Lets start the hour in detroit at the site of the second debate. Hillary clinton lost michigan by 11,000 votes. That is it. Its a state that should have been hers. Tonight is a night where these candidates not only need to make a case to the country but to people in detroit as well. Reporter youre exactly right. There are obviously a lot of consternation among democrats when they saw the way michigan tilted in 2016. Talking to republicans they feel pretty good about how they will maneuver in state like this. For democrats its really incumbent on them to try to push an economic message that energizes people in places like detroit, large africanamerican population to come out and vote for them and across the state. This is one of places he closed out his pitch. It was all about jobs, jobs, economic message. Thats something in talking the voters here and across the industrial midwest they want to hear more of from democrats a thaz aas they pushing their vision. Youve been following Elizabeth Warren in the latest poll. Shes many the top four candidates. What do you think is the major fault line that youll see playing out in tonights debate with regards to Elizabeth Warren . Reporter i know that we often look at the people at the center of the stiage, the highet polling candidates. I think that might be the dynamic on night two. On night one it might be Bernie Sanders and Elizabeth Warren against the rest of the stage. When you look at how it shook out, you have a lot of people who occupy that moderate lane. When you look at the heart of the democratic primary debate, its issues like health care, like medicare for all which Bernie Sanders and Elizabeth Warren have been champions of. Theres probably going to be some contrasting done on the stage. People like Amy Klobuchar her Campaign Says she will lean on. Not necessarily doing it for medicare for all. She backed the public option. Theres other candidates on that stage who will be making the case. You see a different debate playing out. Reporter you may see some shadow boxing on stage tonight. Thats because senator sanders likes being put up against joe biden. They believe they can frame the debate as big, bold, progressive change against a more moderate approach. While Vice President biden wont be on stage, youll have candidates use the same line of criticism against senator sanders in medicare for all who will be on stage. If those points come up, if that opposition does get to senator sanders, hes ready for it. Hes ready for that fight. In the last debate, the president was not mentioned a lot especially on the first night of the debates. Do you think this time around were going to see more mention of President Trump on that debate stage especially considering the conversation thats been happening most recently. Reporter if you listen to what we have been hearing on the kpa campaign trail, people calling him racist more saying hes trying to devied tivide the cou. Youll hear candidates trying to use that to frame their electability argument. They will try to use this as energy to fuel their on campaign. Thank you both very much appreciate it. In order to even qualify for the next round of debates and that will be in september about six weeks away, candidates must have 130,000 individual donors and reach 2 in at least four qualifying dnc approved polls which means as nbc political unit is writing, quote this debate is a make or break for everybody sitting at 1 or less in the polls. With that in mind, what is the strategy for those still trying to meet that threshold . Joining me is 2020 democratic president ial candidate jay inslee. This could be a make or break opportunity. How do you expect to do it . Well, we intend to make it through reason we have a message thats beginning to really resonate which is the nation needs to make defeating the Climate Crisis the number one priority in the United States. Were still introducing ourselves to the american public. People still cannot pick me out of a lineup. Thats why the debates are important. I look forward to promoting the idea that america can still do big things. We can build a Clean Energy Economy and thats a message i believe will resonate. I cant wait until tomorrow night. How do you expect Climate Change to really separate you from the rest of the pact. You have a lot of climbing to do. Theres a long road ahead. Its important to qualify for each and every one of these debates to get face time so you can get picked out of a pack. Right. Were going to have a vigorous discussion of where the candidates are. Theres big differences between the candidates. I am the candidate who is saying we need to make defeating Climate Crisis the number one priority of the United States. Ive got the plan to do that. Its been called the Gold Standard by every one who has reviewed it. Health care is one of the number one issues on voters minds. The proof is in the pudding for you and in your state. You accomplished a lot as governor on health care. You created both the countrys first pub llic option. Politico is pointing out you have run on a successful obama care market. Why not run, governor, on health care . Climate change is important issue that voters care a lot about but in all the polling thats been done, its Health Care First and climate option is number three. I am. My state has has incredible success. I know there will be a lot of ideas. Theres only one candidate on that stage who has actually passed a Public Health care option. Thats what my state has done. We have passed the first Long Term Care bill. We have to provide people dignity to age in their homes and we are done that. We have done a lot of things in my state. We provided the best teacher pay increase many the country. The first net neutrality. The best paid family leave. All of these together, frankly, are going to be moot if the Climate Crisis makes this country uninhabitable. I think our strategy is the right one. Were the state named the best