Virus. The immediate risk to the American Public remains low. In significant part because of the president s Decisive Action so far. We are working closely with state, local and private sector partners to prepare for mitigating the virus potential spread in the United States because we expect to see more cases here. At least 40 Public Health laboratories should be able to test using modified existing cdc test kits n. Addition to newly manufactured test sent to 93 Public Health labs as soon as monday. Thats a big deal. Theres more testing across the United States. The Business World is feeling the affects of coronavirus. Facebook announced today its canceling one of the biggest events of the year. It is the annual f8 Developers Conference for california in may. Wall street journal reports that several Companies Including nestle and Goldman Sachs limiting or Halting International travel by their workers entirely. Lets get right to whats happening on wall street. For the latest we turn to my colleague and partner Stephanie Ruhle on the floor of New York Stock Exchange. Stephanie, whiplash down there today. Without a doubt. Remember, alier for investor, for any kind of ceo or individuals, it is all about Risk Management and in order to accurately risk manage you have to have good information and the information we have been receiving from the last few days as you know is confusing at best. So when you look at the markets and you see significant drops across the board, its not that investors firmly believe a pandemic is coming. It is that investors kind of like everyone else are taking precautionary measures. You just listed it right there. Companies not letting employees travel. Events canceled. The economy over the last few years has been driven by the consumer. Consumer spending. At a time like this when you are hunkering down, people arent spending so you could see the markets go back up on monday, tuesday or tomorrow but the impact to see from travel, manufacturing, businesses across the board hunkering down, it is going to hurt. Stephanie, there are a couple things. Right . Some companies on the stock market going down to directly say we are not flying our planes to china, losing that revenue and then there are other companies that are saying, we dont know whats going on here but it might affect our workplaces, might affect the workers and probably a bunch of investors saying with no visibility, im putting my money in bonds or cash or under the mattress. And thats really important because its not like we have seen earnings yet and companies saying i lost x. As far as the stock market, the market had a huge run and when you cant assess your probability, it makes more sense to take the money off the table. That is very different from saying we are losing money. Investors can make money in a bull market or a bear market but when you dont know what the road is ahead its oftentimes the best move to just step out and that were seeing. What we are also seeing is we have seen pressure on casino stocks, stocks of companies where people converge and they gather as people worry about this. You made a point earlier today of where what kind of Companies Might succeed in this and what kind of companies to struggle. We have a huge shared economy, something that wasnt in existence with sars, for instance. Thats the stuff that people get pause over. Absolutely. Think about the sharing economy. It is this beloved economy. Lyft, uber, grubbhub, planet fitness. Places where people are sharing space, where groups are convening. Those are getting hit and you are seeing what i would call the home body stocks like peloton, zoom, doing well. It is interesting because that shared economy has been beloved for the last few years but worried about getting really sick from germs, from people sneezing, coughing in your area, youre not so into sharing. Stephanie, we have talked for a listening time of the pressure of the president put on the Federal Reserve to lower rates and a concern we always have is when the Federal Reserve needs to lower rates to stimulate the economy they may not have fuel in the tank. There is pressure on the Federal Reserve from at least the president if markets do what theyre doing to cut rates. Ali, i have heard this from investors all day long. Frustration. Because the real need for the fed or for the fed to take action an s ahead of a major situation like a pandemic opposed to last year and the fed hiking rates up and did the opposite and not saying that the president directly pressured the fed to lower rates but we know he made an awful lot of noise about it and there was some questions when the fed was lowering rate last year whether the economy was doing well an unemployment doing well, a lot of investors scratching their heads saying, things look pretty good. You want to be tinkering with it now . Tinkered with it and lowered rates and now when they really need to, theyre saying lets wait and see. If they do it, theres not big cushion. Thank you, my friend. Stephanie ruhle at the New York Stock Exchange for us. Well check back with her later in the show. Theres no cases of coronavirus spreading to people contracting it in asia to random people in the United States but cdc says it doesnt know how the latest person being treated contracted the virus. Officials say that person did not travel to places where coronavirus is common and was not exposed to anyone with it. Nbcs jake ward joining us from uc davis medical