared because they dont have enough soap, they dont have sanitizer, people are not testing people who have symptoms. And were really honestly worried for the safety of our clients. I do not think that i. C. E. Is ready for this. An degree drea, thank you so. And the Lgbtq Community may also be vulner ed nenerable to the h risks. Joining me is the largest human rights organization. And talk to me, what are some of the unique factors that put this community at risk . So i think that we can talk about both the health risks and the economic concerns that we have. The Human Rights Campaign has issued this policy paper to really make sure that policymakers and elected officials are focused on vulnerable communities. Lgbtq communities unfortunately are disproportionately impacted here. When we look at the statistics, one in five lgbtq people currently live in poverty. And when we look at lgbtq youth, 40 of the kids that are homeless classified as lgbtq. And then when you look at the industries that are impacted here, we estimate more than is 5 million lgbtq people will be impacted. Because they work in the restaurants and food services. They work this education, they work in the retail sectors. And so were seeing that there is going to be a disproportionately negative impact on the Lgbtq Community and we want to make sure that policymakers are aware of it and that they think about it as they advance policy solutions. So to that end, the senate currently looking at their economic options, what did you want to see in those proposals to make sure that the community is included . I want to make sure that when they pass these proposals, we think about how these proposals will be implemented. We can look at a piece of paper and say yes, you will provide paid family leave, but are we ensuring that those policies are being provided in a nondiscriminatory way. In 29 states, there are no state law protections. So lgbtq people in some instances are fired from their jobs because they are gay. They are denied housing because they are transgender. They are denied public accommodations because they where bbisexual. And so we need to issue the policies in that context. So that is one of our focuses as we think about advancing policy solutions. We want the elected fibls to be aware of that. And we kesay there is no historical rfshts point for that. When you look at the hiv and aids crisis, what lessons we might look learn about the interplay of how the government responds to a crisis like this. You know, there are interesting similarities and distinctions between the hiv aids epidemic and this pandemic. With hiv aids, the president of the United States would not say aids or hiv and we have to keep in mind that hiv and aids at that time in the 1980s was only affecting gay men and black and brown communities. It was not affecting other communities in the way that it was. It was ravishing the gay community. And the president of the United States refused to say aids for a very long time. And this pandemic which were dealing with davitoday, covid1s affecting all of us. It does not discriminate. And although the federal government is responding, i think the sla arity here e ity s that the federal government is not responding as aggressively as they should be or actively as they should be. Another way is the fed is already helping, it just has to be monetized. They are already committing to buying 500 billion worth of government bonds and probably have to buy a lot more. This is a role that the fed is playing. But you are looking at that magnitude to keep this economy afloat and most importantly, to help those Small Businesses. And people from losing their jobs and make sure that they have some type of safety net so we can get over this hump which hopefully wont last a lot longer, but at least several more week. Have jacqueline, mcconnell says the goal is to pass the funding bill on monday. Schumer saying that he felt good about where he and mnuchin are. Do you think that monday is still realistic . It is a waiting game. Senators on the hill are currently that the very moment still negotiating what this package is going to entail. They have so far agreed to a few things but there are some big Sticking Point pest and that a you are rounding Unemployment Insurance. And they have agreed on Certain Industries and businesses and Emergency Funding to support hospitals and health care infrastructure. That obviously is under a massive strain right now through the pandemic. But Unemployment Insurance is still again a Sticking Point. You know, democrats have argued for a boost through state Unemployment Insurance systems, and republicans have expressed doubts about whether or not states can actually handle that influx. You know, the way that these programs are structured, the central schism here, democrats arent sure that this stimulus package which again as you said will be the largest in history actually gets enough and consistent aid and assistance to workers, people who have been furloughed, losing their job, part of the gig economy. So lets be clear about something from Small Businesses to key sector, where he not talking about socalled bailouts for firms that made reckless decisions. Nobody is alleging a moral hazard here. And how exactly, you know, this money will be li shelly, the unemployment it numbers are not good and there is the reality of what people feel at home and the number of americans who are feeling this so directly. Either because they have lost their job or because a loved one, a member of their home, has lost their job. To someone who is watching this who says how much longer does this go on, how much longer do i have to worry about my familys financial stability, what did you say to them about how to tackle this Unemployment Crisis . I think it is very difficult because Savings Rates are actually up in the u. S. But a good share of families dont have a savings cushion to fall back