Especially where more people are sent out, more people are scared and nervous of whats happening next. What might the president decide . What did the past president decide . It is something that needs to be in the forefront of our minds and too often is not and i think part of the responsibility is because we we dont show whats happening. Last friday 82nd airborne deployed to kuwait. Real people. Not just numbers. People and lives on the other side of this thing. War is not easy. It is not a game. Not fun. Thank you, my friend. Thanks, ali. It is wednesday, january 8th. President trump says iran appears to be standing down after the Ballistic Missile attack on military bases in iraq that house u. S. Troops, the president said no americans or iraqis hurt in the attack which was irans retaliation for the drone strike last week that killed a top iranian general and trump said hes imposing more sanctions on iran and could take action if teheran doesnt change its behavior. Our missiles are big, powerful, accurate, lethal and fast. Under construction, are many siper sonic missiles. The fact that we have this great military and equipment, however, does not mean we have to use it. We do not want to use it. American strength both military and economic is the best deterrent. Hours after trump spoke some of the president s top advisers went to capitol hill to brief members of congress. I cant tell you a lot about the briefings because its classified but the basic theme of it was the administration essentially saying trust us and thats really what it all boils down to. Well now the advisers are briefing senators and many senators are still questioning the president s strategy saying the actions have only made the situation worse. Donald trump squandered the opportunity that existed to push against iranian influence and for greater democracy and stability in the middle east. In one fell swoop he somehow managed toville niz the United States and victimize iran, our enemy. Isolating us from longterm partner in iraq and amping up irans influence in a country that everyone knows is vital to our security interests throughout the middle east. All right. We begin coverage with more on the president s comments. Nbcs Kelly Odonnell joins us now from the white house. Last night as we were covering this news there was some initial word that the president would address the nation last night. Not uncommon for a president to do that. For some reason he delayed it until this morning to 11 00 eastern and the comments were a lot less hawkish than what you might have expected based on what the president is saying since the killing of Qassem Soleimani. Reporter right. We dont know if the president delayed it or if it was simply a decision to wait until more facts were known because they never announced an address last night so the timing, of course, something he could decide himself and in part we understand that part of what they were looking to find is a good after action report to know with confidence that they could say and emphasize that no u. S. O iraqi personnel harmed or killed in the air strike, a critical piece of information for the president to make whatever decision to follow in terms of response. What we saw today was the president in a more measured way but also definitely trying to send the message to iran that the u. S. Has the military might and will to take further action if necessary so trying to walk that balance. At the same time, we heard the president critical of the pistons administration and giving information not beared out by the facts of the u. S. Returning to iran, its own money. The president arguing as hes done many times that iran used those funds that were part of the Iran Nuclear Deal returned to them for terrorism or acts like this, the military strike on u. S. Interests. So the president definitely trying to find a new balance here while at the same time being able to claim some measure of military victory for his decision to take out the general, very high ranking iranian official, an unusual move and one that could have brought even more harsh response from iran so call braibrating carefully and trying to reach out to partners, spoke on the the Prime Minister of the United Kingdom today as well as the nato generalsecretary and thats a part of the sign of what should happen next, what next steps should occur and how to bring in other European Partners especially. I hope that youre saying this goes viral because it is just an important thing to say. You can dislike iran, you should think they shouldnt have had the 150 billion back. But it was their money. Which they may be spending in ways americans dont like but it is their money and a misconception played out since the iran deal that somehow we paid iran 150 billion to sign on to the deal. Thats not how it worked. Reporter frozen assets that belonged to them. They could spend it as they choose. Im sure valid reasons to not want them to spend it on the things we dont like them spending them on. It is their money. I want a deeper look at this. Joining me ian bremner and also the president and founder of gzero media. I want to read a couple tweets you sent out. One is all the escalation from iran over the past year a consequence of u. S. Withdrawal from