Then after president Trumps Oval Office speech last night, that failed to ease concerns of a potential economic slowdown. The president then made another effort to calm the markets during a meeting with irelands Prime Minister today. Watch this. We have a lot of things that were working on with the Financial Markets and its going to work out fine. You have to remember the stock market as an example is still much higher than when i got here and its taken a big hit but its going to bounce back and its going to bounce back very big at the right time. The president addressed questions about coronavirus testing saying that enough tests will be available soon. They have a million tests out now. Over the next few days theyre going to have 4 million tests out. Frankly, the testing has been going very smooth. If you go to the right agency, if you go to the right area, you get the test. With that being said, as you know, millions are being produced. This is a brand new thing that just happened, but millions are being produced. If you go back and look at the swine flu and what happened with the swine flu, youll see how many people died and how actually nothing was done for such a long period of time as people were dying all over the place. Were doing it the opposite. Were very much ahead of everything. And this comes as state and local authorities are continuing to take steps to contain the spread of the virus, and in a sign of how seriously this is all being taken, broadway theaters are suspending shows through april 12th. As i said, were awaiting Bernie Sanders to take the stage and it seems like hes speaking now so lets listen in. In terms of potential deaths and in terms of the Economic Impact on our economy, the crisis we face from the coronavirus is on a scale of a major war and we must act accordingly. Nobody knows what the number of fatalities may end up being or the number of people who may get ill, and we all hope that that number will be as low as possible. But we also have to face the truth and that is that the number of casualties may actually be even higher than what the armed forces experienced in world war ii. In other words, we have a major, major crisis and we must act accordingly. Therefore, it is an absolute moral imperative that our response as a government, as a society, as a Business Community and as individual citizens meet the enormity of this crisis. As people stay or work from home and are directed to quarantine, it will be easy for us to feel like we are all alone. Im working at home, not in my office. Or that we must only worry about ourselves and think that everybody else should fend for themselves. But in my view, that would be a tragic and dangerous mistake. If there ever was a time in the modern history of our country when we are all in this together, this is that moment. Now is the time for solidarity. Now is the time to come together with love and compassion for all, including the most Vulnerable People in our society who will face this pandemic from a Health Perspective or face it from an economic perspective. If our neighbor or coworker gets sick, we have the potential to become sick. If our neighbor loses his or her job, then our local community suffers and we may lose our jobs. We are in this together. If doctors and nurses and medical personnel do not have the equipment and the training and the capacity they need right now, people we know may unnecessarily face additional illness and even death. We are all in this together. Unfortunately in this time of international crisis, it is clear to me at least that we have an administration that is largely incompetent and whose incompetence and recklessness have threatened the lives of many, many people in our country. So today i would like to give a brief overview of what, in my view, we must do to respond to this crisis. First and foremost, we are dealing with a National Emergency, and the president of the United States must understand that and declare that emergency. Next, because President Trump is unwilling and unable to lead selflessly, we Must Immediately convene an emergency bipartisan authority of experts to support and direct a response that is comprehensive, compassionate, and based first and foremost on science and fact. In other words, congress, in a bipartisan manner, must take responsibility for addressing this unparalleled crisis. Further, we must aggressively make certain that the Public Sector and the private sector are strongly cooperating with each other, and we need national and state hotlines staffed with well trained people who have the best information available. One of the aspects of the Current Crisis is there are people who are asking, what are the symptoms of coronavirus . Do i have a cold, do i have the flu, do i have the coronavirus . Whos going to help me . Where do i go to seek medical treatment . How do i get a test . When is that test going to be processed . People have a lot of questions, and at the statewide and federal level, we need experts to provide the necessary information to our people. The American People deserve transparency, something that the Current Administration has fought day after day to stifle. In other words, we need to know what is happening right now in our country, in our states, and in fact all over the world. If there was ever a time for transparency and honesty and being straight forward, this is that moment. We need that information coming from credible, respected, scientific voices of which we have many in our own country and all over this world, not from politicians. During the crisis we must make sure that we care for the communitys most vulnerable for the health and economic pain that is coming. Those in Nursing Homes and rehabilitation facilities, those confined in immigration detention centers, those currently incarcerated