So far the president has seemed pleased with todays activities, tweeting, london part of the trip is going really well. The kweerch and the entire royal family have been fantastic and then pointing out havent seen any protesters yet, but im sure the fake news will be working hard to find them. Great love all around. Great love. This visit comes at a divisive time for the United Kingdom. As someone already perceived as a controversial figure in the country some of trumps comments before participating in todays event have already brought more diplomatic tumult as Great Britain struggles with brexit negotiations. Following the president in the United Kingdom for us is Hallie Jackson and nbcs chief Foreign Correspondent richard engel. Hallie, lets start with you, your perceptions of how things have unfolded so far. Reporter well, its been a day where the president has been mostly seen and little heard, ali, other than on twitter. For that i think that there are those officials in the uk who are breathing a sigh of relief at least so far because tomorrow, dont forget, the president has a series of events with Prime Minister theresa may. That is the day we expect the protests as richard well knows to be much larger than they have been today. Lets talk through what we expect to see from the president. Actually this hour he is heading now shortly to a state banquet. This is going to be the extremely formal centerpiece to a day of royal ceremony. This is white tie, this is tiaras, this is a table that takes three days to set. The place settings are set exactly 18 inches apart, measured with a ruler by Staff Members that are putting on this banquet. The president and first lady will be in formal attire. The queen herself walks around and inspects this horseshoe table prior to the event beginning. About 170 people all manners of stars in the royal firmament as well as the diplomatic firmament will be at this banquet tonight. We may or may not hear or see the president. Im not sure what we will be able to bring you live. We do know that the president will have a rare opportunity today to make formal remarks to the queen. They had some conversations earlier as the queen was showing the president around Buckingham Palace, you saw some of the images and were looking at some with the president talking to Prince Charles. The two of them had tea along with the first lady, along with camilla, of course, and then they had a little bit of down time which is when we saw the president do what he often does during down time and that is tweet, as you have pointed out. The royal part of the day and the trip here to europe has ended largely with no protocol breaches, no snafus. There was a moment when people talked about the president fist bumping the queen, it was a handshake it seems. So no moments like we saw the last trip when the president , for example, walked in front of the queen in what was perceived then as a breach of protocol. Here is the real long and short of it, ali, what happens tomorrow is going to be critical as it relates to the political moment that the uk is in and the relationship between the u. S. And the uk because both of these leaders have talked about what an important relationship these two countries have, but tomorrow is when the rubber meets the road. Theresa may is on her fourth to last day as leader of her party, she is going to become a caretaker Prime Minister, a Prime Minister in all but name only essentially after friday. President trump has arrived on his trip praising boris johnson, the man who is believed to be the front runner at the moment to replace may as Prime Minister. He talked about johnson, somebody he has known for a little bit in an interview right before leaving. Here it is. Well, i like him. I have always liked him. I dont know that hes going to be chosen, but i think hes a very good guy, a very talented bern. Hes been very positive about me and our country. I know the players. I know the different players. But i think boris would do a very good job. I think he would be i think he would be excellent. Reporter and you know how theresa mays people heard that, ali, loud and clear, right, as President Trump weighs in on internal politics, domestic politics here in the uk, which has ruffled some feathers to say the least. That said there will be conversations about the potential for a trade deal, thats Something Else President Trump is tweeting. Thats going to be very difficult to do for the United States until after the uk resolves how it is handling brexit, the break from the european union, by the fall essentially. You also have a News Conference between these two leaders coming up as well as the president having insulted the mayor of the city that is hosting him, of london, and sniped at meghan markle, prince harrys wife, calling her comments nasty when in 2016 she described President Trump as misogynistic. The president went on to praise markle saying he thinks she would be a very Good American princess, if you will, but there is certainly i think today the theme a notable dichotomy between the words and actions of President Trump. Hallie, thank you for that. Richard engel, lets pick it up there. There are obviously Foreign Policy concerns not just with the u. S. s relationship to the United Kingdom but the things that the United States and United Kingdom need to get done in the rest of the