nuclear deal and expansion of sanctions. I view that as a mistake but iran coming after the u. S. Directly was a big miscalculation and they recognize that. And then you tweet trumps speech unusually restrained and the tweet yesterday. U. S. Positioning itself for diplomacy. Last night after the attack, donald trump tweeted all is okay. Were going to figure this out and as kelly said, waiting for an after action report. Remarkable. No human life taken which is a testament to the fact that iran has abilities to target 22 missiles at a place and not kill somebody and both of the seem to have signaled we need to do Something Different now. Testament to the iraqis that theyre going to do this. The americans get off the way. So the iranians did not want to hit the United States. They wanted to show the minimum possible. This is after we killed the head of their military. I mean, the idea that those things are remote brily commise. Again, pin prick, symbolic, no big deal. So clearly the iranians saying okay, okay, okay. We dont want a fight with you the United States. Right. Now, there are two ways to look at this. One is that the United States did lead to took the steps to the precedent for the iranian escalation pulling out of the deal. On the other hand, the United States has dramatically weakened iran in the region. Their economy has contracted dramatically. Because of america pulling out of the deal and further sanctions beyond the pullout over the course of the last year. We have also now killed someone who was critically responsible, his ka riz ma and the personal network in helping to cobble together this proxy network of shia radicals across the region is gone. And that absolutely is going to influence the ability of the iranians to cause trouble in the region. And the response to all of that by iran has now been, okay, uncle. We are too small. We need to actually sit down and find a way to get back to a stability and i think that is an opportunity for the United States and i hope that the Trump Administration honestly takes it. Lets just bring in ali aruzi in teheran with that idea. Ali, we have been talking we have spoken every single day since friday, in fact, before the attack that took out Qassem Soleimani about what that iranian response had to be and we saw in the streets of teheran, the streets of all of those cities the soleimani body, millions of people came out. Iran needed to do something to show strength and yet seemed to have stayed back of the line that provokes war. Reporter thats exactly right. They were promising a very severe revenge against the United States. Emotions were running high. As you mentioned. Millions of people poured out into the streets. At Qassem Soleimanis funeral, the last day, 78 people got crushed because passions were running so high. Just to see his body. So there needed to be a response from iran but it wasnt the response we were expecting. They attacked the u. S. Base. And they said if theres a counter attack against the United States then they would enflame the area. But as we heard from president donald trump, nobody was injured. We were expecting mass injuries at that base. So i think the iranians took a look at the brink and they took a step back because it could have gone very, very out of hand if there had been mass u. S. Casualties in that attack but they sent a mess and. Theyre sending a message theyre forced to reckon with. If this happens again, all of those bases are within striking distance and not just by the militias but the conventional army using Ballistic Missiles. But it wasnt the end of the matter. As we spoke earlier, ali, todays irans Supreme Leader gave a fiery speech at the compound saying that attack was just a slap in the face for america. That the real revenge is coming and i think the real revenge and something he reiterated time and time again is to get u. S. Troops out of this region. That is irans ultimate goal, to expel u. S. Troops from iraq, from syria, and elsewhere in this region so that can have full control. I think thats going to be quite a tough game to play between both of these two sides. Iran is not going to quit iraq because syria is so strategic for it and in order to keep its foothold in syria it needs access via iraq. So i think this is a temporary calming of the situation between the United States and iran. Its allowed both of them to bill this as a victory of domestic audiences, to show themselves as being tough, having done something but the trouble is still brewing between these two adversaries. The United States is still going about its campaign of maximum pressure. Iran is in absolutely no mood to talk to america under that pressure so the tensions are going to keep ratcheting up and iran is still has this network of proxies in this region who also want to exert their own revenge for shia militia leader killed in that airstrike with Qassem Soleimani. Ian, before last nights attack you had published your top ten risks for 2020, something Eurasia Group does. Number eight is the crescendo and number one is who governs the United States and i believe the first time a domestic political issue has topped your list. Thats right. I want to read from your report saying trumps policies with turmoil in washington will