center. This is code for the idea of whether or not what they Call Community infection or Community Spread has begun s. This the first patient to not have gotten the infection from somebody they know . Reporter ali, this is definitely a new phase in the fight against the coronavirus here on our shores. What we have here behind us is a patient who went to her local Community Hospital where she lives and just the condition deteriorated and they upgraded her to transfer her here and this hospital asked the cdc as all hospitals must, can we please test her for coronavirus . She doesnt seem to respond to treatment. She is getting worse. The cdc took four days according to an email sent by employees here that in that amount of time, multiple nursing staff, right . The front line shock troops of health care coming and going intubating the patient and as a result they may have been exposed and now a phase of the cdc not knowing where she may have gotten it and now isolated and quarantined and begins a desperate new hunt for the transmission path here, ali. Hard to do with an illness sometimes asymptomasymptomatic. Go ahead. Reporter this is the difficulty. We have got a situation in which you have to go through the cdc. You cannot as a hospital here simply spot test a patient that way you want to and can for influenza. They have to go through the cdc and the cdc says she doesnt fit description. She hasnt traveled to china or been on the travel list an as a result were not going to give you the tests and so it put these Health Workers and this hospital in a position of not being able to really get out in front of this and as a result four days went by. Multiple that by multiple hospitals and cases throughout in the community, the cdc doesnt know about and we have a real problem here, ali. Stand by. I want to talk about this new case that jake covering led to new worries about the spread of coronavirus and still plenty of questions aability the disease itself so i want to take a closer look at what jake is describing and dealing with. Coronavirus is a large family of viruses. It looks like a crown looking at it. It affects the respiratory season. Covid19 causing the concern right now one of seven coronavirus known to infect humans. Most infect animals, bats, cats, birds. No one knows where this particular virus came from. Now, the cdc said symptoms can be fever, cough and shortness of breath, sometimes mild symptoms or a severe illness leading to death and may appear two to 14 days after your first exposed to it. Covid19 can be asymptomatic and be infected and not display symptoms at all. Can spread person to person which has caused big worries of the rapid spread of the disease in Public Places like transportation hubs, casinos, sporting events. Without effective containment measures someone with coronavirus could on average infect between one and four people. Compared with the seasonal flu, in which someone with the flu tends to infect roughly one the two people. The rate of infection is greater with coronavirus. Chinese researchers looked at more than 72,000 cases of covid19 diagnosed through february 11th and found most people have mild symptoms and many of the people that died were either elderly or chronical chronically sick with Heart Disease or the like. Just over 2 of people infected will die. The mortality rate for seasonal flu is. 1 . Both are much lower than the nearly 10 death rate for sars and 34 for mers. Middle east respiratory syndrome. While the cdc says it is likely to see more cases of coronavirus here in the United States, President Trump says theres a very low risk of an outbreak in the United States. Hes announced to put Vice President mike pence in charge of the administrations response. Joining me now far closer look is thomas boyk i, a senior fellow for Global Health and economics and director of Global Health program at the council of foreign relations. Jake ward with still with us. This is some percentage science and infrastructure and some percent us trusting our governments when they tell us what we need to do to try to keep safe from this virus. How do you evaluate where we are on this . From the data. And you have described what we do know from china and china still has 95 of the worlds cases. So thats our biggest sample and it does give us some idea of what we are looking at but we also evaluate what we are finding out from the spread internationally and you have talked about the Community Spread that has now been confirmed in the u. S. But the other thing thats happened since sunday 18 new countries have confirmed coronavirus cases, covid19. Almost none of the cases received that from china so we are seeing a dramatic expansion of this outbreak. It really is hard to believe we are not looking at a pandemic that the point soon. I want to ask you, the government, the Vice President mike pence has said that scientists and Health Officials will have to coordinate all statements and public appearances with Vice President mike pences office. Ron clain who was president obamas ebola czar tweeted this in response to the story reporting that i was the white house e lo bah response coordinator. We never told cdc or nih what they could say or censored the medical statements f. The white house is doing that now it is a danger to Public Health. We have been critical of china handling this and in iran. Is it worrisome the Vice President told Health Organizations what they can and cant say . If that is what he told