They will put it to the floor, and they believe pass, four bills that already passed the the full senate. They dont have anything to do with the border wall. So they will fund the department of agriculture, the department of justice, and say these were good enough for you before the shut down, why arent they good enough now . And they hope it will put some pressure on Mitch Mcconnell. Or folks that just want to see good governing going on. Rather than sitting on their hands and waiting for the president to agree to a deal. Where is Mitch Mcconnell . He has been largely sidelined. After getting burned by the white house, there was a voice vote here on capitol hill to pass a shortterm spending bill that republicans were reassured that the president would back. When the president balked on that, he said he is going to sit this out until and unless there is a deal by democrats, he says if there is a 60 seat vote, then he will get engaged in it. For all of the issues that democrats have with him, they know he can make deals, she someone they think they can get a deal with in con grant to the president who has a major trust deficit. While the partial government shut down continues over debate surrounding the border, i want to take a moment to look at what is happening at the border. We were unable to get answers to his specific case. What we heard today was generalities of changes that are being made since his death. We heard today different accounts. It is important to understand china because before this trade war developed, that was central to the complaint that the United States had about china and in fact many of our trade alliesed that about china. They dont do everything they could in terms of respecting intellectual property. Absolutely. I think intellectual property has been a key issue. For decades now, and the hope was that as the economy matured and it developed its own prow less, it would then begin to begin to do a better job. But so far we have not had satisfactory results and it remains a core issue. And it is expected to address it. What is the way out of this, right . We have now escalated this into a problem that was hurting the chinese economy. It could do real damage with the amount of trade that forms the global economy, we may have to undo some of the trade war. I dont know that we need to undo the trade war, but we need to have the off ramp, youre right. And this particular set of negotiations, they have been positive and i think that is suggestive that both sides want to come to a resolution. What does that mean . I think it has to involve two things. On one hand the president wants something to tweet about, and that means some sort of chinese agreement to mie more u. S. Goods and make a significant cut into the huge trade imfalse that currently exists, and the number that the president put out there was about 200 billion. More important for pretty much everybody else, is that china under takes significant structural economic reform and that gets to the heart of property rights, technology transfer, these are really at the heart of chinas malfeasance, what it does that is corroding Global Economic leadership. Did this rattle china enough that they may do what they need to do in the first place to deus ka late this . I think there is two areas of hope. They are suffering and there is an enormous about of pressure coming. Other countries dont agree with the tar riff issues with, but they all continue front the same issues. The other source of hope is that there is a group of reform economists, whoment some of the kinds of reforms that the United States is pushing for. We have entered the third week of a shut down. For Many Americans missing a paycheck is a serious problem. 51,000 employees are being made to work with delayed pay. People are coming to work, being forced to work overtime, and not being compensated in any form. They have to bring extra lunch and food and there is only so much funds to go. They want me to run to a knife fight and you get no money for your pocket, how can someone not be upset about that . So what do you want washington to know . Settle your differences and dont use us as leverage. That is what theyre doing right now. Ali, we have talked to federal workers, some said that their supportive of President Trump when it comes to immigration, and others that said theyre not supportive of the wall, but they want a deal and they want this over. As one worker put to me yesterday, not everyone has a fred trump in their life and they cant afford for this to go on, they have no other resource for money and they need the cash that they go to work for. Vaughn, thank you for that. Breaking news, the white house says there has been no decision on a National Emergency. The president is still considering it. That is from a briefing with the president and the Homeland Security secretary. He floated the idea last week as a way to pay for the border wall. I may declare a National Emergency depending on what happens in the next few days. You dont news congressional approval . No, we can call a National Emergency. But is it that simple . To fact check this im joined by julia. And i want to go to Hallie Jackson that was in that briefing. Let me go through some of the headlines here. We just walked out of this briefing. The ahead of the office of management and budget was in the room, and someone that has been involved in the negotiations. Number one as you talked about the president according to the vp is considering declaring a National Emergency but has not made a decision yet. The White House Councils office is looking at this, but no Decision Point there. That said, ali, based on the hour plus they spent with reporters, the words humanitarian and security crisis were probably repeated maybe 20 times. Well go through and count the numbers for you, but it seems very clear the white house wants to get this messaging point out. They believe this is a humanitarian and security crisis. That will be the main message of the president s remarks. Before that happens, the president and secretary neilson will go to the house to brief republicans there. There is also a lot of discussion about paying for real people. You heard there, talking about central workers, and other people will feel as the shut down progresses, and the head of the office of management and budget is telling us there will be tax refunds issued as planned. That was a big issue, right . People