confuse and further destabilize longstanding relationships with big question marks of countries that feel particularly exposed, think south korea, japan, taiwan and making risks around the confrontations that occur more unpredictable, see iran and dangerous. This is part of the problem that this is a sophisticated conversation about how much pressure you put on iran, how much iran pushes back, what it does but were operating in this chaotic environment in washington. You can miscalculate a lot more if youre the president of the most powerful country in the world. Countries will give you wider birth but it is much more dangerous, primarily for those other countries, countries on the wrong side of it and for the allies. I dont think trump is trying to wag the dog here but he certainly can create accidents and can pet the dog and try to create deals that arent really deals to announce im the guy that gets this done. Hell clearly try that with the iranians. Tried with the taliban and on and on and on and will happen in the environment of the election to be delegitimized and acquitted have been committed crimes trying to swing the election in his favor, abusing power. Will do it again. We know that mcconnell refuses, heard this from republicans and democrats, refuse to ensure the sankty of the elections. Theyre absolutely likely to use powers to try to investigate against Democratic Candidates as they come up. What will happen if its a close election given that . It feels to me like what happened after brexit. Not so much that they voted for brexit but rather that people didnt accept the outcome and you couldnt govern the uk for a couple of years. All they could do is yell and scream about this outcome. I have to ask you, i will ask the control room to put up the map of the region and the u. S. Troops in and around the area around iran. Cal perry was making the point overnight all the countries around iran, afghanistan, iraq, bahrain, the uae, those that house troops, they sought it was a safety mechanism. Qatar thought it was keeping them safe and now in the world where iran is saying where there are u. S. Troops you may be targeted. Before that, the saudis, the first place president went as president , wasnt mexico, zraul. It was saudi arabia. Then the saudis hit by iran, by iran. The u. S. Had a fairly lukewarm response. Did virtually nothing. They said by the way only because saudi arabia is paying for them. Right. The saudi response is, my god, we better have to start engaging with the iranians more and they did and i thats so interesting here. Trump may show red lines. Deescalates with iran showing them what im going to hit you for. People say he doesnt have a strategy. He doesnt care about human rights, doesnt focus on kru corruption. If you go after an american troops, a man or woman on the ground, theres holy hell to pay. My god, thats problematic for allies all over the world. Thank you as always for joining us. The report is important reading. Ian bremner, the president of the Eurasia Group. Thank you, friend. Coming up, how tensions with the iran complicate the investigation into the crash of a passenger jet taking off from teherans airport just hours after the missile attacks in iraq. Hours after iran launched a missile attack on a military bases in iraq, a passenger plane that took off from teherans khameini airport crashed. The conflict is complicating the investigation into why that plane crashed. It was operated by Ukraine International airlines. It was on its way to the capital city of kiev when it crashed killing all 176 passengers and 9 crew members on board. Ukraines foreign minister said the passenger of the passengers from iran and canada. The Iranian Military denies that a missile could have taken down the plane and aviation Authorities Say they suspect a mechanical problem caused the crash. Ukrainian Officials Say its too early to determine the cause and iran announced it will not share the black box flight data from the wreckage. Correspondent tom costello covers aviation for us and joins me now. Every aircraft crash, most as aircraft crashes are a mystery and takes a while to find out. And the iranians said it was mechanical. How do the iranians know immediately that this was a mechanical and that this wasnt a pilot issue or Something Else . I think thats got a lot of people asking questions and theres the video of the fires and immediate aftermath of the wreckage on the ground there. We also have video which purports to show the plane in the air and on fire. This was shot by an iranian journalism student who had the phone out at 6 15 in the morning and captured the plane streaking across the night sky and because of the amount of fire coming off of that plane aviation sources here in the United States say they believe that theres an awful lot of evidence to suggest it was hit by some sort of an external force, a rocket, in other words. The iranians are denying that saying it was a mechanical issue, the question really is what could have brought down a 737800, a very good plane, not the max, by the way. At annual 7,900 feet and the telemetry, the radar, the coms, everything stopped suddenly. It was immediate, catastrophic. I took out multiple systems and that plane crashed killing