and in jails, and all people regardless of their immigration status. Unfortunately, as i think the American People increasingly understand, our country is at a severe disadvantage compared to every other major country on earth because we do not guarantee health care to all people as a right, and as we speak, some 87 million americans are either uninsured or underinsured. When you are uninsured or underinsured you hesitate about getting the medical care you need because you cannot afford to get that medical care. The result is that millions of our people cannot afford to go to a doctor let alone pay for a coronavirus test. So, while we work to pass a medicare for all single payer system, the United States government today must make it clear that in the midst of this emergency, everyone in our country, regardless of income or where they live, must be able to get all of the health care they need without cost. Obviously when a vaccine or other effective treatment is developed, it must be free of charge. We cannot live in a nation where, if you have the money, you get the treatment you need to survive, but if youre working class or poor, you get to the end of the line. That would be morally unacceptable. Further, we need emergency funding right now for paid family and medical leave. Anyone who is sick should be able to stay home during this emergency and receive their paycheck. What we do not want to see is at a time when half of our people are living paycheck to paycheck, when they need to go to work in order to take care of their family, we do not want to see people going to work who are sick and who can spread the coronavirus. We also need an immediate expansion of Community Health centers in this country so that every american will have access to a nearby health care facility. Where do i go . How do i get a test . How do i get the results of that test . We need greatly to expand our primary Health Care Capabilities in this country, and that includes expanding Community Health centers. We need to determine the status of our testing and processing for the coronavirus. The government must respond aggressively to make certain that we, in fact, have the latest and most effective tests available and the quickest means of processing those tests. There are other countries around the world who are doing better than we are in that regard. We should be learning from them. No one, none of the medical experts that i have talked to, dispute that there is a major shortage of icu units and ventilators that are needed to respond to this crisis. The federal government must work aggressively with the private sector to make sure that this equipment is available to hospitals and the rest of the medical community. Our Current Health care system does not have the doctors and nurses we currently need. We are understaffed. During this crisis, we need to mobilize medical residents, retired medical professionals and other medical personnel to help us deal with this crisis. We need to make sure that doctors, nurses and medical professionals have the instructions and personal protective equipment that they need. This is not only because we care about the wellbeing of medicare professionals but if they go down, then our capability to respond to this crisis is significantly diminished. The pharmaceutical industry must be told in no Uncertain Terms that the medicines that they manufacture for this crisis will be sold at cost. This is not the time for price gouging or profit tiering. The coronavirus is already causing a Global Economic meltdown which is impacting people throughout the world and in our own country, and it is especially dangerous for low income and working class families, people who today before the crisis are struggling economically. Instead of providing more tax breaks to the top 1 and large corporations, we need to provide economic assistance to the elder elderly, and i worry very much about elderly people in this country today, many of whom are isolated, many of whom do not have a lot of money. We need to worry about those who are already sick. We need to worry about working families with children, people with disabilities, the homeless, and all those who are vulnerable. We need to provide in that context emergency unemployment assistance to anyone in this country who loses their job through no fault of their own. Right now 23 of those who are eligible to compensation do not receive it. Under our proposal, everyone who loses a job must qualify for Unemployment Compensation at least 100 of their prior salary with a cap of 1,150 a week or 60,000 a year. In addition, those who depend on tips and the Restaurant Industry is suffering very much from the meltdown, those who depend on tips, Domestic Workers and independent contractors, must also qualify for Unemployment Insurance to make up for the income that they lose during this crisis. We need to make sure that the elderly, people with disabilities and families with children have access to nutritious food. That means expanding the meals on wheels program. It means expanding the School Lunch Program and snap so that no one goes hungry during this crisis and everyone who cannot leave their home can recei receive nutritious meals delivered directly to where they live. We need also in this economic crisis to place an immediate moratorium on evictions, on foreclosures, and on utility shutoffs so that no one loses their home during this crisis and that everyone has access to clean water, electricity, heat and air conditioning. We need to construct emergency homeless shelters to make sure that the homeless, survivors of domestic violence, and College Students quarantined off campus are able to receive the shelter, the health care, and the nutrition they need. We need to provide emergency lending to small and medium sized businesses to