Year, the Global Growth outlook has weakened, notably in europe and china. Other political risks, including brexit, remain unresolved. Trade policy tensions have waxed and waned and uncertainty is weighing on imports and exports. Take a look, at happened at 2 00 thats what happened with the market the market spent the day in the red but not by that much, and they went down by more after the rate cut the dow is off about 150 points or half a percent. Lets look at the indices as well. Lets begin our coverage with Nbcs Kelly Odonnell at the white house. Kelly, the president is not happy with this. He wanted rate cuts but he wanted bigger rate cuts, more rate cuts. Hes talking about an Interest Rate of zero and he has, understandably, reacted to this. He certainly has. He has been a frequent and vocal critic of the Federal Reserve, and namely the chairman. And notably, he chose jerome powell, jay powell as hes known, to be the chairman of the Federal Reserve. So this is the president again critiquing and really lambasting his own choice for the head of the central bank he said, jay powell and the Federal Reserve fail again no guts, no sense, no vision a terrible communicator. This is the latest tweet from the president in reaction to this decision from the fed as you pointed out, the president does want to see lower rates, but he doesnt like the pace and the increment at which the board has decided to do this and some division among the Decision Makers there as been part of his discomfort with this of course, politically the president wants to protect an economy that he wants to take credit for, and a generally robust and Strong Economy is in his best interest for reelection, and of course it has broad, good implications for the country. But it has a definite Important Role to play for his own political standing so the president is very intertwined with the fate of the economy, and certainly he has often talked about the stock market which is a different kind of indicator, and the president tends to react when there are fluctuations as you pointed out, there are some disinterest or some dislike for this initial step from the fed, and in part because its uncertain as to where they go next, although signalling a willingness to make other moves. Will they be to the president s liking it seems at this point, ali, id love your take on this, that anything jay powell does is probably not going to satisfy president trump. This is the interesting part. You covered administrations loclong enough to know that president s, while theyre in office, want Interest Rates to be lower its uniform across the board. Every fed chair has had some level of pressure from a president to do it but this is New Territory in the amount of pressure, first of all, because of twitter. The president talks about it in speeches jay powell is his guy. There was a fed chair who was still in the middle of her term and the president replaced her with him, and hes still mad about it reporter and not only mad, but as the president often does, has a berating tone in the way that he speaks about powell, and that one might even argue might influence some of the decisions weve seen made because there have been these rate cuts and some question whether there is any influence from the white house to the central bank which are supposed to be in straight camps. The president often does not respond to any of the norms for keeping those things in separate lanes. The president uses the bully pulpit to both bully and to have the megaphone of the pulpit for times like this. Hes using his power, yes, definitely Kelly Odonnell at the white house for us as kelly said, the white house has pressured Federal Reserves to help boost the economy. The fed did so just over an hour ago. Jay powell said the central bank does not take politics into account when making decisions on monetary policy. Fed rates are monetary policy. The fed rates, along with congress, control fiscal policy, things like tax rates. President trump alluded to the possibility of another tax cut when he spoke to the house from a public retreat in baltimore last week. Were working on a tax cut for the middle income people that is going to be very, very inspirational. Its going to be something that i think its what everyone is really looking for, and well be announcing it sometime in the next year. But it will be a very, very substantial tax cut for middle income folks who work so hard. Now, this tax cut would be on top of the tax cut that was approved by the Republicanled Congress back in 2017. Joining me now to talk about this is texas republican congressman kevin brady. He is the ranking member, formerly the chair, of the tax writing house ways and means committee. He was instrumental in getting the 2017 tax cut passed. Representative brady, good to see you. Thank you for joining me, sir. Ali, thanks for having me lets talk about this the president talked about a tax cut going through in the next year what do you know about this, and again, we now have a democratically controlled house, so how do you think that all goes down . What a contrast here. The president honest, all my discussions with him, you cant cut middle class taxes enough for him, and he had asked us last summer to develop some proposal for him, which we did if we held the house as well as the senate and the white house, obviously thats changed he wants to make sure in this election season that voters have a real contrast between republicans who want to keep more and democrats who just have a raft of new taxes on their agenda i think thats really his focus. Lets talk about this last round, the one you were in charge for gary, i think, was the president s annual director on what the growth would be im quoting from him he said, our plan was based on 3 gdp growth. We think we can be substantially above 3 gdp growth with what were going to accomplish. President trump has predicted 4, 5 and 6 gdp growth, but i want to just put on the screen, gdp growth since the tax cut took effect in 2017 were not there. We do not have sustained 3 growth, and were estimating 2. 