Within new rochelle and designating a containment area that has a onemile radius. Now, part of the governors plan is to contain the outbreak by enlisting the help of the National Guard to assist in delivering food to the people that are already in quarantine. And then also cleaning public spaces. The governor, by the way, going to join me later on in the hour. So you dont want to miss that interview. Well get a lot of clarity on all thats happening in new rochelle. We go now to nbcs ron allen for all thats happening in new rochelle to get an update on the situation there as it is developing. Ron, good afternoon to you. Thanks for joining us on this. Bring us up to date on what you know so far. Reporter well, yasmin, the governor of new york says that one of the largest clusters of coronavirus in the country is here in westchester county, and centered in this town of new rochelle. About 70,000 people, just on the edge of new york city. There are as many as a hundred confirmed cases in this general area. So they are trying to create a containment zone. The center of the containment zone is a synagogue. Most of the cases have been traced to a family and to the congregants at that particular synagogue. A lawyer from new york who tested positive for the virus about a week or so ago, and then as best we can determine, based on officials from the Health Department and the governor, the virus has spread from that individual out to others in the community and in this town. So they are bringing in the National Guard to set up an area around the synagogue that stretches out for a mile in each direction. So its a twomilewide diameter, a mile radius. The National Guard will be here to help people get tested, to help food get delivered to these people who are selfquarantining. That family and dozens of others in this community are selfquarantining. Now, the governor has emphasized that this is not a quarantine or a containment so much of people as it is places. There are, for example, three schools. A high school and two Elementary Schools within the zone. Theyre also trying to quarantine or to contain large gathering areas, Like Community centers. The strategy here in new york all along has been to identify persons who have the virus, to see who they have had contact with, and to try to contain and keep the virus in that limited area. Also within this containment area, theyre going to set up a satellite testing area. A testing facility, so that people who feel that they have symptoms can come and be tested and get results immediately. As you know, thats been one of the main focuses of Health Officials across the country trying to do as much testing as possible, so they know the extent of the problem. Again, this is a containment zone, the first weve heard of in the country, in this area of westchester county, just north of new york city, because the governor says that the numbers here are continuing to rise. And they have determined where the cause of this has been. At least the proximate cause of it now. Its ill unclear where the initial case, how that happened the attorney and his family, that was a case of community spread. He hadnt traveled outside of the country or to any known area where there was a coronavirus problem. So again, somewhat drastic steps here, but limited in focus as they try to contain the virus here in westchester county, new york. And important to reiterate, ron, that initial case of that lawyer, i believe he did have Underlying Health conditions, hence the reason why it has hit him so drastically, yet his family having minor as a results of this coronavirus. Important to note that. Also, i believe that that lawyer did travel to miami. That was the only known travel that he was believed to have had before contracting the coronavirus. Ron allen, thank you for clarifying some stuff on that. We are, by the way, want to mention once again going to be speaking to the governor of new york a little bit later on in the hour. Dont want to miss that. So the entire country, by the way, of italy, also, now on lockdown, as the number of coronavirus cases has surged over the past week. Officials there said today they have registered more than 10,000 positive cases of coronavirus and the death toll has risen to 631 people. Nearly all travel and social gatherings for italys 60 million residents officially banned until further notice. That means schools, theaters, sporting events and churches completely empty. You can see here some of the most popular sites in rome now vacant. Often with tons of people walking about and enjoying the beautiful weather as of now. But not today. Joining me now from rome is nbcs matt bradley. Matt, thank you for joining us on this. First, just give us the scope of what youve been experiencing there so far since youve been on the ground. Yeah, yasmin, as you mentioned, you know, this is normally a very lively, very chaotic city. And its not like that today. Its very chaotic. It feels like a ghost town by roman standards. But i want to get rid of some misconceptions here. There are still some people walking around. There is still traffic. Most people on the streets arent wearing masks, but it really is a chill over this town, and really over this whole country. And actually, we saw some Police Officers walking around, telling people to stay at least three feet away from each other, which it seems like an Impossible Task and people were visibly not obeying and the punishment could be up to three months in prison. Its hard to see that the government would inflict that punishment on anyone for these minor infractions, but thats how serious things have gotten here in italy. As you mentioned, the death toll rose by nearly 170 in just the last day. Thats a huge surge for this country, and thats why the Prime Minister has basically asked all 60 Million People here to go on lockdown. So, again, it really is a chilling atmosphere and the