everybody on board. The trouble is the americans would normally be a party to the investigation because this is an americanmade plane, boeing. The United States already been made clear by iran the u. S. Is not involved. Separately, because of the sanctions the u. S. Probably couldnt send anybody anyway because they would be violating the sanctions and now up to the iranians to determine what brought the plane down and the question is, are they going to be forthcoming on this . It is very unusual in aviation for a crash to be caused by a catastrophic failure of systems across the board. Planes are built with redundancies. The 737 in particular is built with redundancy and probably the most popular commercial plane in the world . Best selling, most popular, safest plane in the world and absolutely right. As we have done many stories in the past almost a series, cascading series of events to cause a plane to go down. Not a single event. Unless its some sort of a massive explosion, a bomb, a missile, something of that nature. So that really is the question right now. What brought down a relatively new, only 3 1 2yearold plane, a modern, very good plane in teheran . Is it a coincidence connected to the time frame of the missile attacks that teheran was launching or is it in some way connected . Tom, thank you. After days of International Panic President Trump appears to be standing down on further military action after iran launched missiles at two iraqi air bases that housed u. S. Troops but as expected he fell short of expressing any remorse for the u. S. Led airstrike that killed irans Top Commander quoi Qassem Soleimani which escalated the tensions in the first place. We stopped a ruthless terrorist from threatening american lives. At my direction, the United States military eliminated the worlds top terrorist Qassem Soleimani. In recent days he was planning new attacks on american tar gets but we stopped him. All right. While its shortterm relief, the damage is done and the question is what the white house strategy on iran was and what it means going forward. Joining me is someone with an extensionive background in defense, Lauren Deyoung schulman and was Senior Adviser to adviser susan rice under president obama and now Deputy Director of studies of a bipartisan nonprofit that develops National Security and i want to bring in a nonresident senior fellow. Ive just learned that you two know each other and worked together. Thank you for being here. I want to tell the audience that momentarily theres a briefing under way at the u. S. Senate with the defense secretary and the secretary of state and we might be hearing from them momentarily. Lauren, if i were an its senator being briefed by the secretary of defense and the secretary of state i guess my question would be, whats the plan . What was the plan when you decided to take out Qassem Soleimani . And whats the plan now . I would want to press them on the fact that george w. Bush had the opportunity to take out Qassem Soleimani and did not. Barack obama had the opportunity to take out Qassem Soleimani and did not. The massad had him in the sites of a sniper and did not take him out. Theres cost benefit analysis in getting rid of Qassem Soleimani. Look. Sending the u. S. Military into a military intervention is a consequential decision of a president can make. We saw in the bush administration, the Obama Administration and among the israelis with the opportunity to do this before. They chose not to. They thought of the consequences of such action and what would it mean with the relationships in the region, for escalation and situation with iran, our presence in iraq and elsewhere in the region. President trump decided to play this as though it was a game, to not think about the consequences for u. S. Military forces but not only that for our diplomatic strategy, our economy and for our allies who are present in the region. If i was a member of the congress i would be asking, you clearly didnt know what you were doing before. Are you taking a deep breathe, use the apparatus you have on staff to think through the consequences of what happens next . Fox news is not the situation room and twitter is not the Intelligence Community. You have to spend sometime with experts to think through the possible consequences of these things. One thing that the Intelligence Community and the Diplomatic Community think about a lot is sanctions and lots of people told me we werent at the end of the road with iran yet on what can be done. We had military guys on last night covering this, jack jacobs and Barry Mccaffrey saying were always ready to go. We can do this. Iran and america are not equal partners in a war and tend to like to think of this as a last resort when you have other things to do. Donald trump said well put more sanctions on iran. Why would that have not worked on friday . It is an interesting path if you will. There were a number of options to pursue before asass natded Qassem Soleimani. To me, i read that and i spoke to somebody close to the Decision Making who saw the intelligence, they viewed this really as a preeffortive strike. Right now we can daeblt whetheb thats a the right move. They thought preefforting something that would have been worse. The idea of