1 for the Second Quarter of 2019 i agree, were not there yet. We were nearly 3 year over year in 2018. I think 2019 had the potential to be beyond 3 . There has been, with the trade disputes sort of enforcing china to begin to trade fairly, has had an impact. I think the december decision by the fed had some impact as well. I think the potential for getting back on that track is very high. I think one of the keys here is getting this new u. S. Mexicocanada agreement approved think that adds certainty, more customers, more growth i think a good solid resolution to the dispute with china is possible and could lift those clouds as well i think the rest of the world, Global Growth, we dont have much control over. So wage growth very strong, solid job growth, Consumer Spending and confidence, good. Manufacturing came back again last month and i still think, ali, just in our as i travel the country back from texas, the biggest challenge businesses face is lack of workers. They will just tell you, we want to grow more, weve got projects, weve got customers, we just need labor, and thats where one of our focuses has to be but a lot of that has to be were sort of moving in the wrong direction, right whether its Legal Immigration or ilLegal Immigration, you have a growth that would cut it in half in the United States. Im seeing a different approach to them these days. One, they want to train more American Workers thats key to this secondly, they do want a solution on immigration focused on merit base. People coming to the u. S. To help us grow the economy thirdly, we have science and welfare that can rise above. We have much to talk about, so id like to take the time now to invite you come back again and lets continue to have this conversation about various components of the economy. Love to do that lets count on it. Kevin brady is a republican from texas in the house ways and means committee. The president says, quote, if we have to do something, well do it without hesitation. Hes talking about iran, while standing side by side with his pick for american adviser, he said well know in 24 hours about u. S. Sanctions against iran in retaliation for the attack on saudi arabia at the Worlds Largest Oil Processing facility he left thedoor open for more action to be taken well be adding some very significant sanctions onto iran. There are many options there is the ultimate option and there are options a lot less than that. Well see. Were in a very powerful position right now were in a very, very powerful position. Secretary of state mike pompeo is currently meeting with the crown prince in saudi arabia earlier today, pompeo explicitly called the strike an iranian attack and dubbed it a, quote, act of war while tensions between the United States and iran continue to escalate, Yemenese Houthis are once again claiming responsibility for the attack. The houthis are a party to a civil war in yemen, and they are backed by iran joining me now from doha cutter is ali aruzi what are the takeaways one is accrued sanctions for iran, and im curious what else there is for a heavily sanctioned country, and number two, what this military back and forth means. The president tweets out that were locked and loaded and then says today, were not looking for a military option. Reporter well, as rediscussed earlier, ali, he keeps blowing hot and cold and thats keeping people very confused here. Like you mentioned, he said were locked and loaded and were not looking for a military escalation, but iran is saying they are ready for whatever the circumstances are. They said if they were attacked indirectly or directly by the United States, they would fire back they said even if the saudi arabians attacked iran, they would hold the United States accountable for that attack and they would retire u. S. Assets. Those assets are well within their range of capabilities and theyre not a grade fraid to st them whether thats bluster or not rknot, im not sure, but the proxies they have throughout this region that you and i have discussed in great detail if they would have released those, this would not be a war just to iran, but it would engulf this whole place. It would send oil prices skyrocketing and it would have very serious geopolitical consequences so im not sure what path the president is going down, but these are dangerous statements being made by secretar blaming r this, but of course iran is saying they had nothing to do with those attacks theyre saying its yemen that did the attacks. Theyre saying yemen was forced to conduct these attacks because of the pressure theyve been put under by saudi arabia in that civil war you just talked about. But the saudis arent accepting that narrative they had a press conference earlier on today they said that iran was behind these attacks and the yemenis are just taking the blame for iran ali arouzi, our nbc news in tehran brief 2020 president ial candidate cory booker unveils his labor plan, focusing in part on workers who are traditionally overlooked well get all the details when the senator joins me after the break. As United Auto Workers strike against General Motors enters its third day, president ial candidate cory booker has unveiled a plan that he says will help workers. The senator says hes going to fight for a law that makes it easier for workers to form a union, protect their right to strike and ban right to work laws he also said he would fight for a 15 an houwage, push for paycheck fairnes domestic as are treated fairly under labor laws, for pregnant women and older women. He also wants to ban mandatory arbitration clauses for men and women to settle under arbitration instead of taking legal action he said he would push for paid time off to care for themselves or a loved one hes also going to push for child care to be affordable. The senator would push ar a rise credit which amounts to 4,000 in tax credit for workers making less than 9,0 90,000 a year, h wants to in place and hes taking aim at companies in the gig economy such as uber and lyft by calling