world. Whats your take on how things have been developing and what happens tonight . Reporter so as hallie was saying, today was the fun part, the easy part for President Trump. It was a tour of royal events. Tomorrow he has a lot more down time, he will be meeting with theresa may who was a lame duck at this point and he will be holding a press conference. So tomorrow is his opportunity to wade into british politics and british politics are right now in a very delicate place. This country doesnt have a Prime Minister, it doesnt know where it is going, it doesnt know if it is going to have brexit through negotiations, whether its going to leave brexit, leave europe without a deal. So right now this country is very sensitive to foreign disruption. And that makes it sensitive to President Trump, but also makes President Trumps visit here very important because if the uk leaves the eu without a deal, that means it is that much more dependent on the United States for a trade deal. So today pomp and circumstances im sure it was a very exciting trip, the banquet, the very formal banquet that hallie was talking about is either under way or soon to be under way. We just watched the marine one land here. There are a small group of protesters who are gathered here to try to disrupt that banquet, but tomorrow a much more political day and there should be many more protesters on the sheets, tens of thousands at the very least. Wow. All right, richard, thank you. Richard engel in london for us, Hallie Jackson in london as well. Tonight the state banquet and of course tomorrow. Trumps visit comes at a sensitive time for the United Kingdom. Most recently on brexit negotiations and who should take over now that Prime Minister theresa may officially leaves office on friday. Just ahead of todays state banquet the Prime Minister is expected to speak on the u. S. uk alliance, referring to it as a quote, special relationship. As one expert from brookings put it that special relationship is in worse shape than either side will admit. Meaning me is thomas write senior fellow and director on the center of the United States and europe at the Brookings Institution. Let me put it this way because im in canada and we wonder about the canada u. S. Relationship. Some say does it really matter . The stuff that matters stends to be diplomate it i can in difficult times where people make the right decisions and commercial where commercial interests tend to make the right decisions regardless of what government does. Whats the consequence of a not great relationship between the u. S. And uk right now . Normally the relationship between the uk and the u. S. Looks quite good because the president and Prime Minister just say the normal positive things that dont really make much news and they tend to be on the same page and the cooperation is very deep and structural. So it sort of passes by unnoticed unless there is a major war or major crisis that comes to the fore. Whats really unique about President Trumps term is that from the very beginning two and a half years ago he has repeatedly interfered in uk domestic politics in a way to undermine theresa may and her government, whether thats on her top priority, domestically, of brexit and ensuring there is a deal with the eu, or on who the ambassador is from the uk to the u. S. Or on investigations into terrorist attacks in britain, he is just every few months intervened in those in a manner thats made it very uncomfortable for london. So what in the end is the impact of that . To the extent that there are people on the far right in the United Kingdom who are feeding off this momentum around the world toward the right, in the main are people in the uk concerned about what donald trump says . Well, i think its got a variety of impacts. On brexit i think it does make a no deal brexit more likely. So when President Trump says theres no problem with no deal in brexit and the uk ought to get for that and they will get a trade deal with the u. S. Even though Speaker Pelosi said no such trade deal would be ratified, i think that does say to conservative members who are voting on the next Prime Minister and that that is a viable option when the Prime Minister has said that that is not. On a variety of other issues, on security concerns and there has been a number of times where investigations have been rendered more problematic into ongoing terrorist activity and attacks because of leaks or comments coming from the white house. So that potentially impacts the intelligence cooperation. And then more broadly on International Issues like climate change, iran and other issues, i think it does you know, when the president of the United States basically gives no concessions or doesnt meet the uk halfway in any of these issues that they care deeply about, i think it does weaken public support for the alliance in the uk. Thomas, thank you for joining us. Thomas wright a senior fellow at the Brookings Institution and the director of Institution Center on the United States and europe. While the president is traveling overseas there is more problem back home. The House Judiciary Committee will hold a series of hearings on june 10th on the Mueller Report. Nadler said russia attacked our elections to help the Trump Campaign win. Mueller confirmed these revelations and has Left Congress to pick up where he left off. The hearing is