getting their money back from the government, and because of this indefinite appropriations, there is a way to move things around that workers will continue and people can get their refunds as planned. I think that will be interesting to people who are owed some money. The democrats have been invited back to the white house, but what we heard repeatedly is when are democrats going to start negotiating, he said we want democrats to come to the table. I have not had a chance to talk to the dems yet, but im sure they would say we are, when will you start . Everybody it so dug in, its not clear what will break this impasse. Would it take the president declaring that National Emergency to do something here. Right now it doesnt seem like incentive for either side to budge. That said, President Trump, of course, remembers being on the campaign trail and making this promise to people that supported him and that is almost certainly playing at his thinking now. Although the emphasis from white house officials is that this is a crisis, julia might be interested to know, secretary neilson was repeatedly asked about some of the numbers that have come out of the department of Homeland Security. Now, the secretary did talk about how some of the numbers are classified, were told by her that she is working to get some of that information unclassified to be able to share that, but she also defended her agencys stance. And the report that contradicted some of what she has been saying, she said listen, things have changed. They pointed today what they describe as an up tick in recent months. The facts of the matter, julia, i dont want to step on her, the claims of the administration has been making to this point dont hold up to the realities on the ground, so it will be interesting to see if the secretary can get some of the figures to quantify what she is talking about. A big focus was on the humanitarian crisis as well nap this is not just a humanitarian crisis, but the white house wants to try to make conditions better for folks who are trying to enter the United States to seek asylum, but a big take away for me was the repeated use is that this is a security crisis. The National Emergency, but the claim upon which that is based and that is a claim in which thousands of terrorists are apprehended at the u. S. And mexico border. Lets just examine that finish a little while, you were talking about it when the game was first made, you had a chance to look at it then, what is it all about. I am more convinced that that is why they were stopped, they were stopped as part of a database. That means your name could match the name of someone else on a list. That doesnt mean you ever participated in terrorism, the vast majority of these were at airports. The only known terrorist to cross any border was the northern border, not the southern, within recent history. And you talk about what theyre using this as a basis for. They are trying to say this could be a National Emergency. We have done some digging on that, i spoke to Pete Williams that says the president doesnt really have to go too far to say why they are declaring an emergency, just what they plan to do, but he is capped at how he can appropriate funds. He is capped, he wont be able to get near that 5 billion figure if he doesnt go through congress, that would be reallocating it for a reason it was not allocated for. First thing i want to do before that, i want to be clear on this. Some people may not have the benefit of your reporting and critical analysis on this. I want to be plane hear, the president said it several times, and lets listen to it and i just want to slow it down so we can fully evaluate. We have stopped 3,000 special interest aliens trying to come in on the southern border, they are aliens who the Intell Community have identified are of concern. They have travel patterns identified as terrorist travel patterns or they have suspected ties to terrorism, she is talking about over 3,000. She is referring to them as special interest aliens, people you said come from a region where there is terrorist activity, or they have travel patterns that cause them be on a list or on a name. She said trying to come in on the southern border, that is a lie. Its not true. I think lying gets into intention a little bit, but its not true. I worked with that category, special interest aliens for a long time. I remember seeing data on that sma that someone from the country of india would be called special interest. It is just because they were not following the normal travel patterns. She also con flats people who have been arrested. She says they have been convicted. You can be a convicted immigrant for reentering the country before being dhsh is not true information. Anyone that is thinking there is gray area here and maybe there are thousands of terrorists arrested at our southern border, it is simply not true. If you take that number, there has been two numbers put out, about special interest aliens, in the vast majority of cases, they are stopped at an airport possibly overseas. The other thing she is not telling the truth about is the southern border. Yeah, those could be people around the world, people that never got near this country, but she is also not telling the truth about the southern border and that there have been no none arrests of anyone on terrorism related charges at our southern border in recent history, as far back as we can push it. So before we think there is a big threat, it simply doesnt really make sense economically either. If you have the resources to carry out an attack on the United States, you would probably have the money for an airport ticket, its a much easier way to get in than having to go the way that impoverished people do which is to come up by foot. I know you say that lie has to do with intent, but if someone said this first, and they had not been corrected, it is up to the administration to come back and tell us why were wrong or your reporting is wrong because for now im sticking with your reporting and i have never gone wrong doing that. Why do you think she chose to declare fairly early . Yeah, new years eve was an interesting choice. Especially for a lot of us reporters that were hoping to get out of the office early that night. I was luckily still able to escape, but it was early, it wasnt even yet 2019. But i think she wanted to get out ahead of the pack. She just wanted to get out there. She wanted to