for new rules to determine when companies can classify workers as independent contractors instead of employees independent contractors are not entitled to overtime, minimum wage and other protections senator booker joins me now. Senator, good to see you thank you for being with us. Were going to see you over the next couple days in our Climate Forum in washington. A lot of the things that youre talking about here have been introduced in various ways in Congress Many of them not meeting with success under this Current Administration talk to me about how you would get this done, because a lot of it feels like lowhanging fruit, it feels like things we should do its stuff other countries, not just developed countries, but developing countries do better than we do in the United States. Yeah, i mean, that is the fundamental shift in the American Economy in my dads generation, work a minimum wage job, youre above the poverty line now youre significantly below it and with increasing housing costs and Prescription Drug costs and health care costs, you are not above the poverty line in some cities you work twice below the minimum wage and youre still not above the poverty line Union Membership has been going down, wages have been stagnant some of the wealthiest americans have seen three, fourfold increases in their earnings over the last decade. We have to start balancing the scales, so this is a plan that installs dignity to work youre going to have protections, securities, the ability to organize and bargain collectively with powerful corporations its going to make sure its Workplace Fairness then well have a tax code that doesnt so greatly prioritize wealth over work where we even have a different tax rate right now for Capital Gains tax, for example, than we do for people who go out and sweat for their jobs when that last tax cut came in, stephanie and i would talk to republican member after republican member and tried to understand who fights for this stuff . Who wants it to happen there was no one that came on our air and said money should be taxed at a lower rate than labor. But it happens yeah, and thats because you have very powerful forces corrupting a democracy where republicans and democrats used to do it on basic fairness but now you have corporations changing the game. A Supreme Court and other courts that have been in league with them by undermining antitrust law. You have this country now where wealth is being rewarded we literally use hundreds of millions of dollars every year in our tax code to reward people with wealth in order to compound them with greater wealth meanwhile, were just struggling to pay the rent, which is why i have a renters credit if you get a reduction, it is used by people in the upper levels of the income bracket we should have renters credit as well. We need to not let these powerful forces that are battling for changes in our tax code or battling to shift more wealth to the already wealthy are not winning the day in washington so that i think this is i dont mean to diminish it, its lowhanging fruit because workers should understand that this stuff is of value i can see if you became president how you would pitch that i want to switch to climate. What if you become president there are not people who are climate deniers, but they dont have a lot of extra money. They may be working at a low wage, and they see this idea of changing our economy around our climate in a way that you have suggested as something that is going to cause them to sacrifice and cost them money. How do you sell this to people who believe Climate Change is real but are worried that its going to cost them the data speaks for itself. By the end of the century, if we dont act, the World Economy will shrink by 10 this is to create jobs, to expand manufacturing the plan that i have is investing billions of dollars to everything from research and development to a massive increase in Infrastructure Spending it expands everything from the Building Trades to creating new economy jobs the way to sell this is by talking about it in economic terms on how this is going to expand opportunity and jobs for your family, and thats how i plan on doing it this is not something thats going to hurt the economy of our nation, its actually going to night before, talking about taking away our cars and limiting the amount of driving and cows a that. Ly there are people who hear that nonsense and they believe it you know, he is on the side of what i call the fearbased politics their only choice to try to stop us from having common sense gun safety is to make people afraid that somehow theyre going to lose their Second Amendment rights the only way hes going to stop having a rational bipartisan immigration bill is by making people terrified of unarmed migrants coming up from our south. He uses fear on every major issue. Hes trying to make americans afraid of americans. Hes trying to make americans afraid of the future we have to stop being a fearbased nation and allow the president to fear and indecision among us and allow to think about the future as past president s have done we said, you know what, were going to put somebody on the moon and were going to change our policies were going to invest in the sciences and education in our Public Schools we mobilized our nature to think about the future this president is making us fear the future we see gig economies affecting the stability of workers were seeing a climate threaten us im going to be one of those leaders that demands we boldly face the future and understand thats where opportunity lies, not to let some fearmonger undermine our ability to get there. Congressman, always good to talk to you. Ail, always good to be you with you senator cory booker all this week there is a series climate in crisis. We have the ability in our state laws to issue a Public Health emergency notice, and thats what this is if the state we have a health plan in counsel that makes a determination whether or not it is an imminent threat to the Public Health, and that was the legal basis. But