Prime Minister came out an hour ago and said if these measures dont work, hell have even more strict controls tell us exactly what type of circumstances would allow people to be out and about, as you said. There are still people out and about. I do understand that there are rules for people that are out and about and theres possibly paperwork that they need to carry on their person. We were out and about today. A lot a lot of people were out and about. You have to be able to show, offer proof. Its not clear what that proof is. But if youre traveling, you have to show that its either an emergency or its related to work. And its important to note, despite these draconian restrictions, romans and italians, theyre allowed to go to work. Theyre expected to stay away from each other, as i mentioned, about 3 feet away from each other when theyre at work and in these public places. We had lunch today and the waiter was wearing surgical dploe gloves and he asked me and the crew to separate each other while we were sitting around the table. This is all flying by the seat of everyones pants. No one knows exactly what these rules mean. They dont now how theyre going to be enforced. Skpf they and theyve only really been around here in rome since this morning. That cant be a comforting lunch, to say the least, my friend. Im sorry about that for you. But we are obviously going to keep an eye on the situation. I know you will, too, and bring it to us as we get it. Matt bradley, thank you, as always. Great talking to you, matt. Back here in the united states, we are taking a closer look at the different roles of the government here and what theyre doing to spread the spread of the coronavirus. Ella degetten is with us and also with us, admiral James Stavrid stavridis, a former allied commander at nato. Eldy, ill start with you on this one. We heard comments from tom bossert. He was one the president s pandemic adviser until he was ousted in 2018. He said this and i quote to nbc news. We are ten days away from the hospitals getting creamed. He also wrote an oped in the Washington Post and wrote this, in part. We must focus on reducing the height of the outbreak curve. This requires coordination and implementation of nonpharmaceutical interventions, School Closures can, isolation of the sick, home quarantines of those who have come into contact with the sick, social distancing, telework, and large gathering cancellations must be implemented before the spread of the disease in any Community Reaches 1 . After that, science tells us these interventions become far less effective. What do you make of these comments . Well, you have to look at it this way. The data were still pretty early on in u. S. Data. So we have to go by the global data. And what we see is that we are every country has been basically one week behind each other. And were probably ten days behind italy. So when we hear about these draconian measures of a whole country lockdown, in fact, these are the right measures to control an epidemic. And so you do have to control travel. You have to practice social distancing, which is what we are doing and advising people to do. But what we see happening in new rochelle is on a smaller scale than whats happening in not even in isolation, but containment. Containment. So containment is where you would have quarantine. So people in quarantine, then you would have isolation containment where a whole region is basically no traveling in or out. So that is the way to do things right now. And i suspect this will get worse before it gets better. And folks that ive been speaking to, they say italy, at this point, is on the defense, because they did not act quick enough. If we begin to act in this country on the offense, as tom bossert suggested, we could get ahead of this thing and have our hospitals not flooded with elderly and immunocompromised sick patients that hospitals cant necessarily handle. Correct. So what we have to do is to protect our elderly. Because we know the numbers are clear. If youre a child, a young adult, youre more likely to die of the flu than of this coronavirus. But you may be a carrier. And if youre in contact with the elderly, thats where problems will start. So restricting that access and having people being more contained and not interacting. Now, of course, it seems drastic to close schools, but, in fact, we know during the christmas holidays, for example, we know we have far less transmission of flu during the holidays. So we know it works. So these are measures that work. Admiral stavridis, my friend, im always a voice of calm, so we appreciate you joining us this afternoon. As we mentioned earlier, Governor Cuomo focusing on what appears to be an epicenter of this outbreak in westchester county, new rochelle, spob specific. We are talking about the National Guard here being a part of this process as well. Can you talk us through exactly how they would be, what their role would be in all of this . Yeah, potentially, if we get to the phase that were seeing in italy, yasmin, as ellody correctly says, if we need these kind of very serious measures, we move towards martial law. And that implies much more of a use of the military. And if you think about it, the fundamental job of a military really isnt to break things and blow up buildings. It is to bring order out of chaos. And i think in a case like this, the governor has done exactly the right thing. Hes called new york participants in the National Guard. Theyre activated under something called title 32, so they all under his control at that point. Hes gotten permission from the president to do so. And theyll ensure that perimeter is maintained. Theyll bring food and water. Theyll clean and sanitize spaces and its worth remembering, every Single Person in the military, the department of defense, by the way, has 2. 