it is deeply worrisome. Its no longer this is going to be a pandemic. The only question is, is it going to be mild, moderate or severe . And the main thing we can do now other than preparing local an state Health Officials, helping prepare hospitals is communicate to the public what they need to do. And not allowing the best information and the u. S. Has excellent expertise in the cdc and nih and not conveyed to the public is deeply dangerous. Lets talk about, jake ward, i know you have been following this. In the absence of knowing whens coming out of the government companys have to start thinking about this, not just supply chains or customers but workforce, whether people can come to work, working remotely. Thats part of what the stock market is worrying about right now. Reporter thats right. This is funld. Al tension of dealing with a pandemic. We do not live in a society that the government shuts things down. We allow a forprofit economy to make decisions and why you have seen just down the road from here facebook decided to cancel the f8 conference, the huge conference. We saw recently the mobile world conference in barcelona canceled but now what about the new one in shanghai . The new one in los angeles . We depend on companies to make good decisions aability this and yet there is this weird discussion we have about Airline Stocks suffering and if youre a Public Health person you look at it and think how can airlines intercept the transmission of this . Shouldnt there be a responsibility there . The best possible information gets distributed from Health Authorities and from the government to the people who are making the kinds of decisions to affect our health, ali. Thomas, i was talking to my producers about this and trying to think of where in recent History Companies had this experience. 9 11, mostly a security fortification issue. If theres an attack. When have we had any experience with what could be a protracted, longterm shift in peoples behavior about how they interact with each other, where they go and spend the time and how we work . There have been episodes in the past. 9 11 is a good example of that. You mentioned in response to swine flu, in 2009. There was communication depending on where you were around sars. In 2003. There was communication, as well. What is different about this particular outbreak is how widespread it is. Again, we are really looking at something at this point in 47 countries. And its expanding rapidly beyond that so the scope of what it might be affecting is whats different from the past and again without having a better idea of whether this is mild, moderate or severe, the information from china now is concerning that this could be something more deadly than what we saw with h1n1. Thank you. Coming up next, Elizabeth Warren, the fighter. The president ial candidate taking a new approach. Is it going to help her win back momentum ahead of super tuesday . Ill discuss it. Plus, President Trumps primary challenger former governor bill weld joins me next. Heres another cleaning tip from mr. Clean. Cleaning tough bathroom and kitchen messes with sprays and wipes can be a struggle. Theres an easier way. Try mr. Clean magic eraser. Just wet, squeeze and erase tough messes like bathtub soap scum. And cakedon grease from oven doors. Now mr. Clean magic eraser comes in disposable sheets. Theyre perfect for icky messes on stovetops. In microwaves. And all over the house. For an amazing clean, try mr. Clean magic eraser, and mr. Clean magic eraser sheets. Ahead of major voting contest the make or break the campaigns, the 2020 candidates are out talking to voters in States Holding upcoming primaries and caucuses. One state is South Carolina. Voters cast the ballots there in two days. Saturday. Well have complete coverage here. According to a new monmouth poll after tuesdays debate, former Vice President joe biden leads. He has 36 of likely democratic South Carolina voters. Sanders follows with 16 . So biden has a 20point lead over sanders who by the way has grown. Tom steyer, get this, he is in third place with 11point jump since october. Hes got 15 . Elizabeth warren is at 8 . And shes dropped 8 . Buttigieg with 6 . Klobuchar with 4 . And 15 undecided. The margin of error 4. 6 points. After losing the momentum, senator Elizabeth Warren appears to be revamping the campaign. Shes vowing to persist all the way to the Convention Floor refusing to disavow support of a super pac to help get her there and long criticized money in po politics. The fierce debate strategy is attacks on the plans of just about everybody and the history of the newest threat michael bloomberg. But is it resonating with voters . Joining me is former manager of the julio Castro Campaign and now a surrogate for the warren campaign. Great to see you a. Similarity of the campaign and castros campaign is policy heavy, very detailed. Really well thought out ideas about stuff and in the beginning the i have a plan for this idea was really working for Elizabeth Warren. Politics seems to have overtaken that and other things are swamping the idea that she has detailed policies for a lot of specific things. Talk to me about how that plays going forward. Well, thanks so much for having me. Honestly i dont know that the describe to see somebody roll out plans and talk about how to get something done, i dont see thats something that voters have stopped looking for, that is something that consistently we hear is something that people