place to do business. Also lead with the vision statement of building a Clean Energy Economy. Im confident about this. Thats why i cant wait until tomorrow night. Governor, there are some who say trump understands how to talk to his base about race. We see that based on his campaigns embrace of race and white identity politics. It may not be what a will the of people want to hear but it seems his base is responding in the way hes talking about race. Democratic candidates are criticized for the fact they dont necessarily know how to talk about race and that the president is really stoking this racial divide in this country. The New York Times is writing this. An increasingly vocal group of democratic organizers and pollsters believe that mr. Trumps words and legislative actions amount to a cohesive play book of white identity politics. They argue that racism and the Public Performance is a Kitchen Table issue for many voters, black and white that must be dealt with head on. Youre in wayne county, 40 of which is black. You want to win wayne county and you want to win michigan if you want to win the white house. Its going to be all about voter turn out and inspiring voters across color lines. How will you address racism in this country . The same way with we elected a democratic governor of michigan. We focused on those meat and potato issues. I was in a mosque today talking to folks and i was in flintm, michigan yesterday talking to people in a mostly black community. What were saying is the truth which is donald trump is a failed president on the economy. Hes failed to produce Auto Industry jobs in flint. Hes failed to bring back jobs in the coal industry and this is a distraction. His blatant, evil, heinous racism is an attempt to distract us from our Mission Statement which should unify this country and give people Economic Opportunities that they deserve. Im confident we will be a unified party when we have our nominee around a central message that diversity is a strength and that can offer opportunities to be a universal thing for all americans. President trumps name will not be on next years preside president ial ballot unless he submits five years of income tax filings. Thats because of a new law, one that guarantees a huge court battle ahead. Joining me now with more on this is nbc news justice correspondent pete williams. Tell us more about this. Right. Any candidate who wants to be on the primary ballot in california for president in march has to submit five years worth of income tax returns which the state says it would then post online. The question here is the president has a choice if he wants to be on the ballot, he can turn in five years of tax returns or just say im not going to win california any way, why bother or he can go to court and sue. I guess the last option seems like its the most likely one here. What would happen is anybodys guess. There are arguments on both sides of this. On the one hand theres the argument that its the constitution that sets what the qualifications are and a state cant add. The Trump Campaign is saying it would violate the first amendment. The freedom of association for Political Parties to associate with whatever candidates they want. On the other hand there may be contrary arguments because the states have great powers to set the time, place and manner of elections. For example, how many signatures it take os to get on a ballot. Theres no obvious answer to this. I think this would have a relatively tough battle and theres been political arguments against this idea. This has been tried before. Many other states have considered just this requirement or Something Like it. You have to submit a certain number of tax returns to get on the ballot. Jerry brown vetoed a bill doing this. He said if we do this with democrats in charge of the legislature, whats next, health records, your high School Report card. There will be a court fight if the president wants to be on the primary ballot. I would love to see some high School Report cards. It will be answered in court. It seems as if we know where this is headed. It does. The constitutional argument is the one i made. Perhaps the stronger one is that the constitution sets the requirements for the president and states cant add to it. Either one might have traction. Hard to say how this could come out and they would have to get this resolved pretty quickly because i think the forms would have to be filed under the law by later this year in order to get on the ballot in march. I think they have to be turned in by late in november. By the way this only applies to candidates, Party Candidates in the primary. Not in the general and not to write in candidates. Welcome back. Parents in chicago are giving up legal guardianship of their children to take advantage of need based college scholarships. Thats according to the reporting of propublica of illinois. They have been exploiting a loophole to help their children get Financial Aid. Parents are giving up legal guardianship during their junior or senior year of high school to somebody else. A friend, parent or grandparent. The status allows the students to allow themselves financially independent of their families so they can qualify for federal, state and University Aid. The investigation found that parents involved in these cases include lawyers, a doctor and an assistant School Superintendent as well as insurance and real estate agents. Fascinating stuff here. Taking us through all of this is jody. One of the reporters who worked on this investigation. Its really incredible some of the stuff you found out. You wrote, in illinois last year about 82,000 students who were eligible for the Monetary Award Program up to about 5,000 did not receive it because there wasnt enough money. It seems as though students who deserve the grants are losing out because of this practice. Did you guys make in your investigation that direct correlation . Yes. Here is why. Financial aid is