sanctions i took as a deescalation of President Trump. Im sure you have seen i think sanctions feel less for him. Than killing a general. Yeah. For certainly him. Its more of the same. Its a deescalation. Whats left, though, in that i have to say is not a lot. The way he talked about it, the kind of something that would be broadly inflicting pain so you think about the broad trade related sanctions like oil and such and hard to see anything new other than taking something old and repackaging it. We have done that. If i were in the administration i would say if you want to pursue sanctions, pursue more conduits to from the kuds force and always more conduits to expose. But its not proportionate. Those are small levels, small scale. We talk a lot about the empty spots, the vacancies, the Jobs Available if you will in the security apparatus, senior areas of the Defense Department and im saying why does it matter . This president makes the decisions he makes regardless. Right . We for a while thought we had senior, mature experienced defense and diplomatic people around the president s. Sometimes said the adults in the room that kept him from making rash decisions. He make it is same kind of decisions regardless. This option should have never landed on the desk and theres a truly troubling Decision Making process going on lacking the adults in the room. Were missing a Deputy Assistant secretary of defense for the middle east and senior officials covering iran, Counter Terrorism and other key policy issues that had oversight over this and we have a broken Civil Military relations process right now where the two sides are not really discussing with one another the Real Security and politic political consequences of these actions. It is exactly that, President Trump can in a dark room with couple of people that dont know what theyre talking about make policy decisions that impact our men and women in uniform and allies in the region. What happens next . Do you think everybody has deescalated a little bit . A very big part of teherans strategy has been what Qassem Soleimani was doing. Running these extra noniranian and pro iranian militias and dealing with yemen and having forces in syria and iraq. Nobody i have talked to said that irans got an intention of not doing that anymore. Yeah. Absolutely. Right, no. That will continue. Things have deescalated like you said and from my time at the nsc i saw many times crises in the middle east bubble up and down as fast as it happened so no. We have some space and some time now. Iran is not going to change the strategy for sure. In fact, while i think it was clear their message in targeting the iraqi base and avoiding u. S. Forces which, by the way, is really sad that iraqi forces targeted and shows a message to iraq but anyway that being said the message theyre saying, right, all we are doing, the we dont want war. This concludes the efforts. The proxies are next. I expect to see small actions from the paramilitary wings, the militias. His bella probably in lebanon or israel. In terms of next steps for us, listen. Lauren and i were in a different National Security council. I agree maneuvers that didnt make sense to me, also. Having been on the other side but rallying the an i lies and reaching out to International Partners has to be a critical step because when you face a National Security crisis these are the ones you turn to to deescalate, for help or to send some kind of nasty message to iran. Right . And we are not doing that. It is not the m. O. Of we rally allies more. I know. Thank you for joining me. Good to see you both. Brilinta may cause bruising or bleeding more easily, or serious, sometimes fatal bleeding. Dont take brilinta if you have bleeding, like stomach ulcers, a history of bleeding in the brain, or severe liver problems. Slow heart rhythm has been reported. Tell your doctor about bleeding new or unexpected shortness of breath any planned surgery, and all medicines you take. And was the face of irans efforts to establish a bloc of shiite power across the middle east. Despite being one of the most dangerous people in the world, president george w. Bush and president barack obama declined to assassinate him when they were given the option and in 2008 israel also passed on an opportunity to assassinate him. As the writer of the New York Times details in his book rise and kill first, quote, mossad operatives watched approach the car with another man. Hey, look, its soleimani an operative yelled out. Soleimani was leaning on the car standing next to the man targeted. Excitement about the opportunity to kill both men ran through the war room but first they had to get approval. The Prime Minister, however, refused to let them proceed. The exples sit promise given to the United States had been unequivocal. Kill mo 2k3wuhniyeh and him alone. I heard about the assassination and you remember the first one i remembered and i remember talking to you about this story, to understand why would this guy, the potent guy that Qassem Soleimani was, why did mossad who would have had every reason to take him out not take him out when they had the chance . Ali, thank you for invitdiin me. We need to understand the context. The commander of the shiite proxy Hezbollah Movement