N. , even the founder of microsoft bill gates tweeted the world needs the w. H. O. Now more than ever. A day before the governor of california talked about a plan to reopen the state, l. A. County reported its largest death toll so far, 48 souls. Some americans woke up to desperately needed Economic Relief as the first electronic stimulus payments went out this morning. Those waiting for paper checks will get an added bonus in the memo section, even if it has held up some of those checks. The president s signature added at his suggestion. Hell put his name on everything except for the delayed response. The president made it abundantly clear, he wants to restart the economy as soon as possible. According to new reporting in politico, he is not alone. Congressional republicans are mostly giving him the green light, and in some cases leaning on him to speed things up. That is despite warnings from the president s health experts. In a radio interview indiana congressman trey collingsworth said reopening the economy in spite of the risk was the lesser of two evils. There is no zero harm choice here. We are going to have to look americans in the eye and say we are making the best decisions for the most americans possible, and the answer to that is unequivocally to get americans back to work, get americans back to their businesses. It is always the american governments position to say, in the choice between the loss of our way of life as americans and the loss of life of american lives, we have to always choose the latter. Weve got a team of correspondents following the latest on the push to reopen the economy. Joining us first from the white house is nbc news correspondent hans nichols. Good to see you. How set is the president on reopening on may 1st . Well, we know what hes been saying publicly. Thats that he wants some states to go beforehand. Were learning privately that there is some pushback from some of these Business Leaders that the president was on a phone call with earlier this morning. This is according to two people familiar with the matter. Nbc news confirmed that some of the top ceos, from banks, from industries across the country, are pushing back on the idea of opening up the economy before you have widespread testing. Remember, this has always been a contentious point. The president seems to think you can do it with a combination of diagnostic testing and what they call surveillance testing. The wall street journal was the first to report this, and what theyre saying is that the bankers on this call wanted to make sure that the public had the confidence to return to the workforce. Nbc news has confirmed that the journal also reporting there are no followup calls for this task force, council or group, however you want to refer to it, and no firm date on this call, at least the first one, was mentioned. The president has four of these calls today. Well try to get readouts throughout. The white house is not officially confirming this information were imparting right now. Guys. Hans nichols, than. No one i spoke to across the bank ceos said any of them signed on to be part of any sort of Economic Task force. However, they do speak to secretary mnuchin almost every day. In the last 24 hours, you have jamie dimon from jpmorgan who says he doesnt see the country opening up until june, july, august. That would be the administration in conjunction with city and state leaders and official clearance guidance from the cdc. Today david solomon, the ceo of Goldman Sachs jamie dimon was also not on the call said to invest, we need to get confidence back. You need to get the american peoples confidence up. Were not going to snap back if people dont know what the truth is. Right now he said businesses should hope for the best and be prepared for the worst. As much as the president is selling it, its working in certain areas. Youve seen whats happened in florida, where there hasnt been wide scale shutdown. Governor desantis named the World Wrestling federation as an essential business. So one ceo said to me he doesnt see major ceos signing on to any official advisory kpatity for the president mostly because the president cant speak for the entire country when it comes to the Business Community because they need to take care of their customers, their employees as well as their shareholders. Until there is, as you said, not just widespread testing, you also need case tracking. The president hasnt even addressed that. Always good to have a reporter on staff who can call their ceos on their personal phones and get them to answer the phone and answer your questions. Thank you very much. If it worked now, why not expand it . Why not say this is going to continue at 2,000 per person, even people who are in college or teenagers who are working, they should get it, too. Parents should get another 500 for dependents in addition to what theyre getting. Lets put this out until the economy returns to where it was unemploymentwise anyway, pre coronavirus. I think thats fair. Weve got big holes to plug and people are suffering. I dont think its quite hit the administration how deeply this suffering runs. Congressman, what are you going to do once this is all over . What sort of institutions need to be put in place . What new programs need to be put in place . After the Great Depression we got social security, unemployment insurance, there was the wpa. What is this going to end up with . I think the onion is being peeled back, katy, to all the economic inequality thats been happening