cover payroll, new construction of manufacturing facilities, and production of emergency supplies such as masks and ventilators, a very serious problem right now in the midst of this crisis. Here is the bottom line, and that bottom line is that in the midst of this unprecedented moment, we need to listen to the scientists, to the researchers, to the medical folks, not the politicians. We need an Emergency Response to the current emergency, and we need it immediately. We need more doctors and nurses in underserved areas. We need to make sure that workers who lose their jobs in this crisis receive the unemployment assistance they need, and in this moment we need to make sure that in the future, after this crisis is behind us, we build a Health Care System that makes sure that every person in this country is kwarn t kwarn teed the health care that they need. You just heard from senator Bernie Sanders there basically saying what he would do if he were president during the coronavirus. He said we must act accordingly. He goes on to say we have to face the truth. The number of casualties could be higher than that of the armed forces during world war ii. He says the president should be declaring a National Emergency, relying on experts to make the decisions that are based on facts. He says there needs to be a bipartisan effort here. There needs to be public hotlines like there is currently in australia. There needs to be more transparency. Then of course bringing up health care, talking about the millions of americans who are lacking health care right now, how the governments needs to provide them aguarantee them whatever tests they need during this coronavirus and bringing up medicare for all, the cornerstone of his campaign during this entire election period. So this afternoon also former Vice President joe biden attempting to contrast himself with President Trumps approach when it comes to the coronavirus pandemic. Watch this. Protecting the health and safety of the American People is the most important job of any president. Unfortunately, this virus laid bare the severe short comings of the Current Administration. Public fears are being compounded by a pervasive lack of trust in this president , fueled by adversary yial relationships with the truth that he continues to have. Our governments response has been undermined by hollowing out our agencies. Our ability to drive a Global Response is dramatically undercut by the damage that trump has done to our credibility and our relationships around the world. Today im releasing a plan to combat and overcome the coronavirus. The full details of the plan, if you want to see them, go to joebiden. Com where i lay out the immediate steps we have to take to deliver one decisive Public Health response to curb the spread of the disease and to provide treatment of those who need it and a decisive economic response that delivers real relief to american workers, families and small businesses. Fears over the spread of the virus have upended Campaign Events and forced the dnc also to move sundays debate from arizona to washington d. C. And eliminate a live audience. On tuesday both biden and sanders cancelled primary night events in cleveland just hours before start time, and biden cancelled four more events in chicago and miami. Joining me now, nbc news shaq bruster and mike emily. Shaq, i know you just ran out for us as you were in the room as Bernie Sanders was making those statements just a couple of seconds ago. It seemed as if this was senator sanders moment because as i mentioned medicare for all being a cornerstone of his campaign throughout this entire period, bringing it up and some of the statements that he made and a lot of Americans Without Health Care nervous about the fact that they may get sick and need treatment and they dont know whos going to pay for it. Reporter i want to start with something that we heard right after that press conference when jane sanders walked back into the room and announced that once senator sanders goes back to washington d. C. For that debate on sunday, he will remain in washington d. C. To help handle this crisis. We know of course his day job is being a senator so he will stay in washington d. C. To handle this crisis. But as you mentioned, what we heard from senator sanders is not only that call for a declaration of a National Emergency but you heard him advocate for his key policies, medicare for all, paid family and medical leave. He wants to use this crisis and use the situation that we have here, he calls it a Global Economic meltdown, to reassure and add funding to programs that he cares deeply about. One thing that he said and im going to read from what he said but he talked about this being a moment of solidarity, a moment of unity. He said we are all in this together, something he repeated over and over, and thats core to those ideas that you hear from senator sanders. He listed a lot in this speech. Its a lot to list for you right now but the key idea is that he wants these programs that he advocates for all the time that shores up the most vulnerable populations, he wants those programs to be fully funded and well be making that case once he returns to washington on sunday. He talks about needing a bipartisan effort and how we all need to take care of our friends and neighbors through this crisis. Mike, biden, as we played some of what he said a couple of hours ago attacking President Trumps administrations handling of coronavirus and the effects on our relationships with other countries, talk us through exactly what we heard from the former Vice President here. Reporter since joe biden got into this president ial race, he said all along that he would not have run for president this time if not for the fact of who is in the white house right now and that is donald trump. At