in lebanon, like a brother to soleimani. Soleimani was the core point of support of iran to hezbollah and israel and the United States chased him for many, many years, the longest manhunt in history. And together they found him in damascus. Prime minister olmert flew to the white house to speak with president bush and said, look, we know where he is. But we need your help. We need the cia and the nsa. You have something in damascus that we will never have, an embassy. President bush said, okay, well help but one condition. Only he is killed. You do not take out quamassem soleimani, do not take anyone else. He feared that iran and not just hezbollah will get into the circle of revenge and this is why when they saw the two men hugging very friendly, leaning towards the car that was armed with the explosive, the exploes creating a defined killing zone, explosive armed with tungsten bolts, they asked for permission and permission was never given. This is interesting to me. Ronan, for the last i dont know, maybe the last decade or so, Benjamin Netanyahu has used iran and its threat as something almost of an existential threat or tried to convince israelis iran is a threat using the words of what it would do to israel and yet now in the last few days as this whole thing ratcheted up and donald trump kept talking about how this was going to go with iran, netanyahu and others in israel made a point of saying this is not our fight. Why . I think israel and israeli leaders very much relieved that the United States taken exclusive responsibility and that the words of harsh revenge, the loud threats coming from hezbollah leaders and the iranian Supreme Leader calling for revenge against the United States and not against israel but the hesitation to take soleimani him, the most important operative then alive is not just at the hand of netanyahu. The head of the opposition, when he was the chief of staff, he also expressed hesitation because of the fear of the repercussions throughout the at least because of the fear of revenge and if quoting him speaking with someone else, if theres one thing i regret is we did not take the opportunity and take soleimani out to kill him and maybe save the world from the awful things that he has done throughout these years. Why is israel not on high alert about this . Qassem soleimani was to some the puppetmaster behind hezbollah posing quite a threat to israel and very influential with hamas. Why is israel not feeling the threat of retaliation from iran . Well, again, the words that are being used, for example, by the secretarygeneral of hezbollah said we are going to take revenge for killing of a brother, and not against the American People. He said we have nothing against the American People but the American Military behind the assassination. One circle of revenge i think israel feels that iran doesnt take her guilty and is not going to revenge against it. But we are talking about something much larger than that circle. Iran Just Announced that its going to walk away from the jcpa, renew the enrichment of ukrai uranium and if iran exceeds 20 pistons isra20 im afraid takes aggressive means to stop the iranian enrichment process so maybe on the revenge israel is out but the overall overt and covert war in the middle east is at its peak. Susan rice, who served as president obamas National Security advisor, told Andrea Mitchell this this afternoon. We can be pretty confident the iranians are going to use proxies, Cyber Attacks and possibly terrorism to continue to retaliate as they have historically for the killing of soleimani. And the professor at the university of california los angeles. Heetz rar national surrogate for senator bernie sanders. Good to see you again. What are we actually thinking about . I think its important for people to understand iran has Cyber Capabilities not about hacking your email. The things they can do, we have seen demonstrations are substantially more serious . Yeah. Potentially this is the case. But so farwe can look at what theyve done, even over the past decade in the United States and with the sort of using the trump picture on the federal depository library, we can see iran is not interested necessarily on fullscale assaulted. Not at this point. I think theyre signaling their sovereignty in cyber war fare. And not necessarily cripple our infrastructure. I think its careful we be mindful not to villify iran. Because what it has done so far in response to the attack on the general, these counterattacks are quite minimal at this point. I think its important to understand we should not pioint iran towards inhairant bad. I remember seeing the movie about the u. S. And israel worked together so they could shut down Irans Nuclear capabilities fairly instantly . And in fact the attack on Irans Nuclear infrastructure is a far more tactical way of engaging with iran to insure their Software Systems would not be able to be as effective. The Obama Administration actually took charge of in coordination with israel. They were able to disrupt over 1,000 centrifuges. Thats far more effective than to stop the actual threat, rather than this extraterritorial killing, which is a signal of war, in my opinion and totally out of scope of what we should be doing with iran.