in this country for a long, long time. You look at the people on the front lines now, these nurses, emt, police, fire, primarily women checking us out at the Grocery Stores, vastly underpaid. They dont make a living wage. Thats a real issue. Were also seeing really interesting things starting to emerge. Youre seeing a new civic spirit around the Maker Movement where people are printing masks and sewing gowns as a part of this Maker Movement renewed in the civic spirit. I think a Huge Investment into the Americorps Program or something around national service. Huge shifts around telemedicine. We in the last bill started to reimburse telemedicine, so all those doctors and patients who never wanted to try it ended up doing it. Doctors got paid and patients liked it because they didnt have to leave their house. The onion has been peeled back on the digital divide, too. I think we have to make huge jemts into broadband making sure every school has the proper technology. Those are a few things. The expansion of some of these programs like social security, to make sure the suffering that happens every day in the country doesnt have to, but also with a big vision, a bold vision for what the future economy is going to look like. Congressman, im guessing food banks in ohio are getting overwhelmed as they are across the country. During your campaign for president you spoke so eloquently about working americans, the people, as you put it, who took a shower at the end of their work day, not at the start of it. This has been especially cruel to that population. Sometimes when i say that, people think of the 55yearold white factory worker. They dont necessarily think of the africanamerican woman who is working in a hospital, or the women checking us out on the front lines at the Grocery Store, interfacesing with the public at a most dangerous time. So i hope, really more than anything else that comings out of this, brian is theres a shift in our culture, an appreciation for each other. My wife is a First Grade School teacher. As i make my rounds and talk with the crew members, theyre focused on doing their mission. Morale is high. Theyre doing well. The ppe precautions are in place. Im impressed with the sailors and all the health care providers. Theyre doing a great job. Like i said, the morale is high. Were you expecting a patient load higher than it is right now . I know that would only make your job more difficult. I think when it first berthed in the hudson river, we thought perhaps we would see a steady stream of ambulances to the deck of the comfort. I dont have the expectations regarding that. Thats more of a leadership concern, and theyre sort of in charge of that. Are there two interactions with patients that are alike for you . Do you go by the patients needs . Do you listen to their thoughts first and then administer what you administer to them. Some of the patients would like to talk to the chaplain. They have spiritual needs. We talk with them, pray with them, try to comfort them and make our rounds to visit the other patients to see if theyre interested in chaplain services. What have your own deployments been like in your career in the armed forces . I was deployed to afghanistan with the marines and also in the persian gulf. So those were Different Missions than the mission were involved in now. Nevertheless, the same principle. The navy we can defend our country, but we also protect it and serve our citizens and the principle of working hard and doing our job with excellence, that applies whether were in new york city or whether in afghanistan or the persian gulf. As the coronavirus pandemic continues its spread, theres staggering new data out that could impact the allimportant decision on how and when we reopen our country. Today the world reached another grim milestone. More than 2 million cases globally. More than 600,000 of those cases are here in the u. S. Where nearly 30,000 americans have died. And in a dramatic reversal, President Trump said yesterday hes now fine with governors deciding when to reopen their own states after stating incorrectly that he holds the ultimate authority on that front. As the debate continues over how and when to reopen, theres new evidence that the projected u. S. Death toll could have been dramatically lower had he enacted social distancing measures one or two weeks soot sooner. Two ep deemths say if social distancing restrictions had been put in place earlier, the death rate would have topped out those epidemiologists are warning of the importance of learning from that mistake. In that same oped they write this, quote, the point here is not to place blame on mayors or governors for the timing of what were difficult decisions for both Public Health and the economy, but rather to alert cities and states where full social distancing measures are not in place that hesitation can come at a high cost. Talk about it strikes me that the debate about when and how to reopen the country is now a hostage of our politics, and i worry that the science which should drive all of those decisions which isnt a right, left, democratic or republican sort of consideration is being lost. Take me through the Science Behind any decision or discussion about reopening or loosening social distancing. Nicolle, i feel like this narrative is theres a job team and a health team. This is really Team Humanity and science needs to drive this. I want to put that into focus with this editorial or well. Its the cruel meth of exponential growth of disease