titled, quote, lessons from the Mueller Report, president ial obstruction and other crimes. It will feature former white House Counsel john deen who pleaded guilty to obstruction of justice during watergate. Joining me now joyce vance, msnbc contributor and a big treat to have you here. Doesnt happen all that often. Great to see you, joyce. Joyce, tell me about these hearings. Where do they fit in the pantheon of things that are going on right now . Are they notably important or are they mostly for appearance . I think these hearings have the potential to be extremely important. One of the issues that democrats now face on capitol hill is that because the attorney general, bill barr, put out a, best case, misleading summary of the report its clear in large parts of this country people dont understand what the report actually says and the president has been able to claim it says no collusion and no obstruction when thats not actually what bob mueller found. So this is, i suppose, an opportunity for democrats to reset that point of view, to help the public understand what actually the report finds, which is that there was not enough evidence to charge conspiracy and that obstruction was an open question for congress to take up. Well see what democrats can do, if they can focus attention and overcome that First Impression people have. So think about that as a prosecutor because you have seen cases ive covered cases that have failed largely because of the failure to be able to focus attention. There was so much going on and it was so noisy and there was so much disruption that what is difficult to do is focus ones attention on what has to be done. That is something in which bill barr in, as you said at best being misleading achieved on behalf of the president. The president kept tweeting no obstruction, no obstruction. Whats the best work that congress can do in focusing attention here . Is it subpoenas that the president and his team seem to ignore . Is it reading the Mueller Report outloud . What is it . We are about to enter an 18month trial with the American Public as the jury. Congress needs to define the issues for them. As you say, there is a lot of noise, there is just such a broad swath of conduct people can focus on and thats overwhelming i think for all of us. So it will now be up to congress to try to define those issues and whether thats the president s involvement in the Southern District of new york case with michael cohen, the financial, the Election Campaign finance crime, whether that is the administrations failure to comply with subpoenas and efforts to withhold information, whether thats obstruction. Congress needs to be really dedicated p setting a deliberate agenda and driving focus on to those issues so people can understand. Lets talk about this idea of congress issuing subpoenas for either documents or testimony, the white house in many cases ignoring them, in some cases with Financial Services committee coming to some negotiations and in some cases these are going to go to court. What does that look like . So tomorrow we will have a test case when subpoenas for documents to hope hicks and to annie donaldson, don mcgahns former chief of staff when these documents are due at some point tomorrow. If they dont turn over documents that have been subpoenaed, congress will have to pursue either accommodation, this process of negotiation thats failed so far, or finally go to court. At that point well see whether the judiciary will enforce these subpoenas. They look at first blush, ali, as though there is no reason not to enforce them. They are relatively pedestrian or they would be if the president of the United States didnt have an interest in them. Congress is entitled to get this information. The question is whether the courts will impose a lot of delay on the process and, if so, whether democrats have a strategy for moving forward in a prompt fashion. Joyce, always great to talk to you. Been in the spotlight in recent weeks as more states pass laws to restrict abortion rights in an attempt to get the nations highest court to overturn its 1973 decision legalizing abortion. Its drawing attention to a plan from 2020 democratic president ial candidate Pete Buttigieg who wants to increase the number of justices. Keep in mind the Supreme Court has not always been a group of nine. Before 1869 the number of judges varied. Lets look at what mayor buttigieg wants to do. He said he would increase the number of justices on the u. S. Supreme court from nine to 15. Five would be affiliated with democrats, five would be affiliated with republicans, the last five would be nonpartisan justices chosen by the other ten. Under buttigiegs plan the five democratic affiliated justices and the five republican affiliated justices would serve life terms. The ten justices would join together to choose five more justices from the federal circuit and district courts, they would have to approve the nonpolitical justices unanimously or with a, quote, super strong majority. The final five justices would serve oneyear nonrenewable terms. They could be chosen two years in have aness to prevent nominations that are based on anticipated court cases. If the ten partisan justices couldnt agree on the final five, the Supreme Court would be deemed to lack a quorum and could not hear cases that term. Now, a big criticism of buttigiegs plan