1 Million People in it. Pretty much everybody has training in operating in biowarfare scenarios, which is what this is, in essence. So youve got a skilled, steady, solid workforce, the military, which can come in and help civilian authorities, who will clearly be in charge. But i think its the right step by Governor Cuomo. There was a picture painted for me, admiral, by a good friend who was at the pentagon yesterday and he basically told me this. With all the mixed messaging right now that is coming from the white house and kind of makinging americans seem more nervous and are we acting appropriately in the midst of an outbreak, there are men and women at the pentagon that have dedicated their lives to stuff like this, to respond to things like this and they have been prepared for this for years and theyve been working on this thing for months and they are dedicated vigilance president and they have been at the pentagon meeting with doctors skpooinss to figure out the best way to move forward with this. If there is any calm to be lended to americans who may be feel nervous today because what theyve been hearing from their leadership. Thats precisely right. And in addition to those logistics and troops going out to steady a situation, like they did after hurricane katrina, the other thing the military has are Significant Research facilities. We have scientist who is study these problems at darpa, the advanced project research in the pentagon is working on helping speed along the vaccine process. This is a good example of the military doing something besides forward deploying and going into combat. There is a very significant role to be played by the military. Thank you so much. Voters in six states head to the polls or caucuses to decide if they want former Vice President joe biden or vermont senator Bernie Sanders to take on President Trump this fall. Biden and sanders are competing for the more than 350 delegates that are up for grabs that could be make or break. Already, were expecting some delays. Michigan warning it may be slow in reporting its results because of the huge number of absentee votes it received. Msnbc National Political correspondent Steve Kornacki is here with a look at whats at stake. Te take us through what youve been seeing so far. I think theres a big picture question about the mood of democratic voters. If biden comes into this in the lead in the delegate race. A lot of talk about, is he going to run away with it. Do they want to give him a couple of big wins or the democratic electorate that looks at joe biden and says, lets get behind him and wrap this up and move on to the general election. What states are tipping in whose favor as youre looking at it roub on the map . The big question is michigan. If this sounds familiar, maybe it does. The expectation baipds on the polls is that joe biden is ahead and Bernie Sanders is behind in michigan. Of course, it was four years ago, right around the same time the polls put Hillary Clinton ahead of Bernie Sanders in michigan. He pulled off a big upset, win that night many michigan. And what that win did four years ago is basically set up that democratic race to go all the way until the end. It was clear sanders was behind in the delgd race the entire way, but the michigan result kind of put kind of showed everybody there was a mood out there. There was enough of an audience out there for sanders to keep going. He could keep getting a win here, a win there, stretch it out to june. I think we look back to michigan four years later and say, do we get a repeat of that tonight . The polls were wrong. There was more out there than focused realized, or do we look at the result tonight and say, yeah, this is different than four years ago. This is a democratic electorate thats in a different place right now. Looking at the polls here, any state that youre confident that sanders could assuredly take from the polls youve seen so far . For biden, its mississippi. Youre dealing with an electorate there thats probably going to be twothirds, 70 africanamerican in the south. This is a group that sanders has been getting like 15 with since 2016. Theres been no sign of progress for him this time. He pulled out of mississippi this week in terms of events, so the expectation is biden clobbers him there. And the other problem for sanders is youve got three states tonight, washington state, idaho, north dakota that were caucus states in 2016. Sanders did great in caucus states. They have moved away from caucuses this time, so a big advantage that sanders had in 16, the number of caucus states, youre seeing tonight, three fewer, and that could affect the results for him as well. Kornacki, great to see you. Got it. Well be watching you all night. So michigan and its 125 delegates may be the top prize today as kornacki just laid out for us, but biden and sanders are also vying for the 68 delegates that are up for grabs in missouri. Nbc news political reporter Vaughn Hillyard is at a polling place in florissant just north of st. Louis. I hope i said that right, vaughn. Florissant, there we go. Good, good, good. I want to go back to 2016 here, vaughn, when Hillary Clinton defeated Bernie Sanders in missouri by just over 1,600 votes. Is the race just as close this time around from your perspective . Look, i think as steve was laying out why everybody is looking at michigan, but i think missouri is going to be telling us a lot about where this biden and sanders race goes from here. Because you mentioned, it was just 1,600 votes that clinton won by four years ago. But we are expecting biden to pull away with a much larger victory in missouri here today. Youre looking at 68 delegates in play. The question is, why do we expect biden to open up a larger lead over sanders this time around . Were in toulouse, just outside of toulouse hest. Louis here, w first Congressional District is about 50 black voting population expected to turn out today. The question is to what extent can biden build his lead over