are still rae lel excited about, about Elizabeth Warren. People want to know right now, you know, first, that whoever a nominee is is able to beat donald trump and thats i think what people have been something thats been resonating with a lot of folks more recently seeing elizabeth on stage and seeing how she is able to command that stage. People feel confident that she can beat donald trump but the very next question is, how is the person going to turn things around for me and my family . Thats what people look at. So the fact that she has been so policy heavy, consistently putting out plans that we just rolled out another plan for border communities makes people feel confident not just beating donald trump and cant just win back from donald trump that we really do need to win forward and what she is doing is laying out for people how to do this. The new policy, Elizabeth Warren promising in the first 100 days to convene a border land summit to bring together government officials, create a position for someone whens the advise tore the president on border communities, promises to reshape customs and Border Patrol and i. C. E. From top to bottom reducing the funding of detention and focusing efforts on ports of entry and homeland security. Quoted as saying ill insist on transparency and strengthen the authorities of independent internal watchdogs to prevent abuses and designate a Justice Department task force for ok accusation of violations. Theres some flavor, some julio castro flavor in the emphasis on borders and the way we should be thinking about it, right . This president talked about it entirely from an enforcement and holding of people. Elizabeth warrens view about borders is more sophisticated i would assume. Absolutely. I dont think there could be a more opposed view of what warren is proposing and what we have seen from the current president. The issue of border communities is interesting because i think very often people just conflate it with immigration. There are folks living at the border who are vulnerable in a number of different ways. Number of communities dont have access to potable water, theres serious issues as a country we have an obligation to identify and to fix. Thats what she is talking about doing and as much as its sort of a policy prescription it is also just a reframing of the issue. For far too long this president treated the border like a war zone. Right . Like that is not exactly. Right. And that is not how to look at communities in this country and what it is is its reshaping, philosophically different, the way shes going to approach the issue and then exactly, you know, assigning a white house a adviser whose job to look at the communities and to listen to folks who are living in the communities to take peoples lived experiences and translate that into policy. I dont think it could be i dont really cannot overstate how different what she is proposing is from the model of the president operating under. The monmouth polling indicates Elizabeth Warren in fourth place with just 8 . How do you square that with what you believe the campaign is about . Well, i mean, look. From the very beginning we have said that what we are trying to do is build a campaign thats really built to last so we have made early investments. Yes, in the early states an super tuesday states and states that are voting beyond that because really we are talking about, you know, a really delegate strategy and because of the way these contests get covered it is very easy to think about winner, loser of a particular state and we have to remember that delegates are allocated proportionately and what we are doing is investing and are really in this for the long haul. Right . So i think that after her most recent debate performances shes been incredibly well received. People are excited and starting to see that she is the person on that stage thats best equipped to take on donald trump and to held him accountable and given that we are seeing a huge amount of enthusiasm and momentum and start to see that stuff captured and the polls are tough with a lag time. When you have a moment of a lot of momentum the most recent polls arent necessarily going to capture that. Right . What we are looking at is that this is going to be something thats building over time. You know . We are going into super tuesday feeling very confident. Feeling confident coming out of that to be in that position to keep this going and be able to capture a majority of the delegates. That is the goal. Thank you for joining me. Thank you. Former Campaign Manager of julio castros campaign. President trump continues to tout his overwhelming base and the Republican National committee seems to be counting on the reelectability and his strongest challenger continues to fight. Bill weld received one delegate so far versus President Trumps 86 but he is making his way around blue states with upcoming voting contests and the boston globe just endorsed him saying that he would, quote, restore principle to the party. Candidate and former governor of massachusetts bill weld joins me. Good to see you. You dont seem incensed of the degree of the Republican Party not allow i dont go you to fairly participate in the race regardless of whether they think you would win the primaries. They have gone to Great Lengths to try to shut you out. Well, it is the president doing that. The president tried to abolish the New Hampshire first in the nation primary. Thats how scared he is