is that it reinforces the notion that justices who are supposed to be nonpartisan are either democrat or republican. It could also require a constitutional amendment, which is a tall order. Nbcs Josh Letterman is with the Buttigieg Campaign in fresno, california, where the candidate will take part in a town hall meeting with Chris Matthews which airs at 7 00 p. M. Eastern time tonight. Okay. Josh, put on your Supreme Court expert hat here. There are a lot of questions about this plan such as is a democratic president going to appoint republican justices and vice versa. What happens if you cycle lieu all the federal appeals and trial court judges, there are also questions about the constitutionality of the proposal. So what has buttigieg said about these questions . Reporter well, Pete Buttigieg is acknowledging that there are still some holes in this plan, its not all sorted out and there is some real challenges, the ones that you just described. He says hes not focused exclusively on this plan or no plan. His basic point is that he thinks that the politicization of the Supreme Court has gotten out of control, its turned every Supreme Court vacancy into a huge fight that really pulls the country apart and hes open to whatever reform will address that. He thinks this is a good one, but he also acknowledges that this is something thats going to take a long time, its not going to be easy, could require a constitutional amendment. Thats a whole long process. Thats why Pete Buttigieg says that he needs to start on day one as president focusing on this. He says that he would roll out a Task Force First day in the oval office to figure out how to do this. Now, these democratic Structural Reforms is something that Pete Buttigieg has been talking about here in fresno today. He just did a meet and greet with several hundred people here at this Community Center in fresno. He spoke to an overflow crowd of another dozens that were over here gathered, werent able to get into the actual event which was packed. I asked Pete Buttigieg right after the event what hes looking for voters who maybe havent seen or heard him before to learn about him in tonights msnbc town hall. Lets hear what he had to say. I look forward to drawing attention to different kinds of communities. Fresno is a place that in a long way is far from south bend, but we have a similar experience of a lot of people feeling left behind by the politics and economics of this country. Im looking forward to a somewhat different set of questions and the opportunity to highlight the experience of that kind of community, too. President trump announced yesterday that council of economic advisers chair Kevin Hassett who is a friend of mine and frequent guest on this program will be leaving the administration soon. The president said he would name hassetts successor after he returns from his trip from europe. Kevin last seth joins us now. On one hand im going to miss talking to you but i think we will talk to each other any way. We will. You and i have been talking on tv for many years. Why are you leaving . You know, its just that time in the cycle or ch here, normally they last two years and move on. I think that thats a really healthy part of the design of the organization because the ca is supposed to be this objective group of economists that come from all over the country and advice the president for a short while. Traditionally president clinton had four ca chairs in eight years, president obama had four in eight years, president bush had five in eight years because bernanke left early to be fed chair. Its normal and a healthy part of the process for someone to leave after two years. Im asking, ive heard this answer because ive heard you talk about this on tv all day but people want to know you are a guy who in your previous life was a free trader. I still am, yeah. Is that part of the thing that the president sort of is doubling down on tariffs and its not really something you believe in . No, its absolutely not related at all. In fact, i think that, you know, the president has pursued a trade reform agenda, you and i have talked about it, and i think that the proof is in the pudding for some of the deals, the korea deal is a lot better, the usmca deal, the nafta deal is a lot better. So the president he is a tough negotiator and takes tough stance and puts a lot of pressure on people he is negotiating in but in the end his objectives and mine are the same and thats trade reform. Whats going on with the ten year treasuries . Whats happening in the bond market right now . Its difficult to say because ten year treasuries normally would move the way were seeing if there was an expectation of significant weakening. There is a heck of a lot of data that is still very drong. I think whats going on is there are global deflationary risks because of the reduced output of europe and the declining gdp growth in asia. There are goods chasing a fewer number of consumers. Its downward inflationary pressure. When long term rates pay less than short term rates, it is often not a signal of, but often coincident with the onset of a recession. Right, but all of that history where we saw that was when banks around the world werent doing these extraordinary Monetary Policy interventions. Weve never been through a cycle like that, you know, with all of that policy going on. Im heartened by a