on, especially in the lower wage jobs, people in the gig economy. So our message to them is try to hang in there and hope and pray that our congress and president can get their act together. You know, just get the money out the door. Make some xlo xcompromises. It wont be perfect but get it out the door and dont put so many controls on it that it cant be sent to the places that it is needed. That is what is nice about direct assistance to individuals, you dont have to worry about that so much. And in terms of the business assistance, just say no shareholder payouts, no executive bonuses while youve got this money, well tide you over, but people are making sacrifices and your house can make sacrifices as well. Were keeping up with him daily. The message though is that he is stronger and he is very positive that he has come through this. For weeks President Trump ignored or down played warning from the intelligence agencies that the coronavirus presented a serious danger to the United States. Instead he has deflected blame. During todays meeting of the task force, the president was asked about the shortage of masks for Health Care Workers fighting the disease. Take a listen to his response. Given that this is one of the wealthiest most powerful countries in the world, should this even be happening . Ill tell you the way i look at it. So many administrations preceded me. For the most part, they did very little litt little. This is unprecedented. You can speak to tony, anybody. This is just about unprecedented. And it is really as a level that nobody would have believed or thought possible that this could happen. And we are making much of this stuff now and much of it is being delivered now. Weve also gotten tremendous reviews from a lot of people that cant believe how fast it is coming. Id like to bring in charlotte alter, from time, and also National Reporter for the daily beast. How far have we come since the president first said that this would just go away . Pretty far. I think that weve seen a huge change in many cities all over the country in terms of numbers of outbreaks, in terms of the societal changes that weve been having do in determines of social distancing and other nonpharmaceutical interventions since we dont have a vaccine or treatment and were low on . Pretty key supplies. And the Washington Post reports that intelligence reports from january and february warned about a likely pandemic but that trump played down the risk to americans. How does this reporting affect how confident is americans can be in the administrations response moving forward . Well, i think this is exactly the problem this whole time is that trumps response has been very strong on some days and a little bit more scattered on other days. And it is unpredictable. And you know, this is an administration that disbanded the National Security councils Pandemic Response team in 2018. It is not correct that earlier administrations doesnt do anything. The Obama Administration did set up a Pandemic Response team in order to respond to a situation exactly like this. And trump disbanded that. So i think that one of the problems here from a Leadership Perspective is a sort of erratic messaging from the top where, you know, sometimes it seems like the administration is really putting its shoulder to the wheel to try to fix it and sometimes it seems like the president is more interested in fighting with reporters. You spoke with a doctor for an article explaining how this could all end and you write four ways, it peters out with the weather, two, everybody gets infected so it has got no new place to go so it end, but that is a pretty horrible ending, three is a vaccine which is about a year away, fourth way is the most likely, well have a few drugs within a few weeks to a few months that prevent people from getting infected. After reporting out this piece, which outcome seemed the most likely to you . Tough to say. Were still learning a lot about the virus. So even though there are many coronaviruses that do go away seasonally and that would be a wonderful way at this point for the trajectory to go, there are a lot of moving parts up in the air. You know, it is really wonderful to see so many people practicing social distancing since we dont have any pharmaceutical means to fight this yet. That is one of the things that question c we can do until a vaccine or possible drug comes along. But the experts i spoke to seemed pretty clear that we are likely to see within four to five months some pharmaceuticals. So drugs that might be annual to treat symptom, drugs that might be able to use prevention, sort of like using prep with hiv, people might be able to we might be able to find a group of people who might have been exposed and is at high risk of severe infection. And be able to treat them so that they dont get it in the first place. And that might be a few months away. If you think about it for millennial, this is the second Major Economic crisis of their early adulthood. Many graduated right into the financial crisis in 2008 and 2009. And then just as they were getting their footing in the job market, another financial panic hits in the wake of coronavirus. Listen, i also think that we have to think about what this major, major earth altering event will mean for the generation that is younger than millennials, for gen z. Basically one of the major arguments in my book, that peoples politics are largely influenced by the major historical events of the times in which they live. So, you know, gen z are in their late teens, early 20s right now, and what happens over the next couple week and months will be an absolutely pivotal political experience for them and i think that we may not know how that will influence their politics moving forward, but i think we do know that for millennials, this is just another example of the failures of institutions that have really marked millennial adulthood so far.