not limitless. Theres a limited amount of federal aid, state aid and University Aid. If these grants are going to student who is would not otherwise be eligible, they are not going to some students who need them. In illinois, the Monetary Award Program, last year there were 82,000 students who were eligible for it. They met the need and did not get it because the money ran out. Is it unique to illinois or is it happening elsewhere . We started looking in illinois but we would love to know where else this is happening and plan to explore that. What tipped you off . Someone told us to look into it. We went to the courthouse and looked through thousands of petitions, thousands of files in Probate Court and pulled every minor guardianship petition and there was a clear pattern where for the ones where students and families were doing this for what they called educational opportunities. A typical petition would be for a family in really dire states and the parents were separate and giving their child up because they could not care for the child. That is not what was happening. What type of response are you getting from universities here about this story . So the university of illinois figured this out about a year ago and started to look into it. They heard from a High School Counselor who did not understand why a student from that high school was eligible for a sko l scholarship that went to low income students. The university saw the child marked she was in legal guardianship and they started exploring this more and i think universities are glad this is out there. I think theyre going to be looking through their Financial Aid applications and try to find other cases like this and start questioning the students. The University May be able to revoke or not give University Aid but theres nothing they can do about the federal and state aid with the way the system works. They have to give that aid which is up to 11,000 a year in illinois. Thank you. Appreciate your work. Thank you. What i thought was so interesting about this investigation is first and foremost these parents were teaching their children to mislead and to say, to give up guardianship so they can get Financial Aid to go to these private universities or public universities. Some of these families could very much afford, according to these universities, the tuition. The other side of the issue is the fact that these colleges and these universities are very expensive. The majority of people in this country cannot afford to send their kids to school. If youre wanting to go to a private university there are some colleges in this country that cost 70,000 there are a year. Take a look at this right here. 25,000 for public university. Private university is 50,900. Thats a lot of money. If youre a family of five, you make 150k a year, you have a mortgage, food costs, and you want to pay 50,000 for your oldest child to go into university. Yes, 150,000 is a lot of money but when a third of that is going to the tuition for your child, its going to take a big chunk of change out of your household. Thats true. There are some private universities that are very expensive. One of the families sent their child to a private university which tuition is over 60,000. These programs were not meant to help rich people send their kids to rich colleges. They were meant to help low income get basic public education. Its being exploited. How do we have the conversation about the fact that one cannot afford a College Education in this country . I dont think theres ever been a time where every one could afford a private expensive college. Even public universities. Thats a lot of money for a lot of families. The next door neighbor deserves a College Education like i do. Absolutely. Its a huge problem. We see a lot of conversation now on the democratic primary about Different Solutions to get after that big picture problem. We have programs designed to help lower income families. Cheating or finding a loophole to take money out of those and giving it to rich families is not the way to go. How can they close this loophole so it doesnt happen again . Theres a lot of ways who you can define who a depen dedent student is. In one case it was a month and student turned 18. That permanently emancipates the student. Either they accept an assignment to a gm plant anywhere many the country or lose their jobs all together. These are very good jobs. They pay up to 28 an hour plus benefits. They have a big impact on the economy. Its not just 177 people. Its an entire community. When we leave, we take our tax dollars, our earned income and we leave this community. The stores, the businesses, the banks, the gas stations. All of those things rely on us. That 177 people make a huge impact. We impact the schools, the roads, all of those things. That is very true. For a lot of the workers here theres great uncertainty. Many people want to stay and dont want to relocate to texas, tennessee, somewhere else around the country even though they would have a job, they have their lives here. Those lives are paramount. I know youve been talking to people on the ground. What do auto workers want to hear from president ial candidates tonight and tomorrow night oen the debate stage. What they want to hear in a nutshell is they want to hear about how theyre going to make the economy work for every one. Clearly here in detroit like around much of the country the economy is doing really well for some industries. I talked to a pipeline worker who said they are busy. A demolition contractor who is working 60 hours a week. For people like these uaw workers at the gm plant that are being idled and we think will go away all together, its very uncertain times. The question is where do they go to get a job that pays them the kind of wage, up to 28 an hour and the benefits they had before. Those jobs arent readily out there. Thank you. I represent a district thats home to the countrys most robust Automotive