of any real competition and now i think they have shut down seven primaries so that the president is on 29 state ballots. Im on 22. Because we have been shut out legally from seven of them but we are having a wonderful time going around to im in vermont now on the shores of Beautiful Lake champagne and having the endorsement of the boston globe and the governor phil scott here in vermont and seems to me the message is taking hold increasingly as we go forward from step to step. Governor, you keep on going with this fight. What does it look like . How does it play out to you . What does success look like in this mission you are on . I think that the president really does represent a threat to the Democratic Institutions and he wants to do everything himself, be the man on horseback. He says he doesnt have to listen to anybody. Now the latest thing we hear is that he is going to put mike pence the Vice President former govern nor governor in indiana in charge of coronavirus instead of the cdc and the nih, the pros take care of that. It is like when the president tried to redraw the weather map for noaa and children with crayons to write in a coloring book and the president has no idea about his lack of knowledge and, you know, i respect Vice President pence but im not sure he has the specialized training thats necessary to tell the pros, the doctors and the scientists, what to do here anymore than donald trump can tell the 2,000 scientists warning about the polar icecap theyre wrong and just a hoax. You know . When Vice President pence had an outbreak of hiv in his state his recommendation was to pray. As sarah palin former govern nor of alaska used to say pray away the gay. Im not sure the scientists agree with this. Thank you for joining me. Current republican president ial candidate bill weld received the endorsement of the boston globe in the quest for the republican nomination. Coming up, an economist breaks down the effects of the coronavirus on the stock market as we see wall street on pace for the worst week since the financial crisis. You are watching msnbc. Man whats my safelite story . My truck. Is my livelihood. So when my windshield cracked. The experts at Safelite Autoglass came right to me. Tech hi, im adrian. Man thanks for coming. With service i could trust. Right, girl . Singers safelite repair, safelite replace. Fisnt just about polar bears. Were fighting for our lives, were fighting for clean air and clean water. Thats why i wrote the law to send billions from polluters to communities suffering the most. And only one candidate for president was with us back then, tom steyer. And hes still fighting for us, pledging to make clean air and clean water a right for everyone, regardless of your zip code. Thats the truth. Thats tom steyer. Im tom steyer and i approve this message. Markets are really struggling today. One of the more interesting days to watch how trading goes. The dow plunged as much as 960 points this morning after the cdc issued a warning over the spread of coronavirus sparking concern from investors. There was a big call from Goldman Sachs. A new note from that bank warning that u. S. Companies likely generate no earnings, no earning growth, no growth in earnings in 2020 because of supply chain disruptions and weak end demand, consumer demand. Apple, boeing, visa, some of the worst performing stocks. Apple one of the First Companies of a warning with upcoming earnings and then microsoft, mastercard and united airlines. United says their revenues to china are down to zero. Markets look to post the worst two months of the year since 2009 when we were in a recession. With me now is economist linda yu and wrote what would the great economists do . I want your analysis on what we are seeing right now. Theres some companies that are trading lower because they have indicated that theyll suffer a revenue and earnings problem because of coronavirus and lots of Companies Across the board down because investors say im out of here for a while. Yeah. Thats exactly right. So what you are seeing is a negative sentiment and see it in a couple of indicators. One of the big ones is happening to treasury yields, the cost of borrowing for the government and that intraday, a little while ago, the yield, the cost of borrowing, hit record lows in the 10year and 30year treasury and essentially saying that investors are thinking, hang on. Could there be such a big Economic Impact that we might face a recession . I think this is why you see the flight into treasuries but i would say the other thing to bear in mind is stock markets hit a lot of highs over the last year or two. So as we look in this part of the Business Cycle where the economy is stabilizing, might turn and begin to improve again, its a very fragile time to have an economic hit so, yes, Big Companies have declared their impact but i think investors should be worried all companies dragged down, that if the coronavirus gets worse and the estimates are worse than what were currently hearing from economists then it could be the World Economy could dip into a recession but thats a big if. I just want to stress. But thats causing the across the board selloff a bit. For a year youre still up with the s p 500 almost 9 . The markets have been frothy. At times like this, you look back to 2009, Central Banks stepped in and said heres what we have to do to calm things down and generally that means injeking some money in and pushing Interest Rates down. The Federal