couple of things, one is the basic intuition that wage growth, Income Growth and employment are all soaring and that means that, you know, if youve got a raise two months ago you will consume more throughout the year. There is a safety net under the economy of strong wage growth and the second thing is that i think that, you know, right now if you look at the indicators that arent based on Interest Rates they are all saying that the probability of recession is close to zero. With both of those it means we should expect the Interest Rate thing to work itself out over time. We have a few projections from some of the wall street houses, business insiders is reporting Morgan Stanleys chief economist suggests that if President Trump follows through with this threat to slap 25 on chinese imports and beijing retaliates americas economy could shrink for two successive quarters within nine months. Jpmorgan pegs the chances of a u. S. Recession in the second half of this year 40 and economists at Goldman Sachs anticipating the Trump Administration will impose 10 tariffs on virtually all chinese imports and on all Mexican Foods lowered its second half growth forecast by half a percentage point to 2 . Three different houses saying trade is going to result in lower economic growth. Right. Well, i mean, if you think about the upside of those forecasts if you were to talk to those guys and they would say so if we get positive trade deals they would go the same amount in the opposite direction and we would be looking at growth well north of 3. I think weve got our eye on the prize which is getting favorable trade deals for americans and im still hopeful even in my last month that those trade deals will work out. The final thing i can say is that those guys have all been more pessimistic about the economy over the last two years than weve been. I think they are looking at those Interest Rates and for sure those changes in outlooks are consistent with the tenyear yield but if you talk about the other things, the momentum we see in the jobs data then you have a much more rosy scenario than that. I right now am not changing or frafrts but i do agree watt risks to the forecasts are higher than a few months ago. Lets take you at your word if we get good trade deals this works out better and the growth we lose in the next several months is made up for. Soybeans china used to buy twothirds of u. S. Output and so much of that is collapsed and now china is helping places like brazil, you know, improve their infrastructure so that brazil can be a bigger seller of soybeans to china. Once our dispute with china is over they are going to enjoy the benefits of having diversified their supply chain so we actually get everything back we lose through these trade deals . We do better because we open up the Chinese Market for everybody else. When you and i start a company and we want to operate in china we dont have to give half the firm to some chinese partner. For u. S. Multinationals and u. S. Farmers there is a big positive outcome waiting for us out there if we have a china trade deal. Kevin, i enjoy talking to you. Quest diagnostics one of the Worlds Largest Clinical Laboratory Testing Companies is warning customers their information may have been compromised. Quest says hackers gained access to the information of some 11. 9 Million People from between august 2018 and march 2019. They apparently did it by targeting a Billing Service provider that quest uses called american medical collection agency. In a statement quest says amca believes this information includes personal information, including certain financial data, Social Security numbers and medical information, but not Laboratory Test results. Quest also says it stopped sending information to the vendor amca and is working with forensic investigators. We will keep you up to speed on that develops in that case. Authorities are investigating to learn more about the motive behind the mass shooting on friday afternoon where 12 people were killed at a Municipal Center in Virginia Beach. The gunman also died. The community is pulling together to mourn the loss of the victims, all of whom most of whom were City Employees with the exception of one contractor. Joining me now is nbcs kathy park who joins us now live from Virginia Beach. Cathy, tell us what the scene is there. Reporter so, ali, there was no official press briefing today, but my colleague, tom costello, had an opportunity to speak with the police chief just moments ago and were told that the investigation is still very much centered back on building 2, that is where the rampage took place. Officers and detectives will be combing every inch of this building collecting more evidence, to kind of piece together how this unfolded. Meantime, as far as a motive goes, still unclear what motivated the suspect to carry out such a heinous crime. They mentioned they stressed yesterday that he was not fired, he was in Good Standing with his department and he actually submitted a Resignation Letter via email just hours before he carried out the shooting. On saturday new jersey senator and 2020 contender cory booker had passionate words at the California Democratic convention. It is time that we come together and stand together and take a fight to the nra and the corporate gun lobby. Like we have never seen before. We can lead that fight and we can win.