Supply Chain and what are manufacturers looking for . Consistency, leadership. Economic policy that will allow them to champion and succeed in global marketplaces. We got to stop the pendulum swinging. Thats what i did because i came out of the manufacturing world. Im very passionate. I know we need somebody in Congress Speaking that language. We sure do in the presidency. Your own governor said this isnt about the president s twitter feed. Dont talk about how to respond to the president s twitter feed. Talk about Kitchen Table issues. Talk about how the families can continue to put food on the table for their sons and daughters. I want to tell you who it is important for. I dont have a college in my district. We had an incredible youth voter turn out in michigans 11th district. We had a great turn out with our moms. People in Midterm Election who are saying ive never really participated in a Midterm Election. Its not just going to the polls. Its reaching out to your neighbors. Engaging people in your communities. Its really a remarkable opportunity for us and im so proud of the successes that we had in 2018. Congresswoman, thank you. Thank you. Do you think President Trump is racist . 51 responded yes while 45 said no. The starkest contrast is between Political Parties. An overwhelming 86 of democrats said yes. Only 9 said no. As for republicans you can see the numbers are flipped. 8 yes, 91 no. When we took a look at how voters responded based on race, the majority of africanamerican and latino answered yes. 46 of white responded yet but 5 50 said no, the president is not racist. I want to take a moment and let that sink in. The fact a poll needs to be conducted asking voters if the president of the United States of america is a racist. Its marking a critical and telling time for this country and addressing americas racial divide has become a must for 2020 democrats. What will they do about it . People have said something the president knows how to do very well is rally his base when it comes to race which includes stoking fears and deepening the devi divide. How do democrats address the issue without making this about President Trump . Without attacking what president puts out there on twitter. Racism is and has been a problem in this country. Youre bringing up a great point. Racism has been around for a long time. The reason why that poll shows such a distinction between democrats and republicans, the democrats are half people of color. 25 black. The experience that people have, its not just trump mouthing a racist attacks on black congress people, its a whole system that affects housing and it affects health care and education. Thats the experience thats defined people of color in this country. Racism is a tool. Its no doubt it will consolidate and may even increase turn out on the part of the gop using racism and it will also increase turn out on the part of the democrats. I think the challenge is for leaders who want to help us see through this area is how can we articulate Racial Justice as being a Kitchen Table issue in this day. The leading issue for us to attack and do it in a multiracial way. Sg y you talk about the diversity of the candidates running for president but if you look at the stage tonight it will be all white candidates up there. How do the optics play tonight . Not too good. Whoever comes up with the strategy of having candidates debate the issues needs to always be thinking about not only who the base of the democrats are but how the diversity in terms of not just gender but race really plays out. We saw how important it was to have senator harris and joe biden on the stage at the same time to tease out the key issues. It was a big miss. You talk first about turning the conversation about racism into a Kitchen Table issue and how candidates can go about doing that. I ask you, how can they go about doing that and to follow that up with can the conversation about racism, if they are able to turn this into a Kitchen Table issue, even if its not affecting every single voter. If theres a voert at hoter say isnt affecting me because it affects my friend or my neighbor. Can it stoke voter turn out for the democrats . Can it inspire people to go to the polls in 2020 like it didnt necessarily do in 2016 . I always remind people that the only democrats thats been lekk e elected president many the last 20 years is barack obama in large part because he spoke the lack of racial solidarity and able to build a coalition that was multiracial. Thats a role for all of us that evolves beyond the hatred that trump represents and part of the country which is really going we hope will go away. Instead to find politics that brings us together across race. Its really the only way forward for us. That then becomes the frame where we look at a lot of issues. If theres a stupt loan policy platform or medicare or yun v universal health care, point out how race and the system of racism has impacted peoples experience and ability to access government sfrss like this and talk about that solution in the frame of race. Thats the way to appeal to and talk about a solution that will benefit all communities. All right. Thank you. Great talking to you. A couple outspoken, senator gillibrand has expressed her discontent with the fact hes been nominated and the confirmation is going forward. We heard opposition of senator tammy duckworth, herself a veteran of the military and asked how will he respond if hes confirmed, how will he deal with Sexual Assault and continue with the ongoing problem of military Sexual Assault. The biggest indicator of where his nomination is going is the fact he went to a confirmation hearing at all. Last week, his accuser appeared before a closed Senate Services Armed Committee and she laid out her story and two days later, general hyten flew in and we heard about the confirmation hearing and time and date. The fact they went forward with the confirmation hearing is a good indicator.