start introducing herself to voters. A lot of voters, even though they know who she is, they know about some of the things she has been talking about, they didnt exactly know her or know that she had a husband named bruce until he came out of the house with her and her dog. Given there are hardly any other candidates right now, it gave her the ability to talk to some people. This is interesting, youre right, i think a lot of people dont know who she is and what she stands for, but President Trump and others have gone out of their way to paint her as something very specific. As someone that has reported on her, what is the thing you think most people need to know about her that they wouldnt if they just knew her through trumps tweets. Well, that is a bitter question for the millions of American Voters and democratic primary voters out there. It is hard to know what theyre looking for this time around. I think the big thing is that she is an academic. And people think of her as a senator, an academic, but not necessarily someone they can relate to. If you look at all of her messaging going back to late last year up through this weekend, she is talking a lot about growing up in oklahoma in a middle class family, that her mom got a minimum wage job was and was able to keep the family out of poverty by doing that. People dont realize when she is talking about the economy and middle class families, she is talking from a very personal experience. She has a credential that she grew up, you know, in those communities, she understands these issues, that she still has relatives who live in oklahoma, who are dealing with, you know, an economy that is booming everywhere else but not in their town or their life. Theres been a lot of noise about this withdrawal from syria. We want to make sure they understand completely what that means. Theres no change in our commitment to the defeat of the caliphate or vices globely. Theres no change in our counter iran strategy. Were going to withdraw our 2,000 soldiers from syria but the mission, the purpose for which we have been involved in the 24month Administration Remains in full. Those comments coming before pompeo embarks on a trip to at least eight middle east countries to reassure allies to the region. It seems like the timing of the u. S. Troop withdrawal is still in flux, as exemplified the change when donald trump abruptly unveiled his plan three weeks ago. We are pulling back in syria. Were going to be removing our troops. I never said were doing it that quickly but were decimating isis. Weve won against isis. Weve betten them and beaten them badly. So our boys and young women and men, theyre all coming back and theyre coming back now. The part where the president he never said he would do it that quickly, three weeks ago he said the troops would be out in a month. National security adviser john bolton is traveling abroad in turkey to elaborate on the president s decision. The trip being described as a damage tour. Hes assuring israeli leaders the withdrawal of u. S. Troops will come only when isis is completely eradicated and the turkish golf guarantee its will not attack Syrian Forces who have been crucial in syrias nigs fight against isis. And im likely to grow a head of hair before that happens. And the man who conducted at tack on uss cole is now dead. They confirmed Jamal Al Badawi was dead in an air strike. Donald trump saying they never stop in the fight against terrorism. Overall this news was met with a shrug but its a big deal and important part of american history. Jamal al badawi was accused of organizing the 2000 attack where two suicide bombers drove a small boat loaded with explosives into the hull of the uss cole while the destroyer refueled in yemen. 17 american sailors were killed. 39 more wounded. The attack coming just 11 months before the september 11 attacks. Joining me now is a 20year fbi veteran who worked in the joint Terrorism Task force in the wake of 9 11, was very involved with al badawi and the hunt to find him. Jeff, great to see you. Good to see you. Whats the importance of this guy, who they got . I think there are a couple lessons to be learned here. One is the u. S. Is never going to stop hunting, never going to stop working on getting their hands on people who have done harm and killed u. S. Personnel or destroyed u. S. Military property. The fact that even for the time when i was in the fbi, this was still an active investigation. The fbi worked very hard on getti getting al badawi to court. They had an indictment on him. Unfortunately when its an overseas suspect, theres a lot of politics that come into play and things that are too high a hurdle to overcome. What does this say about the way our intelligence works now versus the way it did before 9 11 . This is as we foe onknow once y sniff around what hes doing, you could have clues to 9 11 coming . This is a great example of how well the Intelligence Community are working together. The fbi has sources all over the world, cia, ncis, everybody has sources all over the world and theyre working together, theyre pulling that information and theyre sharing that information. And theyre able to give actionable intelligence to somebody like the military whos able to do something with that. Whats your sense of where we stand with groups like this, with al badawi, with al qaeda, with isis . Theres a lot of talk about that right now. Are they gone, on the wing, running or still around just not controlling territory . I think theyre just not controlling territory. As we discussed in the past, al qaeda, isis, its more than just a group or a gang or individuals. Its a philosophy. As long as that philosophy is out there, thats going to take people who are disenfranchised in their own countries and these people are being told the enemy is the west, the enemy is the u. S. , were always going to have people who are going to be willing to die trying to attack us. Jeff, youve been on the front lines of that battle. Whats the answer to that . Weve been fighting this a long time. How do you do that . There are always going to be disenfranchised people. Their subject to the propaganda that the west is the enemy. How does america actually effectively fight that . Thats a tough question. I think one of the answers is make sure we get our message out that we can put out the message that were here to help everybody no matter what your race, color, creed or even political believes.