which means if you could have stopped this disease or transmission at earlier stages, the most important thing, of course, is the number of people who got sick and the number of people who died. Beyond that, what the article doesnt go into that might not be obvious as a lesson who are thinking about potentially loosening the restrictions or have not placed the restrictions is that also translates into fewer Health Care Workers getting sick. Theres a cdc study that says 20 of the cases between february and april and they think thats an underestimation were Health Care Workers. It would have meant fewer beds hospitalized. It would have meant that if this pandemic continues, we have the resources to battle this. So lets work this backwards. The science of this, it needs to be sort of a combination of what we can prove in terms of our readiness at that period of time when were ready to loosen the economic and the social restrictions, but also an un understanding that thats not going to be what we considered normal before this pandemic. All those things need to be in place. The big thing is, we knew this part of the reason this becomes even more important than it was at the end of february is we now know this disease can be transmitted for people who are not symptomatic. We also know this disease sort of can transmit for farther distances than we thought before. The science at the opening is we need to follow how many more people will get sick and what have we put into place to actually prevent that in public settings, if more people go out, start conducting business. What are our innovations in shops, in public gatherings, in schools to keep that distance between people. The number of people who become immune is not that much larger than when we put these restrictions into place in february. Is there any scenario where employers bring back their workforce without on demand testing with instant results . Its not just the testing. The testing is important. But the other is, if you do have a cluster of people, employees who are sick, you need the manpower to do Contact Tracing and finding out everybody else who might have come into contact with them who got sick. Testing is an integral part. Beyond the testing, its the manpower to be able to run the tests and the manpower to do all the Public Health measures at bedside in public settings in each of the states thats affected. One of the things that, if you really sit down and play this out and think about, if you own a Small Business and want to bring everybody back and you say, im going to test everybody and then ill open. Anyone can become infected on any bus ride or in any line to get a tea or a coffee. How do you secure peoples safety from being carriers, unwitting carriers over a long haul . You cant. Thats why this needs to be thoughtful, right . I think it needs to be. The focus needs to be keeping people at a distance, even if theyre in public. We have to figure out how to conduct business where youre at a distance. The second is decontaminating our environment. As you said, this is not transmitted by somebody who is sick or might be coughing. Were leaving that virus all over the environment. What are the measures to make sure that if someone came in your shop thats sick, one of your own employees wont get sick in do we have those resources, those guidances in place . We havent developed these things to make businesses feel comfortable they can do that. Beyond that, lets talk about the reality of this. Twothirds of us lets say we test everybody and our numbers in terms of how many people might be immune might be, i dont know, what germany saw, which was one out of seven people were immune. Thats so many people who are vulnerable. I dont foresee us, until we get to the vaccine, getting to an environment where we can gather in large groups, shops, restaurants, cinemas. I dont want to drag you into the politics, but the data is very ripe for political examination and retribution. If a delay in social distancing is the difference between 6,000 american lives lost and 60,000 american lives lost, is it a worthwhile exercise to go back and figure out how all of the early warnings the New York Times has done some of the investigation and the executive branch of the government. But is it worthwhile going back and trying to understand who in positions of power knew what and when they knew it . I think thats a balance to strike. On the one hand, learning from our past mistakes is how we move forward. On the other hand, if thats all were doing, rather than learning from the science part and moving forward, as the article said, this is not to shift blame. One can look at a mistake and look at it as a systems failure rather than pointing fingers to particular individuals. Thats what we need. If we do any an sal sis of the background, we need to see where the system failed. Where did it fail . What decisions and what lack of science was there, and how can we fulfill those gaps and science to make the best decisions moving forward . We havent even filled the gabs in science yet. They are working in a workplace with such high density, if anything should break out in the workplace, it will have an Immediate Impact in those small communities. Well, the plant well, thanks for having me. The plant is one of the largest employers in the city. So having 3,700 people out of work is going to create other issues, housing, food, things like that. So thats why our mayor has been hesitant to do forced closures here because, while you