sanders . Because what you are looking at from the states that have voted to date thus far is biden performing better among those working class voters that Hillary Clinton did. And thats where you should expect to see some of his support grow. But also, just a little bit down the road from here is places like jefferson county. These are sort of the suburbs of the st. Louis area. And when youve seen over the last election cycles is that those republican numbers, there is currently a republican member of congress, ann wagner, still representing that district, but in 2018, she won by just 4 percentage points. And what youre seeing here is joe biden hoping to pull over some of those republicans, some more of those moderate votes to come take part of the Democratic Party and build on his numbers over Bernie Sanders here. Then theres the question, vaughn, of will the voting process go smoothly . It seems as if missouri exactly has not gone off without a hitch. You have kansas city mayor quentin lucas, tweeting today, vaughn, that he got turned away from his polling place because his name wasnt even in the system, even though he has voted there for 11 years, including four times for himself. Has the mayor at this point from your understanding been able to cast a vote . Reporter i just talked to the mayors spokeswoman a little bit ago and says he intends to go back to the poll here this evening after the workday. They talked to the Elections Office and nbc has spoken with the secretary of States Office here in missouri. And they said simply that poll workers did not put his name correctly into this electronic database and were not able to pull up his name. They called him back, the spokeswoman said that they welcomed him back to his polling location, but the spokesperson for the Mayors Office said that she was concerned, because, of course, the mayor is able to garner attention, but what about those voters who are not able to return because of their workday. I think theres a lot of questions about poll works, the technology, and how this process has played out. We will be watching missouri as the votes come in tonight. Vaughn hillyard, thank you so much. Its bad not being able to go out and we were hanging out with family, we were playing cards and all of a sudden we couldnt do that anymore. Its really hard to be confined to a room and not being able to go out at all. We did luck out that we had a balcony. So there was better than some people. It must have been pretty disconcerted for you as a passenger on that ship when you found out that there was someone who had been confirmed with coronavirus who had traveled on that ship previously. Oh, very much so. You know, obviously, when we booked this cruise several months ago, none of this was going on, so we didnt really expect it, when we left on the cruise, we heard little bits from the diamond princess, but we didnt really think it would effect us this much. Its been very frustrating and its very concerning for us, as well. Have you been tested for the coronavirus, carolyn . No, not yet. Theyre transferring us to an air force base and i imagine theyll do testing on all of us then. And how long are you going to be kept at that air force base . Until they let you go home . Im sorry, maybe one im sorry. They were asking me no, no, its fine. Theres a lot going on there, we understand. And youve just been in confinement for the last six days. My question to you was, how long are you going to be kept at that air force base until they let you go home . We heard its 14 days, but that could change. Cdc told us that it could be reevaluated and they might let us go home to be confined at home. But at least 14 days at this point. And carolyn, i know that you and your husband, you are regular cruisers, as you are called, i guess. Yes, yes. Is this something youll continue to do despite what you just experienced . Its the first voting contest since former Vice President joe biden snagged the delegate lead from senator Bernie Sanders last week and this became a twoman race. Today there are 250 delegates at stake as well as caucuses in north dakota. Joining me now, mike espy, who has endorsed the former Vice President. Mike, thanks so much for joining us on this. Appreciate it. Hello, yasmin hello thank you so much. Yeah, of course. So the major question is, why biden and why now . Well, you know, i was listening to Steve Kornacki earlier, and he said that joe biden is going to have a big day and big night here in mississippi and i agree with him. And why joe biden. Ill just tell you why i endorsed him, because, you know, i served with joe. I was a house member of the house of representatives and joe was a senator and i worked with him on a number of bills. So i think that hes a matter of integrity, a matter of empathy and a matter of competence. And in my opinion, i think that those three attributes are sorely needed in the white house right now. So i believe that, as i believe so many other mississippians believe, and mississippi, an overwhelming number of voters will vote democrat today. And i think theyre going to go for joe biden. So i did, and i did early, because ill be a downballot running mate of joe, and i feel more comfortable with his platform. It aligned more with mine. Lets talk about that. You bringing up the fact that you are running for a u. S. Senate in mississippi. You have said that biden can help democrats win the senate seat from republican senator cindy hydesmith in november. Why him and not senator sanders . Well, im not knocking senator sanders, but actually, if you look at the different platforms, lets just go to the signature platform regarding health care. Youve got senator sanders that is talking about health care for all and, you know, which would take away private health insurance. And hes not been able to say to my satisfaction how thats really going to be paid for. Whereas joe biden believes, like