times in this campaign beyond the substance and the policy rollouts, hes presented himself really to democrats as sort of a break glass in case of emergency option here in dealing with President Trump. Thats, i think, what weve seen here in the last few days as hes reacted to the coronavirus situation. Today, the substance was important of course and he released a plan that was more than 7,000 words long, but this was about joe biden modelling, frankly, president ial behavior to the country at a time when he and his campaign believe that that is lacking in the white house right now. This plan that he released dealt with a number of things that biden has a lot of experience with as the Vice President both in overseeing the economic recovery package that was so important but also in the ebola response. His former chief of staff was the point person in the white house for doing this. As biden himself said, this plan that hes releasing today is not something that can wait ten months until hes potentially in the white house as president of the United States, its something he said President Trump is free to adopt on his own right now. So thats really the message bidens trying to send today to show the country what president ial leadership looks like. And as we have mentioned over and over again, this is going to be a tough campaigning period for both of those individuals, both Vice President biden and senator sanders, considering there are so many shutdowns across the board and this is an important time for them to move their campaigns forward. Well have to see how that all plays out. Thank you both. The nba, the nhl and College Basketball also having suspended games there. Lets turn back to the coronavirus, one major side effect of the coronavirus pandemic, the 2020 census, that could be impacted or worse, undermi undermined. The constitution requiring a n census every ten years and the results affect how much money local governments are getting. U. S. Residents will begin receiving their forms in the mail as early as today, but a new piece in the Washington Post quotes the leader of a nonprofit advocating for latinos who says this, quote, its a Fair Assessment to say that this has now become the bureaus most significant challenge for 2020. He goes on to say this, im concerned that the bureau is going to have real problems convincing their workers to knock on doors at a time when people are being advised to keep your distance, dont talk to people. Lets get into this. Joining me now, steven dillingham, the director of the u. S. Census bureau. Thank you for joining us. Its an incredibly trying time. You are already facing some major issues with regards to the census dealing with encouraging undocumented residents filling out their census. Now youre facing new challenges in light of this pandemic. What was the Census Bureau preparing for this pandemic to impact its operations . What are you going to do to make sure this thing Going Forward . Let me first say that this is an exciting day for the Census Bureau and for the 2020 census. Today for the first time we are receiving responses to the 2020 census. This week we mailed out as you pointed out invitations across the country to selfrespond to the 2020 census. And when we turned on the system this morning, all the systems are ready, theyre working, and people are responding today via online, on the internet. But the wall street journal has you already reporting difficulties with recruiting the proper number of applicants for the 2020 count. We know the government needs to fill 500,000 temporary jobs. How are you going to convince people to do that . Well, weve already passed our most optimistic goal. We have more than 2. 7 million applicants. Actually today it was 2. 73 million applicants that have completed their applications. We began offering them the jobs last week. Were getting more than 100,000 people accepting employment each and every day so the recruitment is fine. The hiring is going along very well, and we have partners that have increased and surpassed our goals as well so were looking very good on that front. Thats today but my question, again, to you, sir, is there a contingency plan because we know how important this census is. It is providing money to neighborhoods, cities that are very much needed considering whats taking place with the economy right now amidst this coronavirus outbreak, so is there a contingency plan Going Forward if, in fact, you come to a bump in the road considering how things are changing on a daily basis in this country . Sure, thats a very good question, a very good point. But let me say at this point our people will not be knocking on doors for about two months in most neighborhoods. So what were doing now is were asking people to selfrespond. This is the first census in history where people now have three options. They can go online and respond. They can respond by phone. We have questionnaire assistance centers. And they can also mail it in as they always have in the past. So were really urging people to engage in these three options, to go online and, again, you can do this from the comfort of your home, your business or wherever you are at any time of day. Go online, use your phone, or simply mail in when you receive the questionnaire. You are correct, our plan called for in about mid may, about two months from now, that we would have census takers going into the neighborhoods. So were looking at that. Were monitoring developments each and every day. We want to make sure that help is foremost in our thinking and our planning and we will react accordingly and adjust accordingly. Steven dillingham, thank you so much. We actually have breaking news out of california and i want to go Steve Kornacki for those results as weve been awaiting these results for ten days or so at this