slow the spread of coronavirus, you create other issues in the community when you shut businesses down. What is the how is it being received . This is a debate happening from coast to coast, in every city and down in america, where you have n a outbreak. Im from new york city, we have the most cases i think in the world. You have to balance that against the fact that not one of us is going to work anymore. I think thats the major question everybody is balancing. With the shelterinplace order that the mayor is bringing to the city council tonight for its first reading, that doesnt close businesses. However, it requires people who arent essential workers to stay home. Theres no doubt thats going to have a huge impact on the local economy beyond whats already happening here. I can tell you that the shelterinplace ordinance that the mayor is bringing is anything but a slam dunk. City councillors have reservations about passing it. Some people say it doesnt go far enough because it doesnt close businesses, doesal on the have teeth. Others are concerned about government overreach and whether or not this will actually slow the spread when we follow the spread is going to happen one way or the other. Do you have any reporting about sort of the state of mind of the workers there . Obviously if there are that many infections, theyve brought the virus home to their families, extended families. Some people may have vulnerable older parents or people with preexisting conditions. What is the level of fear among the workers themselves who are now infected . Before smithfield announced the indefinite closure, there was fear and frustration that they were being forced to go to work or being offered bonuses to come to work and not call in sick for a certain amount of time. There was they could come to wo not call in sick for a certain amount of time. There was a lot of frustration about that. They wrote a story at the end of last week where we talked to a couple dozen smithfield workers, the bonuses they were being offered, you know, didnt justify the health risks they were being subjected to, you know, we have new numbers today. You cited the 400 number of smithfield workers who have been infected. According to the state Health Department that jumped up to 518 today. Wow. And those workers have carried that virus home or into the community with them and infected 126 ear people at least who dont work at smithfield. The state was able to track they got it a smithfield worker. As we track whats happening in south dakota, the lastest from the epicenters, coronavirus epicenter in this country is new york, new York Governor Andrew Cuomo issued a new order today mandating that every new yorker must wear a mask in public if they cant maintain that six feet of social distancing, one day after new york citys death toll increased sharply. On top of that, particularly on the emt side, record call volumes. Its been a very trying time for both. Now theres a real effort under way between both agencies to Start Testing and so with the fdny, what theyre going to start doing, they teamed up with three private hospitals here in the new york city area, theyll be teaming up with the citys Public Hospitals to begin testing. If youre one of those ambulances that youre looking at on screen, if youve been out and not responding to calls because youve been out sick, youll have an opportunity through the Fire DepartmentsHealth Department to get a test, so theyll schedule a test and then theyll know. The people who are out sick, whether or not they have had coronavirus or maybe theyre dealing with some other flulike illness. On the police side of things, you heard the governor talk about it today how he wants to prioritize antibody test. They want to go back to the ones who were sick and couldnt get sick, and figure out who had it and start to do a round of tests where they can figure out which members of the nypd have had it but maybe were asymptomatic. Let me ask you, i wonder if they test positive, will they be taken off the job sf. I think with respect to the fdny members, if they test positive theyve been out sick so theyll remain out sick and theyll stay within their protocols. It will be peace of mind to some degree, theyve had it, when they return to the job some sense of immunity, as far as the nypd, if they get the antibody test, that means they have it and if theyre able to return back to work, theyll be again knowing they have immunity. Nicolle, theres more and more reporting and anecdotal cases that come up that suggest, you know, is this immunity long term to this virus . Whats the actual immunity . Thats something as i talked to paramedics and members of the Police Department thats something thats in the back of their minds. Theyd like to get more information as far as how long this immunity lasts, is it forever . One of the things theyd like to get some more information about. Do they feel taken care of right now or would they like to see more from the city, state and the feds in. I think this is a step in the right direction. Theyve been focusing on the lack of testing, i think theyve liked to have First Responder only set up in the initial days of this. It went away because of lack of testing. This restores the faith theyre being backed up by their political leaders, thats number one. The second issue was obviously ppe, you know the fdny normally has months worth of supplies, to help people, these patients, they burn through it quickly and i feel like they feel like they have enough.