Reserve doesnt have that much in terms of Interest Rates to push down s. There a role for the Central Banks if things start to come unglued . Yeah. It is a great question. So essentially some of the estimates are that if the coronavirus gets worse, again, big if, the fed may have to cut rates down to zero again and getting to that point will they restart quantitytive easing . This is not unheard of. They restarted qe about a year or so ago. Just on the fact that european economies like germany were headed towards recession or stagnation so thats also being figured into. I think by investors who are worried that if that isnt enough what else is there . In fact, the bank of england said a shock is a supply shock and in other words if you have supply chain disruptions and not getting the goods and inflation, prices going up and everything is more expensive, less of it to import then it could be the case that Central Banks cant do very much at all and figuring into the market worries. Thank you, linda. I just want to ask the control room to put the market up for a sec. What you are looking at with the dow down more than 864 points means that the loss since fridays close is now greater than 10 . At 960, we are hitting session lows, not a great way to end the day. Ill keep you posted through the next 20 minutes. The house passes the historic emmit till antilynching act. If it surpasses 25,997 then you have a new session low for today. Well keep an eye on it. All right. Into another important story, it took more than 120 years but lynching finally looks poised to become a federal crime. Can you believe that it wasnt . The house passed the emmett till antilimplging act wednesday in an overwhelming majority vote. 4104. The Senate Unanimously approved a separate version of the bill last year after more than 200 similar efforts were defeated. The legislation is named after civil rights icon emmett till brutally murdered in 1965. Two white men beat him, gouged out his eye and shot him and threw his body in the tennessee river. His killers who were acquitted by an all white all male jury confessed and for the woman accusing him she recanted the story in 2017. The house passed version needs to be aprooufred by the senate before going to prump to sign. Tru trump invoked lynching saying, quote, all republicans must remember what theyre witnessing here is a lynching. Lets be clear. Its terrorism and slaughter that were used to terrify africanamericans and prop up white peoples hold on power. Many lynchings were never recorded but 4,743 people were lynched between 1882 and 1968. Sponsors of the bill say that while there are no recently recorded lynchings the house bill is critical because of the hate crimes that continue today. Joining me now is a cousin of emmett till and cofounder and president of the emmett Till Legacy Foundation. Deborah watts. Thank you for joining me. It is never good news when were together and talking about racism and lynching and amazing that lynching wasnt illegal. Do you believe that this bill will pass the senate and get the president s signature . I am very hopeful that it will. It is necessary, time. Overtime, if you will. You know, i think that this is a historic moment and our family is very, very proud to have emmetts name associated with this historic legislation. As you said, emmett, you know, the terrorism is something that our country has endured and this is a part of our past history and even theres some semblance of it today that we need to get beyond. And i think this is important move that the legislation can give us and just proud that we can continue our demand for justice, as well, after this legislation is passed. Im very hopeful. You would think being on the right side of this is a layup but the memorial was installed in mississippi with four previous versions vandalized and july last year, students posed in front of the a till memorial, two brandishing weapons. So your point is there are still some sediments of this. While one might say that lynching was an unsophisticated way, it was not. It was effective. It does still happen. It does. We need to wake up if we dont think that it doesnt happen. And i know that as we continue forward our family is very hopeful, too, because we are still demanding justice even after 65 years of emmetts murder and so were Still Standing there demanding justice. Also, when i think about this legislation, so important because there are families like ours because think about it. For centuries there have been others, hundreds of others, that have been lynched and so they are crying out from their graves now to demand justice and hopefully those other families will find some semblance of peace. Now, again, we still need to move forward with justice for emmett till but it is necessary and we need to wake up, we need to be i think on one accord. And united as we try to avoid and try to erase some of those things that have happened in the past because theyre starting to creep up in our current future, if you will, and in our current day struggle for justice and i am just hopeful that we can move forward and particularly demanding justice for emmett till. Thank you for joining me, a cousin of emmett till and cofounder of the emmett Till Legacy Foundation. Coming up, which canning in with Stephanie Ruhle live at the New York Stock Exchange and updates us on the markets after a spiral thats gone on for a few days now amid the an xity over the spread of coronavirus.