point . March 3, super tuesday. Then we had march 10 but guess what we have a call from the state of california. I dont know why the checkmark didnt pop up. It should have. Ill put it there. Bernie sanders, nbc news now declares the winner of californias primary. They are still counting votes there. There are still a lot to come in there. California of course the state where all you have to do is post mark your ballot and put it in the mailbox by election day. Theyll count it. Not only is there that delay, they take a while to count. They have now counted up enough and reported enough where even with a big number still to come, nbc news is confident Bernie Sanders will end up ahead when all is said and done. Whats notable about these results though obviously not just the delay, the fact of the delay because the polling going into california of course which was before joe biden really suddenly started to take off with South Carolina, the polling in california had suggested a sanders lead of 15 points or 20 points. It suggested the possibility just a week before the california primary. There was a possibility it looked like joe biden might not even hit 15 in california. Thats that critical number to get delegates. I think what you saw here was the folks who waited until election day itself or a day or two before, that South Carolina result where joe biden won so big on that saturday before super tuesday, there was a late flood of biden votes. Thats what weve been seeing. The more the numbers have been coming in here in california, the tighter this has gotten. It will not be enough for biden to catch sanders, but certainly from a delegate standpoint we can show you what it looks like delegatewise in california right now. This is the biggest single one. There are 415 total. Were still trying to figure out some of the congressional districts. But look, sanders 202, biden 148. Thats obviously good for sanders. Its 54 more than biden. What the Sanders Campaign was thinking about a week maybe before the california primary, before biden took off, they thought they might get 330 delegates out of this thing. Biden makes california more competitive, limits that sanders delegate haul. Its one of the reasons that joe biden is ahead of Bernie Sanders. Sanders needed more out of california. There you have it. Bernie sanders taking california, finally getting answers after so much time waiting. Steve, thank you as always. Coming up next, what you need to know about the coronavirus with so much information going around, its hard to know which sources to trust. Efforts to contain and stop the spread of the coronavirus in the United States have been hampered by problems with testing or lack thereof. The Trump Administration keeps saying that millions of tests have been sent out by so far only about 10,000 specimens have been tested here in the United States. That does not mean that about 10,000 people have been tested. Multiple specimens may have been taken from just one person. Compare that with south korea which has been able to test as many as 10,000 people in one day. The nations top Infectious Disease expert admitted to Congress Today that the United States cannot process coronavirus tests at the same pace as other countries. Watch this. The fact is the way the system was set up is that the Public Health component that dr. Redfield was talking about was a system where you put it out there in the public and a physician asks for it and you get it. The idea of anybody getting it easily the way people in other countries are doing it, were not set up for that. Do i think we should be, yes, but were not. Wow. Truth telling there. Joining us now to talk about this is New York Times correspondent mike baker who has been looking into the issues surrounding the development and rollout of coronavirus tests and nbcs Gabe Gutierrez at the Cleveland Clinic. That Hospital System will soon have inhouse capabilities of testing the coronavirus. I know that you sat down with some physicians there at the Cleveland Clinic so talk us through exactly what youre hearing with regards to these tests. Reporter that inhouse testing actually began today. The Cleveland Clinic just saying that it has begun testing inside this facility, one of the largest and most prestigious in the country and that it expects to test up to 500 patients a day, potentially reaching up to 1,000 patients a day once this ramps up. The Cleveland Clinic is stressing that this is not a new test that its conducting. Its merely eliminating the need for off site testing. Previously they were relying on private companies such as quest diagnostics, lab corp. That normally would take four to seven days. The Cleveland Clinic says that by doing this inhouse it will be able to have test results within 8 hours and the ceo tells me that that could be a Game Changing or battling the coronavirus. He says it will save lives by getting these answers faster, but yasmin, this raises the question, why wasnt this happening sooner. Why didnt private companies and private labs weeks ago start with this . We spoke with nbc news spoke with a doctor at the university of North Carolina saying that the red tape that they have had to face while trying to get approval to be doing these tests has really put them back, that they would like to be doing hundreds of tests a day but they havent been able to do so. Some of these labs have said that they wanted to start conducting these tests back in mid january but that the federal government didnt release the information for emergency testing, the approval process. They didnt release that new information to be able to do that until february 29th, weeks after some of these labs already wanted to conduct these tests. So it is it raises a lot of questions as you heard from dr. Fauci, why hasnt the system been better