its not even close in this case you have hundreds of young people who are coming down with illnesses. We have 74 cases in new york about seven people have died these vaping products are extraordinarily dangerous. First of all, as you pointed out, krebtcorrectly so, ali, thr predominantly being used by young people depending on the state, we estimate we have about 25 of High School Students now vaping. About 40 of 12 graders vaping thats worse than cigarettes ever were. And theyre marketing to young people the flavors of bubble gum, cotton candy, scooby doo theyre clearly targeting that audience and look, at the end of the day, this is at best a nicotine product, and youre addicting young people 12, 13, 14 years old to nicotine. Second, nobody knows the longterm Health Consequences of these devices where youre inhaling steam into your lungs with chemicals that havent been tested, so we dont even know what that means. And third, there are what they call counterfeit or black market cartridges, pods, that can attach to a device that have thc oils laced with other chemicals that nobody has looked at. Now, the manufacturers say, well, thats the bullet, i only make the gun i know, ive gone through this with the gun industry. The bullet manufacturer blames the gun manufacturer and the gun manufacturer blames the bullet i blame both of them and weve had deaths from these, quote, unquote, black market substances that mix a number of oils together. Let me just read the response citing illnesses caused by black market thc cartridges laced with vitamin e as at a time, a heavy oil that would never be found in commercial nicotine e life liquid, the Cuomo Administration to redirecting blame to water sole ubl, farks daregulated eliquid that has been marketed in the u. S. For over 12 years with no links to drug illness. Theyre saying they didnt make the bullet. I make the analogy of the gun market presently in this state you cannot buy a vaping product if youre under 18 yooeears old we just moved it to 21 in november young people arent supposed to be getting it, anyway. The tobacco companies, ali, moved from cigarettes to vaping. This is not mom or pop stores. These are Big Tobacco Companies with big money, big lobbyists, and its worse than cigarettes were the use among young people is higher they were never allowed to sell flavored cigarettes. You didnt have captain crunch cigarettes, it was only tobacco or menthol the federal government did that in 2009. They were never allowed to market to young people and all of those things are happening in vaping, and we really dont know what it is, and were seeing these illnesses. It is literally a migration from cigarettes to this new product and you have exposed an entire new generation to nicotine and the addiction to nicotine. Governor, good to see you as always thank you for joining us new York Governor Andrew Cuomo breaking news, a federal judge is denying bail for a former American Airlines mechanic saying there is new evidence of potential terrorism sympathies n now, we should note the mechanic has not been charged with a terrorrelated crime the former mechanic is accused of sabotaging a boeing 737 jet liner carrying 150 people at Miami International airport. The aircraft did not take off. No one was injured the pilots noticed the issue and then that same mechanic got overtime pay for fixing the aircraft prosecutors now say information shows the mechanic has a brother in iraq which may be involved with the Islamic State and the mechanic had an isis video on his phone. As congress decides responsibility for tweeting content, theyre trying to figure out another type of private information that could show millions of americans medical images and data. There are ct scans and medical information for more than 5 million patients online. The information was unprotected and available to anyone with basic computer expertise quote, we identified 187 servers, computers that are used to store and retrieve medical data, in the u. S. That were unprotected bypass words or basic security precautions the information was used in Doctors Offices and mobile xray services these records lack any security precautions. In some cases the information could be accessed through Free Software programs or on a typical web browser. All told, medical data for more than 16 million scans worldwide was Available Online including names, birthdates, and in some cases Social Security numbers. To add to the problem, experts say its actually hard to figure out who is to blame about this joining me now is one of the reporters on the piece, jack gillem he is a senior reporter. Because of hipaa laws, we were under the impression that Health Care Records are super protected, more protected that other data floating around in the world, and reading your stuff tells me thats just not true well, ali, thats right i mean, these records are protected for a reason because they involve the most intimate parts about you, your medical history, your ailments, anything that you want to keep under lock and key. The problem is that a lot of these providers, weve noticed, small or mediumsized companies, seem to have i. T. Staff that werent aware of this problem in the first place. As you mentioned, it takes as little as a web browser to type in a list and it shows peoples information, their doctors the shock is the ease at which it takes its not even a hack. No, its like walking right e the front door. Expertise, in some cases just logging in to chrome or firefox. Is there anything anyone can do about this . My records are not protected by me its interesting, because when we talk to some of these companies who had these problems, we alerted them to it and they fixed it within a matter of days they just simply didnt know it was a possibility. So sometimes it can be a pretty quick fix. We have firewalls, im sure we have virtual private networks. There are all ways to protect the public internet and malicious actors to get inside our computer networks, and in some cases thats all it takes, a simple fix to lock it down we