i believe, that we have to expand health care, make it more efficient, and accessible for rural states like mississippi, but if you have your own private insurance and youre satisfied with it, no one has to take that away. And thats what i believe. So i believe the Signature Health care seems to be a unifying figure. And someone like me thats got to build an incredible coalition for whites, blacks, young and old ow old someone like joe biden at the top of the ticket that speaks more to the issues and values they follow, is someone im comfortable with leading the top of the ticket. In an effort to regain momentum and his frontrunner stuts, Bernie Sanders is spending a lot of time informer michigan, the delegates with the most primaries and sanders says, quote, energy and excitement make him most likely to beat President Trump. Tonight, hes holding his Election Night rally in cleveland. Will this energy be enough to secure the nomination . I spoke earlier with president and founder of the rainbow push coalition, reverend jesse jackson. He has endorsed senator sanders for president. Reverend, thank you so much for joining us today on msnbc. Thank you so much. Let me say, he endorsed me in 84 and 88. So i thank him for that. But more than that, i thank him for his direction. His idea of one big tent for health care and housing for everybody appeals to me very much. So i want to start there with that endorsement, because you did bring it up. He did endorse you when he was mayor of burlington, vermont, back in 1888, as you mentioned. It was a time in your campaign that you needed that boost. You got it in vermont. In part, it seems, because of his endorsement from africanamerican voters and white liberal voters. The governor announced the state is setting up a onemile quote containment area in new rochelle, 20 miles northeast of new york city. This containment strategy doesnt stop people from moving in and out of the area, instead it shuts down schools and Community Centers so that they can get cleaned. The National Guard will move into the area to help with the disinfecting and to deliver food to alreadyquarantined residents. Governor, thanks so much for joining us on this. Theres a lot of people that are anxious right now. In hearing this news of this containment area in new rochelle. So walk us through, a, the decision mainging that you took in order to take this step forward and what exactly this means to the residents of that area . Yeah, thank you very much. I think the word scares people more than anything. Heres the situation, we have 173 cases in the entire state. We have 108 cases in new rochelle. New rochelle has three, just about three times more cases than new york city. New york city is 100times the size of new rochelle, okay, so this really is the most dense concentrated location of our positive cases. And theyre increasing exponentially in that area because when you get a lot of positive cases in a dense area they multiply quickly. What were doing is focusing on that location, focusing on those positive cases, the containment area means closing the schools, closing the places of large gatherings, because its the density thats the problem. Thats when its transmitting. So, close the schools, close large gatherings, were bringing in a testing facility right there on site, a satellite testing facility and just focus our resources there. Its not like china or italy where people are quarantined. Anyone can go wherever they want to go. Its just the schools and large Gathering Place and governor, there are people who could be asymptomatic, how confident are you there arent folks in new rochelle that live in this area, contracted the coronavirus and are asymptomatic and infecting others in. Thats possible. Thats very possible in any mun kcommunity across the country right now. Thats the situation were in. There are you can asymptomatic and you can transfer the disease we know that. We know that we dont even have any statistical data on how many people have the disease, right, our testing is so far behind the reality that this probably is no connection between the two. We started testing at a period of time, many experts say the virus was reporter already here and already spread. Were doing a very small sampling and we tend to be testing people who already tested positive and may have been in contact with those people. So when people hear these test results, you know we have 173 cases. Thats not statistical repres t represented. I have no doubt that people have coronavirus and are walking around. So why not, governor, especially in this hot zone that you guys are corner off, why not quarantine that area if there are people walking in and out, maybe asymptomatic, would that further decrease the spread or slow the spread of this thing . Yeah, well, thats the china strategy. Thats the italy strategy. Were not there yet in new york. Were not there yet in this country. I dont want to limit peoples mobility. Were not there. I do want to say dont gather in dense places when you know a lot of people in your community are positive, dont all not all 300 people in a gymnasium to watch a basketball game. You know you have a high concentration of positive people dont put them in a very dense setting and get the testing done so you can isolate those people who are actually positive. Whether or not you have to go to quarantine, i hope we never have to get there and if we do get enough testing we wont have to. You look at china and korea, you can either quarantine or do a lot of testings, find the positives, ice hate the positives, thats the better track then we have to get our Testing Capacity way, way up quickly, because we dont have the Testing Capacity to do the numbers. China was testing about 10,000 per day. The federal government says in all of this, we tested about 5,000 people. Just think of that. All right, new york governor andrew cuomo. Appreciate it.