prepared for this, but again, the breaking news is that the Cleveland Clinic now says that it will conduct insite testing, up to 500 patients a day and expects to get results within 8 hours. It says it is only though about 10 to 14 medical institutions throughout the country that are prepared to do that at this point. I want to actually throw that question over to mike baker, mike, because youve been covering this for quite some time now. That is the question that a lot of americans are asking is why arent we up on this, why arent they able to do the testing that they need in this country that were seeing happen in areas like South Carolina, like in china and italy now as well with the robust privatized medical system that we have in this country. Even fauci there, dr. Fauci admitting we are not up to par. Were not up to pace to where we should be. Why . Its a frustration thats gone back weeks for some of these researchers. We spent a lot of time reporting in the past week about researchers here in seattle that had wanted to do some testing on the samples that they had in their labs back at the end of january and repeatedly ran into answers of no from the cdc and wanting to do that testing to see if there was even just coronavirus in the community, let alone testing people who might already have it. You cowrote a piece earlier this week focusing on the struggles that Washington State has had when it comes to testing. The cdc said testing was top priority but as you wrote, you said the agency also released criteria for deciding which individuals should be tested for the virus. At first only those who had a fever and respiratory issues and had traveled from the outbreaks origin in wuhan, china. The criteria were so strict that the sick man in the seattle area who had visited wuhan did not meet it. Still, Health Officials pushed to get him checked and the results came back positive. Sending a sample to atlanta, let me ask you, how long did that take . That was a pretty quick tu turnaround time. At that point, that was january 20th and that was the first case of coronavirus in the United States, the first one to land in the United States was a traveler from china. At that point there was not really that testing pressure that was going on, but you can see right then that here is the first case in the United States and this person isnt meeting the criteria to be tested so that regimen of whos actually going to get tested was so strict at that point and has since expanded but really the testing limitations were there from the beginning. It seems as if there is still so much criteria in place for folks to get tested. I talk to people every day, mike, that basically say to me, i have symptoms or my aunt has symptoms or my cousin has symptoms, they want to get a test and yet theyre not administering the tests because individuals are telling them youre not sick enough, you only have one of the symptoms. Theres still this ongoing triage in various parts of the country where theres an emphasis to focus on testing, the people that might be the most vulnerable. We were talking to folks in oregon today where theres a Veterans Home there where theyve developed two new cases and the state is trying to sort of preserve their Testing Capacity and resources to focus on those types of communities as opposed to the average person that may not be at that high of a risk. But that just speaks to that overall system and the lack of capacity thats there even as so many people just want a yes or no answer on whether they have this or not. And as part of the conversation regarding the criticisms of the president s statements from yesterday evening, part of that was the president should be focusing more on increasing testing in this country versus focusing on travel restrictions. Mike baker, Gabe Gutierrez, thank you to you both. I want to take a minute and answer some of your biggest questions about the coronavirus. Joining us, the director of the Yale Institute for Global Health and a professor of medicine at the yale school of medicine focusing on Infectious Diseases. Thank you so much for joining us today. A lot of questions out there to get answered so we appreciate you being here with us. We know that the symptoms of the coronavirus include fever, cough and a shortness of breath, but how quickly do these symptoms develop, and do they develop in any particular order . No. So we dont know the order of it. This is a new disease and it varies from person to person. Unfortunately some people have mild symptoms and they progress. Others start with based on their underlying susceptibly with these symptoms. We also know that the virus can be transmitted from person to person but how exactly does that happen . Theres been mixed reports about the transmission. Is it that you touch a bottle of water after someone else touches that bottle of water thats infected with coronavirus and you could pick it up that way . Is it literally talking to someone three feet away and picking it up . What is the transmission from what you know . There are two actually now we know three potential ways of transmitting. First is what we call aerial transmission meaning tiny d droplets that hang in the air for the first three hours approximately. Theres new evidence around that. The second is touching surfaces and what we call objects that sometimes move around, et cetera, and so you touch them and you touch your face, your mouth, your nose and so forth and your eyes even. And the third thing is something that we know happens with other virus and we have initial evidence if you know theres virus in stools, how important it is in transformation remains to be seen. These are three ways and thats why people, when they talk about hand washing, they dont tell you often why do we recommend hand washing and one reason is if