all know there arent laws protecting garbage thats put out on the internet. There isnt a law requiring this, there isnt a federal law, there arent state laws that require you have security when protecting medical information in the United States there are Business Associates that are supposed to keep this data secure. The real issue is some of this data might be on a computer server that somebody didnt properly patch, that is, a so Software Update to make sure you cant get in maybe they left the doors of these computer servers wide open to the public for ease of use. It really comes down to, ali, a top to bottom look at some of these Computer Systems to make sure, hey, can i get in, and are my patient records safe. Glad for your reporting on this, jack jack gillem from politico. His office hangs by a thread after an election in israel. You are watching nbc the future of israels Political Leadership hangs in the balance, and yesterdays Election Results remain too close to call, which could spell trouble for Prime Minister Benjamin Netanyahu who is pursuing a record fifth term in office now, just a few hours ago, he canceled his scheduled visit to the United Nations General Assembly due to, quote, political circumstances. If netanyahus party fails to win enough seats, it could lead his political rival, benny gantz, from the centrist party for a chance to form his own governing coalition. Bill neely joins us live from tel aviv bill, whats the latest . Reporter yeah, ali, well, hes still Prime Minister but only significant that he will not represent israel of the United Nations, and of course that means he wont meet president trump. 97 of the votes counted and its 32 seats to netanyahu, 34 to benny gantz it is pretty much tied at 56all so both men are still negotiating with the smaller parties. But i think for the first time you can see the way in which the era of netanyahu might be over its difficult at the moment to see a way for him to get to power, to get to that massage 61 number but you cant write his political obituary just yet. His aura of invincibility has cracked because gantz has ran him close twice. Yes, the mr. Security monaker doesnt really apply anymore gantz is a former military chief. You can see king bb is being stripped of his clothing but dont write this man off just yet who may well tell the president , actually he prefers benny gantz, and ultimately its the president s decision hes the one who calls gantz or netanyahu to form a government, whoever he thinks has the best chance thatll take a couple of days. Right. So this isnt just about seeing the votes fully counted. Its actually more important as to what happened subsequent to that bill neely has done a great job of keeping us up to speed on what is going on in israel i want to bring in ambassador danny denan who serves as israels permanent representative to the United Nations. He was previously Israels Deputy defense minister. Lets pick up where bill left off. It is now the president s role to see who can form a party, a coalition. If theyve got to get from 32 and 34 seats to 61 in order to form a government, how do you see this Going Forward he will meet with all the parties who listen to them very carefully. He will try to decide who has the best chances to form a government and this guy, this member will get 28 days to form a government i think what he will try to do, its only a guess. He will try to form a unity government we had it in the past, ali we had it in the 80s between likud. Its not easy who will be the first one to start as a Prime Minister because its a risky part in every unity government so thats why Prime Minister netanyahu decided no to the come to the u. N but hes got to be negotiating. He has to be in israel when the president speak with his parties and try to form a government but as bill said, the math, if you look at the people who were naturally form a coalition with either benny gantz or with Benjamin Netanyahu, the math comes out to about 56 seats each at the moment. They need to somebody has to get to 61 or more in order to form a government. What do the odds look like, and is there any chance at all that there becomes a third election technically, yes. I hope not i think after two cycles in a year the israelis are fed up with elections we need to dwochgovern and dealh our economy and security so i dont think it will happen. I think the parties will try to find a few members to come and cross the lines to join the coalition. But at the end of the day they will have to sit down and seriously discuss the option of a unity government is it possible that we are seeing the end of the netanyahu era . I dont think so. But its a democracy and netanyahu was elected in the likud party many times those elections say a lot about netanyahu who didnt speak about issues like two state, one state, economy its whether you support the Prime Ministers ideology. And at the end of the day you thought many israelis still stand Prime Minister netanyahu but you used the example in the 80s of Coalition Government politics in israel are much like america. Much more polarized than they were in the 80s but at the end of the day they have to look at the large picture whats good for the country. Going for another cycle its impossible is there something to be said about israeli politics when the leading parties get less than a quarter of the vote . Do the parties need to be changed in israel where you have got parties that can get half the vote at least . So now its much better because we changed the system. Today you need to have at least four seats in order to become a party in the parliament. In the past it was two seats but i think at the end we need to see less parties in the government because its not enough to form a coalition. You have to maintain the coalition. I was there, ali and to see the Prime Minister put in so much energy to keep the coalition alive every week in the u. S. Once you get elected, you are presiding for four years it is not the case in israel ambassador, good to see you thank you for taking time.