youre touching surfaces and youre getting this virus on your hands, this is how we prevent that. One of the reasons why it is important to decrease the infection rate in this country is to make sure the Health Care System is not overwhelmed, that there are enough beds for individuals that need them, that there are enough breathing apparatuses for people that need them. My next question is what are hospitals doing to increase staffing, beds and equipment to prepare for coronavirus patients . I dont know about every hospital out there but generally talking to colleagues, et cetera, there is a little bit of a pattern and the pattern is to anticipate whats coming to make sure that theres staffing, that theres capacity. There is the ability in a lot of situations to triage patients through telemedicine and tele health and just looking at high priority patients in the sense that making sure that the hospital is able to care for it. My last question is a question that i have and its talking about seasons. Theres been mixed reports with regard to spring and summer. Does the threat of the coronavirus dissipate as it does for the flu . A lot of people who have talked about this and heres what we know. We know there are several respiratory viruses like the flu virus that in countries like the u. S. Is substantially dependent on seasonality, on temperature apparently, and there is evidence for other coronaviruses that they are also responsive to seasons, et cetera. However, i would have been more sure of things disappearing or of covid19 disappearing before the 2009 and 2010 pandemic. What happened in that pandemic was that even though there was seasonality, there was still transmission going on during the summer because everyone was so essenti susceptible to the virus. Even with reduced transmission efficiency apparently you had some transmission or actually reasonable transmission going on. At this point and with the caveat that things are changing in terms of our understanding about this virus, my best somewhat informed guess is that there is likely to be a reduction in terms of force of infection and transmission, but it is unlikely to go away as the weather warms up. Im going to bet that your guess is a little more than somewhat informed. Thank you so much. Appreciate it. Wall street is wrapping up another devastating day of trading. Heres where the markets stand right now in the final minutes of trading. The selloff was so severe this morning it triggered a brief and automatic pause in trading for the second time this week. You see the dow down just over 2,000 points. David joins me from the floor of the new york stock exchange. Yesterday when i checked in with you it was the literally almost same picture, dow down almost 2,000 points or so, just three minutes away from closing. Yes, i have the sense things are going to get crazy so bear with me as we get closer to the closing bell. The down is down 9. 45 , record territory. Since 1987 we havent seen a percentage loss that large. Pointwise its the same. Im struck just how similar the situation is at the end of the day as it was in the beginning of the day, anxiety about where we are with regard to this virus spreading and that fiscal package being put together on capitol hill. Both of those things are things investors are paying particularly close attention to throughout the day here on wall street. Looking forward to something going into the weekend with regard to that fiscal spending package. What do you think investors need to hear from the president with regards to the markets . What do they want to hear to secure things to feel more safe . They want clarity from him both on how things are now, a realistic sense of where we are with this pandemic and they want to hear what his plan is to get a package passed through congress and signed and on his desk. The speech that he delivered last night was short with specifics. That didnt sit well with investors and there was so much missing in terms of action after that. You see the debate taking place on capitol hill. His treasury secretary has been having conversations with House Democratic leadership but we saw over the course of today cold water being poured onto the plan. We did hear from the Senate Majority leader that the senate is going to forego its recess next week so there are signs that things could happen on the fiscal side of things but there has been on a whole just a lack of clarity from the president of the United States about where we are with this virus and i think thats what they want to hear, more facts, more reliance on data. Quickly, david, because i think we only have 30 seconds or so left but do you think if theres a stimulus package that could help level things out, at least for a bit . Thats certainly what investors are hoping for. Earlier today the Federal Reserve in concert with the new york fed inserted a lot of money into the market, 1. 5 trillion to calm fears about the health of the bond market in particular. We saw the stock market react positively to that. Over a period of just a few minutes, indicating the fact that while the fed can do some things, it cant do everything. So yes, i think if there were a package pushed through, that would be comfort to a lot of investors. We started the week out with a little bit of a bounce. People were a little hopeful that maybe the market was bouncing back, but since then its been downhill all the way. It has been. We had a slight rebound there on tuesday. Those gains were erased very quickly on the following day, yesterday, so, yes, it has been downhill. Record territory, the likes of which we havent seen in 30 years time. There you go. Market closure. Appreciate you as always, my friend. That wraps up the hour for me. Ill see you back here tomorrow at 5 00 a. M. Eastern for morning joes first look.
